Thereafter literature findings relative to performance management and performance management systems are discussed. In the review of literature, three processes that could be implemented in a performance management system were highlighted, namely; (1) the planning process, (2) the monitoring and development process, and (3) an annual summative and feedback process. Performance management functions deemed important to employees during each process of the performance management system were identified and discussed. Subsequent to the literature review, the research methodology was described and involved the implementation of quantitative research within a post-positivist paradigm in the form of a close-ended survey questionnaire. Analysis of the data involved a gap analysis and needs analysis. The gap analysis study was based on the opinion of management respondents in comparison to the opinion of non-management respondents. Results of the gap analysis were determined based on the calculation of an importance score for each sub-group. The needs analysis study was based on the overall opinion of all respondents, and results were determined based on the calculation of an overall importance score. In light of the literature review that was conducted to inform the questionnaire design, the survey results supported the literature review of each discussed performance management function with no evident contradictions. The results of the gap analysis and needs analysis were satisfactorily met for each performance management function. On the basis of these findings, it was assumed that all the performance management functions identified in the literature are important and could be implemented in the design of a performance management system. The results highlighted the importance of a performance plan and development plan to underpin the performance management system.

This understanding is especially vital for ECSECC so that risk management is utilised to achieve strategic objectives in a more deliberate manner. This qualitative study was conducted to demonstrate how ECSECC uses risk management to achieve its strategic objectives by analysing ECSECC’s risk management initiatives, their effectiveness and ultimately to provide recommendations to improve the current practices. The total population of nine executive managers from ECSECC was sampled and the data was collected through personal interviews and the content analysis of ECSECC documents. The findings of the research showed that ECSECC was aware of its risk and risks were identified for 2015/2016 and recorded in ECSECC documents. This awareness was also confirmed by the interview findings. The interview findings also revealed that risk management is indeed embedded in ECSECC activities and there are various risk management interventions in place. However the risk management interventions in mitigating the identified risks were relatively ineffective as certain shortcomings were identified. The study is beneficial to ECSECC management in order to ensure that the current risk management initiatives are effective and that there is a clear connection between the utilisation of risk management in achieving ECSECC’s strategic objectives. Organisations similar to ECSECC can also learn the importance of managing risks effectively to achieve strategic objectives and the benefits of risk management as a management tool.

The objectives of this research are therefore: to establish how often a particular problem has been encountered during the implementation and use of a performance management system in DENC; to identify the impact of various problems on the implementation of a performance management system, to establish whether these problems can be easily solved or not, and to analyse the problems associated with the implementation of a performance management system, as well as making recommendations for the successful implementation of a performance management system in the future. In this study, the researcher employed both quantitative and qualitative research approaches, informed by post-positivism as research orientation. The data collection techniques employed in this research include survey questionnaires and individual interviews. The survey questionnaire was answered by fifty respondents, and interview questions were answered by four respondents. The ethical issues were addressed by writing a letter to the Head of Department and getting authorisation to complete the research and informing respondents of their right to withdraw and to participate voluntarily. The findings indicate that the problems are either sometimes encountered or rarely encountered, and the division is about fifty percent of those sometimes encountered to those rarely encountered. This research indicates that most of the problems have a moderate impact on the use and implementation of a performance management system. The lack of management has a high impact, and a lack of positive attitude to performance management system (PMS) certainly has an impact on the use and implementation of the performance management system. Items such as the problem of information and communication technology (ICT) which does not support PMS adequately, and defining too many key performance indicators (KPI), have a small impact on the use and implementation of the performance management system. There are three problems which are difficult to solve and they are: lack of management commitment, organisational members‟ lack of positive attitude to the PMS and an insufficient period of commitment from management to PMS. This research indicates that most of the problems associated with PMS are moderately easy to solve. Two other problems that are easy to solve include the problem where there are too many KPIs defined and the problem where there is no organisational member appointed to take ownership of the PMS. According to this research, the top ten ranking problems have high ranking scores and this indicates that they can create major difficulties for the DENC in implementing the performance management system, and the chance of encountering these problems is high in the DENC in comparison to other problems. Almost all the problems ranked in the top ten seem to score highly in terms of the severity of their impact, and therefore this means that these are the problems which have an impact and, when they are not easily solved, they can become a tenacious issue for the organisation.

