Macro-prudential banking regulation, interest rate spread and the conduct of monetary policy in South Africa

- Description: The joint implementation of macro-prudential regulatory and monetary policies is necessary for modern banking systems not only to achieve optimal interest rate spread but to cushion the economy against the catastrophic effects of systemic risk. Therefore, the understanding of the interconnection between macroprudential regulation, interest rate spread and monetary policy, supported with empirical evidence, enables economies to build health and sound financial systems and achieve desirable growth rates. Thus, this study utilises the Vector Error Correction (VEC) mechanism to empirically investigate the interconnection between macro-prudential regulation, interest rate spread and monetary policy in South Africa. Quarterly time series data for the period from 1994 to 2016 was employed with the New Keynesian Dynamic Stochastic General Equilibrium (NKDSGE) model as the framework for analysis. The findings of this study suggest that a negative relationship exists between interest rate spread, macro-prudential regulation and monetary policy in South Africa. Moreover, the systems equation provided evidence that a short run causality running from macroprudential regulation to monetary policy is prevalent in South Africa. The empirical model of the study was found to be desirable as evidence of no serial correlation, no ARCH effect and non-normality in residuals was detected. Evidence from this study further suggest that interest rate spread has a dampening effect on monetary policy, but in the long-run this effect seems reversible in South Africa. As a result, this study recommends that caution should be taken on the appropriate selection of measures of macro-prudential regulation and its tool-kit as it can be used to disguise the symptoms of a lax monetary policy. This implies that the South African Reserve Bank (SARB) should sternly supervise and regulate the extension of credit by commercial banks in line with its inflation targeting monetary policy rule in order to achieve financial stability and ensure optimal interest rate spread that can stimulate the economy to growth.

The study examined whether the current organisational structure is conducive to a sound working environment, analysed change management interventions provided after the amalgamation and made recommendations to the local municipality on the measures to be taken to provide quality service delivery, improved communication networks and challenges that affect organisational culture. The entire research process was guided by the above research objectives and questions that strive to assess the outcomes of the effects of an amalgamation on organisational culture in Raymond Mhlaba. The study involved a qualitative research approach, and interviews were conducted for the administrative employees of the municipality. The findings of the study identified that the municipal amalgamation has negative effects on organisational culture, especially at the beginning of the amalgamation. The study established that there are many factors that led to the negative effect of an amalgamation on organisational culture, such as lack of management communication, consultation and planning strategies, preferential treatment, conflict and confusion, service delivery and failure to provide change management interventions. The study also revealed that the amalgamation came with better opportunities in terms of salary scales as the municipality is be more capacitated. These factors can be prevented to ensure the success of amalgamations in Local Government. Finally, the study makes recommendations for the municipality on how 10 to handle the amalgamation better, to result to a positive effect on organisational culture.

The impact of financial inclusion on poverty: a case of selected SADC countries.

