- Description: The Department of Health is experiencing repeated negative press releases with the respect to the quality of service delivery in the Eastern Cape. The public sector is an entity that provides a unique service. This is made evident by the services provided such as provision of free health services for primary health care as well as free health services to children under six, disabled and senior citizens. The Eastern Cape Department of Health has developed service standards adopted in 2007 by the Eastern Cape Department of Health. This study aims to determine the casual effect of absenteeism and their relationship to poor service delivery. According to Makhubu (2006) many vacancies in the Eastern Cape Department of Health exist which result in service delivery problems. In terms of the second principle in the Batho Pele Principles the norms and standards which are service standards serves as a baseline where the Department of Public Service and Administration (2007) issued directive that the vacancy rate of any government department should range between ten and fifteen percent Makhubu (2006) further refers to the doctors/patient ratio as one is to three hundred patients (1:300), which is unhealthy and abnormal as the doctor/patient ration in terms of the Health Professional is one is to thirty (1:30). Such cases pose an opportunity to those employees who are within the service to absent themselves from such unhealthy situations and this behavior later result in the exodus (professional drainage) of employee. Schultz, Nel, Gerber, Hassbroek, Van Dyk and Werner (2001:582) define absenteeism as withdrawal of levels of productivity and collegial interaction for a given time to escape a perceived undesirable working environment. This behavior is disruptive to continuous organizational efficiency. Absenteeism is found in two forms that are avoidable and unavoidable. In the unavoidable forms of absenteeism, the situation in unplanned and is governed by external factors, thus it is beyond one’s control and has to be managed differently. Control of absenteeism can exercise by the immediate manager through the human resource section regarding the duration and terms of absence pertaining salary and terms of services.

Although inflation does affect financial sector performance, the study also looked into other variables that have an effect like private credit, money supply and gross domestic product. To determine the long- and short-run relationship, the Johansen Maximum Likelihood test and VECM models were used. Results of the study indicated that money supply and inflation have a negative effect on financial development. In addition, apart from money supply and inflation the findings revealed that private credit and gross domestic product play a significant part in financial sector performance. The study recommends that the South African Reserve Bank should keep the inflation rate within its target range (3-6percent). This would ensure price stability and restore investor confidence in the financial sector, which then improves financial sector development.

- Description: Agricultural development is back on the development agenda. Even though the smallholder farmers are in the majority and at the forefront in terms of food production and agriculture being the backbone of the economy of Zimbabwe, there is no clearly defined policy on smallholder agriculture in Zimbabwe. The food insecurity has remained a continuous challenge for the rural poor in Zimbabwe. This study investigated the contribution of smallholder agriculture to food security with particular reference to the Masvingo province. The study employed qualitative method of research entailing extensive review of literature as a method of data collection. The study utilized the modernisation theory and sustainable livelihoods framework to illustrate smallholder agriculture and food security nexus. The study revealed that smallholder agriculture is the best option for addressing food security since agriculture is considered the main livelihood strategy for small scale farmers in Zimbabwe. There is general scholarly consensus that the main cause of food insecurity in Zimbabwe is a decrease in smallholder agriculture productivity. The study revealed that poor infrastructure , limited access to credit, limited access to inputs, poor investment in human development, limited access to markets and harsh climatic conditions weaken the capacity of small scale farmers to improve food security. Key recommendations are that supportive institutions need to be put in place to strengthen the smallholder farmer’s capacity to improve food security in Zimbabwe.