The maturity of project management in engineering consulting firms

- Description: With a considerable number of built environment projects not being completed successfully, this study was undertaken to investigate how effectively consulting engineering firms are applying project management principles in the way they manage projects. This was achieved by measuring the project management maturity levels of consulting engineering firms. Maturity levels were measured for each of the ten knowledge areas of the Project Management Institute’s Project Management Body of Knowledge to determine areas where consulting engineering firms perform below expectation and as a result determine probable causes of project failures. The maturity of the firm was then calculated as the average of the maturity for the knowledge areas. The study found that consulting engineering firms have higher levels of project management maturity than the average for the construction and civil engineering sector. Apart from risk and procurement management, all the other knowledge areas have higher maturity levels than the corresponding construction and civil engineering knowledge areas. Although the overall maturity results indicate that the larger firms are more mature in their project management practices than the smaller firms, the individual knowledge areas are inconsistent. The study reveals that consulting engineering firms are weakest in the risk management, human resources and stakeholder management knowledge areas. There is limited literature available on the status of project management, project management methodologies, and performance of consulting projects in the engineering environment (Labuschagne & Steyn, 2010:70). There is need for future studies to establish a methodology developed specifically for the Consulting Engineering Firms in line with what Labuschagne & Steyn (2010) started and a Project Management Maturity Model specific to the Consulting Engineering Industry.

An overview of existing literature reviewed that performance management was mostly presented from the view of line management, and that the role of human resources was not well defined. The purpose of this study was therefore to clarify the role of human resources in performance management, and with specific application at Transnet National Ports Authority. The purpose of performance management in Transnet is to influence each employee to perform optimally in his/her position by ensuring that each employee understands his/her role in the performance management process. A very important aspect of performance management is that it does not entail one activity only; it is part of the employee development life cycle in which the employee agrees with the manager on the expected performance of tasks, evaluation standards, tools required and important dates when performance will be formally discussed. The objectives of the study were achieved by means of a literature review. Following the literature review interviews were conducted with the Group Performance Manager, a line manager and a human resources practitioner at TNPA to get their views of performance management at TNPA and specifically of the role of human resources in performance management. The interviews, in addition to the literature study, also served as a basis for a survey questionnaire, which was used to probe the views of line iv management and human resources practitioners at TNPA on the role of human resources in performance management. The results of the interviews and the survey showed that performance management was not applied as a continuous and developmental process at TNPA, and that it was often perceived as punitive. The results also indicated that human resources at TNPA should be well versed in the use of the score card method and apply quality assurance in performance management. Recommendations were made for the role of line management and the role of human resources in performance management at TNPA, as well as for the relationship between the two parties.

