A longitudinal investigation into employability : student transition and experiences from tertiary education into the labour market

- Description: Orientation: Several policies have been formulated by the government to redress the inequalities of apartheid. However, the policies have not yielded any positive results as many graduates from Historically Disadvantaged Institutes (HDIs) continue to struggle in the open labour market as compared to graduates from Historically Advantaged Institutes (HAIs). This has been mainly attributed to the legacy of apartheid in several previous studies. As a result, most of these previously disadvantaged individuals (mostly Black Africans) struggle to make the transition from higher education into the world of work. Research Purpose: This study thus explores the journeys of these Black African students from HDIs to understand the transition and experiences from tertiary education into the labour market. Further, the research sought to understand how these transitions and experiences manifest in a context of high unemployment. Finally, the resolution tactics used by students in such a context are given attention. Research approach, design and method: A longitudinal qualitative approach was deemed appropriate for the study as the aim was to understand the changes that occurred over time. The data was collected over a two-year period. A narrative inquiry was utilized as it allowed the participants to share their perceptions without limitations. A total of 30 participants partook in the study. The participants were selected using a purposive sampling to ensure the right participants were involved in the study. The main criteria for selection to participate was that the participants had to be enrolled with a HDI. Main findings: The narratives of the participants led to the formulation of six main themes that were regarded as affecting the transitions and experiences of the Black graduates from HDIs; namely, (1) socio-economic background, (2) education system, (3) labour market experiences, (4) geographical location, (5) social capital and (6) student resolutions to the challenges of employability. A previously disadvantaged background resulted in the participants being recipients of poor education quality, no social networks or information to navigate the labour market and limited access to the labour market due to secluded residential areas. Subsequently, most participants were unable to take responsibility of enhancing their own employability. Contribution: It is not the sole responsibility of the higher education institutes to produce employable graduates, but it's a process that should also involve government, students and employers. As long as the social inequality remains an issue in the country all the efforts to improve employability and transition into the open labour market will be in vain. Furthermore, employers must work together with higher education institutes by offering programs such as internships and career expos to enhance the employability of the graduates. A Graduate Transition Model (GTM) is suggested based on the findings of this research.

Whilst the government of South Africa is one, it consists of three spheres namely; national, provincial and local. These spheres of government are naturally distinctive, interdependent and interrelated. This is expressed in terms of section 41(1) of the Constitution, which requires that there should be co-operation, mutual trust and good faith amongst these three spheres of government. This form of a relationship compels different spheres to inform and consult one another on matters of common interest, co-ordinate their legislation, and adhere to agreed procedures in accordance with the provisions of the constitution which is the supreme law of the Republic. The study sort to find a strategic framework for managing and implementation of the Intergovernmental Relations Policy in Selected Eastern Cape Municipalities. A purposive sampling technique was used to identify the sample elements. The sample was composed of 160 participants and a semi-structured questionnaire was administered to the participants to gather information pertaining the research problem. A mixed research method was used to analyse the data gathered. The sampled respondents were municipal and government employees from various departments who have knowledge of the IGR policy. The study findings pointed out that the current framework on intergovernmental relations was ineffective in the Eastern Cape municipalities that were surveyed. Respondents pointed to a number of shortfalls in the implementation of the intergovernmental relations, which made it ineffective in improving how these municipalities operated and rendered service delivery. A number of factors inhibiting the effectiveness of the intergovernmental relations included lack of communication, poor coordination, lack of clear strategy, poor budgets amongst other factors. Based on the findings of the study, the researcher developed a strategic framework that could be adopted by municipalities in the Eastern Cape. The functionality of this framework would be influenced by the corrective measures taken by the municipalities in addressing the underlying problems of the current intergovernmental relations, as identified by the respondents.

