In 2010, South African Cabinet requested the Department of Performance Monitoring and Evaluation (DPME) in the Presidency in collaboration with the Department of Public Service and Administration (DPSA) to lead the development of a comprehensive assessment tool through the nine provincial departments and offices of the Premiers as the Provincial coordinating agencies. The aim of this empirical study was to assess how Management Performance Assessment Tool (MPAT) can be well utilised to improve audit outcomes of the Department of Cooperative Governance & Traditional Affairs (DCoGTA). Performance Management which is the basis for the research aims at assisting the DCoGTA in the Eastern Cape to better apply the MPAT tools to achieving better performance improvement through well informed Management decision-making which will ultimately guarantee smarter public service delivery and improved audit outcomes. The research methodology is socially driven in outlook with designed structure and plan which investigates the research aims through an introductory platform on the research questions demanding answers towards solving the research problems emanating from the main title of the research. Data analysis which informs the research findings provides some policy lessons on the application of MPAT as a tool for performance improvement when it is appropriately applied, and adopted within the decision-making structures of the Department of Cooperative Governance & Traditional Affairs of the Eastern Cape Provincial government.

- Description: The purpose of this qualitative research study is to comment on the visual representation of women between the ages of twenty and thirty within white contemporary Afrikaans culture. This will be achieved through an analysis of stereotypes evident in Afrikaner culture. Examples of this include but are not limited to the text and visuals in the Goeie Maniere en Etiket (1981) book by Emsie Schoeman and dated Afrikaans magazine issues by Huisgenoot (Issue XLII, 2 June 1961) and Sarie Marais (Issue 17/19, 30 March 1966). Interviews were conducted with five white young Afrikaner women using a collaborative approach, to gain a better understanding of the influences that cultural and visual stereotypes have on an individual. The research aims to comment on how the emerging post-apartheid generation of young Afrikaner women are responding to the cultural expectations and engaging with their Afrikaner identity in the way they choose to represent themselves through tableau portrait photography. The study is based on a practice-based research method, which encompasses two components: a written output and a practical output. These function as a unity, where the written component guides the development of the practical body of work. The written document provides the foundation and framework in which the practical work functions, creating a conceptual framework that guides the process of collaboration between the visual artist and subject to construct a contemporary visual representation that focuses on how young Afrikaner women react to traditional cultural roles and develop an understanding of self. The study makes use of Gillian Rose’s visual analysis framework as a critical analysis tool to determine the visual representation that emerges from the collaboration between the visual artist and the subject. Ultimately, the aim of this research is to facilitate the potential for the subject to critically engage with visual identity by collaborating with the visual artist. This research presents a unique approach to communicate an evolving post-apartheid identity and has contributed to an understanding of the feminine identity construction of the emerging Afrikaner generation in a democratic South Africa.

The practice of this research consists of three parts: firstly, a textual investigation to establish the basics (note taking- visual journal); secondly, practical exercises to gain a better understanding of the behaviour of various steels by utilizing traditional methods of forging to explore the potential applications for the forge as a tool in service of the visual arts; and lastly, reflection on the process to modify and adapt processes (methods and techniques) to promote further interest in the use of a forge as tool during the making of three-dimensional visual art.

- Description: This study aimed at determining the contribution of Human Resource Development to job creation in the Eastern Cape Province. This investigation was done on how development in human resources in the Municipality (King William’s Town/Bhisho specifically) and the Province would help reduce the rate of unemployment in the Province of Eastern Cape in general. This research was necessitated by the fact that Eastern Cape is one of the Province with the highest level of unemployment in the country and Bhisho is the administrative capital of the Province. The study investigated the relationship between HRD and job creation in the Province. The statement of the problem, therefore, provided a foundation within which the aims of the study were explained. The significance of this research cannot be overemphasized especially against the backdrop of the intertwined society crisis of unemployment and poverty facing the Province. Although an extensive amount of research on HRD has been conducted, there is still no specific solution to how the human resource development contribute to job creation to reduce poverty and its associated social vices in the Eastern Cape Province. The objective of the study examine how human resource development can help reduce unemployment, discuss how stakeholders can help train and develop the youth especially the unemployed and to examine the relevance of human resource development to government department in King William’s Town/Bhisho. The nature of the study necessitated the use of questionnaires to elicit information from households. The researcher then presented, analyzed and discussed research findings. The nature of the study enabled the use of tables and frequency distribution to present data. In drawing conclusions, it became clear that there were problems hindering job creation and employment in the Municipality. The main problem was the lack of employable skills on the part of the job seeker and inadequate entrepreneurial skills to create new jobs or expand already existing jobs. To address the problems identified, recommendations were made to the Municipal officials, institutions of learning (FET colleges and universities) and to job seekers/students as well.

