- Description: The study used the partial equilibrium WITS-SMART Simulation Model to assess the impact of liberalization under the Trade Development and Cooperation Agreement (TDCA) of a free trade area between the EU and South Africa. The findings of the study reveal that total trade effects in South Africa are likely to surge by US$ 1.036 billion with a total welfare valued at US$ 134 million. Dismantling tariffs on all EU goods would be beneficial to consumers through net trade creation. Total trade creation would be US$ 782 million. However, South African producers are likely to contribute a trade diversion of US$ 254 million which has a negative impact on consumer welfare. The country might also experience a revenue loss amounting to US$ 562 million due to the removal of tariffs. On trade, the country’s export and import to the EU is expected to increase by US$ 12.419 million and US$ 1.266 million respectively. To mitigate revenue loss, the country should try to diversify its current tax base.

Risks associated with infrastructure project finance in developing countries: the case of Zambia

- Description: Since the enactment of the Public Private Partnership (PPP) Act of 2009, there has not been a single successful PPP transaction entered into between the Government of Zambia and any private sector entity under the PPP Act of 2009 (Zambia Development Agency, 2014: 7). According to the Zambia Development Agency (2014:7), 75% of the PPPs that were entered into by the government of Zambia prior to the promulgation of the PPP Act of 2009 were canceled. These include: the Kasumbalesa Border Post, Mpulungu Harbour and Railways Systems of Zambia with an exception of the 65 year concession of the Luburma Market (popularly known as Kamwala Market). These cancellations of PPP concessions coupled with revelations in the Zambian Parliament that concession documentation for the Luburma market which is the only surviving PPP had since gone missing, this led to the research problem statement with an assertion that risks associated with infrastructure project finance are endemic in Zambia. In seeking to explore the validity of this assertion, three research objectives guided the study, namely: assessing Zambia’s general infrastructure project finance and PPP framework in comparison to theoretical normative criteria and selected country experiences; identifying and rating risks through a questionnaire; and proposing an ideal project finance risk management model which can be used as a reference by sponsors in Zambia as they design and structure infrastructure project finance deals. On a scale of 1-5 which was guided by the overal risk score outlined in the study, the average mean score ranking for all the 40 risks under investigation was found to be 3.25 .This indicates that the sentiments among respondents is that risks associated with infrastructure project finance in Zambia are average and not endemic as was affirmed in the problem statement. Despite this ‘comforting’ statistical result, the little progress in terms of earmarked infrastructure PPP deals coupled with deal cancellations as outlined above may be an indication that even the average risks appear to impede on the development of project finance and PPPs in Zambia. There is therefore an urgent need for Government and other relevant stakeholders to begin paying attention to some of the risks discussed in this study especially those with a mean score ranking in excess of 3.50 (high risk). The study in chapter 9 provides recommendations which are grouped under four key headings: addressing the environment for PPPs; providing capacity to procuring entities; paying attention to critical success factors for project development; as well as exploring a variety of possible credit enhancement mechanisms such as guarantees as a way of wooing project investors and improving the bankability of planned infrastructure deals. The Government of Zambia is further advised to avoid using ‘political feasibility “as the core investment criteria in the infrastructure agenda for the country. The study encourages that conventional benchmarks which are a mix of technical soundness, economic viability, environmental and social sustainability, financial/commercial viability as well as market readiness remain the core guiding principle in the project identification process. This will be the only way to avoid developing “white elephants” that may perpetually be a burden to the treasury and tax payers.

Jonglei State has a long history of unrest, which has also affected other parts of the country. Cattle raiding and conflict have manifested in Jonglei State and the surrounding communities for many years. Many people have lost their lives, and livestock losses have been abundant. It is vital that local government understands and contextualises these challenges so that appropriate interventions may be developed. This study proposes to provide a brief historical background on the evolution of inter-communal conflict in Jonglei. There have been recent changes in the security situation and increased access to weapons. Advanced weaponry has also led to a rise in insecurity and increases in the number and scale of cattle raids. Political tensions and political instability have also emerged. The political situation is unstable and political factions are in constant disagreement. Furthermore, there are limited economic opportunities there is also limited access to natural resources such as water and grazing land for cattle. Climate conditions and migration patterns are also discussed and explained. The cross sectional descriptive survey was used in this study. Various recommendations flowing from the results of the study are proposed in the final chapter. If adopted, these recommendations could enable the Government of South Sudan and the residents of Jonglei to overcome inter-communal conflict.

