- Description: This Research Report that this research was motivated by the fact that despite thetremendous achievements have been realized from the successful implementation ofgovernment programmes and projects related the construction and refurbishment of medical facilities, educational, bridges and road infrastructure facilities. Trends indicate that only iota of evidence implies that the concept of risk management is fully integrated and embraced as part of a culture for ensuring the successful project implementation by the Modern South African public sector organizations. Empirical research revealed that the common types of risks that have been affecting the successful implementation of government projects and programmes include: riots, fraud, corruption, changes in demographic figures, outsourcing risks, and floods and changes in weather. Most of the participants stated that risks associated with riots do not only arise from the riots within the government departments, but also in the external environment. In terms of the internal riots, they revealed that when the employees go on strike or riots on their own or in solidarity with the other trade unions, leading to the process for the implementation of government projects and programmes being affected. Yet, in certain cases, they noted that internal riots or strikes most occur as preceded by rumours that the riots by a particular union will take place and may significantly affect the ongoing process of implementation of government programmes. Besides risks associated with the internal riots by the employees and the communities, the interview findings also indicated that the other forms of risks arise from the strikes and riots by the private enterprises.

The evolution of local government has since put more emphasis on evidence based planning in the form of IDP and sound financial management. The relationship between the IDP and Budget is that, a) the IDP contains community needs, objectives and strategies on how these will be responded or dealt with by the municipality, and b) the budget is the financial plan to execute strategies that need to be employed. E-government services are the outcome of e-governance that come as automated services delivered through ICTs particularly Internet based applications that provide access to and delivery of information or services to the public, businesses, other agencies and governmental departments. This study seeks to examine the factors affecting citizens ability to access e-government services in Nkonkobe Municipality in the province of Eastern Cape and come with recommendations of how to address the issue. E-government services should be developed on platforms with the consideration of devices that people can have access to. The study showed that in as much as one can have cell phone that has access to internet , some website services such as home affairs enquiry applications are not accessible on a phone with a general web browser that has no Java Script capacity but has acces to internet. Therefore developing Short Message Service (SMS) based services or Unstructured Supplementary Serviuce Data (USSD) code that is available on all Globile System for Mobile (GSM) cell phones can increase accessibility of most services at a cheaper cost. The study concludes that although e-government is the future for our country and in this era of technology, much still has to be done in areas like Nkonkobe Municipality in Eastern Cape, as the citizens have no or lack appropriate tools to access the internet, and sometimes citizens are not aware of e-government services available. The research indicates that most citizens have cell phones despite the differences in handset capabilities, which therefore means that applications developed for e-government services can be ported foe accessibility to ordinary GSM cell phone including those without internet access.

The gaps between approved budgets and the realisation of policy and development goals stand among key governance challenges in many developing countries. Supreme Audit Institutions (SAIs) play an important role in holding governments to account. However, many SAIs including AGSA face serious challenges when trying to evaluate the expenditures and performance of government agencies. Therefore this study suggests that more resources should be invested in the office of the AG so as to allow it to carry out its duties without impediments. Good governance and public finance accountability is becoming increasingly important in the public sector. One means of effecting good governance and accountability is through auditing. For this reason the Office of the Auditor-General through the Constitution of the Republic of South Africa 1996 (Act 108 of 1996 section 216 (1)) was established to facilitate and encourage good governance and effective accountability through auditing.

The research looks at how these bodies have functioned in a rural context. The empirical evidence, supported by other research evidence show that even though these bodies are sometimes dutifully constituted in schools, their functionality and effectiveness remains limited due to a number of reasons. This research study has shown that the ineffectiveness of SGBs in a rural context is attributed to that following key issues- firstly, there is limited knowledge of the functions of SGB, which can be traced to the lack of training on the body member; secondly, there is a inadequate framework in many public schools to engage with the SGBs; and finally there is a lack of school resources to make effective use of these bodies.

- Description: This study investigated the impact of government support on growth, survival and performance of agricultural cooperatives in selected areas of Eastern Cape Province of South Africa. The objectives of this empirical study were to examine (1) the impact of government support on growth of cooperatives, (2) assess the impact of government support on the performance of cooperatives, (3) reviewing the impact of government support on survival of cooperatives. A total sample of 157 agricultural cooperatives which consisted of poultry, maize, goat, nursery, sheep and vegetable coops was used. Stratified random sampling technique was used and a self-administered questionnaire used to gather primary data. The primary data of the study was gathered from the cooperatives managers only as they were the targeted respondents. Gathered data went through factor analysis, anova test and correlation analysis for the statistical analysis purposefully to arrive in study findings and conclusion. The findings of the study drawn from the 66% response rate concluded that government support has a statistical significant impact on growth of cooperatives. The study also indicated that government support has a significant impact on the survival of cooperatives. It is also reported that the performance of cooperatives is significantly impacted positively by government support. The findings of the study also indicated that agricultural cooperatives are not satisfied with the present government support.

