- Poverty is prevalent in the Eastern Cape Province. As a result of poverty and other related factors, there is an increase on percentage of crime. There is a number of case laws where children have been found guilty of committing very serious criminal offences in the Eastern Cape. They are contributing high percentage in crime. In the past, before the dawn of the new constitutional dispensation, children in conflict with the law were not treated any different to adults who were in conflict with the law. There was no separate legislation that was child specific.
