A socio-economic impact analysis of selected national development agency funded projects in the Eastern Cape province

- Description: The South African government cannot in isolation deliver all the community needs as expected. Therefore, the involvement of all the sectors becomes crucial in the fight against poverty, largely due to the fact that the delivery of services (community needs) by the public sector does not balance with the amount of the resources allocated. This implies that government cannot successfully manage to deliver the community needs in isolation. A shared service delivery strategy to support the socio-economic development initiatives towards sustainable shared growth is therefore essential. The Public-Private Partnerships and Public-Public Partnership have emerged as alternative measures or important public policy tools in addressing the ‘shared delivery’ of services to the general public of South Africa. As a result of high levels of poverty experienced by the people of the Eastern Cape, in fact by the larger South African population, major interventions by NGOs, CBOs and other civil organisation are gaining momentum. Likewise, the establishment of the National Development Agency as mandated is also a public policy tool that looks into improving the socio-economic development of the local communities. Such interventions and partnerships therefore have a big role to play in support of the ANC led government to effectively deliver on its mandate, thus ensuring improved citizen’s welfare. Importantly, what triggered the undertaking of this study are the high levels of poverty, poor local economic developments and poor monitoring and evaluation of the funded projects in the Eastern Cape. In this study community and poverty in developing South Africa is well discussed. Attention is drawn to the whole idea of socio-economic development - simultaneously touching on the socio-economic shift in SA. Local Economic Development is also discussed with its LED dimensions, including business developments within the two said districts. The main aim of this study is to establish the extent to which the interventions by National Development Agency ‘Public Entity’ have improved the socio-economic development of the rural local communities in the Amathole and OR Tambo Districts towards sustainable and shared growth. The study includes a conceptual meaning of the public sector in general with its key service delivery role players. The study also includes the conceptual theoretical basis of the socio-economic development with specific reference to South Africa then cascades down to the study areas. Under the same note, a detailed explanation is also given on the nature of Public-Private Partnership (PPP) as a model for improved socio-economic development. Conceptual presentation of the Public-Public Partnership (PPP) for shared service delivery is also alluded to.

- Description: Staff turnover is a human resource management aspect which occurs in any organisation. It involves the replacement of incumbents who have vacated their posts and left the organisation by the appointment of new incumbents in those posts The purpose of the study was to investigate factors influencing the high staff turnover at Walter Sisulu University and to explore strategies which could be utilized to address it. Management has a responsibility of ensuring that staff turnover remains at acceptable levels within the organisation. Causes of labour turnover and their consequences were investigated. High staff turnover could have negative consequences for an organization. It can dent the image of the institution and also have a negative impact on the productivity, especially when it involves the loss of highly skilled and productive workers. Measurement of staff turnover and models of turnover are also discussed and analysed. Job dissatisfaction as a determinant of voluntary turnover is categorically discussed as well as its components. The relationships between management, job satisfaction, performance and turnover as well as the possibility of reducing staff turnover are also explored. An empirical study was undertaken to determine individual, job, organisational and environmental factors influencing staff turnover among staff at all levels at WSU. Interviews were used in gathering data and the findings include the fact that the high staff turnover at this university is attributed to, among others, job dissatisfaction, lack of job security, lack of development and promotion opportunities. Recommendations were made to address factors that may have an impact on staff turnover at WSU as well as strategies that could be utilised to retain staff.

This study was prompted by the huge number of backlogs experienced regarding water and electricity as well as complaints of non-service delivery and little understanding of the programme and plans within Intsika Yethu Municipality. The results of this study show that the communities do not fully participate in their development planning processes and they do not understand the purpose and existence of IDP document. The researcher hopes that this study will sensitise the community to participate in the affairs of their development that will change the quality of their lives. Intsika Yethu Municipality should improve their strategies and consultation structures in the implementation of water and electricity projects as well as the IDP processes.

