A business model for medical subspecialty training in South Africa

- Description: The shortage of healthcare workers and doctors in the developing world compared to the developed world is a problem, and will continue to be so, due to the continual migration of qualified professionals and the inability of the state to remedy these shortfalls. A shortage of healthcare workers and specialist doctors will seriously hamper the Government’s National Health Insurance (NHI) plan, as well as the sustainability of the private health care sector. In addition, the duration of medical training in South Africa is exceptionally long. The three major hospital groups and other private corporates have over the last number of years taken limited initiative to fund education projects in conjunction with the academic institutions. However, these projects have been poorly focused and have been managed in an unstructured and detached manner. There is a desire from the private sector to get involved in these projects on a much larger scale through more formalised structures. Given this background, the primary objective of this research is to develop a business model for medical subspecialty training to complement the current academic subspecialty training in South Africa. A trial model for training subspecialists in reproductive medicine was developed as a first attempt to address the threatening shortages and training duration. This trial programme is the basis of this research. A two-phased process was used in collecting data. In Phase 1 data was collected from stakeholder groups. The results of this survey assisted in generating variables to include in the measuring instrument for the survey in Phase 2. In Phase 2 the perceptions and expectations of sub-specialists (reproductive subspecialists and cardiologists) regarding sub-specialty training was collected. The results of the demographic variables confirm the aging profile of subspecialist and the need to ensure succession. The results further showed that cardiologists and reproductive subspecialist expectations of the training of subspecialists are very similar except for their expectations on the training duration. Reproductive subspecialist respondents agreed more than cardiology subspecialist respondents that the training duration is too long. The biggest gap between perceptions and expectations is also with the factor training. The results showed that the expectations of subspecialists are not met for training. From these results a business model for the training of medical subspecialists is proposed. This proposed business model can play a complementary role to the existing state controlled system and form the bases of Public Private Partnerships (PPP) in medical training. This proposed business model will fit a developing country were the focus is on primary healthcare, with financial and capacity constraints. The proposed model would require role players to bring about change to accommodate a larger scale Public Private Partnership (PPP) to ensure the implementation of the model. The proposed decentralised business model for training subspecialists would allow the trainee subspecialist to practise as a specialist thus maintaining an acceptable income, and enable an expedited completion and lead to a wider dissemination of medical expertise that can be delivered in a wider national foot print. It further will provide for a structured Public Private Partnership.

This study therefore proposes a new kind of leadership, called conscious leadership. The main contribution of the study is to increase the achievement of sustainable business practices by investigating the importance of conscious leadership in achieving this objective. Convenience sampling was used to select senior managers and directors from mainly JSE listed companies. This resulted in a total of 371 usable questionnaires (317 from listed companies and 54 from unlisted companies) being received. A quantitative approach was adopted to investigate whether conscious leadership would be related to increased sustainability competencies and more effective sustainability-related corporate governance and whether these in turn would increase sustainability behaviours which would generate sustainable business practices as measured by financial, social and environmental performance. Regression analyses were conducted to investigate the hypothesised relationships among these variables. Pearson correlations and descriptive statistics were also calculated. The empirical results showed that respondents in this study regarded conscious leadership, not as a separate construct, but as a way they governed their businesses. The empirical results showed that corporate governance and systems thinking competency had a strong interactive relationship and should therefore be cultivated within business firms. Corporate governance (including conscious leadership) and systems-thinking competency were positive influencers of employee relations, equal opportunities and workforce diversity. The empirical results however showed that corporate governance (including conscious leadership) had a negative influence on profitability. The present study cannot argue for the discouragement of corporate governance (including conscious leadership), as measured in this study, because reduced corporate governance would decrease healthy employee relations and the latter would decrease the achievement of equal opportunities and workforce diversity in these firms. A decrease in healthy employee relations would decrease profitability. The most important finding of this study is that senior managers and directors of big business firms, mostly JSE-listed companies, regarded conscious leadership as an important part of corporate governance. Corporate governance that includes conscious leadership must be developed to higher levels in business firms, so that the negative and not-significant relationships to profitability as viewed by lower and high conscious leaders respectively can be changed to positive relationships.

A critical assessment of responsible tourism practices: a case study of Stormsriver adventures

