Bank finance in developing small and medium enterprise: an appraisal of relevent determinants in Rwanda

- Description: This study examines the perceived non-availability of adequate bank financing to Small and Medium Enterprises (SMEs) with reference to Rwanda. Evidence from both developed and developing countries show that SMEs are more constrained in their operations and growth than large enterprises and access to finance features importantly among the constraints, with their proprietors typically perceiving finance as their most pressing input constraints. The problem is more severe in less developed countries like Rwanda. SMEs do not get adequate finance from financial systems despite their valuable contribution in the economic development of all nations across the globe. They are well recognized from their contribution to the socio-economic objectives of growth in employment generation, product output, export, and in their function as seed beds of entrepreneurship. This study aims to investigate the causes of the problem and what could be done to mitigate the problem. The primary objective of the study is to determine how to improve the availability of bank financing to SMEs in Rwanda. The argument is that there are SMEs internal factors that cause unavailability of bank financing. Understanding the causes of this problem is important to determining how to improve availability of credit to SMEs. For this purpose, the questionnaire was administered to 122 respondents from four commercial banks and 26 respondents from one development bank. All together 148 questionnaires were administered and 120 questionnaires returned. The response rate was 81 percent. Six major SMEs internal factors which included; business information, collateral, managerial competency, internal funds, networking and ethical practices were investigated to find out their impact on the availability of bank financing to SMEs. Quantitative data were analysed using a Statistical Package for Social Sciences (SPSS) with statistical tools including descriptive statistics, frequency distributions and chi-square test. The Cronbach’s alpha was used as a measure of reliability. While the data from the open-end question analysis involved classifying data, extracting themes, identifying patterns, tallying and quantifying responses and making generalization out of these patterns. This implies that the research methodology focused on the methods, tools and techniques used to assist in achieving the objectives of the study and answering the research questions that the research sought to address. To this end, the study sought the perceptions of bank staff on reasons why bank credit is not available to SMEs. The study focused on four research questions as outlined in chapter one and other relevant sections of the study. The major finding of this study is that there is a significant positive relationship between six SMEs internal factors (lack of business information, lack of collateral, lack of managerial competency, lack of internal funds, lack of networking and unethical practices) and non-availability of banks finance in Rwanda. On the basis of these findings, the study recommended that SMEs owners and staff should be trained in key strategic areas such as business management and financial management to effectively and efficiently manage their businesses and curb information asymmetry. The study also recommends that the government should introduce more practical guarantee facilities to enable banks access the funds as soon as the SME defaults. This will encourage bank to extend more credit to SMEs. Furthermore, the study suggests that the government should categorise SMEs as a priority sector and come up with a policy requiring banks to compulsorily ensure that a certain earmarked percentage of their overall lending is made to SMEs as a priority sector. Lastly, the study recommends that Rwanda Private Sector Federation should conduct trainings on ethical management to SMEs. Unethical behaviours such as deliberately not paying back loans should be heavily punished to limit occurrences of these behaviours among SMEs which may results in huge stock of non-performing loans. , Thesis (PhD) -- Faculty of Management and Commerce, 2012

The NGM is a network of coordinated structures within and outside government which operate cooperatively in facilitating political, social, economic and other forms of transformation to dismantle systemic gender inequality and promote equality between women and men. The implementation of gender equality policy as a function area has constitutionally been given to the national and provincial legislatures in South Africa. The constitution allocated this function to the local sphere of government. Camdeboo and Inxuba Yethemba local municipal authorities are the facilitators of sustainable gender equality policies to citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Camdeboo local municipality and Inxuba Yethemba local municipality. Camdeboo locoal municipality is one of nine local municipalities in Sarah Baartman district municipality. Inxuba Yethemba local municipality is in Chris Hani district municipality. The purpose of the study was to evaluate the implementation of gender equality in the Provision and Utilisation of Women administration Personnel a comparative study of the Camdeboo local municipality and the Inxuba Yethemba local municipality and to determine the impact of the existing policy on the gender equality policy on the needs of women of both municipalities. For this purpose the fundamental and overall study problem was found to be that the gender equality at the Camdeboo and Inxuba Yethemba is hampered by the implementation of an inadequate municipality gender equality policy and by incompetent municipal personnel in particular and in general by the municipality itself. These action do not satisfy the main purpose