- Description: The media, specifically tabloids, have the potential to portray poverty-related issues in a manner that informs the public and government about the experiences of people living in poverty so that it can be tackled with urgency. Poverty has blighted the lives of many, especially women, children and widows in Cameroon. The role of the media in reporting the plight and suffering of the ‘masses’ potentially shapes the way in which these issues are handled by those in authority. The study notes that the tabloid press has the potential to expose certain experiences of ordinary people thereby constituting that alternative sphere for the disadvantaged. The study investigates the manner women are represented in The Post which is an English tabloid published in Cameroon. The representation of women in this study looks at the institutional policies which drive the representation of women in news constructs, analyses the news values which shape news production, and uses Thompson’s modes of ideology to unravel the underlying meanings in the reported stories. The study is inspired by the claims that since women make up the majority of the world's poor, so too would media representations depict them as such. It utilises thematic analysis to understand the manner in which women are represented in The Post. It also uses interviews with the regional bureau editor of the North West region to probe what news values and institutional policies drive the stories on women’s poverty. Document analysis is used to better comprehend the institutional guidelines which govern the representation of women during the month of March 2009.

In South Africa, however, very little has been researched within this area. This study aimed to systematically review literature on the role of parenting in the development of antisocial behaviour. International literature published between 2000 and 2013 was reviewed in order to gain a better idea of the current state of knowledge on this topic. All of the articles included in the review examined some aspect of parenting behaviour, parenting practices and/or parenting styles related to the development of antisocial behaviour, conduct disorder, and/or oppositional defiant disorder. This study investigates agriculture as a contributor to economic development of Nkonkobe Local Municipality, Eastern Cape, South Africa. While the potential of agriculture, in Nkonkobe Local Municipality is high, this sector has not been fully developed to the benefit of the community and the municipality at large. The results of this study have pointed out that the Eastern Cape, Nkonkobe Local Municipality in particular is where communal farming is practiced on the largest scale and where further growth can take place. This study is informed by the goals of reconstruction and development, as expressed in the Government’s Reconstruction and Development Programme (1995) tabled to meet the basic needs of the people, develop its human resources and to build the local economy. This study aims to transform Nkonkobe Local Municipality into an economically developed area of Amathole District Municipality, by improving the area’s agricultural contribution to the Local Economic Development (LED) of the area. This study supports entrepreneurship and innovation, job creation, raising the quality of basic services to the poorest citizens of Nkonkobe Local Municipality, and increasing the distribution of agricultural land to small holders. This study promotes the development of agricultural sector, which will enable it to absorb more low skilled labour which will assist in poverty alleviation, and promote LED initiatives. This study also develops and promotes the sustainable contribution of agriculture to LED programmes, and improves the participation of local communities in these programmes. The study was conducted using qualitative research methodology. The findings of the study reveal that agricultural infrastructure in support of LED in Nkonkobe Local Municipality must be established and improved. Such infrastructure should include the reticulation of services, such as irrigation schemes, big dams, farming equipment, tractors, laboratories, cold storages and communication links. These services are currently inadequate in the area, and hamper development and progress that the area clearly has great potential to add in terms of global food security and poverty alleviation.

There is a major emphasis on the education of the South African people to become responsible, participatory and reflective citizens that contribute to an emerging democracy. However, the government of SA is faced with many challenges that hinder the South African people from becoming an educated nation. This is based on the assumption that education plays a major role in improving the economic status of the nation. The education in South Africa is categorized into sectors, primary, secondary and tertiary which are interlinked through a fine thread that determines the success of individuals. It has been established that a number of factors or problems hinder learners from receiving a good standard of education. These include: parents’ lack of participation in their children’s education and the weak functioning of School Governing Bodies (SGBs) especially in the area of finance and general administration of the school, poor infrastructure and shortage or non-delivery of textbooks. Good leadership in schools is also needed to make sure that teachers attend to their classes diligently and learners take the importance of education seriously. Government needs to ensure that teachers are trained accordingly and schools have adequate basic resources. The qualitative research method was used and no interviews and survey were made during this study. This research will discuss these factors that have been identified as causing the drop in the standard of education in South Africa. The research concludes with an attempt to make some recommendations to improve this situation.

