- Description: A doctoral study was embarked upon with the intentions of addressing cost management problems encountered on Infrastructure Delivery Projects in South Africa. Given that poor cost performance constitute hindrance to the realization of project goals, it is imperative to eliminate it from project delivery. The prevalence of cost overrun in public sector projects is a call to all stakeholders to address cost management issues in the construction industry. The predominance of cost overruns in public sector construction projects in South Africa has been observed. With the decline of the current economic conditions in South Africa, project performance is a great concern that needs attention. In addition, ineffective initiatives to curb the abuse of the procurement processes are directly affecting the outcomes of construction projects, and if these status quo remains, the sector will continue to have a bad image and continued waste of taxpayers’ money will not cease until the public sector remove non-value adding activities in their operations. Study adopted a mixed methods designed that collected both textual and statistical data. Semistructured interviews were undertaken to determine the outcomes of current project management practices in South Africa. In terms of performance of projects, the status quo paints a disconsolate picture. Findings reveal protracted processes, and the use of unqualified and inexperienced contribute to poor performance of public sector projects. Poor performance continues to dominate the construction sector, especially in the public sector. Interviews data were contrasted with evidence from project-related documents. Based on the data, the study produces a vignette of existing cost management frameworks applied to such projects. Encompassing various stages of the project delivery lifecycle, this vignette will enable an identification of the challenges afflicting cost management on projects. Accordingly, this study identified Lean opportunities from existing cost management practices. Such opportunities will enable identification of effective cost management during project delivery. There appears a need for collaborative cost management practices. Lean tools mentioned for improvement include the 5Whys, the big room, target value design, and the integration of design and construction. A collaborative cost management framework was developed through relevant theories to improve the cost management process of public sector projects.

Improvement was needed in warehouse and transport operations and processes; technology and automation of logistics operations were absent, and delivery of material to customers was not effective. The implication was that the current materials logistics system did not meet the delivery goals of cost, quality and time of a construction project. The recommendations suggested included the adoption of the framework developed in this study. This would serve as a guide towards effective and efficient logistics management for material manufacturing firms, and for construction professionals.

EHRs technology provides portfolio management systems that allow HealthCare Organisations (HCOs) to deliver a higher quality of care to their patients than that which is possible with paper-based records. EHRs are in high demand for HCOs to run their daily services as increasing numbers of huge datasets occur every day. Efficient EHR systems reduce the data redundancy as well as the system application failure and increase the possibility to draw all necessary reports. However, one of the main challenges in developing efficient EHR systems is the inherent difficulty to coherently manage data from diverse heterogeneous sources. It is practically challenging to integrate diverse data into a global schema, which satisfies the need of users. The efficient management of EHR systems using an existing DBMS present challenges because of incompatibility and sometimes inconsistency of data structures. As a result, no common methodological approach is currently in existence to effectively solve every data integration problem. The challenges of the DQ issue raised the need to find an efficient way to integrate large EHRs from diverse heterogeneous sources. To handle and align a large dataset efficiently, the hybrid algorithm method with the logical combination of Fuzzy-Ontology along with a large-scale EHRs analysis platform has shown the results in term of improved accuracy. This study investigated and addressed the raised DQ issues to interventions to overcome these barriers and challenges, including the provision of EHRs as they pertain to DQ and has combined features to search, extract, filter, clean and integrate data to ensure that users can coherently create new consistent data sets. The study researched the design of a hybrid method based on Fuzzy-Ontology with performed mathematical simulations based on the Markov Chain Probability Model. The similarity measurement based on dynamic Hungarian algorithm was followed by the Design Science Research (DSR) methodology, which will increase the quality of service over HCOs in adaptive frameworks.

Innovation: its impact on the success of construction micro, small, and medium enterprises in Northern Nigeria

- Description: There is growing recognition of the important role Construction Micro, Small and Medium Enterprises (CMSMEs) play in economic development. In 2013, Nigeria had about 36,994,578 Micro, Small, and Medium Enterprises (MSMEs) and 731,303 CMSMEs, about 1.99% of the total number of MSMEs in the country. However, 50% of CMSMEs in Nigeria close down within their first five years of existence. Consequently, only about 10% of CMSMEs in Nigeria survive, thrive, and grow to maturity. Enterprises failing within so short a time, portend a huge problem surrounding CMSME innovation and success. While literature seems to indicate innovation as the likely way out of CMSMEs failure, few researchers have considered the connection between CMSMEs innovation and their success. Hence, this research aimed to explore the effect of innovation(s) and innovation systems on the success of the Northern Nigerian CMSMEs. The research objectives were: to identify the types of innovation that are predominant in/peculiar to the Northern Nigerian CMSMEs; to determine how the types of innovation impact the success of the Northern Nigerian CMSMEs; to establish what the innovation systems that manage the innovation of the Northern Nigerian CMSMEs are; and, to determine how the innovation systems, promote innovation among the Northern Nigerian CMSMEs. Qualitative research method was utilised; consisting of 17 recorded interviews within Northern Nigerian which is the study area. The interview also employed structured interview guide, comprising structured open-ended questions to ensure consistency and rigour in the data collection process. The research adopted two stage non-probabilistic sampling, comprising judgmental and snowballing sampling for stage one and two respectively. In stage one, participants were drawn judgmentally based on their innovation and in stage two, the sample size was expanded, using a snowballing sampling technique where the participants in stage one suggested other participants who had also been innovative. Data collected were transcribed and open coded, while the codes for innovation types, and innovation impact on CMSME success were developed with the aid of a deductive code earlier developed from literature. The code occurrences were determined and categorised, and themes were developed. These themes were then subjected to interpretation and analysis. The research findings indicate that the predominant type of innovations within the CMSMEs in the northern part of Nigeria are product innovation, management innovation and service innovation. In addition, there are, technological application innovations, logistics innovations and labour innovations. These innovations impact on the profit, capital, customers, workers and the products of the CMSMEs studied. The innovations are responsible for the CMSMEs success periods, reasons for success and their salient points of success. Therefore, the research concludes that innovation impacts on the studied CMSMEs success. Consequently, the research achieved its aim. The study also discovered an absence of systems that support the innovation of CMSMEs in the northern part of Nigeria. Through this research, an innovation system framework has been developed and it is recommended that it be implemented because of the observed lack of innovation systems in Nigeria.

