Succession politics and state administration in Africa: the case of Zimbabwe.

- Description: The research probes the impact of succession politics on state administration in Africa, Zimbabwe as a case study. Power transition in any political landscape promotes the regeneration and configuration of the political architecture and the functionality of the administrative apparatus of the state. Government performance may thus be viewed as a result of political processes and dynamics that influence governance in a polity. Political succession determines the composition of administrative organs of the state and many political leaders wish to work with administrative apparatus, which are compatible with their ideological orientation. Regular transfer of executive power is the major test of stability, legitimacy and maturity of a nation’s political system, but in Zimbabwe, political leaders have shown a consistent trajectory of violating or amending state and party constitutions to prolong their stay in power (Constitutional coup or a third term tragedy). This has been compelled by ruthless silencing of dissent by suffocating political activism culminating in strong personalities and weak institutions. Succession politics in Zimbabwe resembles executive dominance, egocentrism, excessive appointing powers which are compounded by lack of institutional framework for succession. This undermines the professional independence of the bureaucracy, which in turn inhibits the pursuit of sound governance. Therefore, passing the baton to the next leader has been a challenge; resulting in the personalization of, governments and political parties by leaders. While constitutions provide for elective congress for purposes of electing party leadership and/ or renewing their mandates, there is strong literature pointing to the capture of representative institutions such as Parliaments through strong normative values by leaders. This erodes the role of Parliaments or congresses as a democratic institution, as leaders have used it to “endorse” themselves. The research examines the influence of succession politics on state administration, especially on how the institution of the state and party politics in Zimbabwe conflate with the public administration system leading to state malfunction. This research adopts a qualitative research design that provides an understanding of underlying reasons, opinions, and motivations on political succession and state administration in Zimbabwe. Data was collected through in-depth interviews, complemented by document review and analyzed through thematic content analysis. The study found out that, despite the existence of the legal frameworks that promote seamless power transition, political, societal and historical factors exacerbate Zimbabwe’s succession dilemma. Colonial legacy, societal laxity, the military factor, capture of state institutions by the political elite, lack of a retirement institutional mechanism, the principle of sovereignty and politicization of the succession process were found as the major hindrances to Zimbabwe’s succession trajectory. Therefore, we need to attract DI as the result shows, because a positive relationship can be expected between domestic investment and economic growth in line with the Keynesian theory where investment is expected to promote economic growth. Challenges in the implementation of a community police forum constitution: a case study of the beacon bay community police forum in the Eastern Cape

- Description: The purpose of this study was to investigate the extent to which the Beacon Bay Community Police Forum in the East London area has implemented the Community Police Forum (CPF) uniform constitution. The main research question of this study was: To what extent has the Beacon Bay Community Police Forum in the East London area implemented the uniform Community Police Forum (CPF) constitution? The theoretical framework that guided this study was the broken windows theory. The literature review looked into the following: existing knowledge based on the assessment of the implementation of the uniform CPF constitution by the Beacon Bay Community Police Forum, the regulatory framework and an overview of the role and functions of the community police forum (CPF) in South Africa, lack of awareness and representativeness as challenges to community police forums effectiveness, inadequate resources in the implementation of an effective community policing forum, lack of trust between the police and the community and the issue of corruption as challenges in the implementation of CPF. The qualitative research method was used in this study. The case study design was also used. The researcher used the purposive sampling technique to select six community members and four community executives of the Beacon Bay CPF in the East London area. Face-to-face in-depth individual interviews were used to gather in-depth data. The manual method of analysis was used. The researcher analysed the data by capturing the patterns and direct words of the participants who were interviewed through note taking. Themes were drawn from the responses of the participants and analysed. Some of the findings were that: Community members did not know exactly when the CPF was implemented, the CPF was not effective, community members did not attend CPF meetings and had negative attitudes towards CPF, the police worked better with the rich people rather than the poor ones and there were some influences of politics in the CPF. In addition, the resources lacking at the CPF were: SAPS staff, shortage of police stations and insufficient vehicles at the police stations. Furthermore, some police worked hand-iniv hand with the criminals and the repercussions of poor trust between the community and the police included: community members taking the law into their own hands, poor handling of criminal cases, and escalation of crime in the community. Some community members noted the positive effect that the implementation of the community police forum had as they could now engage the police directly on matters relating to crime and how they think such challenges can be addressed. The researcher made some recommendations towards an effective implementation of the Community Police Forum in Beacon Bay in East London.

