Local web news as tools for framing food security: the content analysis of four selected Eastern Cape web newspapers

A qualitative content analysis by means of textual analysis was used to evaluate the selected local web newspaper’s content on food security related stories within the period of July-December 2017. The sample was drawn from four Eastern Cape local web newspapers- Daily Dispatch Live, Herald Live, Go and Express and The Talk of the Town. The analysis sought to determine how the selected local web newspapers frame food security concerning food availability, accessibility and affordability in the Eastern Cape Province. Additionally, the study aimed to ascertain the issues about food security that are raised by the Eastern Cape local web newspapers and, to establish the extent to which these Eastern Cape local web newspapers’ framing is helpful in ensuring participation, empowerment and community mobilization for food securing purposes. The results of this study indicate that the local web newspapers frame Eastern Cape Province as untapped food basket. The framing suggests that the Province can leverage its agricultural resources for job creation which will ensure economic growth and food security. The local web newspapers framing suggests that there are numerous channels such as natural food production, livestock production, smallholder farming that can enhance availability and access to affordable food to people in the Eastern Cape Province. The findings revealed that local web newspapers frame increased agricultural production as an important issue that demand serious and urgent attention of the Provincial government as it has the potential of not only ensuring food security but also impacting positively on the income of local farmers. The local web newspapers frame farm attacks, land redistribution and reinstatement as important factors that hinder food production and, ultimately, food security in the Eastern Cape v Province. Furthermore, this study discovered that the frame of references used by the local web newspapers, especially the emphasis on local farming, land redistribution and private sector help to empower and mobilize individuals and communities to participate in food security initiatives. This study concludes that Eastern Cape Local Web Newspapers can be veritable tools to enhance food security channels in the Eastern Cape Province

- Description: This research study evaluated and assessed the extent to which strategic management processes integrated economic, environmental and social sustainability elements in the fiveyear strategy (2012) of Elundini Local Municipality (ELM). The study focused on three areas of strategic management, that is, environmental analysis, strategic direction and strategy formulation. The study also looked at possible reasons for sustainability integration in ELM strategy or lack thereof and also recommended possible solutions. The literature reviewed revealed that there was adequate basis for municipalities to integrate sustainable development in their strategies even though sustainability was noted as an evolving, complex and changing phenomenon. Local Agenda 21 principles, national legislative & policy framework, regulations and other relevant guidelines were found to be adequate for municipalities to develop credible sustainability strategies. The objectives of the study were achieved by data collected through the review of existing literature; the review of ELM Five Year Strategy (2012-2017); and SIAT-based questionnaires that were filled in by ELM employees. The results of the study showed that economic and social sustainability activities were identified most in the ELM strategy compared to environmental sustainability. The study then mainly recommended the review of the current strategy in order to improve all areas of strategy formulation; introduction of Economic, Social and Environmental sustainability – Strengths, Weaknesses, Opportunities and Threats (ESEs-SWOT) for internal analysis as an improvement of SWOT analysis; introduction of Sustainability Integration and Strategic Management Framework (SISMF) as an improvement to existing framework.

