A framework for the economic valuation of wetland rehabilitation: case studies from South Africa

- Description: Wetlands are recognised as having the potential to contribute long-term benefits to society; wetland rehabilitation is undertaken to recover these benefits in response to widespread wetland degradation. Increasingly, there have been calls to value the benefits of wetland rehabilitation to justify further investment. Such is the case in South Africa. Furthermore, recent global agendas and targets for ecosystem restoration, such as the declaration of the Decade of Restoration 2021-2030, suggest increasing pressure on governments to implement rehabilitation and imply a concomitant increase in decision-making regarding where and how to rehabilitate. In response to these information needs, this thesis explores the economic valuation of wetland rehabilitation through a narrative review of the foundational theory of values and valuation, a quantitative review of applied wetland rehabilitation economic valuation studies, and the evaluation of five wetland rehabilitation projects from South Africa. Projects were selected as case studies to represent various rehabilitation goals and explore different contexts (urban-rural; beneficiary groups), the timing of the evaluation (ex ante, ex post) and value types and valuation methods. The final chapter of the thesis integrates the case study experiences with the findings of the theoretical research components to propose a framework for the valuation of wetland rehabilitation, which can be applied in South Africa, and more generally, to further demonstrate the values of wetland rehabilitation, and as a tool to guide wetland rehabilitation decision-making. While initially grounded in mainstream economics, the research led into a number of fields including philosophy, social-ecological systems and social-ecological relations thinking, several environmental science areas and livelihood and human well-being frameworks. A deeper look into economic theory and history revealed an evolution of thinking on the meaning of ‘value’ and view of ‘nature’ and numerous critiques of standard neoclassical economics. From the insights gained and the case study experiences, this thesis argues that the neoclassical economic perspective, especially combined with a monetary metric, is too restrictive, and arguably too abstract in its assumptions of human behaviour and reliance on mathematical models, as an overarching framework for the valuation of wetland rehabilition. This is not to suggest that standard economic valuation concepts and methods cannot be useful, as the research case studies illustrated, but rather that wetland valuation must be approached from a value pluralism perspective. - Description: Background: The development of antimicrobial resistance (AMR) has been linked to the increased and irrational use of antimicrobial medicines. The aim of this study was to investigate the antimicrobial prescribing practices in the paediatric medical ward at Mahalapye District Hospital (MDH) in Botswana and to determine whether antimicrobial stewardship (AMS) measures were being implemented at the hospital. Methods A cross-sectional, descriptive, mixed methods, observational approach was taken in this study. The study site was the paediatric medical ward (PMW) at MDH. Information about the antimicrobials prescribed for paediatric patients from January 2018 to December 2018 was collected from patients’ information files and compared to national antimicrobial prescribing guidelines to determine prescribers’ adherence. Qualitative semi-structured interviews were conducted with members of staff at MDH to determine whether antimicrobial stewardship (AMS) measures were adopted at the hospital. Results A total of 278 patients were included in this study, 12 of these were admitted twice during the study period. In total 290 admissions were analysed, with 659 antimicrobial medicines prescribed. The most common diagnoses were pneumonia (36.9%), acute gastroenteritis (20.7%), upper respiratory tract infections (3.4%), and bronchiolitis (3.1%). The most prescribed antimicrobials were ampicillin (21.4%), gentamicin (21.2%), and cefotaxime (8.3%). Adherence to guidelines was relatively good, with 82.7% of antimicrobials prescribed for the patients in the study having been prescribed in compliance with the national prescribing guidelines. The semi-structured interviews highlighted the fact that staff knew about AMS and AMR in general, however awareness of an AMS committee at MDH varied. The AMS committee was a multidisciplinary committee, which was a subcommittee of the Drugs and Therapeutics Committee (DTC). Discussion and Conclusion The results suggest that adherence to prescribing guidelines was relatively high compared to other paediatric antimicrobial utilisation studies in African countries. Prescribing of antimicrobial medicines was consistent with other African countries. The long period of time that it takes for microbiological test results to become available means that most prescribers rely on empirical prescribing. Institutional innovations for improved water security in smallholder irrigation schemes in KwaZulu-Natal and Eastern Cape Provinces, South Africa

- Description: Smallholder irrigation schemes are regarded as a key strategy to eliminate poverty and increase food security in rural areas in South Africa. While the South African government has invested heavily in rural development schemes, most irrigation schemes face a myriad of challenges, including deficient infrastructure, weak institutional arrangements and water insecurity. Weak institutions have been identified as a major bottleneck in the performance of smallholder irrigation schemes in developing countries, including South Africa. Two main reasons have been identified for this challenge. Firstly, the agency of the irrigators was ignored during the design of the schemes. Treating farmers as passive rather than active agents resulted in institutional arrangements that were not context-specific, as well as weak farmer commitment to the ownership and management of the schemes, leading to system breakdown. Despite being noble in intention or design, institutions designed by outsiders often fail due to a lack of legitimacy. Secondly, institutions have failed to evolve to cope with dynamic challenges and opportunities in the sector. Stability over a reasonable period is required for institutions to effectively perform their crucial role of establishing reasonable expectations in dealings among people. Institutional innovations are required to keep up with the changing nature of development. In particular, farmer-led institutional innovations have been touted as key to improving the management of water resources in irrigation schemes. Farmer-led institutional innovation refers to a process, in which farmers