- Description: Mankind, and the development of people, exists due to risk-taking behaviour. It is not that humans should not take risks, but rather the ability to identify the magnitude of risk exposure in order that mankind‟s actions would be so selected as to mitigate exposed risk factors, that no harm should befall them. The approach to health and safety (H&S) has always been to manage H&S environmental factors that could have a negative impact on people, capital, and organisational systems. However, the critical component of human risk-taking behaviour that would have a far greater impact has rarely been acknowledged as part of the drivers that increase risk exposure. Human behaviour is a major contributing factor in accident causation. Although human error cannot be completely eliminated, it should be identified and correctly managed according to each individual‟s risk-taking profile. The reason people decide to take certain risks under certain conditions and the effect it has on H&S management systems is a key component to managing organisational risk exposure. To quantify the value of individual risk-taking behaviour could provide management with better opportunities of lowering the organisational risk exposure. Human risk-taking behaviour is influenced by each individual‟s perception of risk. Such perception of risk will influence decisions on risk-taking behaviour, which in turn is influenced by the individual‟s psychological profile and environmental factors, including character and the impact of a cultural environment. The electrical construction and maintenance industry differs from other similar industries in that the physical entity of electricity requires not only sensory perception for the identification and evaluation of risk factors, but also requires specialised knowledge and testing equipment to evaluate the parameters of electrical installation, plant or equipment. Without such competence, direct exposure to most electrical installations could be fatal. The optimum human resource (HR) solution for managing the risk potential of high risk-taking behaviour is the rating and allocation of specific job tasks that can match and limit the individual potential for risk-taking behaviour and the impact on organisational incident statistics. Maintaining and optimising employee job performance enables organisations to better achieve pre-set goals and missions. Such improvements being a catalyst for better job performance by setting limitations on high risk-taking behaviour, that will improve H&S performance by lowering incident rates.

Development and validation of in-process control test kits for biodiesel production

- Description: The production of biodiesel from vegetable oils is not a new technology; it has been around since the 1950’s and both the research in terms of the different feedstock that can be used and the production of biodiesel has since been gaining momentum as there needs to be a new, sustainable and domestic alternative to petroleum fuels. These petroleum fuels pose enormous threats to the environment and therefore need to be replaced as they are mostly contributing to climate change and global warming not to mention the frequent price hikes which are crippling the South African economy. Biodiesel production using vegetable oils seems to be and is the future and a law has recently been passed which sanctions the production of biofuel locally.[1] South African fuel producers will instigate obligatory blending of fossil fuel with biofuel as the country moves to encourage investment in its biofuels sector. The production of biodiesel locally and the blending of biodiesel with other petroleum products will reduce the country’s dependence on imported fuel. The already established petrochemical companies like BP, Sasol and Engine are therefore mandated to purchase these biofuels if and when the biofuels meet the required South African National Standard (SANS) 1935 requirements. This is then where the challenge comes as most of these growing biofuel companies cannot afford to purchase testing equipment.The growing companiesthen discover upon completion of the biofuel manufacturing process that their product does not meet the required standard specification. The failure translates to a financial loss as the final product can possibly not be reworked. The aim of the project is then to assist these companies who are manufacturing biofuel, by providing them with in-house biofuel process methods which will allow for early detection, should there be a need to redo a step in the process and not wait until the completion of the production process. These in-house process-testing methods will range from pH determination, titration tests which will determine the soap content and the percentage free fatty acid content, water determination, density and visual testing. It is not cost-effective for these biodiesel manufacturers to send their samples for outsource testing as evidently the results obtained would be out of specification hence the need to provide these biodiesel manufacturers with in-house analytical testing techniques that will aid in monitoring of the biodiesel production.

