- Description: South African Black visual artists have to contend with the racialized economic disparities of the country within which they are enmeshed. This make them susceptible to producing work with the sole motivation of not slipping (further) into poverty, which can greatly hinder our creative autonomy. We are further constrained by the fact that visual arts institutions, whose role it is to decide and regulate what constitutes legitimate art, still operate in accordance with whiteness and a white supremacist logic. The combination of these two factors can lead to the interpellation and artistic production of a Black subjectivity that predominantly caters to – and understands itself in relation to - whiteness. This process of subjectivation, which is performative, can - and regularly does - materialize in various ways through our studio practice. However, with the intervention of critical theory (and the application of strategies of resistance to hegemony that it can provide), interrogative self-reflexivity, and a singular perspective, it is possible to create work that disrupts and transgresses these norms, ultimately contesting the prevalent notion of Black identity as a homogenous experience.

- Description: Although bargains commonly manifest as loud advertisements and trivial objects, as a moment of exchange they provide a basis to critique economic relations and judgements of taste. This research presents a document study of “bargains” in the context of bargain retail practices and homemaking, illustrated in the case of OK Furniture in South Africa; further situated by Julier’s study of economy and class within design culture, and Bourdieu’s fields of cultural production. The investigation builds to a discussion of the research practice, alluded to in the research project’s title, “A bargain that dissolves into a poem unwritten”. The title is an entry from this practice’s journal that conveys how the everyday experience of a bargain might find a connection to poetry when its exchange is seen as a performance; as a moment or encounter “unwritten”, capable of generating different modes of meaning and sociability. Using critical design strategies, the research practice explores the manifesting discountproduct cultures and retail practices associated with homes as a way to inhabit richer interpersonal relationships and unscripted sociability. This is discussed through four critical design proposals and 26 thought experiments, resulting in Text me when you see this, an online concept store that sells bargains, personal agreements, quality time, conversation and curio: www.textmewhenyouseethis.com. The research explores the limits to a bargain’s economic and emotional exchange by asking What if a bargain represented other forms of sociability, and How else might this mode of exchange look? These questions are used in the critique to model critical design towards both poetic expression and pragmatic embodiment of criticality in the project of reflecting on everyday life and what it might “dissolve into”.

Performance of Vocational Instructors at the WVTC are not always up to standard due to certain factors. This study aims to identify these factors and find solutions to address these problems. - Description: The issue of alcohol abuse appears to be an area of concern across the world and South African communities seem not to be exempt to this issue. Unlike in the past, where alcohol abuse was an issue that affected elderly people in mostly urban settings, the seems to be a growing trend of this phenomenon in rural communities. Furthermore, the youth are the most affected social group by the habit of alcohol abuse. There are numerous causes of alcohol abuse and cultural influence can be identified as one of them. However, what needs to be ascertained is whether culture promotes or discourages drinking patterns that could ultimately cause alcohol abuse. With focus on the rural community of Sibangweni on the outskirts of Umtata in the Eastern Cape; qualitative research interviews were conducted with fifteen participants to investigate the nature of the relationship of the Xhosa culture and alcohol abuse among the youth in the community. Through a thematic analysis of the data that was collected through structured interviews it became clear that the is room for improvement in terms of maintaining consistency in the tenets of cultural practices. It became apparent that when practiced according to the traditional cultural framework, the Xhosa culture does not necessarily lead to alcohol abuse, even though consuming alcohol is a part of the culture. What also became clear is that culture could actually be an intervention mechanism to behavioural related issue in society.

