Critical success factors for sustainability governance in transport infrastructure delivery in the City of Johannesburg Metropole

- Description: In many engineering sectors, sustainability is a matter of concern. The construction sector is no exception, this is because of its ability to cause harmful effects to the environment through waste generation, energy and water consumption and several other forms of damage to the environment. This has led to experts in the sustainability field calling for a need of sustainable ways of carrying out construction. In this study, information about the sustainability culture and perceptions that exist in Johannesburg was extracted from data gathered from questionnaires based on various types of qualifications, knowledge, and experience of respondents in transport infrastructure delivery. A transportation official understanding the need for sustainable transportation and wishing to do something about it may likely be unable to do so. This is due to the fact that authorities do not always have the mandate, responsibility, power, or support to make decisions that are consistent with sustainable development. It can be said that key issues to sustainability governance of transport infrastructure delivery are: a lack of policy; and a lack of awareness in government, private, and consulting organisations that focus on the delivery of transport infrastructure. The lack of sustainable infrastructure delivery models creates the need to determine the important factors impacting on the governance of sustainable delivery of transport infrastructure in Johannesburg. The matrix has revealed that there is a ‘Moderate’ familiarity and ‘Average’ understanding of sustainability governance as a concept. From the data collected, it is also clear that the current transport infrastructure in Johannesburg is ‘Moderately’ effective at serving its sustainability purpose. This study hopes to be the basis upon which ground-breaking methods to encourage sustainability governance strategies for transport infrastructure projects and further studies are predicated.

The relationship between clinical learning environmental factors and clinical competence of newly qualified registered nurses in public hospitals

- Description: There is increasing concern that newly qualified registered nurses (RNs) find it difficult to make a smooth transition from completing their four-year nursing training to taking up their posts as first time RNs. In a constantly changing healthcare system, these newly qualified RNs are expected to work independently and be competent in applying the decision making and problem-solving skills gained during their training. While certain aspects of clinical incompetence may be ascribed to individual factors, the importance of the clinical learning environment and its influence on the development of clinical competence cannot be ignored. Nurses need support and guidance to effect a successful transition from being novice to competent nurse and the environment is regarded as important in developing technical competencies. The research study followed a positivistic, quantitative paradigm, where the hypothesized relationship between clinical learning environmental factors and clinical competence of newly qualified RNs were explored. Data was collected from the experienced RNs in the hospitals by means of a structured pre-existing questionnaire, namely the Competency Inventory for Registered Nurses (CIRN). Descriptive statistics and inferential statistics were used to analyse data. The analysed data was used to describe the findings. Recommendations were made based on the findings. Results suggested that the development of clinical competence is dependent on both the individual and context. Positive relations were reported between clinical learning environmental factors and clinical competencies.

Friction hydro pillar riveting process of Ti-6AI-4V titanium sheet

- Description: Mechanical fasteners are used extensively in the joining of two or more metal plates or sheets. Riveted joints have been the joints of choice mainly for the Aerospace Industry. However for this research, Friction Hydro Pillar Processing has been used to develop and characterise a new riveting technique termed Friction Hydro Pillar Riveting (FHPR). Two overlapping 3.17 mm Ti-6Al-4V sheets were joined together using Ø6 mm rivet which was friction processed. This research has focussed on the initial development of Friction Hydro Pillar Riveting thereby establishing a basic understanding of the influences of main process parameters, rotational speed and axial force - and also joint configurations. The results showed that with a decrease in the bottom hole chamfer angle, there was resulting overall increase in the rivet joint pull off strength. From the best performing joint configuration in pull off tests, shear tests were conducted whilst a blind hole FHPR joint was also done and tested in pull off and shear strength. The shear test fracture surfaces exhibited ductile failure. The microstructure of the joints was thus evaluated. From parent material, heat affected zone and to weld zone there was a variation in the microstructure analysed. The hardness profiles showed increased hardness in the weld zone which partly explained the shear results. The hardness increase was mainly due to grain refinement in the weld zone by the Friction Hydro Pillar Riveting process.

- Description: Decentralization of governance is one of the many reforms that has been undertaken by the Department of Education in the Republic of South Africa since the attainment of democracy in 1994. The concept of decentralisation originates from the belief that the state alone cannot control schools, but should share its power with other stakeholders, particularly those closer to the school, on a partnership basis (Marishane, 1999:78). The South African Schools Act (SASA) No 84 of 1996 mandates the establishment of democratic structures of school governance in all schools (RSA, 1996a, section 16). According to the South African Schools Act No 84 of 1996, School Governing Bodies have been mandated to be responsible for the recommendation of teachers for appointment through interviews. This study was conducted in the Libode District in the Eastern Cape. Libode is composed of rural villages which are characterised by poverty, a high rate of unemployment and illiteracy. Many schools in the Libode district of education are experiencing problems emanating from the recruitment of teachers carried out by the SGBs. Interviews conducted by the SGBs are more often than not nullified and the selection and interview processes have to be repeated. They (SGBs) fail to defend their recommendations with valid facts when challenged by union representatives or by candidates themselves. The major concern of this study is to investigate the stakeholders' perceptions of the involvement of school governing bodies in the appointment of teachers in Libode district. A qualitative approach was employed for this research study. Purposive sampling was used for sampling the schools from which interviewees were selected. There were 14 respondents in the sample. Three (3) school principals , three teachers, three (3) teacher candidates, one SADTU teacher, one NAPTOSA teacher, two (2) SGB parents from the parent component and two (2) circuit managers were interviewed. The case study research design was employed to explore the perceptions of the stakeholders regarding teacher appointments. This research employed three data collection techniques, namely semi-structured interviews, documents analysis and observations. The main findings of this study reveal that the involvement, or participation, of the SGBs (parent components) in the recruitment of teachers is the source of conflict and disputes. The SGBs lack capacity, capacity to draft criteria for shortlisting qualified teachers, and capacity to conduct interviews properly and fairly. Findings suggest that problems still exist around SGBs' knowledge of Policies and Acts that enshrine procedures pertaining to teacher recruitment. In conclusion, from the findings, it appears premature for the system to mandate this professional function of teacher recruitment to the office of the SGBs.
