Path-dependence and economic geography: a regional economic evolutionary study towards effective LED in marginalised towns

- Description: Small Karoo towns in South Africa, in particular the Easter Cape province has endured marginalised recognition in the development of their local economy and its ability to adapt to social change. The latter has been intensified by shifts in agricultural production, land use, and changing state policy. These aspects are of particular interest to a semi-arid landscape. Agriculture, being the predominant trade, has been subject to various commodity market changes and the diminutive state of farms due to climate changes affecting agricultural estate for feeding and other basic purposes has increased. Parallel to the regressive reasons given, small-towns have been subject to a peculiar rise in population which exacted an increase in dependency on the region’s limited administrative capacity. Local economic development (LED) projects are, more often than not, transitory and contribute very little to the town’s sustainability. Underpinning poor development are challenges such as an inability to acquire necessary human capital as well as good public administration and a supporting private business stakeholder relationship. Literature on strategies for small-town development seldom addresses the unique circumstances interweaved with their own casual complexities. Thus, an evolutionary geography approach was proposed which considers the economy of an area as an evolutionary process that unfolds in space and time. It entails a comparative analysis of an economy’s past decisions (history) and geographical changes (spatial). Moreover, adding a significant contribution to the rationale of this study is the opportunity to explore the concept and reality of marginalisation in the former Baviaanskloof Local Municipality (BLM). The aim thereof, to ascertain whether geography (i.e., natural advantages) or histories (i.e., man-made advantages) are the main determinants for the spatial distribution of economic activity, and what place-dependent strategies are most suitable to deliver effective LED.

Potable water production from atmospheric vapour using an ejector evacuated solar powered refrigeration system

- Description: This research project explores the possibility of using solar radiation energy to produce safe liquid water through the condensation of atmospheric water vapour for human consumption, livestock watering and also for small scale high value crop irrigation. The research activities are comprised of a literature study, comparison of similar devices in use, a design and prototyping exercise, a measure of development work to enhance the performance of the prototype and testing in Al-Batinah province in the Sultanate of Oman, where the author is currently on a work assignment. This dissertation describes the research activities performed to answer the following question: ‘Is it possible to economically produce sufficient quantities of liquid water from atmospheric vapour using only heat energy from the sun?’ This question poses a further two questions which need to be answered in the literature study. These are: ‘What is an economical price for clean drinking water?’ and ‘What is a sufficient quantity of water?’ The purpose of producing liquid water from atmospheric water vapour is an attempt to develop the technology to harvest an alternative and almost inexhaustible water source. The reason for requiring a new source of water is due to the fact that the available fresh water resources of the world are diminishing due to pollution, extensive utilisation and salination. Several references indicate that the problem is compounding itself due the increasing demand on a diminishing resource, with deepening negative effects on agriculture1, health2, economy3, industry and lifestyle4. Many future scenarios depict clean water as a scarce and expensive commodity, unaffordable to many. The condensation of atmospheric vapour is not a new concept. The literature study explores historical attempts to achieve this, as well as detailing the shortcomings of contemporary vapour condensation units as the modern state of the art. This survey covers the spectrum from large versions deployed by military and remote area construction operations to produce water for all purposes, to small desktop electrical water producing machines. The focus of the research is on a more environmentally conscious process, attempting to use a simple ejector driven device with sunshine as the energy source and water as the refrigerant. A further environmental enhancement of the concept is that of designing the machine to last for an extremely long working life, thereby diluting the carbon footprint of manufacture over a great number of years. A portion of the research is devoted to the development of a basic model which takes into account the climatic and meteorological variables to accurately predict a water harvest. The development of the model is then used to optimise the process, narrow the variability of assumptions and assist with the design. The model also serves to predict the performance of the unit in other locations under different prevailing climatic conditions. A design specification and a prototype are produced and tested. Finally the design is scrutinised using value engineering principles to reduce cost, effort and environmental impact and also to reduce the overall cost to provide a more economically viable appliance. The prototype device used in this study will use a collector area of 1 square meter, roughly equivalent to 1000 Watts of solar power under ideal conditions.

