An Investigative Study of Parental Involvement in The Governance of Public and Private Schools in The Matatiele District of the Eastern Cape Province of South Africa

- Description: This is a comparative study of parental involvement in the governance of public and private schools in the Matatiele District of the Eastern Cape Province of South Africa. Parental involvement can range from occasional attendance of the school functions to partnership through parent teacher organizations and parent management bodies. Education is a national enterprise that requires the co-operation and participation of all the role players who are parents, community, teachers, learners and the Department of Education. The problem to be investigated in this study is: Why is it that parental involvement is more positive in the governance of private schools than that of public schools? Two schools were selected for the study and the researcher administered questionnaires personally by hand and conducted face to face interviews to collect the primary data. The responses of the administered questionnaire were tabulated and recorded in table form so as to give an accurate interpretation of what was revealed in the data. Patterns in the data were considered in order to provide an accurate interpretation of the information. The findings were divided into two, that is: findings from the public school and those from private schools. From the public school it was found that: parents are not involved in the governance of the school; the school does not involve parents on financial matters; parents do not attend meetings when invited; they do not know their roles and responsibilities, for example, according to the South African Schools Act (SASA), parents must be actively involved in the governance of the school in their community and that there is an element of ignorance and negligence on the part of parents towards their children’s education. From the private schools it was found that: parents are more involved in the governance of the school; they attend and participate actively in school meetings; the school involves parents in financial matters and as such the financial support from the parents is very good; parents are much involved in the monitoring of the progress of their learner’s education and are passionate about the school and seem to own the policies and the governance of the whole school system. The conclusion drawn from the study is that private schools allow for parental involvement in the governance of their schools whereas in public schools parental involvement is low. , Thesis (MMED) -- Faculty of Educational Sciences, 2011

The study population was made up of 33 clerks who worked at the registration and records area and deaf patients who stayed at Efata and received health services from the hospital. All clerks were interviewed and a random sample of 106 deaf patients was estimated using Epidat statistical software. Self administered questionnaires were used for data collection. Results confirmed the existence of communication challenges between the two groups. A majority of clerks were not trained in Sign Language. They used a combination of methods to communicate with deaf patients, and few clerks could use Sign Language. The patients also used a combination of methods due to the frustration of not having a common method of communication with clerks. The findings clearly showed that there are communication challenges between the two groups and Sign Language needed to be introduced to clerks in order to accommodate deaf patients. Further research may be done on all healthcare providers and to all deaf patients in the region served by Nelson Mandela Academic Hospital, and this could have a positive impact on the quality of service offered by the hospital to the deaf community.

- Description: During the apartheid era, that is, before 1994, principals tended to regard schools as their properties. Principals were expected to manage schools on their own without consulting the rest of the staff. From 1994 with the advent of a new political era, South Africa ended up having one National Education System. That system came up with many changes. In the new education system, the management of the school was taken from being the principal‟s duty only, to the responsibility of a management team which is referred to as the school management team (SMT). Because of the democratic nature of the SMT, it is required that educators work co-operatively as a team. The researcher has observed that this has been a challenge in some schools where principals resisted change. On the other hand, principals of schools are facing challenges due to a lack of cooperation amongst their subordinates. The establishment of SMTs does not nullify the authority of the school principal but the challenge that lies therein is that each member of the SMT must play his or her role properly. The purpose of this study was to explore the challenges facing SMT members in the GET band schools of Circuit 2 in Centane. A qualitative investigation was undertaken with the purpose in mind to develop a better understanding of the challenges facing SMTs in Circuit 2. This study was undertaken among 5 schools in Circuit 2 in Centane which falls under Butterworth District. The researcher used convenience sampling in selecting the SMTs of schools that would participate in this research study. Due to the fact that the researcher is a principal in one of the schools in Circuit 2 he could obtain easy access to SMTs of other schools in the Circuit. The following stakeholders were identified and participated in the selected schools: principal, deputy principal and Head of Department. Qualitative data were collected through semi- structured interviews. The study was framed within the interpretive approach, and sought to unpack the perceptions of SMT members with regard to team-management . An interpretive paradigm made it possible for the researcher to gain an in-depth understanding of SMT members‟ perceptions of team-management within their contexts. The outcomes pointed to several challenges ranging from the SMT terms of reference, cooperation, sources of support and stress as a result of the work overload involved. Based on the findings, SMTs have brought the phenomenon of cooperation to the fore, and cooperation may be perceived to have many advantages. However, in order for the SMTs to play a meaningful role in curriculum management and governance issues, there is a need for them to be conversant with issues and kept abreast of developments in education as a system. It is therefore recommended that members of the SMT be exposed to continuing professional training and development in the aforementioned governance areas.

