- Description: Here we describe an interdisciplinary and multi-country initiative to develop rapid, participatory methods to assess the vulnerability of coastal communities and facilitate adaptation to climate change in data-poor regions. The methods were applied in Madagascar as a case study. The initiative centered on an exploratory research exercise in two communities in the south-west of Madagascar, a workshop held in Antananarivo in June 2016, combined with a component on communicating ocean science and climate change to stakeholders. It utilized innovative and rapid approaches to combine global and local skills and information on adaptation and resilience building, taking cognizance of national policies, and was based on the principles of a holistic, integrated and participatory approach. This paper summarizes the activities undertaken and assesses how effective they were in achieving the project goals, as well as presenting examples of the outputs obtained.

A total of 12 release sites were incorporated into the model, six inshore and six deep-spawning sites. Paralarval survival was estimated based on timely transport to nursery grounds, adequate retention within the nursery grounds and retention on the Agulhas Bank shelf. Paralarval transport and survival were dependent on both spawning location and time of hatching. Results suggest the importance of the south coast as a nursery area for inshore-hatched paralarvae, and similarly the cold ridge nursery grounds for deep-hatched paralarvae. Possible relationships between periods of highest recruitment success and spawning peaks were identified for both spawning habitats. Based on the likely autumn increase in deep spawning off the Tsitsikamma coast, and the beneficial currents during this period (as indicated by the model results) it can be concluded that deep spawning may at times contribute significantly to recruitment.

This scenario applies to some tuna stocks, including the skipjack tuna, Katsuwonus pelamis (Linnaeus, 1758), known as bonito-listrado in Brazil, katunkel, or ocean bonito in South Africa, and godhaa (bigger) or kadumas (smaller) skipjack in the Maldives. The skipjack belongs to the family Scombridae and inhabits tropical and subtropical areas of the globe. On average, 85% of skipjack catch occurs in waters warmer than 24°C (Fonteneau 2003). This resource is of particular importance, accounting for 57% of the global industrial tuna catch in 2016, and is mainly processed by the canning industry. Skipjack catches totaled 2.79 million t in 2016 (ISSF 2018), and currently 8.5% of worldwide catches are made by the pole-and line fleet. In Brazil and the Maldives, the resource is well-known. Catches in Brazil were seen to increase until 2014, while in the Maldives, 2006 marked the beginning of a strong and unsettling decline that continued until recent years. Off South Africa, skipjack catches are 1000 to 10000 times lower than those from Brazil and the Maldives, and the highest catches were recorded in 2012.

To achieve this aim a professional educational intervention was conducted encouraging the use of this active learning framework in the Namibian Environmental Studies Curriculum, in order to strengthen educational quality within the Environmental Studies Curriculum. The research was conducted in the Windhoek region at the school where I am currently teaching. Four teachers took part in this study, including myself in the role of a participantobserver. The active learning framework was used to guide us in the planning and presentations of environmental learning lessons. The study was conducted within the interpretive paradigm and was qualitative in nature as well as focusing on a quantitative aspect to analyse some of the data (learners’ written work). Qualitative data were generated through individual interviews, focus-group discussions, lesson observations and document analysis. The key findings of the study were that: a) prior to the intervention with the active learning framework the teachers who took part in the study did not ask learners to explore environmental issues in the environment or to respond to particular environmental issues; b) active learning processes have the potential to facilitate the exploration of environmental issues in the environment, and responses to particular environmental issues. Active learning also have the potential to strengthen all aspects of education quality indicated in Nikel and Lowe’s (2010) quality model, namely effectiveness, efficiency, equity, relevance, responsiveness, reflexivity and sustainability; c) the active learning framework encouraged teachers to use a variety of situated learning approaches, such as the collaborative method, the cooperative method, the problem-solving method and the enquiry method, in order to strengthen the educational quality in Environmental Studies classrooms; and d) teachers find the active learning framework useful as a tool for planning and presenting environmental learning lessons. The findings of the study have the potential to inform curriculum developers, materials developers and educators with an interest in improving education quality through environmental learning processes within the Environmental Studies Curriculum in Namibia. Furthermore, Nikel and Lowe’s education quality indicators provided an informative and comprehensive understanding of education quality and provided a useful tool in evaluating and reflecting on education quality as well as my own work as a teacher.

