Formulating an operational efficient strategy for the national health laboratory services in the Eastern Cape

- Description: This treatise presents the formulation of an operational efficient strategy for the National Health Laboratory Services (NHLS) in the Eastern Cape. Operational inefficiency in the NHLS has the potential to delay laboratory results delivery for necessary health intervention, which may have a negative impact on individuals’ health or lead to death. The aim of the study is to highlight inadequacies that may cause poor service delivery and formulate an operational plan for the NHLS in the Eastern Cape. Strategic efficiency is derived from the resource-based and agent theories. Even though there is a difference between service and manufacturing industries, the operational strategic framework can be used in both. A strategic framework is implemented by assessing market requirements and using the top-down or bottom-up approach. To monitor and regulate these strategies, one can utilise, among others, scorecards, corporate social responsibility and risk management. This is a qualitative research study using semi-structured interviews to gather information from 11 participants. The study targeted managers in the NHLS Eastern Cape region, with a non-probability method, as the large number of managers in the entire region made it impossible to do a random study. Furthermore, the data were analysed by the thematic analysis method. The literature review identified six factors that influence public sector efficiency, namely, compliance issues, ethics, financial expense management, resource optimisation, accountability and service delivery. The primary study revealed several inadequacies in the NHLS Eastern Cape, namely, inefficient human resources practices, underutilising technology, ambiguous policies, delayed turnaround time, lack of financial training for management and lack of support from cross-functional departments. In addition, the results of the study warrant the following recommendations: Proper orientation of staff, with modules pertaining not only to their duties and reporting structure but also to the policies of the organisations and conduct; SWOT analyses and surveys could also be used to assess internal staff and external factors that may hinder efficiency; the installation of solar panels for laboratories, starting with the vulnerable labs in remote areas, wireless internet technology, mobile applications and software. The region also needs to practice good corporate governance, update its policies regularly and budget for all operations, including quasi fiscal activities. A Model for Recommending Related Research Papers: A Natural Language Processing Approach

- Description: The volume of information generated lately has led to information overload, which has impacted researchers’ decision-making capabilities. Researchers have access to a variety of digital libraries to retrieve information. Digital libraries often offer access to a number of journal articles and books. Although digital libraries have search mechanisms it still takes much time to find related research papers. The main aim of this study was to develop a model that uses machine learning techniques to recommend related research papers. The conceptual model was informed by literature on recommender systems in other domains. Furthermore, a literature survey on machine learning techniques helped to identify candidate techniques that could be used. The model comprises four phases. These phases are completed twice, the first time for learning from the data and the second time when a recommendation is sought. The four phases are: (1) identify and remove stopwords, (2) stemming the data, (3) identify the topics for the model, and (4) measuring similarity between documents. The model is implemented and demonstrated using a prototype to recommend research papers using a natural language processing approach. The prototype underwent three iterations. The first iteration focused on understanding the problem domain by exploring how recommender systems and related techniques work. The second iteration focused on pre-processing techniques, topic modeling and similarity measures of two probability distributions. The third iteration focused on refining the prototype, and documenting the lessons learned throughout the process. Practical lessons were learned while finalising the model and constructing the prototype. Key factors affecting the retention of production pharmacists in pharmaceutical manufacturing in South Africa

- Description: he goal of the study was to look at elements that influenced the retention of production pharmacists in the pharmaceutical manufacturing industry. The South African pharmaceutical manufacturing industry is in charge of producing a wide range of pharmaceutical products for both the domestic and foreign markets. Production pharmacists are leaving the industry to pursue employment outside of the production environment, which is a problem for the industry. The goal of the study was to discover crucial factors that would help pharmacists in South Africa stay in the pharmaceutical product manufacturing industry. After doing a literature review to identify the determinants of retention, a hypothesis model was created to see if the identified factors had a positive link with pharmacist retention. The information was gathered via a survey with a questionnaire that was prepared and distributed to 81 people. Factor analysis confirmed the factors measured in the study, with Employee Reward and Recognition emerging as two separate factors. The study revealed that the factor of Employee Reward and Recognition (Factor A), which means receiving rewards and recognition was done in a fair and competitive manner did not relate to Employee Reward and Recognition as an actual Retention Factor (Factor B), or with Leadership, Training, Employee Career Development, Work-Life Balance or Job Security. In general, positive responses were received for Employee Reward and Recognition A (receiving rewards and recognition, and this was done in a fair and competitive manner), and neutral responses were received for Leadership, Work-Life Balance and Job Security and negative responses were recorded for Employee Career Development, Training and Employee Rewards and Recognition B (effectiveness of reward system to retain pharmaceutical talent). Pharmaceutical manufacturing companies must devise strategies to address the factors that elicited negative and neutral responses from the respondents.