Integrating sustainability principles in construction health and safety management practices in Zimbabwe

- Description: The construction industry is an important industry to national development through the provision of infrastructure and creation of employment, and hence contributing to sustainable development. Nevertheless, the construction industry has a poor health and safety (H&S) and environmental record. Globally, the construction industry is a leading contributor to workplace fatalities, injuries, and disease. In Zimbabwe, the Millennium Towers accident, which resulted in 15 construction workers losing their lives, compromised the integrity of construction H&S management, and highlighted the need to improve H&S management in the sector. This study examined H&S management in Zimbabwe and developed a framework for integrating sustainability into H&S management practices. The study employed a mixed method research design involving the use of interviews and questionnaires to collect primary data from contractors, consultants, government, clients, and workers in Harare and Bulawayo. A total of 101 questionnaires were successfully completed and analysed, representing a response rate of 55.6%. The data from questionnaires were analysed with the help of the SPSS software v.23 to produce descriptive and inferential statistics. The results of the study suggest that H&S practices are inadequate as demonstrated by the extent to which workers are exposed to hazards and the occurrence of injuries, disease, and fatalities. The factors contributing to workers’ exposure to hazards and the occurrence of injuries, disease, and fatalities include, inter alia, inadequate planning for H&S, inadequate hazard identification and risk assessments (HIRAs), inadequate management of hazards, inadequate occupational health (OH) surveillance, appointment of stakeholders who do not systematically manage H&S, inadequate design HIRAs, and unsafe work practices. The problem is amplified by inadequate integration of H&S within procurement systems, which limit the extent to which contractors make financial provision for H&S. Regrettably, workplace fatalities, injuries, and disease diminish the quality of life for the injured workers, increase project cost and delays project completion. Against this background, the study investigated the integration of sustainability principles in construction H&S as a strategy to improve H&S practices in Zimbabwe. The outcome of that investigation was a strategy and interventions, and a framework for improved practices in the form of a Sustainability Framework for Construction H&S (SFCHS). Further studies can explore the responsiveness of sustainability factors relative to the occurrence of injuries, disease and fatalities based on selected case studies.

