By so doing, the South African government believed that by investing in education a return would be attained which would be beneficial to stabilising its economy — nationally and internationally. However, expected outcomes of these interventions have not been achieved and various researchers and opinion leaders still view the quality of education in South Africa as disparaging and deficient as well as characterised by an increasing prevalence of dysfunctional schooling systems. Therefore, this research aimed to design a generic mentoring framework through which transformation within dysfunctional schooling systems can be facilitated; this is to enable whole school development to achieve best educational practice. In order to achieve this, a micro-level analysis of schooling systems, using the functionalist perspective, specifically enabled through the contributions of Parsons and Merton was undertaken. In addition, insight gained from a broad range of literature and other secondary resources on mentoring, best practice and quality education was used to develop a number of premises. These premises were used to suggest how the generic mentoring framework can be adapted to enable a fit-for-purpose mentoring system which allows facilitation of a process of sustained transformation which gravitates towards a whole school culture that envisions quality education for all. It is recommended that further research be undertaken to ascertain the strength of the generic mentoring framework and operationalising it as a fit-for-purpose mentoring system within a school in the form of a pilot study. Aligned with this, to undertake assessment research, amongst other things, to systematically and with greater depth explore the notions of intended and unintended consequences that manifest during operationalisation of a fit-for-purpose mentoring system and how these can and should be measured.

First, it reviews the evolution of monetary policy in Namibia for the period 1980 to 2011. Second, it investigates the interest rate channel of the monetary policy transmission mechanism in Namibia. Third, it analyses the credit channel of the monetary policy transmission mechanism in Namibia. Fourth, it evaluates the exchange rate channel of the monetary policy transmission mechanism in Namibia. Fifth, it studies the money effect model in the context of the monetary policy transmission mechanism in Namibia. Sixth, it examines the exchange rate pass–through (ERPT) to domestic prices in Namibia. In order to achieve the objectives of the relative importance of the different channels of monetary policy transmission, a structural vector autoregressive model of the Namibian economy is constructed. Specifically the responses of the output and prices to monetary policy shocks for Namibia over the quarterly period 1993:Q1 to 2011:Q4 are investigated using impulse response functions and forecast variance error decompositions obtained from a structural vector autoregressive model (SVAR). The thesis also examined the exchange rate pass-through from exchange rate to domestic prices using both SVAR and the single equation error correction model (ECM). Estimation results on the different channels of monetary policy transmission mechanism showed that the interest rate channel and the credit channel are effective in transmitting monetary policy actions. The exchange rate channel is also operative but not effective. The money effect model confirms that inflation in Namibia is not a monetary phenomenon. The results of the pass-through relationship showed that there is an incomplete but high exchange rate pass-through from exchange rate to domestic prices.

Participatory radio as the voice of the community : a comparative study of selected radio stations in the Eastern Cape, South Africa

This study therefore looked at three different categories of community radio stations, namely the faith-based radio (Kingfisher FM), geographic community radio (Radio Grahamstown) and institutional community radio (Forte FM) with the aim of studying their activities and comparing the three. Relevant literature has been reviewed and data have been collected using both quantitative and qualitative methods through questionnaires, personal interviews and focus group interviews. The study however leans more on the qualitative approach and a quantitative approach has merely been used to identify the trends of the views of the participants. The analysis of data highlights the views of the respondents about these radio stations as the voice of the community. The views of the respondents from the three radio stations showed that these stations enjoy a very good patronage from the listeners in Port Elizabeth (Kingfisher FM), Grahamstown (Radio Grahamstown) and Alice (Forte FM), respectively. The results and discussions confirm that these radio stations meet their various individual needs of the listeners and that of the community at large. In addition, the fact that participants of the focus groups and survey respondents for these three selected radio stations reported that the Station regularly fulfils the major functions of a radio station, which is to inform, educate and entertain them, showed that these radio stations are acting socially responsible as well. This study was also able to confirm that these community radio stations do give opportunities to listeners to contribute to programme content development, which shows the willingness of these stations to give voice to the listeners and allow them to be part of their own personal development and that of the community at large.

- Description: Since the end of the Cold War, there has been a surge in post-war stabilisation, reconstruction and development operations around the world. Externally driven efforts have been shaped by the liberal peace framework, which assumes that a rapid transmission or imposition of neo-liberal norms and values, combined with Western-style governance institutions, would create conditions for lasting peace and prosperity. Only in a few instances countries have attempted internally driven post-war reconstruction and development; in most cases, these efforts were either ignored or suppressed by international analysts, experts, academics and organisations. Despite all the expertise and funding spent since the early 1990s, externally driven operations have not led to lasting peace and stability, establishment of functioning institutions, eradication of poverty, livelihood improvements and economic reconstruction and development in war-torn countries. All too often, programmes, policies and „solutions‟ were designed and imposed by external actors either because they worked elsewhere or because they were influenced by geopolitical, economic and/or security interests of powerful countries. Furthermore, external actors have tended to assume that generic approaches based on the liberal peace framework can work in all places, while ignoring local actors, contexts and knowledge. Focusing on Bosnia and Herzegovina, South Sudan and Somaliland, this exploratory qualitative study critically explores and assesses both externally and internally driven post-war reconstruction and development practices and operations in order to understand the strengths and shortcomings of both approaches and offer recommendations for future improvements. This is important since socio-economic recovery and economic development are crucial for lasting stability and peace in post-war countries.

- Description: The topic of the research is derived from the researcher‟s own interest as a social worker and observations of reality within youth-headed families. Over the past few years the number of published studies on child and youth-headed households has grown out of the realisation that this multi-faceted phenomenon is growing in numbers and complexity. Most of these studies and reports concentrate on the issue of scale and the severity of the crisis of child and youth-headed households (UNICEF, 2002; Maqoko & Dryer, 2007 & Kuhanen, Shemeikka, Notkola & Nghixulifwa, 2008). These studies reveal the complex nature of the phenomenon of child and youth-headed families and the challenges that face young people within these families which impact on their growth and development. In most of the studies, the phenomenon of child and youth-headed households has been reported to have an impact on societal framework as a result of its complexity (UNICEF, 2002, 2008; van Dijk, 2008; Kuhanen et al., 2008; Evans, 2010). Over the past years there has been a steady increase in studies that has focussed on coping and resilience of children and young people. Many of these studies have identified resilience-related factors through quantitative ecological approaches to research. To date, there seems to be very few qualitative studies that have been undertaken to delineate the construct of resilience in child and youth-headed families within the South African context from the perspectives of children and young people growing up in these families (Beeka, 2008; Nkomo, 2008; Leatham, 2005). McCubbin (1999, in Smith 2006:48) argues that qualitative research is well suited to understanding processes and strategies in the study of resilience. This study therefore corresponds to McCubbin‟ calling by employing a qualitative research to the study of resilience in youth-headed families. The first goal of this study was to gain a deeper understanding of the experiences and needs of youth-headed families in Port Elizabeth, South Africa, as well as to enhance understanding of the protective factors and processes within youth-headed families and their environment that enable them to cope with their circumstances. The secondary goal of this study was to formulate practice guidelines for supporting members of youth-headed families that could be used by social workers and other service providers rendering services to these families in order to enhance their coping and resilience. The following objectives were formulated to guide the research process: - To explore and describe the experiences and needs of youth-headed families; - To explore the perceptions of community members regarding the needs of youth-headed families, as well as their perceptions regarding how these needs are addressed at community level; - To identify and describe the protective factors and/or processes within individual members of youth-headed families, their families and community context that promote the coping and resilience of youth-headed families; - To explore the views of service providers rendering services to youth-headed families regarding the nature of interventions and programmes rendered to these families; - To review the literature on existing family support programmes in order to identify good practice examples to inform the formulation of practice guidelines for supporting members of youth-headed families.

