- Description: This thesis focuses on the developmental impact of rural-urban migration in Nigeria. While, recognising the negative impact of rural-urban migration, the study argues that in order to benefit internal migrants as well as rural development, there must be a paradigm shift to focus on how the benefits of migration on development can be achieved. It is proposed that rural-urban migration occurs as a response to economic, education, health, social and environmental factors. The challenges confronting rural areas are urban bias development paradigm pursued by the successive governments resulting in rural underdevelopment that exacerbates the rural urban disparity. And the neglect of agriculture in rural areas resulting from the discovery of oil in Nigeria. The study revealed that flawed policies adopted by successive Nigerian governments led to joblessness, entrenched social inequality and opportunities. One of the outcomes of these short-sighted policies was rural underdevelopment, which accelerated rural-urban migration in Nigeria. However, the study also demonstrates that the income flows from the migrants to the various rural households has contributed to improvement in the living standard of the households. The fragmentary approaches to rural development that is currently the case in Nigeria would not generate the required level of development and growth needed in the rural communities to improve the living standard. Thus, there is need for a policy framework in Nigeria, which would encourage the private sector to play a vital role in contributing their part in the provision of infrastructural facilities in the rural communities. Although this thesis is a case study of the impact of rural-urban migration on rural development in Nigeria, it can serve to appreciate the role migration can play in promoting development both in rural and urban areas in Nigeria and other Saharan Africa countries.

- Description: Cloud computing adoption and usage is important to achieving business competition. This is done by making it a competitive tool for firms. The adoption of cloud computing enables firms to achieve greater business competency, improve performance, and allows them to maintain their competitive advantage. Since its emergence, there has been a surge in the adoption of cloud computing with research into its adoption primarily concentrated on bigger firms. However, a major characteristic of cloud computing is the anticipated possibilities it holds for small and medium-sized enterprises (SMEs). SMEs typically operate differently from larger firms and are not limited by resource constraints. For SMEs, the reduction in the financial burden normally associated with the adoption of new technologies is a significant benefit of cloud computing due to their financial constraints. In Ghana, SMEs mostly use obsolete technologies and have a slow response towards new technologies. Thus, they are unable to harness the numerous opportunities technology presents to them to stay competitive. Cloud computing is still regarded as a new technology in the business world, therefore research that focuses on its adoption by SMEs to help them stay competitive is minimal. Available research on cloud computing in Ghana does not provide clear guidelines for ensuring a successful adoption process and the continued use of cloud computing services. This study seeks to investigate how a framework can assist SMEs in their use of cloud computing in the Accra-Tema metropolis of Ghana. A knowledge of the factors associated with adoption decisions and those that significantly influence the decision are required to ensure a successful adoption process. The empirical data was gathered using a questionnaire and face-to-face interviews developed from literature and administered to users and potential users of cloud computing. The questionnaire and interviews primarily investigate key adoption factors and the findings are reported in this research study. The findings reveal interesting insights into understanding issues that affect the overall decision to adopt and use cloud computing services by SMEs. The findings show that the adoption of cloud computing can improve information management practices within SMEs. The findings also reveal that several factors need to be considered in the overall decision to adopt and use cloud computing to ensure a successful adoption process. An initial cloud computing adoption model was proposed based on the empirical findings. Key adoption factors of the initial adoption model include adoption benefits and drivers, concerns and barriers, adoption interventions, and information management in the cloud. computing adoption framework. The proposed adoption framework aims to assist SMEs to adopt and use cloud computing services and make them relevant in the global market.

Household food insecurity and its association with psychological well-being of pregnant women in Ghana: the role of selected psychosocial factors

