- Monitoring and evaluation have gained popularity due to the rising demand for the public sector to enhance both policy and project outcomes. A rising number of countries are pursuing outcomes orientation by establishing and enhancing their government's monitoring and evaluation system. The researcher discovered that the E.C DEDEAT lacks a thorough mechanism for monitoring and evaluating government performance and the effect of service delivery. As a result, the researcher set out to investigate the implementation of the GWM&E system. The study adopted a qualitative approach. Questionnaires, semi-structured interviews, and document analysis were used to collect data, and a content analysis was adopted to analyze data. The study revealed that South Africa had set various legislative frameworks to support monitoring and evaluation. There is a significant shift from traditional methods of accountability towards public sector monitoring and evaluation. While this is true, the study also found out that monitoring systems are still faced with various challenges within the department. Lastly, the study proffered recommendations on how public sector monitoring and evaluation can be enhanced.