- Description: Workplace harassment is experienced internationally, and much research has been done on this very complex topic. An area that has not received much focus is “power harassment” which specifically refers to the abuse of one’s authority or position in the workplace with the intent to harm an employee, provided the succumb to whatever undue pressure or influence exerted. The context of this study is the public service of South Africa because it is characterised by strict norms and a high level of bureaucracy, an is assumed to be free from such occurrence. A provincial department in South Africa was used as case study and inferential statistics was used to generalise the findings. The main aim of the present study was to establish the prevalence of power harassment in the provincial department. A representative sample was selected from the provincial department and information was collected by means of an online survey. A quantitative analysis was conducted using descriptive statics. Chi-Square tests and cross tabulation tables were analysed to test several hypotheses.

- Description: Long gone are the times when a woman’s place was in the home. This research was therefore aimed at highlighting the evolving of times in that women and men are now exposed to equal opportunities, and most specifically in education as well as in the workplace. However, the level of equal opportunities that they are exposed to is seemingly not the same when it comes to the work environment, as men still enjoy most of the benefits of being in top positions and being paid more than the female counterparts for doing the same or similar work, with women still discriminated against in this regard in the workplace like they did in the past. South Africa has made significant progress in terms of the economic participation as well as empowerment of women in the labour market. The country has also made great strides in mobilising female leadership and political participation. This has been done through the introduction of labour regulations and affirmative legislation to correct the injustices of the past for previously disadvantaged individuals, and for the purpose of this research, women. These corrective legislative measures also protect women from present unfair discrimination and ensure that they enjoy equal opportunities to education, the workplace and society. Equality in all respects is very important and is the founding principle for the new democratic South Africa, and in this regard gender equality, as women and men are regarded equal before the law and must therefore be treated as such in order to be able to fully create and achieve the vision behind this blueprint. However, the accuracy and efficacy in the implementation of these legislative measures is questionable, because the policies are there in blueprint. However, when it comes to the actual realisation of these policies, it is a different tale as even the numbers prove that it is still very much a man’s world, especially in positions of authority in the workplace as women are still very much circulated in lower and middle level management echelons in both government and industry. This is a prevalent issue not just in South Africa, but worldwide. Even though there are more women than men in the country and apparently in the workplace, one would think that the situation for women would be better. The situation is slowly improving, but it could be better than it is still. Change does it indeed take time, and that is very much clear in terms of policy implemenation, the attitudes in society which still very much influence both men and womens careers, and the representation of women in positions of authority. One would therefore also think that as women are seemingly in majority in the workplace, they would also be in majority in executive and decision-making positions. However, that seems not to be the case as even so and to emphasise this point, women are most spread accross lower levels in organisations, and oftentimes in low-skilled and low-paid sectors in the economy. Therefore, the purpose of this research was to highlight the plight for women in terms of gaining access to the executive suite in government and industry. Indeed, there are legislative frameworks that have been put in place to assist women in this regard, to gain access to management roles, and thereby the senior management roles particularly. However, the research has proven that women are still very much congested in lower and middle management roles, and the senior management roles are still very much occupied by men. There are women who have risen to the occasion and are in executive positions in various spheres, thereby busting the myth that women are not fit to be in leadership positions or cannot handle the job, nor the responsibilities and pressures that come with the job. However, many women in leadership positions are faced with different kinds of pressures than men, such as balancing work and family life, including patriarchal attitudes in the work environment and society about the place and even work of a woman. Therefore, the research was aimed at evaluating the level at which society functions today in terms of growth on the aspects of a woman’s place and that of women in leadership, and finding out what are the attitudes and perceptions in terms of women empowerment in society. There is still the perception that women cannot reach the executive suite, and that it should be a man’s job both in the workplace and in society, and also there is a shock to see a woman advance into what is thought to be a man’s world. Indeed, there has been a somewhat positive shift in that women are getting an education and slowly penetrating these male dominated spaces. However, it is not enough. Legislation is there, but it might not be properly implemented and executed in the various spaces that men and women interact in both in society, the workplace and organisations in South Africa and abroad. It seems highly unlikely and unbelievable that not much has really changed over the years though. Indeed, one could argue that the situation for women is much better than before, as they were before barred from even entering the world of work, as it was believed that a women’s place is in the home in times of yesteryear. The situation is indeed better for women, especially in politics. The study therefore provides concrete evidence that women are still faced with barriers in organisations or the workplace, and hence their underrepresentation in positions of authority highlights some of these barriers, whether they are evenly visible or not.

