Local government in South Africa has been mandated by the Constitution and other pieces of legislation like the White Paper on local government, the municipal Structures Act and the municipal Systems Act to improve the socio-economic conditions of communities to deliver services to the people and encourage communities to participate in the process of developing the Integrated Development Plan (IDP). Service delivery remains a challenge in the municipality despite the initiative of introducing the IDP to support this local municipality in fulfilling its mandate of taking services to communities. This is reflected in the municipal IDP Mayor‟s foreword where it is indicated that the infrastructure backlogs are still visible in the municipality to the extent that there are areas where there are no operations at all. Also, the report by the Co-operative Governance and Traditional Affairs in 2009 indicated that Amahlathi local municipality is among 57 municipalities in the country that have been identified as the most vulnerable and which therefore needed support for sustenance. This study details these challenges and places particular focus on the utilisation of the IDP as a developmental tool for Amahlathi Local Municipality. From the literature and responses by the respondents, it is clear that local government has to be committed to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs and improve their quality of life. The study is both qualitative and quantitative and questionnaires have been used as a method of collecting data. The responses and results suggested that the community members in the Amahlathi municipality were aware of the existence of the IDP. However, a lot of work still has to be done to ensure that there is development in the communities.

Literature study showed that the management of educator absenteeism is an important aspect of Human Resource Management in schools. Furthermore, the study found that control measures for dealing with absenteeism are not properly applied in many schools and there is no consistency in the manner in which they are utilised by school principals. The study also found that school principals are struggling to manage absenteeism to the extent that some of them are not sure how to deal with educators who abuse leave. The study recommends that school principals should be empowered on leave management through various forms of training which include workshops.

- Description: The primary aim of this study is to investigate the role of school governing bodies in their oversight role of the implementation of education departmental policies by school principals in selected schools in the Upper Xolobe Administrative Area. According to Clarke (2009: 14), there is no doubt that a school improves when a school’s governors exert their governance oversight authority in a way that promotes the effective use of resources and establishes a climate which encourages teaching and learning. South African schools, especially in rural areas, are still grappling with the challenges of electing effective people into school governing bodies (National Guidelines for School Governing Body Elections, 2012: 6). The Upper Xolobe Administrative Area is a rural traditional authority area under the traditional leadership of a headman who is appointed in line with traditional chieftainship under the supervision of a chief. There is also a democratically elected ward councillor as a political leader. In the area, there are seven General Education and Training (GET) band schools and one Further Education and Training (FET) band school or senior secondary school which offers tuition for grades 10 to 12. There are, therefore eight (8) governing bodies for the eight institutions. The majority of SGB members are not adequately educated. According to Clarke (2009: 1), schools are effective when there is an institutional environment that is conducive to teaching and learning. There is significant research identifying the characteristics of schools where good teaching and learning are evident, where there is a good work ethic and where children are provided with opportunities to develop to their full potential (Clarke, 2009: 1). The challenge for school governors is to see that they perform their governance functions in a way that will create a school environment where these characteristics are evident. The perceptible indications are that against the background of the challenge of the level of education of the majority of the parent members of SGBs, their mandatory term of office which is only three years and a myriad of other environmental challenges, the eight SGBs of the eight institutions in the Upper Xolobe Administrative Area are to grapple with, creating a school environment where the characteristics mentioned might be challenging. Two important principles of the South African Schools’ Act are concerned with inclusivity and decentralisation. Inclusivity means the participation of parents, educators, non-teaching staff, learners, and other people who are willing and able to make contribution to the school. Bringing decision-making closer to the people is desirable, but this in itself will not solve all the problems and challenges faced by school governing bodies. Research has shown that school governing bodies face many problems despite the fact that decisions are made by people closest to the situation (Ramadiro & Vally, 2005: 1). This study intends to investigate the combined effect of the various components constituting the school governing body members of eight schools in the Upper Xolobe Administrative Area in their oversight role of policy implementation by school principals or school managers.