Complaints and service recovery responses on South African banks’ facebook fan pages: a netnographic study.

- Description: The internet transformation over the past decade has changed the way businesses and consumers communicate. Instead of face-to-face transactions, businesses can now interact with their customers online, not just by marketing new products and services, but also by providing added value services in the online environment. The internet has become a dominant aspect in assisting businesses to attract and retain customers. One of the fastest growing platforms for this communication is through social networking sites. Many consumers are preferring to use social media platforms such as Facebook to express their views on the products or service of a business. In fact, the business’s Facebook page has become a preferred channel for customers who wish to voice concerns or complaints about the service they have received. As a result, many businesses are using that same platform for service recovery, and to make amends with their customers following a service failure. The aspect of online customer complaints and service recovery on social media, has not been well researched in the South African banking industry, which highlights both a gap and an opportunity. The aim of this study was to provide an analysis and categorisation of the types of customer complaints and service responses on the top five South African banks’ Facebook pages. These banks are; ABSA bank, Capitec Bank, First National Bank (FNB), Nedbank and Standard Bank. A qualitative approach known as netnography was adopted, as it provided an insider’s perspective on what customers complain about on a social media platform and how the banks responded to these complaints. 1250 complaints and the corresponding responses were extracted from each of the banks’ Facebook pages over a period of three months through a qualitative research software known as Nvivo 11. Using the framework provided by the justice theory, complaints and the corresponding responses were categorised. Customer complaints were categorised as either process, outcome or random and the banks’ responses were categorised as either procedural, interpersonal, distributional or informational dimensions. The main finding across all the banks, was that 1050 of the total number of complaints were related to the outcomes of the services provided; such as the banking app , the ATM machine and the general service the customers received. On average, the banks responded to around 70 percent of the 1250 complaints, with Nedbank having the best response rate (196/250) and Standard having the worst response rate (138/250). In addition, most of the banks responded in an interpersonal manner, dealing with customer’s problems directly. Once again, Standard Bank had the least number of interpersonal responses. On the whole, all the banks were mindful of the importance of explaining the reasons for service failures and explaining how the problem was going to be solved. Findings from this study indicate that consumer expectations of service failures and recovery are context driven, which requires companies to modify their recovery strategies to improve the customer’s personal experience. It can also be noted that many customer complaints stem from a general lack of understanding of banking systems and that banks should therefore be utilising their online platforms to keep customers well informed regarding common and frequent customer complaints. This has been the trend, despite the commitment made by the Executive Mayor in April 2012 to the then Auditor-General, Mr Nombembe, that the leadership of the municipality would deliver a clean audit outcome by 30 June 2013. This scenario is replicated in the local municipalities within the district. Two of the district municipalities have for the past three consecutive years been receiving a disclaimer audit opinion. In one of the municipalities, this trend changed; and this municipality received an unqualified audit opinion for two consecutive years; while in the third year, it received a qualified audit opinion. The stagnation and regression in the audit outcomes of these municipalities may be as a result of either the non-implementation of audit-action plans to address the previous year’s audit findings; or there could be other factors resulting in the above scenario. The main objective of this study is to investigate whether the utilisation of the Auditor-General’s reports improve the audit outcomes in selected municipalities within Amathole District Municipality for the period 01 July 2006 to 30 June 2015.