- Description: In modern society, cyberspace is interwoven into the daily lives of many. Cyberspace is increasingly redefining how people communicate as well as gain access to and share information. Technology has transformed the way the business world operates by introducing new ways of trading goods and services whilst bolstering traditional business methods. It has also altered the way nations govern. Thus individuals, organisations and nations are relying on this technology to perform significant functions. Alongside the positive innovations afforded by cyberspace, however, those who use it are exposed to a variety of risks. Cyberspace is beset by criminal activities such as cybercrime, fraud, identity theft to name but a few. Nonetheless, the negative impact of these cyber threats does not outweigh the advantages of cyberspace. In light of such threats, there is a call for all entities that reap the benefits of online services to institute cybersecurity. As such, cybersecurity is a necessity for individuals, organisations and nations alike. In practice, cybersecurity focuses on preventing and mitigating certain security risks that might compromise the security of relevant assets. For a long time, technology-centred measures have been deemed the most significant solution for mitigating such risks. However, after a legacy of unsuccessful technological efforts, it became clear that such solutions in isolation are insufficient to mitigate all cyber-related risks. This is mainly due to the role that humans play in the security process, that is, the human factor. In isolation, technology-centred measures tend to fail to counter the human factor because of the perception among many users that security measures are an obstacle and consequently a waste of time. Alongside the positive innovations afforded by cyberspace, however, those who use it are exposed to a variety of risks. Cyberspace is beset by criminal activities such as cybercrime, fraud, identity theft to name but a few. Nonetheless, the negative impact of these cyber threats does not outweigh the advantages of cyberspace. In light of such threats, there is a call for all entities that reap the benefits of online services to institute cybersecurity. As such, cybersecurity is a necessity for individuals, organisations and nations alike. In practice, cybersecurity focuses on preventing and mitigating certain security risks that might compromise the security of relevant assets. For a long time, technology-centred measures have been deemed the most significant solution for mitigating such risks. However, after a legacy of unsuccessful technological efforts, it became clear that such solutions in isolation are insufficient to mitigate all cyber-related risks. This is mainly due to the role that humans play in the security process, that is, the human factor. Chronic diseases require complex interventions that these countries simply cannot maintain. Diabetes mellitus (DM) is a chronic disease that is on the rise worldwide. This disease is a lifestyle disease, which means, that it is brought on by poor health habits. Statistics show that 285 million (6.4%) people aged between 20 and 79 years will be affected by Diabetes in 2010 and a staggering 439 million (7.7%) by 2030. This is a projected growth of 69% in developing countries and 20% in developed countries. The findings from studies conducted from 1993 to 2003 in Sub-Saharan Africa, particularly in South Africa, around the health care services for diabetes highlights many challenges. Sadly, the challenges 10 years after that study, are very similar. The conditions of people with Diabetes can be improved through regular monitoring of patients, improvement and monitoring of health care provided, education on healthy lifestyle, as well as education on the importance of adherence to treatment plans for the successful management of the condition. The diabetes endemic in South Africa is exacerbated by the manual functions that are performed in all aspects of monitoring and management of the disease. With the advancements that have been made in ICT and the many apps that already exist for healthcare, it is sensible to state that ICT can assist in the monitoring and management of diabetes. Another factor that is considered is that of patient-centred care. The huge number of people who need acute care and treatment in hospitals and clinics have forced a previously caring environment, to turn into a cold, almost production line affair. The sick wait in long queues and are ushered in and out of the consulting rooms as fast as possible without even as much as a “hallo”. This has left a void in the healthcare delivery to South Africans which should never have been removed in the first place, namely patient-centred care. This means that the patient is at the centre of the treatment and fully involved in the decisions about his/her health. Every patient deserves to be recognised as a human-being and treated with dignity and respect. Treatment plans for long term chronic care patients such as diabetics, should be thoroughly discussed with the patient and they should believe and comit themselves to the treatment plan. These plans are life-long and require dedication and as it is vital that patients are part of decision making and understand fully what they are expected to do. Bearing this in mind, this study has investigated the needs and care plans for people with diabetes. Specialist in the field of diabetes were interviewed and recognised care plans for diabetes such as those from WHO, IDF and SEMSDA were studied. This study also established, that by practising a patient-centred approach the adherence to a treatment plan is likely to be higher. The strategy developed involves the person with diabetes, the healthcare worker and the support structure in the care plan of the diabetic. The use of ICT as part of the solution must consider the patient-centred requirements for using IT so that the people using the strategy are comfortable and not intimidated by the technology. The need to incorporate e-health into governments’ healthcare plans has been growing over the last decade. The GSMA conducted research into mobile health opportunities in South Africa and found that SA now has a penetration of 98% and that this is the ideal medium to address the inaccessibility and inequality of healthcare in SA. The causes identified as playing a major role in the rise in diabetes were identified and it was determined that through the implementation of an ICT strategy for diabetes care, many of these can be addressed. These include the use of technology for, improved monitoring and management, increased diabetes awareness and education, and promotion of healthy lifestyle. The study focuses on the self-management aspect of diabetes and produces a strategy that incorporates various ICT solutions that would assist in the daily aspects of diabetes care, as well as follow a patient-centred approach to diabetes care. This strategy developed in this study does not need any intervention from government as it is driven by the people who have diabetes and their healthcare workers, with the aid of the technology that they currently have on hand.

These methodologies need to apply lightweight materials in unison with a defect tolerant design strategy. Titanium is certainly not a new material and was used in large quantities in the 1960’s and ‘70s, but mostly in military applications. The main drawback of this material was cost, however due to current design needs as mentioned the consumption of the material is rising rapidly. Friction stir welding is by no means a new technique anymore, however, relatively speaking it is still in its infancy when compared to other traditional welding techniques. It has been applied mostly to low melting temperature metals, more specifically aluminium; however, its application to higher melting temperatures has started to enjoy more attention over the last few years. The lower temperatures at which the weld occurs, when compared to conventional processes, is the main reason for applying this technique to materials melting at a higher temperature such as titanium. Fracture mechanics allows modern-day designers and maintenance engineers to operate structures with an inherent flaw. These flaws may be due to geometric features of the design; fabrication defects or defects such as cracks that have developed over time within an operational structure. Fracture mechanics has evolved significantly since Griffith first proposed it in the early 20th century. The application of the method is often complex and determining the material properties for fracture resistance can be problematic and costly. Many techniques have been proposed over time to simplify the application of this method and one of these techniques would be the theory of critical distance. Since the technique is relatively new and has mostly been applied to more brittle materials, this study aimed not only to apply this technique to a more ductile material but additionally to one that is classified as a sheet material. The initial tests of this study investigated if a common convergent point could be determined by using three notches varying in size. The technique does not have a standard that governs its application. The initial tests did not yield a common intersecting point thus a second study was applied to see if sample width would influence the results. The results from the study indicated that wider samples seemed to yield similar apparent fracture toughness results, however a common convergence point could still not be established. This prompted a more in-depth study which involved various sample widths coupled with varying notch depths. Sharper notches were also applied and samples with controlled cracks were also tested. The results clearly showed that as the plastic zone size increases in relation to the ligament length of the sample, the critical distance becomes larger. The results also suggested that it would perhaps be best to use sample sizes with notches which allow fracture of the sample before the nett section stress reaches the material’s yield strength. The final tests involved testing the friction stir welded material. Various other studies were also done to corroborate the fracture toughness results. The stress relieved samples showed a reduction in the fracture toughness due to possible precipitation hardening during the stress relieving heat treatment process. The welded material showed an increase in the apparent fracture toughness when compared to the parent plate. The results indicate that residual stresses have an influence on the fracture toughness. In terms of the critical distance, it would appear that the value stays unchanged from the parent plate to the welded material; however, what is significant was that the value seemed to stay more or less constant as long as the nett section stress of the notched samples stayed below the yield stress of the material.