- Description: Despite millions of Rands being disbursed to the three hydroponic projects in the Nelson Mandela Bay Municipality by Provincial Departments, Development Agencies and NGOs, relatively little is known about the impact of these projects. There is too little evaluative research on the effectiveness of such development projects. Questions arose as to what made these projects fail and what was required for sustainability over their intended life-spans. Evaluations assess a project’s ability to be sustained by examining different aspects of sustainability, including technical soundness, skills transfer, political effect, economic viability, and institutional, organizational and management effectiveness. This study has revealed that hydroponic production is a very challenging business that requires close monitoring, intense technical knowledge, and continuous learning. Moreover it is very costly, while profit generation is quick and the market central for the sustainability of this kind of project. The findings of this study also revealed that no proper feasibility study was conducted including selection of beneficiaries, no monitoring by funders and donors, no transfer of skills and no continuous empowerment of project members. Project members also indicated that they are aware of the causes of their project closures and that they are willing to participate in hydroponics production initiatives again because of the potential that these projects have.

- Description: This research attempts to evaluate the stability of money demand functions and estimate monetary inflation models in the East African Community (EAC), using quarterly aggregate data that range from 2000Q1 to 2012Q3. We used Johansen co-integration analysis to estimate and analyse the stability of the M3 money demand model for each country member of the EAC. From this estimation, we derived a country-specific measure of money overhang. We compared its forecasting power of future inflation with that of money stock growth, and money stock available in the economy. Regarding country-specific money demand functions, with the exception of Uganda, we identified a reasonable and stable country-specific M3 money demand model. Also, for predicting future inflation, the estimation results showed that M3 money stock growth is more reliable in Burundi and in Kenya, while M3 money overhang is preferable in Rwanda and M3 money stock in Tanzania. As both country-specific and regional (EAC area) information on monetary quantity growth and its impact on price level is important to know in a monetary union, we considered the EAC area as a single market and attempted to estimate the aggregate (EAC area) demand functions for broad money M2 and M3 using Johansen co-integration analysis. The estimated long-run aggregate money demand models M2 and M3 appeared to be stable over the sample period. However, the aggregate M2 and M3 at the EAC level were proven to be weakly exogenous, which should discard them for consideration at the EAC level as the intermediate targets variables in order to achieve the overall objective of price stability in the EAC region. Instead, short-term interest rate should be given a prominent role in monetary policy framework at the EAC level.