The Public Service Regulations (2001) as amended requires all spheres of government to develop and implement policy parameters that address measurable service delivery aligned to their strategic functions. The imperatives of these policy parameters allow employees’ performance with notch increments. The National Department of Sport and Recreation South Africa (SRSA) developed a performance management system that links Employee Performance Management and Development System (EPMDS) at salary levels 5 – 12 to notch increments and Human Resource Development programmes. This system aims to achieve consideration of the desired outputs; meaning the delivery of work required, which is emphasised in the setting of objectives and looking at the necessary inputs; meaning the knowledge, skills, training and resources needed, which are considered in the appraisal and reviewing of the progress that was made. The performance of Sport and Recreation South Africa has not been commensurate with the aims and objectives of the EPMDS system, as the results are not yielding the best outcome on this system. This study sought to investigate whether the EPMDS contributes to improve performance of the employees and that of the entire organisation in SRSA. It would examine whether the employees do get feedback on their performance after the performance assessment period. The study would establish whether those employees who under-performed do get remedial interventions like training, coaching, mentoring and development on the competencies they lack; so that their performance is improved. The study also sought to determined the perception of the employees regarding the effectiveness of the Performance Management and Development System in SRSA Knowledge of employees' perceptions of the performance management system will assist management to implement such a system more effectively. The findings of this study indicate that managers use performance management as a tool to control and discipline subordinates, whilst subordinates use performance management as a means of getting extra money through performance bonuses. This could be the reason that performance assessment period is viewed as a period of high tension between supervisors and subordinates. The main recommendation on the basis of this finding is that there should be a regular and thorough training of officials at all levels within SRSA about the EPMDS and how it influences productivity. Other additional recommendations include, inter alia, that the identification of gaps on unsatisfactory performance should be made immediately after each performance period. Remedial interventions to address those gaps like training, retraining, coaching and counselling should be formulated, agreed upon and implemented.

The chapter will also provide an analysis of participants’ responses from the questionnaire. Chapter five will give a summary with concluding remarks and recommendations. - Description: The aim of this study was to evaluate the efficiency and effectiveness of the Performance Management System, since its inception and to date, with regards to the advancement of organisational goals and objectives through employee development, as well as resource allocation for service delivery to the residents of the Amathole District Municipality (ADM). The concept of performance management is key for achieving organisational goals and objectives, since it seeks to develop employees by identifying areas of strengths and weakness. The study is based on the assumption that although municipalities are different, and their approach to performance management particularly individual performance differs. This study therefore is based on the assumption that, levels of poor service delivery, and the consequent service delivery protests experienced in the ADM, can be ascribed to a poor linkage between annual performance planning and the assessment of municipal officials. Annual organisational performance, and individual performance planning and output, is not commensurate. Furthermore, a lack of correlation between these variables has led to the poor implementation of basic services and good governance, which has resulted in low levels of citizen satisfaction with the ADM. The empirical survey and research methodology used in the study is described and explained and followed by the data collection in a form of questionnaires. The research findings from the empirical survey are then analysed and reported accordingly. Recommendations are presented in the last chapter based on the empirical survey findings through the respondent’s inputs in the questionnaire. - Description: The aim of this study was to evaluate the efficiency and effectiveness of the Performance Management System, since its inception and to date, with regards to the advancement of organisational goals and objectives through employee development, as well as resource allocation for service delivery to the residents of the Amathole District Municipality (ADM). The concept of performance management is key for achieving organisational goals and objectives, since it seeks to develop employees by identifying areas of strengths and weakness. The study is based on the assumption that although municipalities are different, and their approach to performance management particularly individual performance differs. This study therefore is based on the assumption that, levels of poor service delivery, and the consequent service delivery protests experienced in the ADM, can be ascribed to a poor linkage between annual performance planning and the assessment of municipal officials. Annual organisational performance, and individual performance planning and output, is not commensurate. Furthermore, a lack of correlation between these variables has led to the poor implementation of basic services and good governance, which has resulted in low levels of citizen satisfaction with the ADM. The empirical survey and research methodology used in the study is described and explained and followed by the data collection in a form of questionnaires. The research findings from the empirical survey are then analysed and reported accordingly. Recommendations are presented in the last chapter based on the empirical survey findings through the respondent’s inputs in the questionnaire. The objectives of the study are to explore and describe the training experiences of the fourth year student nurses of the Port Elizabeth Nursing Campus and to co-construct guidelines to assist nursing lecturers to gauge the understanding of students during their four years of nursing training. The participants used for the study were all fourth year nursing students. They had positive and negative experiences of their training during the four years. The findings of the study will be brought to the attention of nursing lecturers and management personnel of the campus. It was concluded that nursing students need to be consulted on issues concerning their training and development before implementation, and that they be respected and cared for as students based on their human rights.