The South Africa Government proposed Responsible Tourism as the guiding principle for sustainable tourism development (Goodwin, 2011: 138). The problem is compounded by shortcomings identified in the nature of the research conducted about tourism and communities and the methodologies used. Tourism-Community relationships Theory was applied as the conceptual framework of the study. This theory advocates a holistic approach when conducting research about the impacts of tourism, encompassing community perspectives, attitudes, reactions and considerations for the future development and control of tourism (Pearce, Moscardo & Ross, 1996: 2). The insights gained contributed an emic understanding of the keyinformants’ perspectives imparted in their own language. This study is located in the Interpretevist paradigm, underpinned by Constructivist philosophy. Meaning is created through the reality of key-informants, their perspectives and the interaction of individuals in a community (Cresswell, 2014: 8). The Instrumental Case Study Approach (Stake, 1995) contributed an etic perspective in terms of the researcher’s interpretations. The single, qualitative case was applied to gain deeper insights about the phenomenon of Responsible tourism. The case investigated was Stormsriver Adventures (SRA), an eco-adventure tourism business in the Tsitsikamma tourism destination in the Eastern Cape region of South Africa. SRA is reputed to be business best practice in its implementation of Responsible Tourism. Data triangulation was established through multiple methods of data collection, namely in-depth interviews with key-informants, documentation sourced from them and researcher observation. Data analysis methods, namely direct interpretation, categorical aggregation, pattern seeking and naturalistic generalisations (Stake, 1995), were used. The member checking process assisted with establishing data triangulation as keyinformants corroborated or dispelled the researcher’s interpretation of data. Findings were structured according to within-case themes, namely SRA’s perspective of its Responsible Tourism practices, the community’s perspective of SRA’s Responsible Tourism practices and perspectives about the future development and control of tourism. The study contributes new theoretical insights through applying the inductive approach to selected findings. Findings indicate that the perspectives of the community are divided. SRA keyinformants conveyed positive economic, social and environmental impacts of SRA’s Responsible Tourism practices. Key-informants not directly linked to SRA raised negative economic impacts and questioned the accuracy of SRA’s marketing messages. Within-case conclusions are that it is not the responsibility of one tourism business that practices Responsible Tourism to achieve sustainability within the tourism destination. To this end it is recommended that SRA and the community find common ground and that the misunderstandings that exist, be addressed. The study concludes that in order to achieve successful Responsible Tourism- Community Relationships, a holistically and integrated approach is required. To this end the recommendations made provide an implementation framework within the context of a tourism destination. The study adds value to the field knowledge about the implementation of Responsible Tourism by the private sector in South Africa and also contributes new knowledge to the field of tourism in terms of the particular methodology used.

A dynamic analysis of the influence of monetary policy on the general price level in Zimbabwe under periods of hyperinflation and dollarisation

- Description: This thesis analyses the influence of monetary policy on the general price level in Zimbabwe during periods of hyperinflation and dollarisation. The first part of the analysis covers the period January 2006 to July 2008 when the country experienced high inflation and ultimately hyperinflation. The second part covers the period 2009 to 2012, when the country adopted the multi-currency system and became fully dollarised. In terms of motivation, the study firstly sought to empirically examine the factors that led to hyperinflation in Zimbabwe, paying particular attention to the influence of monetary policy. Secondly, the thesis sought to determine the major factors that influenced price formation in a dollarised Zimbabwean economy; a completely new macro-economic environment. A significant development in this new macro-economic environment was the loss of monetary policy autonomy of the central bank, which also contributed to the relevance of the study. This thesis makes two contributions. The first contribution is the finding that hyperinflation in Zimbabwe was caused by expansionary monetary policy as a result of the activities of an unrestrained and unaccountable central bank. The second contribution was the empirical finding that in the fully dollarised economy inflation is largely determined by external factors. This implies that the domestic economy has no control over domestic inflation developments and as such, Zimbabwean authorities should formulate appropriate economic policies to respond to the impact of external shocks on domestic price formation when the need arises. The role of monetary policy in Zimbabwe’s hyperinflation episode is assessed using the Autoregressive Distributed Lag (ARDL) and the Error Correction Model (ECM) approaches with monthly data from January 2006 to July 2008. The impact of monetary policy on hyperinflation is captured by the coefficient of broad money supply and the interest rate. Results indicate that hyperinflation was caused by expansionary monetary policy, the exchange rate premium and inflation expectations for both the short and long term. Zimbabwe’s hyperinflation episode which peaked during the period 2007 to 2008 brings to the fore the importance of ensuring that the central bank is independent in executing its mandate of influencing the monetary policy process in a manner that ensures price stability. The ARDL and ECM approaches are also used to explore the dynamics of inflation in the dollarised Zimbabwean economy, with monthly data from January 2009 to December 2012. The main drivers of inflation under the multi-currency system were found to be the United States of America dollar/South African rand exchange rate, international oil prices, inflation expectations and the South African inflation rate. The findings contrast with the hyperinflationary era, where empirical studies have cited excessive money supply growth as the major driver of inflation dynamics in Zimbabwe. The results also suggest a higher exchange rate pass-through to domestic prices, consistent with empirical literature which postulates that inflation in dollarised economies is largely explained by movements in the exchange rate of major trading partners and international prices. The policy implication from the analysis is the need for policy makers to aggressively promote policies that ensure increased productivity of the economy. An improvement in productivity would influence the relative prices of tradable and non-tradable goods and ultimately the general price level in the economy. The study also quantified the independence of the Reserve Bank of Zimbabwe (RBZ) using the Mathew (2006), “new index for institutional quality” and the results showed that the RBZ is not an independent central bank. The central bank is found to have a low index of central bank independence (CBI), against a high level of inflation. While this relationship does not imply causality it can be inferred that the lack of independence of the RBZ could have influenced inflation dynamics in Zimbabwe. Only a subordinated central bank can be compelled to engage in inflationary deficit financing and also fund quasi-fiscal activities. The provisions of the RBZ Act [Chapter 22:15] in their current form make the central bank an appendage of the Ministry of Finance and Economic Development and this has, to a large extent, resulted in conflict between the political goals of government and the central bank’s primary objective of achieving price stability. In the event that Zimbabwe reintroduces its own currency in future, the achievement of the primary goal of price stability by the central bank will only be realised if the apex bank is given more autonomy.