Public procurement reforms in Ghana: impact on the growth of the local construction industry

- Description: Public procurement reform has become a modern phenomenon where various countries are reforming their procurement systems either to make the systems more efficient, transparent, achieve value for money, reduce or eliminate corrupt activities, to meet the requirements of donor countries or to make the system meet the international standards. Some countries also use public procurement reform as a policy tool to address socio-economic issues including the promotion of local sectors and disadvantaged groups. Ghana has not remained stagnant in this regard but has followed suit in reforming its procurement systems to address the weaknesses of the past procurement practices. However, the effectiveness of these reforms in promoting the local construction firms has not been investigated. This research therefore, investigated how the various procurement reforms instituted by the government of Ghana have impacted on the growth of the Ghanaian construction sector. A comprehensive review of the related literature revealed that there is a relationship between public procurement reforms and the growth of the local sectors as various governments in the past have managed to use their procurements levers as policy tools to address the imbalances in the socio-economic development of their citizens. A phenomenological (qualitative) research approach was adopted for this study. Accra, the capital of Ghana was chosen based on its strategic position and also because of massive construction activities currently taking place in the city. Again, many construction firms are also registered and operating in this city. The research instrument used is the interview guide made of both tick box and open ended questions. Other sources of data included archival records such as contracts awarded, the current public procurement regulations, and manuals. It was concluded after the analysis of the findings that, even though public procurement reforms have brought about improved procurement practices, the reforms have failed to have a positive impact on the growth of the local construction industry. The implication is that, the construction industry in Ghana is still dominated by foreign firms executing major government projects to the detriment of the local construction firms thereby stifling their growth. The findings also revealed that local contractors only executive minor works devoid of complexities and mainly engaged as subcontractors by foreign firms on major government projects. The findings also revealed that government has so far not instituted any radical protective laws in the procurement systems to protect the local construction firms. The research has produced a tender evaluation template with protective mechanisms such as awarding points to bidders during the tender evaluation process. The research has also produced tender evaluation formulas for calculating points for bidders and how the successful bidder is arrived at. The study provides recommendations to all stakeholders in the Ghanaian construction industry and proposes that the evaluation criteria produced by this study be used in the public procurement system to help grow the indigenous construction industry.

The research has also produced tender evaluation formulas for calculating points for bidders and how the successful bidder is arrived at. The study provides recommendations to all stakeholders in the Ghanaian construction industry and proposes that the evaluation criteria produced by this study be used in the public procurement system to help grow the indigenous construction industry.