- Description: Many coastal communities rely on living marine resources for livelihoods and food security. These resources are commonly under stress from overfishing, pollution, coastal development and habitat degradation. Climate change is an additional stressor beginning to impact coastal systems and communities, but may also lead to opportunities for some species and the people they sustain. We describe the research approach for a multi-country project, focused on the southern hemisphere, designed to contribute to improving fishing community adaptation efforts by characterizing, assessing and predicting the future of coastal-marine food resources, and codeveloping adaptation options through the provision and sharing of knowledge across fast-warming marine regions (i.e. marine ‘hotspots’). These hotspots represent natural laboratories for observing change and concomitant human adaptive responses, and for developing adaptation options and management strategies. Focusing on adaptation options and strategies for enhancing coastal resilience at the local level will contribute to capacity building and local empowerment in order to minimise negative outcomes and take advantage of opportunities arising from climate change. However, developing comparative approaches across regions that differ in political institutions, socio-economic community demographics, resource dependency and research capacity is challenging. Here, we describe physical, biological, social and governance tools to allow hotspot comparisons, and several methods to evaluate and enhance interactions within a multi-nation research team. Strong partnerships within and between the focal regions are critical to scientific and political support for development of effective approaches to reduce future vulnerability. Comparing these hotspot regions will enhance local adaptation responses and generate outcomes applicable to other regions.

- Description: The UN General Assembly has made a unanimous decision to start negotiations to establish an international, legally-binding instrument for the conservation and sustainable use of marine biological diversity within Areas Beyond National Jurisdiction (ABNJ). However, there has of yet been little discussion on the importance of this move to the ecosystem services provided by coastal zones in their downstream zone of influence. Here, we identify the ecological connectivity between ABNJ and coastal zones as critically important in the negotiation process and apply several approaches to identify some priority areas for protection from the perspective of coastal populations of Least Developed Countries (LDCs). Initially, we review the scientific evidence that demonstrates ecological connectivity between ABNJ and the coastal zones with a focus on the LDCs. We then use ocean modelling to develop a number of metrics and spatial maps that serve to quantify the connectivity of the ABNJ to the coastal zone. We find that the level of exposure to the ABNJ influences varies strongly between countries. Similarly, not all areas of the ABNJ are equal in their impacts on the coastline. Using this method, we identify the areas of the ABNJ that are in the most urgent need of protection on the grounds of the strength of their potential downstream impacts on the coastal populations of LDCs. We argue that indirect negative impacts of the ABNJ fishing, industrialisation and pollution, communicated via oceanographic, cultural and ecological connectivity to the coastal waters of the developing countries should be of concern.

- Description: The UN General Assembly has made a unanimous decision to start negotiations to establish an international, legally-binding instrument for the conservation and sustainable use of marine biological diversity within Areas Beyond National Jurisdiction (ABNJ). However, there has of yet been little discussion on the importance of this move to the ecosystem services provided by coastal zones in their downstream zone of influence. Here, we identify the ecological connectivity between ABNJ and coastal zones as critically important in the negotiation process and apply several approaches to identify some priority areas for protection from the perspective of coastal populations of Least Developed Countries (LDCs). Initially, we review the scientific evidence that demonstrates ecological connectivity between ABNJ and the coastal zones with a focus on the LDCs. We then use ocean modelling to develop a number of metrics and spatial maps that serve to quantify the connectivity of the ABNJ to the coastal zone. We find that the level of exposure to the ABNJ influences varies strongly between countries. Similarly, not all areas of the ABNJ are equal in their impacts on the coastline. Using this method, we identify the areas of the ABNJ that are in the most urgent need of protection on the grounds of the strength of their potential downstream impacts on the coastal populations of LDCs. We argue that indirect negative impacts of the ABNJ fishing, industrialisation and pollution, communicated via oceanographic, cultural and ecological connectivity to the coastal waters of the developing countries should be of concern.

