Critical factors for enabling knowledge sharing between government agencies within South Africa

- Description: Globally, organisations have recognised the strategic importance of knowledge management (KM) and are increasingly focusing their efforts on practices to foster the creation, sharing and integration of knowledge. Whilst most research in Knowledge Management (KM) has focused on the private sector, there is a breadth of potential applications of KM theory and practice for government agencies to adopt in search of resolving pertinent problems. The purpose of this study is to examine the factors that influence the effectiveness of knowledge management towards collaborative problem solving in government. What is missing is research-based evidence of the factors that influence the main factors for knowledge sharing across government agencies. Given this gap, the researcher addresses the research question: In government agencies mandated to resolve issues of crime, what are the key factors required which support and influence the collaborative sharing culture? Upon analysing the data, the researcher found the following key factors as being determinants on knowledge management: organisational culture, learning organisation, collaboration, subject matter experts and trust. The two factors – organisational culture and learning organisation were identified as the most significant factors which lay as the root or core for the ‘knowledge tree’. Once these roots are in place, the other factors will gain their significance on knowledge management. These findings serve to extend the findings of the existing literature within the government sector. This study is important because the findings provide government agencies with critically important information to guide their actions towards ensuring a knowledge sharing culture is embedded in government. Whilst the empirical findings do not focus on databases or information technology specifically, it is important to acknowledge the use of both technology and people. The main concern is with managing an organisation’s knowledge assets: creating, storing, protecting, disseminating and using mission-critical knowledge. When people need knowledge, is it the right knowledge and is it timely and easy to locate and access? Is this precious commodity updated as learning occurs and better ways of doing things are discovered? The awareness of the value of knowledge to a business, coupled with its leadership, acts as an integrator that improves cross- functional communication and cooperation. Shared knowledge not only makes for a more effective, efficient and agile organisation, but creates a common perspective and culture that produces a natural consistency of successful decisions and actions. The collaborative knowledge tree model proposed in this study uses the analogy of a tree when viewing South African government agencies as the branches of a collective tree (government). This ‘tree’ requires leaders and policy making to ‘dig deep’ into understanding the roots of the tree in order to ensure that the appropriate ‘seeds’ are planted such that the tree grows and is able to provide the necessary fruit required. Ultimately, as suggested by former President Thabo Mbeki (2012) in his address, the role of knowledge would thus be seen as a collaborative means towards the betterment of society.

Concern over the extent and type of defect failure of the concentrator photovoltaic (CPV) cells prompted an investigation into the use of a light beam induced current (LBIC) technique to investigate the spatial distribution of defects. An overview of current and developing LBIC techniques revealed that the original standard LBIC techniques have found widespread application, and that far-reaching and important developments of the technique have taken place over the years. These developments are driven by natural progression as well as the availability of newly developed advanced measurement equipment. Several techniques such as Lock-in Thermography and the use of infrared cameras have developed as complementary techniques to advanced LBIC techniques. As an accurate contactless evaluation tool that is able to image spatially distributed defects in cell material, the basis of this method seemed promising for the evaluation of concentrator cells.

Characterization of cell mismatch in photovoltaic modules using electroluminescence and associated electro-optic techniques