- Description: South African Municipalities have often been labeled as failures in the provision of services to local communities. These allegations include poor governance, maladministration, corruption and poor delivery of services. Certain municipalities are unable to deliver sufficient services to the communities of their geographic areas due to maladministration, political interference and corruption. This study undertook an assessment of the implementation of the Local Government Turnaround Strategy with emphasis on the Umzimvubu Local Municipality. The study comprises of five chapters and was motivated by the National Cabinet‟s decision to turn around the image of South African municipalities. The study includes an overview on the development and transformation of local government in South Africa as a point of departure. This is followed by an assessment of the implementation of the Local Government Turnaround Strategy, with specific reference to the Umzimvubu Local Municipality. The quantitative research methodology was employed for purposes of the study and the interpretation of the research findings are analyzed and described. A number of conclusions that were arrived at during the study, followed by specific recommendations are proposed in the final chapter. These are based on the findings primarily from the literature review and empirical survey.

For practical purposes, a case study approach was chosen, using Motherwell in Nelson Mandela Bay as the specific area of focus. Motherwell was declared by the national government as one of eight nodal zones for urban renewal in South Africa. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. In this study, the role of Ward Councillors was interrogated and investigated to establish whether the Urban Renewal Programme had benefited the Motherwell community in Nelson Mandela Bay in accessing basic services. In this regard, a legislative framework regulates and guides municipal Councillors in performing their developmental duties to achieve local government developmental outcomes. The legislative prescriptions that underpin the operations and activities of municipal Councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies generally, and the Motherwell Urban Renewal Programme in particular, were examined and interrogated. An overview of the National Urban Renewal Programme was presented. The legislative framework underpinning the Urban Renewal Programme was also reviewed. The study concluded with a number of recommendations based on the findings of the literature, legislative reviews and an empirical survey.

Ward committees have the power to advise the ward councillor; and as municipal structures, they must ensure that there is always community participation in the sphere of local government. Community participation gives communities the opportunities to express their views, as well as giving them a sense of ownership. The objectives of the study were: - To determine the roles and responsibilities of the ward councillors in terms of the new developmental mandate (the need to encourage the involvement of communities and organisations in local government matters). - To investigate the relations between ward councillors and their ward committees, and between the offices of ward councillors and the general public. - To examine the extent to which ward councillors in the northern areas of the Nelson Mandela Bay Municipality understand the policy and administrative procedures and processes in the municipality, when addressing issues that affect the community. In order to achieve these objectives, it was necessary to review literature on community participation. An empirical search was conducted in wards 10 and 11 in the Northern Areas of Nelson Mandela Bay Municipality. Recommendations were provided which could assist the municipality to effectively make use of the ward committees and the ward councillors. If implemented, these recommendations could also enhance community development through the ward committee structures. Thus, the relationship between the ward committees and the ward councillor should be harmonious; and subsequently, they should also strengthen trust between them. Then the flow of communication will improve.

The Water Services Act 108 of 1997 states that everyone should have rights to access water and sanitation. It further states that the level of service it provides its consumers, however, is dependent on a number of factors as per clause 11 (2) (a) which articulates that every water services authority has a duty to all consumers or potential consumers in its area of jurisdiction to progressively ensure sufficient, affordable, economical and sustainable access to water services. Craythorne (2006:170) argued that a municipality may, in accordance with a policy framework it has adopted, establish a part of the municipal area as an internal municipal service district to facilitate the provision of a municipal service in that area. Owing to the vastness of the district, many rural communities and the grant dependency of the municipality, the Amathole District Municipality (ADM) is challenged in providing safe potable water to all and is providing different levels of this service to different communities, based on available water resources, cost of supply and the ability to recover costs. In this regard the ADM provides a ―Basic level of service‖ to its rural communities in line with the Department of Water Affairs (DWA) National Guidelines of 25 litres per person per day. This study undertook to probe the determinants of effective basic service delivery at Amathole District Municipality. Water provision function is still a challenge to District Municipalities (DMs) due to various impediments confronted by the DMs when rendering basic services. From the literature study and information gathered from the respondents in this research it became evident that basic service delivery is a key to the development of local communities. In this regard it is pertinent that the District Municipality in question devises means that will mitigate the identified challenges in order to provide services to expectant communities. Self administered questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.

Water provision function is still a challenge to District Municipalities (DMs) due to various impediments confronted by the DMs when rendering basic services. From the literature study and information gathered from the respondents in this research it became evident that basic service delivery is a key to the development of local communities. In this regard it is pertinent that the District Municipality in question devises means that will mitigate the identified challenges in order to provide services to expectant communities. Self administered questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.

