Analysis of factors affecting technical efficiency of a1 smallholder maize farmers under command agriculture scheme in Zimbabwe: the case of Chegutu and Zvimba districts.

- Description: Maize is the most essential cereal crop grown in Zimbabwe. This crop is produced across the country under different conditions and environments. The study focused on analyzing technical efficiency of A1 smallholder maize farmers in Chegutu and Zvimba districts under the Command Agriculture Scheme. Understanding technical efficiency is essential under developing agriculture, especially where resources are limited, and high population growth is quite common. In such a setting, increased output depends on efficiency improvements. The specific objectives of the study focused on estimating the level of technical efficiency, determinants of technical efficiency and the level of productivity among a randomly selected sample of 240 A1 smallholder maize farmers under the Command Agriculture Scheme. Purposive, cluster and random sampling techniques were used to collect primary data from the selected sample. The study applied the single-stage modelling stochastic frontier approach to assess technical efficiency of A1 smallholder maize farmers. The stochastic frontier results revealed that A1 smallholder farmers in Chegutu and Zvimba districts are technically efficient at 85 percent and 94 percent, respectively. The major determinants of technical efficiency varied across each district. In Chegutu district, major determinants of technical efficiency were basal fertilizer, labour and area of land cultivated for maize production, and all indicated a positive relationship with level of significance less than 10 percent and 1 percent (0.012, 0.000 and 0.000) respectively. In Zvimba district, major determinants of technical efficiency were basal fertilizer, topdressing and area of land cultivated for maize production, and all indicated a positive relationship with level of significance less than 5 percent, 10 percent and 1 percent (0.002, 0.021, 0.000) respectively. The study further estimated determinants of technical inefficiency. Main determinants of technical inefficiency in Chegutu district were age, maize farming experience and level of education. In Zvimba district, main determinants were maize farming experience, level of education, marital status, occupation status and other sources of income. The return to scale that measures the productivity level of farmers varied among the two districts in which farmers from Chegutu district had increasing returns to scale (1.43), whilst famers from Zvimba district had decreasing returns to scale (0.54). The study, therefore, argues that despite observed high technical efficiencies, Chegutu farmers could bridge their 15 percent gap between their observed output and the frontier output by focusing more on input usage with increasing returns to scale (1.43 percent). On the other hand, Zvimba farmers could bridge their 6 percent gap between their observed output and frontier output by focusing more on socio-economic drivers of technical inefficiency, given the decreasing returns to scale of their inputs (0.54 percent). , Thesis (MSc) (Agricultural Economics) -- University of Fort Hare, 2021

It examines how the changes in land tenure, access and rights to land as a consequence of HIV/AIDS are affecting agricultural productivity, food security and poverty, with a specific focus on women who have lost their husbands to HIV/AIDS in Zvimba. Zvimba is a village community located in Zvimba District in the Mashonaland West Province of Zimbabwe. The study also discusses policy responses designed to cushion the impact of HIV/AIDS on local communities especially women living with HIV/AIDS. The study highlights the vulnerability of widows to land rights violations, mainly inflicted by relatives but sometimes by the wider community. The main form of abuse encountered included the use of abusive language, threats of evictions and at times, beatings. The legal route for seeking redress was rarely used. Fear of witchcraft, low educational levels and fear of causing conflict between children and their paternal relatives also led widows to abandon the fight for their rights. The study further reveals that widows are heavily exposed to dispossession of their land rights. HIV/AIDS has increased the vulnerability of widows and other women to threats and dispossession of their land and other property rights. Dispossession of arable fields was observed in the four wards. The dispossessions and threats to livelihoods were directly related to the HIV positive status of the widows. The findings from this study illustrate the predominant role that male members of the household or family have over land. Thus, culture and traditional practices still affect women in other cases, disadvantaging them in favour of men, as in inheritance of land and property in the household.

