A framework of the situational precursors for electronic medical records adoption in private medical practices in South Africa: the case of private medical practices in Qonce

- Description: The status of the South African healthcare sector appears in perpetual disarray and lacks significant migration to technological adoption. The impetus to migrate to electronic medical records (EMRs) has become a necessity to prepare for the intended delivery of universal healthcare solutions to the South African population via private medical practices. But situational precursors need to be identified and considered when adopting an EMR solution at a private medical practice. This means that healthcare providers must have a thorough understanding and awareness of the various factors that influence the successful adoption of EMRs. There is limited research on the effects of EMR adoption in resourcerestricted regions in developing countries. To this end, the aim of this study was to explore the organisational, technological and environmental factors influencing the adoption of EMRs at private medical practices in a resource-restricted area of South Africa. The area identified for the study was Qonce in the Eastern Cape of South Africa. Methods: The interpretivist perspective guided the study and included the qualitative data gathered from semistructured interviews with carefully chosen medical and administrative personnel. Seven virtual interviews were conducted with nurses and administrative clerks. The thematic analysis method was used to prompt codes and themes within the dataset, and then conclusions were drawn. Findings: The consequence of the findings resulted in the development of an artefact in the form of a proposed framework of situational precursors for EMR adoption in private medical practices derived from the integration of themes and recommendations of this study. The proposed framework may be considered in the decision to adopt EMRs and could be utilised as one of the key drivers in promoting technology adoption in resource-restricted regions. The framework is divided into seven situational precursors, which include patient records management, information sharing, change management, ICT infrastructure support, privacy and security needs, policy and regulatory considerations, and economic implications. Each situational precursor in the framework includes some topical areas of consideration, which can be expanded on dependent on the dynamics of the given private medical practice. Conclusion/implications: Arguably, the benefits of EMRs supersede those of paper-based records systems. Migration to EMRs could therefore be favourable to both the practice and its patients. By taking into consideration the organisational, technological and environmental factors that influence EMR adoption, healthcare providers could reap benefits, such as increased productivity, less waiting times, elimination of paper files, reduced costs, and improved clinical decision-making. The Constitutional values and principles champion democratic service in South Africa. It also encourages good governance through hospital employees implementing the Constitutional values and principles. The literature review reveals that there is a gap in the Implementation of the Constitutional values and principles in the hospitals due to the following challenges: many patients are still experiencing violations of their constitutional rights, shortages of drugs in hospitals, lack of equipment, poor infrastructure, corruption, freezing of posts, understaffing. The objectives of the study were: to assess the leadership values at Cecilia Makiwane hospital and determine their alignment with section 195 of the Constitution, to determine the implementation of the constitutional values and principles enshrined in chapter 10 of the Constitution, to examine the working conditions of the hospital, to evaluate the service quality at Cecilia Makiwane hospital., and to recommend measures and strategies that can be implemented to promote efficiency, effectiveness and economical use of resources at Cecilia Makiwane hospital. The study found that the implementation of the constitutional values and principles at Cecilia Makiwane hospital is not satisfactory. The findings show unethical leadership practices, and they put their interests first above the public needs. Regarding good human resources practices, the staff lacks career growth development programs, while promotion opportunities are influenced by nepotism and favouritism. - Description: This research is focused on the premise that engaging women and men in municipal budget preparation can be a precondition for achieving gender-sensitive service delivery outcomes. It follows, logically, that empowering citizens and granting them authority to control budget allocations has the potential to play a mediating role in transforming the financial management environment within the framework of local government in South Africa. Without representation of heterogeneous social classes, budget allocations in South Africa will continue to reflect the needs of those who hold the top echelons of municipal administrative machinery. Given the complexity of the flawed participatory structures and persistent gender inequality, the mixed methods approach was used as an investigative method to gain a deeper understanding of the participatory genderresponsive budgeting trend and its subsequent impact on service delivery outcomes in the Eastern Cape Province. The findings showed that men's participation and resource re-allocation elements had a significant effect on gender-responsive budgeting but women's participation and transparency had no significant impact. More so, findings also revealed that there is no difference in the manner in which the two municipalities have adopted the two concepts. The long-term results of male domination and the ignorance of transparency and women participation in budget formulation is the establishment of gender-blind budgets that fail to deliver gender-sensitive service delivery outcomes. Based on secondary data analysis, evidence showed that there is a lack of gender dimension in the municipal outcomes and this has contributed