The main thrust was on its application in South African metropolitan municipalities with a view of establishing means of improving its adoption for better customer-focused performance measurement. This area has not received much attention, yet local government performance is in an unacceptable state. The study employed a secondary data analysis approach and findings from the study reflect widespread usage of the BSC but without proper consideration of factors influencing its successful application. Findings of this study reinforce previous study results that there is poor communication with regards to how the BSC must be applied. Its application is also faced with the challenge of lack of training on the use and application of the BSC. However, the tool has significantly transformed and shaped the functioning of South Africa’s two best performing metropolitan municipalities and altered their performance in a favourable manner. Through the BSC approach, the City of Cape Town and the City of Johannesburg have moved towards improving their relations with the customers they serve. The BSC allows the municipalities to take into consideration the non-financial assets that were previously not considered valuable in organisations. Accommodating the views of customers has gained much traction in these municipalities and measures have been put in place to ensure real time data enables managers to make decisions that attempt to address people’s needs and expectations. Conclusively, the study recommends strong improvement in training and communication of the objectives and goals of a PMS within an organisation. Strong emphasis should also be placed on listening to what the customers say and expect from service delivery. This will strengthen the use and value of CSS and CBP and help improve performance and the achievement of the NDP goals of 2030 through local government. - Description: In 2000, cabinet adopted the South African Policy framework for women’s empowerment and gender equality, 2000 (Policy framework) which provided for the establishment of the National Gender Machinery (NGM). The NGM is a network of coordinated structures within and outside government which operate cooperatively in facilitating political, social, economic and other forms of transformation to dismantle systemic gender inequality and promote equality between women and men. The implementation of gender equality policy as a function area has constitutionally been given to the national and provincial legislatures in South Africa. The constitution allocated this function to the local sphere of government. Camdeboo and Inxuba Yethemba local municipal authorities are the facilitators of sustainable gender equality policies to citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Camdeboo local municipality and Inxuba Yethemba local municipality. Camdeboo locoal municipality is one of nine local municipalities in Sarah Baartman district municipality. Inxuba Yethemba local municipality is in Chris Hani district municipality. The purpose of the study was to evaluate the implementation of gender equality in the Provision and Utilisation of Women administration Personnel a comparative study of the Camdeboo local municipality and the Inxuba Yethemba local municipality and to determine the impact of the existing policy on the gender equality policy on the needs of women of both municipalities. For this purpose the fundamental and overall study problem was found to be that the gender equality at the Camdeboo and Inxuba Yethemba is hampered by the implementation of an inadequate municipality gender equality policy and by incompetent municipal personnel in particular and in general by the municipality itself. These action do not satisfy the main purpose of the Employment Equity Act no 55 of 1998 to achieve in the workplace by promoting equal opportunity and fair treatment in all forms of employment through elimination of unfair discrimination as well as the implementation of affirmative action measures. The hypothesis was furthermore based on the fact that the existing gender policy of Camdeboo local municipality and Inxuba Yethemba local municipality gender equality policy are inadequate to satisfy women and impacts negatively if not harmfully on human being of women. The study revealed that besides the implementation of gender equality policy by these incompetent municipal personnel, there are economic, social, political and physical effects on women. In case of applications for senior management position, preference is always given to their male counterparts at the expense of equally qualified female applications. Secondly, Gender equality in human resource determination forms part of the processing phase in the system theory. These two municipalities should be made to commit themselves by appending their signatures to all control measures put in place to evaluate the level and the extent of gender equality across all the departments/ sections in the municipality. Any section/ department that implements gender equality more effectively should be identified applauded and given recognition. This would motivate and eliminate gender inequality. Personnel provision and utilization is of paramount importance to every organization. It then becomes extremely necessary to examine the gender equality on human resource determination.