A model for secure and usable passphrases for multilingual users

- Description: Research on more than 100 million passwords that have been leaked to the public domain has uncovered various security limitations associated with user-generated short passwords. Long passwords (passphrases) are considered an alternative solution that could provide a balance between security and usability. However, the literature shows a lack of consistency in the security and usability contributions of passphrases. For example, studies that investigated passphrase security focusing on structural dependencies at character level found passphrases to be secure. Inversely, other research findings suggest that passphrase security could be compromised by the use of predictable grammatical rules, popular words in a natural language and keyboard patterns. This is further exacerbated by research on passphrases that is focused on the Global North. This is a huge concern given that results from inter-cultural studies suggest that local languages do influence password structure and to some extent, password usability and security. To address these gaps in the literature, this study used socio-technical theory which emphasised both the social and technical aspects of the phenomenon under study. Psychological studies show that the memory has limited capacity, something that threatens password usability; hence, the need to utilise information that is already known during password generation. Socio-cultural theory suggests that the information that is already known by users is contextually informed, hence sociocultural theory was applied to understand the contextual factors that could be used to enhance passphrase security and usability. With reference to the Southern African context, this study argues that system designers should take advantage of a multilingual user group and encourage the generation of passphrases that are based on substrings from different languages. This study went on to promote the use of multilingual passphrases instead of emphasising multi-character class passwords. This study was guided by design science research. Participants were invited to take part in a short password and multilingual passphrase generation and recall experiment that was made available using a web-based application. These passwords were generated by participants under pre-specified conditions. Quantitative and qualitative data was gathered. The study findings showed the use of both African and Indo-European languages in multilingual passphrases and short passwords. English oriented passwords and substrings dominated the multilingual passphrase and short password corpora. In addition, some of the short passwords and substrings in the multilingual passphrase corpora were found among the most common passwords of 2016, 2017 and 2018. Usability tests showed that multilingual passphrases are usable, even though they were not easy to create and recall when compared to short passwords. A high rate of password reuse during short password generation by participants might have worked in favour of short passwords. Nonetheless, participants appear to reflect better usability with multilingual passphrases over time due to repeated use. Females struggled to recall short passwords and multilingual passphrases when compared to their male counterparts. Barriers to trade may be encountered before goods reach the border, at the border or after goods reach the border. This study is concerned with processes that occur at the border. This suggests that trade facilitation is viewed within the context of customs procedures and operations at the border posts that have been identified. This study undertakes an analysis of trade facilitation practices in the Zimbabwe customs administration. The study endeavours to identify bottlenecks in the movement of goods across borders. The study tries to establish the extent to which trade facilitation practices in Zimbabwe conform to international best practice. The study also attempts to establish opportunities and threats for trade facilitation in the current arrangements. The researcher establishes that the following areas require improvement through further study; simplicity of procedures, transparency of processes, cooperation of stakeholders, standardisation of processes harmonisation of processes and predictability of processes .The research problem lies in the delays and increased trade transaction costs that have been reported by traders. This ultimately leads to traders who are not competitive on the international scene. It also makes it difficult for small to medium enterprises since they are affected more by high trade transaction costs due to lower profits and turnover. The Zimbabwean economy is dominated by small to medium enterprises which contribute significantly to the economy. The assumption of the study is that if trade facilitation practices are implemented trade volumes will increase leading to a vibrant national economy. The research problem is examined through an assessment of the perception of traders, clearing agents and customs officials on the effectiveness of trade facilitation practices that are currently in place. A mixture of qualitative and quantitative methodologies was used. The major tool used was a self-administered questionnaire issued to traders. Focus group discussions and secondary data from documents were important, especially for qualitative data. The conclusions of the research are premised on the responses by the respondents. The study takes a particular interest in trade facilitation measures prescribed by regional, multilateral and plurilateral organisations. The study examines the extent of conformity to trade facilitation measures prescribed by international organisations. The recommendations presented in the study are derived from the input and responses provided by the participants. Recommendations presented are aimed at bringing about solutions to the shortcomings in trade facilitation practices. The study has identified areas that need to be addressed so as to ensure facilitation of trade. However there are still some areas that require further studies.