themselves initiate, establish, and improve institutions based on their context-specific challenges or opportunities. Farmers’ groups are regarded as an important institutional arrangement to reduce transaction costs, improve social networks, and increase livelihood outcomes. However, little is known about the internal dynamics of these farmer groups, how they operate, and whether or not they are inclusive and innovative, as well as what makes certain groups more successful than others. Furthermore, there is a paucity of research on whether these farmer groups embrace institutional innovations to improve water security and strengthen their design principles that are crucial for collective action. It is against this background that this study aimed to examine the internal group dynamics within the farmer groups; determine whether smallholder farmers are capable of implementing institutional innovations that are novel, useful and legitimate; determine the nature of these innovations (incremental or radical) and their role in improving water security. The main theories that underpinned the study were induced institutional innovation theory, collective action theory, random utility theory and Ostrom’s eight design principles. Multistage sampling was used to collect data from 28 farmer groups and 401 irrigators in smallholder irrigation schemes in KwaZulu-Natal (Tugela Ferry and Mooi River) and the Eastern Cape (Qamata and Zanyokwe). Data were gathered by means of focus group discussions, key informant interviews and household surveys. Several empirical tools were employed to analyse the data (descriptive statistics, thematic analysis, logit model, propensity score matching, PCA and OLS). The study found that group membership was associated with higher levels of water access, adoption of inorganic fertiliser, incomes and assets. Group members had an additional four days’ access to water in a month and applied at least 130 kg/ha more inorganic fertiliser than non-group members. Group members also had a higher household income per capita and more assets than non-group members. However, the results revealed a heterogeneous effect among group members, with the benefits varying according to members’ socio-economic characteristics as well as internal group dynamics. The results suggest that organising farmers into groups should be promoted to improve farmers’ access to productive assets such as water, technology adoption and welfare outcomes. However, the study findings also indicate that smaller groups should be promoted, programmes targeted at empowering women should be prioritised, and that it is imperative to invest in improving farmers’ human capital through various training initiatives. The results indicated that farmers could develop and implement institutional innovations that are novel, useful and legitimate. Of the 28 groups, 21 (75%) had implemented institutional innovations in the past three years. Examples of innovations include, among others, the introduction of a secret voting system to improve marginalised people’s participation in decision-making processes, designing daily rotation rosters to reduce conflict, using an attendance register for participation in group activities, and rewarding members according to their participation levels. Most of these innovations were designed to improve the graduated sanction mechanism (22.2%), enhance the penalty system for non-compliance; improve collective action arrangements (27.8%); monitor attendance of group meetings (18.5%); democratise decision making; and ensure equitable water distribution. However, they mainly focused on addressing challenges rather than exploiting opportunities and were largely incremental (94%), involving an adjustment or reinterpretation of rules and regulations. Furthermore, the innovative groups were small in size and were dominated by male farmers. Based on these results, it is recommended that the government should build on the irrigators’ agency to improve the effectiveness and legitimacy of institutional arrangements in irrigation schemes. The findings also suggest that small groups should be actively promoted, while tailored training should be offered based on the groups’ specific needs to improve institutional innovations in the smallholder irrigation sector in South Africa. A positive association was established between belonging to an innovative group and water security, highlighting the importance of institutional innovations in water security. The propensity score matching indicated that water secure irrigators produced an additional 569-622 kg of maize and earned additional income of R2 037.81. The study’s findings suggest that organising farmers into groups is a promising strategy to improve farmers livelihoods and water security. The government and private donors should thus continue to promote the formation and organisation of farmers into groups. The innovative agency of the irrigators should be acknowledged and harnessed to strengthen institutional innovations. The focus should be on strengthening the institutions designed by farmers themselves, as these are locally contextualised and socially embedded, and hence legitimate. Stock market volatility during times of crisis: a comparative analysis of the conditional volatilities of JSE stock indices during the 2007/08 global financial crisis and COVID-19

- Description: This research analyses the comparative behaviour of stock market volatility during two crises. The goal of this research is to determine whether assumed cyclical and defensive sectors have either retained or revealed their expected properties during both the Global Financial Crisis (GFC) and COVID-19 by analysing sectoral volatility amid these two crises. Understanding how volatility changes amid crises helps to determine whether the volatility assumptions of diversified investment portfolios for both defensive and cyclical sectors still held given the different causes of each crisis. In turn, this knowledge can assist with risk management and portfolio allocation in stock market investments. The study can also contribute towards the enhancement of financial markets’ resistance against systemic risks through portfolio diversification, and aid government decision-making targeted at tackling the weaknesses of different economic sectors especially in times of overall economic weakness. This research makes use of the GARCH model to analyse a group of daily time series that consists of eleven sectoral indices and one benchmark index, all based on the South African stock markets. These observed series are categorised into two full sample periods, one designated to the Global Financial Crisis (January 2006 to May 2009) and the other for COVID-19 (January 2018 to May 2021). These are further divided into two sets of sub-sample periods, each made up of a pre-crisis and during-crisis. Furthermore, the