- Description: The emergence of the cryptocurrency Bitcoin, has invoked the need for developing financial systems that can be used to transfer digital value. This would serve as a solution to developing countries especially the challenged ones, when it comes to accommodating the financial needs of the disadvantaged people. Moreover, it facilitates access to financial services to allow them to transact with ease. Numerous companies have taken advantage of the prevalence of mobile phones and introduced financial platforms to provide financial inclusion to disadvantaged people. Financial institutions and Mobile Network Operators (MNO) have developed platforms such as cell phone banking services, mobile money, mobile wallets, and electronic wallets that can be used to provide affordable financial services. Although this is the case, alternative platforms that are affordable and accessible through mobile phones are still required. Therefore, this study proposes a Bitcoin framework that can be used as an alternative platform through low-end mobile phones to provide access to financial services to the disadvantaged people in marginalized areas. To prove the concept of the proposed Bitcoin framework, a Mobile Bitcoin Wallet System (MBWS) prototype was developed, which allows a person using a low-end mobile phone with no intervening technology such as Internet or Bluetooth, to access a Bitcoin wallet by sending a Short Message Service (SMS). This enables Bitcoin to be accessed more easily and affordably by the people. Thus the developed prototype conceptualizes an alternative payment system or a payment method that can augment the existing payment methods. The MBWS is evaluated to assess if it can offer the services that other platforms offer by being compared to a cell-phone banking service. It was deployed on a computer connected to the Internet to enable a connection to the Bitcoin network and access to the blockchain which records all the transactions that take place in Bitcoin. Although this system provides access to the Bitcoin wallet, for it to be applied to areas where people require an alternative payment system, it still needs to be enhanced for such use. This includes scaling the system and adding more functions to it.

- Description: The research seeks to assess the effectiveness of the provincial intervention in accordance with section 139 of the Constitution, 1996 in dysfunctional municipalities in the Eastern Cape as a viable instrument vis-à-vis the implementation of the continuous support in terms of section 154 of the same Constitution. Both sections are legislative obligations on the part of the national and provincial spheres of government. The two sections are legal instruments of monitoring and support and their implementation in municipalities by the then Department of Local Government and Traditional Affairs (now known as Department of Cooperative Governance and Traditional Affairs) in the Eastern Cape is the focus of the study. However, the two instruments are not achieving their objectives as more municipalities continue remaining dysfunctional despite provincial interventions. The government set out a broad vision of developmental local government. This is essentially a vision that calls on municipalities to find means of confronting the legacy of underdevelopment and poverty in their local areas. Whereas section 154 seeks to ensure support and strengthen capacity of municipalities, section 139 presupposes intervention in areas where a municipality has failed to perform. The latter section is usually invoked when everything else has failed by way of the continuous support provided by section 154. The study examined critical aspects on the implementation of the two instruments by DLGTA, particularly at Sundays River Valley Local Municipality. It looked at the challenges that necessitate the provincial government to intervene in dysfunctional municipalities as well as at implementation challenges. It also looked at the impact of the provincial intervention and checked on the section that is likely to make an impact between the two. In so doing, the municipal functionaries; Mayor/Speaker, Section 56 Managers, departmental officials of DLGTA and stakeholders representing citizens of Sundays River Valley were interviewed. The results of the study reflect challenges in the implementation of the two instruments by the DLGTA and it would be advisable for the DLGTA to consider the findings and recommendations in an attempt to contribute in overcoming the section 139 challenges.