In other words, the for-profit supply chain management practitioner is concerned with customer service levels, consumer value, shareholder value, total cost optimisation and ultimately maximising long term sustainable return on investment. Commercial supply chain management differs from military supply chain management in that the latter also focuses on service delivery, but the cost is almost irrelevant. In military operations, successful results (winning the battle) far surpass the total cost parameter or the return on investment. One of the major differentiating factors between commercial supply chain management (CSCM) in the for-profit theatre and humanitarian supply chain management (HSCM) in the not-for-profit supply environments hinges on strategic intent and how to measure success. In CSCM, return on investment (ROI) is key and in HSCM, the ability to create impact becomes paramount. Regarding spend, both CSCM and HSCM are concerned with optimising operational spend, optimal utilisation of capital goods and infrastructure as well as minimising the cost of goods, works and services. Commercial supply chain managers want to spend as little as possible on operational expenses similarly to their humanitarian counterparts but humanitarian supply chain managers are also concerned about underspending of donor funded programming. Humanitarian programming often happens under difficult and dangerous circumstances. This requires a special cadre of professionals who are willing to serve the most vulnerable without exploitation and are able to deliver value often with limited or even broken infrastructure, unreliable supply and under insecure conditions. Humanitarian supply chain management leadership requires a DBA thesis balanced approach between long term strategic views whilst managing the short term outcomes. Also, humanitarian leadership needs to balance decision-making between long term strategic interventions and the ability, maturity and cost structures at functional and executional levels. This conundrum is the fundamental difference between commercial supply chain management and humanitarian supply chain management. Once one understands and respects these nuances, one can measure performance and reward appropriate corrective behaviour. Zig Ziglar once said: “If you aim at nothing, you will hit it every time”. The question that has been asked for so long has been “how to measure supply chain management efficacy in humanitarian supply environments?” This study addresses this question of developing a framework to measure supply chain efficacy in humanitarian supply environments with the view to create an enabling environment within which service levels could enhance the impact of donor funding whilst the needs of intended beneficiaries are better served. Based on the theoretical proposition of the proposed theory, a policy framework for dismantling such war economies was also developed and presented. The proposed theory of war economies essentially argues that war economies are formed in post-colonial sub-Saharan Africa because of the existence of an artificial state. The existence of an artificial state is ascribed to the emerging legacies of colonial state formation processes, which created failed state entities which are unable to produce public goods for all its citizens because of its inability to maintain a monopoly of violence whilst maintain full administrative control over its territory. This inability results in an increase in the vulnerability of state and non-state actors. In response to these vulnerabilities, both state and non-state actors established a range of parallel political, economic and military structures. These structures in turn made use of both network and resource capacities to create an environment where politics are economised and conflict is commercialised, in order to mitigate the impacts of state failure and the inability to produce public goods. The result of the creation of an environment where politics are economised and conflict is commercialised, is the creation of incentives, structures and processes to ensure that conflict and associated conditions of instability are sustained in order to ensure primitive accumulation of wealth and resources. Based on the core theoretical proposition of the proposed theory, the study also presents a broad policy framework for dismantling war economies. In broad terms the framework proposes an integrated state-building process, based on a range of policy mechanisms aimed at maintaining a monopoly over violence, increasing administrative control, dismantling conflict networks and ensuring effective and efficient resource management.

- Description: The increasing demand for electricity, the rising price of energy from conventional sources and limited electricity supply are a global concern. The demand on electricity generation could be alleviated by diversifying the sources from which electricity is obtained to achieve the goals of long-term electricity supply. Diversification implies finding alternative sources of energy such as renewable energy for the production of electricity. The South African electricity system is under increased pressure to provide and maintain electricity supply to its users. Electricity production may be regarded as a key contributor to the social and economic development of South Africa. The challenges are so serious that it will gradually become increasingly difficult to extract sufficient resources to satisfy increasing electricity demand. Growth in the electricity and industrial sectors signifies profound changes in the entire energy industry. The South African power utility Eskom, supplies 94% of South Africa’s electricity but the risk of inadequate supply because of increasing electricity demand is mitigated through the employment of Independent Power Producers (IPPs) which supply to the grid. However, although a limited number of IPP entrepreneurs sell electricity to the Eskom grid, there is no enabling entrepreneurial environment in which they can thrive. There is no positive movement to inaugurate policies and processes. This has created an opportunity for Smart Grid access as a viable option to accommodate IPP entrepreneurs into the grid. Investing in renewable electricity sources may provide feasible alternatives for the electricity industry, it would alleviate pressure on current supply whilst creating an enabling entrepreneurial environment for IPP entrepreneurs and increase entrepreneurial activity. This study investigates a proposed model for an enabling entrepreneurial environment for IPPs in the RE sector that can be utilised to ensure increased entrepreneurial activity within the electricity industry. Establishing such an enabling environment would contribute positively to the alleviation of the electricity demand crisis, result in lower carbon emissions and create a sustainable, more diverse electricity generation mix. This proposed IPP industry model for an enabling entrepreneurial environment is presented to address the problems experienced at the different levels of the electricity industry. The model can be utilised to increase entrepreneurial activity while eradicating major electricity challenges at different levels in the South African electricity industry. The results indicate that that RE, in the form of solar and wind, has the potential to expand the South African electricity industry significantly. Therefore, in order to reform the South African electricity industry, stakeholders need to embrace entrepreneurship as IPP entrepreneurs. This can be done effectively by the incorporation of IPP entrepreneurs into the electricity network. However, an enabling entrepreneurial environment in which to operate must be ensured. In this study, five important variables support the establishment of an enabling entrepreneurial environment for IPP entrepreneurs. These have been identified as; Smart Grids, Entrepreneurship, Renewable electricity environment, SA policy and Stakeholder theory. An important contribution has been made towards Stakeholder Theory. This has proven to be instrumental within the RE sector of the electricity industry in South Africa, as the mentioned role players have a reciprocal role to play. Three surveys were conducted at three levels of the electricity industry, namely, at organisational, legislative and entrepreneurial levels and included Eskom Management, National Energy Regulator (NERSA) Management and Approved and Non-approved IPPs. Both qualitative and quantitative research methods were utilised in this research study. The results indicate that SA Policy is instrumental in assisting stakeholders to facilitate the IPP process and feed the power from RE generation into the network. Most respondents were positive about the role of Smart Grids in future electricity generation and their contribution towards creating an enabling entrepreneurial environment for IPP entrepreneurs. Respondents indicated that by policy decisions, greater emphasis can be placed on the results of climate change and environmental challenges. Emphasis on the incorporation of stakeholders proved imperative to this group (IPPs). The results indicated that stakeholder management is a key factor contributing to the establishment of an enabling entrepreneurial environment. The major contribution of this study is a proposed entrepreneurial model that can improve future sustainability of the electricity supply.