- Description: The inability to get enough food has contributed immensely to dangers confronting pregnant women, especially in the developing countries. Food insecurity has been associated with a variety of negative consequences such as poor health and wellbeing. However, the impact of food insecurity on well-being has not received the needed attention by researchers in Sub-Saharan Africa where the state of food insecurity and its consequence is very pandemic. The objective of this study was to assess the impact of food insecurity on psychological well-being and its components among pregnant women in Northern Ghana and to assess the roles of self-esteem, locus of control, proactivity, and social support on the underlying relationship. The cross-sectional survey was adopted where 386 pregnant women were recruited to complete questionnaires on demographic, some psychological factors, psychological well-being and food insecurity. Dimensionality and Item analyses were conducted to detect complex and poor items and also to ensure unidimensionality. Regression analysis, MANOVA, Baron and Kenney Model of moderation and mediation, the multivariate ANOVA and the Two-way ANOVA were used to test the hypotheses. Results indicated that the measurement and the structural models showed a good fit with the observed data. Results showed that about 37.5% (n=144) out of the 384 pregnant women experienced severe food insecurity. Food insecurity was negatively significantly related with psychological well-being and all its components among pregnant women. Food insecurity elucidated 48.5% of the observed variance of food insecurity. Food insecurity correlated highly to personal growth (β = -.327) element of psychological well-being compared to autonomy (β = -.227), interpersonal relationship (β = -.207), environmental mastery (β = -.168), self-acceptance (β = -.117), and of purpose in life (β = -.107). Self-esteem and locus of control mediated the relationship between food insecurity and psychological well-being. Proactivity and social support also moderated the nexus between food insecurity and psychological well-being. 4 Final Submission of Thesis, Dissertation or Research Report/Project, Conference or Exam Paper Having higher income status and being employed were associated positively with higher psychological well-being. Support was not found for the nexus between marital status and age with psychological well-being. - Description: The study investigated psychological capital and emotional intelligence as moderators of the relationship between occupational stress and organisational citizenship behaviour among graduate employees in Nigeria, using the explanatory cross-sectional (survey) research design and three sampling techniques (The Two-stage Cluster Sampling Method, The Convenience Sampling Method and The Purposive Sampling Technique) to sample 1532 male and female graduate employees in Nigeria. A structured validated questionnaire was used to collect data from the respondents. Six hypotheses were stated and tested in the study towards propounding a model, using Pearson Correlation Analysis, Multiple Regression Analysis and Structural Equation Modelling. The results show that there is a weak positive relationship between occupational stress and organisational citizenship behaviour, r = 0.070, p<0.01; there is a significant positive relationship between psychological capital and organisational citizenship behaviour, r = 0.588, p<0.01; there is a significant positive relationship between emotional intelligence and organisational citizenship behaviour, r = 0.473, p<0.01; psychological capital is a significant moderator of the relationship between occupational stress and organisational citizenship behaviour, F (2,1529) = 8.514; R2= 0.011; p <.05; emotional intelligence is a significant moderator of the relationship between occupational stress and organisational citizenship behaviour, F (2,1529) = 5.945; R2= 0.008; p <.05; psychological capital and emotional intelligence are significant joint moderators of the relationship between occupational stress and organisational citizenship behaviour, F (1,1530) = 221.240; R2= 0.186; p <.05; psychological capital has a direct and significant positive effect on organisational citizenship behaviour, R= 0.657, p<.001; emotional intelligence has a direct and significant positive effect on organisational citizenship behaviour, R= 0.183, p<.001; psychological capital has a direct and significant positive effect on occupational stress, R= 0.100, p<.001; emotional intelligence has a direct and significant positive effect on psychological capital, R= 0.547, p<.001. Based on the results, the study concludes that psychological capital and emotional intelligence are significant joint moderators of the relationship between occupational stress and organisational citizenship behaviour. The proposed model was, therefore, empirically confirmed. The researcher recommends that the empirical model of effective management of occupational stress and organisational citizenship behaviour, which has been propounded in the study, should be adopted and applied by teachers, lecturers, seminar facilitators, workshop trainers, supervisors and managers during their coaching or training sessions.

Financial literacy training in the small, medium and microenterprises sector : effect on business growth in the Eastern Cape, South Africa

- Description: The centrality of financial literacy to business performance is increasingly becoming established in the literature, with several studies attributing business failures, especially in the small, medium and microenterprises (SMME) sector, to the failure of entrepreneurs to acquire needed levels of formal financial training. This emphasis represents a paradigm shift: small business failures were conventionally blamed on lack of access to capital, infrastructural deficits, lack of markets for SMME goods and services, regulatory constraints, and crime. In South Africa, and elsewhere in the developing world, this new orthodoxy has spurned new policy interventions aimed at improving the financial literacy levels in the SMME sector. Such is the drive to entrench formal literacy provisioning in the SMME sector that some microcredit providers now bundle financial management training into their SMME loan packages. However, there is a dearth of empirical studies that demonstrate, in any conclusive way, the effect of financial literacy training on small business growth and sustainability. The question, therefore, about whether formal financial literacy training actually leads to significant improvements in turnover levels and growth appears to be answered more as advocacy rather than on the basis of empirical evidence. It is against the backdrop of these arguments that the thesis adopted a quasi experimental design to study the business performance of a sample of SMME entrepreneurs who had received financial literacy training (the “treatment group”) at least two years before the study’s commencement and those who had had no financial literacy training at all (the “control group”). The objective was to determine whether any differences in business growth could be attributed to exposure to formal financial management training or the lack thereof. A survey was conducted with 40 respondents from each of the two groups (n = 80). The survey was triangulated with in-depth interviews of a randomly selected sample 10 of SMME operators from each of the two groups. The interviews sought to uncover the entrepreneurs’ narratives regarding the sources and salience of financial literacy in the sector. The study was conducted among SMME operators in Port Elizabeth, East London and Mthatha – the Eastern Cape’s major centres of commerce and industry. Data estimation was conducted using the Difference In Difference (DID) estimation model to determine whether financial literacy training has had any effect on the turnover of training recipients’ businesses (the treatment group) over that of non-training recipients (the control group). Also, the DID coefficient was used as a growth rate indicator to determine whether growth has occurred in training recipients’ businesses over non-training recipients businesses as a result of having received financial literacy training. The Propensity Score Matching (PSM) was used to estimate the average treatment effect (ATE) and the average treatment effect on the treated (ATET). Quantile DID correlations with covariates were also run to reveal the relationship between turnover (a growth variable) and the covariates as possible influencers of firm performance. The key findings of the study were that based on the specific financial variables tested, some basic financial management knowledge existed among members of the two groups of SMME operators, but there was very minimal application of the knowledge in the day-to-day running of the business. Operators utilise both formal financial literacy training and informal knowledge sources in the operation of their businesses. The study also found that in comparison, the difference in turnover between the treatment and control group at follow-up period was significant at a P value of 0.000. This gave rise to an overall DID P value of 0.000 in the estimation. However, the significance was in favour of control group businesses as the business of respondents in the “control group” (with no financial literacy training) performed better than that of respondents in the “treatment group” (who had received financial literacy training). Finally, the study found that financial literacy training had no effect on the growth of businesses in the short term as the growth rate of turnover of the treatment group was lower than that of the control group and the difference between the two rates was significant at a P value of 0.025. Also, compared to itself, the change in turnover levels of the treatment group was not significant in the pre- and post-training periods as revealed by the PSM ATET estimation result. Minimal changes in turnover of the treatment group was not significant at a P value of 0.124. The study concludes from these findings that while financial literacy remains a salient factor in business, scholarship about the real significance of financial literacy training on small business performance in the short term stands on a relatively shaky empirical foundation, especially when viewed against the background that many SMME entrepreneurs also rely on informal knowledge sources to make everyday business decisions. The study thus highlights the imperative of ensuring that knowledge-related interventions in the SMME sector draws on both formal and informal sources of knowledge.