- Description: This research conducts a Critical Assessment of the Provincial Intervention Outcomes in Makana Local Municipality in the Eastern Cape Province (2012-2014) with the overriding objectives to identify factors which cause unsuccessful Provincial intervention on local government affairs and measure the extent to which these factors played a role in the intervention in Makana Local Municipality and assess the outcomes of Provincial intervention in Makana Local Municipality. The entire research process was guided by the above research objectives and questions that strive to assess the outcomes of Provincial intervention in Makana. The study involved a qualitative research approach: conducting interviews and reviewing the Provincial Strategic Plans 2014, Financial Recover Plans 2014, Makana Annual Financial Statement 2015, Makana Budget Analysis 2014 and the Auditor Generals 2014/15 annual report on Makana. The study identified and defined challenges (factors) that contribute to poor outcomes in Provincial interventions and further identified success factors of Provincial intervention. The extent to which these factors played a role in Makana were then measured, and finally, the outcomes of Provincial intervention in Makana Local Municipality were assessed. The findings of the study indicate that the intervention in Makana Local Municipality has produced stability in the municipality and resulted in a degree of successful outcomes. However, there are priority areas that the municipality still needs to work on in order to make certain that the Makana Local Municipality is fully functional in all the areas that have been identified as priority areas of intervention. The study establish that there are many factors that may lead to Provincial interventions failing in Local government, such as lack of monitoring and evaluation during intervention, lack of commitment by the Province, political interferences and lack of budget or funds to implement the strategic plans. These factors can be prevented in order to assure that Provincial intervention in Local government is successful. The study reveals that proper intervention plans, effective implementations of the strategic plans, coordination and communication between municipal Council, Province and municipal officials, monitoring and evaluation during and after intervention can assist the Province to detect whether the interventions are to be successful. Lastly, the study makes recommendations for both Provincial and Local government.

- Description: In recent years, an increasing number of people move into cities to search for better opportunities for themselves and their families. This movement is known as urbanisation and makes it difficult for the local government to fully understand citizens’ needs particularly pertaining to public safety matters. During the first phase of the Public Safety Smart City project, it was identified that there is a need for feedback loop to facilitate effective communication of public safety issues between citizens and local government. This means that EL citizens do not have a better channel in place to address their public safety issues to the local government. This could lead to the decisions made by the local government in public safety not fully communicated back to the citizens. The primary objective of the study is to develop a feedback loop model that will assist in more effective reporting of public safety issues between citizens and the local government. The study followed an interpretivism paradigm and the research methodology employed is the qualitative approach. This was influenced by the existing De Fleur model of communication, secondary data and also semi-structured interviews. The interviews were conducted with eleven citizens and four managers from the Department of Public Safety. It was ascertained that the lack of a feedback loop about public safety issues between citizens and local government is likely to increase public safety issues. Findings revealed that this is because citizens are not continuously updated about their reports and also about the state of public safety matters. Furthermore, the methods of communication utilised lead to poor communication of public safety issues. The study concludes that the introduction of an Information and Communication Technology enabled feedback loop between citizens and local government can help in reducing public safety issues and make public safety officials proactive rather than reactive.

- Description: Eastern Cape Province farmers in the natural essential oils industry are yet to fully realise the use of electronic commerce (e-commerce) platforms, such as electronic marketplaces (e-marketplaces) for business purposes. This is due to the issues that include lack of awareness, poor product quality, untrusted payment gateways and unsuccessful delivery that are associated with e-marketplaces. As a result, farmers do not trust e-marketplaces and therefore hesitate to engage in e-marketplaces for business purposes. This is further complicated by natural essential oils buyers‟ tendency of preferring face-to-face interaction with a supplier rather than online interaction as they need quality assurance. As such, this research proposes a model to enhance the perceived trustworthiness of natural essential oil producers in the Eastern Cape Province selling through e-marketplaces. The model constitutes the factors that could be considered in assisting essential oil producers to create a perception of trustworthiness to buyers in e-marketplaces. These factors were evaluated amongst five organisations involved in the production, retail or processing of essential oils using a multiple-case study methodology. The study‟s use of multiple-case study was applied within the interpretivist paradigm and five cases were considered. Interviews, document analysis and observations were used for data collection. Data analysis was done using within-case analysis followed by cross-case analysis to establish factors of trust. The essential oil producers based in the Gauteng, Kwazulu-Natal and Western Cape provinces were cases that had been successfully using e-marketplaces for a notable period of time. Accordingly, factors that contributed to the successful use of e-marketplaces informed the proposed model of this research. The model proposes that perceived trustworthiness of enterprises in e-marketplaces can be achieved through following the uncertainty reduction stages (Entry, Personal and Exit) and applying uncertainty reduction strategies (passive, active and interactive).