- Description: The National Treasury Regulations (2009) require all government departments to exercise transparency, openness and fairness in the procurement of all goods and services. The aim of this study was to analyse and determine the use of Monitoring and Evaluation (M&E) as an internal control measure in the supply chain management (SCM) process by the Department of Roads and Public Works (DRT), Sarah Baartman District Center. Poor internal controls, in relation to SCM regulatory framework compliance, remains a key challenge for the DPWT which led to negative performance information in the audit findings (Auditor-General, 2016/17). SCM falls within the finance management pillar which is one of the most important governance areas in public resource management. The study presents the place and nature of the public SCM environment, relevant theories and legislative frameworks towards an efficient and transparent SCM value chain. The Public Finance Management Act of 1999 (PFMA) is meant “To regulate financial management in the national government and provincial governments; to ensure that all revenue, expenditure, assets and liabilities of those governments are managed efficiently and effectively; to provide for the responsibilities of persons entrusted with financial management in those governments; and to provide for matters connected therewith”. The study adopted a qualitative documentary analysis research approach. A core finding of the study suggested that the provincial sphere of government needed to develop a participatory provincial government strategy for provincial development. A key recommendation that has been forwarded, suggests that the government needs to strengthen the policy on provincial management in order to facilitate sustainable economic growth and thereby promote social welfare gains.

- Description: The 1997 language policy in basic education promotes multilingualism in basic, education where there is under-utilisation of African languages. The main aim of this study is to investigate the reason for the under-utilisation of African languages in basic education. Transitional bilingual education is practised (TBE) instead of developmental maintenance bilingual education (MBE). The pre and post-apartheid language- in-education policies, including the Constitution, were collected, analysed and interpreted to find out why these languages are not used for education. It was discovered that the legacy of the previous policies has had an influence on the present policy. Also, the escape clauses on the present policy, such as “practicably reasonable,” and “choose,” have an impact on non-implementation of the post-apartheid language policy. The researcher recommends the development of an implementation plan and the revision of powers for SGBs to choose languages for their schools.

Financial management is a critical element of good governance and it requires a great deal of attention with parallel internal systems and controls. The study determines the role of various bodies within the public finance environment and the relevant legislative frameworks towards efficient and effective financial management by departments. The Public Finance Management Act(1999) and National Treasury Regulations (2009) require all government departments to ensure accountability on resource allocated to be able to measure value for money in relation to the delivery services to communities. The primary objective of this study was to assess the effectiveness and efficient management of public finance in terms of the PFMA as the legislative framework and the MTEF as a financial management tool. The Constitution Republic of South Africa (Act 108 of 1996) makes a provision that all the three government spheres to be developmental-oriented in nature with clear accountability and transparency lines towards service delivery. On the same breath, The Public Finance Management Act of 1999 (PFMA) is meant “To regulate financial management in the national government and provincial governments; to ensure that all revenue, expenditure, assets and liabilities of those governments are managed efficiently and effectively; to provide for the responsibilities of persons entrusted with financial management in those governments; and to provide for matters connected therewith”. With the above introductory contentions from different authors and researchers, this study will basically be on providing more details on the policy documents namely; PFMA so to establish the nature and extent to which effective and efficient financial management has improved good governance in the Department of Treasury & Planning, Eastern Cape Province.