- Description: Service mishaps remain a profound topic in business due to their inevitability and detrimental impacts they bring about. As a result of this incessant detrimental effect, service recovery has been initiated into business exchanges to curb such. Moreover, service recovery programmes have been embarked on both in the offline and online delivery systems to retain this diverse need market consisting of the technological averse and experts in trading. This study therefore has to pinpoint the difficulties experienced in offline and online service recovery procedures and demarcate which of the two is the preferred channel. Service failures cut across all sectors and industries, and banking has not been spared in turn. Clients tend to choose a service recovery method based on various factors such as the panel of occurrence, technological skills and awareness, personal behaviours and available options provided by the service provider. In recent years, more studies on poverty reduction increased, following the country‘s magnificent economic growth which, however, fails to alleviate poverty in the country. Recent literature on poverty reduction calls for improvement in the productive sectors such as agriculture and construction to increase their contribution in poverty reduction. However, most studies did not pay attention to the development model/s that led the economy since independence. Motivated by the unsatisfactory results of the previous poverty reduction strategies, and lacunas of the preceding studies, this research, through MKUKUTA I, examines factors affecting the development agenda in Tanzania and their influence on poverty reduction. It investigates, as well, the development models employed in the country since independence. The study is guided by the change of development theories: from socialism to neo-liberalism. Furthermore, the study proposes an alternative development model beyond dependency and neo-liberalism schools of thoughts that have been struggling to influence development in the country for over five decades. The study employs mainly secondary data and primary data as supplementary methods to analyse and explain the mismatch between economic growth and poverty reduction in the country. The study argues that the productive sectors fail to produce sufficiently and contribute to poverty reduction since they are not guided by any specific development model. Findings suggest that failure in poverty reduction despite remarkable economic growth is caused by failure of growth in the agriculture sector which employs the largest part of the workforce in the country. Economic transformation in the country, which contributed to economic growth, failed to generate more jobs in the productive sectors. Incorrect methodologies used for obtaining economic data are alleged as possible logical explanation for the mismatch between economic growth and failure in poverty reduction. Failure in poverty reduction had a negative impact on human development as the poor, especially in the rural areas, had limited access to quality services of education, health care, water and sanitation. Moreover, findings revealed that neoliberal policies in the country are not effective enough in guiding the development agenda and poverty reduction. Despite the rule of law, peace, political stability and favourable conditions for capitalism in the country, significant features of a neoliberal economy have not been effectively developed. The local private sector is still weak at the embryonic stage, and the market is weakened by corruption and poor infrastructure for doing business. Moreover, findings suggest that for about three decades, Tanzania has not had a clear and distinct development model to guide its development agenda in poverty alleviation. The constitution suggests that the country is guided by a socialist development philosophy whereas the official government website and practices indicate that the country is run by neoliberal policies. To resolve the matter and in view of attaining the TDV 2025 and poverty reduction, this study proposes that Tanzania becomes a democratic developmental state while governed by a dependency-neoliberal theory from the amalgamation of reviewed dependency and neo-liberal schools of thoughts as a guiding principle since all developmental states need guiding philosophies to lead them. Moreover, the study proposes pragmatic interventions to implement the development model.

It is certainly better to have the knowledge and not use it than to want to use critical information but you do not have it at all. As South Africans, we are currently more than lucky to be living in the democratic era where a thirst and hunger of knowledge is entirely one’s choice. The South African communities and Sate Owned Enterprises leaders deserve to be informed about issues regarding the performance of these entities in order for them to partake positively. State Owned Entities are undoubtedly the face of the country and consequently, their leadership is expected to play exemplary role of the highest order because their acts and/or omissions may not go unnoticed. Although all State Owned Entities are essential, Eskom is known to be the blood and oxygen for the country’s competitiveness and driving force behind the economy. Adequate leadership development within Eskom’s Limpopo Operating Unit can only positively impact on the major operations in the province and the country in particular. Although Eskom Distribution Division is found throughout South Africa, Limpopo province was selected to be a case to be studied. The study used a qualitative research methodology with the aim of eliciting narrated data from participants. Through this research methodology, a focus group approach was applied in order to narrow down the scope of the study. The study revealed that factors such as lack of self-confidence, fear of possible positional take-over by new comers, lack of succession planning and failure to implement the contents of Individual Development Plans are amongst a barrage of hindrances of adequate leadership development in the Business Unit. Despite the fact that the aforementioned impediments are seemingly known by the Business Unit’s senior management, it has also been revealed that officials are obscured by the need to focus on results whilst neglecting development of human capital. Due to the critical role that is played by Eskom in the country, the study has potential of positively contributing to the body of knowledge, other SOEs and professional practices in general.

A structured self – administered questionnaire comprising of four sections: biographical information, police stress questionnaire, intrinsic motivation inventory and job engagement scale was used to collect data. Statistical Package for the Social Sciences (SPSS) was used to analyse data, and both descriptive and inferential statistics were utilized. The results revealed a negative relationship between occupational stress and job engagement. A positive relationship between intrinsic motivation and job engagement was also found. There was no combined effect of occupational stress and intrinsic motivation on job engagement. Lastly, no significant differences in the way police experience stress were found among rank and gender. The researcher concluded that even when police officers are under great amounts of stress they are still engaged in their jobs. Where levels of intrinsic motivation were high for the police officers, so were the levels of job engagement. Demographic variables did not yield any significant relationships to the study variables. These findings are of significance in creating a police force which is productive and meets the goals and objectives of the South African Police Service.

