Futures studies for the southern African region : ‘from Africa’ not ‘on Africa’

- Description: Futures studies is well established in the Nordic region and its history can be readily charted, but in Africa it barely exists in an institutional form and its evolution and impact is little known or understood. The first two sections of our paper briefly examine the history of futures studies, spending most attention on the African experience. We go on to show that the Higher Education landscape in the Southern African Development Community (SADC) region is very different to that in the Nordic region. Recent futures reports present forecasts and scenarios that show a differentiated Higher Education landscape in the SADC; there are few Higher Education Institutions (HEIs) and even the most optimistic forecasts show that the region as a whole will not meet the international enrollment norm of 30% by 2050. The last part of the paper examines our experience of collaboration with Finland and its well developed linkages between state and Universities. One outcome of three years of collaboration from 2007 to 2009 between two SANORD members, the Finland Futures Research Centre (now a part of the University of Turku) and Rhodes University, was a proposal to develop a multi-disciplinary, inter-institutional futures studies program intended to help Africa find its own voice in futures studies. The final part of our presentation reflects on the unsuccessful experiences that we have had to date in finding funding. We conclude by asking whether our experience can be seen as highlighting some of the challenges SANORD may be positioned to overcome if the SADC region’s HEIs are to achieve the Knowledge Village scenario and begin to match their Nordic counterparts.

- Description: Since the deregulation of Voice over Internet Protocol (VoIP) in 2005, many South African organizations are now attempting to leverage its cost saving and competitive values. However, it has been recently cited that VoIP is one of the greatest new risks to organizations and this risk is cited to increase Information Security insurance premiums in the near future. Due to the dynamic nature of the VoIP technology, regulatory and legislative concerns such as lawful interception of communications and privacy may also contribute to business risk. In order to leverage value from the VoIP implementation, an organization should implement the technology with knowledge of the potential risk of civil liability. This is further highlighted by the King III Report which indicates that the Directors of an organization should be ultimately responsible for Corporate Governance and, therefore, IT Governance and Information Security Governance. The report goes further to say that any newly implemented technology, such as VoIP, should comply with all South African legislation and regulations. This responsibility encourages the practice of both due care and due diligence. However, recent trends exercised by Information Security professionals, responsible for drafting Information Security policies and related procedures, often neglect the regulatory requirements and choose to only implement international best practices with no consideration of the risk of civil liability. Although these best practice frameworks may inadvertently comply with existing local legislation, a chance of an oversight is possible. Oversights may not only result in criminal sanctions, but also civil action due to losses or damages suffered. With regard to implementing VoIP, good Corporate Governance could potentially be ensured through the use of both identified regulations and relevant international best practices. This dissertation aims to aid organizations in avoiding or at least mitigating the risk of civil liability to better leverage VoIP’s value, through good Corporate Governance practices. This should aid in the exercise of due care and due diligence when implementing VoIP as a means of conducting business communication.

- Description: This study seeks to determine the impact of Information and Communication Technologies (ICTs) on livelihoods of smallholder farmers in Zimbabwe. The study was motivated by the fact that benefits of ICT development still need to be known among rural smallholder farmers in Zimbabwe. ICTs have been upheld as catalysts for the promotion of rural livelihoods the world over. The question that remains is whether ICTs in Zimbabwe promote livelihoods of smallholder farmers. Although the Government formulated the ICT policy in 2005, the benefits still need to be known among rural smallholder farmers in Zimbabwe. The challenges faced by smallholder farmers include limited access to ICTs, high costs in ICT services and lack of ICT infrastructural development in the country. The challenges hindered ICT benefits that are expected to accrue to smallholder farmers. This study is significant in the view that most studies on ICT have focused on the general roles of ICT on rural development without giving particular attention to smallholder farming that has a potential of reducing poverty and promoting food security. For a theoretical lens, the Sustainable Livelihood Approach was used with special attention to Chapman et al (2001)’s information wheel. Regarding methodological issues, the study followed a qualitative research methodology guided by a secondary analysis research design. Data were collected from published reports of government, reports from the Ministry of ICT, internet, journals, newspapers and periodicals. The study established that ICTs promote livelihoods of smallholder farmers through the dissemination of vital information for improvement of agricultural productivity. From the research findings, the study proposes four main recommendations. Firstly, strengthening of ICT policy for effective smallholder farmers. Secondly, the government to organise ICT awareness campaigns directed towards rural people especially smallholder farmers. Thirdly, up scaling ICT Infrastructural development .Finally, a large-scale ICTs and livelihoods research must be commissioned in the country.