- Description: Solar cells allow the energy from the sun to be converted into electrical energy; this makes solar energy much more environmentally friendly than fossil fuel energy sources. These solar cells are connected together in a photovoltaic (PV) module to provide the higher current, voltage and power outputs necessary for electrical applications. However, the performance of the PV module is limited by the performance of the individual cells. Cell mismatch occurs when some cells are damaged or shaded and produce lower current output than the other cells in the series connected string. The cell mismatch lowers the module performance and can result in further damage as the weak cells are reverse biased and dissipate heat. Bypass diodes can be connected into the module to increase the module current output and prevent further damage. Since cell mismatch results in a significant decrease in the performance of deployed modules it is important to fully understand and characterise its effect on PV modules. PV modules can be characterised using various techniques, each providing important information about the performance of the module. Most commonly the current-voltage (I-V) characteristic curve of a module is measured in outdoor, fully illuminated conditions. This allows performance parameters such as short circuit current (Isc), open circuit voltage (Voc) and maximum power (Pmax) to be determined. In addition to this the shape of the curve allows device parameters like series and shunt resistances to be determined using parameter extraction algorithms like Particle Swarm Optimisation (PSO). The extracted parameters can be entered into the diode equation to model the I-V curve of the module. The I-V characteristic of the module can also be used to identify poor current producing cells in the module by using the worst-case cell determination method. In this technique a cell is shaded and the greater the drop in current in the whole module the better the current production of the shaded cell. The photoresponse of cells in a module can be determined by the Large-area Light Beam Induced Current (LA-LBIC) technique which involves scanning a module with a laser beam and recording the current generated. Defects such as cracks and broken fingers can be detected as well as material features such as grain boundaries. These techniques are used to in conjunction to characterise the modules used in this study. The modules investigated in this study each exhibit cell mismatch resulting from different causes. Each module is characterised using a combination of characterisation techniques which allows the effect of cell mismatch be investigated. EL imaging enabled cracks and defects, invisible to the naked eye, to be detected allowing the reduced performance observed in I-V curves to be explained. It was seen that the cracked cells have a significant effect on the current produced by a string, while the effect of delaminated areas is less severe. Hot spots are observed on weak cells indicating they are in reverse bias conditions and will degrade further with time. PSO parameter extraction from I-V curves revealed that the effect of module degradation of device parameters like series and shunt resistances. A module with cracked cells and degradation of the antireflective coating has low shunt resistance indicating current losses due to shunting. Similar shunting is observed in a module with delamination and moisture ingress. The extracted parameters are used to simulate the I-V curves of modules with reasonable fit. The fit could be improved around the “knee” of the I-V curve by improving the methods of parameter extraction. This study has shown the effects of cell mismatch on the performance and I-V curves of the PV modules. The different causes of cell mismatch are discussed and modules with different cell configuration and damage are characterised. The characterisation techniques used on each module provide information about the photoresponse, current generation, material properties and cell defects. A comprehensive understanding of these techniques allows the cell mismatch in the modules to be fully characterized.

- Description: The assessment of the motivational value of rewards in the world of work is interesting but difficult to understand. Variations in research reports and inadequate comprehension of the efficiency and motivational value of rewards have brought about confusions, controversies and contradictions among authors, researchers, consultants and practitioners in the field of Industrial and Organisational Psychology (Mangham, 2007; Muula, 2006; Muula & Maseko, 2005; Palmer, 2006; World Bank, 2004). As a consequence, organisations are applying theories and models of motivation selectively depending on their beliefs, ideological framework of values and assumptions (Dzimbiri, 2009). The study was therefore carried out as a positive contribution to the existing knowledge and debate on the motivational value of rewards for health professionals in the public health sectors of the developing countries. Through a systematic sampling method, 571 health professionals were sampled for the study. Data were collected through the use of a self-administered questionnaire which was composed based on the data collected from desk research/literature review, focus group discussions and interviews. The findings of the study revealed that the Malawi‟s Ministry of Health (MoH) is failing to attract, motivate and retain health professionals; there is perception of inequity of the rewards among the health professionals; health professionals develop coping strategies to supplement their monthly financial rewards; health professionals engage in corrupt practices to supplement their monthly financial rewards; and there is erosion of industrial democracy in the Malawi‟s Public Health Sector. While the statistical testing of the hypothesized model proved a lack of fit between the variables, the statistical testing of the re-specified model suggests that there is a positive relationship between financial rewards and reward-related problems being faced by health professionals in the Malawi‟s MoH. Through the Structural Equation Modeling (SEM) exercise, an inverse (negative) relationship between financial and non-financial rewards was deduced, and scientifically and graphically demonstrated. Both the re-specified and graphical models symbolize a pragmatic departure from the theoretical model whose authors (Franco, Bennett, Kanfer & Stubblebine, 2004) are largely inclined to the use of non-financial rewards and suggest that financial rewards should be used with caution. These findings also reject the Herzberg‟s two factor theory (Herzberg, 1960) which claims that financial rewards (salaries) are not a motivator. The major recommendations of the study are that the Franco et al.‟s (2004) model should be adopted and adapted in the Malawi‟s MoH with the view that the value of both financial and non-financial rewards (as motivators) varies from individual to individual due to individual differences and prevailing factors/forces in both the work environment and wider society in which the MoH operates; a hybrid reward system combining the strengths of time-based, performance-based and competence-based reward systems should be developed and implemented; the results of scientifically testing the re-specified model and the inverse (causal) relationship established between financial and non-financial rewards (as demonstrated in a graphic model) should be re-tested with other samples in the public health sectors of the developing countries; and the motivational value of non-financial rewards should be scientifically established and compared with the motivational value of financial rewards used independent of each other in business organisations to make an objective conclusion on the rewards-motivation debate.