- Description: In South Africa, the Constitution, 1996, the Municipal Structures Act,1998 (Act 117 of 1998), the Municipal Systems Act, 2000 (Act 32 of 2000) and the Municipal Finance Management, 2003 (Act 56 of 2003) place municipalities at the forefront for providing basic services such as waste management, electricity, water, sanitation, roads and transport to the communities. The journey that the local government sphere in South Africa has taken over the last 22 years has not gone smoothly, in some respects it has been a bumpy ride one. A single, unified local government had to be established from the fragmented, undemocratic, unaccountable and racially divided local government system that was inherited. The constitutional and political structure of local government, its promise of democratic accountability, and the delivery of services to improve the lives of citizens has proven to be challenging in their implementation. Performance management was introduced in the local government sphere to improve performance by establishing a rational planning process based on the assumption that “business methods” would be more effective than traditional public administration approaches. There is a problem with municipalities such as the BCMM; the problem is that they operate their WSDP, SDBIP, IDP, budget and PMS in silos. The WSDP, SDBIP, IDP, budget and PMS must be aligned so that BCMM can be able to deliver basic services like water and sanitation. The study sought to review the Water Services Development Plan and Service Budget Implementation Plan Alignment with the Performance Management System in Buffalo City Metropolitan Municipality. Data was collected using interviews from a sample of participants comprising mainly of managers of the BCMM, revealed that most of the performance targets set in the financial years 2009 to 2015 were not achieved. The study came up with the following recommendations that there should be regular workshops, training of BCMM officials in the importance of the alignment of the WSDP and SDBIP with the performance management system in the BCMM. The PMS should contribute in the improvement of productivity, through achieving set targets and goals as planned. The processes must be fully integrated. Challenges facing BCMM in terms of alignment must be addressed. There is also a need for sound annual plans with targets (quarterly) that show how the annual targets will be achieved.