- Description: The purpose of this study was to evaluate how Phase 1 of the National Health Insurance Policy in South Africa was implemented. This evaluation focused on evaluation of reengineering of the primary health care system which is listed as one of the areas that was highlighted by the Department as needing attention during the implementation of Phase 1 of NHI. Reengineering of Primary Health Care was pronounced as the heart-beat of NHI. This is the approach that South Africa chose to implement to strengthen the current health care system. Specific measures that were selected to strengthen the current health system would be prioritized in Phase 1. Re-engineering of Primary Health Care is trusted with making a contribution to creation of a unified health care system. These areas would assist to close gaps which are a result of the current fragmented health care system. Inherited from the apartheid government of South Africa the current health care system has two fragments. One fragment is a highly resourced private health sector which provides quality health care for only 16 percent of the population while leaving 84percent of South Africans to access health care from the under-resourced public health sector. Fragmentation has contributed to inefficiencies in provision of health care. Post 1994 the Constitution outlawed discrimination based on economic and socioeconomic status which paved a way for progressive provision of universal coverage. To operationalize provisions of the Constitution of South Africa, the democratic government is implementing NHI which is a United Nations programme. To achieve a sustainable NHI, Phase 1 implementation also focused on strengthening the current health system. Through phased NHI implementation health financing reforms will become a reality. South Africa is implementing National Health Insurance policy to strategically redress health care financing which has resulted into an unequally fragmented health system. The end of a fragmented health system will give way to the birth of an ideal unified health system and universal coverage. The aim of this study was to evaluate how Phase 1 of National Health Insurance was implemented. Document method was used to collect documents, select and analyze data. This evaluation complements other studies which have contributed to the body of knowledge about implementation of programmes which will bring about realization of universal coverage.

- Description: The joint implementation of macro-prudential regulatory and monetary policies is necessary for modern banking systems not only to achieve optimal interest rate spread but to cushion the economy against the catastrophic effects of systemic risk. Therefore, the understanding of the interconnection between macroprudential regulation, interest rate spread and monetary policy, supported with empirical evidence, enables economies to build health and sound financial systems and achieve desirable growth rates. Thus, this study utilises the Vector Error Correction (VEC) mechanism to empirically investigate the interconnection between macro-prudential regulation, interest rate spread and monetary policy in South Africa. Quarterly time series data for the period from 1994 to 2016 was employed with the New Keynesian Dynamic Stochastic General Equilibrium (NKDSGE) model as the framework for analysis. The findings of this study suggest that a negative relationship exists between interest rate spread, macro-prudential regulation and monetary policy in South Africa. Moreover, the systems equation provided evidence that a short run causality running from macroprudential regulation to monetary policy is prevalent in South Africa. - Description: The joint implementation of macro-prudential regulatory and monetary policies is necessary for modern banking systems not only to achieve optimal interest rate spread but to cushion the economy against the catastrophic effects of systemic risk. Therefore, the understanding of the interconnection between macroprudential regulation, interest rate spread and monetary policy, supported with empirical evidence, enables economies to build health and sound financial systems and achieve desirable growth rates. Thus, this study utilises the Vector Error Correction (VEC) mechanism to empirically investigate the interconnection between macro-prudential regulation, interest rate spread and monetary policy in South Africa. Quarterly time series data for the period from 1994 to 2016 was employed with the New Keynesian Dynamic Stochastic General Equilibrium (NKDSGE) model as the framework for analysis. The findings of this study suggest that a negative relationship exists between interest rate spread, macro-prudential regulation and monetary policy in South Africa. Moreover, the systems equation provided evidence that a short run causality running from macroprudential regulation to monetary policy is prevalent in South Africa. My interest is this area of study was triggered in the debate around the mismatch between the resources which the Department of Education invests in the teacher development programmes vis-à-vis learner performance in schools, in particular, the Grade 12 class which is the exit point of the school system. The argument is that the department invests significant resources in developing teachers but that there appears to be very little return on the investment in the form of learner performance which has been the subject of debate and discussion for many years in the education circles. The study made use of the mixed method approach in terms of which both quantitative and qualitative methods were fully employed. Questionnaires and interviews were used as the data collection methods. In order to collect the requisite quantitative data four teachers and three school management teams were sampled using the simple random sampling method per school in the sub-district. The return rate of the instruments was more than 50%. For the qualitative data subject advisors were sampled using the purposive sampling method. Eight of the twelve advisors who were sampled participated in the face to face interviews. The collected data was then analysed using the Special Programme for Social Sciences (SPSS). The literature reviewed included Senge’s Learning Organisation theory and Wenger’s social learning theory which were explored extensively and which informed the study to a significant extent. The researcher also explored the legislative framework which informs the HRD in general and teacher development in particular. v The study revealed that there is, indeed, a significant relationship between teacher development programmes and learner performance. The study also revealed that teacher development programmes do, in fact, address the needs of both learners and teachers. An interesting finding, which is also a matter of concern, was the finding that teachers are almost, if not totally, excluded from participating in the teacher development programmes offered. The study also found that the content of teacher development programmes is devised by subject specialists who are not based in the classroom and who have little experience of the prevailing classroom situation. It appeared that this approach was creating a huge gap in the teacher development programmes. The researcher made several recommendations and also developed a proposed (rudimentary) teacher development model, as informed by the study and the gap which was identified from the literature review. The model is extremely basic and, therefore, requires further research on the part of education practitioners and/or anyone interested in the field of teacher development and education.