- Description: The motivation for this study is that Health Resource Centres of the Eastern Cape ought to provide access to high quality, relevant and appropriate information that is evidence-based and responsive to the needs of health professionals thereby assisting health professionals accomplish their tasks. In order to provide access to quality information, the Health Resource Centres are expected to provide information services within an acceptable framework of service standards. This study seeks to explore the implementation of standards in the Health Resource Centres of the Eastern Cape. The study was carried out in two phases namely a literature review and a survey. The study used the quantitative method of collecting data by means of a cross-sectional survey. A self administered questionnaire was used to collect data. The questionnaire was piloted in the Queenstown Health Resource Centre, after which appropriate changes were made before the commencement of data collection. The study was conducted in the three other Health Resource Centres of the Eastern Cape, namely Umtata Health Resource Centre, East London Health Resource Centre and Port Elizabeth Health Resource Centre. Health Resource Centre managers completed the questionnaires. The overall findings of this study show that the three Health Resource Centres uphold service standards. The results show that the Health Resource Centres were compliant with the service standards relating to both services and management areas. The Health Resource Centres were more compliant with standards relating to service areas than they were to standards relating to management areas. The results of the study furthermore demonstrate that the Umtata Health Resource Centre was most compliant regarding service areas (86,20%) compared to the East London Health Resource Centre (82,75%) and the Port Elizabeth Health Resource Centre (72,41%). In regard to management areas, the results show that the Umtata Health Resource Centre and East London Health Resource were more compliant than the Port Elizabeth Health Resource Centre. However certain aspects of their service such as availability of space, health and safety, staff performance and development, quality leadership and design and financial management need further attention. The study suggests that further research is required to objectively verify implementation of standards, to solicit health professionals’ opinions and experiences about the services provided by these Health Resource Centres and to find out if there is any connection between the quality of services provided and the quality of patient care. , Thesis (MSc) -- Faculty of Health Sciences, 2015

The achievement of democracy in South Africa has consigned to history the past system of Education which was based on racial inequality and segregation whereas this country requires a new national system for schools which will redress past injustices in educational provision, provide an education of progressively high quality for all learners (South African Schools Act (SASA) 84 of 1996). One of the factors which influence the success of a school system is the involvement of its stakeholders (SASA 84 of 1996). The school stakeholders are parents, educators, the learners, the community and the department of education officials. This means that these stakeholders should work together. According to SASA, a parent is the person legally entitled to the custody of a learner or a person who undertakes to fulfill the obligations of a person towards the learner’s education at school. Parental involvement is described as the willingness and active participation of parents in a wide range of school and home-based activities related to their children’s education. Literally, parental involvement is a dynamic process whereby teachers and parents work together for the ultimate benefit of the child. The SASA emphasizes that the role of parents in the education of their children is a vital support source of learning.