Agriculture in these areas characterises the nature of rural livelihood. Traditionally, people living in rural areas were highly dependent on their production from gardens for food, income (barter exchange), and other social activities. Nowadays, that motive and interest is no longer operating at its full potential, so to revive that history and nature, household (homestead) production, certain programmes were introduced to greatly improved the standard of living of the poor, and it has proved to have an impact as it has generated income, and created food stability and employment through the project. Home gardens are there and can be used as the method and the strategy toward improvement and development of the people around the world, more especial to developing countries. Certain programmes that are initiated for acting against the challenges faced by rural people have failed to materialise and operate on their fully potential. The Siyazondla homestead food production programme is the one of the programmes practiced by the government of South Africa to act against such challenges, affecting especially poor people. This study was aimed at assessing the role of Siyazondla homestead food production programme in food security and poverty alleviation in selected communities of Nkonkobe local municipality of the Eastern Cape. It took the form of a case study in Msobomvu, Ngcothoyi and Binfield locations. The Nkonkobe local municipality is demarcated into five major areas: Middledrift, Alice, Seymour, Fort Beaufort and Balfour. The study sample was collected from beneficiaries and non-beneficiaries of the Siyazondla programme. The sample size was 90 respondents, from which in one area, a 15 beneficiaries and anticipated non-beneficiaries were targeted. The target sample from each village was collected from 15 beneficiaries and non-beneficiaries. Many farmers from the study area benefited from the programme, though a limited number was targeted. Therefore, a probability sampling was applied and employed, where there were more than required number of beneficiaries of the programme and anticipated beneficiaries of the programme. The study was effectively and efficiently carried out and achieved with the use of personal interviewing of the recipients by use of questionnaires. The study was analysed by a computerised programme of analyses called SPSS v.2.1 and excel. The objectives of the study based on food security, poverty alleviation and reduction, and also improving nutritious status. The finding of the research clearly indicates the outcome of the programme on livelihood basis of the beneficiaries. Some of the objectives of the programme were achieved, such as food security and nutritious levels, whilst other objectives had shortcomings. The finding of the study also shows that programme, though had original benefits but also there are the anticipated and probable benefits of the programme Siyazondla, such as income, skill of farming, improving social status, and there are some possibilities when the programme is properly implemented. Though the majority of people are concentrated in rural areas, the programme on its own had shortcoming to meet needs of the whole population, as food insecurity, unemployment and poverty are taking its course. The programme on its own had shortcoming such as lack of adequate resource and as results, very few people benefited from the programme. Another shortcoming of the programme is the effectiveness of agricultural extension personnel to certain aspect such as marketing of farmers produce and proper monitoring and evaluation of the programme. Therefore, in the long run programmes of this nature are promising, there will be some development and improvement toward growth and better standards of livelihood. It is through this study that had to assess the structure, procedure, strategies implemented of the programme and impact of the programme to both beneficiaries and anticipated beneficiaries of the programme. - Description: The Southern African Development Community (SADC) was established with a view to pursuing economic growth and development in the region. However, even after the establishment of the Free Trade Area (FTA), the presence of significant non-tariff barriers (NTBs) has contributed to the lack of progress in achieving these objectives. Therefore, the premise of this study is that the successful realisation of the economic goals of SADC can only be accomplished on the basis of a legal and institutional framework that promotes accountability and transparency at the national and regional level. It is undeniable that this approach is gaining prominence worldwide as more attention is directed towards the removal of NTBs. For the purposes of advancing trade liberalisation within the context of a more transparent and predictable trade regime, this study analyses the strengths and weaknesses of the SADC legal and institutional framework. To that end, it addresses pertinent issues such as, inter alia, the effectiveness of supranational or intergovernmental approaches in regional institutions, the appropriate status of community law within Member States’ jurisdictions and the role of state sovereignty in regional integration. To achieve a clearer understanding of these issues, the World Trade Organisation (WTO) is assessed to obtain insights on the multilateral standards that it sets for the accountability and transparency measures of regional trade agreements (RTAs). The comparative analysis of the European Union (EU), which is viewed as the gold standard for regional integration, also assists in enabling this study to draw lessons for SADC, particularly in the determination of recommendations for legal and institutional reform.