- Description: In this research, the researcher is analysing the models of development in Ethiopia on ADLI policy after the Ethio-Eritrean War of 1998-2000. As a post- conflict country it is always important to know how a country reconstructs its economy after the war. The researcher will give a brief background of Ethiopia with her different regime changes. Ethiopia is a landlocked country and is found in the Horn of Africa. Her boarders are Eritrea on the north and north east, and Djibouti and Somalia on the East, Kenya on the south, on the west and south west by Sudan. (BCC) Ethiopia has been under three remarkably different political regimes; the feudal imperial era under Emperor Haile Selassie; the socialist military dictatorship of Colonel Mangistu’s Derg; and the marketoriented Western aligned democracy of Prime Minister Meles Zenawi.(Devereux et al,2005:121 ) Each regime had applied different policies on agriculture which employs 80 percent of the population. Feudal policies where the land was in the hands of the landlords failed during Selassie’s regime and this was proved by the famine of 1974. He was overthrown by Derg in a coup in 1974. Derg introduced a “radical agrarian transformation based on land redistribution. His policies on agriculture were based on the Marxist egalitarian ideology and by conviction that feudal relations in agriculture had exposed millions of highland Ethiopians to intolerable levels of poverty and vulnerability.” (Devereux et al, 2005:121-122). According to Derg’s agricultural policy land was confiscated from the landlords and was redistributed to the rural farmers and it was trying to break inequalities over land control and it aimed at achieving agricultural productivity and rural incomes. Derg’s regime was overthrown by Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF) in 1991. EPRDF further continued with land redistribution in the wake of 1990s and it gave farmlands to demobilised soldiers and tried to correct the inequalities that emerged with time as farming families were growing. (Devereux et al, 2005:122) In all these regimes, land was owned by the state. Ethiopian economy is based on agriculture which contributes 47 percent to GNP and more than 80 percent of exports, and employs 85 percent of the population. Ethiopia’s agriculture is plagued by periodic droughts, soil degradation emanating from poor agricultural practices and overgrazing, deforestation, high population density, underdeveloped water resources and poor transport infrastructure which makes extremely difficult and expensive to get goods to the market. (BCC, 07) The EPRDF came up with the new agricultural policy in the beginning of 1991 and it was known as Agriculture Development Led Industrialisation (ADLI). ADLI is the policy that emphasised on modernising smallholder agriculture and intensifying yield productivity through the supply of appropriate technology, certified seeds, fertilizers, rural credit facilities and technical assistance. (Getachew, 2003:9) This policy introduced some reforms in agriculture as it introduced a nationwide agricultural extension program, the propagation of laws that liberalised the purchasing and distribution of inputs and to increase and to make credit facilities available to rural farmers. In 1995 Minister of Agriculture (MoA) introduced a vehicle to drive the policy, which was called the Plan for Accelerated and Sustained Development to End Poverty (PADETES). The PADETES started with 32047 farmers on board. The aim was to educate farmers in new farming methods which will increase productivity and make farmers self sufficient. Agriculture Sample Survey 2009/10 states that ‘country’s experience showed that farmers’ attitude and tendency to adapt and accept new innovations, modern agricultural techniques and technologies, such as use of fertilizers, irrigation, improved seeds and pesticides that help to improve their living standards through attaining enhanced productivity, do have positive impact on the development on the agricultural sector as a whole.’(Central Statistical Agency, 2010: i) Teshome (2006:1) shows complexity of Ethiopian agriculture when he says that it largest contributor to the GDP, exports and foreign earnings and it employs almost 85 percent of the population. On the contrary, despite its socio-economic importance its performance continues to be low due to many natural and manmade factors which will be discussed in this research.

- Description: This study critically examines my classroom practice in teaching young learners aged four-and-a-half to six years old. It focuses on the following research question: How can I create a stimulating environment in my classroom to promote awareness of and a love for reading? My classroom-based action research methodology places me, the practitioner, at the centre of the investigation. The work examines closely my professional values and my strong belief in the capacity of learners to be curious, absorb and make sense of what they encounter and experience in a stimulating environment. It investigates how such an environment develops the potential of learners to love and embrace reading. The process of engaging reflectively and analytically in practitioner research has helped me to gain a better understanding of my learners’ needs and to improve the ways in which I promote reading in the reception year of formal schooling. I claim that the creating of a stimulating environment in my classroom is grounded in my ability to motivate, model and scaffold the learners to engage in reading confidently. Together, the learners and I have created a living theory of education, one that is open to further reflection and development. Ongoing interaction between theoretical discourse and practical experiences enable me to develop my professional knowledge and to synthesize my values and practice. The investigation continuously confirms the advantages of a print-rich environment and how it can be used to promote a love for reading amongst young learners. The claims and knowledge generated in this study are personal and true for me, while the living transformational process demonstrates how I have developed professionally.