- Description: Driver fatigue is a complex phenomenon that has a range of causal factors including sleeprelated and task-related factors. These manifest as different safety and performance outcomes. Extensive research has been applied to linking these factors to performance impairment. However, little research focuses on the mechanisms by which this link exists. This research project therefore focuses on the processes underlying how driving performance is controlled and maintained during the development on non-sleep-related driver fatigue. The main aim was to establish whether progressive impairment of driving control over a prolonged drive could be attributed to a depletion of attentional resources, as proposed by Resource Theory, or to a withdrawal of effort, as proposed by Effort-Regulation Theory. As a multicomponent skill, driving requires perception, cognition and motor output. The secondary aim of this research was therefore to assess whether a prolonged drive impairs stage-specific information processing. Participants (n=24) in three experimental groups performed a 90-minute simulated drive wherein they were expected to keep the bonnet of a car on a lane (tracking task). The three groups differed in terms of lane width: small, medium and large, corresponding to low, medium, and high task-demand, respectively. To assess the impacts of this task on stagespecific information processing, participants performed a set of resource specific tests before and after the prolonged drive. Each task had two difficulty variations to ensure that performance decrement was due not only to the task-characteristic, but specifically to resource depletion. The tests probing information processing were: a modified Fitts' tapping task for motor programming, a digit recall task for perception, and an object recognition reading task for cognition. Performance was measured as lateral deviation of the car. Physiological measures included heart rate frequency (HR) and various time- and frequencydomain heart rate variability (HRV) parameters, eye blink frequency and duration. The Borg CR-10 scale was used to evaluate subjective effort and fatigue during the task. Driving control declined over time and was supplemented by HR, HRV, blink frequency and duration, indicating an increase in parasympathetic activity (or a reduction in arousal). An increase in blink frequency was considered as a sign of withdrawal of attentional resources over time. Driving control declined to a greater extent in the large road width group and reflected a lower parasympathetic activity, whereas the inverse was observed for the small road width group. Resource tests reveal a non-specific impairment of information processing following the prolonged drive. However, this was accompanied by an increase in parasympathetic activity. Overall, results indicate that Effort-Regulation Theory better accounts for the impairment of driving control in prolonged driving than does Resource Theory. This suggests that the impact of fatigue is guided more by task goals and intrinsic motivation than by the manner in which the fatigue state developed. Nanocomposites of nickel phthalocyanines as electrocatalysts for the oxidation of chlorophenols an experimental and theoretical approach

- Description: In this work the interaction between peripherally (b) substituted nickel tetrahydroxyphthalocyanines (b-NiPc(OH)4 and poly-b-Ni(O)Pc(OH)4) with 4-chlorophenol is theoretically rationalized by performing calculations at the B3LYP/6-31G(d) level. Density functional theory (DFT) and molecular orbital theory are used to calculate the condensed Fukui function for phthalocyanine derivatives and 4-chlorophenol, in order to determine the reactive sites involved when 4-chlorophenol is oxidized, and to compare theoretically predicted reactivity to experimentally determined electrocatalytic activity. Electrocatalytic activities of adsorbed NiPc derivatives: OPGE-α-NiPc(OH)8 (OPGE = ordinary pyrolytic graphite electrode, α = nonperipheral substitution), OPGE-a-NiPc(OH)4 and OPGE-β- NiPc(OH)4 are compared with those of the polymerized counterparts: OPGE-poly-α-Ni(O)Pc(OH)8, OPGE poly-a-NiPc(OH)4 and OPGE-poly-β-NiPc(OH)4, respectively. β-NiPc(NH2)4, β-NiPc(OH)4, α-NiPc(OH)4, α-NiPc(OH)8, α-NiPc(C10H21)8 are adsorbed on singled walled carbon nanotube (SWCNT) and β-NiPc(NH2)4-SWCNT (linked to SWCNT), are used to modify glassy carbon electrode (GCE) and employed for the electro oxidation of chlorophenols. The β-NiPc(NH2)4-SWCNT gave the best current response for the oxidation of 4-chlorophenol. α-NiPc(OH)8-SWCNT and α-NiPc(C10H21)8 gave the best resistance to electrode fouling due to oxidation by product of 4-chlorophenol. The synthesis of conjugates of cadmium telluride quantum dots (CdTe-QDs) capped with thioglycolic acid and peripherally substituted nickel tetraamino phthalocyanine (β-NiPc(NH2)4) complex were also employed for the oxidation of chlorophenols. Separation of one of the diastereomers of 1, 2-subnaphthalocyanine (SubNPc) was achieved as well as separation of the enantiomers. The absorption and magnetic circular dichroism spectra, together with theoretical calculations, reveal rather small variations in the frontier molecular orbitals of the SubNPc compared to conventional subphthalocyanine (SubPc), except for the destabilization of the highest occupied molecular orbital (HOMO), which results in a characteristic absorption in the Soret band region. The chirality of SubNPc, including the cyclic dichroism (CD) signs and intensities, are discussed in detail.