Hence, this study opted for the mixed methods approach from conceptualization throughout the research process so as to capitalize on the strengths entrenched in both qualitative and quantitative approaches. Drawing on a mixed methodology approach, this study approached the variables from multiple dimensions since disasters and development are intertwined. Evidently, the study demonstrates that disasters and development have a strong nexus, theoretically and practically. This confirms the study hypothesis that disasters and development are correlated, as disasters can both destroy development initiatives and create development opportunities, and that development schemes can both increase and decrease vulnerability. The study also found that policy practice in Zimbabwe is heavily fragmented, thereby leading to incoherent policy implementation. This results in increased vulnerability and huge disaster impacts that erode development gains therefore compromising achievement of sustainable development goals. Hence, the study recommended for the adoption of a Disaster Risk Reduction theoretical framework in cementing the disasters and development linkages theoretically and pragmatically. DRR enhances community’s resilience capacity in curtailing the progression of vulnerability and mitigate the accelerated incubation of disasters that impact on development strides.

The NGM is a network of coordinated structures within and outside government which operate cooperatively in facilitating political, social, economic and other forms of transformation to dismantle systemic gender inequality and promote equality between women and men. The implementation of gender equality policy as a function area has constitutionally been given to the national and provincial legislatures in South Africa. The constitution allocated this function to the local sphere of government. Camdeboo and Inxuba Yethemba local municipal authorities are the facilitators of sustainable gender equality policies to citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Camdeboo local municipality and Inxuba Yethemba local municipality. Camdeboo locoal municipality is one of nine local municipalities in Sarah Baartman district municipality. Inxuba Yethemba local municipality is in Chris Hani district municipality. The study revealed that besides the implementation of gender equality policy by these incompetent municipal personnel, there are economic, social, political and physical effects on women. In case of applications for senior management position, preference is always given to their male counterparts at the expense of equally qualified female applications. Secondly, Gender equality in human resource determination forms part of the processing phase in the system theory. These two municipalities should be made to commit themselves by appending their signatures to all control measures put in place to evaluate the level and the extent of gender equality across all the departments/ sections in the municipality. Any section/ department that implements gender equality more effectively should be identified applauded and given recognition. This would motivate and eliminate gender inequality. - Description: The unstable global economy and the drive by every organisation to remain in business and be competitive has led to many organisational downsizing, which in turn poses concerns towards identifying behaviours of the survivors’. These behaviours constitute the components of employees’ job performance which include task performance, organisational citizenship behaviour and counterproductive work behaviour (CWB). One of the major behavioural concerns facing organisations globally, in particular in Nigeria, is CWB, which previous studies identified as an attitudinal reaction of perceived job insecurity. Very few empirical studies in Nigeria have attempted to examine the relationship as well as the variables that can moderate the negative effect of job insecurity-CWB. This study, therefore, explores the moderating effects of occupational self-efficacy (OSE) and organisational justice on the job insecurity–CWB relationship among bank employees in Nigeria. Four theories provided the framework for the study, while a descriptive research design which utilized a cross-sectional survey was used. The multi-stage sampling procedure and purposive technique were employed to select the two participating banking organisations from the 22 licensed commercial banks in Nigeria. Using the convenience sampling technique, a total of 380 Nigerian bank employees who gave their personal consent participated through a structured questionnaire. The reliability coefficient of all the instruments are as follows: counterproductive work behaviour (α = .92), perceived job insecurity (α = .65), occupational self-efficacy (α = .82), organisational justice (α = .93) were used for data collection. The sample was taken from branches of the two selected banking organisations that cut across Lagos State, Nigeria, a cosmopolitan and Nigeria business hub. Six hypotheses were tested using descriptive statistics, zero-order correlation and hierarchical multiple regression at 0.05 level of significance. A significant positive relationship existed between: job insecurity and CWB (r = .14); job insecurity and sabotage (r = .23), job insecurity and withdrawal (r = .14) and job insecurity and abuse (r = .20) of sub-dimensions of CWB. Also, a significant relationship existed between OSE and CWB (r = .12); OSE and withdrawal (r = .27) and OSE and abuse (r = .12) of the sub-dimensions of CWB. - Description: The unstable global economy and the drive by every organisation to remain in business and be competitive has led to many organisational downsizing, which in turn poses concerns towards identifying behaviours of the survivors’. These behaviours constitute the components of employees’ job performance which include task performance, organisational citizenship behaviour and counterproductive work behaviour (CWB). One of the major behavioural concerns facing organisations globally, in particular in Nigeria, is CWB, which previous studies identified as an attitudinal reaction of perceived job insecurity. Very few empirical studies in Nigeria have attempted to examine the relationship as well as the variables that can moderate the negative effect of job insecurity-CWB. This study, therefore, explores