- Description: This dissertation will provide a study of Assimilation and Alienation in West African fiction of Ferdinand Oyono’s Houseboy (1956) and Ayi Kwei Armah’s Why Are We So Blest? (1972) and Psychic dislocation in South African fiction of Wulf Sachs’s Black Hamlet (1936/1996). The dissertation plans to examine the specific effects of assimilation, alienation and psychic dislocation by examining them as central lines of argument in the respective texts. In Houseboy, the Catholic mission is depicted as being subordinate to the French Policy of Assimilation in colonial Cameroon. This dissertation examines how Oyono represents the manner in which the French catechists indoctrinated, dehumanized and made ‘other’ the colonized Cameroonian people. The relationship between colonial violence and trauma in Oyono’s text is also explored in relation to how the trauma of the colonized is expressed by them being the subject of and witnessing colonial violence at the hands of French Imperial agents. Oyono’s text was selected because it presents a counter-hegemonic portrayal of the French Policy of Assimilation and the Catholic mission’s complicity in this process. Why Are We So Blest? is analysed in terms of Armah’s depiction of the Modin’s relationship to a Western model of education, which is illustrative of his academic, racial and cultural alienation. The protagonist in Armah’s text can be seen as complicit in the history of colonial oppression due to his intellectual dependency on Western knowledge. Furthermore, this dissertation explores how the Modin is alienated by his relationships with his white academic superiors, who ‘other’, deny him agency, and infantilize him. Furthermore, the Algerian revolution functions as an expression of culture and the African intellectual, by being denied entry to it, is also alienated from the African masses. Armah’s text was selected because of its complex depiction of alienation. The literary analysis of Black Hamlet in this dissertation seeks to address the neglect of the fictional and imaginative aspects of the text in preceding studies. The representation of the psychic dislocation of John as a Shona nganga’s relationship to his ancestors is approached from a cultural and racial perspective in further examining his psychic dislocation in relation to the narrator. Furthermore, this dissertation investigates how Black Hamlet can be seen to suggest that psychic dislocation is tied to the hierarchal nature of colonial relations between John and the white narrator, and to John’s unreal experience of racialized South African and Zulu cultural place.

- Description: Hollis (2007) states that iconic brands address acute contradictions in society by tapping into a collective desire and that they develop a status that transcends functional benefits. According to Holt (2004) iconic brands hold strong appeal because of their reputation, as told by their brand story, their identity-value or resonance with the consumer and their culture or intense relationship that takes the consumer from merely consuming the brand to sharing the branded lifestyle with like-minded consumers. The reason iconic brands have managed to create seamless integration in consumers’ lives is because they have managed to build a foundation of brand resonance (Carruthers, 2012). Iconic brands in the 21st century have achieved brand saliency, which represents the depth and breadth of brand awareness that goes beyond basic recognition and recall. They have developed not only brand loyalty, but brand affinity in the minds of consumers. Recent years have demonstrated a shift in consumer behaviour. Brand loyalty is on the decrease (Scheuer, 2015), as there are increasing considerations for consumers to make in their purchase decision process. Not only are there more factors to consider, but the number of brands competing has grown exponentially. According to Raynor (2007), iconic brands are forced to remain flexible in this turbulent, consumer empowered environment. The myth of adaptability has seen brands fail as they have been unable to match the pace of these environmental changes. This has bought about the need for iconic brands to become more flexible, allowing them to anticipate future scenarios, formulate optimal strategies and operate effectively by knowing when and where to meet their consumer’s functional and emotional needs (Raynor, 2007).

- Description: During 2009 the State of Local Government in South Africa 2009 Report, (2009:71- 75) showed that much of local government is in distress and it also revealed that most municipalities faced serious challenges such as, inter alia, the lack of service delivery, poor financial management and weak integration between the Integrated Development Plan (IDP) and Local Economic Development (LED). To improve the performance of municipalities, the national government approved a comprehensive Local Government Turnaround Strategy (LGTAS) that serves as a country-wide intervention with the aim to address the communities’ increasing dissatisfaction with poor municipal services, as well as to improve the administrative and financial performance of all municipalities. The purpose of the study was to assess the extent to which the Local Government Turnaround Strategy has managed to deal with the challenges as stated in the State of the Local Government in South Africa Report 2009. It was found during the study that, although some strides and achievements were made in the areas of accountability; citizen participation; anti-corruption; developing skills and capacity and service delivery, there still are challenges in the areas such as governance, accountability, skills shortages, financial well-being in local government, service delivery and a lack of confidence in certain government institutions. The study followed a desktop analysis approach without the participation of human subjects, for purposes of primary data collection.

