The role of foreign aid in poverty alleviation and economic development in Malawi

- Description: For over fifty years, the majority of the Western nations have provided foreign aid to underdeveloped countries, particularly on the African continent, claiming they wanted to bring about development and alleviate the so-called poverty trap. However, the effect of such financial transfer has not been significant in most of these countries, as many recipient countries still suffer from extreme poverty and underdevelopment. Malawi is a landlocked country found in south-eastern Africa. This small country, despite being a major recipient of foreign aid since the 1960s until the present day, continues to experience extreme poverty. Malawi is one of the world’s poorest countries, ranking 174 out of 187 as at 2013, with over 50.7% of its population living below the poverty line. Thus, this study sought to assess the role of foreign aid in poverty alleviation in Malawi over the years and particularly in the 2000-2015 period. Literature related to this study on foreign aid was reviewed to gain insight into the views of other writers on the topic under study. The study used secondary sources of data to examine the effect of foreign aid on poverty alleviation in Malawi. The study found out that, even though foreign aid to Malawi might have been provided to address poverty and economic challenges to some extent, these objectives have not been met because of donor conditionalities, poor coordination, corruption and mismanagement of donor funding. The study equally found that donors to Malawi over the years have laid much emphasis on good governance rather than poverty alleviation, hence no significant contribution of foreign aid assistance in poverty alleviation, particularly among the rural population which makes up the majority of the poor. This study recommends that to enhance aid effectiveness in poverty alleviation, there is a need for donors to revise their conditions based on the recipient country’s needs and not on donor motives. Secondly, the government of Malawi should consider establishing a legal and legislative framework that guides the use of donor funding and donor activities to ensure accountability and sustainability.

The pressure from the Financial Services Board and the ratings agencies has also added to the risk management burden faced by short-term insurance companies. For this study four generic types of risks were identified as the key risks each insurance company needs to focus on in order to ensure success and survival in their operations. Implementation of enterprise risk management framework has thus become a necessity for every short-term insurance company in order to effectively mitigate the complex risks brought by the ever-changing business environment. The purpose of this study was to evaluate the significance of the relationship between enterprise risk management and the success and survival of the companies in the short-term insurance industry in order to develop and implement strategies to manage risks effectively. This study specifically looked at these types of risks: operational risks, financial risks, market risks and reputational risks; and these have been identified as generic risks that can be used as a guide for companies who intend implementing an enterprise risk management framework. An empirical study was conducted using a population of 45 short-term insurance companies who operate in South Africa; and for this study a response rate of 53% was achieved. The methodology adopted in the study included the research design, research methods and test for tests for validity and reliability. The results were analysed and discussed. The key findings from the empirical study indicated that, there is a relationship between operational risk, market risk and reputational risk; and the success and survival of short-term insurance companies in South Africa. Secondary literature also emphasised the importance of enterprise risk management on the success and survival of short-term insurance companies in South Africa. Adoption and implementation of enterprise risk management remains vital for short-term insurance companies in South Africa as a tool to help manage the very complex risks facing the industry on daily basis.

Analysis of restricted earth fault relay application within a shunt capacitor bank design impacting on protection stability

- Description: This research is aimed at analyzing the performance of the restricted earth fault relay used on a 400kV capacitor bank scheme used on the Eskom Transmission network. After the commissioning of two Capacitor Banks using the above mentioned scheme design the plant was energized. As a result of the energization the Shunt Capacitor Bank (SCB) then experienced spurious trips. The cause of the trips was found to be the operation of the restricted earth fault relay. In this research project, restricted earth fault protection on SCBs in the Eskom Transmission environment will be the area of interest. The proposed research will analyze the current SCB protection scheme in service specifically looking at the restricted earth fault circuit design and relay performance. An equivalent model of the SCB from primary plant perspective based on theory will be derived. Recording and analyzing of Comtrade transient waveforms respectively, when the bank is nergized, will be done in order to provide a reference base to work from. Manual alculations of various parameters from the derived model including transient inrush currents and fault currents will be performed to access applicable scheme parameters. Further calculations will include the voltage setting for the restricted earth fault relay. As a result of the analysis a recommendation will be made on a viable solution or a revised design will be put forward, based on the results, to improve the scheme’s performance. The protection scheme is used on the two 400kV 100MVAR capacitor banks 11 and 12 at Hydra Substation.

