- Description: This research study aims to make recommendations on how the Local Economic Development (LED) of the Inkwanca Local Municipality can be made effective. The researcher has conducted a qualitative research study through the use of interviews as the data collection tool, in order to obtain information from specific population members of the concerned local municipality on LED issues. The participants of the research included municipal officials, community project members and the official from the Department of Social Development. The study consists of five chapters: Chapter 1 is the introduction chapter where the whole project background is outlined. Chapter 2 consists of the literature review, where various ideologies on the concepts of LED have been discussed. Chapter 3 describes the methodology used to conduct the research and outlines the route that was taken in acquiring the required data. Chapter 4 consists of the findings of the study. This chapter presents these findings in different themes and covers responses given by coded participants. Moreover, Chapter 4 also discusses the aims and objectives of the study, and states that the research findings have achieved the aims of the research in the analysis of data. Finally, Chapter 5 consists of the summary of the study background, challenges of the study and some recommendations by the researcher. The conclusion is that the presumption of the research problem has been confirmed by the study. The Inkwanca Local Municipality does need some urgent intervention in order to enhance the LED of the area. Recommendations for LED challenges and opportunities acquired from the findings provide direction on how the LED of the Inkwanca Local Municipality can be made effective in order to reduce poverty and the unemployment rate in the area.

Increased admission into South African universities has meant an increase in student diversity and different levels of preparedness of the students negotiating their way through their academic studies. Academic success of students remains a focus and one way of addressing this has been the introduction of various extended programmes at South African universities. Extended programmes have various academic development initiatives embedded in the coursework. These are designed to assist the academic progress of students. However, student success remains elusive as so many factors may impact. The purpose of this study therefore, was to investigate the perceptions of the National Diploma (Engineering: Electrical) Extended Programme students with regard to the benefits of the academic development initiatives offered by the NMMU, in order to gain a deeper understanding of their experiences as Extended Programme students. An exploratory sequential research design was employed, consisting of two phases of data collection, following each other successively (Creswell, 2012). The first phase of the data collection involved both quantitative and qualitative data. This was followed by a consecutive collection of qualitative data with the aim to enhance the themes that emerged from the first phase of this study. This mixed-methods research design facilitated the gathering of rich data to answer the research questions. The results indicated that these students perceived the academic development initiatives they received as positive and beneficial to their development. In addition, they felt adequately prepared for the mainstream curriculum; acquired and applied many skills relative to their field; and considered themselves to be at an advantage when comparing themselves to their mainstream counterparts.

A context-aware model to improve usability of information presented on mobile devices

