- Description: This thesis is a study in Urban History which explores the development of East London, a port in the Border region of the Eastern Cape, South Africa, through four decades of municipal control from 1873 to 1914. The town had been established in 1847 as a supply route for the British forces during the War of the Axe (7th Frontier War) but the frontier nature of the port led to economic and physical stagnation during its initial 25 years of existence. Indeed, by the time that the municipality was established in 1873, there were still no streets beyond cart tracks, no established water supply, and sanitary conditions were medieval. The Town Council therefore had much to occupy its attention but lack of positive leadership resulted in failure to capitalise on prosperous economic conditions, while a depression in the 1880's led to a further truncation of growth. It was only in the 1890's that a combination of economic growth and vibrant leadership brought about rapid civic advance, with large-scale expenditure on street construction, as well as the establishment of electricity and a tramway system. The outbreak of the Anglo-Boer War in 1899 slowed progress, however, and a post-war depression placed renewed stress on the municipality. The thesis examines the progress of the town on a broad front, dealing with the issues of economic fluctuations, the growth of the harbour as the heart of the trading sector, the physical advance of the municipality, the search for a viable water supply, the evolution of public health and sanitation, and the establishment of the port as a coastal resort. In addition, it studies the conflict of social attitudes among the townspeople, the evolution of racial segregation, and the effects of the Anglo-Boer War on the town, with the influx of some 5 000 Uitlander refugees and the establishment of a Boer concentration camp. A final chapter attempts an analysis of the reasons behind the Town Council's inability to make the best use of its opportunities to foster the development of East London.

As a result, the Consultative Parties of the Antarctic Treaty (of which South Africa is one of the original twelve) have been forced to deal with the following question: to what extent will political issues outside the scope of the management policies of the Antarctic Treaty Organization be allowed to affect the functioning of the Antarctic Treaty System? While the Consultative Parties continue to ponder this and the fact that South Africa's Consultative Status has become the most divisive factor within the Antarctic Treaty System, no final solutions to these issues appear likely before 1991.

- Description: The Society of Jesus, founded in 1540 by St Ignatius of Loyola, dispatched the first group of five priests and three brothers to the Cape in 1875. Their destination was St Aidan's College (1875-1973) in Grahamstown which they would staff. Two of the priests went to Graaff-Reinet where the Society established a mission house and noviciate (1875-1889). On 1 July 1878 the Zambesi Mission was founded with Henry Depelchin as its appointed leader. The Mission was placed under the direct control of the Jesuit General. St Aidan's became the headquarters of the Zambesi Mission and it was hoped that trainees for the Mission would emerge from the College. The first group of missionaries bound for the Zambesi regions left Grahamstown in 1879. Negotiations followed with the Ndebele chiefdom in Bulawayo and stations were established at Tati, Empandeni and Pandamatenga. Unsuccessful probes into Barotseland and Gazaland followed and a decade later the mission to Zambesia was abandoned and the Jesuits returned to the south where there had been further expansion of the Order's activities. Dunbrody (1882-1934), situated on the Sundays River, had been set up as a base for the Zambesi Mission, as an educational centre for Blacks and as a farm. Keilands (1886-1908) was an attempt to establish a missionary base for the extension of activities into the Transkei. Vleischfontein (1884-1894) in the Western Transvaal, was developed as a staging post between Zambesia and the Cape. In 1924 the Order attempted to develop parish work in Claremont, but initially nowhere else. By 1890 the Jesuits were ready to return to Matabeleland and in the post colonial years a string of stations were founded. Partly to conserve its manpower for the Zambesi enterprise and for financial and economic reasons, Graaff-Reinet was abandoned in 1889, followed by Vleischfontein, Keilands, the parish at Claremont, and Dunbrody. By 1934, the terminal point of the thesis, the only Jesuit presence in South Africa was at St Aidan's which was saved from closure by Papal intervention.