In this study, the role management accounting plays in the success of a manufacturing business is explored. The research study was guided by the question of whether management accounting practices have an impact on the success of a manufacturing business through decision-making, business strategy formulation and implementation processes, as well as business performance as a whole. The research methodology used for this study is a qualitative case study of the manufacturer, Namibia Breweries Limited. This study used the insight of managers involved in the business strategy formulation and implementation, as well as in the decision-making process. The interviews focused on three themes: the contribution of management accounting practices through the business strategy and decision-making process, the influence of management accounting on business performance, and finally, the management accounting systems used in a manufacturing business. - Description: The purpose of the study was to investigate on the nature of records management in the office of the Premier Supply Chain Management. This study focuses on the Supply Chain Unit in the office of the Premier in the Eastern Cape Province of South Africa. The study sought to investigate the classification systems in place that is records management policy, procedure manual and file plans. The legal framework that regulates archives. Data was collected using open-ended questionnaire. The target population of this study included all the officials within the Office of the Premier. The sample of 15 was derived from the supply chain management officials, records management managers and directors. The study adopted a qualitative research methodology, which is multimethod in its orientation, which involves an interpretative, naturalistic emphasis to its subject issue. Findings from the study revealed that the unit had its internal records management policy, an official framework document that outlined the processes involved in organising records within the department. Thus, there are policy frameworks within the department even though not clearly described to other employees, which might lead to risks in the management of records. The study also revealed that most records personnel were not trained to effectively manage records. It was also indicated that there is a lack of proper filing system and or electronic records management system. This study focuses on the Supply Chain Unit in the office of the Premier in the Eastern Cape Province of South Africa. The study sought to investigate the classification systems in place that is records management policy, procedure manual and file plans. The legal framework that regulates archives. Data was collected using open-ended questionnaire. The target population of this study included all the officials within the Office of the Premier. The sample of 15 was derived from the supply chain management officials, records management managers and directors. The study adopted a qualitative research methodology, which is multimethod in its orientation, which involves an interpretative, naturalistic emphasis to its subject issue. Findings from the study revealed that the unit had its internal records management policy, an official framework document that outlined the processes involved in organising records within the department. Thus, there are policy frameworks within the department even though not clearly described to other employees, which might lead to risks in the management of records. The study also revealed that most records personnel were not trained to effectively manage records. It was also indicated that there is a lack of proper filing system and or electronic records management system. Hence, for effective and efficient records management, the study recommends the creation of a web-based integrated system for communication and where records can be accessed within one system. The researcher made use of convenience sampling to select 45 participants in 5 groups for the focus groups. One group consisted of managers/supervisors, and the other four groups were employees from four different business units. Participants were guaranteed confidentiality. Credibility, transferability, dependability and conformability were used as the main components in the model, to determine the truth-value of the study. Findings indicated that there was a fair understanding of the previous performance management system but there had been poor implementation of the system. The participants concurred that the previous performance iv management systems in the organisations were not adding any value to their lives. They pointed out that there was no reward in place for high performers and no action taken for non-performers, and this impacted negatively on how implementation was perceived and experienced. The recommendations are that the revised performance management system should have a stronger emphasis on effective management, monitoring, feedback and reward. Furthermore, the system should close the current gaps of reward for high performance and correction of low performance. It was further concluded that for a performance management system to be effective, it should incorporate updated job descriptions, performance measures and standards, as well as evaluator training and guidelines for improvement, employee input, compensation and/or rewards.

Asset management is the management of physical assets, infrastructure, and immoveable assets. It is an evolving discipline that is enhanced by the understanding of asset conditions and performance. It improves decision-making within local government. Every year, local government announces millions of Rands’ worth of assets that are unaccounted for and that go missing in annual reports. It was the purpose of this study to assess the asset management function at the Nelson Mandela Bay Municipality (NMBM). The aim is to improve the management of moveable assets by investigating the following variables: strategic management of assets, knowledge management, governance, leadership, the impact of corruption and skills management. The approach to the study is a qualitative research paradigm with a case study methodology and an interview as a research instrument. The sample chosen comprised people from the top level of municipal management down to municipal asset controllers. The two forms of data that were collected in the study were primary data and secondary data. Primary data was collected from municipal workers and collated together for analysis purposes. Secondary data was gathered from library sources such as journals, books, conference papers, government acts, municipal policies and local newspapers. This data informed the interview questions. The interview strategy was chosen as the best way to conduct the empirical part of this research and was guided by an interview guide. The study found that there are operational defects in the way asset management is organised. This makes the function seem unimportant. The results also indicated a lack of staff members and skills shortages; such as management and computer skills. Indications are that theft, negligence, corruption and carelessness negatively impact the management of assets. Recommendations include the filling of vacant posts, tightening of internal controls, providing the necessary training and improving the asset management. The study makes a contribution to the current body of knowledge.