dummy variables representing the occurrence of structural breaks are inserted into the full sample periods’ conditional variance equations. This is aimed at capturing the asymmetrical impact of the crises themselves on all observed series. Based on the movement of volatility persistency from pre-crisis to during-crisis for both crises, the results show that, firstly, Health Care and Consumer Goods are considered defensive Sectors. Secondly, Banks, Basic Materials, Chemicals, Telecommunications, and Financials are considered cyclical Sectors. - Description: This research analyses the comparative behaviour of stock market volatility during two crises. The goal of this research is to determine whether assumed cyclical and defensive sectors have either retained or revealed their expected properties during both the Global Financial Crisis (GFC) and COVID-19 by analysing sectoral volatility amid these two crises. Understanding how volatility changes amid crises helps to determine whether the volatility assumptions of diversified investment portfolios for both defensive and cyclical sectors still held given the different causes of each crisis. In turn, this knowledge can assist with risk management and portfolio allocation in stock market investments. The study can also contribute towards the enhancement of financial markets’ resistance against systemic risks through portfolio diversification, and aid government decision-making targeted at tackling the weaknesses of different economic sectors especially in times of overall economic weakness. This research makes use of the GARCH model to analyse a group of daily time series that consists of eleven sectoral indices and one benchmark index, all based on the South African stock markets. These observed series are categorised into two full sample periods, one designated to the Global Financial Crisis (January 2006 to May 2009) and the other for COVID-19 (January 2018 to May 2021). These are further divided into two sets of sub-sample periods, each made up of a pre-crisis and during-crisis. Furthermore, the dummy variables representing the occurrence of structural breaks are inserted into the full sample periods’ conditional variance equations. This is aimed at capturing the asymmetrical impact of the crises themselves on all observed series. Based on the movement of volatility persistency from pre-crisis to during-crisis for both crises, the results show that, firstly, Health Care and Consumer Goods are considered defensive Sectors. Secondly, Banks, Basic Materials, Chemicals, Telecommunications, and Financials are considered cyclical Sectors. Food security is a cornerstone of human development and welfare, and the achievement thereof remains a global challenge. The majority of academic research and policy documentation traditionally positions food insecurity as a rural phenomenon. However, recent trends point to an increase in food insecurity in urban areas, particularly in low-income areas such as townships. In South Africa, rapid urbanization has led to burgeoning townships and rapidly expanding low-income informal settlements characterised by poverty, unemployment, and food insecurity. Research concerned with the role that urban agricultural production plays in contributing to the food security of poor households is scarce and not well understood. This research, therefore, aimed to contribute to the limited research which specifically examines urban food security, and the role urban agriculture play in the achievement of household food security. The study employed collective action theory and utility theory to firstly provides an in-depth examination of the determinants of participation in urban gardening using Probit regression modeling. The second research objective was to perform an impact evaluation of participation in urban gardening on selected household food security indicators including Household Dietary Diversity Scores (HDDS), the Household Hunger Scale (HHS) and the Coping Strategy Index (CSI) using Propensity Score Matching (PSM). Purposive and snowball sampling methods were employed to obtain a sample of 60 urban gardeners and a control group of 55 non-gardening households from Extension 6, 7 and 10 townships as well as Joza Location in Makhanda East, Eastern Cape Province. Households were surveyed using a structured household food security questionnaire. A focus group discussion was held with the Linomtha Community Garden members and key informant interviews were undertaken with important stakeholders such as the local extension officers. Descriptive analysis revealed that urban gardening households (UGs) had older household heads who were less educated, and that land and water availability were the dominant constraints to increases in agricultural production. Results from the probit and average marginal effects models showed that the likelihood of participation significantly increased when household unemployment and dependency increased and that households who were engaged in off-farm economic activity were more likely to participate in urban gardening. The impact evaluation was performed using PSM and Average Treatment Effect on the Treated (ATT). Analysis illustrated that participation in urban gardening does significantly reduce both the full CSI and Reduced CSI. Thus, participation in urban gardening improves the food security of participating households by significantly reducing the frequency of participating households (UGs) applying undesirable coping strategies such as sending children elsewhere other than the household, borrowing food from other households and reducing the number of meals eaten in a day due to food shortages. This study posits that urban gardening alone will not eradicate the rampant food insecurity and poverty which pervades in South Africa’s townships. However, urban gardening participation does contribute to the construction of a sustainable, urban livelihood by reducing the number and severity of the undesirable coping strategies that food insecure households employ by providing some nutritious produce as well improved social capital through gardening networks and supporting institutions. It is recommended that policy makers, at a national and municipal level, need to create a clearer directive for the integration of urban food production into the urban food marketplace thus increasing access to income generating channels for small-scale home, and community gardeners. Co-operation between private and public institutions for food security and urban gardeners needs to be fostered and awareness of opportunities to participate in urban gardens needs to be improved. The United Nations (UN) and Organisation for Economic Co-operation and Development (OECD) guideline documents form the basis for most global legislation and conventions dealing with transfer pricing. The over-arching goal of this research was