- Description: The study Assess the role of Cooperatives in Poverty Alleviation in the Eastern Cape Case Study of Amathole District Municipality how cooperatives are conducted in the Amathole District Municipality and establishes the perceptions of staff and members of the public about the service rendered by the municipality, and developing the mechanisms that can be used to identify cooperatives activities and how to improve the services rendered by the municipality, and if there are any challenges, they must be resolved. The research was also to look at how the support from government and other government agencies are used to enhance the cooperatives governance. Lastly, the research was to find the best model for cooperative development and what needs to be done to enhance the capacity of the cooperatives. The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

- Description: This thesis documents an action research project that was carried out within the Department of Computing Sciences at the Nelson Mandela Metropolitan University (NMMU), South Africa, from January 2010 to December 2011. The overall aim of the research was to foster an environment in which academics could explore ways to teach using an integrative approach to education. Previous research within the department had raised the concern that students were graduating without the type of high-level cognitive skills that were required in the workplace. While the students’ technical skills were perceived as being excellent, employers indicated that students would benefit from opportunities to develop or improve skills such as communication, teamwork, innovative thinking and time management. These skills include high-level cognitive skills, and are often referred to as “soft skills”. The academics participating in the research project came to believe that it was essential to develop teaching methods that would provide opportunities for students to develop these soft skills, in conjunction with the content and technical knowledge currently addressed in their courses. The research project followed the living theory approach to action research. A living theory action research project allows the researcher to investigate her own teaching, and develop a theory of practice. The theory of practice can be applied to the issues under investigation, to improve the situation or solve problems. At the same time, the theory of practice can contribute to the body of knowledge within the academic domain of the research. Action research is an iterative, cyclical process. There were four research cycles, each one semester in length, during the two years of the project. The project will continue, with a fifth research cycle, starting in January 2012. By the end of the fourth research cycle—Semester Two, 2011—there were eleven academics actively participating in the research group. The project had extended its influence to include academics from the Department of Mathematics at NMMU. The academics ranged from senior, long-serving professors to junior lecturing staff. The results of the research, or the researcher-practitioner’s living theory, explain the process by which an effective and enthusiastic community of practice, dedicated to improving the academics’ teaching and learning practice, was developed. The living theory is applicable to academics within a scientific discipline, desiring to explore and improve their education practice. My living theory explains the characteristics of the TLC (The Learning Community) space, and the action strategies for creating such a space. The explanation of the process of this project includes an analysis of the development process of the research group, typical characteristics of the environment or “space” of the group, and action strategies that other academics could use to create a similar community of practice.

- Description: Lack of quality in the South African construction industry is causing various problems for different stakeholders. The causes of this lack in quality are due to various different attributes. Corruption has become one of the leading causes with regards to lack of quality. Quality assurance can mitigate or eliminate defects through the implementation of a quality management system. Defects manifest primarily through cracking, dampness, detachment, and water leaks. Defects are categorized as structural, subsidence, acoustic and thermal. In terms of time, defects are either patent or latent, and can be discovered through observation, inspection and various tests. The causes of defects are ultimately due to error or omission, either during design or during the construction phases. Defects may also result due to procurement related factors, such as appointment of incompetent contractors. The result of defects is customer dissatisfaction, rework and disputes. Non-conformance to requirements results in rework and this in turn contributes to time and cost overruns. The aim of this research was to investigate the greatest cause that leads to defects in houses; the most common type of defect; and why projects fail in term of project management terms (due to defects). Results of quantitative research amongst professionals within the construction industry in the Western and Eastern Cape of South Africa as well as literature that has been reviewed form the basis of this study. Architectural practices, consulting engineering practices, and general building contractors were selected on a random sample basis, and surveyed using an online questionnaire. The study revealed that inadequate artisan skills is the biggest cause leading to defects in houses, and that cracks are the most frequent type of defect occurring. Projects fail in project management terms because of defects as the construction time of the projects are increased. The study revealed that construction related causes of defects dominate over design related causes. This study should be of value to both construction industry professionals as well as their clients.