- Description: Globally there is a lack of radiologists, which results in unreported radiographic examinations, or a delay in reporting on radiographic images even in emergency situations. In order to mitigate and alleviate the situation, and optimise the utilisation of radiographers a red dot system was introduced in the United Kingdom, which later aided in the transformation of the role of radiographers in terms of formal reporting of various radiographic examinations. Although there is a shortage of medical practitioners and radiologists in South Africa the extended role of radiographers has not been yet realised for radiographers. At present, radiographers and medical practitioners work in collaboration to interpret and report on radiographic examinations informally, to facilitate effective and efficient patient management, but this is done illegally because the regulations defining the scope of the profession of radiography does not allow for such practice, putting radiographers and organisations at risk of litigation. In order to gain an in-depth knowledge of the phenomena, to enable the researcher to provide recommendations to the Professional Board of Radiography and Clinical Technology (PBRCT) of the Health Professions Council of South Africa (HPCSA), a qualitative, exploratory, descriptive, and contextual research study was undertaken. Radiographers and medical practitioners were interviewed in order to elicit rich descriptions of their experiences regarding reporting of trauma related radiographic images in the after-hours trauma units. Data were gathered using in-depth semi-structured interviews, and the data were analysed using kesch’s method of thematic synthesis. Three themes emerged from the data, namely the challenges radiographers and medical practitioners face in the after-hours trauma units respectively, with regards to reporting of trauma related adiographs, and suggestions were proposed to optimize the participation of radiographers with regard to trauma related radiographs in these units. A thick description and literature control was done using quotes from participants. Measures to ensure trustworthiness and ethical research practices were also implemented. Thereafter, recommendations were put forward for the PBRCT of the HPCSA, using current literature and inferences made from the findings of the study.

- Description: Globally there is a lack of radiologists, which results in unreported radiographic examinations, or a delay in reporting on radiographic images even in emergency situations. In order to mitigate and alleviate the situation, and optimise the utilisation of radiographers a red dot system was introduced in the United Kingdom, which later aided in the transformation of the role of radiographers in terms of formal reporting of various radiographic examinations. Although there is a shortage of medical practitioners and radiologists in South Africa the extended role of radiographers has not been yet realised for radiographers. At present, radiographers and medical practitioners work in collaboration to interpret and report on radiographic examinations informally, to facilitate effective and efficient patient management, but this is done illegally because the regulations defining the scope of the profession of radiography does not allow for such practice, putting radiographers and organisations at risk of litigation. In order to gain an in-depth knowledge of the phenomena, to enable the researcher to provide recommendations to the Professional Board of Radiography and Clinical Technology (PBRCT) of the Health Professions Council of South Africa (HPCSA), a qualitative, exploratory, descriptive, and contextual research study was undertaken. Radiographers and medical practitioners were interviewed in order to elicit rich descriptions of their experiences regarding reporting of trauma related radiographic images in the after-hours trauma units. Data were gathered using in-depth semi-structured interviews, and the data were analysed using kesch’s method of thematic synthesis. The empirical evidence shows that, first, a dependent central bank is more likely to slip into hyperinflation. Second, a SADC (2008) model central bank law is not independent enough to be used as a benchmark for any central bank or as a charter for a regional central bank. Third, the degree of central bank independence in SSA is relatively lower than that in industrialised economies. Fourth, the determinants of MPT in SSA are trade openness, and financial depth that are important factors influencing policy-makers to adopt monetary-policy transparency. Fifth, MPT is associated with a decline in the inflation rate. Sixth, MPT had no significant effect on economic output, whilst trade openness was positively associated with real GDP.