Process heat flow model for temperature and hardness prediction during friction taper stud welding of AISI 4140

- Description: Friction Taper Stud Welding (FTSW) is a relatively new solid state welding process, developed from the concepts of friction welding, which theoretically operates below the melting temperatures of the material being welded. During friction welding, heat is generated by conversion of mechanical energy into thermal energy at the interface of the work pieces, during rotation under pressure. Quality welds are dependant on the correct selection of welding process parameters, which are currently chosen empirically, and the FTSW evaluated by mechanical testing. This method is time consuming, uneconomical and could cause that optimised conditions are overlooked. A proposed solution would be to numerically model the process, but reference to successful computational modelling of the FTSW process is currently not available and data regarding the responses during the process are limited. The ultimate aim of the present study is to develop a finite element model to simulate the FTSW process using AISI 4140 medium carbon low alloy steel, delivering temperature profiles and hardness predictions through the Heat Affected Zone (HAZ) – using a combined experimental and numerical study. To achieve the objectives of this study a systematic approach was adopted and conducted in several phases. A weld matrix was configured with ranging weld input parameters to determine the affect of weld input parameters on real-time responses. To provide a relationship between these factors, welding was conducted using a portable friction taper stud welding platform linked to a control and data logging system for measuring the real time axial forces, spindle speed, material displacement, torque and temperature responses as a function of time. The input process parameters applied being motor speed, axial forces, displacement and forging time. The temperature distribution through the weld, by direct measurement, as a function of weld time and position is investigated. During the experimental welds temperature responses, as influenced by welding parameters, were recorded using embedded N-Type thermocouples at various locations in the near vicinity of the weld interface. The main hot spots during welding were identified to be close to the top surface just before weld completion and at the bottom centre surface of the plug weld at the interface line. All the welds showed similar trends and a maximum temperature of 1078°C at the bottom of the weld was reached for a rotational tool speed of 5160rpm, axial friction force of 15kN and displacement of 6.5mm, due to the heat generated by friction between the tool and weld coupon. The weld torque increase rapidly at the start of the weld and reached a peak value shortly after the start of the weld, while a peak temperature of 1366°C, for a rotational tool speed of 5160rpm, axial friction force of 10kN and displacement of 8mm was reached at the top edge of the plug weld. This position of anticipated peak temperature value is due to the heat transferred during the FTSW process together with the accumulation of expelled material forming on the surface of the weld coupon. Statistical methods were applied to obtain knowledge of the trends and relationship between weld input parameters for various weld responses, including energy input, temperature, friction time, torque and displacement rate. Although it was shown that no single parameter solely controls the temperature gradients in the weld, the dominant influence of the rotational speed at the bottom of the weld and that of the displacement, at the top of the weld, were evident. The peak temperatures during the weld are of interest as these temperatures, together with the subsequent cooling rates, determine the Vickers hardness, of the material, through the weld. Spindle speed was found to have the dominant effect on temperature in the bottom half of the weld with displacement having a contributive effect closer to the top of the weld. Friction force dominate the effect on friction time, displacement rate and total energy input with friction force and spindle speed having an equal effect on torque. The multiple regression analysis resulted in valid models with varied, but acceptable accuracy with the equation for friction time resulting in an R predict value of 93.34%. These models provided a clear insight to the influence of weld input parameters on the weld responses and the model for friction time was used as an input parameter to the FTS welding simulation. The accurate prediction of the interface temperature is fundamental for process optimisation which will allow for producing consistent, reliable plug welds. A fully coupled transient two-dimensional axi-symmetrical analysis of heat flow during the FTSW process of AISI 4140 steel and subsequent Vickers hardness profiles through the HAZ, making use of numeric simulation applied in the commercially available FEA software, COMSOL Multiphysics®, is developed and reported on. Process optimisation hinges on a better understanding of the heat distribution during welding, making a major contribution to the resultant hardness. The thermal-plastic flow coupling of the model is such that temperature values are resolved together with that of the velocity field. The simulation utilises a Computational Fluid Dynamics (CFD) two phase laminar flow and Heat Transfer physics, applied in an Eulerian mesh-based scheme. The viscosity of the fluid is based on a constitutive law of the flow stress using the Zener-Hollomon parameter with a flow model based on the Navier-Stokes’ equations to simulate the plastic deformation. Temperature dependant thermo-physical material properties and coefficient of friction are applied, and the application of viscous heating is controlled by a material state variable. The heat source model, required for material softening, is applied as two components, frictional and shear, with the heat source moving along the z-axis delivering sufficient energy to soften the metal, causing flow. The Navier-Stokes approach is applied with solid-state material transport during the weld based on laminar, viscous flow of a non-Newtonian fluid, dependant on temperature and strain rate. Numerically calculated values for temperature profiles and peak temperatures through to the weld as well as subsequent Vickers hardness profiles at points through the HAZ, obtained from the Finite Element model, were found to be in close agreement with values from trial welds. - Description: Friction Taper Stud Welding (FTSW) is a relatively new solid state welding process, developed from the concepts of friction welding, which theoretically operates below the melting temperatures of the material being welded. During friction welding, heat is generated by conversion of mechanical energy into thermal energy at the interface of the work pieces, during rotation under pressure. Quality welds are dependant on the correct selection of welding process parameters, which are currently chosen empirically, and the FTSW evaluated by mechanical testing. This method is time consuming, uneconomical and could cause that optimised conditions are overlooked. A proposed solution would be to numerically model the process, but reference to successful computational modelling of the FTSW process is currently not available and data regarding the responses during the process are limited. The ultimate aim of the present study is to develop a finite element model to simulate the FTSW process using AISI 4140 medium carbon low alloy steel, delivering temperature profiles and hardness predictions through the Heat Affected Zone (HAZ) – using a combined experimental and numerical study. To achieve the objectives of this study a systematic approach was adopted and conducted in several phases. A weld matrix was configured with ranging weld input parameters to determine the affect of weld input parameters on real-time responses. To provide a relationship between these factors, welding was conducted using a portable friction taper stud welding platform linked to a control and data logging system for measuring the real time axial forces, spindle speed, material displacement, torque and temperature responses as a function of time. The input process parameters applied being motor speed, axial forces, displacement and forging time. The temperature distribution through the weld, by direct measurement, as a function of weld time and position is investigated. During the experimental welds temperature responses, as influenced by welding parameters, were recorded using embedded N-Type thermocouples at various locations in the near vicinity of the weld interface. The main hot spots during welding were identified to be close to the top surface just before weld completion and at the bottom centre surface of the plug weld at the interface line. All the welds showed similar trends and a maximum temperature of 1078°C at the bottom of the weld was reached for a rotational tool speed of 5160rpm, axial friction force of 15kN and displacement of 6.5mm, due to the heat generated by friction between the tool and weld coupon. The weld torque increase rapidly at the start of the weld and reached a peak value shortly after the start of the weld, while a peak temperature of 1366°C, for a rotational tool speed of 5160rpm, axial friction force of 10kN and displacement of 8mm was reached at the top edge of the plug weld. This position of anticipated peak temperature value is due to the heat transferred during the FTSW process together with the accumulation of expelled material forming on the surface of the weld coupon. Statistical methods were applied to obtain knowledge of the trends and relationship between weld input parameters for various weld responses, including energy input, temperature, friction time, torque and displacement rate. Although it was shown that no single parameter solely controls the temperature gradients in the weld, the dominant influence of the rotational speed at the bottom of the weld and that of the displacement, at the top of the weld, were evident. The peak temperatures during the weld are of interest as these temperatures, together with the subsequent cooling rates, determine the Vickers hardness, of the material, through the weld. Spindle speed was found to have the dominant effect on temperature in the bottom half of the weld with displacement having a contributive effect closer to the top of the weld. Friction force dominate the effect on friction time, displacement rate and total energy input with friction force and spindle speed having an equal effect on torque. The multiple regression analysis resulted in valid models with varied, but acceptable accuracy with the equation for friction time resulting in an R predict value of 93.34%. These models provided a clear insight to the influence of weld input parameters on the weld responses and the model for friction time was used as an input parameter to the FTS welding simulation. The accurate prediction of the interface temperature is fundamental for process optimisation which will allow for producing consistent, reliable plug welds. A fully coupled transient two-dimensional axi-symmetrical analysis of heat flow during the FTSW process of AISI 4140 steel and subsequent Vickers hardness profiles through the HAZ, making use of numeric simulation applied in the commercially available FEA software, COMSOL Multiphysics®, is developed and reported on. Process optimisation hinges on a better understanding of the heat distribution during welding, making a major contribution to the resultant hardness. The thermal-plastic flow coupling of the model is such that temperature values are resolved together with that of the velocity field. The simulation utilises a Computational Fluid Dynamics (CFD) two phase laminar flow and Heat Transfer physics, applied in an Eulerian mesh-based scheme. The viscosity of the fluid is based on a constitutive law of the flow stress using the Zener-Hollomon parameter with a flow model based on the Navier-Stokes’ equations to simulate the plastic deformation. Temperature dependant thermo-physical material properties and coefficient of friction are applied, and the application of viscous heating is controlled by a material state variable. The heat source model, required for material softening, is applied as two components, frictional and shear, with the heat source moving along the z-axis delivering sufficient energy to soften the metal, causing flow. The Navier-Stokes approach is applied with solid-state material transport during the weld based on laminar, viscous flow of a non-Newtonian fluid, dependant on temperature and strain rate. Numerically calculated values for temperature profiles and peak temperatures through to the weld as well as subsequent Vickers hardness profiles at points through the HAZ, obtained from the Finite Element model, were found to be in close agreement with values from trial welds. Textile and clothing industry competitiveness in the Southern African region