- Description: Lack of quality in the South African construction industry is causing various problems for different stakeholders. The causes of this lack in quality are due to various different attributes. Corruption has become one of the leading causes with regards to lack of quality. Quality assurance can mitigate or eliminate defects through the implementation of a quality management system. Defects manifest primarily through cracking, dampness, detachment, and water leaks. Defects are categorized as structural, subsidence, acoustic and thermal. In terms of time, defects are either patent or latent, and can be discovered through observation, inspection and various tests. The causes of defects are ultimately due to error or omission, either during design or during the construction phases. Defects may also result due to procurement related factors, such as appointment of incompetent contractors. The result of defects is customer dissatisfaction, rework and disputes. Non-conformance to requirements results in rework and this in turn contributes to time and cost overruns. - Description: The 70 kDa heat shock proteins expressed by Plasmodium falciparum (PfHsp70s) are believed to be essential to both the survival and virulence of the malaria parasite. A total of six Hsp70 genes have been identified in the genome of P. falciparum. However, only four of these encode canonical Hsp70s, which are believed to localise predominantly in the cytosol (PfHsp70-1 and PfHsp70-x), the endoplasmic reticulum (PfHsp70-2) and mitochondria (PfHsp70-3) of the parasite. These proteins bind and release peptide substrates in an ATP-dependent manner, with the aid of a J-domain protein cochaperone and a nucleotide exchange factor (NEF). The aim of this study was to identify the residues involved in the interaction of these PfHsp70s with their peptide substrates, their J-domain cochaperones and potential NEFs. These residues were then mapped to three-dimensional (3D) structures of the proteins, modelled in three different conformations; each representing a different stage in the ATPase cycle. Additionally, these proteins were compared to different types of Hsp70s from a variety of different organisms and sequence features found to be specific to each PfHsp70 were mapped to their 3D structures. Finally, a novel modelling method was suggested, in which the structures of templates were remodelled to improve their quality before they were used in the homology modelling process. Based on the analysis of residues involved in interactions with other proteins, it was revealed that each PfHsp70 displayed features that were specific to its cellular localisation and each type of Hsp70 was predicted to interact with a different set of NEFs. The study of conserved features in each PfHsp70 revealed that PfHsp70-x displayed various sequence features atypical of both Plasmodium cytosolic Hsp70s and cytosolic Hsp70s in general. Additionally, residues conserved specifically in Hsp70s of Apicomplexa, Plasmodium and P. falciparum were identified and mapped to the each PfHsp70 model. Although these residues were too numerous to reveal any information of specific value, these models may be useful for the purposes of aiding the design of drug compounds against each PfHsp70. Finally, the novel modelling approach did show some promise. Half of the models produced using the modified templates were of a higher quality than their counterparts modelled using the original templates. This approach does still require a lot of validation work and statistical evaluation. It is hoped that it could prove to be a useful approach to homology modelling when the only templates available are poor quality structures.