However, a lot of work still has to be done to ensure that there is development in the communities.

Poverty and destitution have led to the formation and development of rural settlements within an urban context, which is known as informal housing. An example of this is Port Elizabeth’s Walmer Township. Walmer Township is seen to be one of the poorest informal settlements within the Eastern Cape, and has common problems of unemployment, violence, substance abuse, HIV/Aids and illiteracy. These problems adversely affect the community’s living conditions and plummets the society further into a state of destitution. In a last attempt to alleviate poverty among communities, such as the Walmer Township, organizations and external agencies have stepped in to reduce the harmful effects caused by poverty. These include shelters, feeding schemes and job empowerment. However, questions as to whether these organizations actually assist those living in poverty, and how can the organizations or current policy be improved, still exist and are raised regularly today. The research population included postnatal women who participated in the PMTCT of HIV Programme at the East London Hospital Complex (Frere site). Permission to conduct the research was obtained from the Eastern Cape Department of Health Ethics Committee, Chief Executive Officer of the hospital complex and the Advanced Degrees Committee and Human Ethics Committee at the Nelson Mandela Metropolitan University. The research study was qualitative, exploratory, descriptive and contextual in design. Data collection was carried out by face-to-face semi-structured interviews with postnatal women at the East London Hospital Complex (Frere site). The tape-recorded interviews were transcribed verbatim with the aid of field notes. Data analysis was done according to Tesch’s method of data analysis (in De Vos et al, 2000:343). Themes were identified from the transcriptions and finalised after consensus discussions with an independent coder who was experienced in qualitative research. Literature control, guided by the themes identified in the interviews, was carried out to compare and verify the findings of the study. Three major themes with sub-themes were identified during data analysis. The major themes were identified as follows: · The participants expressed feelings of being devastated by the results that confirmed their HIV positive status. · The participants expressed a thirst for knowledge on how to live with the diagnosis and on how to continue with the PMTCT Programme. · The physical environment where counselling and testing were done, as well as the practical arrangements, were not conducive to the full implementation of the PMTCT Programme at the antenatal clinic. Conclusions were drawn and recommendations were made in the form of additional guidelines for midwives implementing the PMTCT Programme in the antenatal clinic health services. Guidelines for further midwifery-related research were formulated.