to investigate whether transfer pricing legislation in the Southern African Customs Union (SACU) aligns between SACU countries and with the OECD Guidelines and the UN Manual. The research applied a legal interpretive doctrinal research methodology and a qualitative research method. The data comprised primary legislation in the SACU countries, transfer pricing guidelines issued by revenue authorities in the SACU, OECD Guidelines, the UN Manual and journal articles. It was found in this study that certain aspects of transfer pricing legislation in the SACU are not fully aligned to each other and to the OECD Guidelines and the UN Manual. This study proposed recommendations to improve transfer pricing legislation in the SACU. - Description: Hepatitis B infection is a deadly infectious disease caused by the hepatitis B virus and is responsible for many deaths every year worldwide. Despite medication and vaccines against hepatitis B infection, it still presents high morbidity and mortality among populations. This is partly due to factors such as a long medication period of the existing treatments, resulting in poor patient compliance and leading to treatment failure. In addition, this situation can be responsible for the observed emerging drug resistance. Hence, novel drugs and drug delivery systems are needed to tackle this matter. Many strategies have been used to develop long-acting drug delivery systems treatment for several infectious diseases. Hydrogel drug delivery systems have shown interesting results as controlled drug delivery systems for several drugs. Therefore, the present study aimed to develop chitosan grafted poly (acrylamide-co-acrylic acid) hydrogel and apply it as a pH-sensitive controlled delivery system of tenofovir disoproxil fumarate (TDF). TDF is a nucleoside reverse transcriptase inhibitor used as first-line treatment of hepatitis B chronic infection and in the treatment of other viral infections. The free-radical polymerization method was utilized to modify chitosan by grafting acrylamide and acrylic acid and using N, N’-methylene bisacrylamide as the crosslinking agent to prepare the hydrogel, followed by an optimization of parameters that could affect the swelling capacity. The prepared chitosan-g-poly(acrylamide-co-acrylic acid) hydrogel was characterized using Fourier Transmission Infra-red spectroscopy (FTIR), X-Ray Diffraction (XRD), Thermal Gravimetric Analysis (TGA), Differential Scanning Calorimetry (DSC), Energy-dispersive X-ray spectroscopy (EDS), Scanning Electron Microscopy (SEM), and was evaluated for cytotoxicity using a HeLa cell assay. TDF was used as a drug model, it was loaded by the swelling equilibrium method, following by the investigation of the release profile of TDF-loaded hydrogel at pH 1.2 and 7.4. A successful synthesis of chitosan grafted poly(acrylamide-co-acrylic acid) hydrogel was confirmed by Fourier Transmission Infra-red spectroscopy (FTIR), X-Ray Diffraction Spectroscopy (XRD), Thermal Gravimetric Analysis (TGA), Differential Scanning Calorimetry (DSC), Energy-dispersive X-ray spectroscopy (EDS) and Scanning Electron Microscopy (SEM). Optimization results showed that the ratio of monomers impacted the swelling ratio of the hydrogel and both the concentration of the crosslinking agent, and the reaction initiator also affected the swelling ratio. The synthesized hydrogels were sensitive to pH and ionic strength. Hydrogel swelling was lower in acidic solutions and higher in neutral and basic solutions and decreased with the increasing ionic strength. Furthermore, SEM results revealed that hydrogel have a rough and fibrous surface structure with numerous pores. Cytotoxicity studies demonstrated that the hydrogel was non-cytotoxic at 50 μg/ml against HeLa cells which suggested a good biocompatibility of the material. TDF was loaded and released from the hydrogels and showed an encapsulation efficiency and drug loading percentage ranging from 81-96% and 8-10%, respectively. TDF release profile was found to be low in buffer solution of pH 1.2 (in the range of 5-10%) and much higher (38-53%) at pH 7.4 within 96 hours. The mechanisms conditioning doctoral supervision development in public universities across South Africa

- Description: This study offers a social realist account of how South African public institutions develop emerging supervisors. The study addresses the need for supervision development across South African public higher education universities. The purpose of the study was to answer the question “What mechanisms condition the development and support of emerging doctoral supervisors across South African public universities?” To examine this question, analytical dualism was used to separate the roles of the ‘people’ (agents) from the ‘parts’ (structure and culture) to examine their interplay. The study was qualitative, and the data was generated through documents, an online survey, and semi-structured interviews. One hundred and eighty-six participants responded to the survey and fifty-four people were interviewed. The participants came from twenty of the twenty-six public higher education universities and represent a large range of disciplines. The study findings revealed that emerging supervisors were often simply ‘thrown into the deep-end’ as they had to work out how to supervise by learning from their students and using the experience gained while they were being supervised. This was experienced as highly problematic by the participants who shared this understanding. Secondly, the findings suggest that where there were developmental events in place, some were not well received. For example where those providing the training were not regarded as credible because they lacked the supervision experience or because the interventions were seen to be too ad hoc and generic. There were calls for more discipline-specific interventions and collaborative spaces where emerging supervisors could engage with experienced supervisors rather than being instructed in a generic best-practice of ‘how to supervise’. The findings indicated that the lines between co-supervision and mentoring were often blurred, and both were used as another form of supervision development. Such relationships provided a useful means for emerging supervisors to come to understand the complex pedagogy of postgraduate supervision but were at times constrained by power imbalances. It was evident across the data that supervision is a special form of teaching and needs to be conceptualised at least in part as a pedagogy. - Description: This study offers a social realist account of how South African public institutions develop emerging supervisors. The study addresses the need for supervision development across South African public higher education universities. The purpose of the study was to answer the question “What mechanisms condition the development and support