- Description: Sildenafil citrate (SC) is a phosphodiesterase-5 inhibitor that is used to treat pulmonary hypertension (PH) in paediatric patients. The purpose of these studies was to develop a formulation and manufacture an orodispersible tablet (ODT) that can be easily administered to neonates and children with PH. The advantages of ODT dosage forms include ease of administration, rapid dissolution of the API, SC. Furthermore the dosage form can be taken without water which is beneficial to patients without immediate access to potable fluids. A simple, rapid, accurate, precise and selective reversed-phase HPLC method was developed and validated in accordance with International Conference on Harmonization (ICH) guidelines and was successfully used for the analysis of SC as raw material and in SC containing pharmaceutical dosage forms. Preformulation studies were performed on SC, alone and in combination with potential excipients that could be used to make tablets. Investigations into potential interactions between SC and the excipients were performed using Differential Scanning Calorimetry (DSC) and Infrared Spectroscopy (IR). DSC results revealed that SC was compatible with all potential excipients except mannitol and magnesium stearate. However these interactions were not observed with IR and therefore it was concluded that the interactions were induced by the high temperatures that DSC operates at. Particle size and shape was also established by use of Scanning Electron Microscopy (SEM) and flow properties were monitored by calculating Carr’s Index (CI) and the Hausner Ratio (HR). Direct compression was used as the method of manufacture for SC tablets as this approach is simple and the most economic production approach. The powder blends were assessed for bulk and tapped density and the CI and HR were used to determine the flowability of the blends. The quality attributes of the resultant tablets that were monitored included uniformity of weight, friability, crushing strength, tensile strength, disintegration, wetting and in vitro dispersion times. Design of Experiments is an efficient statistical approach that has become a popular tool used in the pharmaceutical industry to optimize formulation compositions, as it allows for the investigation of several input factors at the same time whilst not using the tedious and traditional “ modification of one variable at a time” approach. A Central composite experimental design was chosen as the most appropriate means to optimize the formulation as it produces more accurate results as opposed to other experimental designs approaches as input factors are investigated at five different levels. Through the use of mathematical modelling, optimum concentrations of disintegrant(s) and an appropriate blending time were established. Analysis of the data from the experimental design and mathematical modelling studies reveal that no changes in disintegrant concentration or blending time altered the disintegration time of the formulation to any significant extent. This result is most likely due to the fact that the critical disintegrant concentration has been reached and increasing the disintegrant concentration further has no effect on disintegration time. It was also established that a change in the concentration of CMS and CRP altered the wetting time of the tablet significantly. Finally it was noted that there was a linear relationship between blending time and the uniformity of content of the tablets produced in these studies. The optimized product was a white tablet with a diameter of 7.31 mm with a thickness of 2.80mm.The dosage form had no visible cracks or evidence of picking or sticking. The tablet exhibits suitable friability and tensile strength while exhibiting a disintegration time of only 8s. Therefore an orodispersible tablet containing SC intended for paediatric use has been successfully developed, manufactured and optimized through the use of preformulation studies, appropriate quality control monitoring and mathematical modelling. These formulations require further optimization in respect of addition of flavours and or additional sweetening agents.