It therefore served to form a cross-cultural comparison between employees from these four geographically dispersed yet culturally similar countries. A further aim was to determine whether demographic differences occurred across the four constructs studied. In order to achieve these objectives, a theoretical model was constructed to highlight the relationships between the constructs under study. The study made use of both qualitative and quantitative research to achieve the above-mentioned objectives. As a result of the data obtained from 15 qualitative interviews conducted with non-profit employees in Belgium and South Africa, two measuring instruments, namely the Intrinsic Work Rewards Scale and the Intrinsic Work Motivation Scale, were developed to assess intrinsic rewards and intrinsic motivation respectively. These measuring instruments were qualitatively piloted on a sample of academics and non-profit employees, and were translated from English into Dutch for use on the Belgian sample. Once these instruments had been refined, they were combined with instruments to measure work engagement and intention to quit to form a composite questionnaire. This questionnaire was completed electronically by 587 non-profit employees from the four countries under study. Data analysis was conducted in the form of descriptive and inferential statistics, including frequency tables, Cronbach’s alpha testing, exploratory and confirmatory factor analysis, Pearson’s Product Moment Correlations, chi-square tests, t-tests, analysis of variance and structural equation modelling. The quantitative findings showed that intrinsic rewards lead to higher levels of intrinsic motivation, which in turn causes higher levels of work engagement and lower levels of intention to quit. Intrinsic rewards were also found directly to predict a reduction in employees’ intentions to quit their non-profit organisations, and work engagement directly predicted an increase in intention to quit. From a cross-cultural perspective, practically significant inter-country differences were discovered across the intrinsic rewards of meaningful work and challenging work; across intrinsic motivation and its three dimensions (personal connection to one’s work, personal desire to make a difference, and personal desire to perform); and across work engagement and its three factors (absorption, dedication and vigour). In addition to these inter-country results, age and job level differences were discovered across the four constructs under study, together with significant correlations between the four constructs. The Intrinsic Work Rewards Scale and the Intrinsic Work Motivation Scale were successfully validated in both English and Dutch in this study, with a number of forms of validity being confirmed through factor analyses and correlations. Reliability was proven through satisfactory Cronbach’s alpha values being obtained for both language versions of the instruments. These results theoretically contribute to literature pertaining to intrinsic rewards and intrinsic motivation as a result of the development of two measuring instruments that were empirically validated to assess these constructs. Furthermore, the results make a valuable contribution to the field of rewards management globally. This study’s findings provide evidence for causal relationships between four constructs not previously tested empirically, specifically within Australia, Belgium, South Africa and the United States of America. Consequently, this study’s results hold important implications for the management of non-profit employees worldwide.

From a cross-cultural perspective, practically significant inter-country differences were discovered across the intrinsic rewards of meaningful work and challenging work; across intrinsic motivation and its three dimensions (personal connection to one’s work, personal desire to make a difference, and personal desire to perform); and across work engagement and its three factors (absorption, dedication and vigour). In addition to these inter-country results, age and job level differences were discovered across the four constructs under study, together with significant correlations between the four constructs. The Intrinsic Work Rewards Scale and the Intrinsic Work Motivation Scale were successfully validated in both English and Dutch in this study, with a number of forms of validity being confirmed through factor analyses and correlations. Reliability was proven through satisfactory Cronbach’s alpha values being obtained for both language versions of the instruments. These results theoretically contribute to literature pertaining to intrinsic rewards and intrinsic motivation as a result of the development of two measuring instruments that were empirically validated to assess these constructs. Furthermore, the results make a valuable contribution to the field of rewards management globally. This study’s findings provide evidence for causal relationships between four constructs not previously tested empirically, specifically within Australia, Belgium, South Africa and the United States of America. Consequently, this study’s results hold important implications for the management of non-profit employees worldwide.