of emerging doctoral supervisors across South African public universities?” To examine this question, analytical dualism was used to separate the roles of the ‘people’ (agents) from the ‘parts’ (structure and culture) to examine their interplay. The study was qualitative, and the data was generated through documents, an online survey, and semi-structured interviews. One hundred and eighty-six participants responded to the survey and fifty-four people were interviewed. The participants came from twenty of the twenty-six public higher education universities and represent a large range of disciplines. The study findings revealed that emerging supervisors were often simply ‘thrown into the deep-end’ as they had to work out how to supervise by learning from their students and using the experience gained while they were being supervised. This was experienced as highly problematic by the participants who shared this understanding. Secondly, the findings suggest that where there were developmental events in place, some were not well received. For example where those providing the training were not regarded as credible because they lacked the supervision experience or because the interventions were seen to be too ad hoc and generic. There were calls for more discipline-specific interventions and collaborative spaces where emerging supervisors could engage with experienced supervisors rather than being instructed in a generic best-practice of ‘how to supervise’. The findings indicated that the lines between co-supervision and mentoring were often blurred, and both were used as another form of supervision development. Such relationships provided a useful means for emerging supervisors to come to understand the complex pedagogy of postgraduate supervision but were at times constrained by power imbalances. It was evident across the data that supervision is a special form of teaching and needs to be conceptualised at least in part as a pedagogy. A case study approach that focused on the provincial government departments in the Eastern Cape Province was used. The primary data was collected using semi-structured interviews containing questions related to information security awareness. Microsoft Teams was used to conduct online semi-structured interviews with 12 provincial government IT staff from two identified provincial departments. The data was analysed using thematic analysis and MS Excel for coding. The findings then were used to determine the outcome of this study which is the framework for preparing an information security awareness programme. The outcome of the study was achieved by condensing the themes that emerged in both the primary and secondary data. The framework was then explained as a way of recommending the importance of preparing information security awareness and training programmes in changing information security behaviour. The derived artefact of this study is an information security awareness framework that can be utilised in a provincial government department to increase the awareness of information security amongst government employees. The contribution of this study is a framework based on the Protection Motivation Theory and the Organisational Culture, to ascertain employees’ actions in relation to information risks and threats; requirements for preparing an information security awareness program for public sector employees and to determine the requirements to be considered when building information security culture in provincial government departments. The proposed framework can then be used to establish an information security culture within the government departments, which will mitigate security risks and threats. The system can enable the automatic controlling of a house via a Smart Phone. These systems are becoming vital and widely used in homes to improve conditions of life. Most commercial home automation systems are expensive and their maintenance would require experts who understand the underlying implementation of the systems. This study developed a mobile-based home automation system prototype. The system was developed using the waterfall model methodology. To evaluate the developed system, the study used a simulation method. Ten trials were conducted to determine the performance of the implemented system. The mean time to failure was used to evaluate the system’ reliability. The system’s performance analysis revealed that the developed system performed better than the two other approaches; the Bluetooth and ZigBee. The developed system showed a 0 percent error, while the Bluetooth had 8 percent error and ZigBee 6 percent error. The reliability results showed the average lifespan of assets in the system before they could fail. - Description: The 2012 Constitutional Court matter between the national minister of police and the premier of the Western Cape (Minister of Police v Premier of the Western Cape 2013 (12) BCLR 1365 (CC)) concerning the exercise of provincial policing powers as provided for in chapter 11 of the Constitution of South Africa laid bare the tension between the national and provincial governments in the exercise of these powers. Despite the Court’s determination of the dispute, there are still grey areas regarding the constitutional obligations of the provinces with regard to policing. The result has been a lack of clarity and uniformity in the exercise of policing powers by various provinces in South Africa. Based on documentary analysis and interviews, this study explores the parameters of the powers of provinces in policing matters as well as the extent of accountability of the police to provincial governments in South Africa by comparing the law and practice in the Eastern Cape and Western Cape provinces. The study argues that if provinces are to effectively exercise their constitutional powers in policing matters, there needs to be a degree of uniformity in and a mutual understanding of the extent and parameters of provincial policing powers. Only when they clearly understand their powers in policing matters will provincial governments be able to develop legal and policy frameworks to consolidate their powers and effectively hold the police accountable. The study considers whether the current policing powers afforded to provinces are adequate and if not, whether constitutional reform is needed to afford provinces more and clearer policing powers. Furthermore, within the context of participatory democracy, the study takes an in-depth look into the accountability role of Community Police Forums. The study finds that, generally, provincial governments fall short in fulfilling the obligations imposed on them by the Constitution. The study further finds that, in practice, there is still uncertainty about the role of the provincial governments and the Civilian Secretariat for Police in policing matters. Among the recommendations of this study is