Literature shows that most municipalities in Southern African countries have not adapted advance records management strategies like Integrated records management and Cloud systems for the realization of benefits of effectiveness and efficiency in records management. The history of Johannesburg municipality and the significance of records management in terms of leveraging effective service delivery raised critical concerns over the development of archives and records management. Proper management of records is the foundation of any government needs to provide services, to fulfil its obligation of accountability towards its citizens and protect their rights. According to the continuum model, the archivists and records managers need to be involved together with information systems designers in the creation of records keeping systems. The records continuum model emphasizes advanced records management strategies and systems in order to ensure the systematic preservation, retrieval and disposal of records. As the records management systems shift from the narrow physical records management as well as imaging into the broader electronic records world there is need for the municipality to embrace more advanced records management strategies like Outsource/Cloud service and integrated records management systems. In order to get a deeper understanding of the factors that affect the development of archives and records management; this study combined both qualitative and quantitative methodologies. The census method was used to select all the 80 members of the records management department in the metropolitan municipality. An in-depth interview schedule was conducted with 4 records managers in order to collect qualitative data. Questionnaires were distributed to 76 personnel in the records management department. Without an operational and effective policy in the department of records, there is no vanguard against unlawful records and archives access and corruption, which is affecting archives development and records management in the long run. The study established although email backups and archiving of files are important strategies, more effective and modern strategies like Integrated Records Management system across the entire organization and the cloud system have not been put in place. This is attributed to the lack of funding and IT expertise. The study concluded that that although training and skills development programs are being ii implemented, skills transfer is not fully taking place due to lack of; equipment, time, managerial support and post-training interventions as well monitoring and evaluation systems. The study recommends an integrated records management system, operationalization of the records management system, effective skills transfer programs, the competency-based model.

In order to provide quality goods and services, this dissertation aims to evaluate the implementation process, provide insight to the challenges that the departments are faced with and offer recommendations on how to remedy these challenges. - Description: Performance management systems help align individual goals and objectives with those of the organisation. The system engages employees and thereby directs them toward achieving the strategic goals of the organisation. The purpose of this research study was to conduct a critical evaluation on the management and implementation of Performance management and development System in the Department of Local Government and Traditional Affairs. Despite the importance of performance management, most organisations find it difficult to implement, manage and sustain performance management systems and processes effectively. It is therefore crucial to ensure adequate planning, evaluation and training is done that will support a sustainable process. Given the strategic role played by the SMS, especially the management of Performance Agreements in the realization of government programmes, it is important that departmental officials make efforts to ensure compliance with its provisions. This study has shown that officials have not been accurate enough in their implementation of the PMDS. The study reveals that there is no staff development programme in place that would help develop staff members to grow in the different fields of their jobs. This is a sound reason why staff responded that they are not happy with the current system. It would appear that management does not devote a great deal of time to staff development. The focus of the PMDS needs to be changed from an output-focused system to a management development system, where there is an increased focus on the development of competencies, compared to the current focus on rewarding only output.

- Description: Performance management systems help align individual goals and objectives with those of the organisation. The system engages employees and thereby directs them toward achieving the strategic goals of the organisation. The purpose of this research study was to conduct a critical evaluation on the management and implementation of Performance management and development System in the Department of Local Government and Traditional Affairs. Despite the importance of performance management, most organisations find it difficult to implement, manage and sustain performance management systems and processes effectively. It is therefore crucial to ensure adequate planning, evaluation and training is done that will support a sustainable process. Given the strategic role played by the SMS, especially the management of Performance Agreements in the realization of government programmes, it is important that departmental officials make efforts to ensure compliance with its provisions. This study has shown that officials have not been accurate enough in their implementation of the PMDS. The study reveals that there is no staff development programme in place that would help develop staff members to grow in the different fields of their jobs. This is a sound reason why staff responded that they are not happy with the current system. It would appear that management does not devote a great deal of time to staff development. The focus of the PMDS needs to be changed from an output-focused system to a management development system, where there is an increased focus on the development of competencies, compared to the current focus on rewarding only output.