The review of literature indicates that most research has focused on design, designers, roles of stakeholders, inter alia that relate to construction health and safety. Given the situation noted, the research investigated design, various aspects of the construction process and stakeholders, and the inclusion of procurement as a major component of the construction process. A triangulated, or mixed methods research methodology was utilised for the thesis. The qualitative methodology utilised in Action Research (AR) and a total of three FGs’ sought to develop a theoretical model that would identify multi-stakeholder policies, practice and education requirements. An extensive international, African and South African literature review was conducted as part of the secondary research and the grounding for the mixed methodology of research. The information sought to contextualise the South African paradigm and practices. Two quantitative, multi-stakeholders’ studies were conducted during the development of the research. The quantitative aspect considers the perceptions of those practicing or involved in H&S, the interface regarding the stakeholders and ‘issues’ experienced in the challenges relating to daily work. Themes were developed, inter alia: a general; workers; management (including supervision, responsibilities and pricing); a stakeholders’ theme (including project managers; design and designers, and client), and the construction H&S theme (including the CHSA, construction H&S Manager (CHSM), construction H&S Officer (CHSO)). A total of 22 hypotheses were tested. The hypotheses considered all the stakeholders, within the framework of the research. Only 1 hypothesis was not supported, and hypothesis was partially supported. Three AR FGs’ were held in the Sarah Baartman District (a building focus) and at the Bhisho offices (a civil engineering focus) of the ECDRPW. The research considered the procurement processes that underpins a project, with some elements relative to the interface of H&S, design, the stages of work, and the current legislative framework. A validated theoretical model, the ‘Deacon Procurement, Design and Health and Safety Model’ emerged from the qualitative aspect of the research. The salient findings indicate a tendency in the industry to operate in silos, adhere to minimum levels of compliance, and not determining other aspects that could possibly reduce project and financial risk. Therefore, stakeholders need to work together, across the stages of work. Level of confidence is low among clients and built environment groups regarding H&S across the project life cycle, resulting in the non-compliance, and increased project risk. Clients such as the National Treasury do not identify H&S risks during project planning, resulting in the lack of adequate resources for projects, with supply chain management and procurement not ensuring compliance and technical expertise. However, the chronic business failure amongst the start-ups and Small, Medium and Micro Enterprises (SMMEs) in the construction industry globally is of great concern to economic prosperity for both developed and developing countries. This challenge is significantly high in the South African construction industry, where SMMEs account for 95% of the business entities, of which about 80% are most likely to exit from the market within their first five years of operation. Previous studies in this field centred on the factors that lead to construction-business failure. However, the actual operational elements of surviving SMMEs have rarely been addressed and are little understood. Thus, this research aimed to explore the strategic drivers that offer significant solutions to the challenges facing start-up contractors in the South African construction industry. The review of the related literature revealed the strategic drivers and business survival characteristics that foster SMME economic sustainability and competitiveness in the construction market. The qualitative research approach that is rooted in the phenomenological paradigm was adopted for this study. Port Elizabeth, located in the Eastern Cape Province of South Africa was the selected geographical scope for this research. Thirty-four (34) construction organisations were purposively selected from the Port Elizabeth construction industry development board (cidb) register of contractors in grades 4-6. The purposive sampling technique was adopted in selecting respondents based on the snowball approach. The research data were collected through in-depth interviewing. It was found that the SMME contractors who succeeded in their first 5 years of operation possessed the following qualities: “fundamental educational qualifications”; “experience and knowledge of construction works”; “a clear understanding of competitive business strategies and characteristics”; “critical skills and multi-skills (functional project teams)”; and “rely on strategic resources, competencies and capabilities”. Also, the significant factors contributing to the SMME contractors’ competitiveness were: “entrepreneurship skills”; “innovation and technological skills”; “leadership skills”; “education, skills training, and investment in Research and Development (R&D)”; as well as “strategic-alliance advantage”. Moreover, globalisation and internationalisation, and government support have significant potential to impact on the success and sustainability of SMME contractors. Unfortunately, these factors are under-utilised or un-strategically adopted by most of the South African SMME contractors. The research has also developed a conceptual model for sustainable performance of SMMEs based on the results and informed by the theoretical framework. The research has also developed a business-survival strategy and model for SMME contractors in the South African construction industry. The study has achieved its aim of identifying the strategic business practices, models and concepts that the surviving and active SMME contractors employed to thrive within and beyond the first five years in the industry. Based on these findings, the study recommends that the start-ups and SMME contractors should gain an insightful and strategic business knowledge on how to develop and grow a competitive and economically sustainable organisation in the industry. The continuous technological advancements have led to a diversity of emerging security concerns. It is necessary to balance security issues with user interaction. As such, designers have adapted to this reality by practising user centred design during product development to cater for the experiential needs of user - product interaction. These User Centred Design best practices and standards ensure that security features are incorporated within End User Programs (EUP). The primary function of EUP is not security, and interaction with security features while performing a program related task does present the end user with an extra burden. Evaluation mechanisms exist to enumerate the performance of the EUP and the user’s experience of the product interaction. Security evaluation standards focus on the program code security as well as on security functionalities of programs designed for security. However, little attention has been paid to evaluating user experience of functionalities offered by embedded security features. A qualitative case study research using problem based and design science research approaches was used to address the lack of criteria to evaluate user experience with embedded security features. User study findings reflect poor user experience with EUP security features, mainly as a result of low awareness of their existence, their location and sometimes even of their importance. From the literature review of the information security and user experience domains and the user study survey findings, four components of the framework were identified, namely: end user characteristics, information security, user experience and end user program security features characteristics. This thesis focuses on developing a framework that can be used to evaluate the user experience of interacting with end user program security features. The framework was designed following the design science research method and was reviewed by peers and experts for its suitability to address the problem. Subject experts in the fields of information security and human computer interaction were engaged, as the research is multidisciplinary. This thesis contributes to the body of knowledge on information security and on user experience elements of human computer interaction security regarding how to evaluate user experience of embedded InfoSec features. The research adds uniquely to the literature in the area of Human Computer Interaction Security evaluation and measurement in general, and is specific to end user program security features. The proposed metrics for evaluating UX of interacting with EUP security features were used to propose intervention to influence UX in an academic setup. The framework, besides presenting UX evaluation strategies for EUP security features, also presents a platform for further academic research on human factors of information security. The impact can be evaluated by assessing security behaviour, and successful security breaches, as well as user experience of interaction with end user programs.

Influence of increased processing speed on the microstructure evolution and mechanical property relationship in friction stir welding of AA5182-H111 (T500)

- Description: Friction stir welding of 5xxx series aluminium is generally carried out at low travel speeds, which limits the commercial applications of this process. This manuscript discusses the dynamic eformation characteristics of AA5182-H111 (T500), which allowed a travel speed of 1500 mm/min to be realised. This was achieved by using a spindle speed of 500 rev/min; the same as that required to make a weld of 200 mm/min. The thermal cycles, microstructural evolution due to tool / work-piece interaction, and the local microstructural and mechanical properties of the completed weld are discussed for a travel speed for 200 mm/min and 1500 mm/min. At a rate of 200 mm/min, heat generated due to contact between the shoulder and work-piece surface was transferred ahead of the tool, driving dynamic recrystallization which lowered the flow stress. Hereafter the material entered the stir zone where it was extruded around the pin during a process of continuous dynamic crystallization. At a travel speed of 1500 mm/min, the rate of heat conduction ahead of the tool was not rapid enough, and the material was deformed at low temperatures. A low weld pitch rotations per unit length travelled) was required to ensure that the material was sufficiently strained, to allow the formation of geometric necessary boundaries, which resulted in grain subdivision. The number of high angle grain boundaries was increased through subdivision, thus, increasing the nucleation sites for dynamically recrystallized necklace grains to form. In the absence of heat conduction from the shoulder, the high plastic strain ahead of the tool provided the energy required to drive dynamic recrystallization. Heat was generated from the high plastic strain and during recrystallization, where the stored plastic energy was adiabatically released. Once the material entered the stir zone, the high strain rates associated with the tool rotation which drove dynamic recrystallization that allowed the material to reach high levels of strain, resulted significant grain refinement. The weld zone of the 200 mm/min displayed weld a slight increase in yield strength, with respect to the parent material, due to grain refinement to 10 μm, while the yield strength of the 1500 mm/min weld was significantly increased due to grain refinement to 5 μm. The high weld speed did, however, generate high tensile residual stresses. This work is not only significant for the field of friction stir welding, but also in terms of material processing. The dynamic deformation characteristics associated with Al-5Mg-Mn, alloys which was observed ahead of the tool, is of high value in processes where plastic deformation is applied to improve the mechanical properties of these alloys.