that section 206 (1) of the Constitution be amended to give provinces power to formulate policing policy in respect of issues peculiar to a particular province. An empirical Study reveals the process for the Internship Programme Implementation has been marred with a significant number of challenges. As part of the recommendations, it was highly stressed that the Sarah Baartman Health District must adopt and embrace the Internship Programme Implementation Model in Figure 6.1 to effectively implement the Internship Programme as a means to deal with the challenges. Data was collected by the investigator from four main groups within the Sarah Baartman Health District. These were Senior Managers, Corporate Services Managers, Mentors, current and past interns. All these groups were directly involved in the internships in the Sarah Baartman Health District Health Department. The investigator got accurate and verified reflections, experiences and understandings of four constructs surrounding the internship programme and they include recruitment and employment of Interns using Best Practices, Training and Development Programmes for Interns Training, Performance Management and Development System for Interns and Mentoring as a Tool to Transfer Knowledge, Skills, Competencies and Attitudes required to Perform Optimally. During interviews, the researcher requested permission from the participants to record their responses digitally. This was done to make sure that no data was lost during the writing of responses from the participants. The questionnaires that were distributed to the interns and mentors had closed-ended questions, but the validity of the questionnaire was ensured by having a space for comments under each question to allow participants to support their answers. An analysis of the questionnaire was done by employing Microsoft Excel and statistics that are descriptive and inferential. The study findings revealed that the recruitment and employment of interns using best practices had a mean score above the required mean of 3, meaning that it is applied acceptably. - Description: Preventive and curative eye-care services are a critical component of care for patients diagnosed with chronic diseases. The South African constitution guarantees health as a fundamental human right of all citizens. While most chronically ill patients are managed at the primary health care centers, eye care services are currently contracted to private service providers. The extent to which people, especially the chronically ill patients, have access to eye-care service under the current structure is less understood. The study aims to establish the effectiveness and sustainability of the eye-care service delivery model at the Michael Mapongwane CHC, with specific reference to access to eye-care services. Specifically, the study examined the rate and determinants of eye-care service utilisation, assess user’s satisfaction and perspectives of primary health workers and private service providers regarding the current structure of eye-care services. The study adopted a descriptive and explanatory design, which involved a survey and semi-structured interviews. The survey was conducted among 423 patients attending the two primary health centers selected for this study. Patients with chronic illness were recruited over a period of one month. Overall, 365 patients with chronic illness and 58 patients without chronic illness took part in the study. Descriptive and inferential statistics were used to analyse the quantitative date. Purposive sampling was used to select nine health workers and 10 private eye-care service providers for the semi-structured interviews. The data obtained were transcribed and coded. Thematic content analysis was performed on the qualitative data. The results show that less than half of the respondents (n=168) had ever had an eye test, and an even lower proportion (n=115) had had an eye test in the past two years. Age, female sex, formal rural dwelling, marital status, and income were significantly associated with ever having an eye test done. The results reveal a gross inequality in access to eye care test. Only 19.2% of patients diagnosed with hypertension had had their eyes examined. Even fewer proportions of the patients (8.5%) had had their eyes examined during or after diagnosis for hypertension. Likewise, only one in three patients diagnosed with diabetes has had their eyes examined before or after they were diagnosed with diabetes. The majority of patients who had used the services affirmed that it was easy to access eye care services. While most respondents agreed that waiting time to make an appointment was not too long, over half of them affirmed that waiting to see an eye doctor was too long. Most users were reasonably satisfied with the eye care services received. Primary health care providers highlighted challenges such as work overload, poor infrastructure, and patient’s forgetfulness of the appointment dates as factors affecting access to eye care services in their clinic. The primary challenges the private eye-care service providers experienced were small rooms or inappropriate clinic rooms, language barrier and inadequate support from the clinics. In conclusion, this study has shown that access to preventive and curative health care services was among patients attending primary health care centres, and especially those with chronic illness. These include youth empowerment initiatives aimed at developing the capacity of the youth in order for them to contribute to the economy. Optimistic prospects for any country depend on developing its young people. The measures to drive youth-focused delivery and to ensure youth development ought to move further than the establishment of structures and the delivering of policy statements. Government departments and municipalities are expected to implement meaningful youth empowerment programmes and ventures that are visible and that are adequately monitored. This study explored and assessed the effects of the Expanded Public Works Programme (EPWP) on youth empowerment. It used a case study of Amathole District in the Eastern Cape, South Africa province. The study utilised the qualitative technique to provide solutions to the research problem and to provide responses to the research hypothesis of the study. The sample comprised ten public representatives and thirty youth beneficiaries. In line with the purposive sampling approach, two sets of data were generated: the first set from public managers of the programme, and the second from programme beneficiaries. The researcher made use of the qualitative thematic content analysis approach, where data was analysed to arrive at emerging themes. The study was delimited to the effects of EPWP on youth empowerment. It was also limited to Amathole District within the Eastern Cape province. The results showed