An extensive literature review and consultation with experts was undertaken concerning each species to gather information on their life history, habitat use and potential stressors. Fourteen attributes were used to estimate the selected species’ sensitivity and capacity to respond to climate change. A score ranging from low to high sensitivity was given for each attribute, based on the available information. Similarly, a score was assigned to the type and quality of information used to score each particular attribute, allowing an assessment of data-quality inputs for each species. The analysis identified the white steenbras Lithognathus lithognathus, soupfin shark Galeorhinus galeus, St Joseph Callorhinchus capensis and abalone Haliotis midae as potentially the most sensitive species to climate-change impacts in the southern Benguela system. There were data gaps for larval dispersal and settlement and metamorphosis cues for most of the evaluated species. Our results can be used by resource managers to determine the type of monitoring, intervention and planning that may be required to best respond to climate change, given the limited resources and significant knowledge gaps in many cases.

- Description: It was previously thought that the South African chokka squid Loligo reynaudi is exclusively an inshore, shallow water spawner. Although spawning mostly within shallow bays (<60 m) the presence of squid eggs in trawls at depths up to 130 m indicates this species frequently makes use of deeper spawning areas on the mid-shelf. The extent of mid-shelf spawning (referred to as deep spawning) and the contribution to recruitment has yet to be assessed. Studies have shown mid-shelf bottom temperature to vary considerably from those inshore, suggesting chokka squid spawn in two very different oceanographic environments. Considering these apparent environmental differences, what leads to the mid-shelf environment becoming a suitable spawning habitat? Does a suitable benthic habitat, required for the attachment of egg pods, occur on the mid-shelf? These questions are not only important for determining the extent of deep spawning, but also to the understanding of factors “driving” deep spawning. The fate of deep spawned hatchlings is another unknown. It has been proposed that the main chokka squid inshore spawning grounds are positioned to exploit the net westward currents on the Eastern Agulhas Bank, i.e. paralarvae would be transported west from the hatching site to the cold ridge, an area of high primary and secondary productivity on the Central Agulhas Bank. This concept has come to be known as the Western Transport Hypothesis. Lagrangian ROMS-IBMs (regional ocean model system – individual-based model) predict the net westward transport of paralarvae from both the inshore and deep spawning grounds, to the cold ridge. These simulations were used to investigate the transport of hatchlings to the cold ridge feeding grounds before the exhaustion of yolk reserves. The fate of paralarvae on reaching the feeding grounds has not yet been investigated. This work has contributed new knowledge to our understanding of deep spawning and its role in recruitment. Specific aims of this study were to (1) determine the extent, range and importance of the deep spawning grounds relative to those inshore; (2) investigate the deep spawning ground habitat (Agulhas Bank mid-shelf) morphology and oceanographic environment; (3) determine the transport and survival of deep spawned hatchlings; and (4) investigate the origin and distribution of chokka squid paralarvae on the Agulhas Bank. The extent, depth range and importance of the deep spawning grounds, relative to those inshore was assessed using 23 years of demersal trawl survey data. Data for both the west and south coasts of South Africa were examined for egg capsules. No spawning was found on the west coast. Data showed that chokka squid preferred the Eastern Agulhas Bank for spawning. Spawning occurred not only inshore but also on the mid-shelf extending to depths of 270 m near the shelf edge. The majority of deep spawned eggs however, were found in the depth range 71-130 m. Squid egg density markedly decreased beyond 70 m, suggesting delineation between the inshore and deep spawning grounds. Total egg biomass calculations for depths shallower and deeper than 70 m indicated the coastal area to be strongly favoured, i.e. 82 vs. 18%. These results contest the commonly accepted notion that chokka squid is an inshore spawner and redefine the spawning grounds to extend across the shelf. Apart from an initial study investigating bottom temperature on the mid-shelf, very little is known about the deep spawning habitat. St Francis Bay, a commonly used spawning location, was chosen as a demonstration area for further study. The deep spawning grounds (71-130 m) were mapped and benthic habitat described from underwater video footage. A study investigating cross-shelf bottom conditions was undertaken off Thys Bay. CTD data were used to compare seasonal bottom temperature and oxygen on the St Francis Bay inshore and deep spawning grounds. Squid movement between the two spawning habitats was assessed using filament tagging. Predation and fishing pressure across the spawning grounds was reviewed. The mid-shelf benthic habitat was found to be similar to that inshore and available for spawning. Despite the generally colder bottom temperatures on the mid-shelf, this study showed that bottom temperature in deeper waters can at times be warmer than inshore. Although mid-shelf warming events lasted from a few hours to a number of days, they resulted in similar conditions to those on the inshore spawning grounds. It is likely these events act to expand or shift spawning habitat. The movement of squid between the two spawning habitats makes it possible for them to seek patches of warm bottom water with appropiate substrate. This suggests they are spawning habitat opportunists. Predation and fishing pressure appear to be higher on the inshore spawning grounds. It is feasible that this also forces spawners to seek out more favourable habitat offshore. An individual-based model was used to predict the fate of mid-shelf and inshore hatched paralarvae. Within the model, both the highly productive cold ridge and inshore spawning grounds were considered feeding or nursery areas. Paralarvae were released from six inshore and six deep spawning sites, spanning the coast between Port Alfred and Knysna. All paralarvae not reaching the feeding areas before the exhaustion of yolk-reserves (≤5 days), not retained within the feeding grounds (≥14 days), and not retained on the Agulhas Bank after exiting the feeding grounds were considered lost. This work illustrated the dependence of paralarval transport success on both spawning location and time of hatching, as established in earlier studies. The current IBM has expanded on initial work, emphasizing the importance of the cold ridge and inshore spawning grounds as nursery areas for deep and inshore spawned paralarvae, respectively. This work has highlighted the complex interactions between processes influencing recruitment variability for chokka squid. Possible relationships between periods of highest recruitment success and spawning peaks were identified for both spawning habitats. Based on the likely autumn increase in deep spawning off Tsitsikamma, and the beneficial currents during this period, it can be concluded deep spawning may at times contribute significantly to recruitment. This is particularly true for years where the cold ridge persists into winter. Data on chokka squid paralarval distribution are scarce. Paralarval distribution and abundance, in relation to Agulhas Bank oceanography, was investigated using bongo caught paralarvae and corresponding oceanographic data. Individual-based models (IBMs) were used to predict the origin or spawning site of the wild caught paralarvae, with reference to inshore versus deep spawning. Although failing to predict realistic points of origin, this study provided evidence to support a number of scenarios previously assumed to influence chokka squid recruitment. First is the possible influence of coastal upwelling on the retention, and hence spatial distribution, of paralarvae on the inshore spawning grounds. The second factor thought to impact recruitment is the loss of paralarvae from the Agulhas Bank ecosystem. This study confirmed the removal of paralarvae from the Eastern Agulhas Bank due to Agulhas Current boundary phenomena and resultant offshelf leakage. In addition, data suggested that the formation of the cold ridge could enhance retention on the Central Agulhas Bank, and so prevent offshelf leakage from the Central and Western Agulhas Bank. A synthesis of the main conclusions is presented. Implications of the findings and directions for future research are discussed.