- Description: This is a study of the relationship between approaches to people management and competitiveness, by examining the case of the textile and clothing industry in Southern Africa. The textile and clothing industry has historically played a major role in many national economies (including many southern African countries) contributing not only to overall economic growth, but also to the creation of significant numbers of relatively well-paid jobs. In the Southern African Region (SAR), the textile and clothing industry has undergone many structural pressures in the face of increased cheap imports from South-East Asian countries – above all, China and Bangladesh - which have resulted in the closure of many firms, and the significant downsizing of many survivors. This study seeks to explore the relationship between HR practice and organizational sustainability in the textile and clothing industry in Southern Africa region, with a particular emphasis on the cases of three countries: South Africa, Mauritius and the Democratic Republic of the Congo. Whilst at very different stages of national development, and with distinct political and developmental histories, all three countries were subject to active industrial policies, including the development of national clothing and textile industries. Again, all have faced the challenge of sustaining these industries in the face of liberalization and intensive competition from the Far East. This study is based on a multi-method approach, combining in-depth interviews with national industry surveys, and the usage of relevant documentary sources. It takes cognizance of the increasing relevance of new HRM practices and discourses to the growing field of Development Studies in the 21st century. The existing HRM literature suggests that there are a number of alternative people management strategies through which firms may secure their competitiveness, most notably strategic approaches to hard HRM (which treats people as an instrument to be strategically deployed to promote competitiveness), soft HRM (which promotes cooperative approaches to managing people) and traditional labour repression (managing people simply as a cost, to be managed in a short-term, un-strategic manner). The literature on HRM in Africa has suggested an alternative paradigm, which combines autocratic paternalism with elements of communitarianism. This study found that the bulk of firms encompassed by the study employed HR policies that recognizably fell within the soft HRM paradigm, enabling high value added production. However, an important exception lies in the area of security of tenure: firms tended to combine high levels of employee involvement and participation; as well as a commitment to human resource development, along with a persistent reliance on the usage of redundancies to adjust changes in the relative need for labour. Hence, this study highlights the limitations of theoretical approaches which see HR strategies as being necessarily coherent and self-reinforcing. Firms may broadly adhere to one approach, whilst adopting aspects of another as needs arise and in response to external pressures. An important exception to this was Mauritius, in which security of tenure appeared to be stronger, perhaps owing to the greater ease of enforcing regulations against illegal imports in a relatively small island country by allowing firms to plan for the future with greater confidence. In contrast, firms in South Africa were characterized by much lower security of tenure, against a backdrop of declining profits, reflecting the competitive challenges posed not only by legitimate low cost imports, but also illegal imports and the proliferation of rural sweatships. One again, this study highlights the relative fragility of the position of many firms and the continued importance of governmental support, most notably in terms of export incentives, support and facilitation in the adoption of new technologies, as well as better policing against illegal imports.