- Description: Poetry, by its very nature, is different to prose. Through ostranenie, the poet tries to foreground his or her message (meaning). Ostranenie is defined as follows: ‘A neologism, it implies two kinds of action: making strange, and pushing aside. Consistent with this double meaning, the concept refers to the techniques writers use to transform ordinary language into poetic language’ (www.oxfordreference.com). Gräbe (1997: 25) states: ‘The recognition of a difference between ordinary or normal language on the one hand, and “unusual” or “different” language use on the other hand is dependent upon the distinction […] between “automatisation” and “foregrounding.”’ This study will look at poetry, specifically that of Wilma Stockenström in The Wisdom of Water (2007), through the lens of syntax.The aim of this study is to determine the unique contribution of syntactic strategies for analysing and interpreting poetry and how they aid the poet in foregrounding his or her intended meaning. The strategies investigated are those detailed by Ina Gräbe in Syntax in Poetry (1997), namely the violation of grammatical rules in poetic language (specifically displacement, deletion and selectional deviation), the exploitation of forms of repetition in syntactic pattern formation (specifically coupling, parallelism and elaboration) and finally syntactic units and typographic demarcations (specifically the relationship between sentence and line and, the relationship between sentence and stanza). Through qualitative analysis, this study performs a syntactical structure analysis of Stockenström’s poetry in The Wisdom of Water (2007) and shows how the use and effect of Gräbe’s syntactic strategies can foreground a poet’s intended meaning. It will further show the way in which such a linguistic analysis can provide insight into the poet’s meaning, that might not otherwise have been apparent to a reader.

- Description: The importance of voluntary non-remunerated blood donation is emphasised by the WHO, who envision a world with a sustainable blood supply where at least one percent of the population of every country voluntarily give blood. To ensure an adequate supply, the South African National Blood Service collects around three-thousand units of blood per day – forty percent of this from high school pupils and university students, following WHO recommendations regarding this segment as a target donor population. Despite the contribution by this segment of the population, no published knowledge exists of the perception of blood donation amongst university students in the country. This is an issue as the WHO (2010) recommends that countries understand what their populations know, think, and do regarding blood donation. In response to this issue this study investigated the perception of blood donation amongst students at a South African university (the Nelson Mandela University) to develop an understanding of what students know, think and do regarding blood donation. The study was conducted between 2017 and 2018 at a campus (‘South Campus’) of the Nelson Mandela University, Port Elizabeth. The study followed a qualitative approach, applying a thematic analysis. Data was collected through semi-structured person-to-person interviews among a sample of students (n=20) from different departments and disciplines.

- Description: The study focuses on the assessment of the Implementation of Performance Management System at Amathole District Municipality in the Eastern Cape. Local government is the closest sphere of government to service users, therefore it is expected to be a forefront of efficient service delivery. Local government needs to demonstrate that performance is managed, measured and improved on a continuous basis. For this purpose it must develop a comprehensive performance management system. The development of such a system is, however, not without challenges and local government should identify crucial elements which should be incorporated in such a system (van de Waldt, 2006:128). The aim of this study is to explore the challenges faced by Amathole District Municipality to see how service delivery can be improved through the effective implementation of performance management systems. The researcher has used a quantitative methodology in this study and has prepared questionnaires for the employee participants based at Amathole District Municipality. The total population of the employees is 1700 but the researcher uses a sample of between 20 and 30 employees within the Municipality. The findings of the study reveals that Amathole District Municipality does comply with performance management system policy in order to have an efficient and effective service delivery more operational policies will help the municipality to overcome its financial challenges need to be developed, so that they can be a change in terms of the municipality’s spending.