The first chapter deals with the foundation of the Qwathi chiefdom by Mtshutshumbe and his followers who emigrated from EmaXesibeni to Thembuland before 1700. It also covers the development of the various Qwathi clans. The reign of Fubu which is discussed in Chapter Two was characterised by warfare. The most important of these wars was the Qwathi-Thembu war of the beginning of the nineteenth century. Its importance lies in the fact that although the Qwathi were a small chiefdom, they were able to goad the Thembu nation into war, the results of which were indecisive, hence, in subsequent years, the Thembu were always cautious in their dealings with the Qwathi. Fubu's other wars, including those of the Mfecane, are also discussed. Chapter Three deals mainly with the Qwathi-Thembu relations during the reign of Dalasile, Fubu's son. These were at first cordial but they became strained when Ngangelizwe took over as Thembu king in 1863. Dalasile refused to involve the Qwathi people in Thembu conflicts with their enemies and he desired to pursue an independent line. In 1875, when Ngangelizwe accepted colonial control, Dalasile stood out against it but, under pressure from the agents of colonialism, he gave in. The period from 1875 to 1880 was one of passive resistence to colonial control. This erupted into Dalasile's rebellion against the colony from 1880 to 1881. Chapter Six deals with the surrender, relocation and the introduction of a new system of control called the "Ward System". The ruling house was replaced by appointed headmen most of whom were drawn from non-Qwathi communities. Chapter Seven deals with the rise and Fall of the Qwathi peasantry. The fall of the peasantry facilitated labour migracy which contributed to further deterioration of the Qwathi both economically and physically.

- Description: Present day Thembuland is situated roughly between the Mthatha and Kei rivers. It lies within the south-western portion of the political unit which has been known since 1976 as the Republic of Transkei. It comprises the territories formerly known as Emigrant Thembuland (now the districts of Cala and Cofimvaba) and Thembuland Proper, i.e. the districts of Mqanduli, Umtata, Engcobo and Bomvanaland. We have evidence that Thembu people had already settled in Thembu land Proper, at the Mbashe river, by the beginning of the 17th century. Pioneering clans many have entered the territory at a much earlier date. In the 1830's some clans broke away from the Mbashe settlement, and moved to the region of present day Queenstown. In 1853 their lands were included in the so-called Tambookie Location, which in 1871 became the district of Glen Grey. Emigrant Thembuland came into existence in 1865 when four chiefs from Glen Grey accepted Sir Philip Wodehouse's offer to settle on the lands across the White Kei whence the Xhosa chief Sarhili had been expelled in 1857. This thesis deals with the history of the people who lived in these territories between 1850 and 1900.

- Description: The Bhacas are people whose history has not yet been clearly written. Unlike the Mpondo, Xhosa and Thempu chiefdoms, the Bhacas are comparatively recent immigrants into the Cape area. The first chapter deals with origins of the Bhacas and introduces the reader to Bhaca affairs. The chiefdom is said to have been a victim of the disruptive Tshakan wars of the early 19th century, and Madzikane, who later on assumed the reputation of being the architect of the Bhaca nation, left Natal seeking a place where to establish his independence. He collected a large number of fugitives scattered in the southern part of Natal and migrated to the Embondzeni Great Place in Mount Frere. The second chapter concentrates on the habits and customs of the Bhacas. The Bhacas of Mount Frere district are divided into two autonomous chiefdoms according to the descendants of Sonyangwe and Ncapayi, sons of the renowned Great Bhaca chief, Madzikane. Bhaca customs are characterised by their First Fruit Festival dialect.(ingcubhe) and their distinctive Thsefula Then comes the era of Ncapayi who had been renowned for his warlike propensities, and the controversial Voortrekker attack of 1840. It was however, during his reign that mission work started amongst the Bhacas. This left an indelible impression among the Bhacas because Osborn Mission Station was established in 1858 during Mamjucu's reign, the widow of Ncapayi, many years after his death . The influence of missionaries coupled with the problems encountered by Makaula, Ncapayi's son from the surrounding chiefdoms, led to the acceptance of colonial rule. This leads us to chapters 6, 7 and 8 where the colonial government interfers in the Bhaca traditional administrative system especially in matters relating to the allocation of land, appointment of headmen, relations between Makaula and Nomtsheketshe and relations between the Bhacas and the Mpondo. It was during Makaula's regime that many denominations were established in the Mount Frere district. A great measure of credit should be given to these churches for placing systematically before the Bhacas the higher standards of belief and conduct. The history of Bhacas from the 1860's was characterised by change and modification due to the increasing contact with the white man's culture.

