- Description: In this study, the researcher investigated the effectiveness of the strategies put in place by both the school and the community to control drug abuse by secondary school learners. The purpose of the study was to evaluate the strategies and identify whether there were any successes in controlling drug abuse by learners. This study was conducted during school time when learners were expected to be fully engaged with school work in the Libode-Mega district of education. The researcher had decided on the study with the feeling that there are strategies put in place by the relevant stakeholders but it might happen that the abusers were not cautioned on the seriousness of such measures. The researcher involved the schools, the community representatives and the health representatives in the study so that the information obtained would give a clear picture of what is happening in the area. The researcher used both qualitative and quantitative research designs whereby the questionnaires were distributed to learner respondents to answer while there were interview schedules drawn up for the teachers, the ward representative and health officials to respond to. The findings showed that there were strategies put in place at school and by the community and also the learner respondents who were the focal point in the study seemed to understand the bad behavior by abusers but it was noticed by the researcher that there was not unity in implementation of the strategies which might lead to little achievement. The researcher also noted that drug was prevalent in a number of communities especially in social gatherings. It is through that drug prevalence that both old and young people carelessly misused drugs while enjoying themselves in public places. A further research was suggested in order to improve relationships between the school and the communities in an attempt to control substance abuse.

- Description: The shipping industry is reliant on port authorities for the facilitation of safe entry and departure of ships at the ports. This role can not be fulfilled without the assistance of harbour tugs which are run by the marine operations section of the Transnet National Ports Authority. The tugs have to be safe and efficient in the process of pulling and pushing ships around the harbour. Harbour tugs are expensive to acquire and to maintain. The marine operations business has to make appropriate choices of tug propulsion design in order to realise the benefits of the tugs acquired by the ports authority. This can be achieved by analysing the current tugs that the operations are using, which will then serve as valuable information when the time for asset replacement is due. The researcher chose to use the two tug propulsion designs currently used by the Port Elizabeth harbour tugs as a basis for this analysis. The analysis links the three factors of maintenance management, equipment efficiency and equipment safety, to the minimisation of operational costs as perceived by the tug personnel, the pilots and the marine managers. This study seeks to verify the link between these factors and the perceived minimisation of operational costs. Available literature was reviewed and data was collected using a suitably designed questionnaire for this research. This research paper has led to recommendations that should inform the tug acquisition decisions and raise the awareness of the marine employees to relate the factors set out above to minimise operational costs.

Labour immigration, per capita income growth and unemployment in post-apartheid South Africa

The country’s immigrant population share relative to the total population stood at 2.4% in 1995 which soared to 7.6% in 2017. This increase has mostly been enticed by the highly competitive economic and political outlook of the rainbow nation in relation to other global developing nations. Unfortunately, reality of increased immigration particularly, labour-based immigration has spurred fierce debates which in many instances manifested into xenophobic violence. Pessimism amongst public, academic and political spheres continues to grow with detrimental economic strains of slow per capita income growth and high unemployment cited as immigration outcomes. The purpose of this study was to evaluate whether labour-based immigration contributed to changes in per capita income growth and unemployment levels in South Africa. Using unemployment rate, labour immigration entrances and per capita income growth rate data from 1994-2017, the autoregressive distributed lag (ARDL) bounds test was used to test for long run relationship together with the short run dynamic model. Evidence from the underlying results show that labour immigration has an insignificant causal effect on both per capita income growth and unemployment. Thus, contrary to pessimistic public and political sentiment, constrained income growth and increased unemployment are not attributed to high rates of labour immigration. Based on these findings policy makers should improve alignment of policies with regional and multinational blocs, constitutional obligations and economic goals to ensure sound immigration policies. Furthermore, communities should enable programs which aim to reduce tensions between immigrants and citizens whilst building towards inclusive development.

The research presents an analysis of two selected Eastern Cape Provincial Government departments’ expenditure for a three-year timeframe (the fiscal years from 2009–2012), with a focus on the oversight role played by the Provincial Planning and Treasury department in instilling fiscal discipline in the provinces, and the potentially detrimental effect of under-spending on provincial service delivery. Among other things mentioned and discussed are, firstly, the fiscal policy; secondly, the funding of provincial departments; thirdly, the role and responsibilities of the Provincial Planning and Treasury department. The study adopted a qualitative methodology which focussed on the perspective of the insider who has experienced first-hand the activities or procedures under scrutiny in the selected provincial departments. Further, the qualitative researcher believed that first-hand experience provides the most meaningful data. In support of this, the respondents were asked twenty-two questions, the first five of which were based on the need to understand their personal particulars. A semi-structured questionnaire was distributed to 43 officials and 22 of those questionnaires were returned.