towards gender inequalities in terms of access to services. However, results indicated that the full involvement of women and giving then authority to have a voice in budgetary decisions, coupled with the transparent incorporation of gender priorities in the stages of the budget cycle can lead to the formulation to gender sensitive budgets. However, lack of skills among supply chain management personnel has been recognised as a major obstruction in ensuring that there effective and efficient functioning of supply chain management processes in South Africa. Therefore, there is need to explore the skills development needs in the supply chain management of a public institution. Incidentally, this research explored the skills development needs in the supply chain management unit of the Eastern Cape Department of Education. The study employed a qualitative approach, as such its research design was the case study research design and the interpretivist paradigm. The study made use of qualitative data. To collect the qualitative data semi-structured interviews were utilised. The selection of participants from the Eastern Cape Department of Education was done using purposive sampling. The data collected through fieldwork were analysed using thematic analysis. The standout themes from the data were the essential skills in SCM at the organisation (hard and soft skills), ensuring skills development, skills development needs and challenges, role if skills development in the organisation and strategies used to skills development. Based on the findings, it is suggested that strategies used for skills audit be reviewed so that more advanced skills that can address skills needs challenges immediately, when change occurs as well as meeting future skills needs. The study also recommends improved communication and information dissemination regarding skills development. - Description: The main aim of this study is to assess the influence of value-based leadership on employee commitment for organisational effectiveness in Mnquma local municipality. The objectives of the study are to assess the core values of leaders and determine the most prominent value-based construct in Mnquma municipality; to examine the influence of value-based leadership on employee commitment; to verify the impact of employee commitment on organisational effectiveness, and to investigate the correlation between value-based leadership and organisational effectiveness. The study followed a convergent parallel mixed methods design and a semi-structured questionnaire and interviews were used to collect data from the sampled respondents. The researcher used the purposive sampling technique to select a sample of 170 employees including managers, and 10 portfolio heads (political leaders). An assessment of leadership core values with a focus on four higher-order values showed that administrative leaders are more concerned with self-enhancement values (overall mean: 3.1335) and conservation values (overall mean: 3.2151). On the other hand, self-transcendence values (overall mean: 2.922) and openness to change values (overall mean: 2.8349) are given less attention. The findings also showed that transformational leadership is the most prominent value-based leadership construct in Mnquma municipality (mean = 3.2500; SD = 1.01521). The Spearman Rho correlations (rs) and significance probabilities for relations between value-based leadership and employee commitment suggest that employee organisational commitment had moderately high, significant, and positive correlations with all constructs for value-based leadership. Also, the findings revealed that employee organisational commitment had a strong, significant, and positive correlation with organisational effectiveness (rs = 0.765; p < 0.0001). Furthermore, the results suggest that organisational effectiveness also had moderately high, significant, and positive correlations with all constructs for value-based leadership. A netnographic analysis of complaints and service responses on selected South African banks' Twitter handles

- Description: This study is a Netnographic investigation of numerous customer complaints and service responses on selected South African (SA) banks’ Twitter handles. The fulcrum of the study is significantly linked to the Justice theories which thus form the underpinning theories of the study. The study is based on qualitative data derived from selected SA banks’ Twitter handles for duration of at least three months. The study has its philosophy or paradigm deeply rooted in the Interpretivism paradigm. The qualitative research approach is then employed in the study along with the exploratory research design which allows the extrapolation of meaningful conclusions on the findings of the investigation based on the secondary data extracted from 1286 complaints on selected SA banks’ Twitter handles. The researcher makes use of thematic analysis to categorise, investigate, consolidate, define, and create reports on the themes identified in the data set thus enabling the drawing of meaningful inferences. The researcher’s findings point out that customer complaints generally spring from outcome service failure. Outcome service failure defines occurrences where clients are disappointed with banking services or the banking experience regardless of the service or product purchased. Complaints also emanated from process service failures which mostly describe incomplete service delivery. It is thus critically recommended that banks must make sure that process failures are curtailed through an effective improvement of the value chain system. This will also take into account a proper training of banking services personnel and staff. Furthermore, it is also suggested that increased mentoring, and improving or standardising training methods might help to improve bank employee service performance hence reducing incidents of failure. A closer look at the justice theories, it is identified in the study that, banks must try to uphold by all means through effective use of distributive justice service recovery. This is through the application of fairness and courtesy when addressing customer complaints especially on public social