The first chapter relates the origin of the amaHleke, from the time of Hleke himself (17th century) to Jwarha (about 1820). It explains the relationship between the different branches of the Hleke royal line, and it covers the Hleke settlement at the Mgqakhwebe river. The second chapter deals with the establishment of Pirie Mission by the Presbyterian missionaries John and Bryce Ross. It discusses the various aspects of the mission operation, and explains why and how the amaHleke opposed it. But the situation changed as a result of the 1850-3 Frontier War. Whereas the other Xhosa were expelled from their lands, the Hleke connection with Pirie Mission enabled them to stay on. The Hleke were therefore united with the mission, whether they liked it or not. The remainder of the chapter describes the educational and cultural changes which the mission imposed on them. The third chapter covers economic change at Pirie. Like other mission stations, it was converted from communal to individual land tenure. This was opposed by Chief Jwarha as a blow to his authority, but it did not result in the growth of a peasant class. The chapter concludes with the implementation of betterment in 1963. The fourth chapter explains what happened to the mission after the death of Bryce Ross. The Ross missionaries had frustrated black aspirations in teh church. This was especially frustrating to Burnet and Ntsikana Gaba, the great-grandsons of the prophet Ntsikana. Burnet broke away under the banner of the "Wee Free" branch of the Church of Scotland. This church also could not accommodate Burnet's aspirations. The remainder of the chapter deals with educational developments, with an emphasis on the introduction of Bantu Education. The last chapter deals with the political history of Pirie after the death of Chief Jwarha. The Cape government tried to replace chieftainship by a headman and a Village Management Board. But the Board did not function satisfactorily, and it was scrapped in 1921. Pirie continued to be administered by headmen. Applications for the revival of chieftainship were turned down, partly because there was no agreement on Jwarha's heir. By 1915. when she arrived in Rhodesia, she had come to believe that by 1915, when she arrived in Rhodesia, she had come to believe that the salvation of the Empire lay in its 'patriotic' periphery where it was possible to create new societies on Radical Right principles. Both in and out of parliament she gave to Rhodesian public policy and identity a distinct Radical Right hue, which she further enhanced by her involvement in various extra parliamentary pressure groups. It is a life and times study and considerable use is made of contemporary ballads and novels in the belief that immersion in the atmosphere of the period is particularly useful in an intellectual biography of this kind. Comparisons are also made with other British peripheries notably Ulster, Canada and New Zealand. The study challenges the traditional view of Rhodesia as a neo-Victorian intellectual backwater; seeing it rather as a society which continued to import selectively ideas from elsewhere in the Empire. It should interest Commonwealth and - because of its central character - women's historians.

- Description: Few students of History understand the derivation and/or origin of the Gqunukhwebe oath "Ndifung' uChungw' efel' ennyameni: I swear by Chungwa who is lying dead at Mnyameni (Alexandria)." A desire to eludicate this point and other related facts inspired me to undertake a close examination of the history of the Gqunukhwebe people, selecting as my main theme the life-work of Chief Kama. In the first chapter I am discussing the creation of the Gqunukhwebe Chiefdom under Khwane by the Xhosa King, Tshiwo. The central theme here is the Black-White confrontation of the 17th - 18th centuries on the Cape Eastern Frontier. As a result of the collision the Gqunukhwebe people were forced to make a home on the banks of the Thwecu River along the east coast. It was here that Kama reached early manhood. The second chapter describes the establishment of Wesleyville Missionary Station by William Shaw in 1823, the first Methodist Missionary Institution in all Xhosaland. In chapter three the discussion centers on the significance of Kama's conversion. An unforeseen outcome of his public profession of the Christian faith was that it not only stigmatized the latter religion as a force destructive of the old order in Xhosa society, but it also reshaped Kama's political image for the good of his religious life. He not only fled from the neighbourhood of his relations and sojourned in a strange land, but also reinforced the Colonial forces in the contemporary frontier struggles. His integrity, self-sacrifice and pro-Colonial inclination eventually won him Middledrift. Chapter four opens with Kama's settling in Middledrift. The theme here is two-pronged. It presents the 'Cattle-Killing' delusion as a source of new trials for the 'priest-chief', and at the same time exposes the Colonial Government's efforts to gain ascendancy above the Xhosa chiefs. Kama's land was the first testing ground in this respect, and the Chief was initially agreeable to the scheme. Chapter five alludes to instances of Chief Kama's unco-operative attitude as signs that his compromising spirit had its limits. An atmosphere of disregard towards Kama pervades the period. But the adversities that threatened to dominate his later life did not by any means shake his Christian principles and convictions. The traces of his good works may to this day be seen in Middledrift, the traditional home of the Kamas.

