- Description: This study was designed to assess the role of secondary education in the employability of operators in the South African automotive industry. Five types of secondary education are referred to, namely, a secondary education including Mathematics and Science as subjects; a matriculation with Mathematics as a subject; a secondary education inclusive of Science as a subject; a technical type Grade 12 qualification and a general form of secondary education. A two-phase aptitude testing selection process, employing three sub-tests from the Differential Aptitude Test (DAT-K) and five from the Trade Aptitude Test (TRAT) batteries, was utilised to assess whether there were significant differences in aptitude test scores of applicants with different types of secondary education. These aptitude measures were administered to 2 463 preselected respondents. Descriptive statistics such as median, mode and frequency distribution graphs were used. Statistical analysis was also carried out, using the Chi-square test of independence, to determine the differences in aptitude test results obtained by the groups in the study. The study‟s findings revealed that the type of Grade 12 qualification held by applicants is an important criterion to be considered in the selection of automotive operators. The findings specifically indicated that a secondary education that included Mathematics and/or Science as subjects resulted in notable performance in the aptitude instruments employed in this study. The findings are broadly relevant to the South African automotive industry and are of value to human resource practitioners, educators, social scientists and other researchers.

Determinants of rural households’ diversification of livelihood strategies: a case of Intsika Yethu farmers of the Eastern Cape province, South Africa

- Description: Despite the continuing perceived economic centrality of agriculture in Intsika Yethu local municipality, rural households engage and pursue diverse non-farm livelihood activities to cope with diverse challenges and risks such as drought. This study assessed the importance of existing livelihood strategies adopted by the different rural households in Intsika Yethu; the link between households’ ownership and access to different ‘assets’; factors determining households’ ability to adopt certain livelihood strategies in the area. A survey of 120 households in six administrative areas and informal discussions with key informants were used to collect demographic data, data on socio-economic activities and factors determining the choice of livelihood strategies of the households in Intsika Yethu. The research findings indicated that only about 10% of the interviewed households relied solely on on-farm livelihood strategy only. Credit, remittances, market distance, affiliating to cooperatives, education and household size have a potential of influencing households to shift from on-farm livelihood strategy to other livelihood strategies. The government may need to promote programs and awareness on how households can diversify their livelihood strategies as a way of coping with economic constraints in the area.

Evaluation of the final effluents of some wastewater treatment plants in Amathole and Chris Hani District Municipality of the Eastern Cape Province as sources of vibrio pathogens in the aquatic environment