the moderating effects of occupational self-efficacy (OSE) and organisational justice on the job insecurity–CWB relationship among bank employees in Nigeria. Four theories provided the framework for the study, while a descriptive research design which utilized a cross-sectional survey was used. The multi-stage sampling procedure and purposive technique were employed to select the two participating banking organisations from the 22 licensed commercial banks in Nigeria. Using the convenience sampling technique, a total of 380 Nigerian bank employees who gave their personal consent participated through a structured questionnaire. The reliability coefficient of all the instruments are as follows: counterproductive work behaviour (α = .92), perceived job insecurity (α = .65), occupational self-efficacy (α = .82), organisational justice (α = .93) were used for data collection. The sample was taken from branches of the two selected banking organisations that cut across Lagos State, Nigeria, a cosmopolitan and Nigeria business hub. Six hypotheses were tested using descriptive statistics, zero-order correlation and hierarchical multiple regression at 0.05 level of significance. A significant positive relationship existed between: job insecurity and CWB (r = .14); job insecurity and sabotage (r = .23), job insecurity and withdrawal (r = .14) and job insecurity and abuse (r = .20) of sub-dimensions of CWB. Also, a significant relationship existed between OSE and CWB (r = .12); OSE and withdrawal (r = .27) and OSE and abuse (r = .12) of the sub-dimensions of CWB. And lastly, a significant positive relationship existed between organisational justice and CWB (r = .11); distributive justice and CWB (r = .13), procedural justice and CWB (r = .17); organisational justice and withdrawal (r = .35), and a negative relationship between organisational justice and production deviance (r = -.12) of the sub-dimensions of CWB. In recent years, more studies on poverty reduction increased, following the country‘s magnificent economic growth which, however, fails to alleviate poverty in the country. Recent literature on poverty reduction calls for improvement in the productive sectors such as agriculture and construction to increase their contribution in poverty reduction. However, most studies did not pay attention to the development model/s that led the economy since independence. Motivated by the unsatisfactory results of the previous poverty reduction strategies, and lacunas of the preceding studies, this research, through MKUKUTA I, examines factors affecting the development agenda in Tanzania and their influence on poverty reduction. It investigates, as well, the development models employed in the country since independence. The study is guided by the change of development theories: from socialism to neo-liberalism. Furthermore, the study proposes an alternative development model beyond dependency and neo-liberalism schools of thoughts that have been struggling to influence development in the country for over five decades. The study employs mainly secondary data and primary data as supplementary methods to analyse and explain the mismatch between economic growth and poverty reduction in the country. The study argues that the productive sectors fail to produce sufficiently and contribute to poverty reduction since they are not guided by any specific development model. Findings suggest that failure in poverty reduction despite remarkable economic growth is caused by failure of growth in the agriculture sector which employs the largest part of the workforce in the country. Economic transformation in the country, which contributed to economic growth, failed to generate more jobs in the productive sectors. Incorrect methodologies used for obtaining economic data are alleged as possible logical explanation for the mismatch between economic growth and failure in poverty reduction. Failure in poverty reduction had a negative impact on human development as the poor, especially in the rural areas, had limited access to quality services of education, health care, water and sanitation. Moreover, findings revealed that neoliberal policies in the country are not effective enough in guiding the development agenda and poverty reduction. It is certainly better to have the knowledge and not use it than to want to use critical information but you do not have it at all. As South Africans, we are currently more than lucky to be living in the democratic era where a thirst and hunger of knowledge is entirely one’s choice. The South African communities and Sate Owned Enterprises leaders deserve to be informed about issues regarding the performance of these entities in order for them to partake positively. State Owned Entities are undoubtedly the face of the country and consequently, their leadership is expected to play exemplary role of the highest order because their acts and/or omissions may not go unnoticed. Although all State Owned Entities are essential, Eskom is known to be the blood and oxygen for the country’s competitiveness and driving force behind the economy. Adequate leadership development within Eskom’s Limpopo Operating Unit can only positively impact on the major operations in the province and the country in particular. Although Eskom Distribution Division is found throughout South Africa, Limpopo province was selected to be a case to be studied. The study used a qualitative research methodology with the aim of eliciting narrated data from participants. Through this research methodology, a focus group approach was applied in order to narrow down the scope of the study. The study revealed that factors such as lack of self-confidence, fear of possible positional take-over by new comers, lack of succession planning and failure to implement the contents of Individual Development Plans are amongst a barrage of hindrances of adequate leadership development in the Business Unit. Despite the fact that the aforementioned impediments are seemingly known by the Business Unit’s senior management, it has also been revealed that officials are obscured by the need to focus on results whilst neglecting development of human capital. Due to the critical role that is played by Eskom in the country, the study has potential of positively contributing to the body of knowledge, other SOEs and professional practices in general.