Single event upset testing of flash based field programmable gate arrays

- Description: In the last 50 years microelectronics have advanced at an exponential rate, causing microelectronic devices to shrink, have very low operating voltages and increased complexities; all this has made circuits more sensitive to various kinds of failures. These trends allowed soft errors, which up until recently was just a concern for space application, to become a major source of system failures of electronic products. The aim of this research paper was to investigate different mitigation techniques that prevent these soft errors in a Video Graphics Array (VGA) controller which is commonly used in projecting images captured by cameras. This controller was implemented on a Flash Based Field Programmable Gate array (FPGA). A test set-up was designed and implemented at NRF iThemba LABS, which was used to conduct the experiments necessary to evaluate the effectiveness of different mitigation techniques. The set-up was capable of handling multiple Device Under Tests (DUT) and had the ability to change the angle of incidence of each DUT. The DUTs were radiated with a 66MeV proton beam while the monitoring equipment observed any errors that had occurred. The results obtained indicated that all the implemented mitigation techniques tested on the VGA system improved the system’s capability of mitigating Single Event Upsets (SEU). The most effective mitigation technique was the OR-AND Multiplexer Single Event Transient (SET) filter technique. It was thus shown that mitigation techniques are viable options to prevent SEU in a VGA controller. The permanent SEU testing set-up which was designed and manufactured and was used to conduct the experiments, proved to be a practical option for further microelectronics testing at iThemba LABS.

The Department has experienced repeated negative feedback from the press with respect to job dissatisfaction and the quality of service. This could be the result of low employee motivation. The researcher was concerned and interested in investigating possible causes of these allegations by the press. The main purpose of this study was to analyse the motivational climate of employees in the Department of Health. The study included a literature study of employee motivation and organisational climate. The purpose of the literature was to determine how the Department of Health measures up to what the literature reveals. A questionnaire was used as an instrument to collect data. The questionnaire was formulated from the literature discussed in the research study. The major findings indicated that the level of motivation in the Department of Health was low. Findings also indicated the majority of employees were not trained in the Batho Pele principle. The researcher argued that if employees were trained in the Batho Pele principle and also practised, the negative press feedback would be minimal. The researcher suggested certain recommendations for those areas where findings indicated shortcomings in an attempt to increase the overall levels of employee motivation within the Department of Health.

Various types of health records have emerged to serve the needs of healthcare providers and more recently, patients or consumers. These health records include, but are not limited to, Personal Health Records, Electronic Heath Records, Electronic Medical Records and Payer-Based Health Records. Payer-Based Health Records emerged to serve the needs of medical aids or health care plans. Electronic Medical Records and Electronic Health Records were targeted at the healthcare provider market, whereas a gap developed in the patient market. Personal Health Records were developed to address the patient market, but adoption was slow at first. The success of online social networking reignited the flame that Personal Health Records needed and online consumer-based Personal Health Records were developed. Despite all the various types of health records, there still seems to be a lack of meaningful use of personal health records in modern society. The purpose of this dissertation is to propose a framework for Personal Health Records in online social networking, to address the issue of a lack of a central, accessible repository for health records. In order for a Personal Health Record to serve this need it has to be of meaningful use. The capability of a PHR to be of meaningful use is core to this research. In order to determine whether a Personal Health Record is of meaningful use, a tool is developed to evaluate Personal Health Records. This evaluation tool takes into account all the attributes that a Personal Health Record which is of meaningful use should comprise of. Suitable ratings are allocated to enable measuring of each attribute. A model is compiled to facilitate the selection of six Personal Health Records to be evaluated. One of these six Personal Health Records acts as a pilot site to test the evaluation tool in order to determine the tool’s utility and effect improvements. The other five Personal Health Records are then evaluated to measure their adherence to the attributes of meaningful use. These findings, together with a literature study on the various types of health records and the evaluation tool, inform the building blocks used to present the framework. It is hoped that the framework for Personal Health Records in online social networking proposed in this research, may be of benefit to provide clear guidance for the achievement of a central or integrated, accessible repository for health records through the meaningful use of Personal Health Records.