- Description: Certain areas in the world still depend on the receiving water bodies as sources of domestic water and for recreational purposes. The discharge of poor quality effluents from wastewater treatment plants can impact negatively on these water bodies, as they can act as vehicles for pathogens to the environment, posing a threat to humans if such water is used without precaution. Vibrio species are amongst those pathogens that can survive wastewater treatment processes, ending up in the environment, hence the aim of this study was to evaluate the final effluents of some wastewater treatment plants as sources of vibrio pathogens. Five wastewater treatment plants (WWTP) located in Amathole and Chris Hani District Municipalities in the Eastern Cape were used in this study. Samples were collected monthly from September 2012 – August 2013 and analysed using the standard membrane filtration technique. Yellow and green colonies on TCBS agar were enumerated as presumptive Vibrio species and expressed as CFU/100ml for each plant. Colonies were later picked based on their phenotypic characteristics, sub-cultured on fresh TCBS agar to ascertain purity. These presumptive isolates were then subjected to Gram staining and Oxidase test. Gram negative and Oxidase positive isolates were selected for further confirmation using Polymerised Chain Reaction (PCR). PCR was also employed for characterisation of Vibrio into three species viz V. parahaemolyticus, V. fluvialis and V. vulnificus. Antibiogram profile of the characterised species was then determined together with the presence of relevant antibiotic resistance genes Vibrio densities for the twelve month period ranged between 0 - 1.48×104 CFU/100ml with two of the plants located in East bank and Queenstown characterized by extremely high counts and one plant( Reeston) with very low counts.Three hundred presumptive Vibrio isolates were screened for identity confirmation. Of these, the dominating species found was V. fluvialis (28.6%) followed by V. vulnificus (28%) and the least was found to be V. parahaemolyticus (11.6%). The remaining unidentified 31.6% were suspected to belong to other Vibrio species not covered within the scope of this study. All the confirmed isolates i.e., V. parahaemolyticus, V. vulnificus and V. fluvialis were susceptible to imipenem, gentamicin and meropenem and resistant to only tetracycline. Between 60-100% of the V. parahaemolyticus isolates, 7.1% to 100 % V. vulnificus isolates and 2.5 to 100 % V. fluvialis showed resistances to polymixin B, sulfamethazole, erythromycin, penicillin G, chloramphenicol, trimethroprim and trimethroprim & sulfamethazole. Antibiotic Resistance Genes that were assessed included dfRA, SXT, floR and Sul2 varying in proportion with each species showing diversity in the Vibrio community. The dfR A gene was detected in all the V. parahaemolyticus isolates while floR gene was not detected in any of the isolates belonging to the three species. The distribution of sul2 gene cut across the species being 1% (1) in V. fluvialis, 3% (1) in V. parahaemolyticus and 4% (3) in V. vulnificus. The SXT gene was only determined in V. parahaemolyticus. It is clear that the final effluents of the selected plants are reservoirs for Vibrio pathogens as well as antibiotic resistance genes in the environment. The isolation of Vibrio from WWTP shows that this pathogen is in circulation in some pockets of the population. Therefore, wastewater treatment plants need to be properly monitored to ensure that they comply with set guidelines.

Impact of translucent water-based acrylic paint on the thermal performance of a low cost house

- Description: Insulation materials are selected based on their R-value, which is a measure of the thermal resistance of a material. Therefore, the higher the R-value of a material, the better its thermal insulation performance. There are two major groups of insulation materials: bulk and reflective insulation (or combine bulk and reflective). Bulk insulation is design to resist heat transfer due to conduction and convection. Reflective insulation resists radiant heat flow due to its high reflectivity and low emissivity. Insulation materials are not restricted to these materials only. Other low thermal conductive materials can be used as long as the primary aim of thermal insulation, which is increasing thermal resistance, is achieved. Hence, the aim of the project is to investigate the insulation ability of Translucent Water-based Acrylic Paint (TWAP) on the thermal performance of Low Cost Housing (LCH). To achieve the aim of the study, the inner surfaces of the external walls of LCH was coated with TWAP. Before the inner surfaces of the external walls were coated, the following techniques were used to characterised the paint; Scanning Electron Microscopy/ Energy Dispersive X-ray spectroscopy (SEM/EDX), Fourier Transform Infra-Red (FTIR) and IR thermography. SEM/EDX was adapted to view the surface morphology and to detect the elemental composition responsible for the thermal resistance of the TWAP. FTIR spectroscopy was used to determine the functional group and organic molecular composition of the paint. The heat resistance of TWAP was analyzed using IR thermography technique. A low cost house located in the Golf Course settlement in Alice, Eastern Cape, South Africa under the Nkonkobe Municipality Eastern Cape was used as a case study in this research. The house is facing geographical N16°E, It comprises a bedroom, toilet and an open plan living room and kitchen. The house has a floor dimension of 7.20 m x 5.70 m, giving an approximate area of 41 m2. The roof is made of galvanized corrugated iron sheets with no ceiling or any form of roof insulation. The walls of the buildings are made of the M6 (0.39 m 0.19 m x 0.14 m) hollow concrete blocks, with no plaster or insulation. The following meteorological parameters were measured: temperature, relative humidity, solar irradiance, wind speed and wind direction. Eleven type-K thermocouples were used to measure the indoor temperature, inner and outer surfaces temperature of the building walls. Two sets of HMP50 humidity sensors were used to measure the indoor and outdoor relative humidity as well as the ambient temperature. The indoor temperature and relative humidity were measured at a height of 1.80 m so as to have good indoor parameter variation patterns that are not influenced by the roof temperature. The outdoor relative humidity sensor together with a 03001 wind sentry anemometer/vane and Li-Cor pyranometer were installed at a height of 0.44 m above the roof of the building. Wind speed and direction were measured by the 03001 wind sentry anemometer/vane, while solar radiation was measured by the Li-Cor pyranometer. The entire set of sensors was connected to a CR1000 data logger from which data are stored and retrieved following a setup program.