Beyond Pierre Hadot’s promethean and orphic framework: critical reflections on Leonardo Dicaprio’s environmental documentaries in relation to the veil of ISIS

- Description: In his book The Veil of Isis: An Essay on the History of the Idea of Nature (2006), Pierre Hadot details two opposing paradigmatic attitudes to nature that have prevailed over the ages, namely, the Promethean and Orphic approaches, which entail, respectively, the violent unmasking of nature’s secrets through technology and the gentle approximation of them through aesthetic means. However, while this dichotomy does constitute a useful tool for understanding broad attitudes toward nature, it does not allow for consideration of the more nuanced, responses to nature across the various epochs, including the contemporary context of the looming ecological crisis. For this reason in what follows, Hadot’s Promethean-Orphic binary will be extended into a more comprehensive framework that allows for the contemplation of three additional approaches to nature, namely Socratic withdrawal, Aristotelian-inspired faith in teleology and the Hippocratic pursuit of balance with nature – which Hadot sees as either displaced by or incorporated into the Promethean attitude. Thereafter, various historical epochs will be explored through the lens of this extended Hadotian framework in order to assess the manner in which the abovementioned attitudes and approaches to nature have been adopted and progressively rearticulated, from Archaic Greece to Deleuze’s control society. And it will be advanced that, while at the outset, these approaches were more or less equivalent in terms of their discursive influence, over time Prometheanism, and the rearticulated permutations of Socratic withdrawal and Aristotelian-inspired faith in teleology, have combined to constitute what is here referred to as the Promethean/Socratic/Aristotelian nexus; a nexus which, as will be discussed, has progressively eclipsed the less invasive approaches of Hippocratic balance and Orphism, to the detriment of both nature and human relations to it. The progression of such tendencies will then be examined in relation to the two contemporary environmental films associated with Leonardo DiCaprio, namely The 11th Hour (2007) and Before the Flood (2016). This will be done in order to draw into conspicuity the intensification of discourses surrounding the technological dominance of the environment by humans who have withdrawn from nature, inspired by faith in the telos of the free-market economy, along with and the attendant marginalization of balance-seeking and aesthetically-oriented approaches to nature. Furthermore, it will be advanced, in concluding that such discursive patterns could account for the widespread apathy and indifference which characterizes contemporary responses to the environmental crisis.

- Description: The Catholic Charismatic Renewal is a movement within the Catholic Church that blends and synthesizes elements of Catholicism and Pentecostalism. The movement straddles these two religious traditions within Christianity. Besides its incorporation of elements of Catholicism and Pentecostalism, the movement also has as its objective, the revitalizing and renewal of the Catholic Church through the power of the Holy Spirit. These fundamental orientations of the Catholic Charismatic Renewal distinguish it from other Catholic movements, bestowing on it its unique identity. Although different from other Catholic movements, the movement and its members lay claim to a Catholic identity and seek to assert its legitimacy within the Catholic Church. Existing literature has provided useful insights into the question of identity within the Catholic Charismatic Renewal. However, the question of identity construction within the movement has not been adequately and comprehensively addressed in academic literature. This is especially the case in the African context. This leaves therefore a gap in our knowledge of how the movement and its members construct their catholic and charismatic identities. This study sets out to explore how the movement and its members construct their identity in relation to the Holy Spirit, the institutional Catholic Church and other Catholics, as well as in the context of the movement’s ritual music. Identity construction in the Catholic Charismatic Renewal is seen as key to making meaning of the movement and its place within Catholicism. The study adopted a qualitative research and ethnographic approach in which empirical data was collected in the context of fieldwork through informal, semi-structured and focus group interviews as well as participant observation during the activities of a Catholic Charismatic prayer group in Minna, Nigeria. Theoretical perspectives drawn from identity, hermeneutics and anthropology of extraordinary experience were used as analytical lens in the study. The study revealed that identity within the Catholic Charismatic Renewal was constructed principally in relation to the Holy Spirit. A spiritual experience or encounter was central in such identity construction, and the subjective and intersubjective identity of the members revolved around the two key concepts of ‘spirit-centred identity’ and ‘empowerment’. The study indicated that the members of the movement constructed their identity in ways that demonstrated their loyalty to the Church and their status as an officially recognised Catholic movement. In addition, their identity was also constructed in relation to the functions that they perceived themselves to perform within the Catholic Church. Although the members of the movement considered their charismatic and catholic identities to be compatible, they understood themselves to be different from other Catholics. The study also showed that while music was considered to be important within the movement, the context and content of its ritual music were overwhelmingly Pentecostal, and music that projected a catholic identity was relegated to the background and given expression mainly in the realm of individual religious practice. The study suggests that identity construction within the Catholic Charismatic Renewal is multiple, ongoing, flexible, and sometimes contradictory and paradoxical. Through its identity construction, the members of the movement demonstrate the heterogeneity of the Catholic space and seek to extend the boundaries of Catholicism.