- Description: The scope of microwave induced synthesis of various cyclic compounds was investigated and considerably expanded. The advantages of this synthetic method were clearly demonstrated when compared to conventional heating methods of organic synthesis. The exposure of organic compounds to continual Ultraviolet (UV) radiation damages the materials and reduces their chemical and physical properties and in most cases irreversibly and this is not only a concern for industry but for consumers as well. Particularly prevalent are incidences of skin cancer now linked to UV radiation. Research efforts are directed towards finding cheap and efficient UV-absorbers to protect such light sensitive materials. Phenyl salicylates and hydroxybenzophenones constitute families of UV-absorber compounds, and this has necessitated this research. The condensation of differently substituted phenols with salicylic acid, catalyzed by either phosphoric acid (PPA), POCl3/ZnCl2 or ZnCl2 afforded the anticipated phenolic type UV -absorber molecules such as phenyl salicylate, 4-hydroxyphenyl-2-hydroxybenzoate, 2,3-dihydroxyphenyl-2-hydroxyphenylbenzoate, 3-hydroxyphenyl-2-hydroxybenzoate, (2,4-dihydroxyphenyl)(2-hydroxyphenyl)methanone, (2,3-dihydroxyphenyl)(2-hydroxyphenyl) methanone and 1,3-dihydroxyxanthone. Studies have shown that the predominant causative agents of acute and persistent diarrhoe are Gram-negative rods such as Escherichia coli, Vibrio cholerae, Aeromonas, Campylobacter, Salmonella species, Shigella species, Plesiomonas shigelloides and Yersinia enterocolitica (Obi et al., 1995, 1998, 2003; Lainson and Silva, 1999; Coker et al., 2002; Oyofo et al., 2002). Aside from bacterial agents of diarrhoea, other causative pathogens include protozoa such as Giardia lamblia and Cryptosporidium parvum; viruses such as norwalk virus and rota virus. Although fungal agents such as Candida have been shown to be prevalent in children with diarrhoe (Enweani et al. 1994), a more recent study (Forbes et al., 2001), associated higher Candida counts with recent antibiotic use. Faecal concentrations of Candida were higher in patients with diarrhoe, but the study confirmed no association between faecal candida or other yeasts and diarrhoe. Norwalk viruses, calci-like viruses and rota viruses are the major viral agents of diarrhoe. According to Parashar et al., (2006), rota virus is the leading cause of diarrhoe hospitalisation among children worldwide, causing 440,000 annual deaths in children under 5 years of age.

The purpose of this study was to explore perceptions, beliefs and experiences of school managers regarding knowledge sharing in schools. Qualitative methods were used to collect and analyse the data. In accordance with the qualitative approach, a phenomenological design was adopted. Data was gathered through interviews from a sample of six school managers of Further Education and Training (Grade 10 -12) schools. The findings of the study revealed that school managers perceive their role as important for the success of knowledge sharing in schools. They attribute the good performance in their schools to the educators‟ willingness to share knowledge. However, trust, good relations and respect determined the willingness to share and with whom to share knowledge in schools. School managers believe that availability of Information and Communication Technology (ICT) infrastructural resources could improve knowledge sharing practices in schools. Staff meetings, subject meetings, workshops and notice boards were identified as some of the strategies currently used for sharing knowledge. The support of the district officials and other education specialists has contributed in helping schools deal with education reforms. Communities of practice are recommended in order to improve and encourage the sharing of tacit and implicit knowledge in schools. Researchers believe that professional communities of practice enhance sharing and provide greater opportunities for knowledge creation. Policy developers, curriculum planners and district officials need to develop and adopt creative and innovative strategies to ensure effective distribution and sharing of knowledge and information among school managers and educators in schools.

Aim: To identify factors that influence poor attendance for outpatient physiotherapy by patients discharged from MGH with a stroke. Methods: Following approval from the Research Ethics Committee to conduct the study, an observational descriptive study design was used. The study population was 139 patients with stroke who attended for physiotherapy in MGH from January 2007 to December 2007. From a sample size of 103 randomly selected patients, 85 patients participated in the study with a response rate of 82%. Data collection was done using structured interviews and SPSS was used for data analysis. Results: The majority (86%) of patients did not attend physiotherapy until discharge from physiotherapy department. The major factors that influenced poor attendance were movement of patients to other areas (36%) and long distance from MGH (29%). Conclusion: The majority of stroke patients who attended for rehabilitation in MGH Physiotherapy Department lived in rural areas which were distant from Mthatha and could not attend physiotherapy at MGH as required by the physiotherapists. Recommendation: Development of a Provincial Rehabilitation Policy to address the unavailability of physiotherapy services at clinics and health care centers and ensure creation and filling of vacant physiotherapy positions at these levels of care.