of the Employment Equity Act no 55 of 1998 to achieve in the workplace by promoting equal opportunity and fair treatment in all forms of employment through elimination of unfair discrimination as well as the implementation of affirmative action measures. The hypothesis was furthermore based on the fact that the existing gender policy of Camdeboo local municipality and Inxuba Yethemba local municipality gender equality policy are inadequate to satisfy women and impacts negatively if not harmfully on human being of women. The study revealed that besides the implementation of gender equality policy by these incompetent municipal personnel, there are economic, social, political and physical effects on women. In case of applications for senior management position, preference is always given to their male counterparts at the expense of equally qualified female applications. Secondly, Gender equality in human resource determination forms part of the processing phase in the system theory. These two municipalities should be made to commit themselves by appending their signatures to all control measures put in place to evaluate the level and the extent of gender equality across all the departments/ sections in the municipality. Any section/ department that implements gender equality more effectively should be identified applauded and given recognition. This would motivate and eliminate gender inequality. Personnel provision and utilization is of paramount importance to every organization. It then becomes extremely necessary to examine the gender equality on human resource determination.

The study established that given the need for a transformed public service in line with the post-apartheid democratic dispensation, fundamental reforms to the administration, governance and the funding of education in general had to be given maximum attention hence the need for the adoption and implementation of the leadership development strategic plan in the Provincial Department of Education of the Eastern Cape. The study revealed that the nature of challenges that the department is facing speaks a lot the need for leadership development at the provincial level. However, the implementation of the strategic plan is marred by the challenges that include resources constraints and lack of funding among others. The study therefore came up with some recommendation that can help to improve the implementation of the leadership development plan in the public service sector especially as it relates to the Eastern Cape Provincial Department of Education.

- Description: In order to handle the capacity shortfall of state-funded universities in developing economies, governments with limited public resources often establish systems and regulations that enable private organisations to provide equivalent qualifications. As such, South Africa (SA) has seen a large growth in the number of registered private higher education institutions (HEIs) offering alternatives to students who are seeking higher education qualifications but do not meet public universities admission criteria. The emergence of private HEIs has resulted in a different type of learning environment. These institutions provide smaller classes than their public counterparts and a faculty which often consists of both part-time and full-time retired public HEIs lecturers and industry experts, in an environment that is more practical, and less research focused. Due to the substantial differences between the public and private higher education sector mandate, the educational quality produced by private HEIs is often a contentious subject among academics. Employer perspectives are that most graduates do not have the necessary work-ready skills to successfully integrate into the workforce. While various studies have attempted to define and measure graduate employability, limited research differentiates between public and private HEI graduates, and even fewer studies compare the level of graduate employability between these two sectors. In an attempt to determine whether any statistically significant differences exist between the graduate attributes of public and private higher education commerce students in SA, this study makes use of the Graduate Skills and Attributes Scale (GSAS). The GSAS clusters eight graduate skills and behaviours into the three holistic, overarching attitudinal domains of personal and intellectual development. These eight graduate attributes include interactive skills, problem-solving and decision-making skills, continuous learning orientation, enterprising skills, presenting and applying information skills, goal-directed behaviour, ethical and responsible behaviour, and analytical thinking skills. Using a quantitative approach, questionnaires were distributed to a total of 416 respondents, consisting of 351 public and 65 private higher education commerce students within SA. The sample consisted of students enrolled in their final year of study, through either a public university or registered private HEI situated within SA, completing a Higher Education Qualifications Sub-Framework (HEQSF) accredited NQF 7 Bachelor of Commerce (B.Com) degree through contact mode of study. After the data collection, independent samples t-tests were used to compare the graduate attributes of the two sectors. The study concludes that higher levels of interactive skills and continuous learning orientation were present among students attending private HEIs, while the remaining six graduate attributes indicated no significant differences between the two sectors. The secondary objectives of this study were to ascertain the effect of teamwork competencies on the performance SMEs, to establish the effect of global awareness competencies on the performance of SMEs, to investigate the effect of strategic action competencies on the performance of SMEs, to establish the effect of selfmanagement competencies on the performance of SMEs, and to establish the effect of communication competencies on the performance of SMEs. The Effect of financial sector development on International trade in South Africa