- Description: The historic year of 1994 marked the demise of the apartheid government and its replacement with a new era of participative democracy in South Africa. Government in the new South Africa adopted a decentralised structure underpinned by chapter three of the Constitution (1996). Consequently, there are three spheres of government, which are, national, provincial and local levels. These spheres are obliged and mandated to mutually cooperate and support each other through peaceful interactions termed intergovernmental relations (IGR) which are aimed at achieving a cooperative system of government. IGR is institutionalised through forums which cut-across all spheres of government and such structures are established by the Intergovernmental Relations framework Act (No. 13 of 2005). Sustained intergovernmental cooperation can lead to an integrated and coordinated system of government, which can, deliver services effectively while meeting the needs of the citizens and ultimately promoting sustainable socio-economic development in South Africa.The aim of this empirical study was to assess the role played by cooperativegovernment and intergovernmental relations in promoting effective delivery of services in the Amathole District Municipality (ADM). Local government is the ‘grassroots’ government and it is where the actual rendering of services is situated which was reason behind the choice of the study area by the researcher. The study adopted amixed-method research paradigm in which both the quantitative and qualitative research paradigms were triangulated to ensure that the validity and reliability of the research findings is improved. Data in the study was gathered from a representative sample of seventy (70) respondents carefully selected using non-random sampling designs, viz, judgmental and snowball sampling. The study used both primary (questionnaires and interviews) and secondary (documentary analysis) sources of data to achieve the research objectives as validly as possible. Respondents in the study comprised of municipal officials, IGR practitioners, representatives from Community Based Organisations and the residents of ADM. Data analysis was done using the Statistical Package of Social Sciences (SPSS) software and the mains findings of the study were that; ADM has got IGR forums in existence although some of these are dormant and dysfunctional, only three out of the seven local municipalities in ADM are cooperative in IGR, there is general lack of political will on the side of politicians in terms of support of IGR initiatives, political factionism and interferences is crippling IGR and cooperation, the legal framework for IGR needs revision and revamping, there are still communities without access to basic services in ADM, public sector planning cycles are fragmented and need synergisation and IGR is not being monitored and evaluated. The study therefore recommended that; the relevant stakeholders in IGR should be fully dedicated towards cooperation, planning cycles for public entities need to be synergised, the National Planning Commission (NPC) should take an oversight role in the entire planning process, the legislation should be enacted which has a clause for punitive action being taken against those who fail to cooperate in IGR and the national, provincial and local governments should prioritise access to basic services in communities cooperatively.

The adoption of health information technologies can assist these organizations to deliver a quality service; however, this again exposes the health information to threats. The protection of personal health information is critical to ensure the privacy of patients in the care of health service organizations. Therefore both quality and information security are of importance in healthcare. Organisations commonly use management system standards to assist them to improve a particular function (e.g. quality or security) through structured organizational processes to establish, maintain and optimise a management system for the particular function. In the healthcare sector, the ISO 9001, ISO 9004 and IWA 1 standards may be used for the purpose of improving quality management through the establishment of a quality management system. Similarly, the ISO 27001 and ISO 27799 standards may be used to improve information security management through the establishment of an information security management system. However, the concurrent implementation of multiple standards brings confusion and complexity within organisations. A possible solution to the confusion is to introduce an integrated management system that addresses the requirements of multiple management systems. In this research, various standards relevant to the establishment of management systems for quality and security are studied. Additionally, literature on integrated management systems is reviewed to determine a possible approach to establishing an IMS for quality and information security in healthcare. It will be shown that the quality management and information security management standards contain commonalities that an integration approach can be based on. A detailed investigation of these commonalities is done in order to present the final proposal of the IMSQS, the Integrated Management System for Quality and Information Security in healthcare.

Efforts to align the South African education system with the democratic principles of the Constitution, not only in terms of eradicating past racial divides, but also in terms of accessibility to learners who experience barriers to learning are eminent. The South African Government issued various policies to ensure quality, equitable and accessible education for all, irrespective of ability. Theoretically, no learner should therefore being discriminated against on any basis. In practice, however, thousands of learners, especially those who experience barriers to learning are denied the opportunity to receive meaningful development opportunities in many mainstream primary schools, resulting in their early drop out from school without having acquired the basic skills and knowledge to become self sustainable members of their communities. With the adoption of Bronfenbrenner’s ecological model as theoretical framework for this study, the primary aim of this qualitative investigation was to investigate and describe how effective learners who experience barriers to learning are managed in mainstream primary schools and to develop a framework for the creation of more sustainable management systems to ensure that the needs of all learners are met. The findings of the empirical investigation revealed that most learners who experience barriers to learning are currently not managed effectively in mainstream primary schools due to factors situated across the whole education system, to the detriment of learners who experience barriers to learning. Based on the findings of the empirical investigation, this study proposes a framework which will ensure the effective management of learners who experience barriers to learning in mainstream primary schools. The framework include recommendations to be implemented across all layers of the ecological system.