Universities that will survive and succeed in this new climate must embrace entrepreneurship - become entrepreneurially oriented. As in any other organisation corporate entrepreneurship processes explain how entrepreneurship is implemented and diffused throughout a university, and its members must perceive the internal organisational culture as innovation supporting for entrepreneurship to flourish. Hence, the importance of studying internal environmental conditions that influence / enable corporate entrepreneurship. This study investigated NMMU’s entrepreneurial orientation by first determining what an entrepreneurial university is and its key attributes. Next it identified the key structural factors influencing university entrepreneurship and enquired how these structural factors can be influenced to enhance entrepreneurship at NMMU. To this end, survey method was used to sample perception of the university middle managers. The study first determined the level of entrepreneurship in NMMU by measuring its entrepreneurial intensity and then attempted to locate its position on the entrepreneurial grid. - Description: Bullying appears to be a worldwide phenomenon. It occurs within schools, homes, and in the community too. Bullying is a form of aggressive behaviour. Female bullying is not so easily noticed, as girls hardly ever use physical forms of aggression. Bullying can have a detrimental effect on the mental health of the victim. The victims of bullying experience symptoms of mental discomfort, which include low self esteem, feelings of helplessness, feelings of worthlessness and inferiority, lack of confidence, isolation, self-conscientiousness; and lastly, this can lead to suicide. Some form of intervention is necessary to provide adolescents with skills to combat bullying and help them to become mentally healthy again. The overall goal of the study was to develop, implement and evaluate a psycho-educational programme for female adolescents in a secondary school setting, in order to assist them in coping with bullying. The objectives of the research study were to: Conduct asituational analysis to identify the mental health needs of adolescent girls, as victimsof bullying. Develop a psycho-educational programme to facilitate the promotion of mental health of those adolescent girls who are victims of bullying. Implement the psycho-educational programme to facilitate coping by adolescent girls who are victims of bullying. Assess whether the adolescent girls have benefitted from attending the psycho-educational programme. The researcher used a qualitative, explorative, descriptive and contextual design. The research methodology consisted of four phases. In phase one of the research, a situational analysis was done; and the characteristics of mental discomfort exhibited by the victim were identified. The needs of the adolescent girl who has been bullied have already been described. Phase two involved the development of a psycho-educational programme. The information from the situational analysis was used to develop the conceptual framework. The six concepts in the survey list of Dickoff et al. (1968:422) were described as follows: the recipient is the adolescent girl who has been bullied, the agent is an advanced psychiatric nurse, the context is the community and the secondary school where bullying takes place, the dynamics of the intervention constitute the mental discomfort experienced by the adolescent girl. This is what motivates her to participate in the programme. The procedure was identified as the psycho-educational programme, while the terminus or outcome of the intervention for the adolescent girl would be for her to experience mental health after being exposed to the psycho-educational programme. The relationship between the concepts was used to form the mind map of the conceptual framework. This guided the development of the psycho-educational programme. The content of the programme has already been described. In phase three the psycho-educational programme is implemented and in phase four the programme is evaluated. The psycho-educational programme taught the teenage girls skills and it provided them with knowledge to cope better with the bullying. Attending the programme made the teenagers aware that they needed to change to experience mental health and happiness. The empirical study took place in phase four. The data-gathering method in phase four included the conducting of semi-structured interviews with the adolescent girls who participated in the programme, as well as the teachers of these adolescent girls and their parents. Naïve sketches, reflective journals, observations made and field notes formed part of this database. The data was analyzed by means of Tesch‟s descriptive analysis (in Creswell, 2003:192). The participants had to comment on how they were coping after the implementation of the psycho-educational programme. In conclusion, an intervention in the form of the psycho-educational programme was shown to be beneficial to adolescent girls who were victims of bullying, to assist them in coping with the aftermath of being bullied. The link has been identified as a major obstacle to the free movement of goods. As a result the process of the establishment of a One Stop Border Post was mooted by the former president Thabo Mbeki and his counter-part in Mozambique Mr. Joaquim Chissano in a bilateral agreement between these two countries. The reasons for these developments are prompted by the protracted problems that have beset intra-regional trade. For example, transport infrastructure in the region imposes significant costs on intra-regional and regional trade transactions. Long delays at border posts add to the intra-regional trade costs. The requirements by the 1996 SADC trade protocol, the basis of the FTA — that member states eliminate non-tariff barriers — poses special problems as it represents different things to different SADC member states. Addressing the SADC summit on 16 August 2006, the then South African President Thabo Mbeki said “the launch of the FTA was much more than a simple acknowledgement that the majority of traded goods in the region are duty-free. Rather we should view the achievement of this milestone as a major step towards addressing the fundamental challenges of poverty and underdevelopment through deeper integration and economic development” (Mbeki, 2006:16). Now that there will be one centre that clears all the documents for the transporters this will effectively culminate in the speedy processing of the documents. There will be no need for the transporters to stop at the other country’s customs offices to do the same job. Once the documents are complete the process is complete, because the barriers are removed between the two countries.

- Description: The Prevention of Organised Crime Act brought major changes to the South African criminal law context. Through the Act, major confiscatory provisions were established. The Act does not only target convicted criminals, but also any person who is in possession of tainted property that was used in the commission of offences. Civil forfeiture is the most widely used procedure in forfeiture proceedings. In the dissertation the effectiveness of criminal and civil confiscation is outlined. The historical development of confiscation and forfeiture provisions in South African is discussed with reference to the common law, legislation and international instruments and how international developments have influenced local development. This treatise consist of an overview of the confiscation provisions in the Prevention of Organised Act 121 of 1998 as one of the measures the South African legislature put in place to deal with organised crime. Since the Prevention of Organised Crime Act was passed, the courts have given meaning to what is an instrumentality of an offence and the proceeds of unlawful activities as a measure to counter organised crime. This treatise refers to those cases given the definition of an instrumentality of an offence and the proceeds of unlawful activities. For the purpose of effectively dealing with organised crime, this treatise contains a discussion on the effectiveness of criminal and civil confiscation procedure. The justification for asset forfeiture is outlined.