- Description: Historically, the most frequently used energy sources have been those nearest and easiest to consume. Unfortunately, society’s reliance on fossil fuel for power generation has occurred at the expense of the environment, coal being a major contribution to carbon dioxide (CO2) emission. Carbon dioxide is classified as a greenhouse gas (GHG); it contributes to the phenomenon of climate change (Haw & Hughes, 2007, p.1). According to Worrell (2011), industry uses nearly 40 percent of worldwide energy on economic activities. Value chain activities alone contribute almost 37 percent to global GHG. Organisations are socially and ethically required to minimise the carbon footprint of their operations. Reducing energy use makes perfect business sense; it saves money, enhances corporate reputations and helps everyone participate the fight against climate change (Carbon Trust, 2011). Gielen, Newman, and Patel (2008) strongly believe the overall energy and emissions trends can be mitigated through additional energy efficiency measures. However, implementing EnMS will enable organisations to establish systematic approaches and the processes necessary to improve energy performance, including energy efficiency, use and consumption (SANS 50001, 2011). The objective of this paper was to evaluate the current energy management strategy adopted by selected automotive manufacture in Eastern Cape. The research was motivated by the fact that previous researchers have focused more on technological aspects and less of management functions. The research paradigm followed in this paper was qualitative because a case study is used to gain an insight and understanding about more and less successful energy management strategies. In this report, background about the global energy outlook and its significant to economic development, factors behind energy demands, the link to climate change and providing effective energy management principles are covered. The energy management principles covered key elements for delivering successful energy management. Literature highlighted that, senior management commitment is the foundation of good energy management, which is delivered through a formal energy policy and a supporting energy strategy with action plan. High level commitment will provide: Advocacy from senior managers; Visibility of the issues across your organization; Impetus for the organisation to implement energy management; Resources, both human and financial. It will also demonstrate that good energy management is part of your organisation’s mission and as relevant as other management aspects. The empirical study is focused on the characteristics of the current management system and organisational structure employed with its relevant functions. Based on these reference points the paper concludes with recommendations for the case study organisation.

According to Worrell (2011), industry uses nearly 40 percent of worldwide energy on economic activities. Value chain activities alone contribute almost 37 percent to global GHG. Organisations are socially and ethically required to minimise the carbon footprint of their operations. In response to this challenge this study investigated the potential of an Integrated Scientific Literacy Strategy (which aimed at increasing in-service teacher knowledge and skills) to contribute to ESD by developing more scientifically literate teachers and learners in primary education. The study was conducted in 2010 in the Port Elizabeth Metropolitan area in the Eastern Cape, South Africa. The study sample comprised seven schools, with a total of nine teachers and 243 learners participating. As the research is situated within the pragmatic paradigm, a mixed methods approach was followed using Creswell and Plano Clark’s (2007) embedded design’s correlational model whereby quantitative data are rooted within a qualitative design to help verify and explain the outcomes. Qualitative measures were generated through teacher interviews and an analysis of their written portfolios. These data were triangulated against quantitative test data gained from an ANCOVA statistical analysis of the learners’ pre- and post-tests, and both the qualitative and quantitative data gleaned from classroom observations and an analysis of the learners’ science notebooks. The data suggest that, when properly implemented, the Integrated Scientific Literacy Strategy can be used to help teachers develop their learners’ scientific literacy by exposing them to open-ended inquiry investigations. Statistically significant differences (p ≤ 0.01; d=0.88) were noted when comparing improvements in learners’ abilities and understandings of scientific investigations (graphs, variables, inquiry and investigable questions) between those learners whose teachers successfully implemented the strategy in their classrooms, and those learners whose teachers were considered to be ‘non-implementers’ of the strategy. Data from this study also suggest that the successful use of the ISLS enables teachers to integrate issues relating to sustainable development into their natural science lessons. In addition, the learner-orientated approach of the strategy also enabled the learners to engage in autonomous learning environments, aspects of which have been identified as being important for meaningfully learning about and internalising important issues related to ESD.