platforms such as Twitter. Eventually, this results in increased customer satisfaction and repeated patronage for the respective banks. Through interactional justice service recovery, banks are compelled to try in every way possible not to automate their responses to client complaints in their various or different manner. Mnquma Local Municipality has a performance management system in place used as a tool to fulfil the mandate. Performance management system is a system that is meant to ensure that the goals and objectives of organisations are achieved. PMS is used worldwide by both the private and public sectors. PMS was first used by the private sector to maximise profits and to minimise poor performance. The public sector also decided to introduce PMS in order to improve the quality-of-service delivery to the public. As such, PMS is a tool that is used to monitor, review, evaluate and assess performance of individual employees. PMS in the public sector especially in the local sphere of government is very important because municipalities are closest to the citizens and are at the core of service delivery. This study sought to investigate how PMS at Mnquma Local Municipality in the Eastern Cape Province was utilised. The study utilised qualitative data collection and analysis techniques. Fourteen respondents were interviewed in order to get a better understanding of PMS at Mnquma Local Municipality. Data was analysed using thematic content analysis. The theoretical framework used in this study is goal-setting theory and control theory of performance management system The key findings of the study were: the respondents regarded PMS as “tool” utilised to carry-out work in the municipality. Respondents believe that somehow all the employees are subjected to PMS one way or another whether knowingly or not. Municipality should offer employees performance bonuses to motivate them to achieve goals and objectives of the municipality. The recommendations are: the municipality should cascade the PMS to the lower-level employee of the municipality. - Description: If one’s health is a state of wellbeing then the role of social development is key in the implementation of the Integrated School Health Programme (ISHP) as it includes treatment and prevention of psychosocial dysfunction. The purpose of the study was to explore the role of the Department of Social Development (DSD) within the ISHP in Buffalo City Municipality. DSD services are complex hence the need active collaboration to ensure delivery of multi-sectoral services. Covid-19 evidently shows the link between physical, emotional and academic success (OECD, 2020). The trauma and challenges faced by learners’ manifests through behavioral problems that social workers and counsellors can address more effectively. Social work practice aims to treat and prevent psychosocial dysfunction, thus social workers remain integral in addressing social determinants of health. The challenges in the implementation of ISHP began at policy development, moreover they were exacerbated by poor coordination and management of the ISHP. The legislative framework however affords learners the right to protective care and support. The role of social development is not limited to transportation but has been captured through psychosocial support. The study suitably employed a qualitative research design to examine how the participants make sense of the Integrated School Health Programme and to provide a comprehensive description of the complex role of the DSD in the provision of psychosocial support. 15 participants from DOH, DoE and DSD were interviewed to capture the perspective of all three (3) departments. The findings indicated how the development of the policy impacts implementation. The DSD is participating in the implementation of ISHP, however the failure of the policy to capture the role of the DSD, hinders the DSD from full participation. The study also found a lack of resourcesto support implementation and often struggle to get learners but implementation varies. Conclusively, the study recommends the need for the departments to develop a Memorandum of Understanding, Terms of reference as well as Integrated Implementation plans in an effort to support and close the gaps identified in the policy. Collaboration was found to be an effective strategy to enhance resource mobilization. Investigating the impact of psychological capital on job burnout amongst the nurses at Victoria hospital Alice, Eastern Cape province

- Description: The study investigates the impact of psychological capital on job burnout among the nurses at Victoria hospital at Alice, Eastern Cape. Explanatory survey research design was used in this study. Sampling techniques such as convenience method and also adopted purposive sampling were used in this study, and the data collected used a validated survey questionnaire. Out of 150 questionnaires distributed to the nurses at Victoria hospital, only 92 were answered. However, the researcher analysed data using descriptive and inferential statistics through Pearson Correlation Analysis and Multiple Regression Analysis. The statistical descriptions of respondents’ biographic and occupational data were all from Victoria hospital nurses. In terms of the participant’s age, between the age of 23-27, it is 18.5%, between 28-32, it is 15.2%, between 29-33, it is 18.4%, between 34-38, it is 14.3%, between 39-43, it is 15.3%, between 44-48, it is 12%, between 49-53, it is 8.8%, and lastly between 54-58, it is 13%. In terms of gender, 31.5% were male participants and 68.5% were female participants. In terms of occupational categories, nurses who are working at senior management positions are at 8.9%, professional nurses at 48.9% and non-professional nurses at 42.2%. In terms of marital status, married participants were at 35.2%, single, 56.0% and widows at 8.8%. In terms of working experience, the years range from one to above 16 years. 