- Description: The topic of motivation continues to command substantial attention in the field of industrial or organisational psychology. Motivation has always been an essential factor in managing personnel and is a crucial variable in creating a high performance organization. Public administration research has largely ignored motivation as a topic, contrary to research of private sector management. Nurses represent one of the biggest profession group in South Africa's health care services and forms the vertebrae of the Primary Health Care in South Africa. South Africa has experienced large numbers of nurses immigrating to other foreign countries due to poor working conditions in South Africa. Government has a responsibility of ensuring that there is always a motivational climate in the institutions where nurses work. Several investigations have been conducted by various organisations regarding the state of South African Health Care System, due to a high rate of reported deaths in South African hospitals. Dispatch investigation team in 2005 revealed a number of findings that related to various motivational issues at the Eastern Cape Frere Hospital maternity ward. These motivational issues included but not limited shortage of nurses and doctors; use of interns on night duty without qualified doctors and anaesthetist; a cleaner confirmed to have been seen delivering a baby in the labour ward while wearing a doctor‟s coat, as well as accessing and dispensing medicine; no security to prevent people from wandering the labour ward and the entire maternity section; deaths due to negligence; inappropriate appointment of personnel, a situation causing problems for the nurses; employees complaining of work overload; absenteeism and sick leave leaving one nurse on duty at night in the nursery; lack of equipment like oxygen points, suction catheters, CPAPs and CTG machines, alleged by some nurses to be directly responsible for a number of avoidable deaths; staff shortages thus forcing inexperienced nurses to carry duties beyond their experience; detrimental shortages of labour beds; a general assistant dressed in a green nurse‟s gown rinsing blood-soaked linen before dishing up for, and serving food to patients, still wearing the same clothing. Since the Dispatch investigation and the subsequent investigations by political parties and the National Department of Health, no scientific research or investigation has been done around challenges at Frere Hospital maternity ward. The main purpose of this study is to investigate the levels of staff motivation and staff motivation levels' impact on job performance in the Frere Hospital maternity ward. In conducting this study the researcher explored five motivation theories which are amongst a group of motivational theories that have shaped worker motivation in both the public and private sectors. The study explored Maslow hierarchy of needs, Herzberg two factor theory, Vroom's expectancy theory, Locke's equity theory and Festinger‟s goal setting Theory. These theories were used with a view of gathering an understanding of staff motivation and job performance. The reasons for the researcher to choose these five motivational theories is that they are amongst the most popular theories used by scholars to measure staff motivation and performance both in the private and public sectors. These theories were also used due to their relevance to the organisation investigated. This study followed a quantitative approach and empirical study was conducted using a questionnaire with closed and open-ended questions. The empirical results from the nine sections researched showed some distinct findings, from which the following recommendations were drawn: management should consider employees' involvement during goal setting in the department; management should work towards building in job motivators into the employees’ jobs; management should ensure that there is a reputable performance reward and recognition system in place that is agreed upon with staff, instead of imposing the system; management should support nurses in ensuring that their working conditions and salaries and benefits are improved; and It is therefore the responsibility of managers to ensure that staff are always kept motivated in order to increase job performance.

- Description: The purpose of this study was to investigate staff retention at an institution of higher learning. The University of South Africa (UNISA) was the institution under scrutiny in this study. The reason for conducting the study was that employees at UNISA, and especially those at the College of Science, Engineering and Technology (CSET) with scarce skills, were difficult to attract and retain in their positions. It is thought that this scenario could create an increased workload and lead to stress and job dissatisfaction among remaining staff members in the college. This could resultantly influence the quality of education rendered to students. It was therefore important to identify the reasons behind staff turnover and to consider possible retention strategies that could be employed to retain employees at UNISA. The theoretical study focused on two main facets: factors that influence an employee’s decision to either leave or stay in an organisation; and on retention strategies used by the institution. In addition, interviews were conducted with a senior executive in the Human Resource Department and a senior academic manager in CSET at UNISA, to gain their views on how scarce skills were defined, the reasons for staff turnover and the utilisation of retention strategies to retain employees. A qualitative analysis was applied to the interview responses. In addition, a survey consisting of a self-administered questionnaire was conducted amongst academic staff at CSET and 64 responses were received, which represented a response rate of 30%. The questionnaire focused mainly on turnover intention, factors influencing turnover and retention strategies. The information gathered from the questionnaire was statistically analysed and interpreted. The respondents provided mostly positive responses to personal, job and organisational factors which influence retention compared with market factors, indicating that these factors played a significant role in retention. The results revealed that factors such as: remuneration and packages; recognising academic staff for their contribution; providing a satisfying and stimulating work environment; valuing and engaging employees and empowering supervision could be used to retain employees with scarce skills. The respondents agreed that UNISA could be perceived as an employer of choice and was actively seeking ways to retain employees, but were uncertain of the extent to which a fair compensation system, an attractive value proposition and care for employees with scarce skills were evident. No significant differences were found in terms of length of service, gender or race.