- Description: Baculoviruses are arthropod-specific DNA viruses that are highly virulent to most lepidopteran insects. Their host specificity and compatibility with IPM programmes has enabled their usage as safe microbial insecticides (biopesticides). Two baculovirus-based biopesticides, Cryptogran and Cryptex, which have been formulated with Cryptophlebia leucotreta granulovirus (CrleGV) have been registered for the control of false codling moth (FCM), Thaumatotibia (=Cryptophlebia) leucotreta (Meyrick) (Lepidoptera: Tortricidae) in South Africa and have been successfully incorporated into IPM programmes. However, several studies have indicated that insects can develop resistance to baculovirus-based biopesticide as was shown with field populations of codling moth (CM), Cydia pomonella (L.), which developed resistance to the biopesticide Cydia pomonella granulovirus (CpGV-M) in Europe. Other studies have shown that, under laboratory conditions, FCM populations differ in their susceptibility to Cryptogran and Cryptex. In order to investigate difference in susceptibility as well as protect against any future resistance by FCM to Cryptogran and Cryptex, a search for novel CrleGV-SA isolates from diseased insects from different geographic regions in South Africa was performed. Six geographic populations (Addo, Citrusdal, Marble Hall, Nelspruit, Baths and Mixed colonies) of FCM were established and maintained in the laboratory. Studies on the comparative biological performance based on pupal mass, female fecundity, egg hatch, pupal survival, adult eclosion and duration of life cycle of the Addo, Citrusdal, Marble Hall, Nelspruit and Mixed colonies revealed a low biological performance for the Citrusdal colony. This was attributed to the fact that FCM populations found in the Citrusdal area are not indigenous and may have been introduced from a very limited gene pool from another region. When insects from five colonies, excluding the Baths colony, were subjected to stress by overcrowding , a latent baculovirus resident in the Addo, Nelspruit, Citrusdal, Marble Hall and Mixed colonies was brought into an overt lethal state. Transmission electron micrographs revealed the presence of GV occlusion bodies (OBs) in diseased insects. DNA profiles obtained by single restriction endonuclease analysis of viral genomic DNA using BamH 1, Sa/1, Xba1 , Pst1, Xh01 , Kpn1, Hindlll and EcoR1 revealed five CrleGV-SA isolates latent within the insect populations. The new isolates were named CrleGV-SA Ado, CrleGV-SA Cit, CrleGV-SA Mbl, CrleGVSA Nels and CrleGV-SA Mix isolates. The novelty of the five CrleGV-SA isolates was confirmed by the presence of unique submolar bands, indicating that each isolate was genetically different. PCR amplification and sequencing of the granulin and egt genes from the five isolates revealed several single nucleotide polymorph isms (SNPs) which, in some cases, resulted in amino acid substitutions. DNA profiles from RFLPs, as well as phylogenetic analysis based on granulin and egt sequencing showed the presence of two CrleGV-SA genome types for the CrleGV-SA isolate. Cryptex and CrleGV-SA Ado, CrleGV-SA Cit, CrleGV-SA Mbl and CrleGV-SA Mix were placed as members of Group one CrleGV-SA, and Cryptogran and CrleGV-SA Nels isolate were placed into Group two CrleGV-SA. In droplet feeding bioassays, the median survival time (STso) for neonate larvae inoculated with Group one and two CrleGV-SA were determined to range from 80 - 88 hours (3.33 - 3.67 days), for all five colonies. LDso values for Group one and two CrleGV-SA against neonates from the Addo, Citrusdal, Marble Hall, Nelspruit and Mixed colonies varied between some populations and ranged from 0.80 - 3.12 OBs per larva, indicating some level of variation in host susceptibility. This is the first study reporting the existence of genetically distinct CrleGV baculovirus isolates infecting FCM in different geographical areas of South Africa. The results of this study have broad-ranging implications for our understanding of baculovirus-host interactions and for the application of baculovirus basedbiopesticides.

In their seminal article, Harvey and Green suggest five possible notions of quality, one of which is quality as transformation, and in South Africa the message has been clearly stated: notions of quality are intricately related to transformation. Local research has however suggested that the notion of 'transformation' as quality takes on particular nuances within the country’s context. In the two institutional case studies presented here, the 'quality as transformation' discourse appears to have been largely lost in translation. In one university transformation was not called upon to construct notions of quality; quality was primarily constructed by a discourse of excellence. In the other institution, the transformation aspects of quality seem to have been interpreted in a particularly reductionist way as relating solely to racial demographics. In both cases, this article argues that the 'quality as transformation' discourse prevalent in the audit documentation in the South African context was lost somewhere between the intentions embodied in national documents and the processes embarked upon by institutions.