that most of the beneficiaries were engaged on a period of 1 to 12 months. This shows that most of participants were not engaged for viable and long periods, which they would need to truly increase their financial or monetary position in their households and have ample time to attain expertise. The results further indicated that in some cases the EPWP provides financial and income support to beneficiaries, but in some it does not. In general, the results showed that the EPWP reduces poverty because participants are able to look after their families and relatives after taking part in the EPWP. However, the training and skills participants attained in the EPWP interventions did not help them find employment elsewhere. This is linked to the findings that showed that beneficiaries were not provided with training certificates. Therefore, to enhance the execution of the EPWP and speed up poverty reduction, equity and joblessness in South Africa, the study recommends that ECDPW in ADM Area should design projects/programmes that are attractive to youth and that will equip them with necessary skills to empower youth to participant in the job market after the leave the programme. Furthermore, the study also recommends that the ECDPW in ADM Area consider public private partnership (PPP) for additional funding for the provision of adequate personal protective equipment (PPE) and training to participants. , Thesis (MPA) -- University of Fort Hare, 2022

- Description: Globally, concern have been raised against the quality of teaching and learning driven by international institution such as the United Nations Educational, Scientific and Cultural Organization and agenda of the Education for All policy. In South Africa, the QTL in secondary school remains low and compromised despite the implementation of EFA policy and use of EDOs in South Africa generally and King Williams Town (KWT) in particular. The drive of this study is to assess the role played by EDOs in supporting QTL in selected secondary schools in King Williams Town District. The study used a qualitative approach, a case study design was followed and the case in point for this study is EDOs in KWT district. Their roles where assessed between two secondary schools namely Enoch Sontonga high school and Nosizwe high school. Ten (10) interviews using face-to face and telephonic method. The study managed to conduct five face-to-face interviews among EDOs as they were conveniently located during a period of workshops in the circuit and two educators and three principals were interviewed electronically. Purposive and convenience sampling techniques were used to select participants. Using the Popper’s theory of learning perspective the study found out that quality teaching and learning in KWT schools is dependent on factors such as time on task, scope of learning, learning environment, teaching methods and strategies, support and monitoring programmes, the teacher preparedness and their motivation and availability of attractive incentives to retain quality practitioners in their classrooms. The study found out that presently the EDOs are performing various roles such as offering support to the SMT through helping them understand their function within the school and the broader education system and helping in developing systems for monitoring and recording progress made by learners towards achievement of targets set. However, there are challenges encountered by EDOs when supporting schools to improve the QTL that were discussed namely, lack of human resources and material resources; educator resistance; non-academic activities; learner and teacher absenteeism; programmes alignment; and work overload. These challenges can be addressed using strategies such as human resources training and recruitment; programmes coordination and stakeholder cooperation; transport provision; consequence management; attitude change and policy alignment and implementation. The importance of training opportunities in promoting competence cannot be overstated. Equipping the workforce with the skills needed is a strategic priority for all developing countries’ national growth and progress. This paper seeks to investigate a nexus between employee skills development and competence in the Eastern Cape Department of Education (ECDoE). The paper employed a qualitative research technique and the explanatory research design to achieve its desired objectives. The results of the paper confirmed that skills training and development strategy, when implemented by institutions, ensures that staff is empowered, informed, and taught, which results in better efficiency and effectiveness. In this situation, spin-offs will benefit public organizations since employees’ increased abilities open new opportunities for long-term employment growth and organizational effectiveness. Furthermore, the knowledgeable and well-trained individual would make sound organizational decisions while successfully listening to the clients' problems. The benefits will flow down to the areas where these organizations are headquartered, and the improved image will be the goal for the ECDoE. The conclusion drawn is that Skills Development Act aims to provide skills to the South African workforce, ensure that employees have more opportunities for skill acquisition, provide opportunities for new entrants to gain work experience. The ECDoE should invest more in skills development to increase the competencies of its employees. Assessment of soil erosion based on clustered geoinformatics approaches: a case study of Tyume River Catchment, Eastern Cape, South Africa

- Description: This research centres on the holistic assessments of spatial and temporal dimensions of soil erosion zones based on the parameters of geomorphometry, hydro-statistics, and land use/cover dynamics. The study used a case study approach based on a clustered framework model of soil erosion parameters in the Tyume River basin in Eastern Cape, South Africa. The methods adopted for the investigation are, namely; non-parametric time-series assessment of streamflow dataset, semidecadal assessment of land use/cover (LU/C) dynamics, geospatial analysis of geomorphometric variables, vulnerability analysis of soil erosion zones, regression analysis of determination coefficient, and Receiver Operating Characteristic Curve (ROC). The delineation of soil erosion zones was based on the integrated analysis of the parameters of geomorphometry, geology, hydrology, and land use/ cover. The result of the hydro-statistical analysis of the Tyume River reports a major decline in the inter-annual regime frequency of storm flow based on the Mann- Kendall (MK) test and Sen’s slope assessment in 1992 (p-value = 0.031), 1997 (p-value = 0.045), 2003 (p-value = 0.021), 2008 (p-value = 0.003), and 2016 (p-value = 0.002). The MK test depicted a recurrence of peak streamflow