- Description: Even though improving international trade through financial sector development is one of the preoccupations of countries around the world, the empirical literature on the relationship between finance and trade has not been rigorous in its analysis. The main aim of this study is to explore the effects financial sector development has on international trade in South Africa. The study utilized quarterly data from 2001Q1 to 2018Q4 employing the Johnson cointegration method and Granger causality to analyse the relationship between the variables of interests. Cointegration, the Vector Error Correction Model was also used to capture dynamics of both the short run and the long run effect. The findings show that there is a long-term relationship between the two variables of interest and the causality flows from Financial Development to the international trade. System generalized method of moment’s reveals differential effects of finance on trade. In particular, some variables has a negative impact on trade, whereas others increases trade. The study utilized quarterly data from 2001Q1 to 2018Q4 employing the Johnson cointegration method and Granger causality to analyse the relationship between the variables of interests. Cointegration, the Vector Error Correction Model was also used to capture dynamics of both the short run and the long run effect. The findings show that there is a long-term relationship between the two variables of interest and the causality flows from Financial Development to the international trade. System generalized method of moment’s reveals differential effects of finance on trade. In particular, some variables has a negative impact on trade, whereas others increases trade. However, despite all the interventions, South Africa remains one of the most unequal societies in the world. This is profiled by the mushrooming of informal settlements around cities with job seekers and frequent protests by people who are impatient to experience improvement in their quality of life and who feel cheated out of their social contract. Advocacy from the governing party’s tripartite alliance towards a developmental state had placed more obligations on the government. This requires deliberate interventions through policies implementation to improve or at best alleviate the well-being of the citizenry. Khayelitsha is one of South Africa’s largest townships, an informal settlement profiled by unemployment, poor infrastructure and unavailability of basic services. The study explored the entrepreneurial perception, start-up barriers, entrepreneurship climate, and general cultural factors relating to the environment of entrepreneurship development. The results reveal that despite the various economic policies, high level of unwillingness of citizens towards entrepreneurial activity and business venture is rife notwithstanding the high level of unemployment and poverty. The antidote to these challenges would be a rapid entrepreneurship drive among people most affected that would cause them to mind their own business” and become “masters of their own destinies. Given the complexity and massiveness of the challenges, the conclusion shows that a pragmatic solution is required. Therefore, the emancipation of entrepreneurship development in South Africa townships needs attention. The evaluation was done through the implementation of goal 11 of the Education Sector Strategy - the Action Plan to 2014, revised to 2019. It further sought to find out whether universal access to grade R occurred to all learners who registered for grade 1 and whether the quality of grade R had improved between 2010 and 2012 in Cofimvaba education district. Improving the quality of grade R in this study included an assessment of the level of qualification of grade R practitioners and an improvement of the quality of grade R tuition through the use of textbooks, workbooks and resource packs supplied to grade R by the Department of Basic Education (DBE). The study used both the qualitative and quantitative methods. Questionnaires were used as data collection methods from grade R practitioners and grade 1 teachers. The respondents in this study consisted of twelve grade R practitioners, ten grade 1 teachers and two officials from Cofimvaba district office. The findings of this study revealed that the universal access to grade R, calculated from grade 1 learners who received formal grade R, was not achieved over the three-year period 2010-2012; albeit the target of grade 1 learners who should have received formal grade R by 2012 was a mere 50 percent. The percentage of grade R learners who received access to the required textbooks fell below the expected target of 100 percent. Although 77.61 percent does not signify bad performance, the non-attainment of 100 percent access to the required textbooks could not be acceptable because the absence of textbooks meant that effective teaching and learning could not have taken place. However, these findings uncovered that the supplied textbooks and workbooks were high quality learning and teaching materials. The findings also uncovered that the ECD-grade R practitioners, at the time, had the necessary work experience and limited qualifications as a means to teach the grade R classes. A pressing matter for the Department was the improvement of conditions of service for practitioners; their professionalisation as well as further improvement of their qualifications. It was revealed, through this study, that there was a slight improvement in the universal access to grade R; however, the quality of grade R still needed attention especially in so far as the provision of suitably qualified practitioners is concerned.