In this regard, the municipalities are viewed as the most affected institutions, with the Eastern Cape Province identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these are capacity issues in most of these municipalities, with fewer personnel and less capacity. Challenges of corruption in municipalities are perpetrated mainly by municipal officials, councilors and members of the public. This study, identified corruption as one of the challenges facing municipalities in the Eastern Cape. It involves both the achievements and limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. It discusses some critical issues such as how corruption has been the mother of the day in South Africa and its effect on the public sector in general. Inadditon, misappropriation of public resources and corruption immersed the nation as a whole into a greater challenge rather than focusing on service delivery issues. There are situations, within municipalities, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. The findings of the study also show that all the municipalities operating in this new democaticatic dispensation have not been able to prepare a transparent annual financial year report at the end of the year. In fact, the majority of them always obtain disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. The challenges of leadership crises in some of these municipalities, both administratively and politically have been critically examined. The findings show that between 2012 and 2015 financial years, some of these municipalities have been without full-time Accounting Officers; people were only seconded or in acting capacity, and some of them were under adminisistration, which is section 139 (c) of the constitution. There were numerous attempts of interventions by the national leadership of the ANC in the ANC regional structures which in many instances were the root cause of the problems or divisions, as well as in municipalities where in Buffalo City Metro and Nelson Mandela Metro respectively there were leadership changes or redeployments. The issue of corruption in the municipalities is compromising and impact negatively in the service delivery. It can be concluded that municipalities are characterized by a number of instances of corruption perpetrated mainly by municipal officials, councilors and members of society. Bribery, fraud, nepotism, and systematic corruption are some of the forms of corruption that take place in municipalities in South Africa. There are systems in place to fight corruption, but the reality is that they are very weak and ineffective. The anti-corruption strategies put in municipalities have general functioned poorly hence the prevailing the situation. There is glaring non-compliance with the Municipal Finance Management Act (MFMA), the Treasury Regulations and their own Procurement Procedures and Procurement Policies. It is evident that despite the achievement by an ANC led government for almost over 21 years of democracy, there remain many political and administrative challenges especial in municipalities. The fundamental question need to be posed and address therefore is, how best these challenges can be addressed and turn around service delivery to a tangible outcome. The Constitution of the Republic of South Africa provides for the promotion and maintenance of a high standard of professional ethics in the public service. Public resources are vulnerable to abuse by unscrupulous elements, both inside and outside government and therefore requires careful monitoring and control. The existing legislative framework is solid but fragmented and requires review and consolidation to improve its efficiency. To achieve that government requires an approach that is developmental in nature. Governance should be able to take control of the organization’s systems and at the same time adaptable to the environment in a way strengthens the capacity to achieve goals.