However, both theoretical and empirical literature does not reach consensus on the effect of financial inclusion on poverty. Against this background, the study empirically examines the effect of financial inclusion on poverty in selected Southern African Development Community (SADC) countries, which include (Botswana, Malawi, Mauritius, Namibia, South Africa, Tanzania, and Zambia). The author employs the Generalized Method of Moments (GMM) technique for the period 1980 to 2019. Based on the Financial Intermediation Theory and the Social Justice Theory: Tunnel effect, 5 different models were estimated. Variables used to capture the different dimensions of financial inclusion include ATMs per 1000km and Bank Accounts per 1000 adults as well as Bank’s private Credit to GDP and Commercial Bank branches per 1000 adults’. The control variables used in the study are; GDP per Capita, Government Consumption, Inflation and Education. Empirical results revealed that financial inclusion reduces the level of poverty in the selected SADC states. The results also revealed that GDP per capita and government spending have a negative effect on poverty in the region. An interesting finding, even though not the major focus of the study was the effect of education. The results revealed that lower levels of education may exacerbate the level of poverty in the region. At the same time, tertiary education was found to have a negative and significant effect on poverty. The empirical results imply that policy makers should center their focus on reforms that will ensure that more people are financially included in the region. - Description: Corruption is a virus that has infected all sectors of society not only in South Africa but also in the whole world. The various spheres of government are seemingly not immune against this scourge and its paralysing effect on service delivery. There is no universally acceptable definition of corruption. Its causes are diverse, ranging from administrative to socio-economic, and it manifests itself in various ways. The plethora of anti-corruption legislation and agencies has only served to minimise but not to eradicate corruption from the face of the public institutions. In order to scale up its fight against corruption, the Department of Public Service and Administration developed a strategy aimed at preventing, detecting and investigating corruption in government departments. Subsequently, the Department of Local Government and Traditional Affairs, now called Co-operative Governance and Traditional Affairs, developed a similar strategy for the municipalities. The strategy requires inter alia municipalities to develop minimum anti-corruption capacity which entail developing strategies, systems, policies, procedures and plans to prevent, detect and investigate fraud and corruption. The study sought to establish, in selected municipalities in Joe Gqabi District municipality, whether or not they have established the minimum capacity envisaged in the National anti-corruption strategy. The study found municipalities to have progressed at different stages of establishing and ensuring functioning of those systems, policies and plans but none of them had developed anti-corruption strategy. The Global drive for an interlinked world economy has increased the need for monetary authorities and Governments to able to effectively deal with any negative spins off from capital flows and also be able to take advantage of positive effects capital flows may have on an economy. The study seeks to understand how the change to lift restrictions on capital flows into the South African economy may have impacted on economic growth. The study analyses the relationship that existed between capital flows, that is to say foreign direct investment (FDI) and portfolio investment (P_I) and economic growth under the period of capital controls (1975 Q1 to 1994Q1). Then study will then analyse the same relationship but this time under the liberalised period (1994 Q2 to 2010 Q2) and compare how the long run relationship has changed after capital account liberalisation. The study uses an endogenous model to determine the relationship. The study unlike most will focus on a single economy, which is South Africa and not use panel data like most previous studies. The study found that in the short run capital account liberalising aided economic growth as both FDI and P_I became significant, with positive coefficients and also found that there is long run relationship between economic growth and capital flows. In the long run FDI is significant while P_I is not. After liberalisation FDI adjusted faster in the long run than before liberalisation on its impact on economic output. Also of note was that the study found that under capital controls the conditional variance was constant but after liberalisation the relationship between capital flows and economic growth became more sensitive to negative news and the conditional variance was not constant thus indication of increased volatility. To maximise from opening up of capital accounts the economy should maintain sound macroeconomic policies. It follows, logically, that empowering citizens and granting them authority to control budget allocations has the potential to play a mediating role in transforming the financial management environment within the framework of local government in South Africa. Without representation of heterogeneous social classes, budget allocations in South Africa will continue to reflect the needs of those who hold the top echelons of municipal administrative machinery. Given the complexity of the flawed participatory structures and persistent gender inequality, the mixed methods approach was used as an investigative method to gain a deeper understanding of the participatory genderresponsive budgeting trend and its subsequent impact on service delivery outcomes in the Eastern Cape Province. The findings showed that men's participation and resource re-allocation elements had a significant effect on gender-responsive budgeting but women's participation and transparency had no significant impact. More so, findings also revealed that there is no difference in the manner in which the two municipalities have adopted the two concepts. The long-term results of male domination and the ignorance of transparency and women participation in budget formulation is the establishment of gender-blind budgets that fail to deliver gender-sensitive service delivery outcomes. Based on secondary data analysis, evidence showed that there is a lack of gender dimension in the municipal outcomes and this has contributed towards gender inequalities in terms of access to services. However, results indicated that the full involvement of women and giving then authority to have a voice in budgetary decisions, coupled with the transparent incorporation of gender priorities in the stages of the budget cycle can lead to the formulation to gender sensitive budgets. In an era characterised by turbulent changes in business environment due to elements like globalisation, organisations are trying their best to attain competitive advantage. Organisational commitment has been pointed by most researchers as a survival aspect for most organisations. However, internal organisational aspects such as leadership style and organisational culture needs to be closely looked at as they influence the level of commitment employees will have to an organisation. Research purpose: The objective of this study was to explore the effect of leadership style and organisational culture on employee organisational commitment. Motivation for the study: Employee organisational commitment is becoming a challenge for organisations regardless of the type or field of operation. Factors like leadership style and organisational culture needs to be closely scrutinised if organisations are to be successful as they are constantly affected by drastic changes facing organisations in today’s world. Research design, approach and method: A questionnaire was used as a method for data collection and it was administered to a sample of 250 respondents at Zimbabwe Electricity Supply Authority in Zimbabwe. Random sampling was used to select respondents. Main findings: Chi-square tests and multiple regression analysis were applied in testing the statistical significance of the relationship among variables. The results indicated that leadership style and organisational culture had a significant positive relationship on organisational commitment. Practical implications: The results of this study showed that managers should strategise or develop programmes that enhances employee retention so as to overcome labour turnover problems due to lack of employee commitment. The study also clearly indicated that better leadership style and organisational culture is fundamental in enhancing employee commitment in an organisation. Contribution: The findings of this study showed that leadership style and organisational culture have a positive significant effect on employee commitment.