This study therefore has to pinpoint the difficulties experienced in offline and online service recovery procedures and demarcate which of the two is the preferred channel. Service failures cut across all sectors and industries, and banking has not been spared in turn. Clients tend to choose a service recovery method based on various factors such as the panel of occurrence, technological skills and awareness, personal behaviours and available options provided by the service provider. Personal behaviours explain that introvert clients would prefer to interact with the system and assistants online to resolve the issue while extroverts will choose the offline methods so as to experience facial interactions. Organisations sometimes detect the panel of solution based on the severity of the problem. Thus, for example, serious problems to be handled using physical means. Assessments of the degree of impact on retaining relations and gaining trust that presently employed recovery strategies pose were unearthed in this study. For physical service recovery, contact, empathy and politeness were assessed on the significance they have in recouping failed services. Responsiveness and the state of the bank’s websites will also depict the degree to which failed clients can be restored in online service delivery. Physical service recovery received greater apprehension by clients during a service error with empathy and politeness emerging as the most customer required successful strategy to enhance relations and trust thereafter. Despite its less preference, online service recovery strategies such as responsiveness and website interface resulted in significant correlations affirming their importance during service delivery and recovery. The measurement model fit quite well with sound goodness of fit indices results as per the comparison with the recommended thresholds. - Description: The unstable global economy and the drive by every organisation to remain in business and be competitive has led to many organisational downsizing, which in turn poses concerns towards identifying behaviours of the survivors’. These behaviours constitute the components of employees’ job performance which include task performance, organisational citizenship behaviour and counterproductive work behaviour (CWB). One of the major behavioural concerns facing organisations globally, in particular in Nigeria, is CWB, which previous studies identified as an attitudinal reaction of perceived job insecurity. Very few empirical studies in Nigeria have attempted to examine the relationship as well as the variables that can moderate the negative effect of job insecurity-CWB. This study, therefore, explores the moderating effects of occupational self-efficacy (OSE) and organisational justice on the job insecurity–CWB relationship among bank employees in Nigeria. Four theories provided the framework for the study, while a descriptive research design which utilized a cross-sectional survey was used. The multi-stage sampling procedure and purposive technique were employed to select the two participating banking organisations from the 22 licensed commercial banks in Nigeria. Using the convenience sampling technique, a total of 380 Nigerian bank employees who gave their personal consent participated through a structured questionnaire. The reliability coefficient of all the instruments are as follows: counterproductive work behaviour (α = .92), perceived job insecurity (α = .65), occupational self-efficacy (α = .82), organisational justice (α = .93) were used for data collection. The sample was taken from branches of the two selected banking organisations that cut across Lagos State, Nigeria, a cosmopolitan and Nigeria business hub. Six hypotheses were tested using descriptive statistics, zero-order correlation and hierarchical multiple regression at 0.05 level of significance. A significant positive relationship existed between: job insecurity and CWB (r = .14); job insecurity and sabotage (r = .23), job insecurity and withdrawal (r = .14) and job insecurity and abuse (r = .20) of sub-dimensions of CWB. Also, a significant relationship existed between OSE and CWB (r = .12); OSE and withdrawal (r = .27) and OSE and abuse (r = .12) of the sub-dimensions of CWB. And lastly, a significant positive relationship existed between organisational justice and CWB (r = .11); distributive justice and CWB (r = .13), procedural justice and CWB (r = .17); organisational justice and withdrawal (r = .35), and a negative relationship between organisational justice and production deviance (r = -.12) of the sub-dimensions of CWB. Also, a significant positive relationship existed on distributive justice and withdrawal behaviour (r = .22) and distributive justice and abuse (r = .12); procedural justice and sabotage (r = .17); procedural justice and withdrawal (r = .44); Interactional justice and withdrawal (r = .29) and a significant negative relationship existed on interactional justice and sabotage. Furthermore, there were significant moderator effects of OSE on job insecurity- CWB relationship (β = .11, p<.05); significant moderator effects of OSE on job insecurity-abuse behaviour (β = .13, p<.05) of sub-dimension of CWB. Also, there was significant moderator effects of organisational justice in job insecurity-CWB relationship (β = -.10, p<.05), interaction effect of procedural justice in job insecurity-withdrawal behaviour relationship (β = .24, p<.01) and interaction effect of interactional justice in job insecurity-abuse behaviour relationship (β = -.39, p<.001). And lastly, there was no significant joint moderator effects of OSE and organisational justice in job insecurity and CWB relationship (β = .00, ns), while there was significant moderator effect of joint OSE and organisational justice on job insecurity – sabotage relationshi0p (β = .17, p<.01) and job insecurity – withdrawal behaviour (β = .14, p<.01) The findings of this study pointed to the significance of employees’ cognitive sense as important and stable resources which organisational practitioners need to take into consideration during organisational change approach. Also, the banking organisation must clearly state the procedure and implementations of downsizing policies.