The historical development of confiscation and forfeiture provisions in South African is discussed with reference to the common law, legislation and international instruments and how international developments have influenced local development. This treatise consist of an overview of the confiscation provisions in the Prevention of Organised Act 121 of 1998 as one of the measures the South African legislature put in place to deal with organised crime. Since the Prevention of Organised Crime Act was passed, the courts have given meaning to what is an instrumentality of an offence and the proceeds of unlawful activities as a measure to counter organised crime. This treatise refers to those cases given the definition of an instrumentality of an offence and the proceeds of unlawful activities. For the purpose of effectively dealing with organised crime, this treatise contains a discussion on the effectiveness of criminal and civil confiscation procedure. The justification for asset forfeiture is outlined.

A critique of dispute resolution in the public service

- Description: Effective, efficient and expeditious resolution of labour disputes plays a crucial role in terms of the realization of one of the primary objectives of the Labour Relations Act (hereinafter referred to as “the Act”) which is the achievement of labour peace. Although there is no proper definition of a dispute offered by the Act, there are several elements raised by authors within the labour relations and labour law fields which constitute a dispute. Two types of disputes are discussed, namely disputes of right (emanating from entitlement) and disputes of interest (based on demands not provided for, and these are also known as disputes based on matters of mutual interests). Labour relations in South Africa has a history that is tarnished by segregation and dualism, where there was a system of labour relations and labour statutes for all races (except for Africans). The first statute dealing somewhat comprehensive with labour disputes, the Industrial Conciliation Act, did not apply to Africans. This situation (exclusion of Africans) prevailed until the early 1980’s. Therefore, although the apartheid system was legislated in 1948, its segregation practices based on race existed long before 1948 and also extended to the workplaces. The turning point in the labour relations arena in South Africa was the appointment of the Wiehahn Commission. As a result of the recommendations by this Commission, African Workers were for the first time included in labour legislation. So, of great interest is the fact that African Workers attained labour rights before the demise of the apartheid system. The birth of the Act with its dispute resolution fora like the Commission for Conciliation, Mediation and Arbitration (hereinafter referred to as “the CCMA”), Bargaining Councils, Labour Court and the Labour Appeal Court, revolutionized dispute resolution in the country. However, there are some challenges that have emerged even within the new system. Prior to 1993, labour relations in the public service, simply just did not exist. This was mainly due to the fact that the public service was excluded from mainstream legal framework governing labour relations. The State was very much in control of what was happening with regards to employment relations in the public service. There were some structures developed for engagement with the State like the Public Service Commission (PSC) which was politicized to push the agenda of apartheid, Public Servants Association (PSA) for White Public Servants, Public Service Union (PSU) for Indian Public Servants and Public Service League for Coloured Public Servants. There was no structure established for African Public Servants though. Nevertheless, these established structures were useless. One of the recommendations of the Wiehahn Commission was the inclusion of public servants within the mainstream labour relations framework and this was never pursued by the then government. It took the wave of strikes in the early 1990’s for the Act to be extended to the public service. Even with the inclusion of public service within the scope of the Act, there are still challenges pertinent to the public service. Central to these challenges is the problem of fragmentation in terms of approach regarding dispute resolution and the fact that there are too many pieces of legislation dealing with dispute resolution. This situation has also resulted in a jurisdictional debacle within the public service. Also, there is a huge challenge in terms of dealing with abscondments / desertion within the public service. In terms of the way forward, there is an initiative to streamline the public service. In this regard, there is a Draft Single Public Service Bill and also the Public Service Amendment Bill.