The University of South Africa (UNISA) was the institution under scrutiny in this study. The reason for conducting the study was that employees at UNISA, and especially those at the College of Science, Engineering and Technology (CSET) with scarce skills, were difficult to attract and retain in their positions. It is thought that this scenario could create an increased workload and lead to stress and job dissatisfaction among remaining staff members in the college. Professional associations perform or provide a number of functions and services for professionals and for the organisations employing them: Continuing education, admission to practice, certification and credentialing, educational standards, enforcement of standards, codes of ethics, and standards of performance, meetings, social activities, newsletters, and journals. Professional association membership is therefore very valuable to professionals and, in turn, for the organisations which employ those professionals, because of the wide variety of important functions served and services provided by such associations. This value cascades through to the economy of the countries in which the associations perform. This study seeks to contribute to the increased effectiveness of professional associations in South Africa by assessing the level of organisational effectiveness within these associations, and the factors that affect such effectiveness. It is hoped that this research will provide the necessary information to enable senior stakeholders within the associations to make better decisions, and formulate better strategies to improve their effectiveness. If challenges of ineffectiveness are not addressed, the risk is that these associations might not achieve optimal effectiveness and growth, with negative impact on the professionals they serve, and the economy. Conversely, and optimistically, improvements in the effectiveness of professional associations, will positively impact the professionals they serve, with cascading benefits to the economy. Convenience sampling was used to target the senior staff or office bearers within the 48 SAQA registered professional associations in South Africa, at the time of survey. Self-constructed instruments were used to measure the variables included in the hypothesised model. Open-ended questions were also included in the questionnaire in order to capture qualitative information about professional associations. Using STATISTICS Version 10 (2010), the data analyses included exploratory factor analyses, the calculation of Cronbach alphas and Pearson correlations, and the content analysis of qualitative data. The most important finding of this study is that being an effective learning organisation (ELO) is an important indicator of a PA’s organisational effectiveness. To be an ELO means that the PA should continuously strive to learn and improve by conducting research that benefits the association itself, its members, its sector and its country. It is therefore important that PA’s focus their efforts on becoming effective learning organisations by planning and directing their resources on achieving this objective. It means that PA’s must employ or contract in intellectual resources that would enable them to stay at the cutting-edge of services that their members and clients want. This would require PA’s to ensure that they have the continuous services of high calibre researchers. The second important finding of this study is the indication that membership growth is another measure of a PA’s organisational effectiveness. It has already been reported above that being an ELO drives membership growth. The fact that being the first-mover in the industry increases membership growth is an indication that PA’s should capitalise on this strength, by always striving to be the first in everything its members and clients require, or will require. This calls for PA’s to conduct continuous environmental scanning, and the required research and development to deliver products and services first to their members and clients. The fact that competitive characteristics drive membership growth indicates to PA’s that they could attract more members if they maintain and improve service levels; continuously and effectively lobby government for better services for their members and clients; develop and deliver unique services to their members and clients; protect themselves against imitation of their resources and skills, outperform their competitors; and continuously enhance their credibility compared to other professional associations.

In this study, the researcher investigates common problems associated with strategy formulation and implementation in NPOs in the Nelson Mandela Metropole. The researcher reports on the importance of strategy within all organisations and outlines a strategy process that can be used as a guide to measure strategic planning in NPOs. In pursuit of conducting qualitative research, a self-constructed questionnaire was used to perform telephonic interviews with managers of NPOs. The study yielded a low response rate, but based on the analysis of the data collected, findings indicate that the main problem is not with strategy formulation or implementation, but with the understanding of the concept of strategic planning. During the interview process, it became evident that there is a common misconception that the annual operations planning constitutes a strategic plan. A major limitation to this study was the absence of a benchmark against which to measure success. Unlike a for-profit organisation where success is measured by profit margins, NPOs have different priorities and therefore successful strategic planning differs from one organisation to another. A recommendation for managers at NPOs is that they start thinking strategically about their organisation, its planning, and methods for doing so (which is discussed in Chapter Five).