The present research focused on the development and trialling of a research-based computerised career exploration tool, Growing-up: Children Building Careers™ (GCBC™) that can be used for early intervention in children‘s career development. The integration of developmental considerations within a career developmental context is of paramount importance, considering that child and career developmental theories share certain basic foundational principles such as the dual recognition of identifiable life stages and the resolution or accomplishment of associated tasks. The focus of the research is to provide access to a research-based tool that can assist learners with developing age appropriate career developmental skills. As the overview of education policy and existing programs will show, there are challenges in providing access to and improving the nature, level, and quality of career development services. Gaps in access to career development learning are particularly evident at the elementary education level. Furthermore it is clear that learners need to be at the centre of a radical rethink of careers services within a lifelong learning framework in order to ensure access to navigational tools throughout a lifetime of work and study transitions. Digital environments, such as the GCBC™, are tools that broaden and extend learning possibilities for children and appropriately designed digital environments can provide a vehicle that can take children further than they might travel unassisted. The research is divided into five phases and includes eight to ten year old children as participants. Phase one focused on the program design and pilot study (ensuring content validity and age-appropriate language use), while phases two to five focused on the fieldwork (i.e., pre –test, program exposure, post-test, and focus group discussions). The researcher made use of a mixed research design that combines both quantitative and qualitative research methods. The total sample consisted of 146 children between the ages of eight to ten years old. The control group had 72 children and the experimental group 74 children with a mean age of 8.74 years (SD = 0.63) for the total sample. The quantitative data collection entailed a pre-and post-test design with learners‘ career development measured with the Childhood Career Development Scale (CCDS) and their career awareness with the Revised Career Awareness Survey (RCAS). Qualitative data was collected in the form of two focus group discussions, which included a small sample of children from the experimental group, as well as insights gained from educators following the GCBC™ fieldwork. The quantitative statistical analysis included descriptive and inferential statistics which allowed the researcher to not only describe the research findings, but to confirm the effectiveness of the GCBC™ as an intentional career development learning program. Furthermore, the responses of the children and educators who participated in or witnessed the facilitation of the GCBC™ provided support for the GCBC™ as a meaningful career learning experience which can be successfully implemented in educational settings.

The impact of liberalisation on Zimbabwe

- Description: The process of trade liberalisation and market-oriented economic reforms was initiated in many developing countries in early 1980s; and it intensified in 1990s. In 1991, Zimbabwe was assisted by the IMF to implement trade-policy reforms under Economic Structural Adjustment Programme (ESAP). After adopting ESAP, the country witnessed soaring balance-of-payment problems, contraction of output, unemployment and the loss of government revenue. A number of factors, which were at play resulted in dismal economic performance under ESAP. These factors still exist, in addition to inter alia weak economic policies, structural rigidities and weak institutions. However, notwithstanding this controversy, the country continuously opened its economy under Common Market for Eastern and Southern Africa (COMESA), Southern Africa Development Community (SADC), World Trade Organisation (WTO), Economic Partnership Agreements (EPAs) and bilateral agreements. It is against this background that this study is undertaken, in order to evaluate the impact of different trade-policy regimes on trade, welfare and revenue in Zimbabwe. This study used two models: World Integrated Trade Solutions/Software for Market Analysis and Restrictions on Trade (WITS/SMART) and Tariff Reform Impact Simulation Tool (TRIST). The WITS/SMART model was used because of its ability in analysing the tariff effect of a single market on disaggregated product lines. The model also has the capability to analyse the effects of trade-policy reforms in the presence of imperfect substitutes. In order to complement the WITS/SMART model, a TRIST model was also used. The use of the TRIST model enabled the study to evaluate the impact of trade reforms on VAT, excise duties, collected and statutory revenue – which the WITS/SMART model had overlooked. Using the WITS/SMART model, the study considered seven trade-liberalisation frameworks for Zimbabwe: full implementation of the SADC free trade agreement (FTA), SADC common external tariff (CET), COMESA CET, COMESA FTA, EPAs, BFTAs and WTO FTA.

The influence of service performance measurement on service delivery: expectations of university students in Kenya

- Description: The demand for university education has increased at a higher rate than the resources available for universities to offer the required services. In Kenya, the demand for university education has continued to rise with university enrolment increasing tremendously over the last four decades. This growth calls for an investigation to find out the impact of this expansion on service delivery in universities. Kenya has thirty-nine fully-fledged universities that have been accredited by the Commission for University Education (as at 31st March 2013). Twelve others are operating with interim letters of authority (ILO). This development has created competition amongst universities and, as a result, necessitated the development of strategies to ensure survival in this changing environment. The review of existing literature on this subject has established that service delivery is a service differentiator and therefore could be utilised by universities to gain a competitive advantage and therefore enhance their overall performances. Based on this background, this study sought to establish the influence of service performance measurement on service delivery in relation to the expectations of university students in Kenya. Secondary sources were used to formulate a theoretical model of the influence of service performance measurement on service delivery that guided this study. The theoretical model indicates that non-academic aspects, academic aspects, reputation, programme issues and access factors may influence service delivery at the university. These five dimensions were used in the study as the independent variables of service delivery at the university. The outcomes of service delivery at the university were identified as student expectations, student satisfaction, student loyalty and student retention in the theoretical model; these were treated as dependent variables. Hypotheses were formulated that proposed relationships between the independent variables and service delivery. Hypotheses in respect of relationships between service delivery and the outcomes were also developed. A quantitative research approach was adopted to empirically evaluate the relationships between service delivery and the variables in this study. Data for the study was collected through the use of a structured self-administered questionnaire that was distributed to 720 university students in Kenya. Six hundred and thirty useful survey responses were received from fifteen universities. The data collected was subjected to factor analysis and multiple regression analysis to test the hypothesised relationships between the variables and service delivery. Descriptive statistics were also obtained from the raw data. The findings of this study indicate that non-academic aspects, academic aspects and access factors have positive and significant influence on service delivery in Kenyan universities. The quality and adequacy of academic, entertainment and sports facilities together with increased accessibility to services by students are important factors that influence service delivery at a university. The university students would like to be treated with respect and courtesy by academic and administrative staff during these service encounters. The empirical results of the study also reveal that student perceptions of service delivery impacts positively on student expectations, student loyalty and student retention related to convenience as well as student retention related to quality assurance.