Narrative psychology and social constructionism provided the theoretical basis in which our storied lives are located in culturally inscribed narratives, with specific discourses around time and stress. Time discourses tend to pressurise people to believe that it is better to go about daily life at a fast pace, which requires significant hurrying and rushing with pervasive senses of time urgency. Stress discourse locates stress management within individuals. One-on-one semi structured interviews were held so that participants could reflect on their experience of time and the present moment orientation of the programme. Participants’ perceived a shift in how they experienced time with greater awareness of being present-focussed and they identified stress reduction benefits, which included feeling calmer, less panicked and more self-accepting. However, some of the participants maintaining the formal mindfulness practices like the body scan, meditation and mindful movement after the programme often proved difficult, as they were drawn back into their dominant narratives around time which were characterised by busyness, productivity and time scarcity.

- Description: The 1994 democratic elections heralded a significant change in South Africa‟s political and social landscapes. This historic moment, and the subsequent democratic developmental processes that unfolded aimed at laying the foundations for a democratic state, were the culmination of a long history of struggle by the Black majority, in alliance with other social forces, against colonialism and apartheid. One of the significant social forces that emerged as part of this struggle against racial oppression was the African National Congress Youth League (ANCYL). It is argued that the two most important developments in South African politics during the 1940‟s were the emergence of the African National Congress Youth League and the consolidation of its influence on the ANC leadership. The African National Congress Youth League was formed against the background of very distinct circumstances, the first being the worsening economic conditions for the growing African working class and the declining African peasantry. The second was the inability of the African National Congress to respond to the material challenges confronted by the African majority, because of its leadership and organisational weaknesses. The political programme of the ANCYL was rallied under the ideological auspices of African Nationalism, and its organisational programme under the articulated need to build a mass based and campaigning organisation. With a very strong leadership, the ANCYL was able to, within five years, assert its leadership and authority in the ANC with key elements of its manifesto forming significant parts of the ANC Programme. This culminated into the rise of the generational theme of the ANC Youth League of “Freedom in our Lifetime”. Essentially freedom was conceived as the abolishment of formal apartheid, and the delivery of a democratic South Africa. Formal democracy became a reality in South Africa in 1994 and at the helm of the ANC and the new government was the ANC Youth League generation of the 1940‟s. This generation had over fifty years struggled for freedom and 1994 represented the formal victory over apartheid and the attainment of a generational mission. The ushering in of formal democracy in 1994 heightened the expectations of the black majority in terms of its elevation from a point of view of its existing socio-economic realities. Close to twenty years after the end of formal apartheid the reality has been less than satisfactory in terms of addressing these socio-economic realities. What has been observed on the contrary is an increase in key measures such inequality and unemployment. Subsequent to that has been a less than satisfactory performance in the area of economic transformation which has been seen as a critical limiting factor in addressing the legacies of apartheid, particularly among the black majority. These limits to transformation have resulted in discontentment among the majority, claiming that democracy has not yielded to any significant changes in their material lives. The discontentment has been particularly proliferated among the youth, who bear the brunt of social challenges such as unemployment. The ANC Youth League, has had to confront the reality of being of a youth league of a governing party and balancing that with the social discontentment that has developed among South African, particularly the youth, as a result of perceived lack of social transformation. In balancing these two realities, the ANC Youth League has found itself at the centre of South African politics similarly to the 1940s generation of ANC Youth League leaders of the Youth League who had been mobilised under the theme of “Freedom in our Lifetime”. The contradictions within the ANC, of which the ANC Youth League has found itself at the centre of, and the need to become a socially relevant political force have culminated into the birth of a generational theme led by the ANC Youth League of “Economic Freedom in our Lifetime”.