Questionnaires which were designed by the researcher were used to gather data from public Junior Secondary School teachers. The questionnaires had Likert scale of 4 points to allow participants to express their extent of agreement or disagreement with the statements. The questionnaires consisted of 3 sections, biographical information of the participants, 30 statements about inclusive education and the last section consisted of one open-ended question. The questionnaires were pilot tested using the sample which was constituted by 12 teachers, 6 were males and 6 were females. Distribution and collection of questionnaires to and from teachers took five weeks. The collected data were analyzed using Statistical Package for the Social Science (SPSS) version 17 for Microsoft word. The nominal and ordinal scales were used to code the data. The analyzed data were presented in the form of numbers in tables. The researcher interpreted the data. The findings of the study showed that the majority of teachers were positive about inclusive education although they cited lack of training, resources and facilities for inclusive education.

Despite declining trends of fertility rates in last two decades, the pregnancy among school girls remains steadily high in South Africa. Teenage pregnancy had negative impacts on various aspects of socio-economic well being of school girls. Aim: To determine the proportion of teenage pregnancy among high school girls and to identify the possible factors that influence teenage pregnancy in Mthatha region during the year 2009. Materials and Methods: This is an observational cross sectional, analytic study of teenage pregnancy conducted among high school teenage girls in the Mthatha region of South Africa. Result: A total of 1150 teenage girls from 15 to 19 years of ages responded from seven high schools in the Mthatha region of South Africa. In total 113 (10%) of teenage high school girls were currently mothers or had previously been pregnant. The proportions of those who had ever been pregnant increased significantly with age. The risk of falling pregnant among public high school teenage girls had two times higher compared to private high school teenage girls. Condoms were the most common method of contraception whereas the oral pills were the least common in practice. About half of teenage girls who had ever been pregnant had an abortion and of this one-third had had a backstreet/illegal abortion. The frequency of substance use was significantly higher among teenage girls who had ever been pregnant. A significant correlation was found between low socio-economic status, public schools and teenage pregnancy in this study. Conclusion: Teenage pregnancy is common among high school girls from 15 to 19 years of age in the Mthatha Region, South Africa. Poor socio-economic family conditions, lack of contraceptive use, early sexual maturation, risky behaviour, lack of knowledge about sexuality and reproductive health, multiple sexual partners and substance use were the common contributing factors of teenage pregnancy.

Result: A total of 1150 teenage girls from 15 to 19 years of ages responded from seven high schools in the Mthatha region of South Africa. In total 113 (10%) of teenage high school girls were currently mothers or had previously been pregnant. The proportions of those who had ever been pregnant increased significantly with age. The risk of falling pregnant among public high school teenage girls had two times higher compared to private high school teenage girls. Condoms were the most common method of contraception whereas the oral pills were the least common in practice. About half of teenage girls who had ever been pregnant had an abortion and of this one-third had had a backstreet/illegal abortion. The frequency of substance use was significantly higher among teenage girls who had ever been pregnant. A significant correlation was found between low socio-economic status, public schools and teenage pregnancy in this study. Conclusion: Teenage pregnancy is common among high school girls from 15 to 19 years of age in the Mthatha Region, South Africa. Poor socio-economic family conditions, lack of contraceptive use, early sexual maturation, risky behaviour, lack of knowledge about sexuality and reproductive health, multiple sexual partners and substance use were the common contributing factors of teenage pregnancy.