- Description: Many African countries including Africa South have been experiencing many challenges such as corruption, fraud and misaprpriation of fund in this new democratic dispensation. In this regard, the municipalities are viewed as the most affected institutions, with the Eastern Cape Province identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these are capacity issues in most of these municipalities, with fewer personnel and less capacity. Challenges of corruption in municipalities are perpetrated mainly by municipal officials, councilors and members of the public. This study, identified corruption as one of the challenges facing municipalities in the Eastern Cape. It involves both the achievements and limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. It discusses some critical issues such as how corruption has been the mother of the day in South Africa and its effect on the public sector in general. Inadditon, misappropriation of public resources and corruption immersed the nation as a whole into a greater challenge rather than focusing on service delivery issues. There are situations, within municipalities, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. The findings of the study also show that all the municipalities operating in this new democaticatic dispensation have not been able to prepare a transparent annual financial year report at the end of the year. In fact, the majority of them always obtain disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. The challenges of leadership crises in some of these municipalities, both administratively and politically have been critically examined. The findings show that between 2012 and 2015 financial years, some of these municipalities have been without full-time Accounting Officers; people were only seconded or in acting capacity, and some of them were under adminisistration, which is section 139 (c) of the constitution. There were numerous attempts of interventions by the national leadership of the ANC in the ANC regional structures which in many instances were the root cause of the problems or divisions, as well as in municipalities where in Buffalo City Metro and Nelson Mandela Metro respectively there were leadership changes or redeployments. The issue of corruption in the municipalities is compromising and impact negatively in the service delivery. It can be concluded that municipalities are characterized by a number of instances of corruption perpetrated mainly by municipal officials, councilors and members of society. Bribery, fraud, nepotism, and systematic corruption are some of the forms of corruption that take place in municipalities in South Africa. There are systems in place to fight corruption, but the reality is that they are very weak and ineffective. The anti-corruption strategies put in municipalities have general functioned poorly hence the prevailing the situation. There is glaring non-compliance with the Municipal Finance Management Act (MFMA), the Treasury Regulations and their own Procurement Procedures and Procurement Policies. It is evident that despite the achievement by an ANC led government for almost over 21 years of democracy, there remain many political and administrative challenges especial in municipalities. The fundamental question need to be posed and address therefore is, how best these challenges can be addressed and turn around service delivery to a tangible outcome. The Constitution of the Republic of South Africa provides for the promotion and maintenance of a high standard of professional ethics in the public service. Public resources are vulnerable to abuse by unscrupulous elements, both inside and outside government and therefore requires careful monitoring and control. The existing legislative framework is solid but fragmented and requires review and consolidation to improve its efficiency. To achieve that government requires an approach that is developmental in nature. Governance should be able to take control of the organization’s systems and at the same time adaptable to the environment in a way strengthens the capacity to achieve goals.