However, doing so requires an understanding on what forms governance and ethics in public institutions, particularly at a national level. Such considerations necessitates that some focus on continental and world institutions, such as, the African Union and the United Nations. These institutions have been in existence for a number of years with mandates of improving member states governance and ethics, as well as, service delivery to the public. As such, this research primarily focuses on understanding the roles played by the AU and the UN in shaping governance and ethics to member states, as well as, of its employees. The focus of this inquiry was to understand individual narratives about how working for public institutions on a daily to day basis influences governance and ethics understanding and application. Therefore, in order to properly analyse the narratives from respondents, the study applied an inductive and qualitative approach in order to explore how the AU and UN systems influence governance and ethics for member s states and employees. Data was collected through semi structured interviews with UN and AU officials, as well as public servants of member states for those organisations. The study made use of a thematic analyses method of interpreting data. A total of six major themes emerged, they are as follows: ethics a part in governance; effectiveness of AU and UN systems; disciplinary role; ethical guidelines and standards influence on public sector; member states adherence to the UN/AU ethical conduct; and implementation gaps in ethical guidelines within member states. Interviews were conducted in four countries namely; South Africa, Tanzania, Mauritius and Botswana. Findings from the study pointed that the AU and UN systems have loopholes in dealing with issues of governance and ethics. Moreover, member states respondents also pointed to the loopholes in those two organisations. The research suggests that member states should tighten their public entities ethical compliance assessments and follow suggestions from the UN and AU. Ethical leadership is becoming more relevant; ethical leadership is an idea that appears to be uncertain and includes many diverse elements. The literature proposes that ethical leadership should be perceived as a view that is enabling people to do the right thing more than preventing people from doing the wrong thing. Current SAPS leadership must be able to make sure that SAPS become the professional and respected police agency to the citizens of the Republic of South Africa. This study sought to investigate the use of ethical leadership by the senior managers within the South African Police Service in the Grahamstown cluster. The study also investigated some of the various causes of corrupt practices among senior managers which resulted in the unethical behaviour in the South African Police Service. In this study, the purposive sampling technique was used to choose the participants and the following participants were interviewed: One Colonel as a cluster commander, two full Colonels as station commanders, two Lt Colonels and two Captains from Grahamstown and Joza stations. The study made the following recommendation: Senior officials at SAPS need to go through a capacity building programme so as to assist them to deal with challenges of ethics. It is very important to increase the detection of and punishment of corrupt acts in order to deter all officers from engaging in corrupt acts. Accountability is needed by senior officials and therefore the Independent Investigation Directorate (IPID) needs to be given more constitutional powers to be able to investigate the police in South Africa in order to make disciplinary recommendations in respect of members of the SAPS resulting from investigations conducted by the directorate. In other words, a psychologically empowered employee is an engaged and desirable one, and it is therefore extremely important for organisations to know how engagement among employees can be generated or enhanced, especially the case in the public sector that is characterised by high levels of stress among its employees. The main objective of the study is to explore the combined effect of psychological empowerment, job insecurity and intention to quit in the South African public sector where psychological empowerment plays a moderating effect. The study enquires into the effects gender, race, marital status, age and educational level have on the study variables. A quantitative approach is adopted. A structured self – administered questionnaire comprising of four sections: biographical information, Psychological Empowerment Questionnaire (PEQ), Job Insecurity Inventory (JII) and Turnover Intention Scale (TIS) was used to collect the data. Statistical Package for the Social Sciences (SPSS) will be used to analyse data, and both descriptive and inferential statistics were utilized. The results revealed a negative relationship between job insecurity and intention to quit. A negative relationship was also found between the dependent variable psychological empowerment and the independent variable intention to quit. Additionally, a combined effect of psychological empowerment and job insecurity on intention to quit was also found due to the fact that no previous studies found job insecurity to be significantly positively related to intention to quit. Job insecurity was also found to be significantly negatively related to intention to quit, and the two variables combined (psychological empowerment and job insecurity) were found to be even more strongly related to intention to quit than any of the two separately. - Description: Orientation: The research was a reflection on the careers of senior human resources (HR) personnel registered with the SABPP as master or chartered human resources practitioners. The study identified the human resources competencies in South Africa which are attributed to employability and subsequently career success; the study also tested the applicability of the competency model proposed by the SABPP. Purpose: The study explored human resource competencies, employability and career success in South Africa. It targeted participants registered as master or chartered practitioners with the SABPP. As human resource management is professionalising, there is a need to align the requirements of the profession to what the stakeholders (employers, universities, graduates and professional bodies) require. Without a set baseline for competencies which are instrumental to human resource employability and career success, it becomes challenging to identify human resource shortcomings in the workplace. Method: The study made use of an interpretive orientation. This interpretivist approach was adopted for two reasons – it could provide useful insight to human resource employability and secondly, to gain insight into the experiences of participants. Purposive sampling was used to solicit participants as the researcher decided to select practitioners registered as master or chartered HR professionals with the SABPP. In the study, 35 practitioner interviews were conducted. Thematic analysis was used to analyse data and themes were derived from this. Main findings: The study identified: Volunteering; Work experience; Internships; Networking; Recommendations; Easy access to job market; Extracurricular activities; Resilience; Research; Having the right qualification; Recruitment agencies; Creativity; Further education; Willingness to learn; Attitude; Work ethic; Equity legislation; Work readiness; Passion for the job; Emotional intelligence; Personality; Positive psychology; Critical thinking; Emotional maturity; Behavioural competencies; Emotional intelligence; Technology; Entrepreneurial orientation; Technology and Entrepreneurial orientation as the factors which make one employable. Lack of work experience, Lack of jobs, Expectations of the world of work, Flooded market and No right qualification for HR professionals were identified as factors which make one unemployable. The competencies which are essential for HR employability and career success were identified. The meaning of career success for human resource practitioners was identified as: contribution to strategy. Being entrepreneurial, enjoying what one does, support from organisation, mastering HR competencies, income, v career planning and career were the themes identified to infer the meaning of career success. Areas of dissatisfaction were also identified from practitioners as: being underutilised; lack of a concise career path; always greener ‘on the other side’; monetary dissatisfaction; glass ceiling; and lack of contribution to strategy. After the SABPP model had been introduced, it enhanced organisation efficiency and guidance to HR strategy. It was used by practitioners to meet organisation objectives and to set objectives for personal development; however, in some organisations, the model was yet to be implemented and the public sector was putting in place a framework to be in line with the SABPP competency model. Some had no model in place and thus there was no impact on such organisations’. With regards to the competency model, its applicability to the human resource context and its shortcomings were deliberated upon. Practitioners gave their opinions of the applicability of the SABPP competency model: Model lays a solid foundation for HR as the Model justifies HR to the boardroom; Model covers all essential HR competencies. However, the model was also criticised as it was: too academic, lacked personal characteristics; nothing new here and it is relatively unknown by other practitioners. Practitioners also identified competencies they regarded as key: these were classified as traditional, modern and behavioural. Lastly, practitioners suggested competencies they think must be added into the SABPP competency model: the human touch; work ethic; love for people, passion for the profession, personality, emotional intelligence, attitude, behavioural competencies, positive psychology and arithmetic numeracy were identified as key items to be added. Human resource practitioners were content with the state of the model; the general weakness was the omission of personal attributes which are crucial for effective performance within the HR profession. Contribution: The study is a step towards enhancing sector-specific employability. In attaining employability, the generic skills, which are crucial, have to be cemented by disciplinespecific knowledge. Attaining a mark of 65% and above is a reflection of trainability of a job seeker. The meaning of career success is derived from the areas of dissatisfaction and satisfaction of practitioners. HR practitioners value contribution to strategy and are acknowledged for what they are doing. The legal framework in South Africa hinders career progression. There are 12 traits (networking, positive psychology, interpersonal strength, human touch, work ethic, love for people, passion for the profession, personality, emotional intelligence, arithmetic competency, attitude, behavioural competencies and being vi entrepreneurial) which are essential for effective performance which must be incorporated in the SABPP competency model. From the study, HR must go back to basics, master the basics and in doing so, create a solid foundation for HR ascendancy to the boardroom Managerial implication The implications of the study are synonymous to universities and the HR curriculum, the professional body and the future HR professional. HR graduate employability links labour market requirements to higher education. Higher education offers HR degrees for candidates who are willing to work in HR. The study is a contribution to the global professionalisation of human resource management. South Africa is setting the trend as the SABPP is actively involved in the certification of human resource curricula, setting standards and providing a sound code of ethics.