Diet and microhabitat use of the woodland dormouse Graphiurus murinus at the Great Fish River Reserve, Eastern Cape, South Africa

- Description: The diet of the woodland dormouse Graphiurus murinus was studied in a riverine Combretum forest at the Great Fish River Reserve (Eastern Cape, South Africa). Food remains were collected seasonally from a maximum of 45 different nest boxes between December 2010 and November 2011. An overall mean of 1.32 ± 0.51 food categories (range 1–4) were identified in each nest box used as “larder” during the year. Dietary diversity and standardized diet breadth were low to intermediate, with a peak in summer and a nadir in winter. In terms of percentage occurrence, arthropods were dominant (99%) in all seasons, followed by molluscs (16%) and fruits (14%). When relative percentage occurrence and percentage weight were considered, arthropods were still dominant, but a slight decrease was observed in summer. Besides spiders (order Araneae), nine arthropod families were found in the diet of the woodland dormouse; Tenebrionidae (40%), Spirostreptidae (30%), Carabidae (15%) and Blattidae (14%) were the most dominant families in terms of percentage weight. Grewia robusta and Ziziphus mucronata were the only fruit species present in the diet. Pianka’s diet overlap indices were very high (>0.93), indicating that the diet of the woodland dormouse was similar between pairs of seasons. This study also investigated whether woodland dormice Graphiurus murinus positively select or avoid specific microhabitat types or structures, and whether a set of predictor variables related to microhabitat characteristics can explain the presence and rates of visits to specific trapping stations. Trapping was conducted seasonally, over 5 days, between June 2011 and April 2012. A grid of 96 stations (16 rows × 6 lines) was established. Trap stations were set at 10-m intervals. At each station two Sherman traps were placed. The 192 traps were distributed relatively equitably among four height categories (0–0.5 m, 0.51–1 m, 1.01–1.5 m, and 1.51–2.5 m). On average, trapping success was 4.70 ± 4.17 dormice per 100 traps. Dormice were trapped at an average height of 136 ± 64 cm, which was significantly higher than the average height at which traps were set (99 ± 75 cm). Bonferroni Z tests indicated that dormice positively selected areas with high canopy cover and connectivity, possibly to decrease predation risk. Generalized Linear Models showed that trap use and numbers of visits and different animals caught were positively associated with a high arboreal connectivity, hence supporting the hypothesis that woodland dormice may depend on wooden “corridors” for their movements.

- Description: Informal caregiving denotes care that is provided by a family member or friend rather than by a professional who is reimbursed for services. Assuming a caregiving role can be stressful and burdensome. The effects of caregiving on the caregiver's health are moderated by individual differences in resources and vulnerabilities, such as socioeconomic status, prior health status, and level of social support. This work describes the determinant of psycho-social well-being of informal caregivers of physically challenged children in southwest of Nigeria. This study is guided theoretically by Ryff”s psychosocial well-being theory, The study adopted expo facto research design. Multistage samplings involving the use of random and purposive techniques were used to select 812 respondents who are informal caregivers. Social support questionnaire, Social support satisfaction level, Ryff’s psychological well-being scale were used. Findings indicated that social support predicted psycho-social well-being of informal caregivers of physically challenged children. Social support and satisfaction level combine together have impact on psycho-social well-being of informal caregivers of physically challenged children. More also, socio-economic factors such as occupation, educational level and income also predict psycho-social well-being of informal caregivers. Finally, marital status and gender also contribute to well-being of caregivers. It was therefore, recommended that social inclusion should be pursued with de-institutionalization of children with disability. Parents of children with disability should be encouraged to form support group and as well as encouraging fathers of children with disability to take an active part in ensuring their children with disability well-being. More also, there is need to empower informal caregivers through training and education. More importantly governments at the three levels ( Federal, State and local) should assist caregivers at ensuring their own and that of their children with disability well-being through improvement on various existing social welfare services in the country.