- Description: Garcinia kola is one of the plants used in folklore remedies for the treatment of microbial infections. Bacterial resistance to commonly used antibiotics has necessitated the search for newer and alternative compounds for the treatment of drug resistant microbial infections. This study focuses on the bioactivity of G. kola seeds on Streptococcus pyogenes (ATCC 49399), Staphylococcus aureus (NCTC 6571), Plesiomonas Shigelloides (ATCC 51903) and Salmonella typhimurium (ATCC 13311), organisms which can cause illnesses from mild to severe with potentially fatal outcomes. The crude ethyl acetate, ethanol, methanol, acetone and aqueous extracts were screened by agar-well diffusion method and the activities of the extract were further determined by Minimum Inhibitory Concentration (MIC) and Minimum Bactericidal Concentration (MBC) assays. The inhibition zones ranged from 0 - 24 mm, while MIC and MBC of the extract ranged between 0.04 - 1.25 mg/mL and 0.081 - 2.5 mg/mL respectively. Chloroform/ Ethyl Acetate/ Formic acid (CEF) solvent system separated more active compounds followed by Ethyl Acetate/ Methanol/ Water (EMW) and Benzene/ Ethanol/ Ammonium Hydroxide (BEA). The extracts were fractionated by Thin Layer Chromatography (TLC). Bioautography was used to assess the activity of the possible classes of compounds present in the more active extracts. Column chromatography was used to purify the active compounds from the mixture while Gas Chromatography-Mass Spectrometry (GC-MS) was used to identify the phyto components of the fractions. The MIC of the fractions ranged between 0.0006 - 2.5 mg/mL. CEF 3 (F3), CEF 11 (F11) and CEF 12 (F12) revealed the presence of high levels fatty acids Linoleic acid, 1, 2-Benzenedicarboxylic acid and 2, 3-Dihydro-3, 5-dihydroxy-6-methyl, respectively. The results obtained from this study justify the use of this plant in traditional medicine and provide leads which could be further exploited for the development of new and potent antimicrobials.

- Description: Globally, organisations have recognised the strategic importance of knowledge management (KM) and are increasingly focusing their efforts on practices to foster the creation, sharing and integration of knowledge. Whilst most research in Knowledge Management (KM) has focused on the private sector, there is a breadth of potential applications of KM theory and practice for government agencies to adopt in search of resolving pertinent problems. The purpose of this study is to examine the factors that influence the effectiveness of knowledge management towards collaborative problem solving in government. What is missing is research-based evidence of the factors that influence the main factors for knowledge sharing across government agencies. Given this gap, the researcher addresses the research question: In government agencies mandated to resolve issues of crime, what are the key factors required which support and influence the collaborative sharing culture? Upon analysing the data, the researcher found the following key factors as being determinants on knowledge management: organisational culture, learning organisation, collaboration, subject matter experts and trust. The two factors – organisational culture and learning organisation were identified as the most significant factors which lay as the root or core for the ‘knowledge tree’. Once these roots are in place, the other factors will gain their significance on knowledge management. These findings serve to extend the findings of the existing literature within the government sector. This study is important because the findings provide government agencies with critically important information to guide their actions towards ensuring a knowledge sharing culture is embedded in government. Whilst the empirical findings do not focus on databases or information technology specifically, it is important to acknowledge the use of both technology and people. The main concern is with managing an organisation’s knowledge assets: creating, storing, protecting, disseminating and using mission-critical knowledge. When people need knowledge, is it the right knowledge and is it timely and easy to locate and access? Is this precious commodity updated as learning occurs and better ways of doing things are discovered? The awareness of the value of knowledge to a business, coupled with its leadership, acts as an integrator that improves cross- functional communication and cooperation. Shared knowledge not only makes for a more effective, efficient and agile organisation, but creates a common perspective and culture that produces a natural consistency of successful decisions and actions. The collaborative knowledge tree model proposed in this study uses the analogy of a tree when viewing South African government agencies as the branches of a collective tree (government). This ‘tree’ requires leaders and policy making to ‘dig deep’ into understanding the roots of the tree in order to ensure that the appropriate ‘seeds’ are planted such that the tree grows and is able to provide the necessary fruit required. Ultimately, as suggested by former President Thabo Mbeki (2012) in his address, the role of knowledge would thus be seen as a collaborative means towards the betterment of society.