- Description: This study is a venture in urban history in that although housing has been the subject of a number of recent studies, little attempt has been made within the British urban history framework to give serious study to what lies behind the architectural facade, the material domestic culture of an urban community. An important objective of this study is to examine the material culture of domestic dwellings in early Victorian Grahamstown, also referring to other parts of the Cape Colony. Where possible these facts are related to the occupants of the dwellings. No community, urban or rural, can be divorced from the influences which lie beyond its immediate locality in region or metropol. As a preliminary to this study the urban background of industrial Britain is examined, as are English and Dutch cultural influences on the interiors of Cape homes in general. The occupational stratification and spatial structure of early Victorian Grahamstown are then explored, leading into· a discussion of the material domestic culture of the interiors of Grahamstown dwellings. In the final analysis, this study is an attempt to uncover the character of early Victorian Grahamstown and its possible implications for English cultural influences at the Cape. In so doing, not only what constitutes the domestic material culture of Grahamstown is established, but beyond that, a comparison made with domestic material cultural developments in another colonial, though not frontier, settlement with roots in Georgian and Victorian England, namely Australia.

Education was to be adapted to the lives of the Africans which would be a departure from the English classical tradition. This meant that emphasis was placed on vocational training and that academic education focussed on the study of English rather than the Classics. But the importance of mother-tongue education was also stressed. The missionaries placed emphasis on village education, whereby the African would be taught skills and crafts that would be useful to him in life. Education, they argued, should also aim at character-training and at spreading the Christian message. They also wanted to see co-operation between the Church and the State in the education of the African. Vocational education was designed to create African artisans who would be able to compete with Whites; but it also aimed at emphasizing the importance of industry in building up character. The Lovedale Press illustrates vocational training in progress, dealing with the difficulties that arose when African printers came into competition with Whites. But the missionaries also used the Press to propagate the Christian message and to promote African literature. An ideological rift began to open up between the missions and the new Black political beliefs of the Second World War. This led to the Lovedale Riot which is considered in the broader framework of sociopolitical unrest within the country. After the 1948 Election an ideological rift also developed between the missions and the State. This study concludes by examining the introduction of the Bantu Education Act and the Lovedale response to this. It was felt that although Bantu Education threatened to undermine their educational endeavour, they should nevertheless cooperate with the system in order to save what they had built up.

Nineteenth century British colonial policy was basically expansionist, despite minor fluctuations caused by the various influences affecting it, such as the Free Trade and Mercantilist doctrines, social factors within Britain and events within the colonies themselves. From 1815 colonial settlements were fairly common in British territory, especially after Wakefield had provided a convincing theoretical framework for them. Within South Africa itself there are differing interpretations of what motivated British policy and of the role of the missionaries, while the changing political and economic landscape markedly affected Britain's decisions. British Government settlement schemes were undertaken mainly for social or military reasons, but there were also many settlements founded by land speculators. The economically depressed 1860s hit the Eastern Cape hard and this, combined with the transition to sheep farming, which created considerable land hunger, made the Albania scheme attractive to Eastern Cape farmers. The Griqua people led by Andries Waterboer had made a great effort to establish hegemony north of the Orange River, over the Sotho-Tswana and other Griqua chiefs. By 1866 the attempt had failed and Free State farmers were encroaching onto Nicholas Waterboer's lands. When Waterboer's agent, David Arnot, proposed the establishment of a settlement of Albany men to act as a "Wall of Flesh", Waterboer accepted the idea. Arnot's motivation was also land speculation in an area where diamonds were likely to push up land values. From its inception the settlement was dogged by quarrels, mainly over land, amongst the parties involved - the Griqua, brutally removed to make way for the settlers; the settlers, dissatisfied with the land tenure system and their administration; Arnot; the British and the encroaching Boer farmers . After the 1871 annexation of Griqualand West, into which Albania was absorbed, it took seven years, two Land Commissions, a Land Court and a special Land Claims Commissioner to sort out the tangled claims and bring order to the area and Albania's history to a close.