acceleration in every three years based on low-flow and highflow transition. The sensitivity of LU/C to temporal dynamics of streamflow trends shown by the coefficient of correlation of trends of the LU/C water bodies with streamflow semi-decadal acceleration indicates a moderately relevant relationship, R = 0.76. The temporal analysis of LU/C and hydro-statistical analysis shows that the Tyume basin was highly vulnerable to soil erosion by water in 1999, 2009, and 2019. The vulnerability of the Tyume River basin in 2019 is exceptional and this is due to the conversion of forested area (woodland) into a built-up environment and farmland, with a high vulnerability in 2019 due to the slump in the rate of change of woodland and precipitation, and the increase in the rate of built-up and agricultural activities. The soil erosion vulnerability mapping divides the river basin into the critical high, high, moderate, low, nonvulnerable zones that cover 40 km2, 135 km2, 209 km2, and 186 km2 respectively. Regression analysis shows that the areas of soil erosion in the Tyume basin are moderately represented by the model (R2 = 56) while the model performance assessment based on success rate and prediction rate estimation from the area under the ROC curve shows that the model is good, Area Under Curve of the ROC = 0.899, and 0.897. The analysis suggests that soil erosion is driven by the impact of land use/land cover change, particularly in areas of high drainage density. Significantly, high vegetation density played a vital role in lowering high-flow on the hill-slope and low topographic wetness area as well as in areas with erodible geologic properties. The study, therefore, recommends the advocacy of crop rotation method of agricultural practice in the highly critical areas of soil erosion and recommends the development of riparian forests around the Tyume River. - Description: Dealing with misbehaving learners remains a significant challenge for teachers in South African schools. As the use of corporal punishment and other punitive measures to deal with misbehaving learners is now illegal, alternative positive disciplinary measures have been put in place. The prohibition of negative disciplinary measures has left teachers feeling powerless and frustrated, not knowing how to manage learner behaviour, despite the fact that they are the viable agents tasked with ensuring that positive disciplinary measures are implemented in schools. This study sought to examine how best a code of conduct for learners can be used to enhance positive discipline in schools. To that end, the study offers insights into how positive disciplinary measures may be used, in dealing with learner indiscipline. This is a qualitative study, underpinned by the interpretivist paradigm. The study employed a phenomenological design as a strategy for data collection, to examine how a code of conduct for learners can be used to enhance positive discipline in selected township schools. As this is a qualitative study concerned more with the depth than the breadth of information, the researcher deemed it necessary to focus on two schools, to obtain deep insight into the participants’ lived experiences. Two schools, in Pinetown in Durban, participated in the study. Interviews, observations and document reviews were used as data-collection instruments. In each school, interviews were conducted with the school principal, teacher representatives serving on the school governing board, disciplinary committee members, and members of the representative council for learners. Disciplinary hearings and disciplinary committee meetings were observed, and documents of relevance to the study were reviewed. The findings, as reported on here, revealed that the code of conduct is the most important strategy that schools can use to enhance positive discipline. Other strategies in enhancing positive discipline include the use of a research-based positive classroom management approach; positive reinforcement; integrating community support services; modelling good behaviour; parental involvement; preventive, supportive and corrective discipline; detention; communication (incorporating professionalism and cooperation); the creation of an environment conducive to teaching and learning; and the withdrawal or withholding of privileges. The findings further revealed that positive discipline is an alternative to negative disciplinary measures, such as corporal punishment in schools. Teachers are expected to comply with, and adhere to, disciplinary policies, and to assist learners in unlearning bad behaviours and developing the necessary life skills, values, and attitudes. The participants’ understanding of the use of a code of conduct for positive discipline successfully assisted them, as teachers, in dealing with misbehaving learners, and, in turn, in developing learners’ positive self-control and self-esteem, helping them to become responsible citizens, and courageous and respectful learners, not only in the school environment, but also as members of society at large. The research findings also revealed that many participants believed using a code of conduct (positive discipline) to enhance positive behaviour was a waste of time, and ineffective. As the findings indicate, learners were found to become impervious or immune to positive disciplinary measures put in place to assist them with behavioural problems. The findings also revealed that the ineffectiveness of such a code in enhancing positive discipline could be attributed to the fact that the teachers themselves were not, to a certain degree, fully trained with regard to positive disciplinary measures. A lack of parental support and teacher professionalism, the continued use of (the prohibited) corporal punishment, poor communication, a lack of stakeholder involvement in formulating codes of conduct, a lack of positive modelling and power struggles were found to impede the use of a code of conduct to enhance positive discipline in schools. Based on the research findings, the study recommends that schools ensure that there is a sufficiently detailed code of conduct to assist teachers in addressing learners’ bad behaviour. There should also be advocacy from the Department of Basic Education, for support programmes to be put in place to assist teachers with alternative ways of enhancing positive discipline in the classroom. Awareness of how teachers are to be upskilled as regards positive disciplinary strategies, active parental involvement, and increased support for teachers, are amongst the recommendations. Ultimately, the researcher concluded that the code of conduct was a strategy that schools can use to enhance positive discipline. To this end, teachers must adhere to that code (and other positive disciplinary measures), for positive discipline to flourish in schools. , Thesis (PhD) -- Faculty of Education, 2022