- Description: The performance management system was introduced in the South African public service with the intention to continuously manage performance by setting performance objectives, reviewing past performance, assessing current performance, improving poor performance, determining recognition and reward for good performance, and assisting with career planning. This study was undertaken as an attempt to investigate the assessment of the existing implementation processes of performance management systems to determine level of policy compliance and staff satisfaction in the department of Labour East London. This research adopted a descriptive research design where the 75 selected staff of the DOL participated in the research from the total staff component of 744 employees. To achieve this, self administered questionnaires were distributed to employees at different levels as well as union representatives who form part of employees and are members of Local Performance management Review Board to ensure fairness and non discriminatory practices in the process. Research has revealed that although the performance management system has been implemented in the department of Labour, it has not achieved all its expected results. The research findings indicate that although there is an understanding of performance management in the Department, implementation remains a challenge. The analysis of the responses indicated a great dissatisfaction with the current system. It has failed to link performance outcomes to rewards in a meaningful manner; there is not much emphasis placed on personal and career development; and there are no measures put in place by supervisors to address employees who do not achieve the set performance targets. The findings of the study and the conclusions by the researcher is that although certain elements of the PMS within the DOL can be perceived as being effective, however there are issues which still need to be addressed such as to communicate performance outcomes with employees and clearly defining the purpose of the PMS, commitment by supervisors and managers and addressing the staff attitudes and perceptions, as staff attitude and negative perception by employees can have detrimental consequences to the organization and positive perception can improve the organization and commitment of employees towards organizational performance. The findings from this study are consistent with the general proposition that effective performance management systems should be supported by practices and organizational contexts with certain characteristics. Indeed, as reported in this study, the institution needs to provide more performance management training, engage employees and emphasize employee recognition. In this way the performance management system will be effective, deliver more value and meet the desired outcomes. The conclusions by the researcher is that although certain elements of the PMS within the DOL can be perceived as being effective, however there are issues which still need to be addressed such as to communicate with employees on a continuous bases and clearly defining the purpose of the PMS, commitment of managers, supervisors and addressing the staff attitudes and perceptions, as staff attitude and negative perception by employees can have detrimental consequences to the department and positive perception can improve the organization and commitment of employees towards organizational performance. It is concluded that there is an urgent need for DOL to address the challenges experienced with the system, as at the moment, it is not meeting the objectives it was intended to meet.

It is also there to develop the public officials who fail to attain required expectations. This study focuses on investigating whether employees do understand Performance Management and development system for the effectiveness of employee performance in the Eastern Cape Office of the Premier and that this has with the motivation of the public sector in the Eastern Cape, and the correlation that this has with the motivation of the public officials to improve performance. A qualitative research design was used for this study to investigate whether employees do understand effectiveness of PMDS on employees performance. The research design consisted of a case study where seven interview questions were conducted with the first employees from level four to level eight (operational staff), middle managers from level nine to level twelve and senior managers in the Office of the Premier Eastern Cape. Data analysis led to thematic analysis two themes were developed from the objectives of the study. This study has made the following recommendations: The employees in the Office of the Premier should be regularly monitored and evaluated on how to implement performance management and developed system. As a result, the study will give more understanding in aligning with the OTP strategy and drive individual performance, but will also assist all levels of employees within the OTP: EC in understanding the day to day operational activities of performance management. It will also help employee support and talent management professionals in knowing and understanding the best practices to adopt, in managing their individual performance levels.