The results indicated that leadership style and organisational culture had a significant positive relationship on organisational commitment. Practical implications: The results of this study showed that managers should strategise or develop programmes that enhances employee retention so as to overcome labour turnover problems due to lack of employee commitment. The study also clearly indicated that better leadership style and organisational culture is fundamental in enhancing employee commitment in an organisation. Contribution: The findings of this study showed that leadership style and organisational culture have a positive significant effect on employee commitment.

The results of the study reveal that Small, Medium and Micro Enterprises do not necessarily generate substantial employment. Therefore, the study recommends that the government should provide more financial support for SMMEs, organize entrepreneurship workshops, seminars and training workshops, which could improve their business operating skills as well as provide easy access to loans.

African countries participating in TIMSS are performing poorly as they are always at the bottom. The budget allocation of African countries is more than that of Asian countries, but the student outcomes do not correlate with the input. This is so disappointing considering the amount of money the governments invest in the education sectors. The study investigated teacher practices and human capital acquisition in four African countries that participated in TIMSS from 2007 to 2015. The four countries were South Africa, Botswana, Egypt and Morocco. In addition, the study included the best performing countries from East Asia that also participated in TIMSS. These four countries were Singapore, South Korea, Japan and Hong Kong Sar. The best performing countries were included in the analysis in order to determine best practice from the best performing countries. Using Stata 14, pooled OLS cross sections methodology was used to generate results on whether teacher practices influence students’ mathematics achievement by using grade 8 test scores per country, student and teacher background. The study found that some teacher practices significantly explain academic performance in mathematics especially in African countries whilst socio economic status significantly affect performance across all the countries. Future research will investigate some other measures that can promote good performance of mathematics in African countries.

The results of statistical analysis show different level of cross tabulation between MFS and education level, all the 6 different locations, individual age range, job type, and average income of individual. Analysis revealed that age and income level of individuals have the highest relationship with the use of MFS. The statistical analysis used was the logistic regression. Pool of effort of all the stake holders in financial services sector should focus on including the low income earners and the technology should be simple enough for the use of the older generation.