From its inception the settlement was dogged by quarrels, mainly over land, amongst the parties involved - the Griqua, brutally removed to make way for the settlers; the settlers, dissatisfied with the land tenure system and their administration; Arnot; the British and the encroaching Boer farmers . After the 1871 annexation of Griqualand West, into which Albania was absorbed, it took seven years, two Land Commissions, a Land Court and a special Land Claims Commissioner to sort out the tangled claims and bring order to the area and Albania's history to a close.

Britain's emphasis on constitutional change in British India, reflected in the Cripps Mission of 1942, the Cabinet Mission of 1946 and the rush towards independence in 1947 resulted in her inattention to the Political Department and the princes which culminated in the abandonment of both in 1947.

The black worker, who experienced a severe loss in real earnings on account of the increased cost of living, became involved in a struggle with employers for wage increases. Chapter two shows how the policy of segregation was applied in Port Elizabeth, which meant that the workers were subjected to an increasing degree of control and regulation of their daily lives. The conditions of reproduction in the black townships fostered inter-racial and cross-class mobilisation which culminated in the formation of a general labour union, the Port Elizabeth Industrial and Commercial Workers' Union (PEICWU). Chapter three will suggest links between the tradition in Port Elizabeth of worker resistance and the unionisation of black workers in the post-war period. Thus, the first three chapters attempt to provide a historical perspective for analysing the underlying causes of the 1920 Port Elizabeth disturbances. The immediate cause of the disturbances was the arrest of the Union leader, Masabalala, after he called for a general strike. Chapter four will show how the intervention of the local authorities provoked a spontaneous act of defiance on the part of Union members. A demonstration outside the Baakens Street Police Station to demand the release of Masabalala, precipitated the tragic shootings of 23 October 1920. The repressive violence which left 22 dead (with two further deaths resulting indirectly from the incident) was unprecedented in South African history. The resolution of the crisis brought the workers no nearer to obtaining a reasonable settlement of the wage issue. If anything, the resolve of employers to deny wage demands was hardened by the actions of the local authorities, who attributed the disturbances to ' agitation '. Such thinly-disguised justifications of the shootings by the dominant classes, however, provoked recriminations from other quarters. Chapter five examines the legal and political ramifications of the Port Elizabeth shootings. The circumstances of the shootings prompted the Smuts Government to appoint a Commission of Enquiry in the face of public pressure. The Commission found that the Police and vigilantes were largely to blame for the high death toll. But the Government's 'whitewash' of the findings could not absolve the Police from culpability entirely, nor could it sidestep its own responsibility and liability to victims of the shootings. Finally, in Chapter six, an attempt will be made to assess the long term impact of the shootings on the PElCU and the black labour movement in Port Elizabeth generally. The outcome of the episode was a victory for employers, which dealt a body blow to worker organisation which only became resurgent in the 1950s.

There was no planned, organised or coordinated "rebellion" in Matabeleland in March 1896. Further, no distinction can be made between a "March" rebellion in Matabeleland and a June "rebellion" in Mashonaland. A European war of conquest in 1896-7 evoked the responce known now as the first "Chimurenga". It was the war of conquest of 1896-7 which saw the ascendancy of the European perspective over the African and thereby established the psychological foundations of the Rhodesian colonial state. The complex nature of the events of 1896-7 is to be understood through an appreciation of the different perspectives of those who became embroiled in the conflict.