Organisational Project Management Maturity Model (OPM3®) – Third Edition (2013). The study is aimed at investigating and finding solutions to the perceived factors that affect Project Management Maturity at Universities’ infrastructure departments. The literature review indicates that organisations benefit from achieving organisational Project Management Maturity when projects are tied to business strategy and support business goals as opposed to when they are executed randomly (OPM3)- Third Edition (2013). A quantitative method was used to collect and analyse data. One questionnaire was put together and distributed to the targeted receipts, i.e., personnel working at infrastructure departments at South African universities, a web-based questionnaire was used to gather the data. A total of 56 responses were received to analyse the data. The stakeholders that responded were: project managers, portfolio managers, project coordinators, administrators and engineer. The study found that PMBoK and planning are factors that have an impact on Project Maturity. Recommendations were that all personnel implementing projects for University Infrastructure should be trained in earned Value Management to ensure that their PMBoK knowledge is enhanced. Other training that is recommended includes Integration Management, Scope Management, Quality Management, Risk Management, Time Management, Resource Management, Procurement Management, Cost Management and Stakeholder Management.

Performance management has been emphasised as a critical tool to guide Transnet in maintaining a competitive advantage. Performance management cannot be viewed in isolation from the organisational context and is inextricably linked to the Human Resources strategy, which in turn is aligned with the overall business strategy. Performance management may be defined as a systematic process by which an organisation involves its employees, as individuals and members of groups, in improving organisational effectiveness in the accomplishment of organisational mission and goals. For the purposes of this study, performance management was explored in terms of purpose, key role players, processes, criteria and challenges. The main research problem of this study was to determine the perceptions of non-bargaining unit employees of the performance management system at Transnet Engineering. The main research problem had three sub-problems which were addressed through the following actions: A literature study was conducted highlighting the importance of an effective performance management system which establishes a foundation for rewarding excellence by aligning individual objectives with organisational mission and objectives. In this way, performance management establishes clear expectations in terms of results, actions and behaviours. Through regular feedback and coaching, performance management provides a mechanism for detecting problems at an early stage and identifies ways in which to take corrective action. Perceptions of performance management are largely centred around fairness, and dependent on a number of issues, including openness, transparency, communication, and equitability, and the establishment of clear parameters of measurement such as whether both skill and effort will be evaluated. This is why it is important to link performance appraisals to employee goals. If mutually negotiated goals, which involve the participation of all stakeholders, are established at the beginning of the performance period and there is on-going feedback to employees about their performance, then performance appraisals may be perceived as objective, fair and reliable. The insights gained from the literature survey were incorporated into a survey questionnaire which was used in the empirical study to investigate the perceptions of non-bargaining unit employees of the performance management system at Transnet Engineering. This study revealed that most of the respondents were not satisfied with the performance management system within Transnet Engineering, that performance management could be enhanced by using multiple measures more frequently and that greater involvement of subordinates at each step in the performance management process would lead to a greater level of acceptance thereof.

Malicious actors are aware that most organisations cannot timeously patch known vulnerabilities and are ill-prepared to protect against newly created vulnerabilities where a signature or an available patch has not yet been created. Consequently, information security personnel face ongoing challenges to mitigate these risks. In this research, the problem of remediation in a world of increasing vulnerabilities is considered. The current paradigm of vulnerability and patch management is reviewed using a pragmatic approach to all associated variables of these services / practices and, as a result, what is working and what is not working in terms of remediation is understood. In addition to the analysis, a taxonomy is created to provide a graphical representation of all associated variables to vulnerability and patch management based on existing literature. Frameworks currently being utilised in the industry to create an effective engagement model between vulnerability and patch management services are considered. The link between quantifying a threat, vulnerability and consequence; what Microsoft has available for patching; and the action plan for resulting vulnerabilities is explored. Furthermore, the processes and means of communication between each of these services are investigated to ensure there is effective remediation of vulnerabilities, ultimately improving the security risk posture of an organisation. In order to effectively measure the security risk posture, progress is measured between each of these services through a single averaged measurement metric. The outcome of the research highlights influencing factors that impact successful vulnerability management, in line with identified themes from the research taxonomy. These influencing factors are however significantly undermined due to resources within the same organisations not having a clear and consistent understanding of their role, organisational capabilities and objectives for effective vulnerability and patch management within their organisations. , Thesis (MSc) -- Faculty of Science, Computer Science, 2021