- Description: The unstable global economy and the drive by every organisation to remain in business and be competitive has led to many organisational downsizing, which in turn poses concerns towards identifying behaviours of the survivors’. These behaviours constitute the components of employees’ job performance which include task performance, organisational citizenship behaviour and counterproductive work behaviour (CWB). One of the major behavioural concerns facing organisations globally, in particular in Nigeria, is CWB, which previous studies identified as an attitudinal reaction of perceived job insecurity. Very few empirical studies in Nigeria have attempted to examine the relationship as well as the variables that can moderate the negative effect of job insecurity-CWB. This study, therefore, explores the moderating effects of occupational self-efficacy (OSE) and organisational justice on the job insecurity–CWB relationship among bank employees in Nigeria. Four theories provided the framework for the study, while a descriptive research design which utilized a cross-sectional survey was used. The multi-stage sampling procedure and purposive technique were employed to select the two participating banking organisations from the 22 licensed commercial banks in Nigeria. Using the convenience sampling technique, a total of 380 Nigerian bank employees who gave their personal consent participated through a structured questionnaire. The reliability coefficient of all the instruments are as follows: counterproductive work behaviour (α = .92), perceived job insecurity (α = .65), occupational self-efficacy (α = .82), organisational justice (α = .93) were used for data collection. The sample was taken from branches of the two selected banking organisations that cut across Lagos State, Nigeria, a cosmopolitan and Nigeria business hub. Six hypotheses were tested using descriptive statistics, zero-order correlation and hierarchical multiple regression at 0.05 level of significance. A significant positive relationship existed between: job insecurity and CWB (r = .14); job insecurity and sabotage (r = .23), job insecurity and withdrawal (r = .14) and job insecurity and abuse (r = .20) of sub-dimensions of CWB. Also, a significant relationship existed between OSE and CWB (r = .12); OSE and withdrawal (r = .27) and OSE and abuse (r = .12) of the sub-dimensions of CWB. And lastly, a significant positive relationship existed between organisational justice and CWB (r = .11); distributive justice and CWB (r = .13), procedural justice and CWB (r = .17); organisational justice and withdrawal (r = .35), and a negative relationship between organisational justice and production deviance (r = -.12) of the sub-dimensions of CWB. Also, a significant positive relationship existed on distributive justice and withdrawal behaviour (r = .22) and distributive justice and abuse (r = .12); procedural justice and sabotage (r = .17); procedural justice and withdrawal (r = .44); Interactional justice and withdrawal (r = .29) and a significant negative relationship existed on interactional justice and sabotage. Furthermore, there were significant moderator effects of OSE on job insecurity- CWB relationship (β = .11, p<.05); significant moderator effects of OSE on job insecurity-abuse behaviour (β = .13, p<.05) of sub-dimension of CWB. Also, there was significant moderator effects of organisational justice in job insecurity-CWB relationship (β = -.10, p<.05), interaction effect of procedural justice in job insecurity-withdrawal behaviour relationship (β = .24, p<.01) and interaction effect of interactional justice in job insecurity-abuse behaviour relationship (β = -.39, p<.001). And lastly, there was no significant joint moderator effects of OSE and organisational justice in job insecurity and CWB relationship (β = .00, ns), while there was significant moderator effect of joint OSE and organisational justice on job insecurity – sabotage relationshi0p (β = .17, p<.01) and job insecurity – withdrawal behaviour (β = .14, p<.01) The findings of this study pointed to the significance of employees’ cognitive sense as important and stable resources which organisational practitioners need to take into consideration during organisational change approach. Also, the banking organisation must clearly state the procedure and implementations of downsizing policies.