The combined influence of recent enabling technologies such as Web 2.0, mobile app stores and improved wireless networks have driven the increase in online applications that allow users to access various types of information on mobile devices regardless of time and location. Examples of such applications (usually shortened to app) include: social media, such as FacebookTM App and TwitterTM App, banking applications such as (Standard Bank South Africa)TM Mobile Banking App and First National Bank (FNB) BankingTM App, and news application such as news 24TM App and BBCTM News App. Online businesses involved in buying, selling and business transaction processing activities via the Internet have exploited the opportunity to extend electronic commerce (e-commerce) initiatives into mobile commerce (m-commerce). Online businesses that interact with end user customers implement business to consumer (B2C) m-commerce applications that enable customers to access and browse product catalogue information on mobile devices, anytime, anywhere. Customers accessing electronic product catalogue information on a mobile device face a number of challenges such as a long list of products presented on a small screen and a longer information download time. These challenges mainly originate from the limiting and dynamic nature of the mobile apps operating environment, for example, dynamic location, bandwidth fluctuations and, diverse and limited device features, collectively referred to as context. The goal of this research was to design and implement a context-aware model that can be incorporated into an m-commerce application in order to improve the presentation of product catalogue information on m-commerce storefronts. The motivation for selecting product catalogue is prompted by literature which indicates that improved presentation of information in m-commerce (and e-commerce) applications has a positive impact on usability of the websites. Usable m-commerce (and e-commerce) websites improve efficiency in consumer behaviour that impacts sales, profits and business growth. The context-aware model aimed at collecting context information within the user environment and utilising it to determine optimal retrieval and presentation of product catalogue in m-commerce. An integrated logical context sensor and Mathematical algorithms were implemented in the context-aware model. The integrated logical context sensor was responsible for the collection of different types of predetermined context information such as device specification or capabilities, connection bandwidth, location and time of the day as well as the user profile. The algorithms transformed the collected context information into usable formats and enabled optimal retrieval and presentation of product catalogue data on a specific mobile device. Open-source implementation tools were utilised to implement components of the model including: HTML5, PhP, JavaScript and MySQL database. The context-aware model was incorporated into an existing m-commerce application. Two user evaluation studies were conducted during the course of the research. The first evaluation was to evaluate the accuracy of information collected by the context sensor component of the model. This survey was conducted with a sample of 30 users from different countries across the world. In-between the context sensor and main evaluation surveys, a pilot study was conducted with a sample of 19 users with great experience in mobile application development and use from SAP Next Business and Technology, Africa. Finally an overall user evaluation study was conducted with a sample of 30 users from a remote area called Kgautswane in Limpopo Province, South Africa. The results obtained indicate that the context-aware model was able to determine accurate context information in real-time and effectively determine how much product information should be retrieved and how the information should be presented on a mobile device interface. Two main contributions emerged from the research, first the research contributed to the field of mobile Human Computer Interaction. During the research, techniques of evaluating and improving usability of mobile applications were demonstrated. Secondly, the research made a significant contribution to the upcoming field of context-aware computing. The research brought clarity with regard to context-aware computing which is lacking in existing, current research despite the field’s proven impact of improving usability of applications. Researchers can utilise contributions made in this research to develop further techniques and usable context-aware solutions.