- Description: Globally, poverty is a major social problem. Billions of people in developing countries, particularly sub-Saharan African countries including South Africa, continue to live in extreme poverty without access to basic needs (food, shelter, clean water and sanitation, health and education).The Eastern Cape Province has the highest number of the poor people in South Africa. The government strategies and policies to address the magnitude of poverty seem unlikely to lift the majority from poverty. Recently, however, social entrepreneurship has been recognized as the most important instrument in addressing the challenges of development (poverty, unemployment and inequality). Hence, this study was conducted to examine the role of social entrepreneurship in poverty reduction in Eastern Cape Province. A mixed research method was employed to achieve this objective. The population of the study targeted social entrepreneurs and their beneficiaries in Eastern Cape Province. The data were collected using semi-structured questionnaire from 265 social entrepreneurs and 120 social entrepreneurship beneficiaries. The participants were selected through purposive sampling technique since the population of social entrepreneurs and social entrepreneurship beneficiaries in the Eastern Cape Province is not well determined. The descriptive statistics and inferential statistics were used to analyze the data. The findings revealed that social entrepreneurship plays a crucial role in poverty reduction in Eastern Cape Province through creating employment opportunities, skill development, availability of goods and services such as financial loans. Therefore, the support for entrepreneurship culture is important for social entrepreneurship growth in order to enhance its contribution to poverty reduction. The study recommends that the government of South Africa and other vi relevant stakeholders should create conducive environment for social entrepreneurs to flourish and grow in the country to reduce poverty significantly. The growth of social entrepreneurship can lead to substantial benefits for the marginalized and vulnerable segments of the society

