- Description: This paper provides an ex-post analysis of the utilisation of the stadiums that were built for the 2010 FIFA World Cup. The South African government invested approximately US $1.57 billion and US $523 million into the development of new stadiums and upgrades to existing stadiums, respectively. This paper determines whether the substantial investments into the stadiums’ infrastructure are justified by the utilisation of the stadiums after the 2010 FIFA World Cup event. A utilisation rate and a stadium usage index were used to analyse the utilisation benefits derived from the stadiums. Generally, the results suggest that there has been a significant decline in the utilisation of stadiums following the 2010 FIFA World Cup. Furthermore, the results indicate that the exorbitant costs of the stadiums for the 2010 FIFA World Cup were significant in relation to the underutilisation of the stadiums in the wake of the event. The 2010 FIFA World Cup has left the country with an expenditure legacy of an oversupply of stadiums, thus making some of the stadiums unsustainable. The results of this study appear to be in line with existing empirical research, which suggests that stadiums tend be underutilised and pose a financial burden for a host nation, subsequent to a mega-event.

- Description: Tanzania’s energy consumption is dominated by biomass, most of which is consumed by households. Apart from biomass, the country has extensive hydropower, coal and natural gas resources. The overwhelming dependence on biomass for basic cooking and heating needs by the majority in Tanzania, is a major cause of poverty and several other deleterious effects. As a consequence of the harmful effects of fossil fuels, biofuels are seen as a source of sustainable growth to help alleviate poverty in Tanzania. In this chapter, present policies and other framework conditions influencing the development of the biofuel sector in Tanzania are investigated. This includes the Tanzanian Energy Policy, Land Act, National Forest Policy, National Environment Policy, Agricultural Sector Development Policy, and the Tanzanian Transport Policy. The necessity for policies directly related to biofuel production is discussed. The Tanzanian government has established a Biofuels Task Force (BTF) in order to produce guidelines for the design of a set of appropriate policy initiatives. Due to the lack of formal biofuel policies, several external agencies have made recommendations on policies that the Tanzanian government should adopt. It is concluded that the policies existing in Tanzania are indirect and thus biofuel producers lack a reliable framework. Due to increasing biofuels, especially amongst small-scale farmers, the government must seek to provide these smallholders with incentives to grow their productions along with large-scale producers.

Rhinoceros herds in a CBP would need relatively spatially extensive terrain and costly permanent security measures, and only appear feasible for the less aggressive “white” rhino. Thus, market price would actually need to be sustained at a high level to cover the start-up and security costs of such a programme that are unlikely to fall significantly. This is a double-edged sword in that the persistent high price of rhino horn provides an incentive for continued poaching activities. Supplementary policy measures that differentiate among consumer groups may also prove necessary.

- Description: Poverty has always been studied in a world of certainty. However, if the aim of studying poverty is not only improving the well-being of households who are currently poor, but also preventing people from becoming poor in the future, a new forward looking perspective must be adopted. For thinking about appropriate forward-looking anti-poverty interventions (i.e. interventions that aim to prevent or reduce future poverty rather than alleviate current poverty), the critical need then is to go beyond a cataloging of who is currently poor and who is not, to an assessment of households’ vulnerability to poverty. This study analyses a panel dataset on a representative sample of 150 rural households interviewed in 2007 and 2008 in the Amathole District Municipality of the Eastern Cape Province to empirical assess the dynamics of poverty and estimate the determinants of households’ vulnerability to poverty. The result of the study indicates that the number of vulnerable households is significantly larger than for the currently poor households; the vulnerability index was found to be 0,62 compared to 0,56 headcount index in 2008. This implies that while 56 percent of the sampled households are poor (ex post) in 2008, 62 percent are vulnerable to becoming poor (ex ante) in future. The result of the Probit model shows that the age, level of education and occupation of the household head, dependency ratio, exposure to idiosyncratic risks and access to credit are statistically significant in explaining a households’ vulnerability to poverty.

- Description: Poverty has always been studied in a world of certainty. However, if the aim of studying poverty is not only improving the well-being of households who are currently poor, but also preventing people from becoming poor in the future, a new forward looking perspective must be adopted. For thinking about appropriate forward-looking anti-poverty interventions (i.e. interventions that aim to prevent or reduce future poverty rather than alleviate current poverty), the critical need then is to go beyond a cataloging of who is currently poor and who is not, to an assessment of households’ vulnerability to poverty. This study analyses a panel dataset on a representative sample of 150 rural households interviewed in 2007 and 2008 in the Amathole District Municipality of the Eastern Cape Province to empirical assess the dynamics of poverty and estimate the determinants of households’ vulnerability to poverty. The result of the study indicates that the number of vulnerable households is significantly larger than for the currently poor households; the vulnerability index was found to be 0,62 compared to 0,56 headcount index in 2008. This implies that while 56 percent of the sampled households are poor (ex post) in 2008, 62 percent are vulnerable to becoming poor (ex ante) in future. The result of the Probit model shows that the age, level of education and occupation of the household head, dependency ratio, exposure to idiosyncratic risks and access to credit are statistically significant in explaining a households’ vulnerability to poverty.