Geomorphic origin and dynamics of deep, peat-filled, valley bottom wetlands dominated by palmiet (Prionium serratum) : a case study based on the Goukou Wetland, Western Cape

- Description: The Goukou Wetland is a 700 ha unchannelled valley bottom wetland near the town of Riversdale in the Western Cape of South Africa. The wetland is approximately 16 km long and between 200 and 800 m wide, with peat deposits up to 8 m deep that get progressively shallower downstream. The Goukou Wetland is one of the last remaining intact peatlands of significant size in the Western Cape. However, there is increasing human pressure on these peat wetlands, where the dominant plant is palmiet (Prionium serratum), which is endemic to the Western and Eastern Cape Provinces of South Africa. Palmiet is viewed as a problem plant by farmers as it is believed to block waterways and promote inundation of arable land and infrastructure. Many landowners therefore actively remove palmiet from peatlands, threatening the integrity of these wetlands. Although the hydrogeomorphic origin of large, non-peat floodplain and valley bottom wetlands has been investigated in South Africa, unchannelled valley-bottom wetlands with deep peat accumulations are rare features and have not been well studied. The hydrogeomorphic factors leading to peat accumulation have been documented elsewhere in Southern Africa, where aggradation due to sedimentation along trunk streams may block a tributary stream, elevating the local base level of the tributary, creating the accommodation space for organic sedimentation. Alternatively, sedimentation along a trunk stream at the toe of a tributary stream may similarly block a trunk stream, promoting organic sedimentation along the trunk stream upstream of the tributary. This pattern of peat accumulation is associated with declining peat thickness upstream of the blocked valley. In the case of the Goukou Wetland, however, peat depth and organic content was found to increase consistently upstream from the toe to the head of the wetland. The Goukou Wetland was graded along its length, with gradient increasing consistently upstream in response to longitudinal variation in discharge. There was no clear relationship between peat formation and tributary streams blocking the wetland. Instead, the distribution of peat and the extent of the wetland appeared to be controlled by the plant palmiet, whose clonal nature and robust root, rhizome and stem system allowed it to grow from channel banks and islands into fast-flowing river channels, slowing river flows and ultimately blocking the channel. The promotion of diffuse flows within the dense, monospecific stands of palmiet creates conditions conducive to water retention and peat accumulation. By growing across the full width of the valley floor, the plant is able to constrict the stream, trapping sediment and slowing flows such that the fluvial environment is changed from a fast flowing stream to one with slow, diffuse flow. These processes appear to lead to the formation of organic sediment, accumulating to form a deep peat basin. The sustained input of water from the folded and fractured quartzite lithologies of the Cape Supergroup that make up the Langeberg Mountains, which provide the bulk of the water supply to the wetland, is also important in promoting permanent flooding in the wetland. A feature that characterized the wetland was the fact that bedrock across the valley beneath the peat deposits exhibited a remarkably uniform elevation. This suggests that over long periods of time (tens to hundreds of thousands of years), bedrock has been laterally planed across the valley floor. It is proposed that valley widening associated with lateral planning of Uitenhage Formation rocks has taken place during periods of episodic very high flows. During these episodes, erosion cuts into the peat wetland and valley sides, cutting to bedrock and planing the valley floor to a uniform elevation for a given distance from the head of the wetland. Periods of episodic degradation are followed by periods of renewed peat accumulation associated with palmiet establishment, such that the wetland valley is shaped by repeated cycles of cutting and filling. Palmiet can be considered an “ecosystem engineer” that is integral to the formation of these deep peat basins. Removal of palmiet from these systems is likely to have negative consequences for the wetland and its functions in that water storage will be reduced, erosion will increase dramatically, and the water-purification function of the wetlands will be lost. Management of these wetlands, which are close to the geomorphic threshold slopes for their size, is therefore essential if they are to be preserved for the benefit of human well-being.