- Description: Informal caregiving denotes care that is provided by a family member or friend rather than by a professional who is reimbursed for services. Assuming a caregiving role can be stressful and burdensome. The effects of caregiving on the caregiver's health are moderated by individual differences in resources and vulnerabilities, such as socioeconomic status, prior health status, and level of social support. The study uses the Beacon Bay area, which is constituted by one of East London’s most affluent suburbs and a poor township, Nompumelelo, to show how the emergent black middle-class has managed to enter this space in the post-apartheid era. Previous studies by Richard Ballard (2004) and Grant Saff (2001) have shown how the white middle-class has always been against any form of race or class mixing. Within the suburb, the new black suburbanites in Beacon Bay appear to have been welcomed but with conditions by their fellow white counterparts. The relationship between these two races does not stretch beyond meet and greets and it is only in the second generation black middle-class that you find better and non-superficial relations with fellow white suburbanites. In the older generation, the generation that experienced apartheid, the relationship between these two races has been that of tolerance and serious escape of contact unless when necessary. The children of both white and black families, though, have a far better relationship in school and in sport than their parents. This has created another area of contact for both these races and it bears potential for meaningful integration in the suburban space. Externally as it relates to relations between the black middle-class and the urban poor, the findings show that these new black suburbanites express a similar discomfort as the white suburbanites about the urban poor’s presence in the area. This shows that the evolution of the Beacon Bay suburb, with its deep-rooted discourse of white middle-class exclusivity, has not been entirely about hatred of the urban poor necessarily but about an identity ascription of what it means to live in a suburb. Despite these realities traditional ceremonies organised by the black middle-class in the suburbs and the church appear to be playing a role in creating relations between these suburbanites and the Nompumelelo residents. This is why we have decided to use the conceptualisation of the 18th century frontier zone as the borders of segregation within the suburb and between the suburban residents and those of the township can be crossed and re-crossed.

- Description: Poverty, inequality and unemployment have always been challenging first in South Africa with special reference to rural South Africa. These persistent challenges with severe impacts on black population are believed to be the results of the previous governance in South Africa. Policies have been formulated, reformulated and others implemented in a form of development projects which have achieved little success in pursuit of combating these challenges. However, in the process of achieving rural development through developmental projects, a fundamental stage in the life cycle of these projects is often omitted or given little attention. This stage is the monitoring and evaluation stage which is critical to ascertain potential impacts (both positive and negative) especially if the project is to be replicated and achieve its objectives as postulated in the millennium development goals. This thesis attempted to carry out a Socio-Economic Impact Assessment (SEIA) of the Agripark project implemented at Dutywa on the livelihoods of communities directly affected by this project. The Agripark project is a project that comprises three linked components, a seedling nursery, an agro-processing facility and a sizeable feeder plot and has been implemented to benefit four villages. This project has been implemented as the second Agripark project by the University of Fort Hare in partnership with the province’s Department of Agriculture. To track change after the implementation of the project, data were collected from the same respondents that were interviewed for the baseline study, therefore, the same sample size that was used in the baseline study was also used for this study. As a tool for data collection, a questionnaire was developed to elicit the required information and was interviewer administered during data collection. The results of the study revealed that Agripark project has impact on both social and economic wellbeing of the households. The processing unit of the project was not yet functioning therefore the project was not fully effective thus the impact was not as intended by the project when the study was carried out. Skills transferred were only on production but only a small number of people could receive them. These households largely relied on external sources of income mainly on social grants and their contribution to total household income had increased to 88% in 2011 compared to 80% in 2008. As much as the increase in incomes cannot be entirely be because of the project but Agripark had a positive impact on household incomes through wages of those employed there and through increased profitability of hawking vegetables. The proportion of household earning incomes less than the Poverty line fell from 85% in 2008 to approximately 79% in 2011. The household complemented their staples with a variety of vegetables and the main source of these vegetables was Agripark even though own production was declining. Even though food was still the main item of these households expenditure, the proportion of income spent on food fell from 64% in 2008 to 48% in 2011. There were no environmental impacts found. From the descriptive analysis, the project had impact on the livelihoods of these households because it brought change on the household expenditure as a result of the income earned by those who are working in the Agripark. There was an improvement on risk of food insecurity through cheaper vegetable that both physically and financially attainable. However, as much as the project had positive impact, there were also concerns raised by the respondents that the employment was only biased to certain individuals which cased stress to some households. Furthermore, the empirical analysis of the selected variables showed that participation in Agripark had an impact on economic wellbeing of the beneficiaries. Thus, funding must be made available to the project so that it can upgrade their electricity and have the processing plant running as it may be the major source of employment, skills development and achievement of its objectives.

