- Description: Goats significantly contribute towards the subsistence, economic and social livelihoods of many resource-poor farmers in developing countries, the majority of which own goats. There, however, is dearth of information on communal goat production potential and roles to the rural populace. The broad objective of the study was to evaluate production practices, constraints, production efficiency and to determine nutritional and health status of goats raised by resource-poor communal farmers in the Eastern Cape Province of South Africa. Roles and management systems of goats, goat flock dynamics and, prevalence and loads of gastrointestinal infections and the nutritional status of goats in the study areas were determined. The relationships among body weight, body condition score, faecal egg counts and, haematological and biochemical profiles were also determined. Mean goat flock sizes per household were similar between the two districts studied; Amatole (14.0 ± 0.31) and Alfred Nzo (14.1 ± 1.42). Seventy-nine percent of households in Amatole and 78% in Alfred Nzo kept goats for ceremonies, such as the initiation ceremonies. Goat houses in the two districts were poorly constructed. Thirty two percent of farmers in Alfred Nzo district and 27% in Amatole district reported low buck to doe ratios, suggesting that inbreeding might have been reducing productivity of their flocks. Kid mortality had two major peaks; in May (21%) and in September (21%). Goat production potential (GPP), the proportion of mature and growing goats to the total flock size, was affected by gender of owner of goats. Goats owned by female had a significantly lower GPP value of 0.63 ± 0.015 than goats owned by male farmers (0.70 ± 0.010). Month also significantly affected GPP with the highest (P < 0.05) GPP recorded in May, June and July and the lowest in March and April. Village affected GPP with values for Nkosana and Qawukeni being significantly higher than for Mankone. Goat production potential was also higher (P < 0.05) in small flocks (0.04 ± 0.008) than in large flocks (0.02 ± 0.008). Goat production efficiency (GPE) ranged from 0.11 ± 0.193 in April to 1.55 ± 0.193 in December. The most prevalent gastrointestinal eggs were the strongyle egg type (68.4 ± 8.49 in Qawukeni and 96.1 ± 12.01 in Nkosana) followed by coccidia (53.3 ± 8.76 in Qawukeni and 68.8 ± 8.00 in Mankone). The other identified nematodes were Strongyloides and Trichostrongylus egg types. The trematodes observed were Fasciola and Paramphistomum species. High loads of strongyle eggs were observed in the hot-wet season and the post-rainy season, whilst the other egg types showed a peak in the hot-wet season only. For most of the gastrointestinal parasite eggs, prevalence was higher (P < 0.05) in the sour rangeland compared to the sweet rangeland. Higher (P < 0.05) levels of total protein (TP), globulin, aspartate aminotransferase (AST) and creatinine kinase (CK) levels were recorded in the wet than in the dry season. Body condition scores were positively correlated (P < 0.05) to albumin, body weight and packed cell volume. However, body condition scores were negatively correlated to TP, glucose, alanine transaminase (ALT) and AST. Strongyle egg loads were positively correlated to FAMACHA scores, packed cell volume, body weight and body condition score. The observed high globulin levels suggested a chronic health challenge. Thus, it is fundamental to devise affordable interventions for the control of gastrointestinal parasites in communal goats leading to improved goat productivity and hence rural livelihood

- Description: This study assessed the implementation of learner discipline policies in the Graaff Reinet District in four township Secondary schools. The study arose as a result of the decline of learner discipline in secondary schools. This study is located in the interpretive paradigm and adopted a qualitative research approach in the collection of data. It employed triangulation to collect data and obtained valuable information on the implementation of learner discipline policies. Four township secondary schools in the Graaff Reinet District were purposively selected for the sample in this study. Semi-structured interviews, focus groups of learners and parents Data has revealed that schools were using different strategies to implement learner discipline such as Code of Conduct, Disciplinary hearing, Safety and Security Committee, Educators, Corporal Punishment, Alternative methods to Corporal Punishment and the role parents. Data revealed that there has been no success in implementing learner discipline strategies. There were a number of limitations in implementing policies to maintain learner disciplines which were identified in the study. There were inconsistencies like educators not supervising learners in detention classes, some of the educators were sabotaging the system by not putting into practice the measures and strategies which were put in place to maintain discipline and so forth. The School Management Teams did not capacitate the Representative Council of Learners so as to assist in the monitoring of discipline. The Department of Education is not supportive in the maintenance of discipline in the schools under study in Graaff Reinet District. To address disciplinary problems, the study has the following key recommendations Policies should be crafted by all stakeholders for ownership and there should be collaboration in implementation of those policies.. The Code of Conduct should be issued to all learners at the school at the beginning of the year in the language of preference, with school rules. Learners should know the consequences of transgressing the Code of Conduct. SMTs should adopt different management styles so as to take action against educators who are failing the system of maintaining discipline. Educators should realise that it is their duty to maintain discipline in schools; therefore they should stop complaining about disciplinary problems. Educators should engage the Department of Education to conduct workshops in building capacity of educators to maintain learner discipline. Schools should establish partnerships with other sister Departments such as SAPS, Social Development, Correctional Services, Health to, maintain learner discipline.