Removal of palmiet from these systems is likely to have negative consequences for the wetland and its functions in that water storage will be reduced, erosion will increase dramatically, and the water-purification function of the wetlands will be lost. Management of these wetlands, which are close to the geomorphic threshold slopes for their size, is therefore essential if they are to be preserved for the benefit of human well-being.

For people living in the townships and rural areas in South Africa, exposure to English is limited, because the majority of people communicate with each other in local languages. With teachers and learners residing in the townships where communication occurs mostly in isiXhosa, problems in language proficiency, in particular writing in English First Additional Language, are often encountered not only by the learners, but by educators as well. This was a case study of four high schools in the Cradock Education District. In-depth interviews were conducted with eight participants in the four schools. There were eight main findings, which are as follows: Lack of support for teachers, lack of a culture of learning amongst learners, and lack of competence in English for both learners and parents, which need to be addressed; and strategies proposed to improve writing skills are: the importance of creative writing; regular feedback and the importance of drafts.

- Description: The South African consulting engineering industry faces a challenge of relevance, particularly in the wake of government infrastructure investment through the planned National Development Plan and other current infrastructure plans. This challenge is even more so for small consulting engineering businesses within the industry who experienced a decline in earnings by ten percent in the first six months of 2013 as compared to the last six months of 2012 (Consulting Engineers South Africa, 2013:38). Government, as a job creator, has a duty to ensure that the conditions that these businesses operate in are favourable to them in order for the businesses to remain sustainable. Factors that contribute to the sustainability of small consulting engineering businesses need to be identified. Amathole District Municipality (ADM) situated in the Eastern Cape Province and which is the second largest province in South Africa but the second poorest (Eastern Cape Socio Economic Council (ECSECC), 2011:15 cited in Mtshibe, 2013:1) is one of those job creators. According to the Amathole District Municipality (ADM) (2013:38), the district, which comprises of seven local municipalities, is the 3rd largest economy in the province after the Nelson Mandela Bay Metropolitan Municipality and Buffalo City Metropolitan Municipality, contributing twelve percent to the provincial economy. Figures published in the Division of Revenue Bill, 2014 (RSA, 2014:236) indicate infrastructure development allocations totalling R1.34 billion budgeted to the ADM for the next three years. This translates to job opportunities for the consulting engineering industry of this region. However, the latest ADM SMME procurement data reveals that in the past five years, only a small percentage of tenders awarded were to small consulting engineering businesses with a majority going to medium to large well-established enterprises (ADM, 2014). These results pose a serious challenge for policy makers who have a duty to ensure that work opportunities do not disadvantage emerging small businesses. The main objective of this study was to gain an understanding of the antecedents that impact on the sustainability of small consulting engineering businesses within the Amathole District Municipality. This was done by identifying antecedents to sustainability of small consulting engineering businesses through a detailed literature review. This literature review identified the competitive environment, regulatory environment and policy environment (independent variables) as being antecedents to sustainability of small consulting engineering businesses (dependant variable). In testing the above research objective, the researcher used statistical analysis methods to reach a conclusion with regard to these antecedents. The positivistic research paradigm (quantitative method) was selected in testing this research objective through the use of hypothesis testing. Data was collected using self-administered questionnaires distributed to 100 small consulting engineering businesses using the databases of both the Amathole District Municipality and Consulting Engineers South Africa (CESA). Out of the selected sample of 100 small consulting engineering businesses, only 81 responses were received, thus representing an eighty-one percent response rate which is considered adequate. The collected data was then analysed using inferential and confirmatory statistical analysis methods. The analysis was presented in the form of graphs and tables. The results of the empirical survey identified rival competitor influence, the competitive environment and policy environment as being antecedents to sustainability of small consulting engineering businesses within the Amathole District Municipality. - Description: Local government is a complex sphere of government that was established on the principles of deepening democracy and advancing developmental local government. This is premised on the fact that local government is highly legislated; furthermore it is the sphere that is the closest to the people. Local government has endured a lot of criticism ranging from lack of leadership, inexperienced and unqualified managers, lack of service delivery and the poor quality of the services provided. The critical question being asked in this research study is whether the current calibre of leadership is achieving the principles of local government. Councillors, by virtue of their establishment, were meant to be the voice of communities. Councillors have a supervisory role to play in the council, but the skills, capacities and experience of councillors are often lacking. The media reports daily on problems and crises called “challenges” facing municipalities. Government has acknowledged that there are challenges in local government. This raises the issue of cadre deployment, whether it assists government in achieving its developmental objectives. Cadre deployment is a strategy of the ruling party which was meant to bring the previously disadvantaged groups to a position of power. This was meant to try to balance the imbalances of the past. This research study argues that the high volume of dissatisfaction by communities may be aggravated by the non-effectiveness of the political bearers in the municipal councils. This study identifies a number of contributing factors to the challenge at hand, such as the deployment of people to council structures; requirement in terms of academic qualification; and lack of leadership. Furthermore, this study investigates what could be the problem with the cadre deployment strategy of the ruling party; asking whether the problem is with the strategy itself or with its implementation. This research study therefore seeks to evaluate the impact the political leaders have on local government, focusing on service delivery. The study will first outline the state of local government in South Africa; compare the design of SA local government to international and African countries as well as looking at the key variables that result in the lack of service delivery. The issue of woman empowerment will also be discussed, evaluating the role that the country up to local government has played in ensuring that the 50/50 representation is achieved. The conclusion from this research is that a framework for the selection of council candidates should be developed. The framework will outline the basic skills and qualification requirements. The recommendations include improvements in the processes of interacting with communities; enforcing the code of conduct; developing ways that the municipality can educate communities on government operations; improved community participation and increased accountability. The impact of the lack of leadership in councillors undermines the democratic principles of developmental local government.