A critical analysis of the dynamics of intergovernmental relations in Zimbabwe

- Description: The field of intergovernmental relations (IGR), both from a conceptual and practical perspective presents a contested order in Zimbabwe’s political and public administration discourse, with a fairly long and complex historical and institutional context. The advent of colonialism in Zimbabwe (then Rhodesia) gave birth to a dualised form of government with a separatist development agenda. The dualistic model of government was anchored on a segregationist centralist ideology that advanced a white supremacist agenda while entrenching underdevelopment in native areas. This was attained through the use of draconic and ingrained racially discriminatory laws, ordinances and policy enactments, inter alia, the 1910 High Commissioner’s Proclamation, the Native Councils Act, the African Councils Act, and the District Councils Act which supported the overriding philosophy of colonialist hegemony. The direct rule policy was used and in practice, administrative, political, judicial and legislative powers were under the purview of the whites. Under this political dispensation, the nature of IGR was typically a master-servant relationship as African institutions had limited policy latitude under the tentacles of race-driven white control over the socio-economic and political space with an exploitative and subservient underpinning. The demise of colonialism and the birth of independent Zimbabwe in 1980 ushered a new political dispensation. The post-independence government embarked on a number of reforms aimed at dismantling the racist undertones of government. These reforms include the expanded decentralization frameworks supported by legislative instruments and policies such as the 1984 Prime Minister’s Directive and the 1996 thirteen principles of decentralization. Other key reforms are the 1996 Urban Councils Act, Chapter 29:15 and the 1988 Rural District Councils Act, Chapter 29:13. However, it is important to note that despite this plethora of legislation and reforms purportedly meant to dismantle racist backed institutional differentiation, the new national government did not depose its excessive control on sub-national governments. It is therefore an insoluble contradiction that the legislation and institutions created in post-independence Zimbabwe promoted the autonomy of sub-national governments while broadening democracy and citizen participation. This era rather presents an aporetic discourse epitomized by the national government’s perfection of colonial dominance approaches through creating legislation and institutions to retain wide and extensive control of sub-national governments. The Global Political Agreement of 2009 culminated into the promulgation of the Constitution of Zimbabwe Amendment Number 20 of 2013 with provisions for devolution of power, Provincial and Metropolitan Councils and the enshrinement of Local Government as a tier of government with constitutionally guaranteed autonomy. However, despite these reforms with far reaching implications on the configuration of IGR, the ZANUPF led national government is lethargic in implementing them. This has sparked controversy as these constitutional reforms and their potential to promote an integrated and efficient system of governance may turn out to be a pyrrhic victory. This is so because the necessary legislation anchoring the constitutional reforms may not be created in the foreseeable future as the current national government views devolution, for instance, as tantamount to surrendering political power to sub-national institutions. The purpose of the study was to critically examine the dynamics of intergovernmental relations in Zimbabwe. The overlapping authority model of IGR and the theory of networked governance underpinned the study. A comparative study of IGR was conducted focusing on two federal nations (United States of America) and Nigeria) and two unitary nations (United Kingdom and South Africa). A qualitative phenomenological methodology was used and the sample size was 20 respondents selected using the purposive sampling technique. Data was collected using in-depth interviews and analyzed using thematic analysis and critical discourse analysis. Key findings of the study reflected on the conception and relevance of IGR in unitary nations in contrast to classical perspectives that restricted the field as a discourse of federalism. The study established that the unitary system of Zimbabwe is anchored on a strong centralist ideology that suffocates the autonomy of sub-national institutions. In the same context, there is absence of political will on the part of the ZANUPF led government to implement crucial constitutional reforms that have a bearing on the configuration of IGR. The study also revealed that political party incongruence is a threat to intergovernmental coordination, integrated planning and collaborative development. Various recommendations were made from the study and these include that national government should expedite the implementation of the Constitution, codification of IGR by way of legislation and rationalization of fiscal transfers and intergovernmental fiscal equalization.

- Description: The current task environment in the South African public hospitals has reconfirmed the importance of researching on the psychological environment and its influence on individual employee performance. The motivation of this study is to examine the relationship between psychological capital and psychological empowerment on the one hand and organisational citizenship behaviour on the other hand among nurses within selected public hospitals in the Eastern Cape Province of South Africa. This contributes to the theoretical conceptual knowledge on how performance can be enhanced through the appropriate provision of psychological resources in the workplace and the promotion of competence, efficiency and sustainability of organisations. Survey questionnaires were used to collect data. Inferential analysis from SPSS was carried out to understand the antecedents and consequences of organisation citizenship behaviour. An overall model of the study was also identified through AMOS using structural equation modeling. Findings from the selected South African public hospitals indicate that there is a significant positive relationship between psychological capital and psychological empowerment on the one hand and organisational citizenship behaviour on the other hand among nurses within the selected public hospitals. The results validate certain aspects of the Conservative frame work and the Job Demands Resources Model. The study recommends that hospital managers and supervisors should determine the social networks in their hospitals as a strategy to promote performance and organisational citizenship behaviour. Individual employees who are located at the fringes of the network must be recognised and empowered. This allows for the comparison evaluation of both individual and organisational characteristics on organisational citizenship behaviour and the promotion of slack resources which are important in maintaining a steady organisational performance which further widens organisational capacity.

- Description: This study is premised on the notion that disasters and development have a nexus, both theoretically and practically although the two fields have been traditionally viewed as antagonistic at face value. The principal objective was to analyze the existing theoretical and practical gaps between disasters and development in Zimbabwe. Furthermore, factors that affect achievement of disaster mitigation and development linkages in Zimbabwe were critically examined. The study conceptualizes disasters and development from multiple angles. The nested relationship between disasters and development are reinforced with the use of multiple disaster risk reduction strategies to mitigate vulnerability in both rural and urban areas. Hence, this study opted for the mixed methods approach from conceptualization throughout the research process so as to capitalize on the strengths entrenched in both qualitative and quantitative approaches. Drawing on a mixed methodology approach, this study approached the variables from multiple dimensions since disasters and development are intertwined. Evidently, the study demonstrates that disasters and development have a strong nexus, theoretically and practically. This confirms the study hypothesis that disasters and development are correlated, as disasters can both destroy development initiatives and create development opportunities, and that development schemes can both increase and decrease vulnerability. The study also found that policy practice in Zimbabwe is heavily fragmented, thereby leading to incoherent policy implementation. This results in increased vulnerability and huge disaster impacts that erode development gains therefore compromising achievement of sustainable development goals. Hence, the study recommended for the adoption of a Disaster Risk Reduction theoretical framework in cementing the disasters and development linkages theoretically and pragmatically. DRR enhances community’s resilience capacity in curtailing the progression of vulnerability and mitigate the accelerated incubation of disasters that impact on development strides.