The effect of module design flaws was studied by using current-voltage (I-V) curves obtained from each module in the array. The position of reverse bias steps revealed the severity of mismatch in a string of series-connected cells. By understanding the effects of the various types of mismatch, power losses and damage to the solar cells resulting from hot spot formation can be minimized and several recommendations for improving the basic performance of similar systems were made. Concern over the extent and type of defect failure of the concentrator photovoltaic (CPV) cells prompted an investigation into the use of a light beam induced current (LBIC) technique to investigate the spatial distribution of defects. An overview of current and developing LBIC techniques revealed that the original standard LBIC techniques have found widespread application, and that far-reaching and important developments of the technique have taken place over the years. These developments are driven by natural progression as well as the availability of newly developed advanced measurement equipment. Several techniques such as Lock-in Thermography and the use of infrared cameras have developed as complementary techniques to advanced LBIC techniques. As an accurate contactless evaluation tool that is able to image spatially distributed defects in cell material, the basis of this method seemed promising for the evaluation of concentrator cells.

Characterization of cell mismatch in photovoltaic modules using electroluminescence and associated electro-optic techniques

- Description: Solar cells allow the energy from the sun to be converted into electrical energy; this makes solar energy much more environmentally friendly than fossil fuel energy sources. These solar cells are connected together in a photovoltaic (PV) module to provide the higher current, voltage and power outputs necessary for electrical applications. However, the performance of the PV module is limited by the performance of the individual cells. Cell mismatch occurs when some cells are damaged or shaded and produce lower current output than the other cells in the series connected string. The cell mismatch lowers the module performance and can result in further damage as the weak cells are reverse biased and dissipate heat. Bypass diodes can be connected into the module to increase the module current output and prevent further damage. Since cell mismatch results in a significant decrease in the performance of deployed modules it is important to fully understand and characterise its effect on PV modules. PV modules can be characterised using various techniques, each providing important information about the performance of the module. Most commonly the current-voltage (I-V) characteristic curve of a module is measured in outdoor, fully illuminated conditions. This allows performance parameters such as short circuit current (Isc), open circuit voltage (Voc) and maximum power (Pmax) to be determined. In addition to this the shape of the curve allows device parameters like series and shunt resistances to be determined using parameter extraction algorithms like Particle Swarm Optimisation (PSO). The extracted parameters can be entered into the diode equation to model the I-V curve of the module. The I-V characteristic of the module can also be used to identify poor current producing cells in the module by using the worst-case cell determination method. In this technique a cell is shaded and the greater the drop in current in the whole module the better the current production of the shaded cell. The photoresponse of cells in a module can be determined by the Large-area Light Beam Induced Current (LA-LBIC) technique which involves scanning a module with a laser beam and recording the current generated. Electroluminescence (EL) is emitted by a forward biased PV module and is used to identify defects in cell material. Defects such as cracks and broken fingers can be detected as well as material features such as grain boundaries. These techniques are used to in conjunction to characterise the modules used in this study. The modules investigated in this study each exhibit cell mismatch resulting from different causes. Each module is characterised using a combination of characterisation techniques which allows the effect of cell mismatch be investigated. EL imaging enabled cracks and defects, invisible to the naked eye, to be detected allowing the reduced performance observed in I-V curves to be explained. It was seen that the cracked cells have a significant effect on the current produced by a string, while the effect of delaminated areas is less severe. Hot spots are observed on weak cells indicating they are in reverse bias conditions and will degrade further with time. PSO parameter extraction from I-V curves revealed that the effect of module degradation of device parameters like series and shunt resistances. A module with cracked cells and degradation of the antireflective coating has low shunt resistance indicating current losses due to shunting. Similar shunting is observed in a module with delamination and moisture ingress. The extracted parameters are used to simulate the I-V curves of modules with reasonable fit. The fit could be improved around the “knee” of the I-V curve by improving the methods of parameter extraction. This study has shown the effects of cell mismatch on the performance and I-V curves of the PV modules. The different causes of cell mismatch are discussed and modules with different cell configuration and damage are characterised. The characterisation techniques used on each module provide information about the photoresponse, current generation, material properties and cell defects. A comprehensive understanding of these techniques allows the cell mismatch in the modules to be fully characterized.

