Using a spatial resilience lens to understand alignments and misalignments in South Africa’s marine governance system

- Description: In marine protected areas (MPAs), the radically open nature of marine ecosystems, the seemingly contradictory short-term goals of fisheries management (resource use) and conservation efforts (biodiversity protection), the variety of stakeholders, and the inherently political nature of space ha ve contributed to a disconnect between policy and practice. Many groups operate in an MPA at various spatial and socio-political scales, from national government bodies to local community groups, as such an MPA can be viewed as a complex, multi-scale and multi-level social-ecological system (SES). A greater understanding of the multi-scale processes driving the spatial resilience of SES can help address scale mismatches between continuous ecological change and the long-term governance of a seascape. South Africa has a long history of spaces and natural resources being politicised and faces high levels of unemployment and political frustration. Marine governance has been characterised as being siloed, lacking transparency regarding government processes and even between departments, and not properly addressing the needs of local communities; resulting in scale and level mismatches throughout the multi-scale processes (from national policies to local regulations)therefore, it is pertinent to understand the interactions between various national policies, their implementation, and their impacts. Using a spatial resilience lens, I set out to understand scale alignment in South Africa’s marine governance systems as it relates to MPAs. A spatial resilience lens emphasises analysis of both spatial and temporal scales, thus highlighting the multi-scale variables and interactions that occur within a system. I first sought to understand the policy and management across national and regional scales by conducting a series of semi-structured interviews with experts which were analysed using thematic analysis. I then approached the question of alignment from a local to national scale by using the Table Mountain National Park Marine Protected Area as a case study, here I carried out a series of workshops and interviews with line fishers, women’s groups, and eco-tourism operators from three different communities. Experts identified six themes when describing the structure of gove rnance in South African MPAs; they consisted of: government departments and marine legislation, management level factors, communication and information sharing, local level factors, biophysical factors, and scale. Communication and information sharing was the most mentioned referenced theme (40.26 %). The relationships between the communities and other actors (i.e. how communities are impacted, or impact on, the Department of Environmental Affairs , the Department of Agriculture Forestry and Fisheries, and Park Authorities) contributed 67.27 % to the total number of mentions, 91 % of which were from the following themes: communication and information sharing, local level factors, biophysical factors, and scale. My results indicate that weak, top-down relationships dominate the governance system in South Africa. During the Cape Town workshops I applied the spatial resilience lens in three ways. Firstly, the participants collaborated on a mapping exercise discussing the existing zone types within the MPA, as well as developing their own. There was an 87.87 % overlap of community designed zones on the existing MPA zones, however the types of zones designed by the community were different. Secondly, I carried out a document analysis and used information from the workshops to analyse the status and rights designation of important species for different user groups. The results show that the various stakeholder groups, while all active in the marine environment, interact with the ecosystem at different scales and with differing species. The differing interactions between groups result in challenges such as representation and complicated power dynamics between user groups. Finally, I asked participants to discuss factors that affect their ability to gain a livelihood from the sea. The external elements and their effects differed between the user groups, identifying important socio-political interactions. Whilst the external elements were all geographically distinct and localised, the spatial resilience lens allowed for a cross-scale, and to a certain extent cross-sector, understanding of these elements thus producing a more holistic understanding. My thesis shows that user groups operate on different spatial scales within the marine environment as a result of social, economic, and political influences leading to several scale-based challenges. The identified scale-based challenges have contributed to misalignments in marine governance in South Africa. My study shows that scale mismatches have important implications for understanding how marine policy influences user groups and identified pathways that affected policy implementation , and identifies future research application of a spatial resilience lens within social-ecological systems, for example it’s potential use in understanding the gendered nature of MPAs

- Description: The larval fish and zooplankton assemblages were studied in the permanently open Sundays Estuary on the south-east coast of South Africa, using standard boat-based plankton towing methods. A total of 8174 larval and early juvenile fishes were caught, representing 12 families and 23 taxa. The Clupeidae, Gobiidae and Blenniidae were the dominant fish families. Common species included Gilchristella aestuaria, Caffrogobius gilchristi, Omobranchus woodi, Liza dumerilii, Glossogobius callidus and Myxus capensis. Estuarine resident species (Category I) predominantly in the preflexion developmental stage, dominated the system. A total of 19 zooplankton taxa were recorded. Copepoda dominated the zooplankton community. Dominant species included Pseudodiaptomus hessei, Acartia longipatella, Halicyclops sp., Mesopodopsis wooldridgei, and the larvae of Paratylodiplax edwardsii and Hymenosoma orbiculare. Mean larval fish density showed similar trends seasonally, spatially and across salinity zones, with mean zooplankton density in the Sundays Estuary. Gut content analysis of five larval fish species: Gilchristella aestuaria, Pomadasys commersonnii, Monodactylus falciformis, Myxus capensis and Rhabdosargus holubi, revealed species specific diet and prey selection. Although larval fish diet contained a variety of prey items, guts were dominated by P. hessei, chironomid larvae, Corophium triaenonyx, copepod eggs and insect larvae. Physico-chemical drivers and the interactions between these two plankton communities provide information that enables a more holistic view of the dynamics occurring in the Sundays Estuary planktonic ecosystem.