- Description: Several studies suggest the environment influences chokka squid catches which are mostly based on the successful formation of inshore spawning aggregations. None of the evidence, however, is direct observation. Acoustic telemetry offers a means to determine the response of spawners to changes in the environment and insight into the behaviour of spawning squid. A hexagonal array of VR2 receivers deployed 500 m apart was deemed to be ideal to monitor the movement patterns of squid on the spawning sites. In isothermic conditions, an area up to 1.28 km2 could be monitored as there was an approximate 50 m overlap in individual VR2 receiver range. In thermocline conditions however, “acoustic dead zones” as wide as 350 m may have existed between VR2 receivers, limiting the performance of this configuration. Similarly benthic turbidity events would also decrease detection range and limit performance. A hexagonal array of VR2 receivers was moored in Kromme Bay on and around active spawning aggregations during the squid fishery closed seasons of November 2003, 2004, 2005 and 2006. Squid were caught on jigs and tagged with V9 acoustic pressure telemetry transmitters. A total of 45 animals were tagged. - Description: Several studies suggest the environment influences chokka squid catches which are mostly based on the successful formation of inshore spawning aggregations. None of the evidence, however, is direct observation. Acoustic telemetry offers a means to determine the response of spawners to changes in the environment and insight into the behaviour of spawning squid. A hexagonal array of VR2 receivers deployed 500 m apart was deemed to be ideal to monitor the movement patterns of squid on the spawning sites. In isothermic conditions, an area up to 1.28 km2 could be monitored as there was an approximate 50 m overlap in individual VR2 receiver range. In thermocline conditions however, “acoustic dead zones” as wide as 350 m may have existed between VR2 receivers, limiting the performance of this configuration. Similarly benthic turbidity events would also decrease detection range and limit performance. A hexagonal array of VR2 receivers was moored in Kromme Bay on and around active spawning aggregations during the squid fishery closed seasons of November 2003, 2004, 2005 and 2006. Squid were caught on jigs and tagged with V9 acoustic pressure telemetry transmitters. A total of 45 animals were tagged. In other tests, adult survival on P. aculeata [25.8 days (SE ± 3.74)] was significantly longer than on other test plant species [4.3 days (SE ± 0.36)] further confirming the host specificity of the species. Impact studies conducted in quarantine indicated that C. schaffneri is damaging to P. aculeata, significantly reducing the number of leaves and the shoot lengths of plants, even at relatively low insect densities. C. schaffneri is safe for release in South Africa and is likely to be a damaging and effective agent.