The Eastern Cape Department of Basic Education has experienced challenges which include the malfunctioning of the school nutrition programme, unpaid service providers and unpaid benefits to its employees. These challenges highlight the need for customer care in the provision of these services. This study evaluated the role of the Customer Care Unit in the Department of Basic Education in the Eastern Cape. Interviews and complaints data base were used in the data collection process. In essence, the qualitative approach applied in this study has revealed the casual relationships that may be obtained between variables or events, in order to explain or predict particular phenomena in terms of specific causes. The selection of a qualitative and interpretative approach for this research is justified. The main purpose of the study was to determine the level of effectiveness of Ward Committees, as well as the Community Development Workers in co-ordinating and facilitating public participation process in the Kouga Local Municipality. The study has revealed that there is a need for renewal of the operations of the operations of formal structures, especially the ward committees, as they represent the communities at ward level. The study has revealed that the man reason why national programmes deploying community based workers fail is because of inadequate attention to the provision of institutional support such as adequate training, technical expertise and close supervision. It is recommended that a comprehensive support structure ranging from national to local level is a pre-requisite in order for the CDW programme to succeed.

The adequacy of national student financial aid scheme towards qualification completion at Nelson Mandela Metropolitan University

- Description: NSFAS is a government-funded scheme that was established in 1996 with the objective of assisting financially needy students who are able to perform well academically, but are financially disadvantaged, and cannot afford higher education. The scheme was introduced as a mechanism to develop the country’s human capital and to also eradicate inequalities leading to poverty, crime, skill shortages and high levels of unemployment. This research was encouraged by the realization of the high drop-out rates amongst students funded by NSFAS. The research, therefore, wanted to investigate the adequacy of NSFAS in qualification completion, specifically at NMMU. In order to elicit responses from participants, a mixed method, with both quantitative and qualitative approaches was preferred. Questionnaires containing closed and open-ended questions were used as instruments for collecting data from participants. The study used a selected group of participants, with certain characteristics; and hence, the study was a purposive study. Five main areas were formulated as a framework to present the findings. The five areas involved the economic background of parents of NSFAS recipients, challenges faced by NSFAS recipients, as well as to determine whether NSFAS recipients were motivated to work hard as a result of attaining financial assistance. The last two areas involved reasons for NSFAS recipients to drop out and lastly the available support for NSFAS recipients. In relation to the economic background of parents of NSFAS recipients, findings revealed that almost 50 percent of their guardians were employed, with 26 percent of them being in skilled positions. The challenges faced by NSFAS recipients, were revealed, as being both academic and financial. About 52 percent of participants did not obtain full funding; and therefore, were expected to contribute towards their uncovered expenses. These participants were eventually faced with financial challenges that led them to drop out. To determine whether participants were motivated to work hard, as a result of acquiring financial assistance from NSFAS, about 52 percent of participants agreed to have received financial relief from NSFAS, but were not motivated to work hard. Findings revealed different reasons that led students funded by NSFAS to drop out before qualifying. The reasons included less Lecturer support (17.6 percent), unbearable workload (51.8 percent), bad qualification choice and financial challenges (21.4 percent). The last main area focused on available support from NSFAS as an Organisation to its recipients. Findings revealed no structured support system in place from NSFAS that was directed specifically to see its recipients succeed. Findings of the study can be used to identify students funded by NSFAS who might drop out before finishing their intended qualification. The findings could also guide NSFAS on what the student requirements are – in order to qualify. Recommendations on drop-out reductions and retention successes from local and international countries are provided. Further recommendations directed to NSFAS as a provider and it’s recipients are also provided.

This is reflected in the municipal IDP Mayor‟s foreword where it is indicated that the infrastructure backlogs are still visible in the municipality to the extent that there are areas where there are no operations at all. Also, the report by the Co-operative Governance and Traditional Affairs in 2009 indicated that Amahlathi local municipality is among 57 municipalities in the country that have been identified as the most vulnerable and which therefore needed support for sustenance. This study details these challenges and places particular focus on the utilisation of the IDP as a developmental tool for Amahlathi Local Municipality. From the literature and responses by the respondents, it is clear that local government has to be committed to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs and improve their quality of life. The study is both qualitative and quantitative and questionnaires have been used as a method of collecting data. The responses and results suggested that the community members in the Amahlathi municipality were aware of the existence of the IDP. However, a lot of work still has to be done to ensure that there is development in the communities.