The main thrust was on its application in South African metropolitan municipalities with a view of establishing means of improving its adoption for better customer-focused performance measurement. This area has not received much attention, yet local government performance is in an unacceptable state. The study employed a secondary data analysis approach and findings from the study reflect widespread usage of the BSC but without proper consideration of factors influencing its successful application. Findings of this study reinforce previous study results that there is poor communication with regards to how the BSC must be applied. Its application is also faced with the challenge of lack of training on the use and application of the BSC. However, the tool has significantly transformed and shaped the functioning of South Africa’s two best performing metropolitan municipalities and altered their performance in a favourable manner. Through the BSC approach, the City of Cape Town and the City of Johannesburg have moved towards improving their relations with the customers they serve. The BSC allows the municipalities to take into consideration the non-financial assets that were previously not considered valuable in organisations. Accommodating the views of customers has gained much traction in these municipalities and measures have been put in place to ensure real time data enables managers to make decisions that attempt to address people’s needs and expectations. Conclusively, the study recommends strong improvement in training and communication of the objectives and goals of a PMS within an organisation. Strong emphasis should also be placed on listening to what the customers say and expect from service delivery. This will strengthen the use and value of CSS and CBP and help improve performance and the achievement of the NDP goals of 2030 through local government. - Description: This research conducts an examination of the efficacy of placing municipalities under administration with the overriding objective of determining the appropriate strategies that can be recommended for improving governance in municipalities. In a bid to achieve this overriding objective, the entire research process was guided by the research objectives and questions that examined; tools used to evaluate the success of provincial interventions, governance of Mnquma Municipality pre and post the intervention strategies which are used for improving municipal governance. Although the secondary research was accomplished through the review and analysis of the relevant literatures and theories, the qualitative research approach was used in the primary research process. The findings of the study indicate that achieving effective municipal governance in South Africa is far from being attained. In terms of the principles for effective governance, the study reveals that the effective implementations of good governance principles in municipalities is marred by factors that include; poor definitions of terms of reference of intervention processes, poor definition of what poor governance in municipalities, lack of evaluation tools for intervention and a process that is highly dependent on subjectivity which subjects it to undue external influence. In thediscussions, it was argued that this subsequently contribute poor working environment, non-improving municipal governance, lack of commitment and non-improving quality of service delivery. However, it was noted that there is still ineffective applications strategies which can be used for improving municipal governance in South Africa. While considering the primary and secondary findings of the study, it was recommended that despite all the contrasting views on the intervention, there was a lot of common ground on the strategies that could be used to improve municipal governance which should be implemented in municipalities.

An analysis of the efficiency of ontology and symbolic learning algorithms in indigenous knowledge representation

- Description: It is without a doubt that machine learning has been the area of focus in early days of artificial intelligence, but the early neural networks approach suffered some shortcomings and this led to a temporary decline in research capacity. New symbolic learning techniques have emerged since then which have yielded promising results and have led to a revival in research in machine learning. This has seen many researchers focusing on these techniques and experimenting with them by comparing their performances for different applications. With that in mind, the research thus decided to make an analysis of the symbolic approach against other approaches such as the neural network (connectionist) to evaluate the power of the former approach. This was done by first generating an ontology that acted as a representation of some collected indigenous knowledge. It is from this ontology that a dataset was generated. The dataset was made ambiguous to see the learning power of classifiers in such data. Two experiments were done, one using WEKA and the other using Orange as tools. The reason why the two experiments were used is because there was not a single tool which contained all the required learning algorithms. The research wanted to make use of ID3 and CN2 symbolic algorithm. However, WEKA had ID3 and not CN2 while Orange had CN2 and not ID3. The most important attributes from the ontology regarding the indigenous knowledge were the name of the plant, the province it is found and the disease the plant treats. Therefore the dataset had two features which were disease and province and one label which was the name of the plant. The learning algorithm was to use the two features to generate rules used to predict the label. However, there was ambiguity on the dataset. The challenge was that two different labels would contain the same features, thus leading to wrongful classification. This was the core of the research. Even though the learning model concluded this situation as wrongful classification, in real time, a system using the same learning model would provide desired and correct results. The only flow which was there is that the learning model simply used one label to predict under and ignore the other label with similar features. This was identified as a flow for both symbolic and non-symbolic algorithms. There is no way of giving suggestions in the case a user wants a different plant but with similar features. Therefore for classification using an ambiguous dataset, both these approaches proved to have the fore mentions flow. The research then decided to use recall to analyze the power of these approaches. It was discovered that ID3 has better recall than Multilayer perceptron and Naïve Bayes algorithms when using a training set. ID3 managed to recall clearly and effectively three of its classes by a probability of 1 while Bayes Net had only one class with recall probability of 1. To further investigate the issue of recall, cross validation was used to contrast the competence of recall of the three algorithms to strengthen the assertion that indeed ID3 has a better recall as compared to the other two algorithms. Three stages of cross-validation were done, one stage using 10 fold, the other 20 fold, and the last using 50 fold. For all the different stages of crossvalidation, Bayes Net proved to perform better in terms of recall than the other two algorithms. In cross-validation, MLP could recall approximately above 88% of the instances available in contrast to when using training set where the algorithm recall only two out of 18 instances. In overall the symbolic approach proved to be a commendable approach for use over the nonsymbolic approach. The study of machine learning involves the building of learning algorithms, improving upon learning algorithms or making comparisons of machine learning algorithms. The research raised awareness on some improvements that need to be done on not only symbolic algorithms but non-symbolic ones as well. Some improvements include improving on or coming up with algorithms that suggest alternative predictions in cases of ambiguity instead of doing wrongful classification and not reflect on other possibilities.