- Description: Police work in South Africa is demanding and stressful. Literature reveals that occupational stress when fully manifest amount to emotional burnout. It was therefore the aim of this study to examine job engagement and coping strategies as moderators of the relationship between occupational stress and burnout among police officers. Using a sample of 377 police officers from the Eastern Cape, South Africa, data was collected using various scales namely; the Effort – Reward Imbalance (ERI) questionnaire (occupational stress), the Maslach Burnout Inventory – General Survey MBI-GS (emotional burnout), the Utrecht Work Engagement Scale (job engagement), and the Coping Orientation to Problems Experienced questionnaire (coping strategies). Correlation tests and regression analysis were ministered on the data to test the research hypotheses. The major finding of the study indicated that job engagement and coping strategies collectively significantly moderate the relationship between occupational stress and emotional burnout. However, job engagement on its own was reported to be an insignificant moderator of the relationship between occupational stress and emotional burnout.

The role of the office of the auditor general of South Africa in enhancing sound public financial management, with special references to the Eastern Cape Province

- Description: The 1996 Constitution of South Africa and the Public Audit Act of 2004 provide the legislative framework for the Office of the Auditor General of South Africa (OAGSA). The Independent Regulatory Board for Auditors further enriched the interpretation of the framework – for government auditing. Over the years of democratic rule in South Africa, audit performance by State organs was generally poor. Despite the efforts by the OAGSA to improve the performance, very little improvement was notable. Most disturbing was the observation that there was widespread, a prevalence of recurring findings, which indicated that the OAGSA’s recommendations and guidelines were not acted upon, or largely ignored. Firstly, the research study established that the system of capitalist democracy, which comes in different varieties throughout world democracies, indeed brought about a situation where the electorate was effectively removed from its rightful place of being the principal, and had its place taken up by political parties (which are in fact, agents) - which (parties) governed on its (the electorate’s) behalf. This system, taken together with the Principal Agency and the Rational Choice Theories – fully explained the prevalence of maladministration and malfeasance in government in South Africa. Secondly, the study established that the OAGSA has done everything imaginable in its attempts to improve audit performance in government institutions – using the carrot rather than the stick approach. The legislative framework cited above, revealed that the OAGSA has the power to audit and report, while Parliament has the power to enforce corrective action. The lesson of this revelation is: that there is not much that the OAGSA can achieve without a high level of cooperation between itself and Parliament – if audit performance is to be effectively, and appreciably improved in South Africa. A disappointing discovery however was indirectly delivered to the world, through the results of a research study conducted by one Wehner in 2002, on Public Accounts Committees (PACs) (alias Standing Committees on Public Accounts (SCOPAs)) in world democracies. The Wehner study clearly demonstrated that there was nothing contained in these committees’ founding documents or enabling legislation – which in no uncertain terms, directed the committees on what procedures and processes to follow to ensure that their resolutions were acted upon. In other words there was no enforcement mechanism discernible for their resolutions. Thirdly, there were developments in case law in South Africa, which augured well for Constitutional Institutions in general. They are contained in court judgements relating to the mandate of the Office of the Public Protector (OPP). The question at the core of these