A systematic investigation of NMMU by means of interviews with student affairs professionals make it possible to identify factors that have direct relevance and impact on the future management and provision of student development and support. The result of the study is a construction of the specific factors identified on the international, national and institutional levels as well as the intricate relationships between rural and urban students. This research provides a potential framework for future management and provision of strategic focus areas for student development and support functions within NMMU and higher education in a developing country to ensure that it effectively positions the function within higher education as a key component of the core agenda.

The objective was to compare how two typologically distinct languages, one isolating and the other agglutinating, cope with the encoding of situations that occur at different positions on the time line. Data was drawn from questionnaire responses from, and interviews with, isiXhosa speakers who provided translations of a wide range of sentences from English into isiXhosa. The study revealed that isiXhosa relies on the grammatical category – tense – to encode temporal relations, while Mandarin relies more on lexical and pragmatic devices – the use of temporal adverbials and the implication of aspectual markings – to locate a situation on the time line. Typically, each sentence in isiXhosa must be marked for tense: temporal adverbials are optional elements and used to more precisely locate the situation on the time line. By contrast, in Mandarin, temporal adverbials have a more central function in that they independently express different positions on the time line: without temporal adverbials, it is extremely difficult to locate a situation on the time line in some sentences. Another important difference between the two languages was revealed in this study: isiXhosa grammar allows speakers to talk about situations in terms of their distance (past or future) from the speech time whereas Mandarin grammar allows its speakers to talk about situations in terms of the internal properties (e.g. completed, ongoing, etc.) of those situations. The study revealed that isiXhosa and Mandarin are similar in one important respect: both languages have no formal properties, i.e. overt tense markers (isiXhosa) and compulsory temporal adverbials or other temporal devices (Mandarin) for marking the temporal location of present situations. The study also revealed that both languages encode ‘pastness’ in terms of whether or not the effects of the situation in question still remain at speech time.

- Description: The need to achieve developmental local government in South Africa has necessitated that the municipalities and other government departments pay more attention to the poor so that they can be helped to live more fruitful lives and become the instruments for the growth of local economy. This study seeks to assess the impact of Local Economic Development (LED) initiatives in Mbhashe Local Municipality with special focus on the Maize Production Project (MPP). The areas of Mbhashe municipality that were included in the study include Ndakeni village near Dutywa, Tswele-litye near Willowvale and Madwaleni near Elliotdale. The study followed both the qualitative and quantitative research approaches and the respondents were made up of a sample of MPP beneficiaries from the three areas mentioned above, Community Leaders and the Officials. The objectives of the study were to identify MPP objectives, to identify challenges in the implementation of the MPP, to assess the availability of remedial measures and lastly, to assess whether the community has benefited from the maize production project or not. Among others, the objectives of the MPP were to maximise maize production, to make profit, to create employment opportunities for the unemployed. Only 13 percent of the surveyed beneficiaries believe that their expectations of this initiative were fully met. The majority (two thirds) believe that their expectations were partly met, whilst one in five (20 percent) believe that their expectations were not met at all. The MPP implementation challenges included delays caused by the municipal procurement processes, unfavourable climate conditions, poor service delivery by the appointed service providers who provide tractors, shortage of funds and late start for ploughing. Even though the remedial measures seem to be in place, the implementation and the communication of the strategies remains a big challenge. Furthermore a proportion of the respondents were unhappy with the public participation process that preceded the implementation of the project.According to the findings, two thirds (67 percent) of the surveyed farmers believe that their communities have benefited from the MPP, although one third (33 percent) disagreed. The challenges of an insufficient budget, procurement delays and late commencement of ploughing need to be addressed if the maize production initiative is to yield the desired results.