Under these conditions countries can resort to bartering, which involves a commodity for commodity exchange and no money. This is referred to as leveraged procurement and manifests primarily as defence offsets involving the defence industrial base, which is the concern of this study. Around 40 per cent of countries, including South Africa, use various purposely structured government procurement programmes when procuring goods and services abroad. These programmes apply the principle of reciprocity through the use of internationally accepted countertrade practices that manifest in many diverse ways. Although „countertrade‘ is the collective term, it is regularly referred to as „offsets‘. Procurement leverage is used to secure some reciprocal benefit from the foreign seller (benefits sought vary from country to country). Countertrade-related practices occur widely despite the fact that the World Trade Organisation's (WTO) Agreement on Government Procurement (GPA6) rules out the use of offsets. Their use is viewed as a discriminatory procurement practice that interferes with free trade. However, the WTO allows for exceptions in the case of developing countries and also for national security and public health contracts. It is important to note that countertrade (and offset) practices, valued in billions of US Dollars, are applicable mostly to defence contracts, although becoming increasingly relevant in non-defence (i.e. civil) government procurements. This research systematically interrogated and investigated issues surrounding the origins and subsequent popular and increased use of countertrade since the 1980s. The purported negative impact of defence-related offsets on the defence industrial base (i.e. the loss or gain of jobs, technology and market share) of both the exporting and receiving countries is of particular concern to the US government and the European Union (EU). My exploratory mixed method research, together with practitioner (insider) and reflexive research approaches, culminated in a primarily descriptive, qualitative, analytical narrative. The research is further founded on structured survey questionnaires. These specific research approaches are known to be subjective and biased and I thus needed to take extra care to prevent emotive subjectivities, primarily through triangulating my findings against a variety of other views and arguments pertaining to the research question. This was done to provide for a holistic overview, and in consideration of the case study, in particular. It must be noted that South Africa has two sets of industrial participation policies and practices. One is Defence Industrial Participation (DIP) managed exclusively by Armscor, South Africa's acquisition agency, which favours pursuing defence industry development objectives. The other is the National Industrial Participation Programme (NIPP), managed independently by the Department of Trade and Industry (DTI). The NIPP is primarily focused on the civil industry with a bias towards manufacturing, investments and exports. The DIP is the focus of the case study element of this research. Since its inception in 1968, Armscor has been tasked with establishing a DIB. Until the late 1980s, this DIB made huge strides in developing unique defence equipment to cater for the harsh Southern African environment and its military operational conditions. The DIB's development was enhanced further by the various UN embargoes imposed on the former South African apartheid government. Owing to these embargoes, Armscor dealt with all its defence imports (and exports) in a clandestine manner. Armscor was the only government entity that applied countertrade from around 1988 until 1996 when the DTI introduced NIPP. During the latter part of 1996, Armscor redrafted its countertrade policy with the new DIP policy approved in early 1997. This policy was applied during the biggest arms transaction in South Africa‟s history, namely, the Strategic Defence Package (SDP). A DIP commitment of circa R15 billion resulted from the equipment bought under the SDP. This study investigated how the DIP manifested in practice from 2000 to 2012 within the DIB that involved numerous South African Defence Industry (SADI) entities. The study considered the DIB, its growth and decline, and to what extent the DIP assisted it to retain its capabilities and capacities, including the retention of jobs. Hence, parts of the case study cover issues related to the South African military complex and the SDP‟s selection process. Subsequent investigations into alleged acts of misconduct and maladministration in the selection process, fraud and corruption are also covered, although not in detail, since this matter is sub judice the outcome of the 2011 presidential appointed Arms Procurement Commission (APC) of inquiry that is anticipating completing its investigations in 2015. Although there are many derivative views on the actual defence equipment needs of the South African National Defence Force (SANDF), the study did not endeavour to analyse these views in depth as they are adequately covered in the 1996 Defence Review. Similarly, there are views expressed that South Africa paid much more for its equipment compared with similar types of equipment bought by other countries. A cost comparative analysis was not performed as the exact configuration of each type of equipment can differ substantially due to the unique operational needs of the various defence forces – the exact configuration of such equipment is not in the public domain, since it is a sovereign security concern. Despite many opposing views, it is concluded that DIP (also referred to as defence offsets) has worked for South Africa: in many ways the South African DIP practice compares favourably with internationally accepted best practices. The research‟s postulation that countertrade can be used as a possible development mechanism is therefore supported by the findings of this study that showed that DIP had a positive retention impact on the DIB, and jobs, and made a positive contribution to Gross National Product (GNP7). The study found that the 1997 DIP policy needed to be much better aligned with the broader strategic national industrial development aims and objectives, including better corroboration with the NIPP. In this respect critical inferences are made that the DIP policy primarily focused on the SADI and its capabilities, without considering its wider application in a broader industrial sense. However, in the context of the Armscor legal mandate (i.t.o. Act 57 of 1968) ensuring the establishment of a DIB in South Africa, the DIP policy was clear in its intent to specifically further the interests of only the SADI. However, the 2014 Defence Review recommends that the DIP policy should be much more focused and even prescriptive when considering specific strategic defence needs. Although DIP policy directives contain requirements for establishing strategic local capabilities and capacities that could adequately cater for logistic support, repair and maintenance of foreign produced defence equipment, this aspect was not well contracted in the 1999 SDP. There is also general consensus that foreign obligors should in future not be allowed the freedoms of choice evident in the SDP‟s DIP process, which resulted in numerous smaller companies not benefitting as was generally anticipated. Future defence contracts should not be signed without an appropriate DIP business plan. Hence, all indications are that the DIP regime in South Africa is set to become much more stringent in its application and subsequent discharge administration.

