- After the 1994 general elections, the government realised the importance of efficient and effective financial management and public sector procurement for the rebuilding of South Africa. This was done by embarking on a major review of its financial and supply chain management systems. The financial and supply chain management systems operate in an ever-changing environment, and that requires that these systems are fit for purpose. Supply Chain Management is one of the cornerstones for the performance of any organisation or company. Section 217 (3) of the Constitution of the Republic of South Africa requires organs of state irrespective of whether they are at National, Provincial or Local government level to apply a procurement system which is fair, equitable, transparent, competitive and cost-effective when contracting for goods and services. The Constitution also attempts to protect and advance persons disadvantaged by unfair discrimination. Supply Chain Management has met an ever-increasing interest over the past decade. This interest comes from within the industry due to the huge amounts involved in procurement and the supply chain value creation. Every society strives to be in a state where every need is available and every citizen has what he/she requires to be able to leave a fulfilled life. In order to meet the needs of societies, member of the society carry out economic activities. The public procurement practice and systems have been acclaimed, based on empirical evidence, as the best means of guaranteeing the provision of public goods to the Citizens and public expenditure management.