The product of literature analysis is the hypothetical model, termed the democratised rural agrarian transformation that should shape the policy implementation of agrarian reform. The study also undertook a field work that was guided by research methodology protocols from social science. The study thus collected primary data from 54 farmers participants drawn from 4 local municipalities within Chris Hani and Amathole District Municipalities. The findings of the study showed that there is still a challenge on the potential of rural agriculture to stimulate the improvement of food security status, and rural incomes. This reality is due to various factors such as poor farmer participation, weakness in coordination of the projects, limited access to extension services as a matter of capacity building. The study makes recommendations which are outlined a building local linkages integration with Local Economic Development initiatives and improvement of agrarian social infrastructure dynamic extension services, and political interventions. Despite wealth of natural resources, peace and political stability, the country has continued to be poor for decades. A number of strategies have been employed to address the problem; however, they have not been so successful. Studies have explored the problem and came up with explanations that are insufficient. In recent years, more studies on poverty reduction increased, following the country‘s magnificent economic growth which, however, fails to alleviate poverty in the country. Recent literature on poverty reduction calls for improvement in the productive sectors such as agriculture and construction to increase their contribution in poverty reduction. However, most studies did not pay attention to the development model/s that led the economy since independence. Motivated by the unsatisfactory results of the previous poverty reduction strategies, and lacunas of the preceding studies, this research, through MKUKUTA I, examines factors affecting the development agenda in Tanzania and their influence on poverty reduction. It investigates, as well, the development models employed in the country since independence. The study is guided by the change of development theories: from socialism to neo-liberalism. Furthermore, the study proposes an alternative development model beyond dependency and neo-liberalism schools of thoughts that have been struggling to influence development in the country for over five decades. The study employs mainly secondary data and primary data as supplementary methods to analyse and explain the mismatch between economic growth and poverty reduction in the country. The study argues that the productive sectors fail to produce sufficiently and contribute to poverty reduction since they are not guided by any specific development model. Findings suggest that failure in poverty reduction despite remarkable economic growth is caused by failure of growth in the agriculture sector which employs the largest part of the workforce in the country. Economic transformation in the country, which contributed to economic growth, failed to generate more jobs in the productive sectors. Incorrect methodologies used for obtaining economic data are alleged as possible logical explanation for the mismatch between economic growth and failure in poverty reduction. Failure in poverty reduction had a negative impact on human development as the poor, especially in the rural areas, had limited access to quality services of education, health care, water and sanitation. Moreover, findings revealed that neoliberal policies in the country are not effective enough in guiding the development agenda and poverty reduction. Despite the rule of law, peace, political stability and favourable conditions for capitalism in the country, significant features of a neoliberal economy have not been effectively developed. The local private sector is still weak at the embryonic stage, and the market is weakened by corruption and poor infrastructure for doing business. Moreover, findings suggest that for about three decades, Tanzania has not had a clear and distinct development model to guide its development agenda in poverty alleviation. The constitution suggests that the country is guided by a socialist development philosophy whereas the official government website and practices indicate that the country is run by neoliberal policies. To resolve the matter and in view of attaining the TDV 2025 and poverty reduction, this study proposes that Tanzania becomes a democratic developmental state while governed by a dependency-neoliberal theory from the amalgamation of reviewed dependency and neo-liberal schools of thoughts as a guiding principle since all developmental states need guiding philosophies to lead them. Moreover, the study proposes pragmatic interventions to implement the development model.

