- This study is about investigating the service delivery challenges facing local government, with specific reference to the Lukhanji Local Municipality (LLM). The research study consists of five chapters. The research topic was carefully selected by the researcher as it appears that numerous municipalities in South Africa are facing challenges in terms of adequate basic service delivery (LGTAS: 2009; 17). Key components of the local government system in South Africa are still showing signs of distress. A local government system is in distress when it is seen that: It is failing the poor; it is not working properly; it is unaccountable to the citizens; it is marred by excessive levels of corruption, fraud and maladministration; and municipalities are centres of factional conflicts, political infighting and patronage (LGTAS: 2009; 18). Self-administered questionnaires were used as a method of collecting data from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated certain recommendations.