Councillors, by virtue of their establishment, were meant to be the voice of communities. Councillors have a supervisory role to play in the council, but the skills, capacities and experience of councillors are often lacking. The media reports daily on problems and crises called “challenges” facing municipalities. Government has acknowledged that there are challenges in local government. This raises the issue of cadre deployment, whether it assists government in achieving its developmental objectives. Cadre deployment is a strategy of the ruling party which was meant to bring the previously disadvantaged groups to a position of power. This was meant to try to balance the imbalances of the past. This research study argues that the high volume of dissatisfaction by communities may be aggravated by the non-effectiveness of the political bearers in the municipal councils. This study identifies a number of contributing factors to the challenge at hand, such as the deployment of people to council structures; requirement in terms of academic qualification; and lack of leadership. Furthermore, this study investigates what could be the problem with the cadre deployment strategy of the ruling party; asking whether the problem is with the strategy itself or with its implementation. This research study therefore seeks to evaluate the impact the political leaders have on local government, focusing on service delivery. The study will first outline the state of local government in South Africa; compare the design of SA local government to international and African countries as well as looking at the key variables that result in the lack of service delivery. The issue of woman empowerment will also be discussed, evaluating the role that the country up to local government has played in ensuring that the 50/50 representation is achieved. The conclusion from this research is that a framework for the selection of council candidates should be developed. The framework will outline the basic skills and qualification requirements. The recommendations include improvements in the processes of interacting with communities; enforcing the code of conduct; developing ways that the municipality can educate communities on government operations; improved community participation and increased accountability. The impact of the lack of leadership in councillors undermines the democratic principles of developmental local government.

Diversion, as a form of correctional action, is discussed in light of international conventions. The provisions regarding the diversion of child offenders in the Child Justice Act are interrogated. Trial procedures under the 2009 Children’s Act are discussed and compared to those in South Africa including measures in place for the sentencing child offenders in both Botswana and South Africa. After an analysis of the international conventions, legislation and case law, the conclusion is reached that there is a commitment in Botswana towards the protectionand realization of children’s rights especially those who are in conflict with the law. It is recommended in the conclusions that Botswana import some provisions of the Child Justice Act into domestic legislation in order to comprehensively address the plight of children in trouble with the law so as to strive towards maximum compliance with conventions that Botswana has signed.

As such, to take advantage of new opportunities and to mitigate possible risks they look for new ways to collaborate, by sharing knowledge and competencies. Coordination among partners is critical in order to achieve success. The segmented South African public sector is no different. Driven by the desire to ensure proper service delivery in this sector, various government bodies and service providers play different roles towards the attainment of common goals. This is easier said than done, given the complexity of the distributed nature of the environment. Heterogeneity, autonomy, and the increasing need to collaborate provoke the need to develop an integrative and dynamic coordination support service system in the SA public sector. Thus, the research looks to theories/concepts and existing coordination practices to ground the process of development. To inform the design of the proposed artefact the research employs an interdisciplinary approach championed by coordination theory to review coordination-related theories and concepts. The effort accounts for coordination constructs that characterize and transform the problem and solution spaces. Thus, requirements are explicit towards identifying coordination breakdowns and their resolution. Furthermore, how coordination in a distributed environment is supported in practice is considered from a socio-technical perspective in an effort to account holistically for coordination support. Examining existing solutions identified shortcomings that, if addressed, can help to improve the solutions for coordination, which are often rigidly and narrowly defined. The research argues that introducing a mediating technological artefact conceived from a virtual community and service lenses can serve as a solution to the problem. By adopting a design-science research paradigm, the research develops a model as a primary artefact to support coordination from a collaboration standpoint. The suggestions from theory and practice and the unique case requirement identified through a novel case analysis framework form the basis of the model design. The proposed model support operation calls for an architecture which employs a design pattern that divides a complex whole into smaller, simpler parts, with the aim of reducing the system complexity. Four fundamental functions of the supporting architecture are introduced and discussed as they would support the operation and activities of the proposed collaboration lifecycle model geared towards streamlining coordination in a distributed environment. As part of the model development knowledge contributions are made in several ways. Firstly, an analytical instrument is presented that can be used by an enterprise architect or business analyst to study the coordination status quo of a collaborative activity in a distributed environment. Secondly, a lifecycle model is presented as meta-process model with activities that are geared towards streamlining the coordination of dynamic collaborative activities or projects. Thirdly, an architecture that will enable the technical virtual community-centric, context-aware environment that hosts the process-based operations is offered. Finally, the validation tool that represents the applied contribution to the research that promises possible adaptation for similar circumstances is presented. The artefacts contribute towards a design theory in IS research for the development and improvement of coordination support services in a distributed environment such as the South African public sector.