- Description: The Northern Cape Department of Health (NCDoH) experiences sub-optimal programme management coordination in the delivery of health facilities. This research study aimed to determine how programme management coordination amongst the provincial office of the NCDoH, district office and the hospital that did undergo revitalisation through the Hospital Revitalisation Programme (HRP) could be improved. In order to explore the research problem the concepts of construction management and operations management were studied from which factors that impact positively and negatively on programme management coordination were extracted. A rationalist philosophical approach and subjectivist epistemology were utilised. The empirical enquiry was conducted through the case study method to obtain in-depth context of the case. The empirical evidence was obtained through a research interview guide utilising the purposive sampling strategy. The research initiated the sampling procedure by targeting the most relevant managers to the research study in the three units of analysis. A snowball approach evolved for the identification of other managers deemed relevant for purposes of this research. The thesis obtained opinions on the subject matter from managers who participated or were supposed to participate in the implementation of the delivery objectives of the administrative programmes in the NCDoH together with the objectives of the HRP. The research revealed that poor programme management coordination in the NCDoH as a result of internal competition and silo functions which prevent synergy from programme management plan development up to implementation. Furthermore, the complete building infrastructure only attains the objectives of construction management but the building infrastructure are not a complete justification for benefit realisation without the integration of operations management. The NCDoH cannot declare a successful programme management practices if it fails to realise the benefits that require integration of infrastructure and services. It is recommended that in order to attain effective programme management and realise the benefits of strategic objectives there should be a cross-functional approach from executive management which should trickle-down to the lowest level of administration. This research has developed a framework that can be useful in the integration of construction and operations management whereby infrastructure and operational services have to be delivered simultaneously in the field of programme management.

This research study aimed to determine how programme management coordination amongst the provincial office of the NCDoH, district office and the hospital that did undergo revitalisation through the Hospital Revitalisation Programme (HRP) could be improved. In order to explore the research problem the concepts of construction management and operations management were studied from which factors that impact positively and negatively on programme management coordination were extracted. A rationalist philosophical approach and subjectivist epistemology were utilised. The empirical enquiry was conducted through the case study method to obtain in-depth context of the case. The empirical evidence was obtained through a research interview guide utilising the purposive sampling strategy. The research initiated the sampling procedure by targeting the most relevant managers to the research study in the three units of analysis. A snowball approach evolved for the identification of other managers deemed relevant for purposes of this research. The thesis obtained opinions on the subject matter from managers who participated or were supposed to participate in the implementation of the delivery objectives of the administrative programmes in the NCDoH together with the objectives of the HRP. The research revealed that poor programme management coordination in the NCDoH as a result of internal competition and silo functions which prevent synergy from programme management plan development up to implementation. Furthermore, the complete building infrastructure only attains the objectives of construction management but the building infrastructure are not a complete justification for benefit realisation without the integration of operations management. The NCDoH cannot declare a successful programme management practices if it fails to realise the benefits that require integration of infrastructure and services. It is recommended that in order to attain effective programme management and realise the benefits of strategic objectives there should be a cross-functional approach from executive management which should trickle-down to the lowest level of administration. This research has developed a framework that can be useful in the integration of construction and operations management whereby infrastructure and operational services have to be delivered simultaneously in the field of programme management.

The North-central geopolitical zone of Nigeria was the selected geographical scope of this research. Ten universities were purposefully selected for the study, and they include three Federal, four state and three private universities. The nature and differences in the research questions necessitated generating different forms of data. The questions that were related to the maintenance management systems for the hostels in place at the universities were addressed with the outcomes of interviews with the hostel managers. The questions that were about the structures and current conditions of the hostel buildings at the three categories of universities were addressed with data that were generated from condition assessments of the facilities and physical observations with the aid of cameras. The study reveals apparent deteriorated and unhealthy conditions of most of the on-campus hostels at the public universities, while those of the private universities are satisfactory. The research also found that the maintenance management systems in use at all the universities are reactive and lack proper planning and coordination of maintenance activities. There is no significant difference in the maintenance management systems of hostels at the public and the private universities and the systems have major negative impact on the conditions of the buildings and their performances. The research has developed a conceptual model for the study of maintenance management informed by the theoretical framework. The model considered the impact of the external environmental factors on the management and maintenance of the hostels. Secondly, the interrelationships of strategic and performance management with maintenance management in developing an effective maintenance management system were established. The study has achieved its aim of establishing an understanding of maintenance management systems of on-campus hostel buildings at Nigerian universities owned by the Federal and, State governments and the Private Sector. The maintenance management model developed in the study is recommended to maintenance management departments as a guide for effective maintenance of the built facilities in their institutions.