As a result, farmers do not trust e-marketplaces and therefore hesitate to engage in e-marketplaces for business purposes. This is further complicated by natural essential oils buyers‟ tendency of preferring face-to-face interaction with a supplier rather than online interaction as they need quality assurance. As such, this research proposes a model to enhance the perceived trustworthiness of natural essential oil producers in the Eastern Cape Province selling through e-marketplaces. The model constitutes the factors that could be considered in assisting essential oil producers to create a perception of trustworthiness to buyers in e-marketplaces. These factors were evaluated amongst five organisations involved in the production, retail or processing of essential oils using a multiple-case study methodology. The study‟s use of multiple-case study was applied within the interpretivist paradigm and five cases were considered. Interviews, document analysis and observations were used for data collection. Data analysis was done using within-case analysis followed by cross-case analysis to establish factors of trust. The essential oil producers based in the Gauteng, Kwazulu-Natal and Western Cape provinces were cases that had been successfully using e-marketplaces for a notable period of time. Accordingly, factors that contributed to the successful use of e-marketplaces informed the proposed model of this research. The model proposes that perceived trustworthiness of enterprises in e-marketplaces can be achieved through following the uncertainty reduction stages (Entry, Personal and Exit) and applying uncertainty reduction strategies (passive, active and interactive).

Research approach, design and method: A quantitative research design was used to investigate the degree to which workplace bullying and job engagement predict on the intention to leave. The data was collected using a self-administered questionnaire from a simple random sample of 228 nurses. Pearson correlation and hierarchical multiple regression analyses were employed to test the relationship between workplace bullying, job engagement and the intention to leave. Main findings: Four hypotheses were extracted: There is a significant relationship between workplace bullying and the intention to leave, there is a significant relationship between job engagement and the intention to leave, there is a significant relationship between workplace bullying and job engagement, and there is a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. The results highlighted a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. Practical Implications: Based on the findings, the study concludes that workplace bullying and job engagement in nursing are prevalent and have a negative impact on the intention to leave as most of the victims are thinking of quitting once bullying has taken place. Contribution: This study provides a holistic understanding of workplace bullying and job engagement and how they impact on the intention to leave. The findings reflect a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. It was indicated that workplace bullying and job engagement influenced the extent of employees’ intention to leave.

Main findings: Four hypotheses were extracted: There is a significant relationship between workplace bullying and the intention to leave, there is a significant relationship between job engagement and the intention to leave, there is a significant relationship between workplace bullying and job engagement, and there is a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. The results highlighted a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. Practical Implications: Based on the findings, the study concludes that workplace bullying and job engagement in nursing are prevalent and have a negative impact on the intention to leave as most of the victims are thinking of quitting once bullying has taken place. Contribution: This study provides a holistic understanding of workplace bullying and job engagement and how they impact on the intention to leave. The findings reflect a significant combined effect of workplace bullying and job engagement on prediction of the intention to leave. It was indicated that workplace bullying and job engagement influenced the extent of employees’ intention to leave.

Community members are experiencing a ritual of empty processes that camouflage as participatory development making the people not to be centrally involved in bringing about rural sustainable development. One of the greatest challenges facing the rural development domain today is the search for alternative tools that seek to facilitate collective actions and solutions through the process of participation so that the poor get to be active not passive agents of development. This study is of the view that more research is needed to study the indigenous rural knowledge systems and their integration to modern knowledge systems; more so that is also a need to scrutinize the roles and responsibilities of NGOs interventions since they have made significant impacts in rural development. Finally, there is need to assess how policies affect development providers’ contributions in development processes.

