- Description: The study Assess the role of Cooperatives in Poverty Alleviation in the Eastern Cape Case Study of Amathole District Municipality how cooperatives are conducted in the Amathole District Municipality and establishes the perceptions of staff and members of the public about the service rendered by the municipality, and developing the mechanisms that can be used to identify cooperatives activities and how to improve the services rendered by the municipality, and if there are any challenges, they must be resolved. The research was also to look at how the support from government and other government agencies are used to enhance the cooperatives governance. Lastly, the research was to find the best model for cooperative development and what needs to be done to enhance the capacity of the cooperatives. The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

The Constitution of the Republic of Malawi 1994, Chapter 3, Section 13 recognizes public trust and good governance as some of the fundamental principles of National Policy and thereby promised to introduce measures which will guarantee accountability, transparency, personal integrity and financial probity and which by virtue of their effectiveness will strengthen confidence in public institutions. In order to improve service delivery and fulfill the stated constitutional imperatives, the Malawi Government issued the following statement in 2008, one of our cardinal agenda is reform aimed at changing the way things are done in the public service so that it becomes more efficient and responsive to the needs of all Malawians. As a Government we realize that no matter how brilliant plans and development agenda can be, they will be frustrated unless major reforms are initiated and implemented to facilitate required changes to support the development process. Major changes are necessary in values, beliefs, norms, attitudes and mindsets to help create an enabling environment for the effective management of reforms across the public service. We need to move away from the business as usual type of attitude and fully account for time that we are paid for from public funds if we are to join the prosperous nations (National Framework for Public Sector Management Reform, June, 2008).

- Description: Anti-corruption measures are put forward as a panacea to effective procurement system, among other things, which ultimately improve service delivery. Corruption has demonstrated remarkable durability and flexibility to survive in all socio-economic systems with the conception of a corruption-free economy in reality, is hardly possible. Given this background, this study sought to evaluate the efficacy of the already implemented anti-corruption measures in the procurememt procecesses of Marondera municipality. To understand their effectiveness, relevant literature was reviewed. Different scholars point against the ineffectiveness of these measures, with Corruption Perception Index (CPI) from previous research showing devastating results in Zimbabwean local institutions. A further discussion of corruption cenception, different anti-corruption measures and legal frameworks gave a greater understanding of the area under study. In this study, a sample of 80 respondents was identified and data collected from them using both snow ball and purposive sampling methods. Thirty-five of them were females respondents and forty-five were male respondents from Marondera municipal community, with different demographic characteristics which was used for comparison of responses. Questionnaires and interviews were used as research instruments. Both the Quantitative and Qualitative research methods were used in the anaylsis of the data, to increase validity and reliability of the feelings.

This was an integration of the three systems, Developmental Appraisal System, Whole School Evaluation System and Performance Measurement System. The system was seen as to be the one that would allow teachers to play a vital role in assessing their own progress, and would integrate this with the necessary evaluation strategy for the professional development of teachers and monitoring of the quality of teaching and learning in schools. The purpose of this study was to research an evaluation of the Integrated Quality Management System impact in schools of the Mdantsane Area. The objective of the study was to establish whether the IQMS has addressed the concerns and needs of the educators and also establish their views on IQMS. The literature was reviewed to get more information on the key concepts of the IQMS and get to understand how the system should be implemented. Both quantitative and qualitative research methods have been used to get to probe the views of the educators and how the system impacts in schools. The data collected was analyzed by means of frequency tables and charts using statistical methods. It was concluded that educators still do not understand the policy document of IQMS and more training on the implementation of IQMS was recommended. The support and monitoring from the District Office needs to be strengthened.