Teachers have a big role to play in the transformation of the country. This research investigated Integrated Quality management Systems (IQMS) for improving performance of selected schools in the King Williams Town Education District. Three schools were selected in the King Williams Town District . The aim of this research was to examine the implementation of IQMS in the selected schools. The introduction of IQMS by the Department of Education in 2003, did not help the schools in the King Williams Town district improve their performance. IQMS is a government policy. The intention of public policy is to solve a problem. The findings of this study indicates that in the selected schools the problem of poor performance was not solved by the introduction of IQMS. Scholars have written extensively on performance appraisal. Different writers agree that the main purpose of appraisal is to improve performance. The Constitution (1996) and policies provide a strong foundation for the effective implementation of IQMS and public administration provides a good support for the effective implementation of IQMS. Additionally, legislation and subsequent policies give guidelines of how to implement the system successfully. In this study, questionnaires were given to 15 educators to investigate how schools understand and implement the IQMS. Qualitative analysis was undertaken to interpret the responses from the educators. Themes were formulated based on the responses received. Findings were generalised from the responses received. The research discovered that educators do implement IQMS, but they do not see it as a mechanism of improving performance. Teachers demonstrated an inadequate understanding of IQMS.

The study revealed that the municipality is faced with a lack of proper skills to accelerate service delivery. This has resulted in the institution neglecting to invest in the development of those competencies needed to function in a constantly changing educational, training and development environment. The success of any organisation depends on its human resources, who are the most important asset. Therefore effective and efficient human resources management and training and development management play a critical role in the well-being of employees. Human resources training and development policies, practices and activities guide the institution with implementation of services and should take on a more strategic role to achieve their objectives. The researcher employed the quantitative research methodology for purposes of the empirical survey and also reviewed official documents and reports. A suitably constructed questionnaire was developed and distributed to the selected sample group from the ADM. The researcher also consulted legislation, official documents, articles, journals, policy documents, reports and books in an effort to obtain as much relevant information as possible. Based on the information gathered from the respondents and literature review the researcher proposes certain recommendations in the final chapter of the treatise.

- Description: Various allegations have been levelled against certain local authorities in South Africa. These allegations include poor governance, maladministration, corruption and poor service delivery. Some of the South African municipalities are unable to deliver sufficient services to the people due to financial instability. On the other side the fact that the municipalities have to generate their own revenue is no longer sufficient. However, government, both national and provincial has to support the municipalities in terms of their capacity to provide services. While government has to provide services to the people to ensure their welfare, people from local communities should also support the continuous provision of `these services by paying for municipal rates and services. These may include services such as water, refuse removal and electricity as well as property taxes. The main issue is that these services are not readily available, for instance water has to be purified. The situation at Mnquma Local Municipality as indicated in the financial and other reports is such that there is a very slow payment of rates and services, which leads to the municipality relying mostly on government grants, and this puts a heavy strain on service delivery by the municipality. Seemingly, it has been long that rates and services have not been paid in Butterworth-even before the restructuring of the municipality (i.e. before the Mnquma Municipality came into being). However, if alternatives could be found to enhance regular payment of rates and services the municipality might improve in terms of its capacity to deliver services.

The focus of this study is the analysis of change and transformation strategies in the Department of Home Affairs, Province of the Eastern Cape. The primary purpose was to assess the current state of service delivery in the Department of Home Affairs and to ascertain how continuous monitoring and evaluation could be factored in to enhance the delivery of services. The target population was the employees and clients of the Department of Home Affairs. Employees were selected randomly and asked to participate in the study. The sample was a convenient-purposive sampling and a quantitative research questionnaire was used.

The literature review undertaken in this study, shows that there is a general poor understanding of performance management systems in Lukhanji municipality. The literature review further establishes that there are several challenges that hinder the effective implementation of a performance management system in the municipality. Other findings of the study include that there is a challenge in setting the unrealistic performance targets which are unrealisable by employees. These are the reasons why productivity levels are not always realised and targets not achieved by Lukhanji municipality. The main findings of the study are that, although performance management systems play a significant role in the improvement of service delivery, it has not contributed in the improvement of employee productivity of the Lukhanji municipality. The main recommendation on the basis of this finding is that there should be thorough and regular training of officials within the Lukhanji Municipality about the performance management system and how it influences productivity and service delivery. In conclusion, the Municipal Executive Mayoral Committee should demand verifiable evidence to justify a higher rating during quarterly assessments, and that punitive disciplinary measures be taken against those who do not comply with the provision of the performance management system framework, particularly failure to submit performance instruments.