An assessment was also conducted into checking whether or not performance management motivated employees as its main purpose from a theoretical perspective versus current practices in the public sector, however, the focus of the study was the Nkqubela TB Hospital. The study also assessed the challenges encountered or experienced during the implementation of the performance management and development system at the Nkqubela TB Hospital. It adopted a qualitative approach and a desktop analysis was conducted. The study also assessed whether or not staff were being or had been trained in order to improve their development and the performance of services at the Nkqubela TB Hospital. As public administration is based on theories, this study also examined performance management from a theoretical perspective in relation to current practices at the Nkqubela TB Hospital. This research study significantly highlighted or discovered that training, communication, feedback and the proper implementation of performance without favouritism were important aspects and that it had to be noted for good governance. The research also revealed that a performance management and development system enabled employees to better understand the relationship and correlation between the strategic goals and objectives of the department, employees’ key performance areas and alignment with the vision of the organisation. - Description: The primary aim of this study was to establish whether the Performance Management and Development Systems (PMDS) in public institutions, has an effect on service delivery, with specific reference to the Nelson Mandela Bay Municipality (NMBM). This is pertinent because municipalities have become the focal points of service delivery and they tend to focus mainly on complying with the legislative frameworks of having an Integrated Development Plan (IDP) and Performance Management and Development Systems (PMDS) rather than implementing the Integrated Development Plan (IDP) and the Performance Management and Development Systems (PMDS) to enhance service delivery to communities. The Department of Cooperative Governance and Traditional Affairs (CoGta), introduces the Performance Management framework to municipalities with the aim of empowering the communities to demand better services and to hold municipalities accountable. This study provides an in-depth theoretical review on PMDS and service delivery. It is evident that one of the biggest challenges that are being faced by most municipalities in South Africa, is the lack of universal access to services such as water and electricity, sanitation, refuse removal systems and local economic development. This study employed the qualitative research approach to validate the research questions as well as to address the research objectives and data was collected through documentary sources of annual reports, Integrated Development Plan (IDP), Service Delivery and Budget Implementation Plan (SDBIP), articles, journals text books and legislation. Further findings in this study indicate that Performance Management and Development Systems (PDMS) in the Nelson Mandela Bay Municipality (NMBM), has not led to positive changes in service delivery and this is identified by violent service delivery protests. This study also identified that the system is currently flawed because, amongst other things, there is minimal employee involvement in the planning of performance management, including a lack of training opportunities to address identified weaknesses and the non-payment of performance bonuses to good performing employees, similarly majority of employees do not know their performance targets as reflected in the Service Delivery and Budget Implementation Plan (SDBIP). Recommendations emanating from the literature review are presented to enhance service delivery for the Nelson Mandela Bay Municipality (NMBM) through Performance Management and Development Systems (PMDS) and they include cascading PMDS to all employees, furthering issues of alignment and integration of the Integrated Development Plan (IDP) processes, budget, PMDS, monitoring, evaluation and training on the formulation of Key Performance Areas (KPAs) and Key Performance Indicators (KPIs). If these recommendations are adopted, the Nelson Mandela Bay Municipality (NMBM) will be able to deal with the current developmental obstacles that are being faced, in a more effective and efficient manner.

- Description: The main aim and objective of the study was to conduct an evaluation of Performance Management and Development System with reference to South African Social Security Agency Eastern Cape Regional Office. In order to achieve the objective, the study applied stratified random sampling to draw a sample of 44 participants and 4 key informants representing the four PMDS Moderation Branch Committees. The study utilized questionnaires and semi-structured interviews as data collection instruments. Data analysis was conducted using descriptive statistics in terms of frequencies and percentages of occurrences. Data was also analyzed using thematic content analysis and a number of themes were identified. The main findings of the study, were that there was alignment of individual key performance areas to their unit’s Operational Plan and ultimately to goals and objectives of the Agency. There was lack of performance feedback sessions between supervisor and supervisee, which resulted in training of employees not being conducted. PMDS Moderation Committee members were not equipped in terms of how to assess employee performance. The main recommendation of the study is for the Human Capital Development unit as custodians of the implementation of PMDS, to conduct regular workshops on the application of the PMDS Policy for the employees as well as training of the PMDS Moderation Committee members. This would be done in an effort to ensure that the implementation of PMDS leads to the achievement of the goals and objectives of the Agency. The implementation of the PMDS Policy at SASSA Eastern Cape Regional Office has the potential to contribute to improved service delivery and by implication, the improvement of the quality of life of the millions of the recipients of social grant.

- Description: Public administration theory suggests that public participation in good governance plays a critical role in the socio-economic development of communities. This study seeks to investigate the impact of public participation in good governance; identify hindrances for public participation in the good governance; examine current efforts and processes in place to promote public participation in municipal governance of Buffalo City Municipality. A qualitative research methodology that considered a comprehensive review of literature and secondary data was adopted for this research. The literature review explored the theoretical, conceptual and legislative framework for public participation in good governance. Regardless of the importance of public participation in good governance, the research has shown that public participation is not being implemented at the level that enables the nation to achieve its good governance vision. It is therefore recommended in the dissertation that, when municipalities draft Integrated Development Plans (IDPs) that embrace public participation in good governance, they should firstly analyse current context of municipal area; establish strategic objectives and vision of the municipality; identify and design the actual projects to carry out. Moreover, municipalities should consolidate all project proposals from local and district municipalities, and ultimately consider and integrate all the submissions received in relation to the draft IDP.