As construction management efforts in the development of the human resources base increase, the industry recognises that work-life balance is an important and critical issue in the 21st century. Construction management is a discipline that embodies two interdependent dimensions; the management of the business of construction and the management of projects. Of the latter, the key principles thereof are, as part of a management strategy, planning, organizing, leading, controlling and coordinating projects. To achieve these strategic components, an effective human resource base is required. Work-life balance is therefore a management issue and organizational culture sets a backdrop from which it can be understood. This study focused on the status of the organisational culture of the production establishments that form part of the construction industry and the manner in which it manifests on the work-life balance of the workers. Furthermore, the correlation between work-life balance and individual work performance was examined. An exploratory research approach was adopted and the research technique followed an interview protocol. The main findings demonstrate that the South African construction industry is predominantly a clan culture with minor characteristics of the hierarchy, adhocracy and market cultures. Furthermore, work-life balance is difficult to attain and it influences individual work performance. The main conclusion is that organizational culture in construction firms is imbalanced. Thus, the main recommendation is that the industry adopts a balanced organizational culture and modern human resource practices.

This thesis reports on the development of a locally flavoured participatory user requirements elicitation framework for the development of information systems in resource restricted environments. It uses existing participatory design practices, user requirements elicitation literature and local participatory norms and traditions to achieve this. In doing so, it takes a step towards the way information systems could be developed in resource restricted environments. The topic of this thesis is mainly motivated by the recent calls in existing literature for developing countries to start developing their own information systems in order to address their own requirements. Accordingly, and to lay a foundation towards the realisation of this goal, this research is positioned within the user requirements elicitation region of information systems development. Current user requirements elicitation methods use traditional methods where experts/designers ask system users questions through interviews or learn about their environment through observations. This research proposes a shift from this approach to one that not only views users as equal partners in the elicitation process but in the whole information systems development process. This is in the spirit of participatory design, which was developed in Scandinavia more than four decades ago. Further, recent research in participatory design emphasises the importance of its contextual nature and concedes that there is no single best practice for participatory design in information systems that applies to all contexts. This research explores the information systems development discourse in resource restricted environments in Africa. Its purpose is to enhance understanding of the local contexts, thus providing new insights on how to develop a framework that speaks to local challenges using norms and traditions in order to develop information systems that address local requirements. Thus, the main contribution of this research lies in laying a foundation for a locally flavoured participatory approach for information systems development in resource restricted environments. It contributes to the existing information systems development, participatory design and user requirements elicitation body of knowledge by developing a framework for participatory user requirements elicitation. In addition, it contributes to the participatory design body of knowledge by introducing an age-old African participatory decisionmaking approach to the academic participatory design community. In doing so, it adopts the meaning of participation from an African value system point of view, which is something that has only been previously explored in the Nordic countries and North America. Finally, recommendations for the application, limitations and avenues for further research are incorporated into the findings of this research.

The service allows school learners to use their mobile phones to discuss mathematicsrelated topics with human tutors. Using the broad user-base provided by Mxit, the Dr Math service has grown to consist of tens of thousands of registered school learners. The tutors on the service are all volunteers and the learners far outnumber the available tutors at any given time. School learners on the service use a shorthand language-form called microtext, to phrase their queries. Microtext is an informal form of language which consists of a variety of misspellings and symbolic representations, which emerge spontaneously as a result of the idiosyncrasies of a learner. The specific form of microtext found on the Dr Math service contains mathematical questions and example equations, pertaining to the tutoring process. Deciphering the queries, to discover their embedded mathematical content, slows down the tutoring process. This wastes time that could have been spent addressing more learner queries. The microtext language thus creates an unnecessary burden on the tutors. This study describes the development of an automated process for the translation of Dr Math microtext queries into mathematical equations. Using the design science research paradigm as a guide, three artefacts are developed. These artefacts take the form of a construct, a model and an instantiation. The construct represents the creation of new knowledge as it provides greater insight into the contents and structure of the language found on a mobile mathematics tutoring service. The construct serves as the basis for the creation of a model for the translation of microtext queries into mathematical equations, formatted for display in an electronic medium. No such technique currently exists and therefore, the model contributes new knowledge. To validate the model, an instantiation was created to serve as a proof-of-concept. The instantiation applies various concepts and techniques, such as those related to natural language processing, to the learner queries on the Dr Math service. These techniques are employed in order to translate an input microtext statement into a mathematical equation, structured by using mark-up language. The creation of the instantiation thus constitutes a knowledge contribution, as most of these techniques have never been applied to the problem of translating microtext into mathematical equations. For the automated process to have utility, it should perform on a level comparable to that of a human performing a similar translation task. To determine how closely related the results from the automated process are to those of a human, three human participants were asked to perform coding and translation tasks. The results of the human participants were compared to the results of the automated process, across a variety of metrics, including agreement, correlation, precision, recall and others. The results from the human participants served as the baseline values for comparison. The baseline results from the human participants were compared with those of the automated process. Krippendorff’s α was used to determine the level of agreement and Pearson’s correlation coefficient to determine the level of correlation between the results. The agreement between the human participants and the automated process was calculated at a level deemed satisfactory for exploratory research and the level of correlation was calculated as moderate. These values correspond with the calculations made as the human baseline. Furthermore, the automated process was able to meet or improve on all of the human baseline metrics. These results serve to validate that the automated process is able to perform the translation at a level comparable to that of a human. The automated process is available for integration into any requesting application, by means of a publicly accessible web service.