The research participants (respondents) were constituted by 33 police officers from diverse police stations within the BCM. The participants were divided according to gender, i.e. 24 females and 9 males. With regards to objectives of the study, the aim was to investigate the following issues: i) to understand factors that make women not to be accepted in their positions as SAPS' operational commanders, by their male subordinateslcolleagues and community members. ii) To understand factors that make women not to be accepted in their positions as SAPS' operational commanders, by their male subordinates/colleagues and community members, and iii) to explore strategies to utilize in making SAPS' women operational commanders, survive while managing their day-te-day respective units/components effectively and efficiently. Regarding research design, this study mainly used a qualitative research method combined with a bit of a quantitative approach. And then the data collection method involved making use of semi structured interviews to all the respondents. The results of this study show that there is still a huge difference in the number of women who are commanders compared to their male counterparts, especially in those environments that were previously regarded as male dominated. Further, despite the necessary training being provided by the SAPS to women officers, the necessary support in particular from management is still a challenge. Lastly, the argument of this study is that there is still not a fair representation of women in command positions within the SAPS, especially, in the previously male dominated environments.

In South Africa, cooperatives are seen as playing a role in poverty eradication, equal distribution of wealth, employment creation, food security and as a contributor to the economic activity. The South African government have implemented policies aimed at improving the performance and sustainability of agriculture cooperatives in South Africa. Despite all the efforts cooperatives still face sustainability challenges. Therefore the purpose of this research was to investigate the sustainability challenges that prevent the permanent establishment of cooperatives and to understand the dynamics and nature of failure associated with agricultural cooperatives .A case study methodology was used to examine a single case in-depth and to understand the factors affecting agricultural cooperatives. The main challenges identified in the study include; poor communication, limited access to markets, access to finance, a lack of good governance and a lack of managerial skills. The study recommended capacity building as the first point of reference in order to deal with challenges such as communication, access to markets and a lack of managerial skills. A lack of good governance is regarded as an attitude problem which requires setting ethical standards and rules accompanied by a penalty to the member if they are found to be breaking the rules. Access to finances is regarded as a skills and competence phenomenon which requires people to develop planning and financial literacy skills, which will enable them to formulate business plans and use them as a control tool for managing the cooperative. The business plan is also regarded as an asset or security document which acts as a proof that the cooperative is well planned, organised and sustainable. The research concludes with suggesting areas for future study to investigate the impact of informal education practices on skills development in the success of cooperatives.

- Description: South Africa has emerged as one of the most important renewable energy markets as reflected by the USD 5.5 billion invested in South Africa in 2014 (Merger’s Alliance, 2015). As the opportunity exists for South Africa to take advantage of its above average natural wind resources, the main purpose of the case study research effort was therefore to develop a theoretical sustainable training framework in support of the rapidly growing wind power industry in South Africa. The proposed location for a sustainable training support framework is at the NMMU Business School and Leadership Academy, strategically located in the Eastern Cape. In addition, the NMMU Business School and Leadership Academy has satellite offices all around South Africa, thus creating accessible training and education solutions to most parts of the country. The case study research approach was qualitative in nature, thus providing valuable insight into the case study phenomenon. The researcher focused on a single context, namely the wind power industry in South Africa, and within a single case of the establishment of a sustainable training support framework at the NMMU Business School and Leadership Academy. The embedded, multiple units of analysis comprised of a purposive sample of strategic individuals operating within the South African wind power sector, socio-economic development, education and training industries. In staying within the research design, the case study made use of an in-depth interview process in order to address the research propositions of the case study. The investigative interview questions were fully supported by secondary sources of information. The case study provided valuable insight into the unique South African wind power industry setting, with a focus on education and training in line with the REIPPPP minimum threshold and targets for socio-economic development and job creation. The researcher experienced a lack of responses from industry experts who were contacted for interviews. This lack of response could be considered as a limitation in validating the outcome of the study. The South African wind power industry is one of the most thriving markets in the world (Merger’s Alliance, 2015) and due to its fledging nature; research on the topic under discussion is not readily available. Thus, the research effort provided relevant information regarding the unique setting of the South African wind power industry and added value through the proposition of a sustainable training support framework strategically located at the NMMU Business School.

