- The fact that not all claims on the central government enjoy equal status in the eyes of policymakers has been vividly illustrated by the recent experience of South African universities. Indeed, it is not alarmist to describe the present financial position of these institutions as approaching a state of crisis. Consequently, there is an urgent need for members of the university community in this country to re-examine the whole question of university finance. The present paper attempts to address precisely this issue, and proposes a radical alternative to the current method of finance. A caveat must be added at the outset. First, the analysis will be restricted to universities per se although it could be extended mutatis mutandis to include some other institutions within the tertiary education sector, and secondly, the primary focus will fall on developing a broad framework rather than on a detailed examination of the minutiae of university funding. Section I evaluates the case for public intervention in the provision of university education, and the various alternative approaches to the problem of university finance are outlined in Section II. A specific proposal for the financing of university education is set out in Section III, together with a rebuttal of some of the more important objections to the scheme. The paper concludes with an overview of the central arguments in Section IV.
