Colonial displacements and African coping strategies: The experience of BaTonga of Binga, Zimbabwe, 1956-2008

- Description: This study examines the challenges faced by BaTonga in livelihood reconstruction after involuntary displacement and resettlement from the Zambezi valley to pave way for the Kariba dam reservoir. It shows how they were forcibly evicted without compensation because of the racist policies of Southern Rhodesia. Their resettlement into an arid region infested with marauding elephants, malaria and tsetse fly undermined their complex livelihoods and eroded their self-sufficiency, but the study argues that they were active and resilient agents who adopted complex coping strategies. It shows how they had to adapt to dry-land farming and counter the effects of wildlife which plundered their crops and managed to secure the harvest in the drought-prone region. The study shows that although they adopted precarious livelihoods, they managed to survive under extreme circumstances for decades without any external assistance until the coming of NGOs who began to distribute free food from 1982. It argues that prolonged distribution of emergence food aid may not have been necessary, but its coming for almost three decades largely served political interests of both the NGOs and their governments. This perpetuated poverty as BaTonga also manipulated its distribution as a coping strategy against fragile livelihoods. This caused dependency which further plunged them into chronic food insecurity because they abandoned their traditional coping strategies. The study argues that both the colonial and postcolonial government as well as NGOs failed to address the root causes of livelihood insecurity in Binga for the five decades under study. It is therefore the contention of this study that the problem of food insecurity in Binga was not only an issue of recurring drought but was deeply rooted and pervasive due to multiple complex factors which made it difficult for the people to establish sustainable food production after displacement. , Thesis (PhD) -- Faculty of Humanities, History, 2022

These organisations have partnered with numerous States, mostly in developing countries, in spearheading, facilitating, and evaluating various development programmes. Yet, they face daunting futures as their constant reliability on donor funds has affected their sustainability. To this end, their efforts in addressing social, economic, and even political challenges in a sustainable manner is greatly compromised. This research seeks to assess the financial sustainability of local NGOs with Thandusana as a case study. It further explores factors other than funding that influences an organisation's financial sustainability. These factors are income diversification, sound financial management practices, good donor relationships and own income generation. The research concurred with many other scholars that local non-governmental organisations in South Africa are financially unsustainable and are dependent on donor funds, and Thandusana is no exception. After having found out that Thandusana is not geared to create its own income-generating activities, the research concludes by recommending that the governing board establish structures that commit funds for profit-making ventures which are in turn used to sponsor their non-profit functions but caution should be exercised lest they abandon their missions for profit-making. This study employed a qualitative research approach and is based on an interpretive paradigm. The research used a descriptive case study design. - Description: This thesis describes the network of complexities that characterise the world and work of Non-Governmental Organisations (NGOs). It examines the ways in which organisations navigate different internal, sectoral and contextual intricacies while operating under the command of their chosen developmental mandates. This description is drawn from a sociological analysis of the internal workings of education NGOs, their external affiliations as well as the negotiations which underpin their operations and survival. Collectively, the careful illustration of these underpinnings outlines both the role that NGOs play in the performance and retention of learners in the Grahamstown-east township of Joza and also their position in the town’s basic education sector. Private and non-governmental interveners have, particularly from the closing decades of the 20th century, been conceptually and operationally deployed as panaceas of the socio-economic scarcities which continue to pervade much of the ‘developing’ world. Their involvement in the socio-economic missions of populations living in the Global South has grown both laterally and in the depth of how development is understood and defined, carried out and also measured. NGOs, as widely acclaimed institutional arms of global development imperatives, therefore assume prominent positions in framing policy and implementation models, prescribing performance benchmarks and pronouncing non-compliance. Likewise, education NGOs have obtained normative prescription status in global education policy and practice largely on the back of the Education for All (EFA) objectives, the Millennium Development Goals (MDGs) and the neo-liberal logics which have championed state retreat in favour of private sector ascendance in globalised development. This, in conjunction with the persistent struggles of educational transformation in the Global South, has given NGOs little trouble in legitimising their prominent presence in education and other sectors of socio-economic relief in these parts of the world. Little illusion remains however, in many commentary circles, of the role of NGOs in advancing development ideals, the honesty of their altruistic intents, their ideological leanings as well as their efficacy in carrying out their mandates. As such, the logics which have been used to dethrone developing state structures in order to expand the space for private intervention along with the prevailing and deepening markers of educational underperformance, have been central features of the criticisms levelled against NGOs. This thesis intervenes in these ongoing reflections by describing the role of NGOs in educational outcomes, particularly learner performance and retention in Joza. This analysis demonstrates the organisational, sector-level and broader community forces which influence not only the form which non-state interventions take on and the daily preoccupations of their carriers but broadly, the position they occupy in the town’s overall educational profile. By way of locating NGOs within Grahamstown’s educational landscape, this thesis first demonstrates, the conflicted nature of NGO operations from an international, sectoral, national, local and organisational level. The discussion then illustrates how the preoccupations of NGOs are scattered between the different communities which they occupy within these levels. Their reliance on these players demands that organisations be tactical in guarding both their survival and, at times, the conflicting allegiances which grant them different forms of legitimacy. Internal struggles which characterise this imbalance of forces results in a trade-off which often favours organisational preservation mechanisms over systemic educational overhaul. As such, while non-state interveners can be lauded for extending educational support to those who would otherwise not have such, the gains of NGO intervention are often absorbed by internal urgencies for organisational legitimacy and preservation. This, in a context which possesses a unique set of socio-economic and educational deficits that require, at the very least, radical and unbridled mediation, means that pre-existing inequalities in educational inputs and outcomes along with the resultant inequities in youth socio-economic prospects, can find refuge in the very sector whose support and intervention is sought out and justified for such. This thesis lays out the nuances of these tensions and contradictions and offers this case as a point of reference for further considerations of the persistent markers of underperformance which characterise developing communities that enjoy high concentrations of non-state educational intervention.