In response to the question that probed what so far are the effects of intergovernmental forums on the performance of Alfred Nzo District Municipality (ANDM), the participants revealed that the effects of the roles and functions performed by the intergovernmental relations and forums have so far been manifested in the improvement of resource optimisation and service delivery. However, further analysis of the interview findings indicated that as much as Alfred Nzo District municipality has been able to realise some of the positive impacts of intergovernmental relations and forums, there are also still challenges that limit the realisation of the full positive impacts of the implementation of the intergovernmental relation programmes. The thematic content analysis of the interview findings revealed that the major inhibitors of the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM) are often linked to the three sets of challenges that include: operational challenges, financial challenges and policy issues. In particular, economies that rely on commodity exports are vulnerable to fluctuations in commodity prices. Price volatility of such commodities can lead to significant fluctuations in exchange rates, a phenomenon referred to as commodity currencies. South Africa‘s currency has fluctuated significantly since 1994. Anecdotal evidence suggests that commodity prices may have a significant effect. Of interest is fluctuations in the oil prices, which in themselves have fluctuated greatly over the same period. This study uses a GARCH(1.1) model to investigate the impact of oil price variability on the South African exchange rate by employing the monthly data for a period spanning from January 1994 to December 2014. The results show that oil price variability affects both the level and volatility of the exchange rate. Informal evidence suggests that sovereign credit ratings are an important factor affecting the South African rand. This is supported by the results of this study. Accordingly, both variables carry important information for markets and policy makers at large.

In this regard, the municipalities are viewed as the most affected institutions, with the Eastern Cape Province identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these are capacity issues in most of these municipalities, with fewer personnel and less capacity. Challenges of corruption in municipalities are perpetrated mainly by municipal officials, councilors and members of the public. This study, identified corruption as one of the challenges facing municipalities in the Eastern Cape. It involves both the achievements and limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. It discusses some critical issues such as how corruption has been the mother of the day in South Africa and its effect on the public sector in general. Inadditon, misappropriation of public resources and corruption immersed the nation as a whole into a greater challenge rather than focusing on service delivery issues. There are situations, within municipalities, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. The findings of the study also show that all the municipalities operating in this new democaticatic dispensation have not been able to prepare a transparent annual financial year report at the end of the year. In fact, the majority of them always obtain disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. The challenges of leadership crises in some of these municipalities, both administratively and politically have been critically examined. The findings show that between 2012 and 2015 financial years, some of these municipalities have been without full-time Accounting Officers; people were only seconded or in acting capacity, and some of them were under adminisistration, which is section 139 (c) of the constitution. There were numerous attempts of interventions by the national leadership of the ANC in the ANC regional structures which in many instances were the root cause of the problems or divisions, as well as in municipalities where in Buffalo City Metro and Nelson Mandela Metro respectively there were leadership changes or redeployments. The issue of corruption in the municipalities is compromising and impact negatively in the service delivery. It can be concluded that municipalities are characterized by a number of instances of corruption perpetrated mainly by municipal officials, councilors and members of society. Bribery, fraud, nepotism, and systematic corruption are some of the forms of corruption that take place in municipalities in South Africa. There are systems in place to fight corruption, but the reality is that they are very weak and ineffective. The anti-corruption strategies put in municipalities have general functioned poorly hence the prevailing the situation. There is glaring non-compliance with the Municipal Finance Management Act (MFMA), the Treasury Regulations and their own Procurement Procedures and Procurement Policies. It is evident that despite the achievement by an ANC led government for almost over 21 years of democracy, there remain many political and administrative challenges especial in municipalities. The fundamental question need to be posed and address therefore is, how best these challenges can be addressed and turn around service delivery to a tangible outcome. The Constitution of the Republic of South Africa provides for the promotion and maintenance of a high standard of professional ethics in the public service. Public resources are vulnerable to abuse by unscrupulous elements, both inside and outside government and therefore requires careful monitoring and control. The existing legislative framework is solid but fragmented and requires review and consolidation to improve its efficiency. To achieve that government requires an approach that is developmental in nature. Governance should be able to take control of the organization’s systems and at the same time adaptable to the environment in a way strengthens the capacity to achieve goals.