- Description: The implementation of the performance management system is important in every work situation since it has an impact on achieving the organisational goals of excellence. Therefore the purpose of this study is to investigate the implementation of the performance management system, with specific reference to employees attached to the Department of Education in the Graaff-Reinet District. In order to achieve the research objective set out in this study a literature study was done which explains the performance management system, the principles for effective performance management, and how the system should be implemented. Furthermore, an empirical survey was undertaken in the form of a self-administered questionnaire which was delivered by hand and collected upon completion. The empirical results indicate that the performance management system appears not to have achieved its intended objectives and that the implementation of the performance management system does not adequately address the needs of both the employer and employee within the Graaff-Reinet District. Recommendations in this regard were made based on the literature review and empirical results.

- Description: The implementation of the performance management system is important in every work situation since it has an impact on achieving the organisational goals of excellence. Therefore the purpose of this study is to investigate the implementation of the performance management system, with specific reference to employees attached to the Department of Education in the Graaff-Reinet District. In order to achieve the research objective set out in this study a literature study was done which explains the performance management system, the principles for effective performance management, and how the system should be implemented. Furthermore, an empirical survey was undertaken in the form of a self-administered questionnaire which was delivered by hand and collected upon completion. The empirical results indicate that the performance management system appears not to have achieved its intended objectives and that the implementation of the performance management system does not adequately address the needs of both the employer and employee within the Graaff-Reinet District. Recommendations in this regard were made based on the literature review and empirical results.

The aim of this study was to determine the relationship between affirming family communication and family functioning, as well as the relationship between family functioning and the quality of communication between the adolescent and the father and mother respectively. Following this, affirming family communication was explored qualitatively from the perspective of the adolescent. A cross-sectional, quantitative survey research design was combined with an exploratory, qualitative design. The quantitative data was collected by asking participants to complete self-report questionnaires. The qualitative component consisted of focus groups discussing the topic of affirming family communication. One hundred first-year Psychology students of Stellenbosch University in South Africa completed the questionnaires. Fourteen of these students also participated in the focus groups. The quantitative results revealed a significant positive correlation between affirming family communication and family functioning. Furthermore, a significant positive correlation was found between family functioning and openness in communication between the adolescent and the mother and father respectively. Three core categories (with sub- categories) emerged from the content analysis of the focus group discussions. These core categories were verbal affirming communication, non-verbal affirming communication and functional affirming communication. The findings of this study highlight the importance of affirming family communication, especially in families with adolescent children, while also providing a description of affirming family communication from the adolescent’s perspective.

Three models of school PR are proposed in this treatise in view of the fact that there is no one-size-fits-all kind of approach to school public relations. Schools differ in size either physically or financially, and these differences can have an impact on the extent to which public relations would be practised. Thus each model is described according to the practise of a minimum, standard and an advanced school PR plan. These models strive to provide either a starting point for implementing a PR plan; or a checklist for schools who already practise some form of PR. The nature and scope of public relations is explored within three selected South African public schools in Uitenhage to establish the extent to which the Modern Age of School Public Relations has “arrived”. Based on the research findings it can be deduced that most schools practise some form of PR, whether strategically planned or spontaneously, as the need arises. However, although it is apparent that the Modern Age of school public relations is being set in motion, it must be expanded on and progressed to incorporate all the facets of a proactive systematic PR plan. The content of this research paper details a step-by-step approach for South African schools to start a planned public relations programme. Furthermore taking into account current trends it proposes ideas to involve learners, staff and parents in the planning and implementation of strategic public relations in an attempt to achieve the school’s objectives and validate its vision. This treatise aims to provide a foundation for exploring the current practise of public relations within the educational environment and could stimulate further study by investigating and evaluating the PR of all class ranks of South African schools.

The following main challenges for the sample of single mother university students emerged from the data: (i) Financial challenges. (ii) Concern for the general wellbeing of children. Sub-themes within these main themes were also identified and discussed. Recommendations for future research, based on the findings of this study, are also offered.