- Description: The aim of this study was to analyse the communication practices of Non-Governmental Organisations (NGOs) in their poverty alleviation programmes, using Deutsche Weltihungerhilfe German Agro Action (GAA) in Gokwe South Rural District, Midlands Province, Zimbabwe as a case study. The study was based on the premise that effective communication is essential for successful poverty alleviation programmes. Communication facilitates the diffusion of innovations and encourages active participation by local people in programmes. It is also clear that despite several attempts to end the social malaise, poverty still persists. While several factors such as corruption, misappropriation of funds and misdirection of programs are not innocuous considering the failures of poverty alleviation programmes, communication is an indispensible tool to their success. It therefore becomes imperative that the communication practices be evaluated to identify the missing links. It is evident that by so doing, going forward, NGOs can effectively communicate with the local people and advances towards poverty alleviation can be realised. To this end, third world countries amongst them Zimbabwe and particularly rural communities, Gokwe included continue to suffer from poverty despite a number of programmes to address the pandemic by NGOs. The study was guided by the tenets of the Diffusion of innovations and Participatory development communication theories. These theories were considered the most applicable in terms of the research subject. The study employed both quantitative and qualitative research methods and it was carried out in four of the wards in the district. The research methods were applied to solicit information from the rural people on how communication took place between the organisation and the community. The study found out that GAA used mainly the Indigenous Communication Systems (ICSs) in form of meetings and interpersonal face-toface communication modes. Names of projects were also fairly used for communication. The Modern Communication Systems (MCSs) used were cell phones and letters. GAA used local Page v languages mainly Shona and Ndebele and was flexible with the use of the indigenous languages. English language was also used for communication. The communication modes as well as the languages used were effective. The research also analysed and evaluated the communication practices by GAA. The study found out that the organisation effectively used the communication modes which were available for use but there were limitations in terms of access to other communication modes, especially the modern mediums due to poor infrastructure, state monopolisation of the mass media industry using regulations and fear of political persecution. The modern communication modes which GAA did not have access to could facilitate the diffusion of innovations and provide adequate information for active participation by the rural people in poverty alleviation programmes. The study also found out that only one person had heard about GAA through radio and no-one heard about GAA through the television, magazine or newspaper. The orgnanisation did not use these forms of mass media. In addition, the integration of ICSs and MCSs would provide an effective feedback system in Gokwe South Rural District. The researcher suggested the Tilled Communication Field approach whereby every stakeholder is required to make sure that the ICSs and MCSs are available for use by anyone at anytime for development purposes. There is need to give everyone adequate opportunity to use all the communication systems and users are advised to use communication for positive purposes, poverty alleviation included.

- Description: This is an empirical study of a voluntary association with a view to interrogate the theories of civil society and participation and their practice. These theories came to dominate debate on African politics and democratisation following disappointment with structural approaches to development and democracy. Disenchantment with the state whose role was emphasised by the structural approach led analysts and technocrats to turn their attention to human agency; hence the salience of the idea of popular participation in the public domain, and preoccupation with the idea of strengthening civil society. This trend gained momentum after the 1989 fall of the Berlin Wall and demise of the communist block, and was accompanied by anti-statist sentiments on a global scale. Civil society organisations are seen as schools for democracy and agents of democratic consolidation, and are accordingly expected to perform two major tasks, namely instilling and disseminating a democratic political culture in and among participants and society at large, and promoting good governance. The aim therefore is to take advantage of the supposed intrinsic and utilitarian benefits of participation. As evident in a number of policy documents and legislation, the incumbent South African government embraces the idea of participatory democracy. However, not all analysts share this confidence in the capacity of civil society to perform these tasks. For some analysts public participation does not always have positive intrinsic benefits. Public participation may instead lead to a corrupted political culture deriving from the participants' attempts to survive in a public sphere characterised by manipulation and subtle political control, and it is civil society organisations lacking in organisational strength that are particularly vulnerable. The study revealed that unity between practice and theories of participation and civil society is a complex matter fraught with a number of ambiguities and contradictions. It revealed that though participation in the voluntary association in question does have educative benefits, those benefits do not extend to all the participants. In addition, the quality of that education is contingent upon a number of factors, some internal, others external. The internal and external factors reinforce one another. The internal factors pertain to the organisational dynamics of the voluntary association itself, and the external factors to the nature of the relationship between the voluntary association concerned and public authorities and other civil society organisations. , KMBT_363 , Adobe Acrobat 9.54 Paper Capture Plug-in

The thesis provides an alternative to government development programmes, arguing that NGOs are better equipped to deal with the particular problems that people on the ground experience when dealing with issues like nutritional vulnerability. Operation Hunger provides an excellent case study for how development of this nature ought to occur. The essential argument of the thesis is that there is an inherent tension between what a government's stated intentions is and what, it, in reality, intends to gain from such programmes. It is the contention of this thesis that the Government of National Unity embarked on the PSNP, not to ensure nutritional development for its own sake, but rather to curry favour with its constituents. Operation Hunger, and other organisations like it, provide relief to vulnerable communities with no hidden agenda in mind. Their mandate is solely that they provide assistance. The thesis argues, then, that NGOs have a role in domestic and international politics, that they can make up for or do better, or at least well, things that governments struggle to do.