Determinants of internet banking adoption by banks in Ghana

The financial services industry and banking in particular, is not excluded from this technology explosion. Internet banking, even though not new in advanced countries, is a new transaction channel being used by banks in some parts of Africa, especially Ghana, to offer various products and services to their customers. However, this medium has not been fully exploited by these banks as there are many hurdles the banks must triumph over. In deploying this technology and these systems, there are several factors which banks must take into consideration before fully deploying such a system to their customers, hence the motivation for this study. The absence of suitable and sufficient knowledge on this topic also exposes a “rhetoric versus reality” argument of whether the intention to adopt Internet banking is critical to the strategies and ultimate success of banks in Ghana. For banks to stay ahead of competition as well as to attract and maintain their clientele, it is of paramount importance to gather and link the perspectives of both clients and bank managers in order for banks to ensure that they perform according to the needs and expectations of their clients. In order to achieve the intended results, an empirical study was conducted by taking into consideration the viewpoints of both bank clients and bank managers in determining the factors that customers take into consideration before adopting the Internet banking medium. The primary aim of this study was to quantify significant relationships between the selected variables. Therefore the positivism research paradigm was used, while the phenomenological paradigm was employed for the measuring instruments. Because multiple sources of data were used, from the perspectives of banking clients and managers in Ghana, methodological triangulation was adopted for this study. The results of the empirical investigation showed that both groups (clients and managers) considered the variables of market share, technology acceptance, diffusion of innovation, organisational variables, organisational efficiency, and business strategy to have direct influence on the adoption of Internet banking. However, they differed in opinion concerning the degree of influence of these variables. The bank managers’ responses leaned more towards strong agreement with the importance of these variables than did those of the bank clients. Thus, for bank clients to readily adopt the Internet banking medium for their banking transactions, bank managers must take a closer look at these determinant factors described in the study. The study showed that the population group, educational and income levels exerted an influence on the perceptions clients have regarding Internet banking adoption factors. It was found that the higher the education and income levels of the clients, the easier it was for them to adopt Internet banking. Also, the male group dominated the use of the Internet banking. This is supported by the fact that there is a growing middle class in Ghana that falls within this category of banking clients.

Environmental management systems in South African small and medium-sized businesses

- Description: Businesses have been criticised for their contribution towards the ever-increasing rate of destruction of the natural environment. Although businesses have responded by adapting their management practices, production processes and products, they still face a number of challenges in reducing their environmental impact. One way in which businesses have responded to the environmental crisis is by implementing environmental management systems. Despite the importance of environmental management implementation, researchers have neglected to identify the antecedents that could lead to environmental management system implementation in South African small and medium-sized businesses. Indeed, much of the research on environmental management has concentrated on large business in Europe or the United States. The limited research that has been conducted on environmental management in small and medium-sized businesses has been descriptive in nature, and fails to produce results that are generalisable and that advance the understanding on this topic. Given this situation, the objective of this study was to develop and empirically test a theoretical model to explain the implementation of environmental management systems in small and medium-sized businesses. A quantitative survey methodology was adopted in this study to test the proposed theoretical model empirically. In total, 417 small and medium-sized businesses participated in the survey; 326 of these were not implementing an environmental management system, and 91 were implementing such a system. Descriptive statistics were used to summarise the sample data. The findings of this analysis suggest that the respondents had a favourable attitude toward environmental management systems; they were aware of environmental issues; they perceived themselves and their businesses as able to deal with the barriers to environmental management system implementation; they felt personally obligated to reduce their business‟ environmental impact; and they perceived actions aimed at reducing their businesses‟ environmental impact as socially desirable. To test the hypothesised relationships in the theoretical model, correlation and multiple regression analyses were used. The hypotheses dealing with the relationship between the environmental antecedents and the owner-manager‟s intention to implement an environmental management system, and the actual implementation of an environmental management system, were supported in this study. Thus, the environmental antecedents were found to be positively related to the small and medium-sized business owners‟ intention to implement an environmental management system; to their formal and informal implementation of an environmental management system; and to their practices related to waste management and legal compliance. Empirical evidence to support the hypothesised effect of resource constraints as a moderating variable was found in this study. In terms of environmental values, support was found for the moderating effect of egoistic, altruistic, and biospheric values. In terms of the biographical characteristics of the business owners, significant moderating effects were found for gender and age, but not for education. Gender influenced the relationships between the environmental antecedents, attitude towards an environmental management system and personal pro-environmental norms, and the intention to implement an environmental management system. Age moderated the relationship between subjective pro-environmental norms, waste management, and legal compliance. Given the empirical evidence provided in this study, it is recommended that greater awareness of environmental issues be fostered among small and medium-sized business owners as well as the individuals who influence their decision-making. There is also a need to reinforce the positive business outcomes of environmental management system implementation, as well as the personal and social obligations to protect the natural environment among small and medium-sized business owners.

Given the empirical evidence provided in this study, it is recommended that greater awareness of environmental issues be fostered among small and medium-sized business owners as well as the individuals who influence their decision-making. There is also a need to reinforce the positive business outcomes of environmental management system implementation, as well as the personal and social obligations to protect the natural environment among small and medium-sized business owners.