In essence, all the research hinged on the core question: „What are the explanations for the lack of parental involvement in public schools?‟ From the data gathered, the researcher then suggests or recommends possible solutions to rectifying what is fundamentally a misunderstanding of responsibilities, in order to propose means to rectify the situation for the future benefit of the learners. This research study sets out to investigate the impact of mergers on managers and educators in the Buffalo City Public FET College (BCC) in East London in the Eastern Cape Province. The purpose of the study was to establish whether the working conditions of managers and educators at BCC had improved and whether managers and educators of the Public FET Colleges were able to interpret the FET Act, No. 16 of 2006 properly in order to improve the operational functions of the BCC. It tried to establish what measures were taken to assist managers and educators to improve the participatory decision-making within the structure of management of the college and whether the merger had any influence on the existing human relationship between staff members from different colleges. To this end an exhaustive literature review was conducted looking at an international perspective as well as a national perspective. The empirical design was a case study which made use of structured interviews to collect data from the three satellite campuses of BCC, using managers and educators. Emerging from the case study was that the merger policies within the FET sector have not properly addressed what might be the issues which would be expected to be achieved. The FET Act, Act No. 16 of 2006 affects the operational functions of the college in such a manner that some educators decided not to transfer their services to the College Council. There was a contradiction in terms of accountability, in the sense that when the employees had grievances the Provincial Department of Education referred the matter to the College Council and the College Council referred back to the Provincial Department of Education. It seemed that nobody would like to deal with the challenges of the college. Most of the participants expressed their dissatisfaction that principals and senior managers were remained employees of the Department of Education, while they, the educators, were classified as employees of the College Council. As far as the conditions of service were concerned, the participants mentioned that the qualified educators were not interested to join the FET College sector because of the salary structure; instead they opted to join the industrial sector where they received better salaries and conditions of service than at the college. Based on the findings emerging from the literature and case study it was recommended that the college must formulate credible policies for effective and efficient operations. A committee should be established to deal with fund-raising. The college must be given a chance to govern their affairs (autonomous status) as the FET Act, Act No. 16 of 2006 stipulates very clearly. Transparency in operational issues was seen as an important prerequisite. Transparency in Public FET Colleges means handling matters in such a manner that such as done openly either in the presence of all affected parties or allowing such parties to demand explanations or documentation or both.

The sample of the study comprised the educators, the learners and the school managers of the twelve researched schools. The research was a case study of the selected schools. The participants were studied in their own environment and the data was collected by means of both the interviews and structured questionnaires. South Africa is a multilingual and multicultural country. This state of affairs calls for a serious re-evaluation of the existing teaching methodologies. Children acquire language skills in and outside the classroom in two different ways in multilingual societies. While children acquire proficiency in languages outside the classroom in a natural way, in the classroom they are constrained by rigid purist rules that compel them to learn languages in artificial ways. This manner of language acquisition in the predominantly Xhosa-speaking environments of the Eastern Cape, often goes hand in hand with code switching from source language to target language and vice versa. These children can be described as compound informal bilinguals (polyglots) as far as the indigenous languages are concerned since they acquire the indigenous languages from early childhood in natural settings. In the context of formal acquisition of European languages and Afrikaans in schools, they can be categorised as coordinate bilinguals. The linguistic disparities between classroom and natural acquisition practices were revealed in this investigation. In the classroom, code switching has two contradictory sides. On one hand code switching provides the teacher with ease of expression, confidence and satisfaction that the learners understand the lesson. Notwithstanding the dynamic attributes of code switching in the classroom, the learners are faced with the dilemma of having to avoid code switching as much as possible in the examinations since there is no room for code switching in the examinations. This investigation showed that despite the fact that non-mother tongue teaching is supposed to take place through the medium of the target language, both the teachers and the learners admitted that they code switch during Afrikaans classes and they perceive code switching as the best way to facilitate understanding. The findings of this study revealed that code switching was a natural and inevitable strategy in teaching an additional language. However, it also surfaced that some teachers resorted to using code switching because of their own lack of proficiency in the target language. Informed by the above findings, the study recommended that code switching be considered as one of the strategies to be used in the teaching and learning of Afrikaans as additional language. It was also recommended that learners be credited if they used code switching in the examinations since all respondents admitted that code switching was every-day practice in the classroom. This, however is to be done with extreme caution and with the sole purpose of assisting the learners achieve full mastery of the target language at the end of their learning career. This taxon is widely used as tools or subjects for biodiversity conservation planning in the Northern and Southern Hemispheres. The study determined butterfly species turnover at a-priori selected habitat patches in a protected area (Nduli Nature Reserve) and non-formally protected areas (outside Nduli Nature Reserve) of the KSD Local Municipality and their response to measured environmental variables. Using transect survey methods, 516 butterfly individuals belonging to 22 species were caught from 16 sampling units. Species dominance curves showed more butterfly species evenness outside reserve sites than inside. Hierarchical clustering using Bray-Curtis similarity matrices and Correspondence analysis (CA) grouped sampling units according to butterfly species sampled. Site habitat patches outside the reserve were richer in butterfly and overall abundance than inside the reserve. The Canonical Correspondence analysis (CCA) results revealed that certain site variables such as percentage herb cover, area of patch size, average grass height, grazing intensity, distance to the city centre and average flower density accounted for species distribution patterns at various sampling units. The conservation implications of the study suggest that patch level management of micro-habitats with sufficient flowering herbs, structural vegetation, and patch size with minimal disturbance within and outside reserve areas can encourage rare and common butterfly species richness and diversity.