South Africa achieved democracy for the first time in 1994 and has had four successful national elections since then. All of these elections have been declared “free and fair” according to the Independent Electoral Commission (IEC). However, there have been various challenges facing the current South African electoral process. This research, therefore examines alternative methods to improve the current South African electoral process. This research firstly identifies the various challenges and characteristics associated with the current electoral process in South Africa. This research study proposes, to incorporate Information and Communication Technology (ICT) into the South African electoral process. Thus, arguing that utilizing ICT could potentially improve the process. Various countries worldwide have investigated different methods to improve their electoral processes. Countries such as India, Brazil, Estonia and the USA have incorporated ICT into their electoral processes, known as electronic voting (e-voting). Therefore, this research study investigates countries such as India, Brazil, Estonia and the USA which opted to implement e-voting into their electoral process. In addition, various e-voting technologies and their capabilities are explored in detail in this research study. The conclusions drawn from the examination of the electoral processes of countries that utilize e-voting, contributed to the achievement of the primary objective in this research. As a result, to address the various challenges facing the current electoral process in South Africa, a process model was developed called an E-voting Process Model, which depicts two electoral processes namely, an optical scan polling station voting process and an online voting process. This research argues that the E-voting Process Model could potentially improve the current electoral process in South Africa.

However, there have been various challenges facing the current South African electoral process. This research, therefore examines alternative methods to improve the current South African electoral process. This research firstly identifies the various challenges and characteristics associated with the current electoral process in South Africa. This research study proposes, to incorporate Information and Communication Technology (ICT) into the South African electoral process. Thus, arguing that utilizing ICT could potentially improve the process. Various countries worldwide have investigated different methods to improve their electoral processes. Countries such as India, Brazil, Estonia and the USA have incorporated ICT into their electoral processes, known as electronic voting (e-voting). Therefore, this research study investigates countries such as India, Brazil, Estonia and the USA which opted to implement e-voting into their electoral process. In addition, various e-voting technologies and their capabilities are explored in detail in this research study. The conclusions drawn from the examination of the electoral processes of countries that utilize e-voting, contributed to the achievement of the primary objective in this research. As a result, to address the various challenges facing the current electoral process in South Africa, a process model was developed called an E-voting Process Model, which depicts two electoral processes namely, an optical scan polling station voting process and an online voting process. This research argues that the E-voting Process Model could potentially improve the current electoral process in South Africa.

Recently however, concerns have also been voiced over the presence of highly invasive submerged macrophyte species, such as Eurasian water-milfoil, Myriophyllum spicatum L. (Haloragaceae) in the Vaal River. Interaction studies between floating and submerged macrophytes have shown that floating macrophyte dominance restricts light penetration into the water column shading out submerged macrophytes while submerged macrophyte dominance reduces nutrient availability in the water column limiting floating macrophyte growth. This cycle ensures that these species cannot coexist in the same habitat for extended periods of time. The aims of this thesis were to: 1. Investigate changes in the historical and current macrophyte dominance in the Vaal River 2. Determine whether these changes could be attributed to stochastic events, such as floods and herbicide control measures. 3. The physio-chemical conditions of the water column, and whether pressure from herbivory by macroinvertebrates had possibly influenced Eurasian water-milfoil’s ability to dominate. Spatial and temporal analysis of satellite imagery revealed that water hyacinth and submerged macrophyte species dominated different regions of the study area over different periods of time from 2006 to 2010. This was significantly correlated with nitrate concentrations of the water column. One of the lower Vaal River Water Management Areas (WMA) had changed from a water hyacinth dominated state in 2006 to an alternative submerged macrophyte dominated stable state in 2008. It was concluded that this change could be attributed to: a stochastic flooding event in 2006; perturbation from integrated control measures implemented against water hyacinth; and low nitrate concentrations of the WMA. The lack of any substantial macroinvertebrate herbivory pressure or control measures implemented against Eurasian water-milfoil, compared to similar surveys conducted in the U.S.A. and its native range in Eurasia was shown to contribute to its dominance. Future successful integrated control programmes, including biological control against Eurasian water-milfoil, could provide the perturbation required to restore the ecosystem. However, without the reduction in nitrate concentration levels, water hyacinth will remain the dominant stable state of the rest of the Vaal River.

