- The turn of the new millennium has brought with it a heightened emphasis on Corporate Social Responsibility (CSR), particularly more recently in the global South where underdevelopment is more prevalent. While corporates continue to be viewed as more better-placed than global South governments in the attempt to deal with underdevelopment, this contribution of corporates does not come naturally since their primary focus is making profit. In the case of South Africa, the CSR agenda is regulated primarily by two legal instruments: the B-BBEE Act and the Companies Act. This study set out to determine whether CSR is an effective strategy for community development (CD). The study relied on a qualitative research methodology, employing face-to-face interviews and focus group discussions as the primary sources of data. Data was gathered primarily from two sets of samples: a community sample which comprised of members from wards 47, 50 and 51 in Uitenhage; and a sample comprising of officials from the B-BBEE Commission, the Nelson Mandela Bay Municipality Local Economic Development, and the Volkswagen Community Trust. Participants were purposively sampled in order to save time and resources. The study established that although CSR can be employed for the purposes of achieving community development, there is need for dedicated policies that deal specifically with CSR and set the parameters within which CSR can be carried out. The effectiveness of the CSR agenda in South Africa, thus, relies heavily on the institution of an effective regulatory framework.