Billions of people in developing countries, particularly sub-Saharan African countries including South Africa, continue to live in extreme poverty without access to basic needs (food, shelter, clean water and sanitation, health and education).The Eastern Cape Province has the highest number of the poor people in South Africa. The government strategies and policies to address the magnitude of poverty seem unlikely to lift the majority from poverty. Recently, however, social entrepreneurship has been recognized as the most important instrument in addressing the challenges of development (poverty, unemployment and inequality). Hence, this study was conducted to examine the role of social entrepreneurship in poverty reduction in Eastern Cape Province. A mixed research method was employed to achieve this objective. The population of the study targeted social entrepreneurs and their beneficiaries in Eastern Cape Province. The data were collected using semi-structured questionnaire from 265 social entrepreneurs and 120 social entrepreneurship beneficiaries. The participants were selected through purposive sampling technique since the population of social entrepreneurs and social entrepreneurship beneficiaries in the Eastern Cape Province is not well determined. The descriptive statistics and inferential statistics were used to analyze the data. The findings revealed that social entrepreneurship plays a crucial role in poverty reduction in Eastern Cape Province through creating employment opportunities, skill development, availability of goods and services such as financial loans. Therefore, the support for entrepreneurship culture is important for social entrepreneurship growth in order to enhance its contribution to poverty reduction. The study recommends that the government of South Africa and other vi relevant stakeholders should create conducive environment for social entrepreneurs to flourish and grow in the country to reduce poverty significantly. The growth of social entrepreneurship can lead to substantial benefits for the marginalized and vulnerable segments of the society

Findings of the study revealed that absorptive capacity exerts positive a effect on the innovative capabilities of SMMEs the same way knowledge acquisition and knowledge sharing were found to have positive statistically significant on the innovation capabilities of SMMEs. The findings also show that knowledge sharing and knowledge acquisition exerts a positive effect on SMMEs innovative capabilities. Findings from the study could assist various practitioners directly or indirectly involved in business development to develop strategies that improve SMMEs growth and sustainability. These practitioners include strategic management researchers, policy makers, SMME owners, managers, and lecturers.

Research Approach, Design/Method: An interpretivist, qualitative research approach using the exploratory research design was utilised to explore male nurse's occupational experiences and meaning ascribed to dirty work in a female-dominated profession. Narrative analysis was used as a basis for analysis using 27 male nurses working within the Eastern Cape Province of South Africa. Main Findings: Based on the analysis of the 27 participants that took part in the study five main narratives emerged. These included: a) a career in nursing as framed as a recursive discourse; b) the experience of a nurse as oscillating as an agentic prowess and a communal assemblage of continued suspicion; c) striving more agentic domains ahead of communal domains in entering and surviving within dirty work; d) male nurses fulfilling a gendered utility role that female nurses cannot occupy and finally, e) male nurses’ ephemeral intention of being in the nursing profession influenced by the conditions of work. ii Practical/Managerial Implications: Based on the findings of the research, interventions are proposed with ramifications for the individual, organisation and career counselling. Contribution/Value-Add: Based on the findings of the research a theoretical framework of dirty work experiences and meaning of work amongst male nurses is proposed. The framework represents a departure away from traditional career theories espoused in the work of Holland and Super as it illustrates the role of intersectionality and marginality in shaping career development. Further, the proposed framework founded from the findings of the research (though supporting modern career models such as the Systems Theory Framework and the Career Construction Theory) uniquely show drivers towards dirty work, b) the processual work accompanying dirty work involvement and finally, c) the meaning ascribed to dirty work. The study becomes the first within a South African context.

