The community response to the demarcation of the Merafong Municipality into the North West Province

- Description: This study was undertaken to describe how the community responded to the incorporation of the Merafong Municipality into the North West Province. The study examined the protracted conflict in Khutsong as well as why the strategies to end the conflict failed. The study was concerned about latent conflict; how differences are raised; dissatisfaction amongst members of the communities and that power asymmetry is the main driver of emotions leading to aggressive behaviour. Service delivery protests are characterised by violence in South Africa and more often communities turn violent in their engagement with their leaders or council officials. This is because it is believed that violence is the only language that authorities understand and they have nothing to lose as government property gets destroyed. Late invitations of third parties who have regulatory skills (negotiations, mediation, conciliation or judicial processes) when conflicts begin, lead to their escalation. A qualitative research method was chosen for this study. A qualitative case study better explained the phenomenon of interest. It allowed me to collect data from the respondents who were active members of the community through interviews. Twelve members of the community (from politicians, ordinary members, educators and the clergy) were part of the respondents. The report was of the respondents own personal experiences as active members of the community. Collected data from the transcripts was coded. Codes with similar meaning were put together in the same categories and the themes were formed from the categories. The qualitative content analysis method was used to analyse the data. From the analysis, it emerged that there was lack of communication and consultation from the side of the government before the implementation of the 16th Amendment Bill which was aimed at removing the cross border municipalities. The announcement was finally made of the incorporation of the Merafong Municipality into North West Province in 2005. The announcement was met with anger and frustration by the Khutsong Demarcation Forum and the community whose expectations were that the incorporation will not go ahead given the reasons they put forth when they met the government officials in the meetings after the demarcation board had proposed it. Violence was the only option for the community to show that their talks with government officials failed and that they are seriously opposed to the incorporation. That led to a protracted violence in Khutsong until 2009 when the Cross-Boundary Municipalities Laws Repeal and Related Matters Amendment Act of 2009 act was passed to reincorporate the Merafong Municipality back into Gauteng.

Enhancing public participation in the integrated development planning process: a case of Buffalo City Metropolitan Municipality

- Description: The aim of the study is to investigate effective strategies and processes for public participation in the IDP process in the Buffalo City Metropolitan Municipality. A qualitative study was undertaken and literature review on public participation in terms of the Integrated Development Planning was conducted. Relevant secondary data was sourced and structured interviews were conducted with three (3) ward councillors in the Buffalo City Metropolitan Municipal. Focus group interviews were also conducted with ward committee members from three (3) wards in the Buffalo City Metropolitan Municipality. The findings of this research indicate that ward councilors have limited information on administrative processes. This could lead to ward councillors not be able to provide feedback on various service delivery issues and the progress of the municipal projects. Also ward councillors may not be able to influence public participation if they do not understand their role in administrative processes such as monitoring implementation of council decisions and policies. Ward councillors have no influence on the Integrated Development Planning especially the cost and budget estimates for municipal projects which are intended to benefit the members of the community. On the basis of the key findings, recommendations were made that ward committees should be empowered to deal with the complex developments in the Integrated Development Planning process and ward councillors should play a leading role in the Integrated Development Planning process.

The impact of the global financial crisis on small businesses

- Description: The creation and survival of SMEs largely continues to depend upon access to financing. When a financial crisis in the USA becomes a global economic crisis, SMEs and entrepreneurs all over the world suffer what can be called a double shock; a drop in demand for goods and services and a further tightening in credit terms. It becomes important therefore, to have a strategy on how to tackle the difficulties created by the crisis. Governments are trying to respond by helping to support sales and prevent bankruptcy of SMEs; by increasing access to liquidity, and by helping SMEs to maintain their investment level. Adequate responses of small businesses to the global financial crisis will determine how they will be impacted by the global financial crisis. Many research studies have shown how businesses behave in times of economic abundance. Although over ten economic recessions occurred during the past century, research on the response of businesses to financial challenges remains low. For this reason, the aim of this research was to demonstrate the response of small business owners and managers to the global financial crisis. To achieve this objective, the researcher used an integrated study method, as follows: A systematic literature review of the importance of small businesses in the economy and the implications of the global financial crises in the world and the South African economies. An empirical survey was conducted on small businesses in the Nelson Mandela Bay area in order to demonstrate their response to the global financial crisis. The results of the literature review and the empirical survey allowed the research to come to the conclusion that during times of financial challenges, small businesses decrease the number of people employed (only employ the people needed), increase efficiency through management, and reduce costs through efficient operations. This study contributes to the literature on small business responsive behaviour during times of economic crisis. As a result, this study presents recommendations and suggestions to assist owners and/or managers to respond appropriately to times of financial contraction.