Agreement and coordination in XiTsonga, SeSotho and IsiXhosa: an optimality theoretic perspective

This analysis is then used to formulate a typology of agreement resolution strategies and the contexts which trigger them. Although some accounts in the Bantu literature suggest that agreement with coordinate structures is avoided by speakers (e.g. Schadeberg 1992, Voeltz 1971) especially when conjuncts are from different noun classes, I show that there is ample evidence to the contrary, and that the subject marker used is dependent on several factors, including (i) the [-HUMAN] specification on the conjuncts, (ii) whether the conjuncts are singular or plural, (iii) whether or not the conjuncts both carry the same noun class feature, and (iv) the order of the conjuncts. This thesis shows that there are various agreement resolution strategies which can beused: 1) agreement with the [+HUMAN] feature on the conjuncts, 2) agreement with the[-HUMAN] feature on the conjuncts, 3) agreement with the noun class feature on both conjuncts, 4) agreement with the noun class feature on the conjunct closest to the verb, and 5) agreement with the noun class feature on the conjunct furthest from the verb. Not all of these strategies are used by all languages, nor are these strategies interchangeable in the languages which do use them – instead, multiple factors conspire to trigger the use of a specific agreement strategy within a specific agreement featural context. I show that these effects can be captured using Optimality Theory (Prince and Smolensky 2004). The analysis makes use of seven constraints: RES#, MAX[+H], MAX[-H], DEP[-H], MAXNC, DEPNC, and AGREECLOSEST. The hierarchical ranking of these constraints not only accounts for the confinement of particular strategies to specific agreement featural contexts within a language, but also accounts for the cross-linguistic differences in the use of these strategies. - Description: The harvest of Loligo reynaudii, or "chokka," represents a critical source of revenue and job creation in the historically impoverished Eastern Cape Province of South Africa. Due to the importance of visual stimuli in the reproductive processes, it has been hypothesized that a primary driver of successful reproduction is the clarity of the water column. The presence of increased particulate matter concentrations within the water column generates turbid conditions near the seafloor (visibility < 1m), that are proposed to restrict spawning activity. This benthic nepheloid layer (BNL) contains both organic and inorganic components, with the BNL intensity a function of bottom turbulence, substratum type, and detritus level. However, the spatial and temporal resolution of BNL intensity on the Eastern Agulhas Bank (EAB) and the environmental drivers thereof remain unknown. Here we show that benthic turbidity events are a common but highly variable occurrence on the EAB. Results from a 17-month time-series of in-situ and remote sensing data between 2002 – 2004 in Algoa Bay, supplemented by experiments in other bays important for spawning, show that turbid conditions existed for ∼ 30 % of the sample period. Exploration of environmental drivers, including the influence of wind, altimeter-derived significant wave height (Hs), sea surface temperature (SST), and chlorophyll-a (Chl-a) concentrations indicate that BNL intensity does not conform to a "one-size-fits-all" approach. Rather, complex local hydrological and physiochemical parameters control the BNL characteristics on the EAB. Global warming is likely to increase the frequency and intensity of extreme westerly-wind and storm events, promoting BNL events on the Eastern Agulhas Bank and possibly causing a shift in the reproductive strategy of chokka squid to the cooler mid shelf region. This is likely to have consequences for both the species in terms of reproductive success and the fishery, which is concentrated on inshore spawning aggregations. Future research needs to quantify and characterize the constituents, source particles and spatial-temporal variability of BNL events in order to build a predictive capacity. - Description: Small pelagic fish, including anchovies, sardines and sardinellas, mackerels, capelin, hilsa, sprats and herrings, are distributed widely, from the tropics to the far north Atlantic Ocean and to the southern oceans off Chile and South Africa. They are most abundant in the highly productive major eastern boundary upwelling systems and are characterised by significant natural variations in biomass. Overall, small pelagic fisheries represent about one third of global fish landings although a large proportion of the catch is processed into animal feeds. Nonetheless, in some developing countries in addition to their economic value, small pelagic fisheries also make an important contribution to human diets and the food security of many low-income households. Such is the case for many communities in the Zanzibar Archipelago and on mainland Tanzania in the Western Indian Ocean. Of great concern in this region, as elsewhere, is the potential impact of climate change on marine and coastal ecosystems in general, and on small pelagic fisheries in particular. This paper describes data and information available on Tanzania's small pelagic fisheries, including catch and effort, management protocols and socio-economic significance.