- Description: This thesis compares the extent to which participatory practices have been used by Caritas Zimbabwe, a mainstream NGO, and the Zvimba Community Share Ownership Trust (ZvCSOT), an indigenous Trust, in Zvimba District, Zimbabwe. Participatory development initiatives are common practice in NGO and government development work in Zimbabwe. The thesis begins with a discussion of two aspects of participatory development (PD). Firstly, PD is discussed in relation to decentralization processes where central government transfers administrative and financial authority to sub-national government units in order to enhance the participation of rural communities in development interventions. Secondly, PD is discussed in relation to the increased role of NGOs in development work. During the 1980s and 1990s, shifts in development thinking resulted in NGOs being perceived as important actors who could attend to the development gaps left by an economically incapacitated state. Both NGOs and sub-national government units were seen to be closer to rural communities and so were thought to be in a better position to enhance the participation of these communities in meaningful development projects. An analysis of the practices of the NGO and CSOT under consideration in this study shows that while there has been much rhetorical commitment to participation, community participation in the development interventions of the NGO and the CSOT is inadequate. In introducing and implementing development interventions, there has been a tendency by both the NGO and CSOT to give priority to organizational preferences over local needs. While recognizing the participatory efforts made by mainstream development NGOs (Caritas in particular) and indigenous Trusts (Zvimba Community Share Ownership Trust in particular) in Zimbabwe, this thesis also considers the impact of other factors on participatory development initiatives. A major observation from the study is that in as much as we expect genuine participatory approaches which include grassroots communities’ inputs from the project’s conceptualization all the way to its evaluation, the challenge is that the elites at the higher level (central government and donor offices) have their own development preferences and interests while the elites at the lower levels (local government and NGO offices) also have their own priorities and needs. Consequently, local communities tend to be confined to implementing development projects foisted on them by elites at the higher level as well as those at the lower level. Worse still, the study shows that elites at the lowest level (community) sometimes hijack or take advantage of the imposed projects. Participation has been stalled by elites at various levels of the participatory development ladder. Thus, unless power imbalances are seriously addressed at all levels, participatory development will remain elusive.

This thesis tells the story of how the newly resettled land beneficiaries are organising themselves socially in response to various economic challenges. It makes a contribution towards understanding how redistributive land reforms and local government restructuring influence rural social organisation and agency. Furthermore the study examines local perceptions on the meanings of the „farm‟ and „land redistribution‟. An utterance by one war veteran “what used to be your farm is now our land and you are free to take your farm but leave our land” provides an alternative rendition to contestations of restitution versus a purely farm productionist discourse. The study, through an analysis of primary and secondary data, provides a fresh understanding of the social outcomes of fast track. It traces the evolution of land and agrarian reforms in post-independence Zimbabwe and the political and social economic context that led to „fast track‟. Through an analysis of field findings the thesis is able to define the dominant social groups that were resettled during fast track and the challenges they face in utilising the land. The findings show that the majority of the land beneficiaries were from the customary areas, with limited agricultural experiences. Local cooperation within informal networks and local farmer groups has been identified as one of the ways in which social reproduction is being organised. These groups are responsible for enhancing production capacity but they face a number of constraints. The study derives its theoretical foundation from the post 1980s debates on rural society dominated by Mafeje (1993, 2003), Rahmato (1991) and Mamdani (1996). The debates centred on how institutions of inclusion, authority and cooperation such as the lineage groups, local farmer groups and traditional authority remain relevant in the organisation of post-independent rural African society especially in a context of increased commoditisation of rural relations of production. Using theoretical insights derived from analysing the role of the lineage groups in the allocation of critical resources such as land and the influence of traditional authority (indirect rule) as a form of local government, the study examines how social organisation is emerging in areas where neither lineage nor traditional authority are not dominant. The thesis of rural cooperation through local groups as advanced by Rahmato (1991) and Moyo (2002) provides partial insights into the response mechanisms that land beneficiaries invoke in this instance. It is not necessarily an autonomous space of organisation but rather the state is actively involved through various functionaries including extension officers who invariably advance a very productionist approach. The state‟s monopoly through its local functionaries hides its political cooptation effect by emphasising organisation for production without questioning the manner in which that production is externally controlled through limited rights over land, the state‟s monopoly over inputs supply and markets for commodities. Whilst land reform has been driven by local participation through land occupations, local government reform has been technocratically determined through Ministerial directives. There is however little innovation in the form of local government that is being introduced. It expands the fusion of authority between elected Rural District Councils and unelected traditional authority functionaries. The forms of social organisation and agency that have emerged remain subordinated to the state with no links to other networks of rural producers‟ associations and urban civil society organisations. These developments form part of a longheld tradition within the Zimbabwean state where the legitimacy of local organisation and authority is usurped to service the interests of the state. Thus whilst land reform has to a certain extent accommodated the majority poor, the ensuing local government and agrarian reforms are more focused on limiting their participation in broader processes of political engagement around distribution and accumulation and their own governance.