- Description: The purpose of the study was to investigate the challenges faced by high school managers in dealing with pregnant learners in their schools and also ways of dealing with such challenges in selected Senior Secondary Schools in the Idutywa Education District (IED) in the Eastern Cape Province. The study mainly focused on rural schools. Qualitative research method was used and a Case Study design was used to conduct the study. The sample constituted of 16 high School Management Team (SMT) members from the four chosen high schools. An interview schedule designed by the researcher was used to gather data. The collected data were analysed using codes, segments, categories and themes. The researcher interpreted the data and the findings of the study showed that pregnancy changed the behaviour of female learners as a result, School Management Teams (SMT) found it difficult to deal with pregnant learner behaviours in terms of punishing them or expelling them due to South African Schools Act (1996). The study showed that, the School Management Teams in the four selected high schools felt that there should be parental involvement in schools when dealing with learner behaviours. The study showed that pregnant learners dropout of school before they completed their matriculation and they returned anytime after giving birth and SMT had no choice but to accept them even if they returned in the middle of the year. The study further showed that teachers had to assist pregnant learners by organizing catch up programmes so that they produce good results at the end of the year. According to the findings of the study it was clear that pregnancy really affected school policies in terms of learner discipline, learner absenteeism, school dropout and learner overall results. The researcher recommended that, the Department of Education should formulate a policy on pregnant learners that will not allow pregnant learners to attend school while being pregnant in order to assist School Management Teams in schools. The formulated policy should allow School Management Teams to expel pregnant learners in school.

In terms of the Local Government: Municipal Systems, 2000 (Act 32 of 2000), the role of local communities in the particular interests of their municipality must take place, among other things, by the ward councillor – as well as all other suitable procedures, mechanisms and processes set up by the municipality. Ward committees have the power to advise the ward councillor; and as municipal structures, they must ensure that there is always community participation in the sphere of local government. Community participation gives communities the opportunities to express their views, as well as giving them a sense of ownership. The objectives of the study were: - To determine the roles and responsibilities of the ward councillors in terms of the new developmental mandate (the need to encourage the involvement of communities and organisations in local government matters). - To investigate the relations between ward councillors and their ward committees, and between the offices of ward councillors and the general public. - To examine the extent to which ward councillors in the northern areas of the Nelson Mandela Bay Municipality understand the policy and administrative procedures and processes in the municipality, when addressing issues that affect the community. In order to achieve these objectives, it was necessary to review literature on community participation. An empirical search was conducted in wards 10 and 11 in the Northern Areas of Nelson Mandela Bay Municipality. Recommendations were provided which could assist the municipality to effectively make use of the ward committees and the ward councillors. - Description: The society in which we live is economically based and the greater part of our activities centres in the economy. Within this context, the Department of Trade and Industry recognized that small business development was an important area for government intervention. A long process of highlighting the importance of this sector and creating the right environment in which small businesses could grow and flourish was initiated at the level of policy and legislation. In the Labour Relations field, an attempt at achieving some measure of certainty in previously disputed areas was made through the passing of the Labour Relations Act of 1995. This study aims at exploring the effects of this Act on the growth and development of the small business sector in the Nelson Mandela Metropole. In fulfilling this aim, the focus was restricted to factors such as dismissal of workers, strikes and lock-outs, freedom of association and dispute resolution. The theory pertaining to Labour Legislation and small business development was obtained by means of conducting a comprehensive literature study. The literature study included all relevant perspectives on the Labour Relations Act and Government Policy on small businesses. From the study, a questionnaire was developed to test the impact of the Act on the growth and development of the small business sector in the Nelson Mandela Metropole. The empirical results, in general, indicated non-compliance with the Labour Relations Act and negative views on the value of the Act on the growth and development of the small business sector in the Nelson Mandela Metropole. From the literature study and the findings of the research questionnaire, it became apparent that: · A comprehensive audit of the small business sector in the Nelson Mandela Metropole is needed. The aim of the audit would be to review the current operations of the small business sector in the Metropole. This outcome will indicate the extent of understanding and compliance with the various aspects of the Labour Relations Act. · The acquisition of industrial relations knowledge and skills by owners and leaders in the sector is vital for the development of the sector. The Skills Development Act provides a funding framework for skills training that is relevant to a specific industry. The small business sector could benefit significantly from the provision of this piece of legislation. · A comprehensive support programme for SMME’s is a necessary prerequisite for the growth and development of the sector. The support system could include tax incentives, flexible labour legislation and training as indicated in the above paragraph.