- Description: The anchor of this research was to analyze the implementation process of Zimbabwe’s IEEP. Implementation of policy has been the Achilles heel of most African countries it has been proven that it is a disease of the continents. In this research the focus is on analyzing what happened between the tabled idea and the implemented policy, this is because the implemented policy had a tremendous contradictory impact to the world as it disempowered the investors in an attempt to economically empower its citizens. The tabled idea was great it had its own flows because it lacked clarity in some of its definition and the goals, objectives and how the policy were to be implemented are not clear there is basically lack of clarity pertaining to the policy. This study made use of two theories the Top- down approach and the politics and administration dichotomy, these two theories are in favour of an autocratic way of policy implementation which follows a chain of command. These two theories highlighted that administrators are being covered be politicians and that administration as a practice and discipline are dead. This has lead to policies being made implemented first before they are formulated because there are no administrators. This study reviewed that the implementation process of the IEEP is not clear or rather it does not exist; there is little or no transparency on the events that took place between the tabled idea and the implemented policy.

Constitutionally, children have rights to care, dignity and protection. Thus, child chastisement infringes upon these rights. However, regardless of its intentions, child chastisement has an effect of inflicting pain onto its victims thereby infringing on their rights to human dignity, equality and protection. It can also lead to unintended consequences such as injury or death to its victims. Subjecting children to this cruel, inhuman and degrading action affects the development of children and sometimes haunts them at a later stage in life. In addition, child chastisement lacks the measure of determining whether it is moderate or severe, thereby making it prone to abuse or misuse. The study used a qualitative research paradigm, where data was collected from existing documents and analysed towards understanding child chastisement and finding sustainable ways of improving child welfare in the home or in society. The study also analysed the legal framework on child welfare and chastisement globally, regionally and locally. Instruments such as the UNCRC, ACRWC and the UDHR have a clear stance abolishing child chastisement. The study established that, despite the existence of global instruments promoting child care and protection, the common law defence of corporal punishment in the home and society remains a loophole that needs closing and enactment of laws that outlaws it completely.

- Description: “All religions emphasize the need to support charity, welfare and the disadvantaged. Obligatory giving is, thus, a manifestation of spirituality. This is why religious communities are capable, like no other sector of society, of mobilizing enormous resources for poverty alleviation and development initiative” (Maharaj & Chetty, 2007:82). Most African countries are faced with serious and worsening poverty (Wogaman, 1986:47), and one of greatest issues that demands our immediate attention within the church and society is poverty alleviation. Wogaman (1986:47) further argues that the increase in production has not served to bridge the great historic chasm between rich and poor. Hence, the church needs to direct its attention and its activity to poverty alleviation so that it becomes an advocate for the poor. Lawrence (2012:1) argued that we are created for fellowship with other people and also depend on God for our survival. Therefore, poverty touches all of God’s creatures and not simply those who experience it directly. Poverty prevents human beings from realizing their potential; it creates barriers of inequality between people, and bars people from experiencing the abundance of God’s creation.