The creation and development of PS legislations and policies to regulate the PS took place. The PSC in 1999 was developed to monitor and steer the operation of the PS. The main objective of this study is to assess the Public Service Commission (PSC) in promoting the professional and ethical environment in the Public Service (PS). The PSC is an independent and impartial body or institution which is mandated by the Republic of South African Constitution of 1996 (Act No.108 of 1996), Public Service Commission Act and the Public Service Act. Chapter ten of the Constitution gives PSC a mandate to ensure that the egalitarian values and principles governing public administration are maintained by government departments, organizations, parastatals and administrations providing the PS, where in this study focus on the promotion of ethics. The methodology used in this study is qualitative research methodology. The study used desktop research where by a data was collected using books, journal articles, academic papers, online information and media reports. The findings of this study highlighted that non-compliance to rules and regulations, lack of policy implementation, limited financial and human resources are still the major problems facing the South African Public Service (SAPS). However, the study recommends that, the PSC must work closely with government departments, promotion of ethics workshops and conferences. In a nutshell, the PSC could improve by developing and regularly reviewing policies, procedures, practices and institutions influencing ethical conduct in the public service.

Especially in the current context of COVID 19, validating the quality of evaluation and research evidence to respond to the global pandemic and to socio-economic development has become more relevant. The question of evaluation quality has also become important in South Africa. This has resulted in a need for a National Evaluation System to manage the quality of the evaluation process and outputs; so that critical stakeholders can trust and use the evaluation evidence to measure performance and accountability of government. The South African National Evaluation System through the National Evaluation Policy Framework (NEPF) was adopted by Cabinet to guide the development and management of systemic and institutional evaluation policy and practice. This research responds to the conceptual gap in the design of the evaluation standards. The purpose of the research study is to analyse the design of evaluation standards in the South African National Evaluation System (NES). The research objectives of the study were: To analyse the design of evaluation standard in the South African National Evaluation System against international evaluation normative frameworks, To assess the theory underpinning the evaluation standards in the South African National Evaluation System. A qualitative research approach using a semi-structured interview was used to collect data from the eight respondents. The participants included in the sample were those who played a meaningful role in the design and application of the evaluation standards and the Evaluation Quality Assessment Tool (EQAT) of the NES. Content and thematic analysis were used to process and analyse the empirical data. The research study produced the following key findings. The design of the national evaluation standards as a component of the South African National Evaluation System was technically and conceptually clear about its context, rationale, purpose and its claims to manage the evaluation process to promote evaluation quality. Although most national evaluation standards of the NES were consistent with international frameworks, both national and international standards did not adequately address the development and transformative issues such as equity, diversity and inclusion. Finally, the discourse of paradigms was absent in the design of the standards. The national evaluation standards did not explicitly show the influence of the paradigm on methodological approaches, evaluation designs and methods. A Financial Sustainability Model for the South African Local Government

- Description: Local government financial sustainability leverages a local municipality’s capabilities to conceptualize and implement an array of its developmental programmes. This thesis evaluates the state of the initiatives for bolstering financial sustainability in the increasingly complex contemporary South African local government sphere. The motive of the study was to identify major paradoxes and a local government financial sustainability model that could be extracted and suggested for mitigating such constraints. Using a meta-synthesis as a principal technique in content analysis, findings revealed that major determinants of local government financial sustainability are often linked to the application of the four-step’s processes in strategic cyclical financial sustainability framework and three foundational constructs for financial sustainability management. The four-step’s processes in strategic cyclical financial sustainability framework were found to aid environmental analysis, identification of the sources of revenues and revenue generation, managing the utilization of the generated revenues and monitoring and evaluation. As it emerged from the findings, these positive effects of strategic cyclical financial sustainability framework are often illuminated by three foundational constructs for financial sustainability that leverage financial risk management, governance and leadership. However, in lieu of the application of relevant mitigating strategies, it also emerged from the analysis of the findings that initiatives that bolster financial sustainability may still be constrained by poor analysis and identification of the level of financial sustainability maturity. Other paradoxes were found to be linked to lack of suitable government financing models, poor strategic financial planning and budgeting as well as lack of effective models for managing equity. However, even in the midst of such paradoxes, findings still indicated that the concept of financial sustainability is a notion which is increasingly being emphasized by the South African local government sphere. To leverage municipal financial sustainability, most municipalities were found to use financial sustainability models and methods such as central financial grant system, SALGA’s model for financial sustainability, investment in revenue-generating activities and managing municipal operational efficiency as a driver of cost 4 | P a g e minimisation. However, despite such significant strides, findings still revealed that even with various socio-economic initiatives undertaken to leverage financial sustainability of the South African local government, the state of financial sustainability in the South African local government sphere seems to be at risk as viewed from such issues as compliance, systematic and strategic levels. As it emerged from the findings, this is attributable to the fact that most initiatives for improving financial sustainability in the South African local government are often still constrained by inadequate municipal capacity, limited income-generating activities, deficient local government procurement system and poor leadership and governance. Such findings seem consonant with theoretical findings that signified the major paradoxes of financial sustainability in the contemporary public sector organisations are often associated with poor analysis and identification of the level of financial sustainability maturity, lack of suitable government financing models, poor strategic financial planning and budgeting and lack of effective models for managing equity. Drawing from these findings, it is argued it is critical that the Department of Local Government adopts and applies the local government financial sustainability model akin to the conceptual model suggested in Figure 1. The application of such a model would require integration and use of the four main pillars (strategic financial planning, income diversification, sound financial administration and management, and own income generation) for local government financial sustainability, three foundational constructs (financial risk management, financial governance and financial ethical leadership) for local government financial sustainability, and three foundational nonfinancial constructs (political stability, fiscal and economic stability, forecasting and sensing to mitigate the devastating negative effects of natural calamities and disaster) for local government financial sustainability. It was further argued that all these must be accompanied by measurement of the overall maturity of the financial sustainability of the local municipality using four perspectives (liquidity, resilience, service and fiscal responsibility and public confidence) of local government financial sustainability in conjunction with the five spectrums (at risk, compliance-based, incremental, strategic and systematic) of local government financial sustainability.