- Description: This study focused on investigating mineral resources governance (reflected in terms of three indicators of transparency, accountability and stakeholder inclusion) and its effect on socioeconomic development (in terms of three indicators of education, health and household incomes. Mineral resources can be a blessing and can lead to socioeconomic transformation of a country if they are managed transparently, accountably, inclusively equitably and sustainably. On the other hand, these subsoil capital assets can be a ‘curse’ and lead to poverty, conflicts amongst interest groups, elite capture, corruption and economic stagnation if they are not properly managed. Good governance of mineral resources seeks to ensure that the harnessing of mineral resources benefits the economy, enhances the quality of life and reduces poverty amongst citizens. The mining sector of Zimbabwe has risen to be the key economic sector in terms of its contribution to the GDP, FDI, fiscal revenue, exports and employment creation, particularly after the discovery of diamonds and more gold deposits in the country. However, in spite of the growth of the mining sector and its elevation to the mainstay of the economy, glaring dire socioeconomic conditions in terms of unemployment and high poverty levels, poor health, education and household incomes, leads one to question the way the country’s opulent mineral resources are being governed. The study used a mixed methods approach, through use of primary data (quantitative and qualitative data) and secondary data (archival data) as the basis for the collection as well as analysis of data. Complementarity of the research methods was achieved through use of data from household survey with 160 households in Mhondoro-Ngezi, Chegutu, Kwekwe and Shurugwi and in-depth interviews with officials of government ministries; of Finance and Economic Development, Health and Childcare, Primary and viii Secondary Education, local councillors, CSOs; ZELA and ZIMCODD, Traditional chiefs and ZASMC. The study established that mining growth is contributing somewhat to socio-economic development through employment creation, corporate social responsibility, CSOTs, ESPOs, taxation and royalties, but broad-based development has not taken place in the four districts. The study proposes a holistic mineral resources governance and socioeconomic development framework. The study recommends the Repeal of MMA and gazetting of a more comprehensive legal framework, implementation of constitutional provisions on transparency, accountability and stakeholder inclusion, adoption of free online tools for mineral processes disclosure, consolidation of the mining fiscal regime and so on.

- Description: A largely agricultural country, land remains an important factor of production and a critical element in the livelihoods of rural Zimbabweans. Small-scale farmers rely on land for food and income. The post-independence development of Zimbabwe has been tied to land holding. As such, land reform aimed at addressing colonial racial land inequalities and rural underdevelopment became an imperative. In the post-independence era, Zimbabwe undertook two phases of land reform – the first occurred between 1980 and 1999 and was known as the Land reform and Resettlement Programme (LRRP). This was based on the ‘willing-buyer and willing seller’. The second phase which took place from 2000, known as the Fast Track Land Reform Programme (FTLRP), took a radical approach. However, due to a variety of reasons, including the dominance of small-scale farming and challenges of land reform, agricultural productivity remains low. Moreover, despite land reform, including massive land redistribution, the process appears incomplete and inconclusive. This is so essentially because the land reform neither increased food production nor reduced poverty. Accordingly, sustainable development remains a distant reality, especially among rural small-scale farmers. The study aimed at assessing the impact of the fast track land reform (FTLRP) on poverty reduction and sustainable rural development in Zimbabwe. Despite undertaking one of Southern Africa’s largest post-colonial redistributive land reform to date, the provision of land on its own has not been sufficient to address rural poverty and achieving meaningful rural development. This is so because the land reform has not articulated integrated growth as remoteness and poverty remain endemic, which is connected to the land. So, resolving the land question still remains crucial for sustainable rural development in Zimbabwe.

- Description: Orientation: Work and individual pursuit for career development have become critical in modern society. Within this, new forms of work and categories of work have emerged. Given these new forms of work and categories of work, there is a need to understand individual sense-making and experiences of transition. Research Purpose: The study explores male nurses’ occupational experiences and meaning ascribed to dirty work in a female-dominated profession. Motivation of the Study: Calls exist within the extant literature to understand modern forms of work and individual transition. One such area is that of dirty work – classified as any form of work with physical, moral or emotional taint. Little research within an Industrial and Organisational Psychology context exists on dirty work. Research Approach, Design/Method: An interpretivist, qualitative research approach using the exploratory research design was utilised to explore male nurse's occupational experiences and meaning ascribed to dirty work in a female-dominated profession. Narrative analysis was used as a basis for analysis using 27 male nurses working within the Eastern Cape Province of South Africa. Main Findings: Based on the analysis of the 27 participants that took part in the study five main narratives emerged. These included: a) a career in nursing as framed as a recursive discourse; b) the experience of a nurse as oscillating as an agentic prowess and a communal assemblage of continued suspicion; c) striving more agentic domains ahead of communal domains in entering and surviving within dirty work; d) male nurses fulfilling a gendered utility role that female nurses cannot occupy and finally, e) male nurses’ ephemeral intention of being in the nursing profession influenced by the conditions of work. ii Practical/Managerial Implications: Based on the findings of the research, interventions are proposed with ramifications for the individual, organisation and career counselling. Contribution/Value-Add: Based on the findings of the research a theoretical framework of dirty work experiences and meaning of work amongst male nurses is proposed. The framework represents a departure away from traditional career theories espoused in the work of Holland and Super as it illustrates the role of intersectionality and marginality in shaping career development. Further, the proposed framework founded from the findings of the research (though supporting modern career models such as the Systems Theory Framework and the Career Construction Theory) uniquely show drivers towards dirty work, b) the processual work accompanying dirty work involvement and finally, c) the meaning ascribed to dirty work. The study becomes the first within a South African context.