- Description: The information security behaviour of technology users has become an increasingly popular research area as security experts have come to recognise that while securing technology by means of firewalls, passwords and offsite backups is important, such security may be rendered ineffective if the technology users themselves are not information security conscious. The mobile phone has become a necessity for many students but, at the same time, it exposes them to security threats that may result in a loss of information. Students in developing countries are at a disadvantage because they have limited access to information relating to information security threats, unlike their counterparts in more developed societies who can readily access this information from sources like the Internet. The developmental environment is plagued with challenges like access to the Internet or limited access to computers. The poor security behaviour exhibited by student mobile phone users, which was confirmed by the findings of this study, is of particular interest in the university context as most undergraduate students are offered a computer-related course which covers certain information security-related principles. During the restructuring of the South African higher education system, smaller universities and technikons (polytechnics) were merged to form comprehensive universities. Thus, the resultant South African university landscape is made up of traditional and comprehensive universities as well as universities of technology. Ordinarily, one would expect university students to have similar profiles. However in the case of this study, the environment was a unique factor which had a direct impact on students’ learning experiences and learning outcomes. Mbeki (2004) refers to two economies within South Africa the first one is financially sound and globally integrated, and the other found in urban and rural areas consists of unemployed and unemployable people who do not benefit from progress in the first economy. Action research was the methodological approach which was chosen for the purposes of this study to collect the requisite data among a population of university students from the ‘second economy’. The study focuses on the relationship between awareness and behavioural intention in understanding mobile phone user information security behaviour. The study concludes by proposing a behaviour profile forecasting framework based on predefined security behavioural profiles. A key finding of this study is that the security behaviour exhibited by mobile phone users is influenced by a combination of information security awareness and information security behavioural intention, and not just information security awareness.

Job engagement and locus of control were the independent variables and organisational citizenship behaviour was the dependent variable. Data was drawn from a sample of 300 participants. A questionnaire was used to collect the data. It consisted of four sections including biographical and occupation data questionnaire. To measure job engagement, the 18-item Rich et al., (2010) job engagement scale, with a 5-point Likert scale was used. To measure locus of control, the 16-item Spector (1988) work locus of control scale was used, with 6-point Likert scale. To measure organisational citizenship behaviour, the Fox & Spector (2011) 20 item organisational citizenship behaviour questionnaire, with a 5-point Likert scale was used. Data was analysed using various statistical techniques including the Pearson Product Moment Correlation Technique and the generalised linear regression model. The results indicated that job engagement has a significant positive correlation with organisational citizenship behaviour and locus of control also has a significant positive correlation with organisational citizenship behaviour. However the results also indicated that when job engagement and locus of control are put together, they do not account for a significantly higher proportion of variance in organisational citizenship behaviour than each of them separately. Furthermore, as far as OCB-P and OCB-O are concerned, the results indicated a partial support of the research hypothesis that job engagement and locus of control together account for a significantly higher proportion of variance in organisational citizenship behaviour than any of the two separately. The study recommends that managers in organisations must focus on improving job engagement and promoting internal locus of control in order to ensure high levels of organisational citizenship behaviour.