In South Africa, the Department of Environment, Forestry and Fisheries, Natural Resources Management Programmes, previously The Working for Water Programme (WfW) is tasked with controlling IAPs in a way that protects the environment, as well as producing maximum return to society through poverty alleviation. Biological control is one of the management tools used to control IAPs in South Africa. Four aquatic weeds, Pista stratiotes, Salvinia molesta, Azolla filiculoides and Myriophyllum aquaticum, are under complete biological control in South Africa. However, in the absence of biological agents, the WfW programme would have used herbicides to control these weeds. This paper presents a retrospective analysis of the relative herbicide cost-saving associated with the use of biological control instead of chemical control. The study used cost benefit analysis (CBA) framework with an 8% discount rate. The estimated cost of the biological control on all four aquatic weeds was about R7.8 million, while the estimated cost of chemical control to achieve the same level of control varied between R150 million and R1 billion, depending on the method of application and number of follow up operations. Benefit to cost ratios varied between 90:1 and 631:1, again depending on method of application and number of follow up sprays. The results remained robust under a 5% and 10% sensitivity test and show that biological control is the most cost-effective management option for aquatic weeds in South Africa.

In March 2008, oil broke through the psychological ceiling of 100 US$ a barrel, and later in early June 2008 rose to 140 US$ on the way to 150 US$. In addition, rising issues on global warming have resulted in the need to consider alternative sources of energy. This also resulted in debates about biofuels in most developing and developed countries. Zambia is faced with an energy crisis from importation of large amounts of crude oil and the high cost of fuel and petroleum products. Sweet sorghum has been flagged as a potential biofuel feedstock in Zambia. This chapter evaluates different varieties of sweet sorghum and identifies production scenarios under which sweet sorghum can be produced in Zambia by the use of Gross Margin Analysis. It also evaluates notable trade-offs in producing sweet sorghum instead of grain sorghum. The results show that identifying high sweet sorghum yielding varieties and optimum production scenarios are important pre-requisites for the successful implementation of the use of sweet sorghum in biofuel production. The results indicate a positive relationship between the yield of sweet sorghum and the production regime.

We show that sharing land could help fast-track the development of a farming skills and related competencies’ equilibrium between black and white farmers. - Description: Food constitutes a key component of a number of fundamental welfare dimensions, such as food security, nutrition and health. It makes up the largest share of total household expenditure in low-income countries, accounting on average for about 50% of the households’ budgets. Most demand analysis use existing models, but this study applied a new model – SEDS to analyse food demand among farming households in South West Nigeria. A multi-stage sampling technique was employed study to select 342 respondents. Primary data was collected through the use of a structured questionnaire. Data collected include information on a number of different food groups consumed by households, socioeconomic characteristics, demographic factors and income. The analytical techniques used were descriptive analysis and the Substitution Elasticity Demand System (SEDS). The result of SEDS shows that own price elasticities were less than 1 except for root and tuber, and fats and oil. It was found that cereals, legumes, fruit and vegetables and animal protein were price inelastic, i.e. necessities, and roots and tubers and fats and oils were price elastic, i.e. luxury goods.

Most demand analysis use existing models, but this study applied a new model – SEDS to analyse food demand among farming households in South West Nigeria. A multi-stage sampling technique was employed study to select 342 respondents. Primary data was collected through the use of a structured questionnaire. Data collected include information on a number of different food groups consumed by households, socioeconomic characteristics, demographic factors and income. The analytical techniques used were descriptive analysis and the Substitution Elasticity Demand System (SEDS). The result of SEDS shows that own price elasticities were less than 1 except for root and tuber, and fats and oil. It was found that cereals, legumes, fruit and vegetables and animal protein were price inelastic, i.e. necessities, and roots and tubers and fats and oils were price elastic, i.e. luxury goods.

- Description: This study investigates the causal link between agricultural foreign direct investment (FDI), agricultural exports, and agricultural gross domestic product (GDP) in South Africa for the period 1994 - 2006. The central goal of this paper is to answer the question of whether there exists any complementary relationships or not between the two sets of variables. The paper utilizes the Granger causality method and the error correction method (ECM), in a bivariate setting. The results show that while there is a bi-directional causality from FDI to exports, there is only one-way causality from GDP to FDI. Rather than FDI stimulating agricultural productivity, agricultural productivity stimulates FDI. Thus, an increase in agricultural productivity is envisaged to yield increased FDI in the agricultural sector of South Africa.