- Description: The demand for university education has increased at a higher rate than the resources available for universities to offer the required services. In Kenya, the demand for university education has continued to rise with university enrolment increasing tremendously over the last four decades. This growth calls for an investigation to find out the impact of this expansion on service delivery in universities. Kenya has thirty-nine fully-fledged universities that have been accredited by the Commission for University Education (as at 31st March 2013). Twelve others are operating with interim letters of authority (ILO). This development has created competition amongst universities and, as a result, necessitated the development of strategies to ensure survival in this changing environment. The review of existing literature on this subject has established that service delivery is a service differentiator and therefore could be utilised by universities to gain a competitive advantage and therefore enhance their overall performances. Based on this background, this study sought to establish the influence of service performance measurement on service delivery in relation to the expectations of university students in Kenya. Secondary sources were used to formulate a theoretical model of the influence of service performance measurement on service delivery that guided this study. The theoretical model indicates that non-academic aspects, academic aspects, reputation, programme issues and access factors may influence service delivery at the university. These five dimensions were used in the study as the independent variables of service delivery at the university. The outcomes of service delivery at the university were identified as student expectations, student satisfaction, student loyalty and student retention in the theoretical model; these were treated as dependent variables. Hypotheses were formulated that proposed relationships between the independent variables and service delivery. Hypotheses in respect of relationships between service delivery and the outcomes were also developed. A quantitative research approach was adopted to empirically evaluate the relationships between service delivery and the variables in this study. Data for the study was collected through the use of a structured self-administered questionnaire that was distributed to 720 university students in Kenya. A phenomenological approach to the study allowed the researcher to observe the participant‟s lived experience through the theoretical lens of Frankl‟s conceptualization of a meaningful and full existence. A holistic perspective of factors contributing to redemption was accommodated by the Biopsychosocial-spiritual Model. The aim of this longitudinal revelatory study was to illuminate the process of redemption in a life, which leads to restoration and wholeness. This study breaks with traditional psychobiography – in that a life in progress has been selected; and personality development is not the key focus. This psychobiographical undertaking was anchored in qualitative research in the form of a single case study. Four types of triangulation were utilized, namely: data, investigators, theory and methodological triangulation. In addition, Alexander‟s identifiers of saliency, Miles and Huberman‟s data-management guidelines, Schultz‟s prototypical scenes, and Guba‟s criteria for trustworthiness, guided the methodology to ensure reliable data extraction and interpretation. The present researcher was in search of a deeper understanding of the enabling factors facilitating a restorative process in a life that was challenged by setbacks. Given the increasing pressures facing individuals in this modern era, the redemptive theme holds particular relevance, and was graphically demonstrated in the life of the participant who experienced trauma, widowhood, divorce, single parenthood, and a spate of medical and psychological setbacks. The findings suggest that the mental health clinician‟s utilisation of Frankl‟s conceptualisation of meaning in the most challenging circumstances, proffers itself as an all-purpose life-tool which enables individuals to overcome their challenges. The study demonstrated that gaining meaning in life is inextricably tied to an implicit legacy-oriented worldview. Of significance, is the role of forgiveness which emerged as the central redemptive catalyst. In this study, the resolution of past hurts through forgiveness, and the search for meaning, merge, forming an arterial theme in the life story of the participant. The dual impact of these factors not only reversed contaminated life-scripts, it also birthed a new calling in life which set the participant on a generative life course. The findings related to a redemptive life not only confirms existing theory, but also adds perspectives not previously considered. In addition, the findings related to the role of forgiveness has positive implications for the individual‟s physical and psychological wellbeing. Greater intentionality on the part of therapists to thread forgiveness into their practice, remains invitational in the light of the eugraphic impact demonstrated in this study.

- Description: This study focuses on the Kenyan mediation of the Somali conflict and strategic intervention engagement between 2002 and 2012. The core aim of the study was to establish and evaluate the role and effects of track-one diplomacy on conflict management and post-conflict reconstruction as pertains to the Somali conflict and on the basis of the Kenyan experience. A qualitative approach was followed in this study. It employed a descriptive, explanatory and analytical case-study method. The data were collected through interviews and documentary analysis. The twenty-two participants in the study were drawn from the Kenyan Foreign Ministry, the Inter-Governmental Authority on Development (IGAD), the Regional Centre on Small Arms and Light Weapons (RECSA), the International Peace Support Training Centre (IPSTC), the East African Standby Force Co-ordination Mechanism (EASFCOM), the African Union Mission in Somalia (AMISOM), the United Nations Political Office for Somalia (UNPOS), the African Peace Forum Organization (APFO), and selected respondents representing the Somali people. The documents comprised policy treatises, protocols, treaties, and communiqués highlighting the actions of the Kenyan government and other track-one actors in the Somali peace endeavour. Other scholarly research on official diplomacy, soft-power and conflict management by small States – in particular African case studies – were also utilised. The study revealed that Kenya’s diplomatic and stabilisation efforts had their own dynamics and challenges. This is especially so with regard to the preferred policy option of exercising diplomacy that utilises soft-power resources. This diplomacy had to contend with the challenges of dealing with sensitive aspects of the process. These sensitive aspects involved a recognition of and complicated engagement with the Somali conflict-constituencies, and a complex mapping of various actors and their respective interests. Contrary to the expected outcomes, interests and issues 17 proliferated, and the original peace-making agenda was consistently slowed down and complicated. The study also revealed that Kenya ought to have exercised a non-directive role in dealing with the different Somali conflict players. This role provides that such an “interested mediator” ought to exercise some considerable influence over the mediation environment. It also emerged from the study that as pertains to the current peace-making developments in Somalia that began in 2005 onwards to 2012, it is important that different intermediary co-operative roles be recognized and utilised. Towards this end, the study recommends that Kenya’s diplomacy should adopt a strategy of co-operation with those regional regimes that it helped to establish. A case in reference is the diplomatic opportunity of utilising regional arms control and disarmament diplomacy. This is Kenya’s intermediary co-operative role with RECSA, which is mandated to support arms control and disarmament implementation efforts in the East African region. The study also recommends that strategic foreign policy and regional actions by Kenya should be taken up given its new lease of engagement, noting that it was officially integrated into AMISOM in 2012. The study posited that in the ongoing engagement environment there would be a ‘revisiting’ of the experiences and complexities of the first phase of engagement (2002-2004). It is, therefore, recommended that Kenya should seize this opportunity and continue with its ‘facilitative and enabling role’ in its peace diplomacy, while utilising the lessons learnt in past engagements.