- Description: Larval fish and zooplankton assemblages were studied in nine south and west coast estuaries in the cool-temperate and the cool/warm-temperate boundary region between June 2003 and March 2004. This study served to provide new information on previously unstudied estuaries and expand on existing knowledge of larval fish and zooplankton assemblages associated with various estuary types. The south and west coast estuaries sampled in this study showed lower salinities (12.2 - 13.7), lower water temperatures (14.5 - 16.9 °C) and higher turbidities (k = 0.02 - 0.04) in winter and spring while higher salinities (21.7 - 21.8), higher water temperatures (21.7 - 23.1°C) and lower turbidities (k <0.02) were observed in summer and autumn. Mean winter and summer water temperatures in estuaries were lower than those observed in warm-temperate and subtropical systems by other researchers. A total of 49274 larval fishes were caught, comprising 9 orders, 20 families, 29 genera and 47 taxa. The clupeid Gilchristella aestuaria (78.8 %) dominated the larval fish assemblages and occurred in all estuaries. The majority (70 %) of identified species are endemic to southern Africa and 96.4 % of larval fishes caught were estuary-resident species. The zooplankton study yielded a total of 44 taxa, comprising 7 phyla, >20 orders and >35 families. The copepod Pseudodiaptomus hessei dominated (59 %) the zooplankton and occurred in similar densities to those observed in other South African estuaries. Larval fish and zooplankton varied across seasons, peaking simultaneously in summer although zooplankton showed additional density peaks during the closed phase of some estuaries. Both plankton components were more abundant in the oligohaline and mesohaline zones within the estuaries. Freshwater input, estuary type and the biogeography of the area influenced the composition and structure of larval fish and zooplankton assemblages in these estuaries. The findings suggest that the estuaries are functioning as successful breeding areas for the larvae of endemic estuary-resident fish species and that these estuaries have to be managed to ensure an adequate freshwater supply to maintain the biological integrity of the ecosystem, specially the maintenance of the highly productive River-Estuary Interface (REI) regions.

Optimisation of a sampling protocol for long-term monitoring of temperate reef fishes

- Description: Marine Protected Areas (MPAs), the Ecosystem Approach to Fisheries management (EAF) and Integrated Coastal Management (ICM) have been identified as possible alternatives to traditional linefish management measures, which have largely failed. Monitoring and assessment of fish communities on a long-term basis is necessary, and will provide a means to evaluate the effectiveness of such management measures. Therefore, standardised protocols and optimal sampling methods for long-term monitoring (LTM) and assessment of coastal fish communities are essential. This study aimed to identify suitable methods and develop a protocol for assessment of inshore reef fish communities. A suitable location for evaluation of proposed methods was identified in the warm temperate biogeographical region of South Africa, encompassing the well-established Tsitsikamma Coastal National Park MPA and an adjacent exploited area. Chrysoblephus laticeps (roman) was identified as an indicator species for the study, as it has been well-studied and is well represented in the area. Underwater visual census (UVC) and controlled fishing were identified as suitable methods. UVC transects were found to be superior to point counts, in terms of sampling efficiency, variability, bias and required sample size. An effort of two angler hours per fishing station was shown to provide low catch variability, while at the same time a representative catch and low overall cost and required time. The methods were incorporated in a proposed sampling protocol, and evaluated. The methods were able to detect known differences between protected and exploited communities. It is recommended that LTM within protected areas, for detection of natural change, be focused on community-level indicators, while LTM in exploited areas, aimed at detection of anthropogenic change, be focused on species-level indicators. The proposed protocol with standardised methods will allow for comparisons across a network of LTM sites and provide the opportunity for a broad-scale assessment of the effects of environmental variables on reef fish stocks. The protocol developed in this study has application in other biogeographical regions in South Africa, and other parts of the world. Shift in the focus of much marine research, in South Africa and elsewhere, to LTM, highlights the relevance and timeous nature of this study.

- Description: Ecological evaluation techniques have been used to classify or evaluate the relative conservation worthiness of a portion of the Eastern Cape coastal zone from Cannon Rocks to Port Alfred. A system-based approach, using a basic GIS, was used to compare three aspects of the coastal zone. Two existing planning documents (EMATEK/s Coastal Vegetation Importance Rating plan and CPA's Cape Coastal Conservation plan) were statistically compared - based primarily on the size and number of the landscape fragments (environmental criteria polygons). The resultant plan, an Intermediate Sensitivity Class map, was further integrated with the biophysical aspect of the coastal zone - coastal dunes. The final map is the product of these overlays to be used as a-working overlay for coastal zone decision-making. This is an Environmental Sensitivity map, which has no particular direct reference to any particular biophysical criteria, which categorizes the coastal zone according to the environmental sensitivity or conservation worthiness of the site. The categories are listed according to a sliding-scale of sensitivity or worthiness. There is, however, it strong association between the final map and the vegetation status of the coastline, as a direct result of the vegetation rating map and indirectly from the perception based coastal conservation plan. The formation of most assessment or evaluation plans are based on the vegetation status of the area. There are numerous techniques available for assessment and evaluation each having their own specific merits and advantages. - Description: Ecological evaluation techniques have been used to classify or evaluate the relative conservation worthiness of a portion of the Eastern Cape coastal zone from Cannon Rocks to Port Alfred. A system-based approach, using a basic GIS, was used to compare three aspects of the coastal zone. Two existing planning documents (EMATEK/s Coastal Vegetation Importance Rating plan and CPA's Cape Coastal Conservation plan) were statistically compared - based primarily on the size and number of the landscape fragments (environmental criteria polygons). The resultant plan, an Intermediate Sensitivity Class map, was further integrated with the biophysical aspect of the coastal zone - coastal dunes. The final map is the product of these overlays to be used as a-working overlay for coastal zone decision-making. This is an Environmental Sensitivity map, which has no particular direct reference to any particular biophysical criteria, which categorizes the coastal zone according to the environmental sensitivity or conservation worthiness of the site. The categories are listed according to a sliding-scale of sensitivity or worthiness. There is, however, it strong association between the final map and the vegetation status of the coastline, as a direct result of the vegetation rating map and indirectly from the perception based coastal conservation plan. The formation of most assessment or evaluation plans are based on the vegetation status of the area.