The study was conducted using a survey questionnaire (Annexure B) that comprised both open and closed ended questions that were distributed to managers in public hospitals and pharmacies in Kenya. The population for the survey was 154 public hospital pharmacies in Kenya, with the final sample comprised of 280 respondents. If going green really means changing the way we live and pursuing knowledge and practices that can lead to more environmentally friendly and socio-ecologically responsible decisions, it is time to protect the environment and sustain its natural resources for current and future generations. Integrated sustainability reporting should be viewed as a vehicle to accomplish this global agenda of going green beyond mere legal requirements. The purpose of this study was to investigate the impact of integrated sustainability reporting (ISR) on achieving green business status within JSE listed companies. To achieve the purpose, an in-depth literature study and empirical research were undertaken using a triangulation method. After a detailed descriptive and content analysis of the collected primary and secondary data, the study found the following: Most of the JSE listed corporations’ integrated reports are not utilising the CSR, GRI guidelines and voluntary standards as effective tools to drive the process of green sustainable business. Some of the JSE listed organisations are treating financial and non-financial matters as separate issues in their integrated reports; The ISR has no impact in terms of using the NEMA framework in driving the process of green sustainable business in the JSE listed organisations; Most of the JSE listed organisations were fully aware of ecological sustainability as a pillar to drive the process of green sustainable business. They treat this pillar of sustainable development as a separate entity from socio-economic developmental issues. Most of the JSE listed corporations adhere to all the bylaws and regulations of ecological sustainability within their required certification of ISO 14001 standards in order to remain effectively certified by the auditing authority. Some integrated reports indicated much support for staff in terms of health, educational activities, labour laws and programmes that advance the socio-economic aspects of human beings; The study has found that the social pillar of sustainability is mostly supported by JSE listed organisations in South Africa - to the level of the requirements of labour relations legislation. It is not integrated with sustainability policies beyond the statutory requirements; It was further noticed in this study that integrated sustainability reports, based on the Global Reporting Initiative (GRI) principles and the King III reporting guidelines, disclose outcomes and results regarding the JSE listed organisations’ obligations, strategy and management approach which occurred within the reporting period. To address the above-listed findings, the researcher recommended that the JSE listed organisations integrate the NEMA, EMS, CSR, GRI and King III guidelines in their integrated sustainability reporting, in order to produce an effective sustainable green business in South Africa that is ecologically accountable and socio-economically supportive to all multi-stakeholders. The government and non-governmental organisations are the key players to drive the process of going green using the ISR. The government needs more structured policies and regulations that will support the National Development Plan in the pursuit of green economy in the form of grants and incentives that are beyond the present status quo.

While researchers suggest that codes of conduct should reduce misconduct and improve the ethical culture of organisations, mixed research results suggest codes of conduct are not always effective. While research into code of conduct effectiveness proliferates, seldom does such research take a holistic approach to understanding effectiveness of codes of conduct. Models proposed to better research code of conduct effectiveness, such as Kaptein and Schwartz’ (2008) integrated research model, do not present guidelines for better developing and implementing codes of conduct. Therefore the primary research objective was to develop a benchmarking framework which could provide insight into factors that could influence code of conduct effectiveness, and provide guidelines on how these factors should be influenced and accounted for to improve code of conduct effectiveness. Content of codes of conduct can play an important part in code of conduct effectiveness, yet they vary enormously in terms of provisions, language, tone, style, design. Some are directional or rules based, others aspirational, or values based. Bettcher, Deshpandé, Margolis and Paine (2005) developed the Global Business Standards Codex that depicted the most commonly found provisions in organisations they surveyed. A secondary research objective was therefore to apply this codex to the evaluation of participating organisations codes of conduct, and in so doing, evaluate the suitability of the codex as a benchmarking framework for the content of the code of conduct. On the one hand, MPT refers to a monetary strategy whereby the central bank is insulated from political influence and made accountable to society through disclosure of its policies, procedures, economic models, data and forecasts, operations and political practices (such as objectives, personnel independence, and the like). On the other hand, price stability refers to achieving and maintaining low and stable levels of inflation conducive for long-term planning and poverty alleviation. The primary objective of this research was to investigate MPT in SSA as it represents a powerful means whereby economic agents’ expectations may be coordinated and managed by the central bank to achieve its societal, objective function of low inflation. The empirical evidence shows that, first, a dependent central bank is more likely to slip into hyperinflation. Second, a SADC (2008) model central bank law is not independent enough to be used as a benchmark for any central bank or as a charter for a regional central bank. Third, the degree of central bank independence in SSA is relatively lower than that in industrialised economies. Fourth, the determinants of MPT in SSA are trade openness, and financial depth that are important factors influencing policy-makers to adopt monetary-policy transparency. Fifth, MPT is associated with a decline in the inflation rate. Sixth, MPT had no significant effect on economic output, whilst trade openness was positively associated with real GDP.

- Description: This research attempts to evaluate the stability of money demand functions and estimate monetary inflation models in the East African Community (EAC), using quarterly aggregate data that range from 2000Q1 to 2012Q3. We used Johansen co-integration analysis to estimate and analyse the stability of the M3 money demand model for each country member of the EAC. From this estimation, we derived a country-specific measure of money overhang. We compared its forecasting power of future inflation with that of money stock growth, and money stock available in the economy. Regarding country-specific money demand functions, with the exception of Uganda, we identified a reasonable and stable country-specific M3 money demand model. Also, for predicting future inflation, the estimation results showed that M3 money stock growth is more reliable in Burundi and in Kenya, while M3 money overhang is preferable in Rwanda and M3 money stock in Tanzania. As both country-specific and regional (EAC area) information on monetary quantity growth and its impact on price level is important to know in a monetary union, we considered the EAC area as a single market and attempted to estimate the aggregate (EAC area) demand functions for broad money M2 and M3 using Johansen co-integration analysis. The estimated long-run aggregate money demand models M2 and M3 appeared to be stable over the sample period. However, the aggregate M2 and M3 at the EAC level were proven to be weakly exogenous, which should discard them for consideration at the EAC level as the intermediate targets variables in order to achieve the overall objective of price stability in the EAC region. Instead, short-term interest rate should be given a prominent role in monetary policy framework at the EAC level.