- Description: Although the issue of leadership is a sensitive subject especially when dealt with it in the context of State Owned Entities operations, avoiding the need to highlight the seriousness of plights and challenges hampering adequate development of current and prospective leaders may be regarded as an act of ignorance. It is certainly better to have the knowledge and not use it than to want to use critical information but you do not have it at all. As South Africans, we are currently more than lucky to be living in the democratic era where a thirst and hunger of knowledge is entirely one’s choice. The South African communities and Sate Owned Enterprises leaders deserve to be informed about issues regarding the performance of these entities in order for them to partake positively. State Owned Entities are undoubtedly the face of the country and consequently, their leadership is expected to play exemplary role of the highest order because their acts and/or omissions may not go unnoticed. Although all State Owned Entities are essential, Eskom is known to be the blood and oxygen for the country’s competitiveness and driving force behind the economy. Adequate leadership development within Eskom’s Limpopo Operating Unit can only positively impact on the major operations in the province and the country in particular. Although Eskom Distribution Division is found throughout South Africa, Limpopo province was selected to be a case to be studied. The study used a qualitative research methodology with the aim of eliciting narrated data from participants. Through this research methodology, a focus group approach was applied in order to narrow down the scope of the study. The study revealed that factors such as lack of self-confidence, fear of possible positional take-over by new comers, lack of succession planning and failure to implement the contents of Individual Development Plans are amongst a barrage of hindrances of adequate leadership development in the Business Unit. Despite the fact that the aforementioned impediments are seemingly known by the Business Unit’s senior management, it has also been revealed that officials are obscured by the need to focus on results whilst neglecting development of human capital. Due to the critical role that is played by Eskom in the country, the study has potential of positively contributing to the body of knowledge, other SOEs and professional practices in general.

- Description: This study attempted to identify realistic strategies that are accepted by those in the Jua Kali sector of Kenya’s informal economy. The strategies were seen as being relevant, practical and achievable in integrating the sector, or some parts of it, in the formal economy. Special attention was given to export potential as the driving force in socio-economic development. Since Jua Kali enterprises are widely spread throughout an area covering all the more heavily populated regions of Kenya, including many small villages as well as major towns, a comprehensive, nationwide study was out of the question. For this reason, the study was limited to the following areas with known and readily accessible concentrations of Jua Kali entrepreneurs. This included key suburbs of Nairobi and key regional towns like Machakos, Athi River and Mlolongo. The objectives of the study were to establish the problems faced by the informal sector in Kenya, to find out how such problems have affected the relevant artisans, to investigate if the artisans were aware of those problems and what they were doing if anything, to solve the problems they encountered. Finally, the study sought to establish what the other stakeholders were doing to improve the informal sector. The bulk of the literature reviewed underscored the facts that: the manufacturing sub–sector of Kenya’s informal economy has immense potential as an engine for driving the nation’s economy. Secondly, the full potential of the informal sector will only be realised if the manufacturers concerned are empowered to develop their own strategies for developing the informal economy. Such strategies should aim towards the goal of producing and marketing high quality products that are sold to both local and at the international markets via exports. The study adopted critical ethnography as its research method. Critical ethnography as a method requires a plan for the conducting of field research that is reflexive in nature whereby the researcher facilitates a consensual process in which the subjects reflect on their own situation and develop their own solutions to problems. In the present case the process was a communal one with a consensual decision making and actions by the subjects. All interpretations and meaning to activities and actions to be taken were thereof informed by the subjects being studied. At the end of the study, the findings of the analysis were presented to each of the participating subjects for their final comments with those comments being incorporated in the report. - Description: This study attempted to identify realistic strategies that are accepted by those in the Jua Kali sector of Kenya’s informal economy. The strategies were seen as being relevant, practical and achievable in integrating the sector, or some parts of it, in the formal economy. Special attention was given to export potential as the driving force in socio-economic development. Since Jua Kali enterprises are widely spread throughout an area covering all the more heavily populated regions of Kenya, including many small villages as well as major towns, a comprehensive, nationwide study was out of the question. For this reason, the study was limited to the following areas with known and readily accessible concentrations of Jua Kali entrepreneurs. This included key suburbs of Nairobi and key regional towns like Machakos, Athi River and Mlolongo. The objectives of the study were to establish the problems faced by the informal sector in Kenya, to find out how such problems have affected the relevant