Based on the supposition that design is an ideological activity, it can either be critical or affirmative of the status quo and categorised as Critical Design or Affirmative Design. The intention of this study is to create Critical Design within the practice of graphic design. Critical Design was defined by identifying its key characteristics and then visualised into a diagram that maps the pathways, processes and consequences which distinguish Critical Design from Affirmative Design. - Description: South Africa is a complex multilingual country. In the majority of schools in the Eastern Cape, a province in South Africa, the teachers and learners share the same home language, isiXhosa, but teach and learn mathematics in English. The purpose of this study was to encourage teachers to use the home language as a resource to teach mathematics in multilingual classes. The study follows a mixed method design, using both qualitative and quantitative data. Qualitative data were collected from a survey and poetry, which teachers crafted, in which they highlighted their perceptions about language in their lives. They also reflected on their practices and submitted pieces of contemplative writing. Quantitative data were collected from participating teachers who administered a pre-test to their learners as well as a post- test approximately nine months later after conducting an intervention. The results showed that where strategies, such as the implementation of exploratory talk and code switching which used language as a resource, had been introduced mathematical reasoning improved and classroom climate became more positive. The learners’ lack of confidence in being able to express their reasoning in English was prevalent throughout the reflective writing. By enabling learners to use isiXhosa in discussions the teachers felt that the learners gained in both confidence and mathematical understanding. This study has demonstrated that using the learners’ and teachers’ home language unlocks doors to communication and spotlights mathematical reasoning, but there is still an urgency to encourage learners to become fluent in Mathematical English. It is important to note that a positive classroom climate is essential for learners to build confidence and to encourage them to attempt to formulate sentences in English - to start on the journey from informal to formal usage of language as advocated by Setati and Adler (2001:250). My main conclusion is that an intervention that develops exploratory talk by using language as a resource can improve learners’ mathematical reasoning. I wish to emphasise that I am not advocating teaching mathematics in isiXhosa only, but the research has shown the advantages of using the home language as a resource together with English in Eastern Cape multilingual mathematics classes. Learners need to be able to express themselves in English, written and spoken, in order to achieve mathematically. This study therefore shows that teachers can gauge their learners’ improvement in mathematical reasoning after an intervention that develops exploratory talk in class by using the home language as a resource.

The aim is to identify how a MPA management training course produced competences apposite to the workplace settings of the participants. An interpretive case study method was used, in two phases. The first phase explored salient issues in MPA management in South Africa through analysis of the two key ‘state of MPA management’ reports and interviews with MPA professionals. The second was an analysis of the South African Marine Protected Area Management Training Course. This involved interviews with course designers, a review of the course materials, interviews with past course participants, and an analysis of course evaluations. Evidence emerged that supported the following findings: Challenges and problems facing MPA management still exist. Competence in key areas of MPA management was addressed in an effective work-integrated approach. Social learning was a key process in the development of these competences. The competences articulate well with the workplace of participants. Gaps exist between some of the management issues and the competences developed by the course, and some aspects of the course design are ineffective. From these findings it is concluded that: The course took up the majority of issues in MPA management through the development of key competences. The course design facilitated the development of these competences. The competences developed through the course are relevant to the workplace of MPA professionals. The research found that the course adequately addresses issues in MPA management through the development of competences. Some recommendations for improvements are made.