The application of such a model would require integration and use of the four main pillars (strategic financial planning, income diversification, sound financial administration and management, and own income generation) for local government financial sustainability, three foundational constructs (financial risk management, financial governance and financial ethical leadership) for local government financial sustainability, and three foundational nonfinancial constructs (political stability, fiscal and economic stability, forecasting and sensing to mitigate the devastating negative effects of natural calamities and disaster) for local government financial sustainability. It was further argued that all these must be accompanied by measurement of the overall maturity of the financial sustainability of the local municipality using four perspectives (liquidity, resilience, service and fiscal responsibility and public confidence) of local government financial sustainability in conjunction with the five spectrums (at risk, compliance-based, incremental, strategic and systematic) of local government financial sustainability.

The African National Congress identified the HIV/AIDS epidemic as a major public health threat to South Africa as early as the 1990s (Parikh and Whiteside, 2007; Gevisser, 2007). In response, international donors provided a substantial amount of financial resources to support improvements in South Africa’s health care infrastructure. The persistently high rates of HIV/AIDS in the population beg for answers to questions such as why South Africa’s political leadership has been unable to control the spread of the disease and what particular social, behavioural and economic factors have contributed to South Africa’s disproportionate share of the global HIV/AIDS burden. At this point in time, public health experts still have not been able to definitively isolate the factors that explain the severity of the HIV/AIDS disease burden within South Africa’s population. While international donor aid continues to play a central role in the social, economic and health betterment in developing nations, its political impact on local governance structures has been much debated.2 In particular, the roles played by non-government organisations (NGOs) in the fight against HIV/AIDS in South Africa have been found to be complex, controversial, and their lasting value contested. Specifically debated is the disproportionate global investment in HIV/AIDS prevention, care and treatment in South Africa and the ways in which it has shaped intervention strategies, public and private policy, and the governance roles assumed by various national and local governmental agencies. Despite the threat of diminished financial support from international donor agencies that has loomed heavily over recipient countries in recent years, a number of key international donors have actually scaled up their global response to HIV/AIDS, particularly in South Africa.3 These donor agencies include the U.S. government’s Presidential Emergency Plan for AIDS Relief (PEPFAR) and the Global Fund, as well as non-profit humanitarian organisations such as Mèdecins Sans Frontiéres (MSF), commonly known as Doctors without Borders. This study aims to critically examine the prevailing intervention strategy used by these international donors to “push the pill;” that is, to push a public health agenda that holds antiretroviral (ARV) therapy as the preeminent solution to fighting the HIV/AIDS epidemic at the expense of other intervention strategies. While a biomedical approach remains the most compelling intervention strategy, the fight against HIV/AIDS needs to be more comprehensive in its scope taking into account local knowledge and culture. This study will discuss how political rhetoric delivered through the media and monitoring, evaluation, and reporting systems has been used to embed a biomedical pill agenda into the organizational culture and intervention strategies implemented by local community-based organizations. Through a process of strategic translation, HIV/AIDS has been portrayed as the number one health problem facing South Africa today; in fact, across all of Sub-Saharan Africa (World Health Organisation 2005a, 2005b). As such, the magnitude of the HIV/AIDS epidemic has justified the focus on making ARV drugs available throughout Sub-Saharan Africa at the expense of other interventions that could aim more precisely at the key social and health problems faced by the South African population which compromise health and well-being. The question about whose interests are donors and donor-funded agencies representing, and what are the intended and unintended consequences that result from these interests is the subject of this study. The study will attempt to shed light on these questions through a critical examination of the widely publicized HIV/AIDS intervention programme, the Lusikisiki Project, located in the Eastern Cape Province of South Africa. A study of the implementation of public policy to increase participation in recreation sports in Lagos state: Nigeria