- Description: Small pelagic fish, including anchovies, sardines and sardinellas, mackerels, capelin, hilsa, sprats and herrings, are distributed widely, from the tropics to the far north Atlantic Ocean and to the southern oceans off Chile and South Africa. They are most abundant in the highly productive major eastern boundary upwelling systems and are characterised by significant natural variations in biomass. Overall, small pelagic fisheries represent about one third of global fish landings although a large proportion of the catch is processed into animal feeds. Nonetheless, in some developing countries in addition to their economic value, small pelagic fisheries also make an important contribution to human diets and the food security of many low-income households. Such is the case for many communities in the Zanzibar Archipelago and on mainland Tanzania in the Western Indian Ocean. Of great concern in this region, as elsewhere, is the potential impact of climate change on marine and coastal ecosystems in general, and on small pelagic fisheries in particular. This paper describes data and information available on Tanzania's small pelagic fisheries, including catch and effort, management protocols and socio-economic significance.

- Description: Criticisms about the safety of biological control of alien plants has resulted in a risk-averse approach, where the risks posed by the agent are paramount and the risks posed by the alien plant are neglected. We argue that the risk associated with non-target damage from agents needs to be assessed relative to that of their target alien plants. A literature review of the non-target risks associated with biological control agents was undertaken in terms of the risk to native species from agents relative to the risk to native species from their alien plant targets. We then developed a framework that compares the consequence with the likelihood of non-target damage for both agents and their targets to provide an overall risk rating. Assessments of the risk of damage from both agents and their target alien plants will enable researchers, managers and policy makers to better assess the risks from biological control.

- Description: From Foreword by Dr Sizwe Mabizela: The results of the 2016 academic year were celebrated during a bumper graduation weekend in April 2017, in which a record 2 464 graduates were capped at 6 graduation ceremonies, 46% of whom were Postgraduates, 59% were women, and 21% were international students. A record number of 88 PhD degrees were awarded (up from 67 of 2016). We celebrated a new record of 29 PhD degrees for the Faculty of Humanities, up from the previous record of 19 achieved last year. The Faculty of Science produced 38 PhD graduates, the Faculty of Commerce 6, the Faculty of Education 13, and the Faculty of Pharmacy 2. All Faculties have done exceedingly well. - Description: Inland fisheries in the Kavango–Zambezi Transfrontier Conservation Area (KAZA-TFCA) offer food security to the riverine communities across the region. They also contribute towards the attainment of the United Nations’ Sustainable Development Goals 1 and 15, which aim to alleviate poverty and maintain biodiversity conservation. Despite this significant role, the fisheries have suffered severe declines in the previous decades due to multiple factors, such as overfishing and poor legislation. Furthermore, climate change is exerting pressure by altering the ecology and productivity of the river systems. The unprecedented challenges of the COVID-19 pandemic have further constrained management efforts. Attempts to address these challenges have pointed towards transboundary fisheries management as a silver bullet in moving towards sustainable fisheries management. However, the implementation of this strategy in the region has encountered numerous roadblocks, thereby subjecting the river ecosystem to a wider environmental threat, with dire consequences on livelihoods. This paper reviews existing management and governance structures together with key informant interviews to elicit primary and secondary data essential for management at the regional level. The study identifies conflicting regulations, and inadequate policies and institutions across the region as major bottlenecks affecting the successful implementation of transboundary fisheries management. Finally, the paper offers some suggestions for the improvement of fisheries management in the region.