Ander aspekte wat ter sprake kom is onder andere die uitwerking wat die Blanke besetting van Noordoos-Transvaal op die Ndzundza gehad het, gronddispute, arbeidsaangeleenthede, Swazi- en die Pedi-deelname in die Blankes se pogings om die Ndzundza te onderwerp van die asook die uiteindelike vernietiging en verlies onafhanklikheid van die Ndzundza. Die spelwyse van sekere name en benaminge wat in hierdie verhandeling voorkom, het in sommige gevalle probleme opgelewer. Die meerderheid Ndebele name is gespel volgens die voorskrifte van die Suid-Ndebele taalraad. Waar die korrekte moderne spelling van Swartes se name nie vasgestel kon word nie, is dit in aanhalingstekens weergegee soos dit in die dokument voorkom. AIle amptelike benamings soos staatspresident of koloniale sekretaris is in die teks met 'n kleinlettertjie gespel maar in die voetnotas met 'n hoofletter. Die motivering hiervoor is die Afrikaanse gebruik om amptelike benamings binne Westerse staatsverband met 'n hoofletter te spel maar benamings in tradisionele verband soos kaptein, opperhoof of hoofman met 'n kleinlettertjie, wat myns insiens op diskriminasie neerkom. Wat die spel van die woord swart betref: Waar dit as byvoeglike naamwoord gebruik word (bv. swart kindertjies), is deurgaans van kleinletters gebruik gemaak. Hoofletters is gebruik wanneer dit as selfstandige naamwoord gebruik word, bv. Die Swartes. Die terme kaffer en meid is waar moontlik, vermy. Die aangehaalde stukke waarin dit weI voorkom, moet nie as beledigend beskou word nie maar as verteenwoordigend van die terminolgoie van 'n bepaalde tyd in die geskiedenis. Die bedoeling was geensins om enigiemand te na te kom nie. wat ter sprake kom.

Wat die spel van die woord swart betref: Waar dit as byvoeglike naamwoord gebruik word (bv. swart kindertjies), is deurgaans van kleinletters gebruik gemaak. Hoofletters is gebruik wanneer dit as selfstandige naamwoord gebruik word, bv. Die Swartes. Die terme kaffer en meid is waar moontlik, vermy. Die aangehaalde stukke waarin dit weI voorkom, moet nie as beledigend beskou word nie maar as verteenwoordigend van die terminolgoie van 'n bepaalde tyd in die geskiedenis. Little has been done to chronicle its history. In 1932, Bruce Gordon set out to initiate this research and he investigated East London's history to the end of 1865. However, Gordon's thesis, though accurate, is short and inadequate by today's standards. Furthermore, no-one continued from where Gordon left off. Several articles have been written over the previous six decades, each dealing with aspects of East London's past but these, on the whole, are inaccurate and misleading. The time is ripe, therefore, to begin again the research into the history of East London. East London owed its foundation to the state of unrest which existed on the eastern frontier of the Cape of Good Hope between 1834 and 1847. Although the geographic and climatic conditions were in the port's favour, East London remained in a suppressed condition until about 1870. It is the purpose of this thesis to examine the factors which gave rise to this truncated growth. The thesis will examine first the wider perspective of imperial and colonial policy in which East London was conceived and in which it had its early existence. The implications of this policy for East London at the various levels of the port's development will be explored in subsequent chapters. British and Cape colonial policy, however, evolved in a chronological sequence and so the examination of this policy likewise will tend to follow a chronological pattern within each chapter. The establishment of Port Rex in November/December 1836 enters into East London's story in several ways: its political development, the creation and development of the harbour on the Buffalo River, the evolution of trade, the growth of the community and the status of the black population at the mouth of the Buffalo River. It has been found necessary, therefore, to refer often to this beginning of East London's history. Although several theses have already been written which deal with topics related to British Kaffraria, none of these do more than allude to the creation and development of East London. Although, for example, the German Settlers played an important role in the growth of the port, Schnell's thesis hardly mentions the two communities at Panmure and Cambridge. The research for this thesis led me to two important and little known sources of early information, both in Cape Town. The first was the multiple volumed "Unsorted Archives" on East London which consists of reports and letters to the Resident Magistrate. It is a treasure chest of information on East London's early years. The second source was G.M. Theal's newspapers, The Kaffrarian Recorder and East London Shipping Gazette and, later, The Kaffrarian, East London's second newspaper which was believed to have been lost until copies were discovered recently in the South African Library in Cape Town. Theal, later prominent as a historian, had a clear insight into the problems which confronted the community at East London and the editorials of his newspaper make interesting reading. East London's first newspaper is, unfortunately, still lost. It was the East London Times which had its first issue in January 1863, and lasted a mere two months. It consisted of the new urban population which had its own tastes and interests, intellectual capacity and purchasing power. The popular press was firmly established by 1900 and it radically altered the scope and style of daily journalism in its attempt to speak in the language of the majority. Philip Gibbs was one of the prominent journalists between 1900 and 1914. His aspiration to become a war correspondent stemmed from the image of the war correspondent as a figure of romance and adventure, the consequence of the militarist spirit of the age and the licence which granted him freedom of movement. Inevitably, the war correspondent carne in conflict with the military which had not kept pace with democratization and sensed a challenge to itself and to national security. Censorship and restrictions on the war correspondent tightened, until major army reforms between 1901 and 1912 brought more cordial relations between the press and the military. When the Great War broke out in 1914 the co-operative atmosphere broke down as censorship was reinstated, more severely than before. It challenged the freedom of the press and the right of the people to know. Gibbs was determined that the people should have access to news from the front. He fought hard for that objective and was instrumental in the compromise reached between the military and the press when an officially recognized system was devised for press representation on the Western Front. The wisdom of such a move was shown by the success of Philip Gibbs' war correspondence, which had appeal to a mass readership in its own language and with subjects of interest to it.