- Description: This thesis analysed and compared the effectiveness of the anti-corruption legislation and anti-corruption agencies in the Eastern Cape and Northern Cape provinces. The thesis consists of six chapters. This study is based on the assumption that the struggle against corruption is best approached by developing a system of laws, institutions and supporting practices which promote integrity and make corrupt conduct a high-risk activity. It is imperative that a systemic approach is embarked upon in order to address the manner in which the major institutions and processes of the state are conquered and exploited by corrupt individuals and groups. With the magnitude in which hurdles exist that hamper the effectiveness of the country's anti-corruption legislation and anti-corruption agencies; South Africa is incapable of curbing corruption. With the purpose to determine a desired state of affairs, characteristics of effective anti-corruption agencies and anti-corruption legislation were presented. These served as a yardstick in measuring how effective such agencies and legislation are in South Africa. Reasons for failure of agencies and legislation are discussed. After discussing types of anti-corruption agencies, those that perform better than ix others were identified. Through literature review, the status quo concerning anti-corruption initiatives in South Africa was assessed. It was revealed that the level of the success of South African anti-corruption agencies and legislation has been limited. In the case of anti-corruption agencies, weaknesses such as fragmentation; insufficient coordination; poor delineation of responsibility; and assimilation of corruption work into a broader mandate were identified as major causes. Measures that are needed, such as informed citizens; a need to foster and sustain high levels of professional and ethically imbued civil servants; and legislation that supports the transition towards a corruption-free society that are needed to complement implementation of anti-corruption legislation, were also recognised. Ways of addressing such shortcomings that the writers identified are also presented. The methodology and design followed in the study are described. This is followed by the analysis and interpretation of the survey. The research findings are then presented. Based on the findings a number of recommendations that would assist in improving the effectiveness of anticorruption agencies and anti-corruption legislation are made. Flowing from the discussion of effective anti-corruption models that were identified by literature a model that would be ideal for South Africa is recommended.

Ways of addressing such shortcomings that the writers identified are also presented. The methodology and design followed in the study are described. This is followed by the analysis and interpretation of the survey. The research findings are then presented. Based on the findings a number of recommendations that would assist in improving the effectiveness of anticorruption agencies and anti-corruption legislation are made. Flowing from the discussion of effective anti-corruption models that were identified by literature a model that would be ideal for South Africa is recommended.

In order to achieve the aims that the government seeks to attain, it is important that the care and treatment provided to patients receiving community home-based care (CHBC) be of a high quality. While the need for quality care is supported by government and civil society, research indicates that it is not clear whether quality care is indeed being provided and therefore there is a need for research into the quality of CHBC. The research aimed to undertake a critical assessment of CHBC programmes to determine the quality of care provided by volunteer caregivers using social capital theory as a theoretical framework. The study examined the quality of CHBC by analysing the context of CHBC, by investigating the support that volunteer caregivers and their clients receive and by discussing the support that volunteer caregivers and their clients still need. The study used one-on-one in-depth interviews and focus groups to obtain relevant data. The participants included volunteer caregivers, clients and supervisors who took part in the one-on-one interviews. The focus groups consisted of key informants and supervisors respectively. The quantitative data consisted of descriptive statistics which helped describe the participants. The qualitative data was coded and themes and sub-themes were developed. The data was also analysed by an independent coder. The results showed that poverty, and the related problems of poor living conditions and a lack of food security affects the quality CHBC. In addition, unemployment and the problem of stipends also affect quality CHBC. Certain socio-economic factors were also found to lead people to choose to become volunteer caregivers and unemployment was found to be an important driving force behind the choice to undertake volunteer caregiving. Furthermore, the volunteer caregivers in the sample received organisational support from their supervisors and their fellow caregivers or peers. They also received social support from their families and their communities. Regarding the clients of the volunteer caregivers, it was found that they received a number of types of support including psycho- iv social counselling, spiritual counselling and care of a holistic nature. In addition, the study found that there is a need for standardised quality training of volunteer caregivers, which will equip them with multiple skills. It was also found that volunteer caregivers require mentoring and quality supervision in order to be able to provide quality CHBC to their clients. Government has the ability to put the necessary systems and structures in place, such as a scope of practice for volunteers, standardised training and monitoring and evaluation, to enable CHBC and its relevant role players to operate at optimum levels. It also has the authority to make the changes and to enforce rules. Furthermore, it has the ability to unite CHBC organisations and can create the necessary conditions that can lead to increased social capital. Furthermore, the study recommends that two additional dimensions of quality care be added to existing dimensions of quality in health care. The first is the holistic approach to caregiving and the second is social support systems, namely supervisor/mentor and peer support and family and community support. This second dimension is also closely linked to social capital and the networks that make up CHBC.

Thus, to address this research problem, a cyclical relationship between trust and information sharing is proposed. In this respect, Information Technology should be used to nurture this cyclical relationship between trust and information sharing. A model for the enhancement of trust in automotive supply chains through Information Technology is proposed to achieve the objectives of this research project. This model includes risk perception; information sharing as a means of enhancing trust; a trust area that consists of both supply chain partner trustworthiness and system trust; the resultant trusting behaviour; and the resultant improved information sharing. As this study is concerned with the use of IT to enhance trust, the inclusion of system trust as a component of the model is a significant contribution of this study which is complementary to the proposed cyclical relationship between trust and information sharing.