- Description: One of the post-1994 democratic government’s foremost tasks has been to transform education into a more responsive tool in building communities in order to drive economic and social development. Thus, today a number of legislation and policy changes were made. Throughout the country, today emergence of technology in education paradigm is at the center of education development, terms such as e-Education and e-Learning are popular. The Western Cape Education Department in particular is bound to align its policies and programmes to ensure that they speak the language of the fourth industrial revolution. The Western Cape Government’s (WCG) vision on e-Learning as informed by the White Paper 7, policy document on e-Education and further supported by the National Development Plan (Operations Phakisa), has adopted various policies and projects on education. This includes the game changer initiative of the WCG that gave birth to the e-Learning project. As part of this project the WCG has invested hundreds of millions to implement the project throughout the schools in the Western Cape province. The aim of this study is to enhance ICT solutions in schools, educator professional development, learner upskilling and infrastructure development, in order to achieve social and economic inclusion of the people of the Western Cape. The purpose of this study was to evaluate the implementation of the project, while identifying the challenges experienced and further record corrective measures that should be taken into cognisant in order to achieve the successful completion of the project. The literature review was undertaken to provide an in-depth understanding of the existing subject body of knowledge. This review covers various subtopics on the subject, comprehensive analysis of the phenomena under investigation and furthermore, look at theoretical perspective of project evaluation. Since the challenges were identified and outlined during the course of evaluation, therefore, corrective measures are thus explicitly taken with cognisant in ensuring completion of the project. Thus, this treatise provides an insight on the emergence of e-Learning, further explain various key concepts and venture to a number of recommendations in improving e-Learning project in the Eden and Central Karoo (Karoo) District of the Western Cape Education Department.

- Description: The purpose of this study was to evaluate the Leadership Development Strategic Plan and its implications on leadership development. This is on the backdrop of a revised five-year plan for 2015/16-2019/20, which was developed and tabled in Parliament in March 2015. The revised strategic plan identified vital outcomes, goals and objectives against which the Basic Education Department’s medium-term results will be measured as well as evaluated by Parliament. The goals of the strategic plan are based on the National Development Plan (NDP) and they are comprised of efficient and effective management and governance, improved teacher supply, utilisation and development, effective development, implemention, monitoring and evaluation of the curriculum, effective systems for information management, planning, co-ordination, district support and assessment, enhanced social cohesion in schools as well as the wellbeing of learners. It was noted in this research that various definitions of leadership exist and they were presented before an operational definition suitable for this study was selected. The aims of leadership development were elaborated while assessing the needs thereof. Thereafter, theories supporting leadership development were identified and explained. The study used a qualitative methodology to investigate and evaluate the Leadership Development Strategic Plan through document analysis, thereby gathering the views and perspectives of various stakeholders. This allowed the researcher to obtain in-depth information on the Leadership Development Strategic Plan in the Eastern Cape Province Department of Basic Education (DoE). In order to fulfil the objectives of the study, a survey was conducted using a questionnaire among the employees of the Department of Basic Education in the Eastern Cape. The research revealed that employees from DoE encounter a number of challenges regarding the accessibility and availibality of services, consultations and facilities. The research discovered that there is a frequent change of management. There are also problems of communication within the hierarchy as well as with the match and placement of employees within the department, according to their qualifications. It was also evident that there is no strong leadership, no service delivery and a high employee turnover. The research also revealed that there is a lack of proper evaluation and monitoring, a resistance to change and a disregard of policies as well as a lack of leadership skills and an instability of the environment due to political interference. Yet it was evident in this research that there was an aspect of consultation during the development of the strategic plan and that the monitoring and implementation of the strategic plan is present, as planned by the department. The research also discovered that the level of leadership is high and of good quality, yet the challenges in the implementation of the plan are due to political appointing. The research therefore recommended that further research needed to be conducted to understand issues regarding this subject in greater detail. It also recommended the introduction of a curriculum that produces good education. More so, it recommended that there must be proper training regarding the monitoring and evaluation of the Leadership Development Strategic Plan. The study further recommended that the leadership must have access to leadership programs where they can receive the best practice as leaders.