developments was: whether the decisions or remedial action emanating from the OPP, were binding and enforceable. Two judgements cited as cases in point, one a High Court judgment and another a Supreme Court of Appeal’s (SCA’s), feature in the research report. The SCA, in summary found that decisions of administrative bodies of State – stand in fact and in law, until such time that a court of law invalidates them. The SCA ruled through citing a High Court judgement passed way back in 2004 - that Constitutional Institutions, although not organs of State per se – were certainly included in this 2004 finding, if one considers the rationale of this initial finding, taken together with the purpose for which Constitutional Institutions were established in South Africa in the first place. In conclusion, although visible root causes of poor audit findings appear overall to be poor consequence management and questionable leadership quality in government, the system of capitalist democracy is ultimately to blame. The system certainly had unintended consequences.

Quality of work life and job embeddedness as predictors of turnover intentions among academic staff at selected Universities in the Eastern cape province of South Africa

- Description: Rapid higher education change in South Africa has adversely affected academics job experiences, resulting in high academic staff turnover. Despite the extant literature on the impact of higher education change, few studies have assessed how higher education change has influenced academics‟ quality of work life (QWL), job embeddedness (JE) and intention to quit (ITQ). This study investigated academic staff QWL and JE as predictors of their ITQ. A sample of 250 teaching staff (n = 250) was selected from two universities in the Eastern Cape province of South Africa using quota sampling. Data were gathered using questionnaires and analysed using descriptive (frequency distributions and measures of central tendency and variability) and inferential (Pearson correlation, significance testing and regression analysis) statistical methods. The findings confirmed the hypothesised significant negative relationships of QWL and JE with ITQ. Partial evidence suggested that QWL and JE combined explained significantly more ITQ variance than both variables did separately. JE did not moderate the QWL-ITQ association, but explained substantially greater variance in ITQ than QWL did. The sample registered high QWL and moderate JE and ITQ levels. Acceptable instrument validity and reliability were reported. The findings suggest that intrainstitutional factors somewhat mitigate the adverse effects of higher education change on academics‟ QWL, JE and ITQ and a need to enhance JE aspects, in particular, to reduce academic staff turnover intentions and behaviour. Recommendations are offered for future policy, research and practice.

- Description: Amathole District Municipality has for the past five consecutive years been receiving an unqualified audit opinion from the AGSA. This has been the trend, despite the commitment made by the Executive Mayor in April 2012 to the then Auditor-General, Mr Nombembe, that the leadership of the municipality would deliver a clean audit outcome by 30 June 2013. This scenario is replicated in the local municipalities within the district. Two of the district municipalities have for the past three consecutive years been receiving a disclaimer audit opinion. In one of the municipalities, this trend changed; and this municipality received an unqualified audit opinion for two consecutive years; while in the third year, it received a qualified audit opinion. The stagnation and regression in the audit outcomes of these municipalities may be as a result of either the non-implementation of audit-action plans to address the previous year’s audit findings; or there could be other factors resulting in the above scenario. The main objective of this study is to investigate whether the utilisation of the Auditor-General’s reports improve the audit outcomes in selected municipalities within Amathole District Municipality for the period 01 July 2006 to 30 June 2015.