The implementation of the Millennium Development Goals (MDGs) and poverty reduction in Zimbabwe : the role of Official Development Assistance (ODA)

- Description: This study sought to analyse the role of official development assistance (ODA) from international developmental partnerships in reducing poverty in accordance with the aims of the Millennium Development Goals (MDGs) in Zimbabwe. A qualitative research methodology was used and interview guides were developed in order to put open-ended questions to the participants in one-on-one face-to-face interviews and focus group discussions. The data which was collected was subjected to thematic analysis. Among the findings which emerged was that the implementation of interventions to meet MDGs and reduce poverty in Zimbabwe had been hindered by both internal and external factors. Internal factors included corruption, underinvestment in industry, an untaxed underground economy, and political instability, the inconsistent implementation of policies, a weak judiciary, and excessive dependence upon ODA. Conversely, external factors included ODA which failed to enable the root causes of poverty to be tackled, attempting to remedy the symptoms of poverty rather than the real causes, the misuse of hegemonic economic and political power by foreign developmental partners, the inequitable distribution of ODA, ODA which entailed conditionalities, and soured relations with foreign donors. From the findings it was concluded that the most effective means of reducing poverty effectively in Zimbabwe lay in investing in developing internal sources of revenue. ODA should be used only to supplement interventions to reduce poverty in a sustainable manner and promote inclusive economic growth in the interests of equity. In order to generate the ODA which is needed to begin the process of economic recovery, Zimbabwe needs to re-engage with foreign developmental partners in a manner which ensures that partnerships are mutually beneficial. The injustices of the past should not be used to account for the failure to meet the MDGs and the deepening poverty in Zimbabwe, as they are not the consequences of the white minority rule of the past, but rather of present-day political ineptitude. Consequently, it is imperative that Zimbabwe should concentrate its efforts on developing the means to raise revenue for development and limit its dependence upon ODA. Holding onto the past by blaming the targeted sanctions, white minority rule, and colonialism will not enable the poverty in which many Zimbabweans in the post-independence era are mired to be meaningfully reduced through the Sustainable Development Goals (SDGs) which have superceded the MDGs to be achieved by 2030.

- Description: This thesis focuses on mineral governance and how it can contribute to ameliorating human development challenges in Ghana. The study adopted the human centered mineral resource governance approach to assess the mineral governance structure in Ghana and identified that, the current system is a colonial legacy and does not promote human development in Ghana. The study, whilst recognizing the legacies of colonialism, argues that in order for mineral resources to be managed responsibly to promote human development, there should be a paradigm shift to focus on how mineral resources are governed. As a result, the study, relying on the human centered development approach investigates how mineral resources can be governed to promote development in Ghana, with specific focus on the mineral wealth Western Region of the country. Due to the finite nature of mineral resources, the human centered development approach argues that revenues from mineral resources should be invested in human capacity building and medical care delivery. Further, the mining sector should be integrated with other non-mining sectors of the economy to create jobs and provide alternative livelihoods which will go a long way to assist in the general expansion and growth of the country‟s economy. Although this thesis is a case study of mineral governance in Ghana, it can serve as a springboard to appreciate the role mineral governance can play in promoting people centered development in other sub – Saharan mineral wealth countries.

- Description: There is growing recognition that the limited success in rural development policies in many developing countries, including South Africa, is mainly a result of the failure to conceptualize such interventions beyond agriculture and incorporate non-farm enterprises into the mix. Non-farm enterprises are increasingly viewed as having the potential to become one of the drivers of rural development. However, it is an area that remains poorly documented and dimly understood as it has received limited scholarly attention in recent years. The study was carried out in the rural areas of Port St John’s Local Municipality in the Eastern Cape Province of South Africa. The study was premised on the assumption that non-farm enterprises have the potential to become one of the drivers of rural development in terms of employment creation, income generation and diversification of the rural economy. The thesis demonstrates that the hope that non-farm enterprises can add value to the rural economy in terms of creating the much needed employment opportunities is still a goal to be realised. Nevertheless, the income generated by these enterprises is contributing immensely to household welfare, especially improving accessibility to food by poor households. The study recommends the implementation of tailor made capacity building and training programmes aimed at enhancing the skills of rural artisans. This is an area that requires state-mediated intervention to augment the rural economy in order to redress the uneven development of the past.