These solar cells are connected together in a photovoltaic (PV) module to provide the higher current, voltage and power outputs necessary for electrical applications. - Description: The assessment of the motivational value of rewards in the world of work is interesting but difficult to understand. Variations in research reports and inadequate comprehension of the efficiency and motivational value of rewards have brought about confusions, controversies and contradictions among authors, researchers, consultants and practitioners in the field of Industrial and Organisational Psychology (Mangham, 2007; Muula, 2006; Muula & Maseko, 2005; Palmer, 2006; World Bank, 2004). As a consequence, organisations are applying theories and models of motivation selectively depending on their beliefs, ideological framework of values and assumptions (Dzimbiri, 2009). The study was therefore carried out as a positive contribution to the existing knowledge and debate on the motivational value of rewards for health professionals in the public health sectors of the developing countries. Through a systematic sampling method, 571 health professionals were sampled for the study. Data were collected through the use of a self-administered questionnaire which was composed based on the data collected from desk research/literature review, focus group discussions and interviews. The findings of the study revealed that the Malawi‟s Ministry of Health (MoH) is failing to attract, motivate and retain health professionals; there is perception of inequity of the rewards among the health professionals; health professionals develop coping strategies to supplement their monthly financial rewards; health professionals engage in corrupt practices to supplement their monthly financial rewards; and there is erosion of industrial democracy in the Malawi‟s Public Health Sector. While the statistical testing of the hypothesized model proved a lack of fit between the variables, the statistical testing of the re-specified model suggests that there is a positive relationship between financial rewards and reward-related problems being faced by health professionals in the Malawi‟s MoH. Through the Structural Equation Modeling (SEM) exercise, an inverse (negative) relationship between financial and non-financial rewards was deduced, and scientifically and graphically demonstrated. Both the re-specified and graphical models symbolize a pragmatic departure from the theoretical model whose authors (Franco, Bennett, Kanfer & Stubblebine, 2004) are largely inclined to the use of non-financial rewards and suggest that financial rewards should be used with caution. These findings also reject the Herzberg‟s two factor theory (Herzberg, 1960) which claims that financial rewards (salaries) are not a motivator. The major recommendations of the study are that the Franco et al.‟s (2004) model should be adopted and adapted in the Malawi‟s MoH with the view that the value of both financial and non-financial rewards (as motivators) varies from individual to individual due to individual differences and prevailing factors/forces in both the work environment and wider society in which the MoH operates; a hybrid reward system combining the strengths of time-based, performance-based and competence-based reward systems should be developed and implemented; the results of scientifically testing the re-specified model and the inverse (causal) relationship established between financial and non-financial rewards (as demonstrated in a graphic model) should be re-tested with other samples in the public health sectors of the developing countries; and the motivational value of non-financial rewards should be scientifically established and compared with the motivational value of financial rewards used independent of each other in business organisations to make an objective conclusion on the rewards-motivation debate.

There was also consensus that intractable conflict adversely affects the culture of learning and teaching in schools. Among the recommendations highlighted at the end are to ensure that prospective school managers are empowered with conflict management skills before assuming their positions.