- Description: This paper draws on two fields, human resources management and entrepreneurship to examine the observed problem of stalled established business ownership even despite favourable Total Early Stage entrepreneurship (TEA) among many nations. The aim of the study was to established the perceptions of entrepreneurs on the influence of human capital on the growth and sustainability of entrepreneurial ventures from the restaurant sector in Cape Town. The study adopted a qualitative research design which was based on interviews to infer the entrepreneurs’ perceptions on the role of effective human capital management to growth of entrepreneurial ventures. Fifteen interviews were conducted and analysed following a thematic analyse procedure. Various themes and sub themes which pointed to the critically of effective human capital management were established. It was found the people possess certain social, philosophical, psychological and ideological attributes that cannot be found from other resources. At the end of the analysis, it was established that human resources are central to the growth of entrepreneurial ventures as they possess certain exploitable entrepreneurial talents, are capable of unlocking the value of other resources and also they are the drivers of growth. Following these findings, it was recommended that entrepreneurs should centralise effective human capital management for growth. - Description: Care and safety of learners refers to the behavioral practices which protect children from danger, risks and injuries. It also includes environment that is free from violence since where there is no fear perceived, there is reverence for the school and its disciplinary measures (Hernandez & Seem, 2004; Marotz, Cross, Rush, 2005; Mathe, 2008; Chukwu, 2008). Schools should have positive environment which allows members of staff, learners and guests to freely interact without threats or fear. Learners and staff should feel psychologically, physically and emotionally safe and secure (Dwyer & Osher, 2000; Tabancali &Bektas, 2009; Butcher& Manning 2005). Consequently, care and safety of learners can also be viewed in a more practical and management oriented way. According to Hull (2010) care and safety of learners in a management oriented way includes, maintenance of school buildings and grounds, care of facilities, furniture and equipment with spacious corridors that allow free flow and emergency movement to prevent illness and death. Classes should accommodate the required educator-learner ratio. The playgrounds are reduced to limited space to ensure that learners are visible and are controllable. Moreover provision of care and safety of learners includes school culture and the appropriate training of educators as well as school staff who should respond to threats and hazards. It also includes addressing the range of crisis the school can face such as death and natural disasters (Phaneuf, 2009). Reeves, Nickerson, Conolly-Wilson, Suson, Lazzaro, Jimerson, and Pesce (2012) contend that the educators on duty should provide learners with safety precautions to guard against the possibility of single learner slipping away and suffering injuries (Dilion, 2007). According to Mogopodi, Banyaladzi & Petros (2015) facilities like laboratories should be suitable for all learners because they help to transform theoretical education into practice making learning effective. Astor, Guerra, Van Acker (2010) suggest that provision of care and safety for learners is among the most essential components for achieving effective teaching and learning. This will only be achieved by putting in place proper care and safety programmes and ensuring that they are effectively implemented (Netshitahame, & Vollenhoven, 2002, Astor et.al.2010).