The role of the office of the auditor general of South Africa in enhancing sound public financial management, with special references to the Eastern Cape Province

- Description: The 1996 Constitution of South Africa and the Public Audit Act of 2004 provide the legislative framework for the Office of the Auditor General of South Africa (OAGSA). The Independent Regulatory Board for Auditors further enriched the interpretation of the framework – for government auditing. Over the years of democratic rule in South Africa, audit performance by State organs was generally poor. Despite the efforts by the OAGSA to improve the performance, very little improvement was notable. Most disturbing was the observation that there was widespread, a prevalence of recurring findings, which indicated that the OAGSA’s recommendations and guidelines were not acted upon, or largely ignored. Firstly, the research study established that the system of capitalist democracy, which comes in different varieties throughout world democracies, indeed brought about a situation where the electorate was effectively removed from its rightful place of being the principal, and had its place taken up by political parties (which are in fact, agents) - which (parties) governed on its (the electorate’s) behalf. This system, taken together with the Principal Agency and the Rational Choice Theories – fully explained the prevalence of maladministration and malfeasance in government in South Africa. Secondly, the study established that the OAGSA has done everything imaginable in its attempts to improve audit performance in government institutions – using the carrot rather than the stick approach. The legislative framework cited above, revealed that the OAGSA has the power to audit and report, while Parliament has the power to enforce corrective action. The lesson of this revelation is: that there is not much that the OAGSA can achieve without a high level of cooperation between itself and Parliament – if audit performance is to be effectively, and appreciably improved in South Africa. A disappointing discovery however was indirectly delivered to the world, through the results of a research study conducted by one Wehner in 2002, on Public Accounts Committees (PACs) (alias Standing Committees on Public Accounts (SCOPAs)) in world democracies. The Wehner study clearly demonstrated that there was nothing contained in these committees’ founding documents or enabling legislation – which in no uncertain terms, directed the committees on what procedures and processes to follow to ensure that their resolutions were acted upon. In other words there was no enforcement mechanism discernible for their resolutions. Thirdly, there were developments in case law in South Africa, which augured well for Constitutional Institutions in general. They are contained in court judgements relating to the mandate of the Office of the Public Protector (OPP). The question at the core of these developments was: whether the decisions or remedial action emanating from the OPP, were binding and enforceable. Two judgements cited as cases in point, one a High Court judgment and another a Supreme Court of Appeal’s (SCA’s), feature in the research report. The SCA, in summary found that decisions of administrative bodies of State – stand in fact and in law, until such time that a court of law invalidates them. The SCA ruled through citing a High Court judgement passed way back in 2004 - that Constitutional Institutions, although not organs of State per se – were certainly included in this 2004 finding, if one considers the rationale of this initial finding, taken together with the purpose for which Constitutional Institutions were established in South Africa in the first place. In conclusion, although visible root causes of poor audit findings appear overall to be poor consequence management and questionable leadership quality in government, the system of capitalist democracy is ultimately to blame. The system certainly had unintended consequences.

- Description: The terrain of local government is not only very complex, dynamic, and challenging, but also very unique. The quality of human resources is vital in a public institution, particularly in institutions that are meant to service communities by providing sustainable basic services. Amongst the concerns raised at a municipal level are the lack of professionalism and the required competency and capacity amongst the workforce that must perform the actual duties of servicing the local communities. This study was aimed at identifying and analysing human resource development and human resource management policies, strategies and needs in line with the current circumstances and conditions at a particular municipality. A series of challenges (that a number of community members, newspaper articles, community leaders and both the Mpumalanga Provincial Government and other spheres of government raised and complained about) prompted this study. Constant complaints are leveled against municipalities about appropriate and well qualified candidates being overlooked for employment opportunities at the expense of nepotism, cronyism and blatant corrupt activities. This study is a combination of both quantitative and qualitative methods. In line with the quantitative method of generating and assembling information, the researcher used the judgement sampling method. Questionnaires were administered to collect quantitative data while primary data was collected via interviews. Data was obtained from 45 participants in Thaba Chweu Municipality. The findings show that the majority of respondents (in the form of percentages) spoke against the capacity of the officials. A smaller percentage spoke in favour of the availability of capacity. These respondents stated that municipal officials have the required skills and capacity to perform their duties. Furthermore, the study found that there was inconsistency in the implementation of council resolutions and interference in administrative matters. These factors compromised achieving the objectives of the municipal strategies and policies. The study recommends that the municipality ensures that the human resource management and development departments are consonant with current and modernised needs and that delegations to line functionaries are properly assigned and documented.