An incentive motivational approach to enhance successful delivery of construction projects

While incentives have been recognised as motivational tools for individual employees to achieve certain goals, the South African construction industry has not fully exploited the various avenues to initiate motivational approaches aligned with project objectives to enhance successful delivery of construction projects. This study is therefore aimed at exploring which monetary and non-monetary incentives would compel construction and consultant team members to improve successful project delivery. The study adopted a deductive approach whereby hypotheses were formulated based on motivation theories and applied them in construction project team situations. In this regard, the extensive literature related to motivation theories such as the hierarchy of needs, incentives, organisational commitment, and teamwork environment were reviewed. A web survey was adopted for the empirical data gathering by means of a questionnaire e-mailed to nationwide selected construction and consultant firms. Data analysis was done by means of ranking, paired sample test, T-Test, ANOVA test, Mann- Whitney, Kruskal-Wallis test of association, and the Principal Component Analysis (PCA). The reliability test was done using Cronbach’s alpha coefficient of reliability. In total, 164 respondents participated in the study. It was revealed that there was a statistically significant difference between mean rankings of motivational factors, and organisational commitment was perceived as the most important motivational factor that compelled construction and consultant team members to achieve project success. There was no statistically significant difference between various demographics (gender, qualification, and experience) pertaining to self-development needs, organisational commitment, and teamwork environment motivational factors, except age groups, which displayed a statistically significant difference in self-development needs and teamwork environment. There was a statistically significant difference between mean rankings of monetary and non-monetary incentives, and non-monetary incentives were preferred to monetary incentives in achieving higher performance. There was no statistically significant difference between various demographics (gender, age, qualification, and experience in the construction industry) of construction and consultant team members pertaining to monetary and non-monetary incentives. There was no statistically significant difference between mean rankings of primary project objectives aligned with monetary incentives, where time was perceived as the most important. There was no statistically significant difference between various demographics (gender, qualification, and experience in the construction industry) of construction and consultant team members pertaining to project objectives aligned with incentives, except age groups which displayed a statistically significant difference in project objectives aligned with monetary and non-monetary incentives. Two models have been developed based on the PCA results of project objectives aligned with monetary and non-monetary incentives. Each model consisted of four parts, namely project objectives, demographic information, short-run project-based interventions, and long-run interventions. The PCA results showed monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve secondary project objectives, such as the provision of work opportunities to SMMEs. In the long-run, this confirms the usefulness of the CIDB initiative consisting of the provision of work opportunities to SMMEs through the National Contractor Development Programme (NCDP) guidelines. The PCA results showed non-monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve primary project objectives, such as quality. In the long-run, a continuous improvement mechanism by various construction industry stakeholders is deemed necessary to maintain project delivery standards.

While incentives have been recognised as motivational tools for individual employees to achieve certain goals, the South African construction industry has not fully exploited the various avenues to initiate motivational approaches aligned with project objectives to enhance successful delivery of construction projects. This study is therefore aimed at exploring which monetary and non-monetary incentives would compel construction and consultant team members to improve successful project delivery. The study adopted a deductive approach whereby hypotheses were formulated based on motivation theories and applied them in construction project team situations. In this regard, the extensive literature related to motivation theories such as the hierarchy of needs, incentives, organisational commitment, and teamwork environment were reviewed. A web survey was adopted for the empirical data gathering by means of a questionnaire e-mailed to nationwide selected construction and consultant firms. Data analysis was done by means of ranking, paired sample test, T-Test, ANOVA test, Mann- Whitney, Kruskal-Wallis test of association, and the Principal Component Analysis (PCA). The reliability test was done using Cronbach’s alpha coefficient of reliability. In total, 164 respondents participated in the study. It was revealed that there was a statistically significant difference between mean rankings of motivational factors, and organisational commitment was perceived as the most important motivational factor that compelled construction and consultant team members to achieve project success. There was no statistically significant difference between various demographics (gender, qualification, and experience) pertaining to self-development needs, organisational commitment, and teamwork environment motivational factors, except age groups, which displayed a statistically significant difference in self-development needs and teamwork environment. There was a statistically significant difference between mean rankings of monetary and non-monetary incentives, and non-monetary incentives were preferred to monetary incentives in achieving higher performance. There was no statistically significant difference between various demographics (gender, age, qualification, and experience in the construction industry) of construction and consultant team members pertaining to monetary and non-monetary incentives. There was no statistically significant difference between mean rankings of primary project objectives aligned with monetary incentives, where time was perceived as the most important. There was no statistically significant difference between various demographics (gender, qualification, and experience in the construction industry) of construction and consultant team members pertaining to project objectives aligned with incentives, except age groups which displayed a statistically significant difference in project objectives aligned with monetary and non-monetary incentives. Two models have been developed based on the PCA results of project objectives aligned with monetary and non-monetary incentives. Each model consisted of four parts, namely project objectives, demographic information, short-run project-based interventions, and long-run interventions. The PCA results showed monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve secondary project objectives, such as the provision of work opportunities to SMMEs. In the long-run, this confirms the usefulness of the CIDB initiative consisting of the provision of work opportunities to SMMEs through the National Contractor Development Programme (NCDP) guidelines. The PCA results showed non-monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve primary project objectives, such as quality. In the long-run, a continuous improvement mechanism by various construction industry stakeholders is deemed necessary to maintain project delivery standards.