These relationships are not always wholesome and harmonious but are overshadowed by disputes and strikes which bring about paralysis and polarization of the operation of business and educational stability in public service and administration sectors as well as at learning institutions. These disputes arise from inter alia, disagreements regarding wage negotiations, unfair dismissals, unfair labour practice involving appointments, promotions and transfers, mutual interest, severance pay, automatically dismissals, operational requirements dismissals (both single and multiple), disclosure of information disputes, organizational rights disputes, agency shop disputes, picketing disputes, unfair discrimination disputes in terms of the Employment Equity of Act as amended, and disputes involving the enforcement of collective agreements or the non-compliance with the Basic Conditions of Employment Act and others. Whilst there are similar trends and patterns of disputes in all these sectors, they are, however, not only differ in intensity and rapid occurrence but also in how they are negotiated and settled because the work environments are different at the level of operation, administration and management. What is common in all disputes is that they are all conciliated and arbitrated by arbitrators at the Commission for Conciliation, and Arbitration (hereafter referred to as the CCMA), Education Labour Relations Council (ELRC), Private Resolution Agencies and the Labour Court. The Apartheid era administration had labour laws which dealt with these disputes, but were not progressive and effective in handling them. This placed a heavy burden on the new ANC led government to change the laws of the previous regime. Most of these changes happened in the labour relations and the labour policies. In view of the above situation, the new political dispensation that came into existence and operation in 1994 developed a new labour legislative framework with specific focus on the review of the collective bargaining dispensation. Of significant importance was the entrenchment of labour rights in the Constitution of the Republic of South Africa, 1996. Section 23 of the Constitution is extensive in highlighting the importance to protect amongst others, the right of every trade union to organize and engage in collective bargaining, disclosure of information, restricted rights in domestic sector, rights to establish threshold of representativeness, organizational rights in collective agreements and disputes about organizational rights.

The Apartheid era administration had labour laws which dealt with these disputes, but were not progressive and effective in handling them. This placed a heavy burden on the new ANC led government to change the laws of the previous regime. Most of these changes happened in the labour relations and the labour policies. In view of the above situation, the new political dispensation that came into existence and operation in 1994 developed a new labour legislative framework with specific focus on the review of the collective bargaining dispensation. Of significant importance was the entrenchment of labour rights in the Constitution of the Republic of South Africa, 1996. Section 23 of the Constitution is extensive in highlighting the importance to protect amongst others, the right of every trade union to organize and engage in collective bargaining, disclosure of information, restricted rights in domestic sector, rights to establish threshold of representativeness, organizational rights in collective agreements and disputes about organizational rights.

- Description: This research is premised on the understanding that alternative forms of media emerge to deal with specific ideological projects and, as such, must be seen as satisfying a specific need at a specific point in time. Using the case of a weekly newspaper, The Southern Star which was in circulation from January 2012 to June 2012, this study sought to understand the factors that led to the establishment of the newspaper, what it sought to achieve, how it went about putting that into practice, its message in relation to debates emanating from the ‘Matabeleland Question’ and also the factors that led to the its collapse. In order to address my research questions, I adopted a two stage research design qualitative content analysis and semi structured in depth interviews. In locating the study within the qualitative epistemic understanding of research, it was clear from the qualitative content analysis of 13 editions of the publication and in depth interviews held with 15 respondents that the newspaper was set up with the aim of serving a marginalised section of the population (in this instance the Ndebele) by providing them with a platform to articulate issues affecting them. It also sought to ‘speak’ the ‘unspoken’ within the mainstream media by focusing on Matabeleland identity politics. It achieved this by creating content around the Gukurahundi genocide, Matabeleland development, Matabeleland history and Matabeleland heroes. The newspaper also sought to emancipate the people from the South by advocated for social, cultural, economic and political justice as a resolution to the ‘Matabeleland Question’. However, the newspaper failed to sustain operations due to lack of advertising revenue. As a result of the constraining political environment in which the newspaper operated, potential advertisers were afraid of placing advertisements in the newspaper because of the nature of the content produced, which in view of Zimbabwe’s rival ethnic history, could easily be labelled ethnically divisive. This treatise investigates how public architecture can be constructed to acknowledge and promote a community’s culture and identity, and ultimately engender a sense of place within a settlement. To this end, architectural theories concerning a sense of place will be scrutinised, and the correlations between architecture and community, culture and identity will be investigated in order to extrapolate design principles and strategies that will assist in informing the design proposal.Mdantsane, a large informal settlement in the Eastern Cape, has been bestowed with the title of the South African ‘Mecca of Boxing’, having produced 1/3 of all international champions originating from South Africa. however, the ‘Mecca of Boxing’ has no ‘home’ in the community. The dilapidated boxing gyms operate as individual entities, and there is no explicit boxing arena in the community, rendering Mdantsane ineligible to host national and provincial boxing tournaments. Furthermore, without available quality training facilities in the Eastern Cape, the promising talent is relocating elsewhere.This treatise proposes the design of a Boxing Arena and Academy in the Central Business District of Mdantsane, in the Eastern Cape. In order to understand the nature of an arena and sporting academy, pertinent precedent studies were undertaken to deduce principal findings about the nature of the building typology. The principle aim of the architecture is to bring the Arena back to the public, constructed as a place for the community to gather and celebrate their cultural identity. Furthermore, the architecture seeks to overcome the ‘placelessness’ of the typical arena typology, through the management of an architecture that responds to the particular contextual conditions of the community.