The dynamics of the student protests at Rhodes University, Grahamstown, South Africa, in 2015 and 2016 are used as a case study. There were four waves of protest at Rhodes University in 2015 and 2016: RhodesMustFall, around issues of transformation and decolonisation; FeesMustFall 2015 and 2016, with the demand for fee-free tertiary education; and ReferenceList, a protest against rape and rape culture. Each protest had its own dynamic, and provided to a greater or lesser extent the potential for resolution. The study was informed by conflict theory, models and approaches that included perspectives on decolonisation and transformation, social movement theory, conflict dynamics and conflict management strategies, rape culture and sexual violence. Key concepts were drawn from the works of Galtung on structural violence, and in particular his concept of the conflict triangle, and Lederach’s work on conflict transformation. This was qualitative research within the interpretivist paradigm. The chief sources of data were a series of semi-structured interviews; university statements and communications; statements by student protesters which appeared on social media; print and electronic media. The findings reveal that conflict resolution strategies were employed in all four protests. These succeeded in two of the protests: RhodesMustFall and FeesMustFall 2015. The other two protests – ReferenceList and FeesMustFall 2016 - ended in deadlock and hurting stalemate. The most successful negotiations were those facilitated by mediators from within the university community. There were also some significant attempts at intervention from outside. However, mediators from outside were generally unaware of the dynamics, lacked the trust from both sides, were easily open to manipulation, and failed to achieve solutions. What has emerged from this study, and which is consistent with conflict theory, are the limitations of conflict resolution strategies in situations of intractable conflict. Of particular significance was role of emotion in the protests under study. Humiliation, shame, fear and hatred all played their part. The protests saw the emergence of the tactics of “reverse humiliation”: an unconscious strategy by protesters to use humiliation and shame to undermine and weaken others. Where one or more of the parties had nothing to lose by allowing the conflict to continue, the negotiations had little prospect of success. In the context of intractable conflict and deep emotion, conflict management strategies, though useful, are of limited value. A model of a ‘peace and transformation mosaic’ of conflict resolution is proposed, and a number of recommendations for policy and strategy are made.

- Description: This study sought to explore a workplace conflict case study through a conflict management framework in an effort to offer recommendations to the organisation. The study was located in a day care centre, which has been in existence for over 15 years and which provides a number of health and social support services, and capacity-building opportunities for children, women and youth. The study presents a literature review and theoretical framework on conflict, workplace conflict and work conflict management as a backdrop for the empirical investigation. The study employed a qualitative research design and methodology. The study found that the conflict in the organisation has multiple bases, of which communication, structure and values are the major contributors. The conflict is both affective and substantive in nature. The essential divining force is the perceived and felt change in the organisational value and orientation which links to the historic versus the emerging developmental approach driving the organisational programmes.