- Description: The historic year of 1994 marked the demise of the apartheid government and its replacement with a new era of participative democracy in South Africa. Government in the new South Africa adopted a decentralised structure underpinned by chapter three of the Constitution (1996). Consequently, there are three spheres of government, which are, national, provincial and local levels. These spheres are obliged and mandated to mutually cooperate and support each other through peaceful interactions termed intergovernmental relations (IGR) which are aimed at achieving a cooperative system of government. IGR is institutionalised through forums which cut-across all spheres of government and such structures are established by the Intergovernmental Relations framework Act (No. 13 of 2005). Sustained intergovernmental cooperation can lead to an integrated and coordinated system of government, which can, deliver services effectively while meeting the needs of the citizens and ultimately promoting sustainable socio-economic development in South Africa.The aim of this empirical study was to assess the role played by cooperativegovernment and intergovernmental relations in promoting effective delivery of services in the Amathole District Municipality (ADM). Local government is the ‘grassroots’ government and it is where the actual rendering of services is situated which was reason behind the choice of the study area by the researcher. The study adopted amixed-method research paradigm in which both the quantitative and qualitative research paradigms were triangulated to ensure that the validity and reliability of the research findings is improved. Data in the study was gathered from a representative sample of seventy (70) respondents carefully selected using non-random sampling designs, viz, judgmental and snowball sampling. The study used both primary (questionnaires and interviews) and secondary (documentary analysis) sources of data to achieve the research objectives as validly as possible. Respondents in the study comprised of municipal officials, IGR practitioners, representatives from Community Based Organisations and the residents of ADM. Data analysis was done using the Statistical Package of Social Sciences (SPSS) software and the mains findings of the study were that; ADM has got IGR forums in existence although some of these are dormant and dysfunctional, only three out of the seven local municipalities in ADM are cooperative in IGR, there is general lack of political will on the side of politicians in terms of support of IGR initiatives, political factionism and interferences is crippling IGR and cooperation, the legal framework for IGR needs revision and revamping, there are still communities without access to basic services in ADM, public sector planning cycles are fragmented and need synergisation and IGR is not being monitored and evaluated. The study therefore recommended that; the relevant stakeholders in IGR should be fully dedicated towards cooperation, planning cycles for public entities need to be synergised, the National Planning Commission (NPC) should take an oversight role in the entire planning process, the legislation should be enacted which has a clause for punitive action being taken against those who fail to cooperate in IGR and the national, provincial and local governments should prioritise access to basic services in communities cooperatively.

- Description: This study was aimed at assessing the implementation status of the National Decentralisation Policy in Zomba District Council in Malawi given the current situation where the council is operating without ward councilors. It also undertook an exploration of factors affecting the implementation of the National Decentralisation Policy in Zomba District Council and made recommendations which can positively contribute to the effective implementation of the National Decentralisation Policy in Zomba District Council. Using both qualitative and quantitative research design, data for the study was collected using interviews, questionnaires and document analysis. The study found that the implementation of the National Decentralisation Policy in Zomba District Council during the period under study was unsatisfactory. The major challenges to the implementation of the National Decentralisation Policy in Zomba District Council were largely linked to the absence of councilors in the current council setup, violation of legal instruments governing the implementation of the National Decentralisation Policy by the incumbent leadership, lack of political will among the ruling elite to see full implementation of the National Decentralisation Policy, poor performance of structures operating in place of ward and council committees and inadequate finances at the disposal of Zomba District Council. The study concluded that Zomba District Council needed ward councilors to fully implement the National Decentralisation Policy. However the study also observed that it would be impossible to attain the objectives of the decentralization policy if there was no political will on the part of the incumbent leadership to see the National Decentralisation Policy implemented in full at Zomba District Council.

- Description: This study was aimed at assessing the implementation status of the National Decentralisation Policy in Zomba District Council in Malawi given the current situation where the council is operating without ward councilors. It also undertook an exploration of factors affecting the implementation of the National Decentralisation Policy in Zomba District Council and made recommendations which can positively contribute to the effective implementation of the National Decentralisation Policy in Zomba District Council. Using both qualitative and quantitative research design, data for the study was collected using interviews, questionnaires and document analysis. The study found that the implementation of the National Decentralisation Policy in Zomba District Council during the period under study was unsatisfactory. The major challenges to the implementation of the National Decentralisation Policy in Zomba District Council were largely linked to the absence of councilors in the current council setup, violation of legal instruments governing the implementation of the National Decentralisation Policy by the incumbent leadership, lack of political will among the ruling elite to see full implementation of the National Decentralisation Policy, poor performance of structures operating in place of ward and council committees and inadequate finances at the disposal of Zomba District Council. The study concluded that Zomba District Council needed ward councilors to fully implement the National Decentralisation Policy. However the study also observed that it would be impossible to attain the objectives of the decentralization policy if there was no political will on the part of the incumbent leadership to see the National Decentralisation Policy implemented in full at Zomba District Council.