- Description: The complexity of the South African society due to past systematic exclusion of some communities from economic activities resulted in the triple challenge of poverty, inequality and unemployment. Although various economic policies had been developed since the advent of the democratic dispensation in 1994, these policies focused on levelling the economic environment, poverty alleviation and massive social security system. However, despite all the interventions, South Africa remains one of the most unequal societies in the world. This is profiled by the mushrooming of informal settlements around cities with job seekers and frequent protests by people who are impatient to experience improvement in their quality of life and who feel cheated out of their social contract. Advocacy from the governing party’s tripartite alliance towards a developmental state had placed more obligations on the government. Khayelitsha is one of South Africa’s largest townships, an informal settlement profiled by unemployment, poor infrastructure and unavailability of basic services. The study explored the entrepreneurial perception, start-up barriers, entrepreneurship climate, and general cultural factors relating to the environment of entrepreneurship development. The results reveal that despite the various economic policies, high level of unwillingness of citizens towards entrepreneurial activity and business venture is rife notwithstanding the high level of unemployment and poverty. The antidote to these challenges would be a rapid entrepreneurship drive among people most affected that would cause them to mind their own business” and become “masters of their own destinies. Given the complexity and massiveness of the challenges, the conclusion shows that a pragmatic solution is required. Therefore, the emancipation of entrepreneurship development in South Africa townships needs attention. - Description: The complexity of the South African society due to past systematic exclusion of some communities from economic activities resulted in the triple challenge of poverty, inequality and unemployment. Although various economic policies had been developed since the advent of the democratic dispensation in 1994, these policies focused on levelling the economic environment, poverty alleviation and massive social security system. However, despite all the interventions, South Africa remains one of the most unequal societies in the world. This is profiled by the mushrooming of informal settlements around cities with job seekers and frequent protests by people who are impatient to experience improvement in their quality of life and who feel cheated out of their social contract. Therefore, in order to properly analyse the narratives from respondents, the study applied an inductive and qualitative approach in order to explore how the AU and UN systems influence governance and ethics for member s states and employees. Data was collected through semi structured interviews with UN and AU officials, as well as public servants of member states for those organisations. The study made use of a thematic analyses method of interpreting data. A total of six major themes emerged, they are as follows: ethics a part in governance; effectiveness of AU and UN systems; disciplinary role; ethical guidelines and standards influence on public sector; member states adherence to the UN/AU ethical conduct; and implementation gaps in ethical guidelines within member states. Interviews were conducted in four countries namely; South Africa, Tanzania, Mauritius and Botswana. Findings from the study pointed that the AU and UN systems have loopholes in dealing with issues of governance and ethics. Moreover, member states respondents also pointed to the loopholes in those two organisations. The use of the two methods helped to establish a balance in collecting data as the research sought to use both quantitative and qualitative data. The research used a case study design.The research instruments that were used to collected data were questionnaires and semi-structured interviews. The data for the study was provided by school principals, district officials and ECDoE officials. These were the best participants for the study as they have information on the current procurement system. The data was analysed in themes. The data was presented and discussed in relation to other studies that have been conducted on similar topics. The study found that the current procurement system is flawed due to several reasons like lack of clarity on roles and responsibilities, training and other factors discussed in the study. The study also found that there are inherent strengths and weaknesses in the current procurement model. The study found that the weaknesses can be addressed. The study also found that improvements and alternatives are possible for procurement. The study suggested several recommendations. In realizing these goals, the entire research process was guided by the research objectives and questions which sought to evaluate policies and strategies relevant to HIV prevalence in pregnant women. The secondary research objectives were accomplished through the review and analysis of the relevant literature and theories. Qualitative research approach was used in determining the findings and conclusions from the study. Data was collected using qualitative research methods and in this case a structured questionnaire was developed and distributed to the study participants. The Questionnaires were handed and discussed with each participant. Demographics, socioeconomic and cultural factors were considered in designing the data collection tool. These factors are known to have an impact on the prevalence of HIV. It has been shown through the study that demographic variables have an effect on HIV prevalence. Hence when considering policy interventions these should be taken into account. All the respondents were given enough time and they provided clear and comprehensive responses to the questionnaire and follow up discussions. The evaluation of the responses showed that various HIV prevention related policies are being implemented within the Lukhanji sub-district. Numerous programmes relating to HIV and AIDS, also specifically covering pregnant women are being rolled out across the sub-district. HIV prevalence in the study population is rated as average to low when comparing with the district, provincial and national statistics. Current data obtained from the study indicates that HIV prevalence stands at 17%. This finding demonstrates the heterogeneity of HIV prevalence when comparing this result with current provincial and national statistics. Evaluation of the different HIV and AIDS programmes that are aligned to provincial and national policy somehow explain the positive outcomes observed in the Lukhanji sub-district The study recommends that more work be done in reaching out to the communities using various communication channels and strategies. This could address the challenges associated with the lack of cooperation with local traditional leaders, because this has been found to have a negative impact on implementation of some programmes such as circumcision. One of the positive findings from the study is the accessibility of health care facilities to the local rural communities. Further research on the subject should be undertaken to ensure continuous evaluation as this topic is viewed as a continuous global issue.