- Description: The study was intended to assess the impact of social grants on beneficiaries with specific focus on Buffalo Municipality. The challenge of social injustice and inequality in the management and distribution of resources is challenge of any responsive government globally in providing social securities in different forms to secure the vulnerable and under privileged within the society. The South African government has introduced a comprehensive liberally inclusive social welfare scheme to address social injustice and economic inequality of excluded in the former apartheid government, which characterises the historic past of racial exclusive government of the majority black and the coloured. In other to assess the impact of grants in addressing inequality and social exclusiveness, the research was conducted using Desk Top Analytical approach and also explored ANOVA Two-ways and One-way, to test the degree of association and standard deviation to establish the contrast of effects based on spatial difference and social development of the urban, semi-urban and rural settlements which beneficiaries are living. Also, to establish whether or not the policy is achieving social cohesion, human development and transformation, which should be taken, place within the concept of social welfare. The theoretical frame work adopted is a multi-theoretical approach in dealing with the complexity around social welfare. The research is specifically looking for a theory of change in social grants administration in other to understand the impact and extent of the intervention in bringing about desired and motivated change as the scheme main priority of developmental social welfare in South Africa. Pearson correlation, Chi-square correlation and Tukey”s Post hoc Test are some of the instrument used in assessing the impact of grants on beneficiaries. The outcome of the study showed a highly significance p-value =.019, p<0.05 in spatial variance between Urban and Rural and the in between variance of .025, p<0.05 for Rural –Urban- Semi-urban (Fig.23 and Tab 8a). The study also, revealed an association between Child dependency and Sexual crime to be .009, p<0.01 (Fig 24 and Tab 6), Public violence in Rural area shows Post Hoc Test result of Mean= 2.6, SD= 2.07 for rural, Mean=1.40 SD= 1.52, for urban and a Mean=0.3, SD=0.54 for semi-urban in a descending order as it relate to social crime statistics (Fig.20). This implies that there are more frequent public violence in rural areas than that of the urban and semi-urban. The overall result shows a very strong correlation among all the variables of grants beneficiaries to be statistically relevant. This implies that the social grants intervention.

- Description: The study was intended to assess the impact of social grants on beneficiaries with specific focus on Buffalo Municipality. The challenge of social injustice and inequality in the management and distribution of resources is challenge of any responsive government globally in providing social securities in different forms to secure the vulnerable and under privileged within the society. The South African government has introduced a comprehensive liberally inclusive social welfare scheme to address social injustice and economic inequality of excluded in the former apartheid government, which characterises the historic past of racial exclusive government of the majority black and the coloured. In other to assess the impact of grants in addressing inequality and social exclusiveness, the research was conducted using Desk Top Analytical approach and also explored ANOVA Two-ways and One-way, to test the degree of association and standard deviation to establish the contrast of effects based on spatial difference and social development of the urban, semi-urban and rural settlements which beneficiaries are living. Also, to establish whether or not the policy is achieving social cohesion, human development and transformation, which should be taken, place within the concept of social welfare. The theoretical frame work adopted is a multi-theoretical approach in dealing with the complexity around social welfare. The research is specifically looking for a theory of change in social grants administration in other to understand the impact and extent of the intervention in bringing about desired and motivated change as the scheme main priority of developmental social welfare in South Africa. Pearson correlation, Chi-square correlation and Tukey”s Post hoc Test are some of the instrument used in assessing the impact of grants on beneficiaries. The outcome of the study showed a highly significance p-value =.019, p<0.05 in spatial variance between Urban and Rural and the in between variance of .025, p<0.05 for Rural –Urban- Semi-urban (Fig.23 and Tab 8a). The study also, revealed an association between Child dependency and Sexual crime to be .009, p<0.01 (Fig 24 and Tab 6), Public violence in Rural area shows Post Hoc Test result of Mean= 2.6, SD= 2.07 for rural, Mean=1.40 SD= 1.52, for urban and a Mean=0.3, SD=0.54 for semi-urban in a descending order as it relate to social crime statistics (Fig.20). This implies that there are more frequent public violence in rural areas than that of the urban and semi-urban. The overall result shows a very strong correlation among all the variables of grants beneficiaries to be statistically relevant. This implies that the social grants intervention.