- Description: The focus of this study is the Southern African Development Community (SADC) preventive diplomacy interventions in Lesotho in 1994, 1998 and 2007. The core aim of the study was to evaluate the efficacy of the SADC security mechanism (the Organ on Politics, Defence and Security (OPDS) in conflict prevention, management and resolution on the basis of the Lesotho experience. Data for this qualitative case study was collected through interviews and document analysis. The twenty four participants for the study were drawn from the SADC OPDS unit, Lesotho political parties, Civil Society Organisations (CSOs), Academics from the University of Botswana (UB) and the National University of Lesotho (NUL), retired Botswana Defence officers who participated in the Lesotho missions and office of the post-2007election dispute dialogue facilitator in Lesotho. Documents on the SADC Treaties, Protocols, Communiqués and interventions in other set ups were used to highlight its operational policies, mandate, structures, successes and challenges. Lesotho was chosen as a case study because SADC employed both non-coercive (SADC Troika and Eminent Person mediation, 1994 and 2007 respectively) and coercive measures (the 1998 military intervention). The findings of the study revealed that SADC as a regional body had its own successes and challenges. Different perceptions on the SADC interventions in Lesotho emerged mainly between the participants from the ruling party and the opposition parties. While the former commended SADC for successfully mitigating the calamitous effects of 1994, 1998 and 2007 post-electoral violence, the opposition parties viewed the regional organisations as engaged in illegal interference in the domestic affairs of the country to defend the incumbent governing party. It also emerged from the study that the SADC security mechanism has numerous structural and operational flaws. There were several unanswered questions revolving around the legality and mandate of some of the missions. For instance, no concrete evidence emerged as to whether the 1998 military intervention was authorised by the SADC. The study also revealed that SADC has learnt valuable lessons from the Lesotho missions. Some of the reforms which the SADC has introduced in the OPDS such as the establishment of the SADC Stand by Force, Early Warning structures, the Mediation Unit, and a panel of expert mediators emanated mainly from the Lesotho experiences. The study recommends that SADC needs to harmonise the efforts of its OPDS structures such as the Mediation Unit; the Troika; the Inter-State Defence and Security Committee (ISDSC); the Inter-State Politics and Diplomacy Committee (ISPDC) and the Summit of Heads of States and Governments for rapid, coherent and well coordinated interventions in future regional preventive missions. It is also recommended that SADC should focus on identifying and mitigating underlying causal factors such as underdevelopment; poverty; deprivation of freedoms, marginalisation and other forms of social stratifications and oppression in its preventive diplomacy missions if durable peace is to be achieved in Lesotho and any other future cases.

- Description: The assessment of the motivational value of rewards in the world of work is interesting but difficult to understand. Variations in research reports and inadequate comprehension of the efficiency and motivational value of rewards have brought about confusions, controversies and contradictions among authors, researchers, consultants and practitioners in the field of Industrial and Organisational Psychology (Mangham, 2007; Muula, 2006; Muula & Maseko, 2005; Palmer, 2006; World Bank, 2004). As a consequence, organisations are applying theories and models of motivation selectively depending on their beliefs, ideological framework of values and assumptions (Dzimbiri, 2009). The study was therefore carried out as a positive contribution to the existing knowledge and debate on the motivational value of rewards for health professionals in the public health sectors of the developing countries. Through a systematic sampling method, 571 health professionals were sampled for the study. Data were collected through the use of a self-administered questionnaire which was composed based on the data collected from desk research/literature review, focus group discussions and interviews. The findings of the study revealed that the Malawi‟s Ministry of Health (MoH) is failing to attract, motivate and retain health professionals; there is perception of inequity of the rewards among the health professionals; health professionals develop coping strategies to supplement their monthly financial rewards; health professionals engage in corrupt practices to supplement their monthly financial rewards; and there is erosion of industrial democracy in the Malawi‟s Public Health Sector. While the statistical testing of the hypothesized model proved a lack of fit between the variables, the statistical testing of the re-specified model suggests that there is a positive relationship between financial rewards and reward-related problems being faced by health professionals in the Malawi‟s MoH. Through the Structural Equation Modeling (SEM) exercise, an inverse (negative) relationship between financial and non-financial rewards was deduced, and scientifically and graphically demonstrated. Both the re-specified and graphical models symbolize a pragmatic departure from the theoretical model whose authors (Franco, Bennett, Kanfer & Stubblebine, 2004) are largely inclined to the use of non-financial rewards and suggest that financial rewards should be used with caution. These findings also reject the Herzberg‟s two factor theory (Herzberg, 1960) which claims that financial rewards (salaries) are not a motivator. The major recommendations of the study are that the Franco et al.‟s (2004) model should be adopted and adapted in the Malawi‟s MoH with the view that the value of both financial and non-financial rewards (as motivators) varies from individual to individual due to individual differences and prevailing factors/forces in both the work environment and wider society in which the MoH operates; a hybrid reward system combining the strengths of time-based, performance-based and competence-based reward systems should be developed and implemented; the results of scientifically testing the re-specified model and the inverse (causal) relationship established between financial and non-financial rewards (as demonstrated in a graphic model) should be re-tested with other samples in the public health sectors of the developing countries; and the motivational value of non-financial rewards should be scientifically established and compared with the motivational value of financial rewards used independent of each other in business organisations to make an objective conclusion on the rewards-motivation debate.

- Description: Continued debates on economic development, poverty eradication and the growing skeptism concerning the paradigms proposed through many decades, has led to a continued search for a paradigm that would, finally, resolve the issue of pervasive poverty in the Sub-Saharan Africa. Having implemented decentralization within government entities without any significant contribution to poverty eradication, the focus has now turned to the development agencies themselves. What are the inefficiencies in these agencies which if addressed might enable them deliver development aid more efficiently thus, providing more resources for development from being lost in the attrition of overheads? It is, therefore, argued that decentralization of development agencies will improve the efficiency and effectiveness of IFIs in delivering development aid. At the same time, decentralization reforms have been proposed as a response to the failures of highly centralized states (or organizations in this case). Empirical evidence, strongly, suggests that physical proximity and more "face-time", promotes better results-on-the-ground, delivered by staff who are better attuned to local conditions and have a better understanding of the client and their development agenda. But, will decentralization alone solve the issue of pervasive poverty? This research recognises that the factors affecting poverty are diverse and intricate and isolating just one part of the puzzle is not enough. Nevertheless, it is argues that decentralization, has a positive impact on poverty reduction thus, this study presents both practical and theoretical considerations from which policy measures can be derived. This thesis focused on establishing how the World Bank, changed its strategies through the implementation of decentralization of its operations as proposed in the ‗Strategic Compact‘, renewed the way it worked in order to maintain its relevance in the development world. The World Bank President, James Wolfensohn, proposed the Compact as a solution to the organization‘s self diagnosis that it was in distress, in a state of possible decline and was not fulfilling its mission of poverty eradication. This research, using Uganda Country Office as a case study, undertook, mainly, a qualitative review of the overall strategy of decentralization and its implementation organization wide and specifically, in Uganda. The research examined how the implementation of the strategy impacted on poverty trends in Uganda. This research found that the decentralization strategy was, fundamentally, the right one to deliver better results of the Bank‘s mission of ‗fighting poverty for lasting results‘ and its vision of ‗A World Free of Poverty‘. Contrary to the popular notion that the World Bank has been, largely ineffective in the delivery of its mission and its decentralization strategy just another one of its 'shams‘, this research established that the implementation of the strategy, although not having a direct or causal relationship, did have positive impact on poverty alleviation in Uganda. This study, therefore, makes a case for decentralization of donor organizations as a means of better delivery of the poverty eradication agenda in the developing world. The benefits though hard to measure in monetary terms are, nevertheless, real in terms of faster and better quality engagement with the clients which in turn, result into better delivery of services and programmes.