The study recommends that managers in organisations must focus on improving job engagement and promoting internal locus of control in order to ensure high levels of organisational citizenship behaviour.

Therefore, the main objective of the study was to assess the economic impact of climate change on maize production under different farming systems in Jozini Municipality in KwaZulu Natal (KZN). Gross margin was used on regression analysis and the net revenue was used on the Ricardian modelThe results of the regression analysis indicated that land size, farmer’s experience to farming, level of education, use of fertiliser, use of irrigation and the yield obtained were significant and have a positive relationship with farmers gross margin. The results of the Ricardian model indicated that climate change affects both farming systems, but farmers that are producing under dryland are the most affected farmers because they rely more on climate variables especially rainfall for their production. So a change in climate variables affects maize farmers’ productivity and thus affecting farmers’ gross margin and net revenue. The study recommends that the farmers must use irrigation in order to support maize production even in the absence of rainfall. Farmers must also adapt to the short growing season so that they will be able to produce even in the presence of climate change.

- Description: This study explores the integration of Information and Communication Technologies (ICT) into teaching and learning within one Higher Education institution. The main question driving the study was: How is ICT integrated in the teaching and learning of mathematics, science and technology education (MSTE) in a Bachelor of Education programme? This is a case study of lecturers and students in Mathematics, Science and Technology Education. It makes use of questionnaires, interviews, field notes and document analyses to collect data. MSTE lecturers and students were assumed to be well versed in ICT usage and, therefore, well placed to assess its integration into teaching and learning. There were five main findings: First, that Mathematics, Science and Technology Education lecturers showed some ambivalence in their ontological and epistemological orientation to using ICT. Some leaned towards the instruction paradigm and used ICT as a tool for the transmission of knowledge; others leaned towards the learning paradigm, showing an awareness of the need to elicit discovery through ICT. Secondly, that lecturers’ understanding of ICT integration was oriented towards teaching and learning from technologies rather than with technologies. Thirdly, that processes of ‘pedagogical evolution’ were taking place, in terms of which there was a gradual but perceptible shift in the teaching and learning practice of both students and lecturers. Fourthly, there was no evidence to show that lecturers used ICT to promote innovative and creative teaching; in fact, students appeared to be more creative in using ICT resources, than lecturers. Fifthly, and finally, lecturers did not assign ICT-based tasks that promote conceptual understanding. They assigned tasks that asked students to extract and reproduce information from computers, without demonstrating understanding. When used in this way, ICT can, in fact, be de-skilling. From these findings, it can be concluded that ICT integration cannot be understood without exploring the ontological and epistemological orientations, as well as the theoretical orientations, at play in the teaching and learning situation. It is on the basis of these that people, that is, lecturers and students, make use of, ICTs to achieve desired goals. It is therefore recommended that, for the improvement of integration, there should be a greater emphasis on developing and sharing pedagogical expertise concerning ICT use in teaching and learning. It is recommended that a country-wide research survey should be undertaken, based on probability sampling and focussing on pedagogical issues in ICT integration in teaching and learning.