We compared its forecasting power of future inflation with that of money stock growth, and money stock available in the economy. Regarding country-specific money demand functions, with the exception of Uganda, we identified a reasonable and stable country-specific M3 money demand model. Also, for predicting future inflation, the estimation results showed that M3 money stock growth is more reliable in Burundi and in Kenya, while M3 money overhang is preferable in Rwanda and M3 money stock in Tanzania. As both country-specific and regional (EAC area) information on monetary quantity growth and its impact on price level is important to know in a monetary union, we considered the EAC area as a single market and attempted to estimate the aggregate (EAC area) demand functions for broad money M2 and M3 using Johansen co-integration analysis. The estimated long-run aggregate money demand models M2 and M3 appeared to be stable over the sample period. However, the aggregate M2 and M3 at the EAC level were proven to be weakly exogenous, which should discard them for consideration at the EAC level as the intermediate targets variables in order to achieve the overall objective of price stability in the EAC region. Instead, short-term interest rate should be given a prominent role in monetary policy framework at the EAC level.

Strategies to improve the effectiveness of South African professional associations

- Description: Professional associations and professional relationships are a feature of the social structure of all advanced societies. Professional associations perform or provide a number of functions and services for professionals and for the organisations employing them: Continuing education, admission to practice, certification and credentialing, educational standards, enforcement of standards, codes of ethics, and standards of performance, meetings, social activities, newsletters, and journals. Professional association membership is therefore very valuable to professionals and, in turn, for the organisations which employ those professionals, because of the wide variety of important functions served and services provided by such associations. This value cascades through to the economy of the countries in which the associations perform. This study seeks to contribute to the increased effectiveness of professional associations in South Africa by assessing the level of organisational effectiveness within these associations, and the factors that affect such effectiveness. It is hoped that this research will provide the necessary information to enable senior stakeholders within the associations to make better decisions, and formulate better strategies to improve their effectiveness. If challenges of ineffectiveness are not addressed, the risk is that these associations might not achieve optimal effectiveness and growth, with negative impact on the professionals they serve, and the economy. Conversely, and optimistically, improvements in the effectiveness of professional associations, will positively impact the professionals they serve, with cascading benefits to the economy. Convenience sampling was used to target the senior staff or office bearers within the 48 SAQA registered professional associations in South Africa, at the time of survey. Self-constructed instruments were used to measure the variables included in the hypothesised model. Open-ended questions were also included in the questionnaire in order to capture qualitative information about professional associations. Using STATISTICS Version 10 (2010), the data analyses included exploratory factor analyses, the calculation of Cronbach alphas and Pearson correlations, and the content analysis of qualitative data. The most important finding of this study is that being an effective learning organisation (ELO) is an important indicator of a PA’s organisational effectiveness. To be an ELO means that the PA should continuously strive to learn and improve by conducting research that benefits the association itself, its members, its sector and its country. It is therefore important that PA’s focus their efforts on becoming effective learning organisations by planning and directing their resources on achieving this objective. It means that PA’s must employ or contract in intellectual resources that would enable them to stay at the cutting-edge of services that their members and clients want. This would require PA’s to ensure that they have the continuous services of high calibre researchers. The second important finding of this study is the indication that membership growth is another measure of a PA’s organisational effectiveness. It has already been reported above that being an ELO drives membership growth. The fact that being the first-mover in the industry increases membership growth is an indication that PA’s should capitalise on this strength, by always striving to be the first in everything its members and clients require, or will require. This calls for PA’s to conduct continuous environmental scanning, and the required research and development to deliver products and services first to their members and clients. The fact that competitive characteristics drive membership growth indicates to PA’s that they could attract more members if they maintain and improve service levels; continuously and effectively lobby government for better services for their members and clients; develop and deliver unique services to their members and clients; protect themselves against imitation of their resources and skills, outperform their competitors; and continuously enhance their credibility compared to other professional associations.

On a global scale, the challenges of confronting poverty and unemployment continue to dominate the development agenda. The ability of Local Economic Development (LED) to empower local people has earned favour with national governments and development theorists. The imperative facing South Africa to achieve a more equitable and sustainable economy is essentially the challenge to adopt and implement a development approach that will reduce poverty and unemployment (which are the two key objectives of LED) to the greatest extent. It is within this context that the South African government has sought to incorporate LED into their economic development framework, predominantly through the decentralisation of development control and planning to the local government level. This study examined the contribution of guest houses to economic growth and employment as key components of LED in a sustainable manner. The study revealed that guest houses are playing a key role in the development of the local economy in the Eden district region. Guest houses are providing employment opportunities to the local residents both on a full-time and part-time basis. Further to this, guest houses are buying many locally-produced products and services from local suppliers and this contributes to economic growth of the local economy. However, this study also found that many of the guest houses in the area are not aware of government incentives available to support them and very few of them have made use of these services. This is something that needs to be addressed if these guest houses are to continue to strengthen the local economy and provide employment opportunities in a sustainable manner. The study revealed that many of the guest houses are operating in an environmentally friendly manner and this will ensure their future sustainability. The broader situation and the contribution of the accommodation sector as critical assets in local and national tourism economies has been thoroughly researched in tourism research around the world. Existing work on the accommodation sector in the South African tourism economy is mainly urban-focused and indicates that its local development impacts can be positive albeit not always maximised through local linkages, however, only a limited amount of academic investigations examines the contribution of tourism sub-sectors to economic growth and employment. The authenticity of this study is based on Its contribution which must be viewed in relation to the relatively limited body of literature in the contribution of tourism sub-sectors to economic growth and employment and in this case guest houses as one type of accommodation sub-sector.