Public participation in South Africa is important, as it is the backbone of the democratic state that was introduced by the 1994 democratic elections. Public participation is essentially a process that engages communities from the planning phase to the implementation and evaluation phases of a particular activity or project. Public participation has become a key aspect of South African planning and is a recurring theme in several legislative and theoretical documents. Public participation is a principle that is accepted throughout all spheres of government. It is important because it is the only method whereby government can gain a sense of the needs and aspirations of the various communities. With specific reference to municipalities, public participation is enhanced through the establishment of ward based planning. The Port St Johns ward based planning process has not only been an opportunity for households and communities to contribute to the integrated development plan (IDP), it has also provided them with access to information. This is the first step towards re-skilling our people to participate in the knowledge economy. The ward based planning process provides a link between municipal level planning and delivery and activities at ward level. Port St Johns’ ward based planning process is the vehicle for entrenching participation in the IDP in order to maximise co-ordination and synergy between priorities and municipal programs. The main objective and aim of the study was to advance recommendations that may be adopted as solutions to Port St Johns’ municipal management for improving a strategy for the public to participate in municipal activities. In conclusion, this study found that community based planning does influence the municipality’s integrated development plan but its effectiveness lies in proper planning and giving it the attention it deserves as one of the tools to be used to improve public participation in the affairs of the Port St Johns Municipality.

- Description: Prior to 1994, religious freedoms were largely restricted because the constitution at the time vested its powers in the president who was at the time was Dr. Hastings Kamuzu Banda. Banda, who ruled Malawi for thirty years, sought to present Malawi to the outside world as a Christian nation. This was purposefully done by ignoring the existence of other religious faiths in the country of which Rastafari was one. Although the Rastafari movement was in existence during Banda’s presidency, most Rastas found it difficult to practice their religious beliefs freely. Because of this, it was found that throughout the three decades Banda was in power, the Rastafari movement in Malawi was virtually underground. This further gave the public impression to the public at the time that Rastas were non-existent in the country. It was only after the general elections of 1994 that Malawians became aware of the existence of the Rastafari movement in the country. With that said, there remains a paucity of written information on the Rastafari movement in Malawi, that is before and after the 1994 general election. To be able to establish why the Rastafari movement continues to grow in Malawi, this thesis began by addressing the question of why a certain group of individuals would seek becoming to Rastas in Malawi including its impact on their lives including relationships with both friends and family members. For the many that embraced Rastafari, the intention was to embrace a spiritual identity that was separate to that of their parents. Most raised the concern that the religions that they were previously affiliated did not allow them the freedom to explore their spirituality. This further raises the question regarding the link between established religions and spirituality. In as much as Rastafari has provided the individuals in this study a sense of meaning and identity in their lives, they have had to contend with facing confrontation with friends and family members. This thesis also explored the experiences that come with being a Rasta in Malawi. Amongst the issues that are of concern to the Rasta community is that for the many Rasta children that attend public schools, most are denied their right to attend classes with dreadlocks. Most Rastas had hoped that with the advent of democracy in Malawi, their fundamental rights would be recognised and protected under the constitution. What this thesis has demonstrated that despite the existence of democracy in Malawi, it did ultimately result in a society that would be open to diversity. What this study has demonstrated is that Malawi continues to remain a highly conservative society. This is further illustrated in the way Malawian Rastas have had to contend with being denied employment opportunities including their fundamental right to smoke chamba (marijuana) freely. This thesis set out to argue that the democracy brought about by the elections of 1994 did not necessarily result in the improved conditions of minority religious groups like Rastafarians. This is despite the current constitution allowing for religious freedom. Despite this, the thesis further set out to show that the Rastafari movement does have vital role in the current dispensation. The issues that make the Rastafari movement pertinent in present-day Malawi include issues of corruption and neo-colonialism. This thesis concluded that more must be done to improve the conditions of Rastas in Malawi. Some of recommendations that were raised in this study included reviewing the current policy regarding the length of hair that one wears to school as it relates to one’s religious beliefs. The other recommendation that was raised in this study includes amending the Religious and Moral Education (RME) school curriculum in order that it becomes inclusive of other religious faiths that are existing in the country. In addition, the current legislation regarding the possession of chamba must be amended to accommodate for religious groups such as Rastas who use it for religious purposes.