- Description: One of the key challenges that continue to confront governments, worldwide, with regard to development management, other than the obvious limited resources to meet the overwhelming and competing needs of the constituencies, is the efficiency and effectiveness of the state machinery. Within state machinery itself the major issue that is viewed as a primary shortcoming is the process of translating sound development policies into implementable programmes and projects. Within the processes of policy implementation the key weaknesses appear to lie on planning processes. As such, governments continue to cite poor alignment between policies, plans and priorities across various spheres of government, a challenge that manifests itself in a lack of integrated service delivery, duplication in application of resources and efforts, lack of sustainability of development initiatives, slow pace and poor quality of services provided to communities. This study was aimed at evaluating the nature and extent of alignment between the Strategic Performance Plans of selected Eastern Cape provincial government departments and the Provincial Growth and Development Plan (PGDP): 2004-2014. The main objectives of the study were to gain insight into the nature and extent of alignment between the Strategic Performance Plans of selected Eastern Cape provincial government departments and the PGDP objectives, indicators and targets; identify the new service delivery mechanisms, policies, procedures and change management plans that have been introduced, if any, to ensure the successful implementation of the PGDP programmes; and indentify risks and challenges that pose a threat to the successful implementation of the PGDP programmes and provide preliminary risk response strategies. Of paramount importance is that this study was not limited to assessing the nature and extent of harmony or strategic fit between a macro-provincial plan, known as the PGDP, and sector specific plans, called Strategic Performance Plans, but it sought to determine the bases of alignment, where it exists, and sources of misalignment where planning disjuncture are found. To this end, the study was intended to generate a conceptual framework for assessing alignment of plans within public institutions across all levels of government. Ten provincial government departments drawn from the four provincial administrative clusters that feed their work into, and hence accountable to various Cabinet Committees and, ultimately, Cabinet, participated in the study. Key issues that emerged, and remained unresolved, during the direct engagement of provincial government departments were consolidated and verified, later on, with the public entity that supports the Office of the Premier on matters of macro-policy and strategy development and socio-economic research, known as the Eastern Cape Socio Economic and Consultative Council (ECSECC). This study followed a qualitative research methodology approach. Strategic Performance Plans of selected provincial government departments were analysed to establish linkages with the PGDP. A standard Alignment Evaluation Matrix was utilized to provide the results of content analysis of departmental plans. This Matrix was developed based on extensive literature study conducted that yielded a working Strategic Planning Alignment Model. The results of analysis of departmental plans and the key features of the Planning Alignment Model formed the basis of engagement of selected government departments during field study. Managers and officials working in components such as Strategic Planning, Monitoring and Evaluation, Special Programmes, infrastructure Planning, Demand Management and Research, Budget Planning and Control, Municipal Support, Geographic Information Systems and Spatial Planning, participated in the focus groupdiscussions. This study revealed both positive and negative factors on how provincial government departments have, over time, attempted to give effect to the intentions of the Provincial Growth and Development Plan; 2004-2014. Firstly, the study demonstrated that the PGDP was viewed in the same light as any other planning framework generated at national and local government level, with its priorities and targets found in the same basket of policy issues that are competing for limited resources. Secondly, it was found that the PGDP has, over time, degenerated in terms of its strategic significance in the planning environment, with new priorities that have emerged at a national government level securing more attention of politicians and senior administrators at the detriment of the PGDP intentions. Political championing of the PGDP was viewed as having dwindled from one term of government to the next. As such, the PGDP was not found to be having the level of significance and traction that the regionalist-planning paradigm is beginning to suggest within the global policy development discourse. Thirdly, the study revealed that while plans of selected government departments had a sound articulation of the PGDP goals, this did not translate into well-costed operational plans with clear targets and timelines that link to the 2014 targets. Organisational structures and service delivery models of the selected government departments had not fundamentally changed since the PGDP was introduced in the Province. Incremental changes to departmental processes have been seen since the PGDP came into effect. The changes were more influenced by new priorities that emerged at national government level. As such, provincial government departments continued to be more inclined towards sector priorities which could be viewed as unfunded provincial priorities. As such, budget allocation to PGDP programmes was limited from department to department, due to competing national priorities. One argument advanced for this disjuncture in planning was that the PGDP itself should have, from time to time, been reviewed to consider priorities that might have emerged at national and local government sphere, including conditions that have changed in the socio, economic and political environments. This seemed not to have happened, despite a Planning Coordination and Monitoring Unit being established within the Office of the Premier, during PGDP inception, for this explicit purpose. Fourthly, the study noted the challenge of different planning cycles between the provincial and local government spheres, which was viewed as promoting planning disjuncture within the two spheres. This was pointed out as of critical importance in alignment since provincial government departments are expected to respond to community needs that are embodied in Integrated Development Plans of municipalities. For this vertical integration to happen, the study revealed that there has been over-reliance in inter-governmental structures which were relatively weak in various municipalities. In the same vein, horizontal integration at provincial government level seemed to be a challenge also due to the ineffectiveness of the cluster system introduced since 1999. While part of a Cluster system, and submitting plans and reports to Clusters, provincial government departments continued to work in silos. Priority setting, spatial targeting and resource allocation has remained a competency of individual provincial departments. The cluster budgeting and programme implementation envisaged in the PGDP was still to be seen, and it appeared that there was no Treasury tool to give effect to this noble intention. In fact, this intention was viewed as contradictory with the spirit of the Public Finance Management Act, 1999 that places single financial accountability on Heads of Departments, as individuals rather than a group or cluster. Fifthly, the study further revealed that the PGDP itself had design deficiencies that created a challenge for implementation, monitoring and evaluation. The PGDP was viewed as straddling between being a strategic framework that guides socio-economic planning, with a longer-term focus, and being a provincial plan. The PGDP was also found to be an all encompassing plan that contains a basket of everything that a provincial government would be expected to do. A viewpoint advanced herein regards international experience which suggests that being strategic means being selective, sorting the critical few from the important many, and giving that selection a ‘bite’ by shifting resources and demanding performance sufficient to make the desired impact. The latter was viewed as a fundamental shortcoming of the PGDP. In fact, the study revealed that some of the PGDP programmes were underway within provincial government departments even before the PGDP was formulated. Whether those programmes would serve the province achieve the few outcomes it set itself for 2014, is a matter the PGDP design could not confirm. It also transpired that a number of provincial departments were not adequately consulted during the determination of PGDP targets. Furthermore, it has emerged that the province lacks coherent competency at a level higher than provincial departments, which is capacitated with a pool of analysts possessing a deeper appreciation of various government sectors and the provincial economy. This competency would include development planners, spatial planners, sector policy analysts, researchers and other technical skills.