- Description: Cloud computing is one of the latest appealing technological trends to emerge in the Information Technology (IT) industry. However, despite the surge in activity and interest, there are significant and persistent concerns about cloud computing, particularly with regard to trusting the platform in terms of confidentiality, integrity and availability of user data stored through these applications. These factors are significant in determining trust in cloud computing and thus provide the foundation for this study. The significant role that trust plays in the use of cloud computing was considered in relation to various trust models, theories and frameworks. Cloud computing is still considered to be a new technology in the business world, therefore minimal work and academic research has been done on enhancing trust in cloud computing. Academic research which focuses on the adoption of cloud computing and, in particular, the building of user trust has been minimal. The available trust models, frameworks and cloud computing adoption strategies that exist mainly focus on cost reduction and the various benefits that are associated with migrating to a cloud computing platform. Available work on cloud computing does not provide clear guidelines for establishing user trust in a cloud computing application. The issue of establishing a reliable trust context for data and security within cloud computing is, up to this point, not well defined. This study investigates the impact that a lack of user trust has on the use of cloud computing. Strategies for enhancing user trust in cloud computing are required to overcome the data security concerns. This study focused on establishing methods to enhance user trust in cloud computing applications through the theoretical contributions of the Proposed Trust Model by Mayer, Davis, and Schoorman (1995) and the Confidentiality, Integrity, Availability (CIA) Triad by Steichen (2010). A questionnaire was used as a means of gathering data on trust-related perceptions of the use of cloud computing. The findings of this questionnaire administered to users and potential users of cloud computing applications are reported in this study. The questionnaire primarily investigates key concerns which result in self-moderation of cloud computing use and factors which would improve trust in cloud computing. Additionally, results relating to user awareness of potential confidentiality, integrity and availability risks are described. An initial cloud computing adoption model was proposed based on a content analysis of existing cloud computing literature. This initial model, empirically tested through the questionnaire, was an important foundation for the establishment of the Critical Success Factors (CSFs) and therefore the framework to enhance user trust in cloud computing applications. The framework proposed by this study aims to assist new cloud computing users to determine the appropriateness of a cloud computing service, thereby enhancing their trust in cloud computing applications.

The rigidities of the apartheid state, both in terms of its racial controls and its centralized management of all affairs precluded local development initiatives. What spatial economic development there was, focused on the flawed pre-1991 Regional Industrial Development Programme, which was tainted by failure to promote the former Homelands, corruption and faulty economic logic (Reflections on the Evolving Nature and Prospects of Local Economic Development in South Africa: 1990-2007). The post-apartheid government in its quest to alleviate poverty formulated a number of policies and legislation to guide developmental local government initiatives. Thus local government committed itself to, among others, building local economies and creating jobs for the people. By the end of Apartheid, South Africa’s economy was facing a variety of serious structural problems. The final two decades of the National Party’s regime had been particularly damaging to the economic climate, with stagnant economic growth (the average over the entire period was just 1.7%), declining per capita income (averaging -0.7% annually), increasing unemployment (using the broad definition, up from around 20% at the start of the 1970s to around 30% by 1994) and a spiraling debt problem (under the De Klerk government (1989-1994) alone, debt had increased from less than 3% of GDP to more than 9%, and total government debt more than doubled. Facing this “deep-seated structural crisis”, the government attempted to put together a policy framework that could begin to address the variety of problems being faced both economically and otherwise. The RDP White Paper, presented to Parliament in 1994, identified economic, social, legal, political, moral, cultural and environmental problems that the country faced.

The study used purposive and snowball sampling strategies in selecting the participants. Data was analysed using thematic data analysis technique and the results suggested that the NARYSEC skills development programme offered to unemployed youth in the resource depleted former homeland districts of the former Transkei of the Eastern Cape Province, did not achieve the NARYSEC objectives and the desirable needs of the NARYSEC beneficiaries and their communities. The evidence suggested that failure of the NARYSEC programme could be attributed to the implementation methods as well repeated cycles of mismatch between the official NARYSEC objectives of recruiting and developing rural youth to perform community service in their own communities and the actual NARYSEC implementation results. The study showed that one of the challenges NARYSEC programme faced was from the poorly structured implementation mechanisms, which were manned by untrained civil servants and not by skills development experts who were capable of implementing the programme successfully. The research findings also seemed to suggest that two of the major factors responsible for the NARYSEC programme failure in the Eastern Cape were the chronic implementation weaknesses stemming from the historical and contextual constraints dating back to the apartheid era. To enhance the NARYSEC objectives and the desirable needs of the unemployed rural youth and their communities, the study suggests the following: Firstly, it was recommended that policy planners and implementers should incorporate the desirable needs and aspirations of the youth and their communities into the NARYSEC programme design and implementation process. This recommendation is informed by the divergence that characterized the NARYSEC programme implementation. Secondly, it is suggested that the NARYSEC Monitoring &Evaluation process must be revamped in order to reverse the general trend of the poor monitoring and evaluation performance that characterised the NARYSEC programme implementation.