- Description: User satisfaction and library use are multidimensional concepts. The scope of every library as a service institution is to provide satisfaction to its users and to strive continuously for their betterment. The aim of this study is, therefore, to determine the satisfaction of users with library services at the circulation desk at Walter Sisulu University (WSU), Ibika Campus. The specific objectives of the study are as follows: To determine the levels of satisfaction of users, especially at the circulation desk; to determine the reasons for any dissatisfaction expressed by the users; to determine the use of databases by the users, and to determine how the Ibika Campus library is rated in general. In this study, a survey was used to determine the levels of satisfaction of users with library services. Questionnaires were distributed to hundred and twenty users, and ninety users responded to these. From the findings, it was clear that most of the respondents were in general satisfied with the library services at WSU, Ibika Campus. Dissatisfaction was expressed by approximately twenty percent of the respondents, because of various reasons which include library opening hours, noise level, temperature, photocopying facilities, the accuracy of the searches, including the use of OPAC. There were also some suggestions from the respondents that entail more staffing, training, expansion of the library building, twenty-four hour reading room facilities and more cubicles for senior students and staff. The expansion of the library building may reduce the noise level because there will be more space, and that will limit group discussions inside the library. Group discussions will be done outside the library in the suggested twenty-four hours reading room. In one of the recommendations, it is suggested that library management should provide ongoing training for all library staff. This will result in enhancement of services. The training will assist the circulation staff to possess excellent interpersonal skills together with a strong service orientation. - Description: User satisfaction and library use are multidimensional concepts. The scope of every library as a service institution is to provide satisfaction to its users and to strive continuously for their betterment. The aim of this study is, therefore, to determine the satisfaction of users with library services at the circulation desk at Walter Sisulu University (WSU), Ibika Campus. The specific objectives of the study are as follows: To determine the levels of satisfaction of users, especially at the circulation desk; to determine the reasons for any dissatisfaction expressed by the users; to determine the use of databases by the users, and to determine how the Ibika Campus library is rated in general. In this study, a survey was used to determine the levels of satisfaction of users with library services. Questionnaires were distributed to hundred and twenty users, and ninety users responded to these. From the findings, it was clear that most of the respondents were in general satisfied with the library services at WSU, Ibika Campus. Dissatisfaction was expressed by approximately twenty percent of the respondents, because of various reasons which include library opening hours, noise level, temperature, photocopying facilities, the accuracy of the searches, including the use of OPAC. There were also some suggestions from the respondents that entail more staffing, training, expansion of the library building, twenty-four hour reading room facilities and more cubicles for senior students and staff. The expansion of the library building may reduce the noise level because there will be more space, and that will limit group discussions inside the library. Group discussions will be done outside the library in the suggested twenty-four hours reading room. In one of the recommendations, it is suggested that library management should provide ongoing training for all library staff. This will result in enhancement of services. The training will assist the circulation staff to possess excellent interpersonal skills together with a strong service orientation. Lastly, further research needs to be done on library satisfaction in terms of the problems that have been identified, for example, extension of the library building.