The purpose is to examine the factors affecting street traders trading at N2 Mthatha Street at Butterworth in Mnquma Local Municipality. For this reason, it was necessary to study the literature on local economic development. The challenges facing street traders were also investigated and analysed in order to formulate recommendations for solving challenges facing street trading in Mnquma Local Municipality. In order to fulfil the objective of the study and to address the research problem faceto-face interviews were conducted with the street traders, municipal officials and Hawkers’ Association. The literature review and the interviews enabled the recommendation of possible answers to the problem. These recommendations would be valuable and, one hopes, will also be of assistance to the Mnquma Local Municipality. Findings of this study indicate that challenges faced by street traders in Butterworth include lack of financial support to start their businesses. Also, the fact that there is no water taps that can be used by the members of the public in the Central Business District (CBD) in Butterworth as well as street lights at night is one of the challenges. Recommendations were made with regard to support and assistance for street traders, environmental management and also a recommendation on business registration and licensing. The study concludes that if the Mnquma local municipality can implement all the proposed recommendations, all the factors raised by street traders as disturbing the functionality of their businesses particularly in Butterworth will be rectified.

The study therefore is based on the assumption that the Nkonkobe Local Municipality has not been able to fully meet the objectives, as they are contained in the LGTAS that was approved by Cabinet in December 2009. The study proposed to give a background of the origin of municipalities and evolution and transformation of Developmental Local Government in South Africa. The in-depth literature review was undertaken on Developmental Local Government to achieve the objective of the study. Local Government Turnaround Strategy analysis with reference to Nkonkobe Local Municipality is also presented to test the proposed hypotheses. This study finds that the government-owned newspaper, Daily News, publishes more articles related to Union on Union Day than the privately-owned, The Citizen and collaborates more determinedly with the state in the process of constructing the nation. However, both newspapers adopt a collaborative role consistent with the development journalism tradition that endorses an informal partnership between media and the state in the process of development (Christians et al, 2009:201). Both publications tend to emphasise the hegemonic ideology pertaining to Union while giving limited attention to challenges to such constructions. While both newspapers do identify certain problems of the Union and thus exercise a monitorial role to varying extents, it is apparent that the press in Tanzania tends to be largely acritical, perhaps attributable to a long period under single party rule

This study finds that the government-owned newspaper, Daily News, publishes more articles related to Union on Union Day than the privately-owned, The Citizen and collaborates more determinedly with the state in the process of constructing the nation. However, both newspapers adopt a collaborative role consistent with the development journalism tradition that endorses an informal partnership between media and the state in the process of development (Christians et al, 2009:201). Both publications tend to emphasise the hegemonic ideology pertaining to Union while giving limited attention to challenges to such constructions. While both newspapers do identify certain problems of the Union and thus exercise a monitorial role to varying extents, it is apparent that the press in Tanzania tends to be largely acritical, perhaps attributable to a long period under single party rule

- Description: Rapid changes in the business environment as a result of globalisation, mergers and acquisitions, skills shortages and demographic changes in the workplace have led to a greater realisation of the importance of talent management and its role in ensuring a sustainable and successful organisation. Attracting and retaining talent has become one of the most important activities for organisations in order to ensure their competitive advantage. Companies must now differentiate themselves from competitors by offering current and potential employees an employment offering that they value. The employee value proposition (EVP) communicates to the internal and external workforce why they should work for and remain with a particular organisation. Identifying the attributes that employees' value is important in attracting and retaining the best talent. The aim of the study was therefore to identify the EVP drivers that a) attract and b) retain employees as well as those attributes that drive both attraction and retention. The influence of demographic variables, such as age and gender, on attracting and retaining employees was also explored. A structured questionnaire, based on the Corporate Leadership Council‟s EVP model, was developed and respondents were asked to indicate the importance they attach to each EVP attribute. A total of 204 respondents from 13 medium-sized to large-sized organisations in South Africa, participated in the study. The results showed that the quality of senior leadership, quality of managers and the organisation's reputation for managing people were the most important EVP drivers of both attraction and retention. The size of the organisation's workforce was the least important attribute for both attraction and retention. In addition, the results revealed there were no significant differences between EVP attributes that attract and retain males and those that attract and retain females. Furthermore, age plays a significant role in attracting and retaining talent. These results have significant implications for companies as they should design their EVP‟s based on what employees' value and deem to be the most important to them. Organisations need to start focusing on the generational differences that are present in today's business and adapt their EVP‟s accordingly.