- Description: Purpose – Empirical work on the career development processes of vulnerable groups such as refugees is beginning to receive currency within the academic literature. However, little is known about the intersection of factors such as gender and structural constraints on such processes especially within developing countries such as South Africa. The purpose of this study was to explore the career development processes of women refugees in South Africa. Design/methodology/ approach – A qualitative research approach through narrative inquiry was used. Snowball sampling was employed to select the 20 women refugees who took part in this research. The study location was the city of Port Elizabeth located in the Eastern Cape Province. The three levels of meaning-making incorporated in previous narrative research was utilised to analyse the data. Findings Results show that women refugees are more concerned with a short-term desire to survive and acquire basic commodities than a long-term focus to advance and develop their careers. This is mainly compounded by constraints personal to the individual and those in the environment. Finally, the results illustrate that career development processes of women refugees are affected by the inextricably intertwined factors associated with their gender, immigration status as well as person-environmental factors. Practical implications – The research suggests strategies that policy makers in South Africa and other developing nations that are hosting refugees can use to assist women not just their career development but also their lived experiences. Originality/value – This study extends and advances literature on the career development issues of vulnerable groups such as women refugees especially in developing nations such as South Africa.

Despite these giant stride (HIV) and (AIDS) have remained a great threat to human existence across the globe. Studies have shown that South Africa has the largest number of people with (HIV) and (AIDS) in Southern Africa. This study examined the factors influencing the implementation of (HIV) and (AIDS) A quantitative research design was adopted in the study. Two hundred and fifty nine subjects were involved in the study (259) this consisted of the University of Fort Hare Alice Campus in Eastern Cape Province. Five hypotheses were generated and tested in the study at 0.05 alpha levels. This study made use of descriptive and hypothesis testing analysis. Descriptive statistics such as the mean, mode, median and the frequency distribution graphs were also used. The study also revealed that there are factors influencing the implementation of HIV/AIDS awareness Programmes at the university of Fort Hare Alice campus F = 9.233, df = 4, 247 and p-value = 0.000, The University of Fort Hare do effectively implement HIV/AIDS policies and programmes. F = 10.765, df = 4, 247 and p-value = 0.000 . There are factors affecting the implementation of HIV/AIDS policies and programmes at university of Fort Hare Alice campus F = 2.207, df = 4, 247 and p-value = 0.069, There are significant difference on the factors affecting the implementation of HIV/AIDS policies and programmes within university Fort Hare Alice campus Chi-square statistic test: = 84.035, df= 16 and p-value = 0.000 (Pearson Chi-square), There are ways to improving the implementation of HIV/AIDS policies and programmes in university of Fort Hare Alice campus. F = 9.233, df = 4, 247 and p-value = 0.000, However, this study recommended that there is need to review the existing policy on (HIV) and (AIDS), the incorporation of (HIV) and (AIDS) awareness programme in the first year curriculum.

An analysis of schooling outcomes in the Eastern Cape, using production function approach

- Description: This study analysed the schooling outcomes of the Eastern Cape Department of Basic Education in the period heading into the second decade of democracy. The main objective of the thesis is to discover what constitutes the education production function of the Eastern Cape schooling system. In an attempt to reach this objective, the study adopted an education production function approach to answer the questions of what constitute the Eastern Cape education production function, what the effects are of the Dinaledi policy interventions on learner performance and the effects of district size on schooling outcomes. The main focus of the constituents of the production function is on the level of the former Bantustan penalty and Department of Education and Training (DET) penalty in relation to former White schools; as well as the quality of educators in the province. The Ordinary Least Squares (OLS) and quantile regressions were used to analyse the data and the Annual National Assessment (ANA) represented schooling outcomes and was estimated against school, educator and community characteristics. The results indicated a strong relationship between schooling outcomes and the school inputs that were used in the study. The effects of the Dinaledi intervention programme were analysed using the grade 12 panel data for the period from 2008 to 2013, where event dropout rates represented schooling outcomes. The findings that emerged from this study indicated that this programme provides a model that can improve the Eastern Cape schooling outcomes. The effects of district size on schooling outcomes were analysed with the regression discontinuity design technique and this revealed that district sizes have an impact on schooling outcomes. Overall, the results suggested that White schools perform better than their counterparts; that placing schools in quintiles is a good policy intervention; and that educator quality is associated with schooling outcomes. The key findings from this research were the continuing existence of the apartheid legacy in Black schools; poor educator quality; an inappropriate language of instruction; gender inequalities in performance and an uneven distribution of schools in districts. The recommendations for this research are to pay more attention to the improvement of educator quality in terms of educator qualifications, training and remuneration; implement a programme like the Dinaledi programme to all schools, as it provides resources to schools; and enforce the district size as informed by the district act so as to improve the support that district officials give to schools. , Thesis (PhD) -- Faculty of Management and Commerce, 2015