48.9% were participants who had 1-5 years working experience, 27.2% were participants with 6-10 experience, 8.7%, who had 11-15 years, and lastly 15.2% were the participants who had 16 years and above working experience. In terms of educational qualifications, participants with grade 12 were at 24.4%, diploma 40.0%, degree 33.3% and lastly were postgraduates participants at 2.2%. The final findings indicated that there is a significant negative relationship between self-efficacy and job burnout, r=-0.437, p<0.01, that there is a significant negative relationship between hope and job burnout, r= -0.457, p<0.01, that there is a significant negative relationship between resilience and job burnout, r= - 0.312 p<0.1 and that there is a significant negative relationship between optimism and job burnout, r= -0.287 p<0.01. Other findings showed that there is a significant independent impact of self-efficacy on job burnout, B= -0.760, t= -1.394, p>0.05, there is no significant independent impact of hope on job burnout, that B= -1.282 t= -2.280, p<0.05, there is no significant impact of resilience on job burnout, B= 0.009, t= 0.22 p>0.05, and lastly, there is no significant independent impact of optimism on job burnout, B= 0.919 t=1.594, p>0.05. Last findings showed that there is a significant joint impact of psychological capital dimensions, F=6.671, R2= 0.243, p<0.01. In conclusion, it is confirmed that there is no significant relationship between psychological capital dimensions and job burnout, secondly, there is a significant independent impact of psychological capital dimensions and job burnout. - Description: Orientation: Out of 121 professional nurses who worked in the public sector between 2002 and 2005, 104 of them left to work for private facilities in South Africa. In an era distinguished by turbulent changes in business industry due to factors such as globalisation, organisations are trying by all means to achieve competitive advantage. Many researchers have pointed organisational justice as a survival aspect for several companies. Nevertheless, internal organisational feature like organisational citizenship behaviour and turnover intention need a carefully consideration as they influence the degree of organisational justice within the organisation. Research purpose: The objective of this study was to empirically investigate the inter-relationship between turnover intention and the organisational citizenship behaviour of nurses in selected hospitals within the Chris Hani District, using organisational justice as the moderator. Motivation for the study: Most organisations struggle to retain workers, increase job satisfaction, commitment of employees, and obtain a competitive advantage in the marketplace. Poor working conditions such as poor leadership and governance, increased workload, lack of promotion, inadequate resources and limited opportunities for career development have negatively affected employee retention and increased turnover intention in the public healthcare sector. Research design, approach, and method: A questionnaire was used as a method for data collection, and it was administered to a sample of 298 respondents at selected hospitals in Chris Hani District. Random sampling was used to select respondents. Main findings: Multiple linear regression analysis was applied in testing the statistical significance of the relationship among variables of the study. The findings showed a significant moderating impact of organisational justice on the correlation between turnover intention and organisational citizenship behaviour. Practical implication: The findings demonstrated that managers need to design HR strategies to enhance and warrant employee perception of organisational justice and fairness to elevate the level of organisational citizenship behaviour and decrease turnover intention in the organisation and leading to higher productivity. It follows, logically, that the efficient and effective implementation of CCIs has potential in transforming the well-being of those involved in the industries as evidence points to the notion that the CCIs can help deal with the persistent challenges of unemployment and poverty. Without effective and efficient implementation, and the political will to support such industries in the South African context, the potential of CCIs in improving the livelihoods of citizens will not be realised. Given the limitations levelled against the policy implementation and the processes involved in support for creative industries in South Africa, the qualitative method was used as an investigative strategy to gain a deeper understanding of CCIs and its general contribution on sustainable livelihoods in the Eastern Cape Province. The findings indicate that there is a basis for a creative economy in the Eastern Cape Province that can be improved by properly concerted action by all actors. The theories of virtue, deontology and utilitarianism were selected in this study to try to understand the concept of ethics and its relevance to answering the research questions developed for this research.. Among the key findings were that the research has shown that unethical behaviour in municipalities has a direct influence on service delivery and the functioning of municipal administration. It also showed that, despite the plethora of legislation that governs the behaviour of municipal leaders, the municipalities continue to face unethical challenges of corruption, fraud and maladministration. The findings also pointed to a failure by those who are supposed to implement the code of conduct and hold the perpetrators of unethical deeds accountable. Poor consequence management has been seen, inter alia, to be at the heart of the problem. The research reveals a need for the Nelson Mandela Bay Municipality to explore the ways to enforce ethical leadership in the municipality. While the study is limited to the Nelson Mandela Metropolitan Municipality, the following are recommended to mitigate the scourge: provide ethics training for municipal officials and councillors; set minimum qualifications for councillors; and cautiously, extend the application of the findings and recommendations of this research to other municipalities in South Africa as the problem, whilst researched in the Nelson Mandela Metropolitan Municipality, is spread across all municipalities in South Africa. , Thesis (PhD) -- Faculty of Management and Commerce, 2022

