Assessing flood vulnerability in the Nelson Mandela Bay Metro

- Description: Floods are the most frequent amongst all global natural disasters at present, causing problems such as bridge collapses, fatalities, building damages and traffic delays. Between 1995 and 2015, there were approximately 3062 global flood disasters which accounted for 56% of all declared natural disasters and these affected 2.3 billion people (almost a third of the world’s population at the time) (EMDAT, 2015). The cost of damages for this period incurred for buildings and other infrastructure was at an all-time high of R23.69 (US$1.891) trillion. It is postulated through various studies that the number of urban flood events reported is increasing significantly in comparison to the previous decades (Armah et al., 2010; Lóczy, 2013; Leaning and Guha-Sapir, 2013; EMDAT, 2015; Tanoue et al., 2016; Rogger et al., 2017). Some research has also noted an increase in the number of floods per year, which has ascended to an average of 171 in this decade, from an annual average of 127 in the previous one (Dozier, 2013; Guha Sapir et al., 2016). Sources such as the Centre of Research and Epidemiological Disasters (Guha Sapir et al., 2016) recorded that from 1995 to 2015, globally, millions of homes were vulnerable to weather-related disasters, along with 130,000 health and education facilities. During this period, urban floods accounted for 98% of houses damaged and 99.9% of education and health facilities demolished by a weather-related disaster (Davies, 2017). Flooding is particularly harmful in terms of fatalities in developing countries due to inadequate flood protection and mitigation measures (Di Baldassarre et al., 2010; Dozier, 2013). Some studies attribute the high fatalities in developing countries to the inadequate disaster management strategies implemented to counter the impacts of urban flooding (Egbinola et al., 2015; Pazzi et al., 2016; Mavhura et al., 2017). Other authors have attributed the high fatalities to the sheer number of people residing in areas prone to flooding, which has been the knock-on effect of rapidly expanding cities, overwhelmed government agencies, and a pre-existing political and social system that promotes marginalisation (Collins, 2008; Aboagye, 2012). The occupation of flood-prone areas by settlements, which is a common feature in developing countries, is the major contributor to the fatalities as it involves a degree of risk. Risk is exposure to an undesired event, in this case flooding, and contributes directly to differing levels of vulnerability (Samuels, 2018). Communities have differing perceptions of flood vulnerability because of a combination of factors. These include the magnitude of the flood experienced, the number of people or the value of assets potentially affected by flooding due to location, and the lack of socioeconomic capacity to do anything to alter their vulnerability to a disaster (Hall et al., 2005; Adger, 2006; Birkmann et al., 2013; Rogger et al., 2017). Some communities acknowledge that there are people residing in flood prone areas and take measures to reduce or eliminate the risk through social, political and economic networks. In other cases, communities are able to identify their exposure to flooding but do not have the capacity to reduce the effects (Bouchard et al., 2007; Agbaoye, 2012; Musungu et al., 2012; Siyongwana, Heijne, and Tele et al., 20155).

Intrapreneurship at the South African Institute of Chartered Accountants

- Description: The purpose of this research study is to assess the extent to which intrapreneurship is practised at the South African Institute of Chartered Accountants (SAICA), which operates as a non-profit organisation. The importance of intrapreneurship should not be taken lightly if organisations are to remain competitive. Human capital is considered a key resource in the provision of innovation which results in availing products and services to customers so as to remain relevant and make profits or achieve the different strategic objectives of organisations. This research constituted the collection and quantitative analysis of two data sets. The first data set was gathered through a structured questionnaire that assessed 13 constructs, which measured the intrapreneurial climate at SAICA. The second data set focused on assessing and measuring 20 intrapreneurial characteristics and was generated through self-completed questionnaires. The questionnaires were sent to 112 employees through an online tool and a total of 57 questionnaires were completed and analysed. The findings indicate that intrapreneurship at SAICA is poorly and inadequately performed. There is a general perception that there is no tolerance for risk, mistakes and failure and that the rewards and reinforcement are poorly implemented. The relationship between superiors and staff is skewed thus creating a culture of fear to make mistakes or to speak openly. The following recommendations were suggested: Encourage superiors to engage with staff and support intrapreneurship through appropriate reward systems and reinforcement; encourage superiors to promote innovation by increasing tolerance to mistakes and risk. This could also be achieved by allowing staff to use their abilities to contribute to decision making; Increase awareness about intrapreneurship among staff in order to motivate individuals; Use existing structures such as the employment equity committees, departmental steward meetings as well as employee forums to improve trust between superiors and staff.

Knowledge levels of school learners before and after a life skills program on rape and child abuse

- Description: Due to the early age at which children are exposed to rape and child abuse, preventative programs should be implemented as early as possible. Schools provide ample opportunity to reach learners of all ages. Educators have regular contact with learners and have a key role to play in the implementation of comprehensive health and education life skills programs. Non-Governmental Organisations (NGO) can link up with schools to combat abuse that affects children in South African communities. The Ubuntu Education Fund requested the Health and Development Research Institute (HDRI) of the University of Port Elizabeth to assist with the evaluation of the Mpilo-Lwazi life skills program for grade 6 to 9 learners at 5 primary and 5 secondary schools in the Nelson Mandela Metropole. The schools were selected by non-probability convenience sampling and the learners via simple random sampling. The life skills program addressed issues of HIV/AIDS, STI and rape and child abuse and the requested evaluation encompassed both the quantitative pretest-posttest assessment of knowledge plus a qualitative focus group assessment of perception of the content and presentation of the life skills program. A multiple pretest-post-test quasi-experimental research design was used. This study focused on the quantitative aspect of rape and child abuse and aimed to describe learners’ base line knowledge before receiving education in rape and child abuse life skills programs and acquired knowledge after the program had been implemented. Descriptive statistics were employed to describe the pre and post test information and the Hotelling’s T2 was used to identify variation in profiles. Posthoc t-tests established significant differences between grades. Structured questionnaires were used to achieve the aims of the research. Results of both the quantitative and qualitative findings were collated to be presented to the Ubuntu Education Fund. The results of the study were as follows: ix The results indicated that the overall level of knowledge regarding Rape and Child Abuse among the sample of grade six to nine learners was average. A small increase in knowledge was identified in the post-test. The area most successful for knowledge increase was the section relating to general information on the victims of Rape and Child Abuse. An area where knowledge actually decreased was that on reporting the rape or abuse. Knowledge of rape and child abuse alone is not sufficient to bring about change in behaviour. Changes in beliefs, such as increased awareness that rape and child abuse are prevalent in families and communities, and attitude change are necessary to facilitate the adoption of health-promoting behaviour. Future education efforts need to introduce health educators into the Rape and Child Abuse life skills program at schools in educating the learners. The format of teaching should also take into account the preferred method of presentation indicated by the learners as this would facilitate optimal intake of information.