- Description: The central merits of this study and of the efforts invested throughout its development lie in its focus on participatory development and rural sustainable livelihoods. The main objective of the study was to assess the implementation of development projects in Tsholotsho district in Zimbabwe with regards to the issue of participation and its role to sustainable development. The study utilised the documentary research methodology which was used to gather data. The analysis of data was undertaken through the use of the participatory approach as the main theoretical framework. The study has shown that participatory development has been altered to take numerous and divergent forms that do not usher in the expected outcomes. Participatory development in Tsholotsho has thus taken a different stance since it has turned to be merely rhetoric and has suffered modifications and transformations to such an extent that power relations between and among development stakeholders subjugate the poor further leaving them without any voice. Community members are experiencing a ritual of empty processes that camouflage as participatory development making the people not to be centrally involved in bringing about rural sustainable development. One of the greatest challenges facing the rural development domain today is the search for alternative tools that seek to facilitate collective actions and solutions through the process of participation so that the poor get to be active not passive agents of development. This study is of the view that more research is needed to study the indigenous rural knowledge systems and their integration to modern knowledge systems; more so that is also a need to scrutinize the roles and responsibilities of NGOs interventions since they have made significant impacts in rural development. Finally, there is need to assess how policies affect development providers’ contributions in development processes.

- Description: The Dwesa WiMAX network provides broadband communications over wireless connectivity for various types of multimedia traffic, such as emailing, browsing, VoIP, file transfer, etc. to the community members. The community members of Dwesa use schools’ computer labs to access the network and generate the aforementioned multimedia packets on dedicated timeslots and thus cause network congestion during such timeslots. Against this background, WiMAX implementation has faced several challenges in living up to its objectives in RMAs. Quality of Service (QoS) degradation as a result of high traffic demands remains one of the challenges thwarting WiMAX implementation. The GoS is also bound to get compromised as connectivity demands arise consistently with more subscribers connecting to the network, making it difficult to measure the success a subscriber is expected to have in accessing the network. The CoS and SchedType play a significant role in the redistribution of the available bandwidth to all bandwidth requests. This research project exploits this avenue to assess the resultant degradation of QoS and GoS caused by the inconsistent availability of bandwidth as redistributed by the CoS combination with a SchedType. The four CoS which are, namely, the UGS, rtPS, nrtPS and BE were implemented with the different SchedTypes, namely, MBQOS, FCFS and rtPS. Although the implementation process was conducted in a simulated environment using NS-3, the simulated network emulated the network setup implemented in Dwesa. The outcomes of the implementation suggests that certain combinations of the CoS’s with SchedTypes can lead to degradation of QoS whilst some combinations can redistribute the available bandwidth to ensure the provisioning of guaranteed QoS.

- Description: The National Department of Health is the executive department of the South African government which is assigned to the national health issues of the country. This research was however aimed specifically on the budgeting process within the Eastern Cape Provincial Department of Health. This was provisioned by assessing the significance of the budgeting system and its correlation to efficient and effective healthcare service delivery. The aim of the research was to highlight on how policies have an effect on the budgeting system at the provincial level, considering the provincial health department is responsible for the provision of publicly funded health services. This research assessed the budgeting system in the Eastern Cape Department of Health in an attempt to propagate effective and efficient health service delivery for the general citizenry. This was a qualitative study design which harnessed the merits of secondary data as the main code of the research design which enabled the comprehension of the budgeting system in the Eastern Cape Department of Health. Data was analysed using thematic analysis to examine the distinctive themes and sub-themes identified from within the reviewed literature. The Eastern Cape Province is succumbing to insufficient funding at provincial level and this has a clear-cut reflection on the administration of services within respective departments, particularly the Health Department. This is despite the fact that the Public Finance Management Act, 1999 promotes the objectives of good financial management aimed at maximizing service delivery through the effective use of the limited resources. Resultantly it was fundamental to comprehend on the issues underpinning the scope of budget reporting as well as budget accountability and the effect it has on service delivery in the Eastern Cape Department of Health. Recommendations were thus given based on the discussed and derived themes to ensure that there is an appropriate budgeting system to ensure efficient and effective provision of health care services in the Eastern Cape Department of Health.