- Description: This research examined the use of a personnel performance appraisal, a component of performance management system to evaluate employees at the Southern Operation Region Office of the Department of Water and Sanitation, Port Elizabeth and how this affects their performance. Writers in the available literature, contend that the objective of performance appraisal policy is to review work performance and provide feedback to facilitate measures and programmes to improve employee performance. Cascio and Aginis (2011:73) write that performance appraisal is a systematic description of individual or group job-relevant strengths and weaknesses as an important part of a performance management system. The study firstly analyses the effectiveness of performance appraisal in evaluating the management of the utilisation of resources. Secondly, the appropriateness of the tool in assessing the capacity of employees and contributing towards facilitating programmes and training to develop employee effectiveness. Thirdly, the study also examined the perception of employees on the use of performance appraisal as a management tool in the Department of Water and Sanitation Regional Operation Office. The study adopted a mainly qualitative methodological approach and purposively selected a sample of 30 employees at the Southern Operation Region Office of the Department of Water and Sanitation in Port Elizabeth who completed the questionnaire for the study. The choice of the qualitative research methodology is due to the fact that the approach is well suited to the collection of in-depth and perceptual information and for discovering underlying motivations and perceptions of the employees as respondents. The general employees at the area chosen for the study is one of a relatively young employee profile. The average age of the employees is about 28. The findings revealed that competence, assessment and development, communication and the adequate training which employees received based on the performance appraisal all had an impact on employee performance in Department of Water and Sanitation. Furthermore, factors, such as employee training, competence and communication could not be ignored since they were rated to a moderate extent v by the employees and it also contributed to employee performance. The study findings specifically highlight the importance of effective communication between the employer and the employees in order to improve employee performance appraisal processes. The study recommends a set of guidelines which could be used in improving the current performance appraisal policy and further boost employee performance.

In order to achieve this goal, it was necessary to review the literature on human resource management. The motivation of job satisfaction was used to utilise the full potential people so as to ensure quality products and services. This is a very complex issue owing to the wide range of internal and external factors that impact on it. The study employed a literature study to examine the employee turnover. Moreover, the study discussed the types, consequences and factors influencing employee turnover. It also discussed retaining strategies, steps to manage employee turnover and methods to reduce employee turnover. The findings of the study revealed that an overview of human resource management plays a key role in determining the survival, effectiveness and competitiveness of an organisation. Factors influencing employee turnover determine employee turnover, and one of these is the labour market, which is determined by economic conditions. The findings also revealed that the causes and consequences of employee turnover can impact both negatively and positively to the organisation. Thus, the management of the Department of Education should perhaps adopt intervention strategies to control the main factors. In this regard, the study made recommendations for the motivation of educators in carrying out the core business of teaching and learning. This would involve the adequate allocation of all resources and benefits that surround teaching and learning and the introduction of a retention policy, which might encourage qualified and productive employees to continue working for the Department and reduce the unwanted voluntary turnover of valuable employees.

- Description: This experimental study focuses on the activity of music-listening and its effect on students’ learning and memory. This is particularly relevant today given the ‘sound-consuming culture’ which results from advanced multimedia technologies. To determine music-listening’s effect on students, we examined the cognitive effect that music-listening had on their memory and learning. A non-probability convenience sampling technique was employed to recruit a limited population of 227 male and female participants from three Port Elizabeth high schools between the Grades of 8 and 9. A ‘two group design’ was used with 189 students (54 males; 123 females) completing a word-recall test and reading comprehension test. During the first round of testing all participants completed both tests under the first music treatment condition: silence. During the second round of testing, a second set of tests was provided with the experimental group placed under a treatment condition of self-selected background music while the control group remained under the condition of silence. Independent sample t-tests were used to analyse the data of this study. The results showed that listening to self-selected background music had a negative cognitive effect on students’ memory and learning during the completion of the word-recall tests. However, no significant effect was found in students’ ability to complete a reading comprehension. In addition, this study also showed that female students seemed to have significant negative cognitive effect during the word-recall test. The findings of this study therefore showed that, depending on the task, word-recall tests (but not reading comprehension tests) were cognitively affected by music-listening.