- Description: The objective of this study was to compare the nutrient status of full scavenging and semi-scavenging village chicken production systems. The semi-scavenging chickens were given broiler finisher mash between 14-24 weeks of age, whilst the full scavenging relied on natural foraging. The study also sought to compare the quality of meat from chickens from the two systems. After slaughtering the chickens, the crop contents were physically separated and analysed for chemical composition. Meat pH and colour were measured on the breast muscle of individual carcasses and a consumer sensory evaluation was also done on the breast muscle. The mean crop content weights per day were significantly higher in full scavenging chickens (±16.7g/day biomass) than in semi-scavenging chickens (±9.14g/day). Dry matter, calcium, and phosphorus levels were higher in the crop contents of the full than in the semi-scavenging chickens but crude protein, crude fibre and metabolisable energy were higher in the latter system. Semi-scavenging (1.3 ± 0.05kg) carcasses were heavier (P<0.05) than full scavenging ones (1.0 ± 0.06kg). The ultimate pH (24h) (pHu) of meat from full scavenging chickens (6.0 ± 0.03) was higher (P<0.05) than that of meat from the semi-scavenging chickens (5.7 ± 0.04). Meat from the full scavenging chickens had higher L* values (60 ± 1.2) than meat from the semi-scavenging chickens (47 ± 0.8). The a* value of meat of full scavenging chickens was significantly (P<0.05) less (4 ± 0.4) than that of meat from semi-scavenging chickens (15 ± 1.3). There was a significant positive (0.60) correlation between pHu and L* of meat from village chickens across rearing systems. The semi-scavenging system meat had better sensory attributes than the meat from the full scavenging system. Female consumers scored the typical flavour of village chicken meat across rearing systems higher (P< 0.05) than male consumers. The Shona consumers scored the meat higher (P< 0.05) than the Xhosa, Zulu, Ndebele and other tribes for initial juiciness, first bite impression and muscle fibre and tenderness of the chicken across rearing systems. Consumers scored of the meat from the semi-scavenging system higher (P<0.05) on initial juiciness (4.3 ± 0.20), first bite impression (4.2 ± 0.197), muscle fibre tenderness (4.5 ± 0.217) than meat from the full scavenging chickens. There were positive correlations (0.46) between aroma intensity and overall flavour intensity across both rearing systems. The semi-scavenging system produced better carcass characteristics, lighter (L*) meat and more consumer acceptable meat than full scavenging chickens. - Description: Learner-centred education has been in force in all schools in the Republic of Namibia since 1996. Progress towards adoption of learner-centred methods of teaching by teachers has been slow. The main purpose of this study is to examine how teachers understand the principles of learner-centred education in selected Secondary Schools in Omaheke Education Region. The secondary purpose of this study is to determine how teachers could be helped to improve the implementation of learner-centred education (LCE). The study used a qualitative approach. Data were collected from a purposively selected sample of Grade 10 accounting teachers in a specific region in Namibia by means of interviews, classroom observations and a qualitative questionnaire. Data were analysed thematically. The results indicated that, although the teachers had a positive attitude towards learner-centred education, they did not have the skills to adapt their teaching in an appropriate way to cope with the learner‟s lack of English literacy. The teachers possessed basic knowledge of learner-centred education practices, but found it very difficult to implement them in resource-poor environments. In addition, factors that hindered the effective implementation of learner-centred education in the classroom were identified. The study suggests ways to improve the knowledge and practices of teachers with regard to learner-centred teaching practices.

Assesssing small business training programme effectiveness in an incubator setting and beyond

- Description: The focus on entrepreneurs as drivers of the economies of nations has catapulted them into the forefront of the local and international marketplace. This has led to a demand for entrepreneurial education and training resulting in a plethora of different and often divergent views. One commonality that has emerged is that entrepreneurship can be taught; although it cannot be taught in conventional and traditional ways. It requires a move from traditional education and training to more enterprising participative and supportive forms of business development. It requires investments of time, resources and support. Incubators are facilities that are engaged with entrepreneurs and offer a variety of support including education and training. This study has assessed the effectiveness of training offered by the Seda Nelson Mandela Bay ICT incubator. There has been limited research undertaken on entrepreneurial education and training in an incubator setting. This study followed the qualitative paradigm. The sample comprised of 10 small businesses at the Seda Nelson Mandela Bay ICT incubator. Empirical data was obtained by interviewing the owners of the small businesses using an interview schedule. Issues such as the most effective training programme, content that it contained, methodology used and quality of the facilitator and applicability of the training programme were explored. The study found that the small businesses were opportunity driven rather than necessity driven and that the incubator served as a bridging facility in moving the businesses from the informal sector to the formal sector. The content of the training programmes was found to be effective when a mix of both theoretical and practical is offered especially with an emphasis on the underlying entrepreneurial themes of confidence, persistence and uncertainty and so on. It also found that training programmes should be linked to the life cycle of the business and address the specific needs of the small business owner. The start-up phase requires very specific training. Most of the facilitators were found to be experienced and empathetic. However, only a few were using a wider range of preferred learning styles favoured by entrepreneurs such as role playing, simulation, brainstorming and problem-solving techniques. The study also found that when generic training programmes are offered there was less recall on the part of the trainees. The management team of the incubator is an important determinant of the success of the incubatees and it is recommended that they need to be well versed in their sector and have good networking skills. There is a strong link between the theoretical and the practical content of training programmes especially where the emphasis is more on the practical content. It is recommended that facilitators pay attention to their relationship with trainees as it is a critical success factor in the training programme. Training programmes offered over a period of time add more value to the incubatee. This might be because of the mentoring and counselling that is available after each training module is completed. Finally, more research needs to be undertaken on the quality and effectiveness of training programmes offered by incubators to small businesses.