- Description: The research seeks to evaluate the co-operative interaction between municipal political office-bearers and chief officials in the rendering of housing services in the King Sabata Dalindyebo local municipality. The introduction provides the general overview of the study and provides a background to the intention of the research to evaluate the co-operative interaction between municipal political office-bearers and chief officials. The problem statements briefly describe the problem identified in the study and the objectives of the study are set. The theoretical framework is provided and the theories used to evaluate the performance are discussed which are classical theory and the system theory. The importance of conducting the research is discussed and the limitations of the study are discussed in the research. Importantly, the study plan directs the researcher in the direction towards the goals of the research. Also the terms used in this study that are not clear were defined to avoid misinterpretation; misunderstanding and confusion of words and terms. The review of the current literature on the theoretical framework and the base for policy making and controlling role of municipal political office-bearers and chief officials in public administration was discussed. The nature of systems theory and the different phases of systems theory were explained. The nature and place of policy making in public administration was discussed as well as policy making alternatives in the public sector. The policy making levels i.e. political policy making level; executive policy making level; administrative/departmental policy making level; operational policy making level were explained and discussed. The co-operative interaction between municipal political office-bearer and chief officials was discussed to understand the administrative and political dichotomy in the public sector. The policy implementation for the rendering of housing services as well as the programming and delegation of authority were discussed in the context of housing service delivery. The legislative framework for housing services in South Africa was discussed as it influence and affects the housing service in King Sabata Dalindyebo Municipality. The role of municipal authorities in the rendering of housing services as well as the housing situation in South Africa together with the obligations of both the provincial and municipalities were discussed. The permission to conduct research was received from King Sabata Dalindyebo local municipality. The scope of the study explains the range or extent of matter to be dealt with in the research and the survey area is dearly provided. The research design which is qualitative and quantitative research are discussed and used in adopting the study. The case study as research strategy is discussed and clarified. The data collection instruments which are interviews, questionnaires and the literature study the subject were briefly explained. Population details and sampling were clearly explained before a sample is provided in the study. The research provides data collection procedures as well as how the data will be analysed. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The criteria for data analysis as well the response rate were discussed. The demographics of chief officials and political office-bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The role of political office-bearers and chief officials in the initiation of policy which the input phase of the Systems theory analysis was conducted and the role of political office-bearers and chief officials in the process phase were analysed and discussed. The co-operative interaction in policy formulation and the steps in the policy formulation were analysed and discussed. Also the analysis was conducted on the delegation of authority to chief officials by the political office-bearers as well as the role of political office-bearers and chief officials in the approval of executive policy. An evaluation of the rendering of - 11 - housing services at Phola park informal settlement as well as the evaluation of housing services as an output phase in policy formulation were analysed and discussed. And lastly, the analysis of the impact of existing legislation or policy on housing services was conducted. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Kind Sabata Dalindyebo local municipality to improve the co-operative interaction between municipal political office-bearers and chief officials to improve housing services and to provide better service delivery. The theory and techniques for data analysis was discussed to link the theory and data analysis. The demographics of chief officials and political office bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The housing as essential services in the initiation of policy which the input phase of the Systems theory analysis was conducted and the data on the nature of housing services as output phase were analysed and discussed. The data on the structural problems were analysed and discussed. Also the analysis was conducted on the legislative framework for housing x services. The problems with the rendering of housing services especially administrative enabling problems as a processing phase in the policy process were analysed and discussed. And lastly, the possible solutions to the solving of housing problems were discussed and analysed. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. - Description: The aim of this study was to assess challenges in Public Appointments and Recruitment Processes in Chris Hani District Municipality: A case study of Human Resource Department in Lukhanji Local Municipality (2008-2010) of the Eastern Cape Province. There has never been a detailed research study conducted in the Chris Hani Human Resource Department, regarding the subject in question. The Constitution of the Republic of South Africa in Section 195(i) directs that Public Administration must be broadly representative of the South African people, with employment and personnel management practices based on ability, objectivity, fairness and the need to redress the imbalances of the past to achieve broad representation. The literature review explored extensively the models used in implementing recruitment and appointment processes globally. From those tested models elsewhere, it was evident that South Africa has a great Constitution and good policies regarding Local Government Human Resource Department recruitment and appointment processes not withstanding some challenges cited in the study. This assessment of challenges in the public appointments and recruitment processes in Chris Hani District Municipality assisted in the establishment of the real facts about effective and fair recruitment and appointment processes in the Local Government Human Resource Management Department to deserving communities. It became clear from the study that providing efficient and fair recruitment and appointments processes to the Local Government Human Resource Department in South Africa requires a broader advocacy agenda encompassing the development of Human Resource systems and the generation of numerous skills and expertise to deliver services to the poor people of our country.