- Description: Provincial government departments do not have good audit reports on the information security section. The underlying issues are human factors associated with employee interaction with Information and Communication Technology (ICT). The problem to be addressed is how a provincial government needs to focus on employees’ information security awareness so that there is a residual improvement in information security culture to realise unqualified government audits for information security. A case study approach that focused on the provincial government departments in the Eastern Cape Province was used. The primary data was collected using semi-structured interviews containing questions related to information security awareness. Microsoft Teams was used to conduct online semi-structured interviews with 12 provincial government IT staff from two identified provincial departments. The data was analysed using thematic analysis and MS Excel for coding. The findings then were used to determine the outcome of this study which is the framework for preparing an information security awareness programme. The outcome of the study was achieved by condensing the themes that emerged in both the primary and secondary data. The framework was then explained as a way of recommending the importance of preparing information security awareness and training programmes in changing information security behaviour. The derived artefact of this study is an information security awareness framework that can be utilised in a provincial government department to increase the awareness of information security amongst government employees. The contribution of this study is a framework based on the Protection Motivation Theory and the Organisational Culture, to ascertain employees’ actions in relation to information risks and threats; requirements for preparing an information security awareness program for public sector employees and to determine the requirements to be considered when building information security culture in provincial government departments. The proposed framework can then be used to establish an information security culture within the government departments, which will mitigate security risks and threats. An empirical Study reveals the process for the Internship Programme Implementation has been marred with a significant number of challenges. As part of the recommendations, it was highly stressed that the Sarah Baartman Health District must adopt and embrace the Internship Programme Implementation Model in Figure 6.1 to effectively implement the Internship Programme as a means to deal with the challenges. Data was collected by the investigator from four main groups within the Sarah Baartman Health District. These were Senior Managers, Corporate Services Managers, Mentors, current and past interns. All these groups were directly involved in the internships in the Sarah Baartman Health District Health Department. The investigator got accurate and verified reflections, experiences and understandings of four constructs surrounding the internship programme and they include recruitment and employment of Interns using Best Practices, Training and Development Programmes for Interns Training, Performance Management and Development System for Interns and Mentoring as a Tool to Transfer Knowledge, Skills, Competencies and Attitudes required to Perform Optimally. During interviews, the researcher requested permission from the participants to record their responses digitally. This was done to make sure that no data was lost during the writing of responses from the participants. The questionnaires that were distributed to the interns and mentors had closed-ended questions, but the validity of the questionnaire was ensured by having a space for comments under each question to allow participants to support their answers. An analysis of the questionnaire was done by employing Microsoft Excel and statistics that are descriptive and inferential. The study findings revealed that the recruitment and employment of interns using best practices had a mean score above the required mean of 3, meaning that it is applied acceptably. As much as the construct is acceptable and meets the standard, the item in the construct that pertained to security checks for interns was not done and this is a worrying factor, meaning that the recruitment and employment of interns might be at risk of bringing in interns into the programme who are risky for the organisation. , Thesis (PhD) -- Faculty of Management and Commerce, 2022

- Description: Since the dawn of democracy in 1994, the government of the Republic of South Africa (RSA) has launched numerous development programmes. These include youth empowerment initiatives aimed at developing the capacity of the youth in order for them to contribute to the economy. Optimistic prospects for any country depend on developing its young people. The measures to drive youth-focused delivery and to ensure youth development ought to move further than the establishment of structures and the delivering of policy statements. Government departments and municipalities are expected to implement meaningful youth empowerment programmes and ventures that are visible and that are adequately monitored. This study explored and assessed the effects of the Expanded Public Works Programme (EPWP) on youth empowerment. It used a case study of Amathole District in the Eastern Cape, South Africa province. The study utilised the qualitative technique to provide solutions to the research problem and to provide responses to the research hypothesis of the study. The sample comprised ten public representatives and thirty youth beneficiaries. In line with the purposive sampling approach, two sets of data were generated: the first set from public managers of the programme, and the second from programme beneficiaries. The researcher made use of the qualitative thematic content analysis approach, where data was analysed to arrive at emerging themes. The study was delimited to the effects of EPWP on youth empowerment. It was also limited to Amathole District within the Eastern Cape province. The results showed that most of the beneficiaries were engaged on a period of 1 to 12 months. This shows