artisans, to investigate if the artisans were aware of those problems and what they were doing if anything, to solve the problems they encountered. Finally, the study sought to establish what the other stakeholders were doing to improve the informal sector. The bulk of the literature reviewed underscored the facts that: the manufacturing sub–sector of Kenya’s informal economy has immense potential as an engine for driving the nation’s economy. Secondly, the full potential of the informal sector will only be realised if the manufacturers concerned are empowered to develop their own strategies for developing the informal economy. Such strategies should aim towards the goal of producing and marketing high quality products that are sold to both local and at the international markets via exports. The study adopted critical ethnography as its research method. Critical ethnography as a method requires a plan for the conducting of field research that is reflexive in nature whereby the researcher facilitates a consensual process in which the subjects reflect on their own situation and develop their own solutions to problems. In the present case the process was a communal one with a consensual decision making and actions by the subjects. All interpretations and meaning to activities and actions to be taken were thereof informed by the subjects being studied. At the end of the study, the findings of the analysis were presented to each of the participating subjects for their final comments with those comments being incorporated in the report. Implementation and management of code of conduct in addressing service delivery, in the Eastern Cape department of basic education

The reason for the Researcher to undertake the study is influenced among others by poor of service delivery, maladministration and corruption reported in this department through media, newspapers, Auditor General (AG) Reports and Portfolio Committee on Basic Education Eastern Cape Legislature which act as the oversight mechanism for this department. Literature review was conducted as a secondary source of information and primary information was conducted through sample of 30 respondents which were selected by the Researcher. The respondents were from the most key units of the department of Education Eastern Cape, which are stated in chapter one of the study. The study followed qualitative research approach which included semi-structured questionnaire, observation and document analysis. The findings of the study indicate lack of management and implementation of the code of conduct by the department. They clearly shows, lack of awareness and understanding of the code itself by the general staff members, lack of discipline, poor employee attitude, and unwillingness to improve service delivery and corruption in the department systems. The findings of the study expose lack of understanding of the code of conduct by the civil servants in the Department of Education, Eastern Cape. This can be attributed to lack of induction, orientation and training, in order to understand the importance of the code of conduct. Document analysis revealed that, there was lack of adherence and observation of the department’s established policies, rules, regulations, procedures and flouting of supply chain management processes and corruption in the system which is tantamount to violation of the DPSA code of conduct. These factors all contributed to this department’s failure in achieving clean audit outcomes from the AG during the last term. Department of Basic Education, Eastern Cape Province, received qualified and adverse audit reports between 2009 and 2014 financial years. The study recommends trainings of the department of education officials in the DPSA code of conduct. More vigorous on going ethical training is very crucial in the attempt to promote ethical behaviour, to root out corruption, under performance and vi maladministration activities experienced in this department so as to fast track service delivery to the people of the Province, in the following terms of Government administration going forward.

In recent years, e-book accessibility on a variety of mobile gadgets has become a substitute to print based resources which are costly in terms of production, sharing and heavy in terms of their physical nature. Institutions of higher learning have decided that e-books and related resources are the most preferred options among students. This, however, is in contrary to the research findings which propound that students do not actually favour e-books. The intention of this study was to determine students’ perceptions with regards to using e-books and print books in meeting information needs. In addition, the study aimed to determine students’ awareness, usage, preference and students’ plan to adopt e-books as their only source of information in the future. Contrasting views exist on which format (print or e-book) students prefer for academic purposes to enhance their learning experience with most studies being done in developed countries. Hence, the investigation that uncovers students’ perceptions and preferences towards the two formats in South Africa can provide a better comprehension and conclusion on an African student. This will consequently lead to improved student engagement and improved learning outcomes. A cross-sectional research design was used and a questionnaire administered to a sample of 307 students at the University of Fort Hare’s East London Campus through convenience sampling. Findings from this study showed that students at the University of Fort Hare’s Faculty of Management and Commerce preferred using both (e-books and print books) for their information needs. They also perceived e-books as good as print books, easier and friendly to use and capable of providing adequate information to meet study needs. The findings will assist practitioners to understand readers’ needs, improve awareness, and develop e-book collections and designs that improve the learning process.