- Description: The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

- Description: The advent of multi-party democracy in 1994 spearheaded different reforms in the Malawi public sector. One prominent reform is administrative reform. The new government that was ushered into power instituted a policy on civil service reform and institutional development. The reforms that were introduced aimed at improving performance and enhancing efficiency and effectiveness in the delivery of services. Accordingly, a Public Service Act was promulgated that constituted the clarification of the role of the civil service; equal access to public employment; merit based recruitment and promotion; and increased accountability and transparency in the policies and practices of the public service. This study therefore seeks to examine administrative reforms in Malawi and assess their impact on service delivery. The research further endeavours to explore factors which block the successful implementation of reform programmes, and seeks to come up with areas of improvement which would ensure successful implementation of reform programmes in future. The scope of this research is limited to the current civil service reform programmes and is mainly based on primary and secondary sources of information. The study uses a combination of quantitative and qualitative methods. However, findings reveal that reforms had a negative impact on service delivery since no significant change in the delivery of services was registered. The Malawi civil service continues to suffer from unprofessionalism, inefficiency, corruption and a host of other problems. The study shows the gap between rhetoric and reality of civil service reform programmes in Malawi.

Organizations therefore need to know whether this investment in training is bearing fruit in terms of changes in individual performance and overall impact on service delivery. Three interdependent themes are explored: training evaluation in `government departments, influence of non-training factors and human dynamics between stakeholders in the training evaluation process. Structured questionnaires, based on best practises in literature were administered to key stakeholders involved in TTMA training programmes. Training managers and the Office of the Premier (OTP) Human Resource Development (HRD) officials were interviewed, while supervisors, trainees and trainers verified the data by post. Data were collected from the Department of Basic Education, Eastern Cape (EC), TTMA trainers and trainees. Findings show that The Department of Basic Education in the EC does not fully follow a system’s approach. Evaluations done during classroom sessions focus mainly on the reaction of participants to training and not on the behaviour change in the workplace. Training participants are not prepared for training; sometimes they do not even know why they attend training. Some trainees go to training just to get certificates that increase their CV’s for promotion purposes or to run away from the stressful work environment and not for individual growth. Recommendations to use a systemic evaluation approach and involvement of trainees in their career development process are made. Further research is recommended on the managing of non-training factors that impede learning transfer.

- Description: The diversity of African Conflicts has become a field of inquiry and drawn the attention of many scholars who wish to theorize the origin of these conflicts. Such conflicts were perceived, in many ways, as originating from a colonial legacy. However, conflicts over natural resources have always played a role in human society, and have retarded socio-development in many countries. Guy Martin acknowledges that, over the last 40 years, Africa has been and continues to be one of the most conflict-ridden regions of the world; this has resulted in untold human suffering (Guy, 2002:185-188). This study focuses on resource conflicts and their outcomes on Public Administration as a discipline. The discussion offers a theoretical review of academic literature in combination with an analysis of the feature of resource conflicts and the relevant policies which govern conflict resolution and management. According to Terry et al (2007:32), “these two regions suffered from developmental and educational ignorance”. Most of the people living in this area are pastoralists; as such, the violence emanating from cattle rustling within Sudan and across its borders with Kenya, Uganda and Ethiopia continues to erode their moral fabric. The remoteness of the area has caused it to be a landscape of conflicts and insecurity and might have been cause for the paralysis of public administration and, in turn, reflected in poor service delivery. During the course of the study, an orderly and systematic use of mixed methods was chosen, since quantitative and qualitative research methods were found to be complementary rather than oppositional approaches. Using both prominent and modest collection procedures, the methods employed in this study proved to be practical and useful. The study examines resource conflict between the Turkana of Kenya and the Toposa of South Sudan. It suggests practical strategies and mechanisms by which the problem will be ameliorated, here and elsewhere, in as far as providing effective and efficient service delivery to the community without fail.

One of the major programmes, which the government is implementing within the RDP framework, is the ―Integrated National Electrification Programme‖ (INEP) with the aim to address the electricity backlog by 2012. Recent figures from Statistics SA, indicate substantial progress with regard to access to electricity throughout the country and especially in previously disadvantaged areas. This study is an investigation of the impact of access to free basic electricity (FBE) on the welfare of indigent households in Buffalo City Municipality (BCM). This study aims at better understanding ways in which indigent households use electricity and to what extent access to electricity is improving the level of poverty in the households. Empirical evidences from pro-poor electrification programmes worldwide and especially in Asia suggest that greater access to electricity by poor people leads to economic and social development at both micro and macro levels. This study investigates the impact of electricity on household poverty, with focus on household income, household health and children‘s education. This study used mixed research methods to investigate the research problem. Both quantitative and qualitative data were collected using survey questionnaires, focus group discussions and interviews of key informants.