Job Engagement and Coping Strategies as Moderators of the Relationship between Occupational Stress and Burnout among Police Officers in the Eastern Cape, South Africa

- Description: Police work in South Africa is demanding and stressful. Literature reveals that occupational stress when fully manifest amount to emotional burnout. It was therefore the aim of this study to examine job engagement and coping strategies as moderators of the relationship between occupational stress and burnout among police officers. Using a sample of 377 police officers from the Eastern Cape, South Africa, data was collected using various scales namely; the Effort – Reward Imbalance (ERI) questionnaire (occupational stress), the Maslach Burnout Inventory – General Survey MBI-GS (emotional burnout), the Utrecht Work Engagement Scale (job engagement), and the Coping Orientation to Problems Experienced questionnaire (coping strategies). Correlation tests and regression analysis were ministered on the data to test the research hypotheses. The major finding of the study indicated that job engagement and coping strategies collectively significantly moderate the relationship between occupational stress and emotional burnout. However, job engagement on its own was reported to be an insignificant moderator of the relationship between occupational stress and emotional burnout.

The role of the office of the auditor general of South Africa in enhancing sound public financial management, with special references to the Eastern Cape Province

- Description: The 1996 Constitution of South Africa and the Public Audit Act of 2004 provide the legislative framework for the Office of the Auditor General of South Africa (OAGSA). The Independent Regulatory Board for Auditors further enriched the interpretation of the framework – for government auditing. Over the years of democratic rule in South Africa, audit performance by State organs was generally poor. Despite the efforts by the OAGSA to improve the performance, very little improvement was notable. Most disturbing was the observation that there was widespread, a prevalence of recurring findings, which indicated that the OAGSA’s recommendations and guidelines were not acted upon, or largely ignored. Firstly, the research study established that the system of capitalist democracy, which comes in different varieties throughout world democracies, indeed brought about a situation where the electorate was effectively removed from its rightful place of being the principal, and had its place taken up by political parties (which are in fact, agents) - which (parties) governed on its (the electorate’s) behalf. This system, taken together with the Principal Agency and the Rational Choice Theories – fully explained the prevalence of maladministration and malfeasance in government in South Africa. Secondly, the study established that the OAGSA has done everything imaginable in its attempts to improve audit performance in government institutions – using the carrot rather than the stick approach. The legislative framework cited above, revealed that the OAGSA has the power to audit and report, while Parliament has the power to enforce corrective action. The lesson of this revelation is: that there is not much that the OAGSA can achieve without a high level of cooperation between itself and Parliament – if audit performance is to be effectively, and appreciably improved in South Africa. A disappointing discovery however was indirectly delivered to the world, through the results of a research study conducted by one Wehner in 2002, on Public Accounts Committees (PACs) (alias Standing Committees on Public Accounts (SCOPAs)) in world democracies. The Wehner study clearly demonstrated that there was nothing contained in these committees’ founding documents or enabling legislation – which in no uncertain terms, directed the committees on what procedures and processes to follow to ensure that their resolutions were acted upon. In other words there was no enforcement mechanism discernible for their resolutions. Thirdly, there were developments in case law in South Africa, which augured well for Constitutional Institutions in general. They are contained in court judgements relating to the mandate of the Office of the Public Protector (OPP). The question at the core of these developments was: whether the decisions or remedial action emanating from the OPP, were binding and enforceable. Two judgements cited as cases in point, one a High Court judgment and another a Supreme Court of Appeal’s (SCA’s), feature in the research report. The SCA, in summary found that decisions of administrative bodies of State – stand in fact and in law, until such time that a court of law invalidates them. The SCA ruled through citing a High Court judgement passed way back in 2004 - that Constitutional Institutions, although not organs of State per se – were certainly included in this 2004 finding, if one considers the rationale of this initial finding, taken together with the purpose for which Constitutional Institutions were established in South Africa in the first place. In conclusion, although visible root causes of poor audit findings appear overall to be poor consequence management and questionable leadership quality in government, the system of capitalist democracy is ultimately to blame. The system certainly had unintended consequences.