- Description: The study investigated the extent to which implementation of the current public policy had improved recreation sport services and participation in Lagos metropolis of Lagos State-Nigeria. The study was delimited to 14 out of 16 Local Governments in Lagos metropolis. The study participants were 650 (334 males and 316 females) selected from 14 Local Governments in Lagos metropolis. Stratified random sampling technique was applied to get the volunteered metropolitan Lagos Local Government staff participants used for the study. Mixed research approaches involving quantitative and qualitative data collection were employed to carry out the study. Pilot study was carried out and reliability of each instrument was established with Cronbach’s alpha and test-re-test after an interval of two weeks. The reliability coefficients based on Pearson’s Product Moment Correlation were PRSPIQ (0.89), PRSPIBQ (0.87), RSFQ (0.79), and EPIMCEQ (0.85). The quantitative data collected were entered into Microsoft Excel 2007 Software and later exported to SPSS 18.0 statistical package for data analysis. Simple frequencies of responses in % and factor analysis were used in analysing the data collected, while Chi-square test of goodness-of-fit was used to test all the four hypotheses. The interview data collected were analysed using inductive method. All the hypotheses were pitched at 0.05 confidence level. Results of the study revealed that: implementation of the current public policy had not significantly improved recreation sport services and participation in Lagos metropolis: x2 (4, N = 650) = 395000, p<.0001, was significant at p<0.05); Barriers had affected effective implementation of the current public recreation sports policy in Lagos metropolis: x2 (4, N = 650) = 38.6000, p<.0001, was significant at p<0.05); implementation of the current public policy had not improved recreation sport facilities and safe recreation environments in Lagos metropolis: x2 (4, N = 650) = 33.3000, p<.0001, was significant at p<0.05; implementation of the current public policy had not effectively enhanced management competencies of recreation sport officers in Lagos metropolis: x2 (4, N = 650) = 64.3000, p<.0001, was significant at p<0.05. The conclusions drawn from the findings of the study include: the current public policy had not significantly improved recreation sport services in Lagos metropolis. Mobile money adoption: a case study of Zimbaweans residing in South Africa

For Zimbabweans residing in South Africa, a mobile phone is a lifeline to support family and relatives back home through Eco-cash mobile money service. With the assistance of mobile commerce applications, consumers are able to use their devices for financial transactions, taking pictures, videos and accessing social networks. As such, a mobile phone can be used for a myriad of functions other than communication purposes. These innovative technological developments in the telecommunications sector have also empowered businesses to improve on their efficiency and effectiveness. However, the challenge remains for consumers to adopt these innovations. Therefore, the purpose of this study was to determine the factors influencing the adoption of mobile money (Eco-cash) by Zimbabweans residing in South Africa. The study also established if perceived usefulness, perceived ease of use, perceived risk, perceived trust, social influence and facilitating conditions influence the intention to adopt mobile money (Eco-cash). The research adopted the TAM, extended TAM and UTAUT constructs to develop a theoretical model. A quantitative, descriptive research approach was applied to the study. Both primary and secondary sources were utilised in the collection of data. A self-administered questionnaire was distributed to a sample of 377 respondents through convenience and snowballing sampling methods in East London. Statistical Package for Social Sciences (SPSS) version 25 software packages was utilised to analyse the data. Analysis of Variance (ANOVA) and multiple linear regression analysis (MLR) statistical techniques were employed to interpret the findings. The study found significant relationships on perceived ease of use, perceived trust, perceived risk, perceived usefulness, social influence and user intention. No significant relationship was found between facilitating conditions and user intention. The study recommends that MNOs design mobile money systems that are user-friendly and simple to use. Furthermore, MNOs and mobile money agents can offer value added services to attract more consumers to use their services.