The nature and process of the activities within the public sector and the traditional public administration have been seen as problematic. As such, the birth of NPM is grounded in the need to offer more efficient mechanisms for service delivery. This study aimed at assessing the implementation of NPM principles towards effective service delivery within the Eastern Cape government. The study was underpinned by the New Public Management Approach. A qualitative desktop review was adopted to find answers to research questions of the study. The data was evaluated qualitatively through thematic analysis. The study findings reveal that the Eastern Cape government is making strides to effectively implement NPM principles towards improving service delivery. The implemented principles are privatisation, managerialism, performance management, decentralisation and customer oriented. The effectiveness of strategies aimed at enhancing effective implementation of NPM principles for improved service delivery was also assessed. The findings show that the strategies are effective although there are some inherent issues that derail effective implementation. Poor reporting, corruption, poor management, shortage of trained managers and staff shortages were identified as challenges affecting effective implementation of NPM principles. The influence of technology factors on turnover intentions amongst a sample of government employees in the Eastern Cape, South Africa

- Description: Orientation: Technology affects organisations both positively and negatively and in some instances technology factors can result in turnover intentions for certain employees of organisations. Research purpose: The main objective of the study was to investigate how technology-based job autonomy, technology-based job overload and technologybased job monitoring impact turnover intentions of employees. Motivation of the study: Exploring and understanding the relationship between technology factors and turnover intention amongst government employees to determine whether these factors affect government as much as they affect the private sector. Research design, approach and method: This research used a quantitative research approach. It drew a convenience sample of 182 employees (N= 182) from the South African Government. Main findings: The three main findings of the study were: Technology-based job autonomy was positively related to turnover intention. Technology-based job overload was found to be positively related to turnover intention. Finally, technology-based monitoring was found to be positively related to turnover intention. Practical/managerial implications: If organisations do not address the issue of monitoring and overload they are likely to experience many turnover intentions amongst the employees. Furthermore, the organisations with less autonomy are likely to lose their employees which means they will lose the resources that have been serving the organisation for a long time. This will also contribute to the organisation losing many funds as they would constantly have to train new employees. Contribution/value-add: The research adds value to the knowledge about the effects of technology factors on turnover intention by pointing out the reasons that lead to turnover intention.

- Description: There is growing recognition that the limited success in rural development policies in many developing countries, including South Africa, is mainly a result of the failure to conceptualize such interventions beyond agriculture and incorporate non-farm enterprises into the mix. Non-farm enterprises are increasingly viewed as having the potential to become one of the drivers of rural development. However, it is an area that remains poorly documented and dimly understood as it has received limited scholarly attention in recent years. The study was carried out in the rural areas of Port St John’s Local Municipality in the Eastern Cape Province of South Africa. The study was premised on the assumption that non-farm enterprises have the potential to become one of the drivers of rural development in terms of employment creation, income generation and diversification of the rural economy. The thesis demonstrates that the hope that non-farm enterprises can add value to the rural economy in terms of creating the much needed employment opportunities is still a goal to be realised. Nevertheless, the income generated by these enterprises is contributing immensely to household welfare, especially improving accessibility to food by poor households. The study recommends the implementation of tailor made capacity building and training programmes aimed at enhancing the skills of rural artisans. This is an area that requires state-mediated intervention to augment the rural economy in order to redress the uneven development of the past.

- Description: This research investigated how self-initiated academic expatriates managed their work-life balance while in a foreign country. As many people are now self-initiating their career movement from one country to another, there is a need to understand how the self-initiated academic expatriates are managing the balance between work lives and personal lives. The research discussed and made use of a narrative and story-telling method in understanding the experiences of self-initiated academic expatriates. In order to generate knowledge specific to the local African context as most studies were conducted outside of Africa, narrative and story-telling method was seen as most suitable. A total of 25 participants were interviewed using semi-structured interviews. The use of narrative inquiry in understanding the experiences of self-initiated academic expatriates who are based in South Africa will be illustrated in this research, with the implications of this being explored. The narratives of participants revealed four main themes. First, the participants narrated on the motivations to expatriate, why they chose South Africa as a destination will be discussed. Second, pathway into academia, how the participants ended up joining the academics profession will be presented in this thesis. Third, work and non-work related challenges being faced by the self-initiated academic expatriates are presented. Fourth, the way in which the participants worked around the challenges referred to as individual resourcing capability is presented. Solutions to the challenges highlights how individuals take action in response to their circumstances in aiding their self-development.