Detection and identification of plasmodium species causing malaria in Malawi using rapid diagnostic tests

- Description: Malaria represents one of the oldest documented diseases among humans and even today organisms in the genus Plasmodium kill more people than any other infectious disease, especially in tropical and subtropical areas. The four most common species which infect humans are Plasmodium falciparum, Plasmodium vivax, Plasmodium ovale and Plasmodium malaria. Of these four species, Plasmodium falciparum and Plasmodium vivax account for 95 percent of infections globally. Microscopy has been used since early days for the diagnosis of malaria because this method is simple, does not require highly equipped facilities, and in most cases enables differentiation among the species causing malaria in humans when performed by skilled microscopy readers. However, this method has been misleading in identifying parasite species, especially in the case of low level parasitemia, a mixed parasite infection, or modification by drug treatment as well as in placental malaria. Malaria rapid diagnostic tests (RDT) have played a major role in malaria management; particularly in providing blood based diagnosis in remote locations where microscopy based diagnosis is unavailable. These diagnostic tests are fast and easy to perform and do not require electricity or specific equipment. As part of strengthening malaria diagnostics in Malawi, the Ministry of Health and Population strongly recommends the use of malaria RDT’s at all levels of the health care delivery system. However, malaria microscopy remains a gold standard test for malaria. All patients (regardless of age) with suspected uncomplicated malaria should have a confirmed diagnosis with malaria RDT before anti-malaria treatment is administered. Based on field performance evaluations that assessed performance, quality control and production capacities of the manufacturing companies of malaria RDT’s, the Ministry of Health and Population recommended two brands of Histidine Rich Protein 2 (HRP-2), RDT’s for use in Malawi. These are SD Bioline malaria Ag Pf and the New Paracheck malaria Ag Pf. All these RDT’s are able to detect only P. falciparum. However, other species have been reported to exist in the country and there is a need to find proper RDT’s which will be able to detect all other species including P. falciparum. The main aim of this study was to evaluate Paramax-3 Pf/Pv/Pan RDT (Zephyr Biomedicals, India), if used in Malawi, could be able to detect and identify the different species of Plasmodium causing malaria in Malawi. The study recruited a total of 250 adult and infants at Bwaila Hospital in Lilongwe, Malawi. Study results showed that the overall sensitivity and specificity of the Paramax-3 RDT used in the study were 100 percent and 83 percent respectively. However, it was observed that the RDT test was not able to identify the P. ovale, and in some cases, the RDT test was positive for P. falciparum when the PCR identified the species as P. ovale. No P. vivax was detected both by RDT and PCR. This study was able to detect and identify the presence of P. malaria and P. ovale in Malawi apart from the P. falciparum. There were no significant differences between microscopy results compared to both the RDT and the PCR, with 94 percent and 98 percent sensitivities of R1 and R2 compared to RDT, as well as 94 percent and 96 percent sensitivities for R1 and R2 compared to PCR respectively. Both R1 and R2 had low specificities for example, R1 had 72 percent and R2 had 80 percent compared to RDT. Comparing R1 and R2 to PCR, the sensitivities were 64.9 percent and 67.2 percent respectively. However, the readers had difficulties differentiating the different species microscopically. The history of anti-malaria treatment had no significant effect on the outcome of the results in both the RDT and PCR.