- Description: South Africa has emerged as one of the most important renewable energy markets as reflected by the USD 5.5 billion invested in South Africa in 2014 (Merger’s Alliance, 2015). As the opportunity exists for South Africa to take advantage of its above average natural wind resources, the main purpose of the case study research effort was therefore to develop a theoretical sustainable training framework in support of the rapidly growing wind power industry in South Africa. The proposed location for a sustainable training support framework is at the NMMU Business School and Leadership Academy, strategically located in the Eastern Cape. In addition, the NMMU Business School and Leadership Academy has satellite offices all around South Africa, thus creating accessible training and education solutions to most parts of the country. The case study research approach was qualitative in nature, thus providing valuable insight into the case study phenomenon. The researcher focused on a single context, namely the wind power industry in South Africa, and within a single case of the establishment of a sustainable training support framework at the NMMU Business School and Leadership Academy. The embedded, multiple units of analysis comprised of a purposive sample of strategic individuals operating within the South African wind power sector, socio-economic development, education and training industries. In staying within the research design, the case study made use of an in-depth interview process in order to address the research propositions of the case study. The investigative interview questions were fully supported by secondary sources of information. The case study provided valuable insight into the unique South African wind power industry setting, with a focus on education and training in line with the REIPPPP minimum threshold and targets for socio-economic development and job creation. The researcher experienced a lack of responses from industry experts who were contacted for interviews. This lack of response could be considered as a limitation in validating the outcome of the study. The South African wind power industry is one of the most thriving markets in the world (Merger’s Alliance, 2015) and due to its fledging nature; research on the topic under discussion is not readily available. Thus, the research effort provided relevant information regarding the unique setting of the South African wind power industry and added value through the proposition of a sustainable training support framework strategically located at the NMMU Business School.

It was important to investigate this problem as there was a growing perception that outsourcing could reduce organisational commitment, employee engagement, job performance and threatens career factors in the company. The objective of the study was to contribute towards the understanding of outsourcing as a business strategy in order for managers to implement it and manage it accordingly. The sample consisted of a 100 junior to senior staff members from different companies in South Africa that have recently gone through outsourcing. There were one hundred and five (105) questionnaires issued, but only hundred (100) usable questionnaires were returned (95.2 percent response rate).The empirical results showed that there was a significantly positive correlation between outsourcing (the independent variable) and organisational commitment, employee engagement, job performance and career factors (the dependent variables). The descriptive statistics showed that most employees did not have a positive experience of outsourcing. Males and females did not differ with regard to their perceptions about their experiences of outsourcing. Furthermore, the experience of outsourcing and its outcomes were also not significantly differently experienced across other demographic categories such as age, tenure, job experience and education.

During apartheid era the existence of social assistance was more focused on minority group. Hence the eroded social inequality cannot be ignored as poverty takes its toll in our communities. It was the previously termed state maintenance grant that was phased out with the introduction of Child support grant (CSG). The purpose of CSG was to reduce child poverty; however a long list of challenges regarding the aims and objectives of the CSG surfaced. This study was about the challenges of child support grant as poverty alleviation strategy in waNobuhle community in Uitenhage. The purpose of the study was also to investigate the value CSG adds in the beneficiaries’ lives in terms of poverty alleviation and what is mostly hindering the CSG from alleviating poverty. The research design for the study could be classified as mixed designs which include qualitative and quantitative approach, taking a form of action research. A sample of 30 participants was drawn from SASSA beneficiaries. The sampling method for the study was purposive, which is a non-probability sampling. Semi structured questionnaires and semi structured interviews were utilized to collect data and the data collected was analysed thematically and descriptive statistics analysis was undertaken as well. Questionnaires to collect data from the thirty (30) CSG beneficiaries’ from KwaNobuhle community and semi structured interviews was undertaken. The most important findings that emerged from the study were that participants appeared to have a clear understanding of the fact that CSG represented a government strategy to support children, fight poverty and uplift the standard of living for the poor. However, majority of the participants were not satisfied with CSG as poverty alleviation strategy, participant’s wants government to increase the amount of CSG and to create employment opportunities. The CSG was pointed as inadequate due to the fact that all family members of the beneficiaries are dependent on the CSG. The conclusion drawn was that CSG paid to KwaNobuhle beneficiaries seemed to be achieving their aims even though the CSG is announced to be inadequate, employment is a necessity and the gap between departments serving the community. The findings of the study are discussed as suggestions to SASSA and the Department of Social development.