- Description: Experiences of women regarding unexpected neonatal resuscitation were studied in this research. The objective of the study was to explore and describe the experiences of labouring women whose babies required unexpected resuscitation at birth. Recommendations were made based on the findings of the study. Labour and birth do not always go as well as expected as deviations could happen at any of the four stages of labour. Midwives tend to focus on the neonate when resuscitation is needed and leave the mother unattended and wondering what is happening as they rush away with the neonate. The situation motivated the researcher to conduct the study. The focus was on the experience of during the time of resuscitation. The study is qualitative, and exploratory, descriptive, contextual and narrative research approaches were used to reach the objective. The research population included women who delivered in the identified site from six hours to six weeks post delivery period. Inclusion criteria were the following: Women must have attended antenatal care at least four times. Their pregnancies were categorized as low risk. The ages of the women were 18-35 years. Gestational age was 38-41 weeks. The neonate should have been resuscitated successfully and admitted for observation in the nursery. Non-probability, purposive sampling was used. Data was collected by conducting semi-structured one-on-one interviews using a tape recorder. The site for the study was a public hospital, and the managers and operational midwives were used as gatekeepers. Fifteen participants gave permission to participate in the study willingly and were interviewed individually and anonymously. The interviews were transcribed, and Creswell’s data analysis spiral image was used. The period for data collection was seven months in one academic year. An independent coder’s services were utilized to increase the trustworthiness of the findings. The trustworthiness of the study was also ensured by conforming to Lincoln and Guba’s model of trustworthiness. Strategies used to ensure trustworthiness were credibility, transferability, dependability and conformability. The researcher maintained the ethical standards for conducting research by adhering to ethical principles, such as human rights, beneficence and justice. Confidentiality was maintained by using numbers instead of names, and only the researcher knows the participants’ names. Only the researcher, supervisor and the independent coder have access to the information. The data is kept in a locked cabinet and will be kept for the next five years following the publication of results. Two main themes emerged from the data analysis with each having two sub-themes Mothers verbalized varying emotions regarding their neonates’ inability to breathe properly. Mothers verbalized the importance of receiving support and information from midwives. To optimise the discussion of research findings, direct quotes were used from the raw data of interviews to support the description of experiences. Recommendations for midwives were to prepare the pregnant women during antenatal care for unexpected emergencies during labour and to reinforce this information on admission when labour commences. Managers are to update the guidelines on maternity care and the health education checklist. Nursing schools should train student midwives in debriefing and counselling skills. Both study objectives were successfully met.

This limits the practitioners in the industry to address relevant issues and opportunities about their discipline; specifically in the public sector which are widely perceived in a negative light. The aim of this paper was to explore the role of public relations practitioners in state owned entities in South Africa. Methodology: The study was qualitative in nature. It was constructed to answer the research questions using an interview schedule as a research instrument. The population comprised of the PR and communication practitioners that work in the State Owned Entities of South Africa. Findings: It was found that PR practitioners are the agents of relationship building between the SOEs and their stakeholders. It was also proved that PR practitioners have excellent skills and expertise however those are limited by the unsatisfying devaluation of communications by management and political interference in SOEs. Furthermore, negative reputation of SOEs was not mere shortfalls of PR practitioner but senior management instability. Research limitations: Due to lack of availability and co-operation of practitioners, time constrains and lack of finances, study was not able to attain the desired number of respondents (12 respondents instead of 15). Responses were not always substantial, however, the researcher attempted to achieve the most accurate results possible. Value or significance of paper: the study aimed to provide academic framework on the roles of PR practitioners in South Africa’s public sector and enhance existing knowledge on the challenges that practitioners face in different organisations.

It is also an industry that has become intensely competitive with a large variety of vehicle brands on offer for buyers to choose from. Given the competitive nature of this environment, Original Equipment Manufacturers (OEM’s) are constantly under pressure and have to consistently review and develop new strategies to keep their brands relevant in the market. The purpose of the study was to gain insight into customer preferences and specifically vehicle purchasing behaviour, and to establish if brand factors and personal factors influence consumer buying behaviour for particular vehicle brands. An empirical investigation was embarked on using a self-administered questionnaire with a seven-point Likert scale. Convenience sampling was used and resulted in the return of 215 usable questionnaires. The reliability of the measuring instrument was confirmed via acceptable Cronbach’s alpha coefficients. Descriptive statistics were used to analyse the data collected. The main findings indicate that numerous factors influence buyers’ behaviour when purchasing a vehicle. However, Quality, Safety and Price had the biggest influence on the buyer’s decision making when choosing a particular vehicle brand. Based on the findings, recommendations are made to dealers and OEM’s. These recommendations are practical and also linked to previous research as presented in the literature. Dealerships and OEMs should therefore take cognizance of these results and improve on these factors to influence vehicle buying behaviour. These factors should also be used as strong marketing components when advertising and selling vehicles. The value for money provided by vehicles should be emphasised. The link between Quality, Safety, and Price should therefore be accentuated.