that most of participants were not engaged for viable and long periods, which they would need to truly increase their financial or monetary position in their households and have ample time to attain expertise. The results further indicated that in some cases the EPWP provides financial and income support to beneficiaries, but in some it does not. In general, the results showed that the EPWP reduces poverty because participants are able to look after their families and relatives after taking part in the EPWP. However, the training and skills participants attained in the EPWP interventions did not help them find employment elsewhere. This is linked to the findings that showed that beneficiaries were not provided with training certificates. Therefore, to enhance the execution of the EPWP and speed up poverty reduction, equity and joblessness in South Africa, the study recommends that ECDPW in ADM Area should design projects/programmes that are attractive to youth and that will equip them with necessary skills to empower youth to participant in the job market after the leave the programme. - Description: Globally, concern have been raised against the quality of teaching and learning driven by international institution such as the United Nations Educational, Scientific and Cultural Organization and agenda of the Education for All policy. In South Africa, the QTL in secondary school remains low and compromised despite the implementation of EFA policy and use of EDOs in South Africa generally and King Williams Town (KWT) in particular. The drive of this study is to assess the role played by EDOs in supporting QTL in selected secondary schools in King Williams Town District. The study used a qualitative approach, a case study design was followed and the case in point for this study is EDOs in KWT district. Their roles where assessed between two secondary schools namely Enoch Sontonga high school and Nosizwe high school. Ten (10) interviews using face-to face and telephonic method. The study managed to conduct five face-to-face interviews among EDOs as they were conveniently located during a period of workshops in the circuit and two educators and three principals were interviewed electronically. Purposive and convenience sampling techniques were used to select participants. Using the Popper’s theory of learning perspective the study found out that quality teaching and learning in KWT schools is dependent on factors such as time on task, scope of learning, learning environment, teaching methods and strategies, support and monitoring programmes, the teacher preparedness and their motivation and availability of attractive incentives to retain quality practitioners in their classrooms. The study found out that presently the EDOs are performing various roles such as offering support to the SMT through helping them understand their function within the school and the broader education system and helping in developing systems for monitoring and recording progress made by learners towards achievement of targets set. However, there are challenges encountered by EDOs when supporting schools to improve the QTL that were discussed namely, lack of human resources and material resources; educator resistance; non-academic activities; learner and teacher absenteeism; programmes alignment; and work overload. These challenges can be addressed using strategies such as human resources training and recruitment; programmes coordination and stakeholder cooperation; transport provision; consequence management; attitude change and policy alignment and implementation. The importance of training opportunities in promoting competence cannot be overstated. Equipping the workforce with the skills needed is a strategic priority for all developing countries’ national growth and progress. This paper seeks to investigate a nexus between employee skills development and competence in the Eastern Cape Department of Education (ECDoE). The paper employed a qualitative research technique and the explanatory research design to achieve its desired objectives. The results of the paper confirmed that skills training and development strategy, when implemented by institutions, ensures that staff is empowered, informed, and taught, which results in better efficiency and effectiveness. In this situation, spin-offs will benefit public organizations since employees’ increased abilities open new opportunities for long-term employment growth and organizational effectiveness. Furthermore, the knowledgeable and well-trained individual would make sound organizational decisions while successfully listening to the clients' problems. The benefits will flow down to the areas where these organizations are headquartered, and the improved image will be the goal for the ECDoE. The conclusion drawn is that Skills Development Act aims to provide skills to the South African workforce, ensure that employees have more opportunities for skill acquisition, provide opportunities for new entrants to gain work experience. The ECDoE should invest more in skills development to increase the competencies of its employees. - Description: Monitoring and evaluation have gained popularity due to the rising demand for the public sector to enhance both policy and project outcomes. A rising number of countries are pursuing outcomes orientation by establishing and enhancing their government's monitoring and evaluation system. The researcher discovered that the E.C DEDEAT lacks a thorough mechanism for monitoring and evaluating government performance and the effect of service delivery. As a result, the researcher set out to investigate the implementation of the GWM&E system. The study adopted a qualitative approach. Questionnaires, semi-structured interviews, and document analysis were used to collect data, and a content analysis was adopted to analyze data. The study revealed that South Africa had set various legislative frameworks to support monitoring and evaluation. There is a significant shift from traditional methods of accountability towards public sector monitoring and evaluation. While this is true, the study also found out that monitoring systems are still faced with various challenges within the department.