The struggle moved from armed resistance to the use of non-violent means. In the early 1960s, because of white herrenvolkist intransigence, the struggle reverted to armed resistance. The struggle was largely against racism and colonialism - and can therefore be regarded as a struggle for human rights. The icons of the struggle, that is, those individuals and physical and spiritual beacons which marked the route to freedom, identified by the people themselves, compose the Chris Hani District Municipality Liberation Heritage Route (LHR). The identification process involved community participation through the organisation of meetings, under the leadership of Local Municipality Steering Committees and Community Facilitators appointed by the LM specifically to facilitate the LHR project. It was important that each Steering Committee should be chaired by the Mayor. Meetings were representative of all stakeholders, and there was provision for the co-opting of people with special skills. The whole process was informed by the democratic culture of inclusiveness so that no person or organisation could feel left out. - Description: It has been said that the fundamental paradox of tax simplification is that, despite consensus, almost every year tax rules become more complex. This thesis considers tax simplification measures which have been implemented internationally, in order to provide a basis for an analysis of ways in which the South African tax system could be simplified. A doctrinal methodology is applied, and an analysis is carried out of possible tax simplification measures, based on the commentary of experts in the field of tax law. Simplification measures adopted in the United Kingdom, Australia, the United States of America, Egypt, and certain European countries are discussed, together with their possible adoption in South Africa. Tax simplification has a broad scope. This research identifies four areas in which the South African tax system could simplified: the simplification of tax legislation, addressing the role of accounting in the simplification process, reducing the number of taxes currently levied, and finally addressing the complexities evident in the SARS e-filing system. This thesis illustrates several measures which could be used to address the current areas of complexity. Re-writing tax legislation to assist the understanding of taxpayers is suggested. An increase in the inclusion rate for individuals of capital gains in taxable income from 40% to 60% is suggested, to compensate for the loss of revenue due to the recommended repeal of donations tax and estate duty. Aligning tax legislation with accounting standards is identified as a possible area for simplification, as there are many similarities between the two systems. To address the usability of SARS’ e-filing platform, suggestions are made regarding the further pre-population of returns, introducing e-invoicing and providing a “sandbox” function that taxpayers could use to familiarise themselves with how e-filing works. - Description: This is a multiple case study of language practices in relation to the language-in-education policy of Botswana. The impetus for this study came after realising a decline in the academic achievement of learners as they move to higher levels of education. Taking into cognisance other factors like socio-economic background and marginalised communities, this study intended to investigate language practices at 3 primary schools at Standard 1, Standard 4 and Standard 7. Cases were selected from 3 various schools in different districts that present the language situation in Botswana. School A was in Kgalagadi district where the dominant spoken language is Shekgalagarhi, a minority language of Botswana. School B was in Southern district where the dominant spoken language is Setswana, the national language of Botswana and School C was in Gaborone city, the capital city of Botswana, where languages of Botswana come into contact and parents mainly use English to communicate with their children at home. Observation of language practices at these schools was the primary technique of data collection. The researcher also used questionnaires and focus group discussions for authentication. It was realised that whereas the language-in-education policy of Botswana is monoglossic, as it separates languages into separate functions, language practices in the three primary schools were transglossic, as they involved the use of different language varieties in the classroom. However, the researcher discovered that there was limited translanguaging that limited learner creativity and participation in class. The language practices revealed compliance and non-compliance of some schools to the national language-in-education policy. The researcher found language teaching to be one of the factors that limited content acquisition in content subject lessons. Realising the irrelevance of the policy to the linguistic needs of learners, this study proposes guidelines on the implementation of a multilingual micro policy that considers both the strong and the weak versions of translanguaging. This will open ways for translanguaging henceforth, active participation and enhanced performance for all Batswana. It also proposes the study of 3 languages: a minority language of Botswana, Setswana and English as compulsory subjects to embrace multilingualism and for the development of indigenous languages.