Preformulation studies were performed on SC, alone and in combination with potential excipients that could be used to make tablets. Investigations into potential interactions between SC and the excipients were performed using Differential Scanning Calorimetry (DSC) and Infrared Spectroscopy (IR). DSC results revealed that SC was compatible with all potential excipients except mannitol and magnesium stearate. However these interactions were not observed with IR and therefore it was concluded that the interactions were induced by the high temperatures that DSC operates at. Particle size and shape was also established by use of Scanning Electron Microscopy (SEM) and flow properties were monitored by calculating Carr’s Index (CI) and the Hausner Ratio (HR). Direct compression was used as the method of manufacture for SC tablets as this approach is simple and the most economic production approach. The powder blends were assessed for bulk and tapped density and the CI and HR were used to determine the flowability of the blends. The quality attributes of the resultant tablets that were monitored included uniformity of weight, friability, crushing strength, tensile strength, disintegration, wetting and in vitro dispersion times. Design of Experiments is an efficient statistical approach that has become a popular tool used in the pharmaceutical industry to optimize formulation compositions, as it allows for the investigation of several input factors at the same time whilst not using the tedious and traditional “ modification of one variable at a time” approach. A Central composite experimental design was chosen as the most appropriate means to optimize the formulation as it produces more accurate results as opposed to other experimental designs approaches as input factors are investigated at five different levels. Through the use of mathematical modelling, optimum concentrations of disintegrant(s) and an appropriate blending time were established. Analysis of the data from the experimental design and mathematical modelling studies reveal that no changes in disintegrant concentration or blending time altered the disintegration time of the formulation to any significant extent. This result is most likely due to the fact that the critical disintegrant concentration has been reached and increasing the disintegrant concentration further has no effect on disintegration time. It was also established that a change in the concentration of CMS and CRP altered the wetting time of the tablet significantly. Finally it was noted that there was a linear relationship between blending time and the uniformity of content of the tablets produced in these studies. The optimized product was a white tablet with a diameter of 7.31 mm with a thickness of 2.80mm.The dosage form had no visible cracks or evidence of picking or sticking. The tablet exhibits suitable friability and tensile strength while exhibiting a disintegration time of only 8s. Therefore an orodispersible tablet containing SC intended for paediatric use has been successfully developed, manufactured and optimized through the use of preformulation studies, appropriate quality control monitoring and mathematical modelling. These formulations require further optimization in respect of addition of flavours and or additional sweetening agents.

Data was generated from semi-structured interviews with facilitators, focus group interviews with learners, observations of teaching and learning interventions and document analysis of EPWP, training and skills development policy documents, registered unit standards for the skills programme, and learning support materials produced by the provider implementing the training. The study notes that there is learning taking place within the training implemented through environmental skills programmes. The training is influenced by a number of diverse contextual factors namely policy factors, historical contextual factors, the economic context and diverse literacy levels. Learning interactions involve a variety of social interactions, activities and practices between learners and learners, and learners and facilitators. The main finding of the study is that the training programme’s major emphasis is on concepts and content, and social and learning skills, and values and attitudes. The prominence of social skills masks a neglect of practical workplace related skills which make up a strong focus of the unit standards. This, the study shows, is related to a lack of engagement with workplace learning, which in turn is linked to a disjuncture between policy and practice, where workers working in the EPWP programme are meant to benefit from training, but in this case it was found that community members, who were not working in the programme were being offered training. It was therefore not possible for them to develop the applied workplace skills, which were also meant to facilitate increased employability, as this is one of the key objectives of the EPWP programme. Based on the insights raised by the research findings the study made recommendations that the programme consider the following to recover the situation: to develop strategies that allow for longer term training frameworks so that learners can be trained on full qualifications so that they may qualify and benefit more substantively from the training in terms of employability skills. Facilitators in the programme need to be trained so that they can develop materials that address practical skills, values, attitudes, critical reflections and actions. Monitoring of training needs to be given preference both at materials development level and implementation level.