Based on field performance evaluations that assessed performance, quality control and production capacities of the manufacturing companies of malaria RDT’s, the Ministry of Health and Population recommended two brands of Histidine Rich Protein 2 (HRP-2), RDT’s for use in Malawi. These are SD Bioline malaria Ag Pf and the New Paracheck malaria Ag Pf. All these RDT’s are able to detect only P. falciparum. However, other species have been reported to exist in the country and there is a need to find proper RDT’s which will be able to detect all other species including P. falciparum. The main aim of this study was to evaluate Paramax-3 Pf/Pv/Pan RDT (Zephyr Biomedicals, India), if used in Malawi, could be able to detect and identify the different species of Plasmodium causing malaria in Malawi. The study recruited a total of 250 adult and infants at Bwaila Hospital in Lilongwe, Malawi. Study results showed that the overall sensitivity and specificity of the Paramax-3 RDT used in the study were 100 percent and 83 percent respectively. However, it was observed that the RDT test was not able to identify the P. ovale, and in some cases, the RDT test was positive for P. falciparum when the PCR identified the species as P. ovale. No P. vivax was detected both by RDT and PCR. This study was able to detect and identify the presence of P. malaria and P. ovale in Malawi apart from the P. falciparum. There were no significant differences between microscopy results compared to both the RDT and the PCR, with 94 percent and 98 percent sensitivities of R1 and R2 compared to RDT, as well as 94 percent and 96 percent sensitivities for R1 and R2 compared to PCR respectively. Both R1 and R2 had low specificities for example, R1 had 72 percent and R2 had 80 percent compared to RDT. Comparing R1 and R2 to PCR, the sensitivities were 64.9 percent and 67.2 percent respectively. However, the readers had difficulties differentiating the different species microscopically. The history of anti-malaria treatment had no significant effect on the outcome of the results in both the RDT and PCR.

This has influenced the way their systems and processes are developed and innovated to provide a satisfactory service to their clients. It appears that service quality has been the differentiating factor that has set the competitors apart in providing their customers with a unique customer experience through client relationships and interaction. As a consequence, banks have resorted to implementing various training and leadership interventions as a driver, to effectively empower their employees to improve service quality The aim of this research study was to identify the impact that training and leadership programmes implemented by a particular branch of Standard Bank South Africa (SBSA) had on employee empowerment. This was achieved through a comprehensive literature review and an empirical study to measure whether employees had perceived themselves to be empowered. The results from this study will be used by the Human Resource Division of SBSA to evaluate and implement effective training methods for the employees of the selected branch in order to improve employee empowerment. This would serve as a great benefit for the bank as employees that are satisfied with the work are generally more productive, hence producing increased revenue for the organisation. An empirical study was embarked on to measure the respondents’ perception of being empowered and involved a survey of eighty-three employees of the retail branch in the Sandton, Johannesburg area. Forty-three of the employees responded to the anonymous questionnaire and the data obtained was analysed and interpreted into meaningful results. The results of the survey indicated that the majority of the employees at the selected branch perceived themselves to be empowered and it was concluded that the implementation of the training and leadership programmes by SBSA had a positive impact on them. The following recommendations were made: - Firstly, to increase training and development, in the form of leadership courses, inter-departmental learning and on-the-job training sessions to develop the employees to their full potential; - Secondly, management needs to encourage employees to participate in discussion forums and staff meetings and involve them in decision-making thus improving the perceived lack of a free-flow of information and transparency within the workplace; - Thirdly, team leaders and supervisors should encourage support and coaching of the junior employees by giving them constructive on-going feedback, supporting their ideas, delegating tasks, and giving them direction on the way forward; - Fourthly, a review of the reward and recognition system would be advisable where employees are rewarded (financially or non-financially) for a job or task well done, or to promote certain behaviours and attitudes in the workplace; and - Finally, it was recommended that the employees be informed and educated on the benefits, associated for both the employees and the organisation, of the Scheme in order to increase their commitment and performance. The empowerment of employees in the organisation is important as it involves employees who take responsibility for their decisions and actions because they are primarily the ones who solve the problems in their own teams. Empowerment in organisations can thus lead to less absenteeism, lower employee turnover, less employee training costs, increased employee satisfaction and more productive employees.