This was done through a case study of one agricultural project based in Kidds Beach, in the Eastern Cape. The research was conducted utilizing the qualitative research method. The findings depicted that the standard of living for the community had altered due the employment opportunities afforded by the project. The findings also illustrated the project is the only one of its nature in the Eastern Cape and that similar projects are in the process of being established in communities in the Transkei. The cultivation of macadamia nuts is costly and the target market is concentrated largely in Europe. The success of the first crop and the dividends procured, the project has proven itself to be a sound method of community and rural development which can encourage investment from other parties.

- Description: Tourism has come to be seen as a key driver for local economic development in South Africa, as it provides opportunities for pro-poor and community-based initiatives. On a global scale, the challenges of confronting poverty and unemployment continue to dominate the development agenda. The ability of Local Economic Development (LED) to empower local people has earned favour with national governments and development theorists. The imperative facing South Africa to achieve a more equitable and sustainable economy is essentially the challenge to adopt and implement a development approach that will reduce poverty and unemployment (which are the two key objectives of LED) to the greatest extent. It is within this context that the South African government has sought to incorporate LED into their economic development framework, predominantly through the decentralisation of development control and planning to the local government level. This study examined the contribution of guest houses to economic growth and employment as key components of LED in a sustainable manner. The study revealed that guest houses are playing a key role in the development of the local economy in the Eden district region. Guest houses are providing employment opportunities to the local residents both on a full-time and part-time basis. Further to this, guest houses are buying many locally-produced products and services from local suppliers and this contributes to economic growth of the local economy. However, this study also found that many of the guest houses in the area are not aware of government incentives available to support them and very few of them have made use of these services. This is something that needs to be addressed if these guest houses are to continue to strengthen the local economy and provide employment opportunities in a sustainable manner. The study revealed that many of the guest houses are operating in an environmentally friendly manner and this will ensure their future sustainability. The broader situation and the contribution of the accommodation sector as critical assets in local and national tourism economies has been thoroughly researched in tourism research around the world. Existing work on the accommodation sector in the South African tourism economy is mainly urban-focused and indicates that its local development impacts can be positive albeit not always maximised through local linkages, however, only a limited amount of academic investigations examines the contribution of tourism sub-sectors to economic growth and employment. The authenticity of this study is based on Its contribution which must be viewed in relation to the relatively limited body of literature in the contribution of tourism sub-sectors to economic growth and employment and in this case guest houses as one type of accommodation sub-sector.

It is important that they understand the business value of occupational health and safety programs. For them to allocate resources to occupational health and safety programs they need to understand if there are any economic benefits attached to such programs. Thus this study was designed to investigate the benefits of occupational health services on economic performance and growth of small businesses in Gauteng, South Africa. Method: This was a descriptive quantitative study. A self administered structured questionnaire was developed and distributed to 200 small businesses in Gauteng Province, South Africa. Thirty completed questionnaires were received back, representing a response rate of 15%. Data was analysed by the NMMU Unit for Statistical Consultation, using STATISTICA. Results: Economic performance moderately correlated with the presence of occupational health and safety professionals. It moderately correlated with the categories of occupational health and safety professionals in a small business. The level of knowledge, awareness, attitude and perception on occupational health and safety was rated high. Eighty three percent (83%) of the respondents had a clear understanding of their responsibility in terms of the health and safety function at work. The level of employee engagement was rated high with seventy six percent (76%) of respondents reporting that they get recognition for their work, and eighty six percent (86%) indicated that they were happy with the relationship they had with their boss. There was a difference between managers and employees in terms of how they view economic performance and growth of their companies. Conclusion: The presence of occupational health and safety professionals as well as different categories of occupational health and safety professionals are factors of importance in the economic performance and growth of small businesses in Gauteng, Republic of South Africa. The weak correlation between economic performance and growth of small businesses requires a further study with a bigger sample size.