Identification of novel marine algal compounds with differential anti-cancer activity: towards a cancer stem-cell specific chemotherapy

- Description: Breast cancer remains the leading cause of cancer-related death in women worldwide. Furthermore, it has been demonstrated that the treatment-resistant ER-PR-HER2/neu- sub-type is more common among women of African descent, necessitating the search for novel chemotherapies for this form of the disease. The secondary metabolites produced by marine algae represent a rich source of structurally unique compounds with chemotherapeutic potential, particularly in South Africa, whose oceans allegedly host 15 % of the total number of species in the world. Indeed, a recent study reported the isolation of a range of novel compounds from South African red and brown algae of the Plocamium, Portiera and Sargassum genera which displayed cytotoxicity against oesophageal cancer cells in vitro. The molecular mechanisms mediating this toxicity were unknown, as was the effect of these and similar compounds on metastatic ER-PR-HER2/neu- breast cancer cell lines or breast cancer stem cells. The current study aimed to address these questions by screening a library of twenty-two novel marine algal compounds for the ability to inhibit MDA-MB-231 and Hs578T breast cancer cells, while having no adverse effects on non-cancerous MCF12A breast epithelial cells. While twelve of these were toxic in the micromolar range against breast cancer cells, only the polyhalogenated monoterpenes RU004 and RU007, and the tetraprenylated quinone sargaquinoic acid (SQA) were identified as hit compounds based on the criteria that their cytotoxicity was specific to breast cancer and not healthy breast cells in vitro. On the other hand, the halogenated monoterpene RU015 was found to be highly toxic to both breast cancer and non-cancerous breast cell lines, while the halogenated monoterpene stereoisomers RU017 and RU018 were non-toxic to either of these cell lines. The mode of action of RU004, RU007, RU015 and SQA, together with the previously characterized carotenoid fucoxanthin (FXN), was assessed in terms of the type of cell death induced and the effect on cell cycle distribution of these compounds. Flow cytometric analysis of the extent of Hoescht 33342 and propidium iodide staining along with PARP cleavage studies suggested that SQA induced apoptosis in MDA-MB-231 cells. On the other hand, the highly toxic compound RU015 appeared to induce necrosis as evidenced by 50 kDa PARP cleavage product in MDA-MB-231 cells. The flow cytometry profiles of MDA-MB-231 and Hst578T cells treated with the hit compounds RU004 and RU007 were suggestive of the induction of apoptosis by these compounds. Cell cycle analysis by flow cytometry with propidium iodide staining revealed that both SQA and FXN induced G0-G1 arrest together with an increase in the apoptotic sub-G0 population, which agreed with previous reports in the literature. The molecular mechanism of action of SQA and FXN were further investigated by the identification of specific signal transducer molecules involved in mediating their anti-cancer activities. SQA was found to require the activity of numerous caspases, including caspase-3, -6, -8, -9, -10 and -13, for its cytotoxicity and was demonstrated to decrease the level of the antiapoptotic protein Bcl-2. On the other hand, FXN was shown to require caspase-1, -2, -3, -9 and - 10 for its toxicity. This, together with the ability to decrease the levels of Bcl-2, pointed to the involvement of the intrinsic pathway in particular in mediating the activity of FXN. The screening of algal compounds against non-cancerous breast epithelial cells carried out in this study, together with the investigation into their mechanisms of action, represent one of the few reports in which characterization of algal metabolites goes beyond the initial cytotoxicity assays. Finally, in order to assess the potential anti-cancer stem cell activity of the marine algal compounds, a subset of these was screened using a mammosphere assay technique developed in this study. The cancer stem cell (CSC) theory proposes that cancers arise from and are maintained by a specific subpopulation of cells able to undergo asymmetric cell division and termed CSCs. These CSCs are capable of anchorage-independent growth in serum-free culture conditions, such as those in the mammosphere assay. Using this assay, the novel halogenated monoterpene stereoisomers RU017 and RU018 were demonstrated to possess putative anti- CSC activity as evidenced by their ability to completely eliminate mammosphere formation in vitro. Furthermore, since RU017 and RU018 were non-toxic to both breast cancer and healthy breast cells, it appeared that the activity of the compounds was potentially specific to the CSCs. The results require further validation, but represent the first report of selective anti-CSC activity.