Its primary focus is on resolving the movement patterns of roman Chrysoblephus laticeps (Sparidae) in and around the Goukamma and Castle Rock MPAs in the Western Cape province of South Africa. A pilot study of the methodology investigated the movement behaviour of spotted grunter Pomadasys commersonnii (Haemulidae) in the sheltered East Kleinmonde Estuary in the Eastern Cape province. The application of different tagging methods was tested in a controlled tank experiment. Tagged roman were monitored over a 198-day period. Barbed dart, t-bar anchor and Visible Implanted Fluorescent Elastomer (VIFE) tags were compared. Application techniques and underwater visibility of VIFE tags were tested on roman and on fransmadam Boobsoidia inornata in a pilot study. Needles of gauge 25 were found to be optimal for VIFE tag application. Whereas VIFE tagging caused fin rot in fransmadam, it had no negative effect on roman. VIFE tagged fish could be identified by divers from a distance of three metres under ambient light in an observation tank in five metres water depth. There was no significant difference in growth rate between groups of roman with different tags and controls after 198 days. High tag loss rates were experienced for barbed dart and t-bar anchor tags, although barbed dart tags performed better than t-bar anchor tags. Although some of the VIFE marks had deteriorated, all VIFE tagged fish were individually recognised at the end of the study. Conventional dart and VIFE tags are feasible methods to tag roman. However, the high tag loss rate of conventional tags must be taken into account in the design of a tagging study. Previous mark and recapture studies on roman are beset with a number of problems. Poor experimental design and low precision of capture positions resulted in equivocal results of limited value. A tagging experiment was designed to eliminate ambiguity in data interpretation and to produce a dataset that could be used to model roman residency and dispersal. A combination of conventional barbed dart tags and Visible Implanted Fluorescent Elastomer tags was used to tag roman in the Goukamma Marine Protected Area (GMPA) on the temperate South African south coast. Sixty one percent of roman were recaptured within 50 m of the tagging position. A small proportion moved considerable distances of up to four kilometres. The extent of these movements was not dependent on fish size or sex. Data from this experiment and from a previous tagging study in the Tsitsikamma National Park (TNP) were used to model the resident behaviour of roman. The model suggests a probability of 91% (GMPA) and 94% (TNP) of residency within a 10000 m² cell. This result suggests that individual roman will benefit from protection in small MPAs. A different experimental approach was required to investigate the exact home range of this species. Firstly the feasibility of using acoustic telemetry to study the movement of coastal fish in South Africa was investigated. The telemetry equipment comprised two VEMCO V8 transmitters and a VEMCO VR60 receiver linked to a directional hydrophone. A tank experiment was conducted to examine the effects of the transmitter implantation. A tracking experiment was conducted on spotted grunter Pomadasys commersonnii in the East Kleinmonde Estuary. Operated fish recovered quickly and, with respect to swimming behaviour and growth rates, no differences were found between fish with implants and controls. The maximum detection range in the estuary was 400 m. Interference between different transmitter frequencies was negligible. Transmitter location recordings were found to be accurate within five metres. Two fish were tracked over a seven-day period. The fish preferred the lower reaches of the estuary where they made repeated and prolonged use of specific areas. The success of the initial experiments allowed this method to be used to investigate the spatial utilisation and activity patterns of roman Chrysoblephus laticeps. Surgically implanted VEMCO V8, V13 and V16 transmitters were used to track 13 roman inside the Castle Rock MPA in False Bay. Transmitters implanted into C. laticeps in tanks had no apparent effects on growth and physiology. Manual boatand diver-based tracking experiments covered a 17-month period. A VEMCO VRAP radio acoustic positioning system was used over two one-month periods during and after the spawning season of roman. Analysis of data using a 95% fixed kernel algorithm suggests that roman are resident throughout their adult life, occupying home ranges between 1000 and 3000 m². Activity was lower at night. During periods of cold-water upwelling, fish retreated into caves. During the spawning season, females extended their home ranges, possibly to mate with different males. These results confirm that this species is well suited for protection and management with small MPAs. The effect of two MPAs on the South African south coast on the population of C. laticeps was simulated with a spatially explicit individual based model (IBM). The goal was to explore the perceived usefulness of these criteria from the perspective of social work, and to assess the adequacy of the requirements of the custody report in reflecting the above process and decision-making. In order to meet this goal, literature and empirical studies were conducted. The literature study focuses on the history of child custody matters, custody decision-making and legislation, types of custody arrangements, criteria social workers employ in making child custody recommendations, evaluator bias and custody evaluation reports. During the empirical research phase, a non-probability purposive sampling procedure was adopted. Five family counsellors from the office of the family advocate serving the Eastern Cape were selected. After an interview schedule was compiled to cover certain topics and their sequence, semi-structured interviews were conducted with the family counsellors. In order to compare the criteria stated in the interviews with the criteria applied in the custody reports, three cases from each family counsellor were selected and the final custody report and recommendation were studied. This study has revealed the following: some of the family counsellors experience proqlems with the process of custody evaluations; certain aspects regarding the process are not in line with some ofthe literature; some of the criteria used by the family counsellors are not evident in the custody reports and are not discussed in detail; a lack of training exists for the family counsellors; and the family counsellors experience some form of bias. Finally, based on the research findings, recommendations were made regarding the process of custody evaluation, the criteria social workers employ when conducting child custody evaluations, training and bias of family counsellors, the role of the family advocate and possible future research.