The main provisions of the Act were for the survey into individual allotments of land held tribally and for a system of local self-government. Described by its originator, C.J. Rhodes, as a 'Bill for Africa, it was first applied to the district of Glen Grey and subsequently extended (in a piece-meal fashion) to a number of districts in the Transkei. The Act was introduced at a crucial stage in South Africa's history. During this period the country stood poised on the threshhold of a significant and far-reaching transformation. The South Africa of 'old', predominantly agricultural and rural was giving way to a 'new' South Africa, modern and industrial. At the centre of this development was the mineral discoveries of the 1860s and 1880s. The period of colonial conquest had also virtually been completed. Most of the hitherto independent African chiefdoms had either been broken up or were under European control. The most urgent problem which now faced the new rulers was devising a policy to govern the millions of black people over whom they had assumed responsibility. Of crucial concern was the creation of working class to minister to the needs of the developing economy. This task was made all the more difficult by the divisions which existed among the ruling groups at the time. To all intents and purposes the country was made up of essentially four independent and autonomous regions. Although the economic changes which were taking place would hasten the unification of the country, until that happened it was well-nigh impossible for a uniform 'native policy' to take shape. The inevitable consequence was the emergence of a number of regional responses to what was essentially a country-wide issue. As the unification of South Africa drew closer however these different regional responses began to vie with each other for supremacy at a national level. The Glen Grey policy then was the response of the Cape to the changes which were taking place in the country. As such, it drew much of its inspiration from the traditions which had developed in the Cape Colony. Its initiators did not however view it as only a regional policy. For them it had applicability to the whole country. It was therefore to be expected that they would attempt to 'sell' their policy to the rest of the country. In the end however it won few adherents outside of the Cape Colony and when Union became an established fact it bowed out to a policy favoured largely by the northern provinces. To be sure the Glen Grey system did linger on for a while in those districts where it had first been applied but it would not be long before it was to fall into official disapproval. While the Glen Grey Act was ushered in with much fanfare and vaunted expectations, its demise was silent and ignominous. The grandiose course which it had charted for the taking-in-hand of the 'native question' came to naught, as did the profound and far-reaching changes which it was believed the policy would inaugurate. The origins of this policy, its implementation and actual working, and the reasons why in the end it foundered and was abandoned will be the main themes of this thesis.