Therefore the objectives of the study were to determine the following for the participants: • Level of fatness: weight, height, waist circumference, maximum hip circumference and skinfolds; • Fat intake; • Level of physical activity involvement (IPAQ). To achieve the aim and objectives of this study, the literature pertaining to Childhood Obesity and the possible effects thereof, were reviewed. Both an ex post facto quasi experimental and randomized one-group posttest only designs were used to describe the level of fatness and to identify the incidence of overweight and obesity among adolescents aged 10 to 12 years attending schools in Port Elizabeth. The test battery included anthropometric measurements that were identified from the literature as the factors most important to categorise body fatness such as weight, height, circumferences and skinfolds to determine the level of fatness of the participants. A 21-item Fat Measure for Dietary Intake and International Physical Activity Questionnaire were administered to determine the levels of fat intake and physical activity. Three hundred (300) adolescents were assessed of which 143 were male and 157 were female. In terms of socioeconomic status, 71.3 percent were from the ‘less poor’ quintile schools and 28.7 percent were from the ‘more poor’ quintile schools. The results obtained from the evaluation of the samples were compared in terms of their descriptive statistics and the differences were tested for statistical and practical significance. The results from the study showed that 26.7 percent of the participants were overweight and 14.7 percent were obese according to their skinfold measurements. In terms of body mass index, 79.7 percent of the participants were overweight and 14.3 percent were obese. These results are far higher than majority of the studies included. Physical activity indicated a reduction in body fatness and the most physically active participants were obese. Lastly, body fat percentage and body mass index are very closely related.

- Description: This Research was undertaken to explore the challenges faced by the Eastern Cape Department of Local Government and Traditional Affairs Integrated Development Planning Unit to support municipalities to deliver credible Integrated Development Plans (IDPs), using Sunday’s River Valley Municipality as a case study. The legal obligation of the Department of Local Government is to support Municipalities to able them to perform their function and execute the duties allocated to them. This mandate originates from the Constitution of the Republic of South Africa, Act 108 of 1996. The Provincial Department of Local Government Integrated Development Unit is therefore obliged to support and guide municipalities in the development of IDPs by mobilizing and coordinating sector departments to participate in IDP processes, and to identify and allocate funds for projects. It is suggested that the DLGTA IDP Unit is not doing enough to support municipalities so as to deliver credible IDPs, hence the wide-spread violent service delivery protests. The study aimed at establishing whether there is a direct link between the efforts or not of DLGTA to help the municipality to develop a credible IDP and service delivery protests. The IDP may be credible, but the implementation may be flawed, or funding does not flow as expected, or the people on the ground may not understand that it may take years to deliver services. The study targeted senior managers of coordinating Departments, the Sunday’s River Valley Municipality (SRVM) and IDP Managers of SRVM and the Cacadu District Municipality (CDM). The study discovered that sector departments do not participate meaningfully in IDP processes mainly because: (1) SRVM does not extend invitations to all sector departments to attend IDP meetings; (2) There is no legal obligation to participate at local level; (3) There appears to be no commitment shown by senior managers of SRVM on IDP Processes. The DLGTA IDP Unit efforts to assist SRVM to deliver credible IDPs cannot be deemed successful, because the SRVM IDP continued to receive medium rating score for four years in succession. The DLGTA IDP Unit never paid attention to the issues cited above as the cause of stagnation of SRVM IDP. The DLGTA IDP Unit was not aware that the issues cited above were the cause for the poor SRVM IDP until the researcher brought it to their attention. It is therefore recommended that the culture of participation in the IDP processes by top management of both SRVM and DLGTA should be included in the performance contracts of top management officials. It is also recommended that the Inter Governmental Relations (IGR) Framework Act be reviewed to recognize IGR IDP Structures at local level such as IDP Representative Forums. The Act currently is silent on those structures at local level.