- Description: The alignment of information systems with organisational objectives and strategies is crucial to the efficient performance of any organisation. There is a growing focus on the effectiveness of management and evidence-based decision making in public institutions in South Africa. The Eastern Cape Department of Social Development and Special Programmes (ECDSD) implemented a Social Development Information Management System (SDIMS), which is an information system that supports various functions performed by the Department. While SDMIS provides large amounts of valuable information, it still has much ground to cover in terms of fully meeting the Department’s information needs. There is an increasing demand for information to inform decision making with regards to priority setting, resource usage, monitoring the impact of the Department’s intervention programmes, and monitoring the progress of the Department’s strategic goals. The main purpose of this study was to analyse the extent to which MIS is utilised in the Eastern Cape Department of Social Development and Special Programmes and to make recommendations for the alignment of MIS with organisational objectives in order to achieve these objectives. Furthermore, the study intends to investigate the extent to which the information needs of managers are considered in designing and providing information. The objectives of the study are, firstly, to analyse the current state of MIS utilisation in the Department. Secondly, to evaluate the utilisation of information provided by the MIS unit for decision making, and, thirdly, to make recommendations on how to improve MIS utilisation. Qualitative approach techniques were utilised to collect data for the study. Research questionnaires were distributed to thirty respondents. Semi-structured interviews were conducted with seven interviewees out of a target number of ten. The response rate was 68 percent and this was considered as adequate for scientific analysis and reporting. The study produced the following research findings: Mainly, the MIS users believe that they understand MIS and its capabilities, and have received training on how to use the system. The quality of information provided by MIS is mostly complete and largely meets user requirements and expectations. MIS information is for the most part accurate and comprehensive enough to expedite decision-making. Although MIS largely meets user requirements and expectations in terms of completeness, accuracy and reliability, the study indicates that it still falls short in integrating information from other sources, which include government transversal systems such as the Basic Accounting System (BAS) and the Personnel Salary System (PERSAL). MIS information is mostly available and easy to access, but occasionally not timely. This is mostly caused by the unavailability of real-time information synchronisation between MIS and other government systems. In light of the above findings, the researcher recommends that: There is still more to be done in order to continuously inform and train users on the latest MIS capability developments in the form of awareness workshops, contact and remote support, and through internal news bulletins. The Department needs to work with other government entities that are custodians of transversal systems in finding a solution to the creation of real-time integration of MIS with other external sources of information. Even though the level of MIS utilisation is not too much of a concern, the Department needs to ensure that users of information are kept up to date with new MIS reporting capabilities so as not to underutilise the system. It is therefore recommended that the Department ensure that information is more often reviewed and reports are customised to meet the ever-changing needs of the Department.

Public consultation as envisaged in the South African legislation has, however, not yielded the desired results which is evident in the spate of service delivery protests over poor or non service delivery. Therefore, this study seeks to analyse the effectiveness and efficiency of pubic consultation in the Northern Areas of the Nelson Mandela Bay Municipality. The researcher used qualitative research methods since it would provide the reader with more insight into how public consultation is implemented in the Nelson Mandela Bay Municipality. The communities, senior municipal officials, and councillors have been interviewed in a structured manner and a content analysis has been made of the minutes of the ward committees in the Northern Areas, the annual reports of the Municipality’s Oversight Committee and a range of other reading material. A number of findings has been made during this research project with the most pertinent being the non-compliance to certain sections of legislation by the Municipality. The communities in the Northern Areas generally felt that efficient and effective public consultation would reduce the number of service delivery protests in that part of the Municipality. A number of interventions need to be made by the political leadership with regard to public consultation and more resources need to be committed towards those processes.

In essence, the qualitative approach applied in this study has revealed the casual relationships that may be obtained between variables or events, in order to explain or predict particular phenomena in terms of specific causes. The selection of a qualitative and interpretative approach for this research is justified. The main purpose of the study was to determine the level of effectiveness of Ward Committees, as well as the Community Development Workers in co-ordinating and facilitating public participation process in the Kouga Local Municipality. The study has revealed that there is a need for renewal of the operations of the operations of formal structures, especially the ward committees, as they represent the communities at ward level. The study has revealed that the man reason why national programmes deploying community based workers fail is because of inadequate attention to the provision of institutional support such as adequate training, technical expertise and close supervision. It is recommended that a comprehensive support structure ranging from national to local level is a pre-requisite in order for the CDW programme to succeed.

Emailed questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.