Management of business vision and mission in the rapidly changing macro-economic environment

- Description: The primary objective of the study is to gain an understanding of how organisations across different industries in Nelson Mandela Metropolitan area manage the effects of the everchanging macro-economic environment to maintain focus on the original vision. The study aims to create a framework that will assist managers in the management of vision and mission to ensure attainment of shareholders’ reason for creating the business. The study seeks to achieve its aim by investigating and testing the impact of the macro-economic environment on organisational vision and mission. The study uses a quantitative research approach to collect and analyse data. Convenience sampling method is employed for obtaining the sixty-one (61) respondents at middle and top management positions who contributed to this study. A closed-ended questionnaire in a Likert scale format is used to obtain the views of the respondents. Research results are extrapolated through statistical analyses methods. The empirical results indicate that 80.33% of the respondents agreed that strategic decisions are formulated in line with the organisational vision and that there is proper linkage of the vision, mission and business strategies. However, according to the respondents, the strategies do not consider the rapid changes in the macro-economic environment or prepared for the environment’s potential effects on the business. Only about half of the respondents agreed that there is employee involvement in vision and mission formulation and implementation. The results also indicate a need for improved communication between leadership and employees through various means of communication to enhance understanding and ownership. The main limitations of the study are that only sixty-one (61) out of the many leaders in the Nelson Mandela Metropolitan area contributed to this research. Leaders in other areas may respond differently to the questions asked. The time period of the research is very limited and therefore a longer period may give different results. The main recommendations of the study are that leaders anticipate environmental changes and plan for the potential changes. The rapidly changing macro-economic environment insists on continuous vision and mission consultation. Leaders should involve employees in vision and mission formulation and implementation to enhance buy-in and adoption. To achieve understanding and focus on the vision and mission, various means of communication with all stakeholders should be utilised for different types of people to achieve a shared vision.

Teachers' perceptions whether school management teams contribute towards teacher leadership in primary schools

They perform almost every formal and informal task in their daily work to ensure the effectiveness of our schools. Teacher leadership, a relatively new leadership in South African education, which is embedded in a distributed leadership theory, places the emphasis of leadership not only on the principal and the school management team (SMT) but can be located to a wide range of people who work effectively to improve the organisation. The purpose of this study was to determine Post Level (PL) 1 teachers' perceptions of whether the SMT contributes towards teacher leadership in the school. In this case study, through purposive sampling, the researcher made use of one school in a case where a total of 19 teachers participated in the study. The researcher used one instrument to collect data on the PL 1 teachers' perceptions. A set of questionnaires was distributed to elicit responses from PL 1 teachers and the result was analysed by means of themes. Evidence revealed that teachers are not aware of the existence of the new model of teacher leadership. However, findings also revealed that some teachers are ready to perform as leaders. These findings can influence leadership practices, collaboration, improvements in the school, motivation, and job satisfaction, as well as learner performance.

In particular, to describe strategies that have empowered employees and will enable them to break the poverty cycle. The potential to highlight a business case for quality jobs in the agricultural sector could add to the understanding of labour-intensive agricultural production systems. Participants in this study empower their employees through various means, which includes intrinsic and extrinsic motivation. The agricultural sector was specifically targeted in this study as farmworkers are some of the most vulnerable employee-populations in South Africa, because they have a relatively small chance of empowering themselves, or their children, as they are often stuck in the poverty cycle. The research method employed in this study was qualitative in order to gain an in depth understanding of labour management systems (LMS). Information was gathered through semi-structured, face-to-face interviews with a number of purposively selected farmers. The participants in this study were selected for a select number of reasons. The main reason being that they employ strategies that empower their employees in various ways to ensure the future employability of these employees. All the participants are committed to ensuring the success of their employees, because this ensures the success of the farms. Farmworkers are one of the cornerstones on which a farming enterprise is built, another cornerstone is the farmer. When these two components understand and respect one another and work with each other, rather than against each other, both will prosper. The approaches that the participants in this study utilise to empower their workers ensure that the poverty cycle for these workers in this semi- and unskilled sector is broken and that they become, not only employable, but invaluable to the farms on which they work. The approaches were categorised from the one end as the point where labour is commodified and treated as a cost factor, the “low road” -this approach aligns with McGregor’s theory X and may be termed “exploitative”. While, at the other end of the continuum of approaches is the view that an employee has potential and investment in the employee will yield commitment and discretionary effort - this approach aligns with McGregor’s theory Y, the “high road”. This includes strategies to improve productivity and empower employees beyond the workplace, and to a certain extent, the community.