The research findings also seemed to suggest that two of the major factors responsible for the NARYSEC programme failure in the Eastern Cape were the chronic implementation weaknesses stemming from the historical and contextual constraints dating back to the apartheid era. To enhance the NARYSEC objectives and the desirable needs of the unemployed rural youth and their communities, the study suggests the following: Firstly, it was recommended that policy planners and implementers should incorporate the desirable needs and aspirations of the youth and their communities into the NARYSEC programme design and implementation process. This recommendation is informed by the divergence that characterized the NARYSEC programme implementation. Secondly, it is suggested that the NARYSEC Monitoring &Evaluation process must be revamped in order to reverse the general trend of the poor monitoring and evaluation performance that characterised the NARYSEC programme implementation.

- Description: The implementation of inclusion policy for learners with special education needs as stipulated in the Education White Paper 2001has been an issue of concern for South African schools. This study sheds light on the implementation of inclusion policy for learners with special education needs in the selected primary schools in the Fort Beaufort District in the Eastern Cape Province in South Africa. The aim of the study is to examine the implementation of inclusion policy for learners with special education needs. The study was placed within the post-positivism paradigm and used a mixed method research approach that integrated concurrent procedures in the collection, analysis and interpretation of the data. Questionnaires were used to collect quantitative data while qualitative data were collected through interviews, and document analysis. A total number of 30 teachers completed the questionnaires. The researcher conducted interviews with ten principals and eight teachers. She also held interviews with four education district officials and one provincial official. Data were analysed by statistical and non-statistical procedures. The study revealed that the inclusion policy is being implemented in the selected schools. However, there are challenges that are being encountered. Firstly, some teachers have not received adequate training with regards to inclusive education policy. Staff development workshops put in place to address this challenge are minimal, and there is not enough joint effort being established by the different stakeholders with regards to support and monitoring the implementation process. Despite the challenges that accompany implementation of inclusion of learners with special education needs, as well as the difficult working conditions, this study reveals that there are pockets of good practice of inclusion policy in some of the selected schools in the Fort Beaufort District. For instance, it was found that teachers implement inclusion of learners with special education needs, even though the majority of them do not have qualifications in special education. It was also revealed that teachers used learner-centred teaching methods to accommodate all learners, which include group and individual teaching, group demonstration, discussions, question-and-answer sessions, and practical activities.

The objectives of the study were to explore and describe experiences of college students, regarding the mentoring role of registered nurses in Public Services of the Eastern Cape, to analyse the results and to make suggestions from findings that were obtained. A qualitative, exploratory, descriptive and contextual design was used for this study to explore and describe the experiences of the college students regarding the mentoring role of registered nurses in the Public Services of the Eastern Cape, South Africa. The researcher studied the population of student nurses in the public nursing college in the Eastern Cape at the East London Campus. Purposive sampling which is referred to as a judgmental approach was used. Data were collected by means of focus group interviews. An interview schedule with an unstructured questionnaire was used to investigate and explore information gained from the participants. This study consisted of a total of five focus groups that were recruited from fourth-year nursing students at the East London campus who volunteered to be part of the study. The total number of participants was 31. Data were analysed using v Tesch‟s method of analysis for qualitative research. Two major themes emerged, revealing positive experiences of students with regard to mentoring and negative experiences of students regarding mentoring. After exploring and describing the experiences of college students regarding the mentoring role played by registered nurses in the Public Services of the Eastern Cape, it was concluded that that there is a lack of mentoring, coupled with negativity, by registered nurses which results in many challenges. Recommendations included: Motivation for integration and collaboration; interactive working relationships; introducing a well-established orientation programme; a well-structured clinical teaching programme and procedure manuals; reinstatement of clinical preceptors, clinical objectives and time frames; identify in clinical staff who will mentor student nurses; instituting in-service training programmes and workshops; introduction of peer mentoring; and establishment of set times for routine clinical ward rounds.