The researcher wanted to assess the current system challenges and gaps for measuring performance of the Parliament of the Republic of South Africa with special reference to the core business of Parliament and to provide a performance management model and tools that can be adopted by Parliament to address the core business of Parliament challenges and problems. In this study, relevant literature was reviewed. The researcher dwelled on the concept of performance management, historical perspective, elements of performance management and benefits derived from the system. The critical issue that was discussed under this section was the comparison amongst countries. It was evident that there are countries that are measuring both administrative and political arm of government. The data collection instruments that were used were questionnaires and interviews. Questionnaires were distributed to The Secretariat to the National Parliament, Chief Directors, General Managers and Senior Managers. Interviews were held with Presiding Officers: Speaker, Deputy Speaker, Chairperson of Chairpersons, and Deputy Chairperson of Chairpersons, Chief Whips, Whips of Committees and Chairpersons of Committees. A thematic analysis was employed and the Statistical Package for the Social Sciences (SPSS) was used. After analysing the data, the researcher arrived at conclusions and thereafter suggested recommendations. The researcher proffered a model by examining different best models of the world and selecting some of those components. The model indicates performance outcomes, which are; accountability, responsiveness, representativity, transparency and impact as well as parliamentary mandates, which are the Constitutional mandates in a matrix.

- Description: The aim of the study was to assess the impact of traditional leaders and ward councillors‟ roles on service delivery in Mnquma Local Municipality. Not much research has been conducted in this field. The researcher wanted to ascertain the extent of conflict between traditional leaders and ward councillors in providing services to the communities and provide mechanisms to harness these. In this study relevant literature and legislative frameworks were reviewed. From the literature review, it was evident that service delivery is essential to the communities, and as such, municipalities have a critical role to play. The data collection instruments used, were questionnaires and interviews. In order to achieve the objectives, questionnaires were distributed to the participants and interviews were conducted. After analysing the data, the researcher formulated conclusions and from those conclusions, some recommendations were made.

- Description: The provision of housing is a developmental practice and development cannot prevail without public participation. This is echoed in the Manila Declaration on People‟s Participation and Sustainable Development, 1989 as follows, “Public participation is an essential part of human growth that is the development of self-confidence, pride, initiative, responsibility, cooperation. Without such development within the people themselves, all efforts to alleviate their poverty will be immensely more difficult, if not impossible” (Burkey, 1993:56). Housing provision plays a vital role in meeting basic needs; dwellings provide the security required for basic functioning and are thus essential for both human development and the alleviation of poverty. South Africa has one of the most progressive constitutions in the world. It includes the municipal legislative framework that provides for community participation in decision-making at municipal level. However, in practice, citizens have had little experience of this, which is particularly relevant in contexts of severe poverty and failure by the state to provide basic services. This case study demonstrates the challenges faced by the Centre for Public Participation (CPP), a national NGO, when working to influence central government policy on citizen participation. It also explores the role and influence of international donors in promoting this agenda. From the literature review, it was evident that service delivery is essential in the communities, and, as such, government departments and municipalities have a critical role to play. In order to achieve this goal, an interview was conducted with various interviewees. The participants ranged from the youth to the elderly citizens in the community as well as government officials. The main patterns that emerged from the collected data related to the dissatisfaction of the community about the lack of consultation. It would be advisable for government, especially municipalities, to take cognizance of the results and concerns, in an effort to improve and ensure the effective service delivery, as stipulated in the Reconstruction and Development Programme (RDP) document.

In this regard, the Eastern Cape is viewed as the most affected province, with the Department of Education identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these is the vastness of the department, with fewer personnel and less capacity. Challenges of corruption in the Department of Education are perpetrated mainly by the civil servants. This study, researched the challenges of corruption in the Department of Education in the Eastern Cape, in particular by focusing on both the achievements and the limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. The research, therefore, has been significant in that it touched on critical issues, such as, the public sector in general, which is corrupt. Misappropriation of public resources and corruption immersed the nation, as a whole, into a greater challenge rather than focusing on service delivery issues. There are situations, within the department, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. In all the financial years the Department of Education existed, it always obtained disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. There are also serious challenges of leadership crises in the Department of Education, both administratively and politically. During the research, that is, between the 2008 and 2010 financial years, there has been no permanent Head of Department; people were only acting in the capacity. vi Even those seconded from national education, could not finish the designated term, because of pressure mainly from the unions.