The aim of this research study was to measure employees’ perceptions of organisational ethics, their relative self-ethicality, organisational identification, and wellbeing, in order to develop a model pertaining to the relationship between these three constructs. Research showed that employees’ perceptions of the ethical culture in their organisation can influence how they identify with that particular organisation. Research also indicated that the differences between perceived organisational ethicality and relative self-ethicality exist. Additionally, research showed the influence of perceived ethical culture and relative self-ethicality has indicated a relationship between organisational identification and wellbeing respectively. However, to date and to the researcher’s knowledge there has been no investigation of the relationship between these four constructs. This research study was quantitative in nature in which a questionnaire was utilised as a research method. A sample of 111 respondent from three organisations in the automation industry in the Eastern Cape, Port Elizabeth was utilised for this research study. The main findings indicated that an alternative model resulted to be a good fit through structural equation modelling. The results illustrated that organisational ethicality has an influence on how employees identify with their organisations and how this relationship influences wellbeing. Therefore, it is worthwhile to invest in an ethical organisational culture for the sustainability of the organisation and its employees’ livelihoods. This study contributes to the literature based on perceived ethical culture, organisational identification, and workplace wellbeing. Additionally, the study provides readers with a model on how these concepts influence each other.

Additionally, can transformative action be conceptualised as a creative project to which an ethical subject may, and in fact should, be drawn? To answer these questions, my investigation develops in three strands. I combine the radical theory of Alain Badiou with similar affirmations of revolutionary intervention from Slavoj Žižek and Paulo Freire, and so create an aesthetic that affirms revolutionaries as agents of supplementary creativity. My first purpose is thus to establish revolution as a productive enterprise that enables peace, rather than a destructive undertaking that introduces violence. This done, I apply the resultant conceptual tools to literary representations of radical transformation, and demonstrate that my aesthetic enables new readings of the literature of revolution to which it is applied. In the course of my analysis, I also evaluate the suitability of Badiou's ethic as a standpoint from which to engage with literature on revolution. Data was collected from 110 respondents in small and medium enterprises using two scales (Individualism-collectivism Scale and Employer Attitudes toward People with Disabilities Scale). Independent t-tests were used to test each of the hypotheses in the study and ANOVA was used for comparisons among variables. No significant differences found in attitudes on individualistic and collectivistic oriented managers toward employing people with disabilities. In addition, no significant differences in attitudes of managers over age, gender and level of education toward employing people with disabilities in small and medium enterprises. People with disabilities can be a benefit to the organisations since their skills and talents can help the organisations to remain stable in the competitive global environment. , Thesis (MCom (IPS)) -- Faculty of Management and Commerce, 2014

- Description: In regard to employment, people with disabilities are discriminated. Unfavourable employer attitudes result in discrimination toward people with disabilities. Entering and progressing in employment create a sense of independency, responsibility and build the self-esteem of people with disabilities. This study sought to determine the influence of individualism-collectivism and demographic factors (age, gender, and level of education) of managers’ attitudes toward employing people with disabilities in small and medium enterprises in Nkonkobe Municipality in the Eastern Cape Province. The social and medical model of disability provided a framework for understanding the literature on attitudes toward people with disabilities. - Description: This research examined the legal nature of the presumption of guilt created by section 235(2) of the South African Tax Admiration Act and considered whether or not its practical application violates the taxpayer’s fundamental right contained in section 35(3) of the Constitution, which gives every accused taxpayer the right to a fair trial, including the right to be presumed innocent. The research also provided clarity on the constitutionality of this presumption because it has been widely criticised for unjustifiably violating the taxpayer's constitutional right to a fair trial. The conclusion reached is that the presumption created by section 235(2) of the Tax Administration Act constitutes an evidentiary burden rather than a reverse onus. It does not create the possibility of conviction, unlike a reverse onus where conviction is possible, despite the existence of a reasonable doubt. Therefore, it does not violate the accused taxpayer’s the right to a fair trial and the right to be presumed innocent and hence it is constitutional. Accordingly, the chances that the accused taxpayer will succeed in challenging the constitutionality of section 235(2) of the Act are slim.