- Description: Nigeria, like many nations of the world, is confronted with a high level of poverty. Over the years the country has taken several initiatives to reduce the incidence of poverty. Nigeria was one of the earliest countries to adopt the Millennium Development Goals [MDGs] as a strategy in reducing poverty and promoting development across the vast nation. The federating states have also rolled out a number of poverty reduction programmes tailored along the millennium development goals. This study, therefore, evaluates the achievement of the millennium development poverty reduction target in Ogun State, South west Nigeria. The study seeks to ascertain whether the state was able to significantly reduce poverty with the introduction of the MDGs. The study also attempts to establish difference or similarity (if any) between past poverty reduction policies in the state and the MDGs poverty reduction strategies. In carrying out this study, related literature on poverty, development and poverty reduction efforts (strategies and programmes) implemented in the state were extensively reviewed and relevant information retrieved for the study. This study employed the mixed method research, comprising both the quantitative and qualitative data. Quantitative data through the administration of a questionnaire was obtained from 232 respondents. While in-depth interview with seven participants provided the qualitative data. Quantitative data was analyzed using Descriptive statistics, and chi-square statistical technique was used to analyze the quantitative data while qualitative data analysis was carried out using transcription and thematic clusters. The findings of the study, in general, revealed that the MDG poverty reduction strategy did not make any significant contribution in reducing poverty in the state. The MDG strategy was not any different from past poverty reduction strategies implemented in the state. The findings of the research also strongly indicated that there was low awareness regarding the MDGs poverty reduction strategies set up amongst the citizens of the state. The low awareness emerged as a major hindrance to the success of the MDG programme. Based on the findings of this study, a sustainable development poverty reduction model was developed. The model gives room for programme awareness; people’s consultation and participation. It emphasizes the need to consider the community setting or environment factors in the planning and execution of poverty reduction programme. This model contend that aligning strategies to the peculiar need of each environment is a critical component for the sustenance of any poverty reduction programme.

- Description: At the core of this study is the quest to understand the role leaders play in the successful implementation of performance management in the Eastern Cape municipalities, in the Republic of South Africa. Among the triggers for the study, was the Auditor-General’s lamentation that leaders did not set the correct tone by implementing sound performance management processes, evaluating and monitoring performance in the South African municipalities. He attributed this failure, inter alia, to the lack of employees’ and leadership commitment to the sound implementation of performance management. In an attempt to gain a deeper understanding and possibly respond to the Auditor-Generals’ concern, the researcher sought: To assess the role of leadership and ascertain the extent to which the identified leadership roles were demonstrated in the successful implementation of performance management in the Eastern Cape District Municipalities. Following a review of literature and the conducting of a mixed-methods, empirical study, numerous revelations and findings were made, among which were that, the literature on the leadership-performance link continued to be fragmented and lacking in uniformly defining the concepts, let alone the link between leadership and performance. Because of the multi-dimensionality and the multi-faceted nature of the leadership concept, there still existed a need for more detailed studies on the nature of the leadership-performance link. The eight roles of innovator, broker, producer, director, coordinator, monitor, facilitator and mentor suggested by Quinn, do not provide an exhaustive list of roles, although they provide a starting point on which leader capacitation could be anchored. Whilst the respondents had overwhelmingly affirmed that leaders played the requisite roles in their municipalities, concerns were expressed on deficient leadership competence, poor screening of new leadership entrants, and party political allegiance which was perceived to, at times, cloud their roles. Following a review of literature and past research, numerous studies were uncovered, on the leadership-performance link, which appeared to need consolidation, synthesis and refinement, with a view to sifting and isolating areas that might be of benefit to the implementation of performance management in the Eastern Cape municipalities.

- Description: In 2000, cabinet adopted the South African Policy framework for women’s empowerment and gender equality, 2000 (Policy framework) which provided for the establishment of the National Gender Machinery (NGM). The NGM is a network of coordinated structures within and outside government which operate cooperatively in facilitating political, social, economic and other forms of transformation to dismantle systemic gender inequality and promote equality between women and men. The implementation of gender equality policy as a function area has constitutionally been given to the national and provincial legislatures in South Africa. The constitution allocated this function to the local sphere of government. Camdeboo and Inxuba Yethemba local municipal authorities are the facilitators of sustainable gender equality policies to citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Camdeboo local municipality and Inxuba Yethemba local municipality. Camdeboo locoal municipality is one of nine local municipalities in Sarah Baartman district municipality. Inxuba Yethemba local municipality is in Chris Hani district municipality. The purpose of the study was to evaluate the implementation of gender equality in the Provision and Utilisation of Women administration Personnel a comparative study of the Camdeboo local municipality and the Inxuba Yethemba local municipality and to determine the impact of the existing policy on the gender equality policy on the needs of women of both municipalities. For this purpose the fundamental and overall study problem was found to be that the gender equality at the Camdeboo and Inxuba Yethemba is hampered by the implementation of an inadequate municipality gender equality policy and by incompetent municipal personnel in particular and in general by the municipality itself. These action do not satisfy the main purpose of the Employment Equity Act no 55 of 1998 to achieve in the workplace by promoting equal opportunity and fair treatment in all forms of employment through elimination of unfair discrimination as well as the implementation of affirmative action measures. The hypothesis was furthermore based on the fact that the existing gender policy of Camdeboo local municipality and Inxuba Yethemba local municipality gender equality policy are inadequate to satisfy women and impacts negatively if not harmfully on human being of women. The study revealed that besides the implementation of gender equality policy by these incompetent municipal personnel, there are economic, social, political and physical effects on women. In case of applications for senior management position, preference is always given to their male counterparts at the expense of equally qualified female applications. Secondly, Gender equality in human resource determination forms part of the processing phase in the system theory. These two municipalities should be made to commit themselves by appending their signatures to all control measures put in place to evaluate the level and the extent of gender equality across all the departments/ sections in the municipality. Any section/ department that implements gender equality more effectively should be identified applauded and given recognition. This would motivate and eliminate gender inequality. Personnel provision and utilization is of paramount importance to every organization. It then becomes extremely necessary to examine the gender equality on human resource determination.