Cases were selected from 3 various schools in different districts that present the language situation in Botswana. School A was in Kgalagadi district where the dominant spoken language is Shekgalagarhi, a minority language of Botswana. School B was in Southern district where the dominant spoken language is Setswana, the national language of Botswana and School C was in Gaborone city, the capital city of Botswana, where languages of Botswana come into contact and parents mainly use English to communicate with their children at home. Observation of language practices at these schools was the primary technique of data collection. The researcher also used questionnaires and focus group discussions for authentication. It was realised that whereas the language-in-education policy of Botswana is monoglossic, as it separates languages into separate functions, language practices in the three primary schools were transglossic, as they involved the use of different language varieties in the classroom. However, the researcher discovered that there was limited translanguaging that limited learner creativity and participation in class. The language practices revealed compliance and non-compliance of some schools to the national language-in-education policy. The researcher found language teaching to be one of the factors that limited content acquisition in content subject lessons. Realising the irrelevance of the policy to the linguistic needs of learners, this study proposes guidelines on the implementation of a multilingual micro policy that considers both the strong and the weak versions of translanguaging. This will open ways for translanguaging henceforth, active participation and enhanced performance for all Batswana. It also proposes the study of 3 languages: a minority language of Botswana, Setswana and English as compulsory subjects to embrace multilingualism and for the development of indigenous languages.

However, the high costs and the relevant skills and expertise that are associated with the implementation and maintenance of the latest ICTs impedes SMEs from taking full advantage of their use. The introduction and adoption of cloud computing has addressed some of these challenges for SMEs. Despite this, SMEs in rural South Africa have not fully adopted or realized the advantages of cloud computing, which could be owing to a number of factors.The aim of this study was to explore how rural SMEs in the Eastern Cape Province of South Africa can leverage on the capabilities of cloud computing for competitive advantage. The study adopted an interpretivist, quantitative approach to identifying the enablers and barriers of cloud computing adoption. The research population was defined as all the SMEs that operate outside of Buffalo City and Nelson Mandela Bay Metropolitan Municipalities. Convenience and snowball sampling techniques were used as non-probability sampling methods. Data was collected from the participants using a structured self-administered online questionnaire. The Technology-Organization-Environment framework was used as a basis in formulating the research theoretical framework, focusing on technological, organizational and environmental elements that could potentially influence adoption of cloud computing by rural SMEs. Microsoft Power BI was used to present demographic information as well as descriptive statistics for the factors included in the proposed research model. IBM SPSS 22 was used for correlation and linear regression analysis. The review of related literature revealed that access to markets, access to finance, inadequate public infrastructure and lack of skilled resources are some of the major challenges that rural SMEs face. This study found seven of the statistically examined factors to be significant predictors of cloud adoption by rural Eastern Cape SMEs. These are market demand, use of online-based marketing, having formal business plans, reliable electricity, awareness of SaaS, use of basic Internet-based services such as email and websites as well as Internet costs.

- Description: The Heads of State and Government Implementation Committee (HSGIC) of the New Partnership for Africa’s Development (Nepad) acknowledged and recognised the centrality of good governance within the context of the African Peer Review Mechanism (APRM), an innovative mechanism acceded to by member states of the African Union (AU) as a self- monitoring mechanism for good governance. South Africa is one of the countries which acceded to the APRM in 2003. Accordingly, South Africa appointed a National Governing Council (NGC) under the chairpersonship of the Minister of Public Services and Administration as the focal point to develop a strategy to manage the national APRM process. The NGC was constituted of business, the disabled, civil society, churches, trade unions, government and women’s coalitions thus ensuring all relevant stakeholders are represented. As part of South Africa’s country assessment, questionnaires dealing with the four core thematic areas of the APRM were sent through to the public by community development workers. In addition, four technical assessment agencies were appointed to assist in conducting research on the four thematic areas. The primary objective of this study is to examine the theoretical approach to the study and the African Peer Review Mechanism’s contemporary relevance to South Africa, its intended beneficiaries and an assessment of South Africa for the period 2006. The study revealed that Proportional Representation (PR) and floor-crossing have an impact on the sustainability, relevance, long term development, vibrancy and profundity of constitutional democracy in the country. Clearly, since the dawn of the democratic dispensation in South Africa the electoral system introduced is such that it had to take into account the challenges the country faced during the apartheid system of governance. In this context, enough space for free political competition in the country was created. On the basis of the findings of the study, it is patently clear that the time allocated for the CSAR was minimal and the country should have been given at least two years so that the self assessment could have been extensively done. On the issue of HIV and AIDS and its relationship to socio-economic conditions, it was revealed that the country has a lot to do in this regard. The debilitating effect that HIV and AIDS has on the lives of the citizens requires clarity of policy and strategy, consistency in public communication and the need for sustained partnerships amongst all relevant stakeholders. At another level, there was a call for a basic income grant although government does not necessarily support it. Based on the research findings above, a new research area outlined under recommendations can be conceptualized for further research and it requires some attention.