The mining sector of Zimbabwe has risen to be the key economic sector in terms of its contribution to the GDP, FDI, fiscal revenue, exports and employment creation, particularly after the discovery of diamonds and more gold deposits in the country. However, in spite of the growth of the mining sector and its elevation to the mainstay of the economy, glaring dire socioeconomic conditions in terms of unemployment and high poverty levels, poor health, education and household incomes, leads one to question the way the country’s opulent mineral resources are being governed. The study used a mixed methods approach, through use of primary data (quantitative and qualitative data) and secondary data (archival data) as the basis for the collection as well as analysis of data. Complementarity of the research methods was achieved through use of data from household survey with 160 households in Mhondoro-Ngezi, Chegutu, Kwekwe and Shurugwi and in-depth interviews with officials of government ministries; of Finance and Economic Development, Health and Childcare, Primary and viii Secondary Education, local councillors, CSOs; ZELA and ZIMCODD, Traditional chiefs and ZASMC. The study established that mining growth is contributing somewhat to socio-economic development through employment creation, corporate social responsibility, CSOTs, ESPOs, taxation and royalties, but broad-based development has not taken place in the four districts. The study proposes a holistic mineral resources governance and socioeconomic development framework. The study recommends the Repeal of MMA and gazetting of a more comprehensive legal framework, implementation of constitutional provisions on transparency, accountability and stakeholder inclusion, adoption of free online tools for mineral processes disclosure, consolidation of the mining fiscal regime and so on.

This calls decision-makers to boost literacy for women, develop available agricultural information resources and harness effort towards making them accessible. While interventions may be multi-sectored, the role of government is stressed in this report.

NGOs and governments have engaged in a participatory approach not only to empower local people, but also to give them an opportunity to learn, access, and utilize innovations that have been introduced in the agriculture sector. However due to several factors small-scale farmers in Zimbabwe have failed to fully adopt these changes that would enhance their farming activities. Most of these farmers have rather preferred maintaining and practising their preliterate farming methods. Like most irrigation schemes Murombedzi Irrigation Scheme is self funded due to the fact that the government has failed to fund most of such projects. This has subsequently left projects such as the Murombedzi Irrigation Scheme to provide for their own agricultural needs. NGOs have in the past provided assistance to these small-scale farmers but mostly in cases of drought. This study is an assessment of the impact of beliefs and values on the adoption of agricultural change in Murombedzi Irrigation Scheme. The study investigates the extent to which beliefs and values have an effect on small-scale farmer’s access and utilization to adopting innovations. Research findings reveal that farming production in Murombedzi is low and the local farmers have been passive participants in gaining training and education that can assist them in gaining knowledge on the effectiveness of implementing innovations. However; the farmers prefer to maintain their traditional methods that have been effectively used by their fore fathers. It is a common belief among the informants that their ancestors are to be kept pleased at all times and this means practicing traditional farming which, for them, has proved to be effective in the past. As a result, this calls for an empirical research to be carried out at the grass roots level to explore the dynamics that influence the status quo on the ground. This study was conducted to help agricultural change to be implemented in small-scale farming for the benefit of agricultural production. Method development for chemolysis of waste tyres and characterization of the components

- Description: Chemolysis method for degradation and extraction of waste tyres for production of oil was developed. This method consist of three different solvent systems; firstly, the selective solvent system capable of extracting the process oil used in the production of tyres. This solvent system follows a phase transfer catalysis reaction, which is a reaction with a solvent consisting of two phases. Second system is a Destructive solvent system, which is capable of breaking down the polymer chains within the rubber matrix. It follows phase transfer catalysis reaction. Lastly, the collecting/wash solvent system, which is capable of collecting the remaining extracts in the residual crumb. Three products where obtained from this method: Liquid (oil), Gas and Solid (char), with the oil plus char being the focus of this study. Characterizations were carried out to obtain the quality of the oil recovered. Various analytical techniques were used to achieve the aims and objectives of this study, this involved Fourier Transform Infra-red spectroscopy (FTIR), Nuclear Magnetic Resonance (NMR) spectroscopy, High-resolution Thermogravimetric analysis (Hi-resTM TGA), Gas Chromatography coupled to Mass spectroscopy (GC-MS) and Simulated Distillation D86 (SIMDIST D86). Hydrocarbon compounds and market value acids where identified with reference to standards ran on the GC-MS. Market value acids were quantified to obtain the exact amount present in the extracted oil, the amounts for dodecanoic acid, hexadecanoic acid, heptadecanoic acid and octadecanoic acid were 0.73%, 5.1%, 0.49% and 9.98% respectively. Approximately 15% of this market value acid are present in the extracted oil. Internal GC-MS library and Retention Index (RI) methods with the help of NIST library were also used for compounds identification. A total of 53 compounds were successfully identified. SIMDIST D86 analysis showed that the petroleum fractions present in the total extracted oil were Heavy naphtha 0.73%, Kerosene 3.23%, Distillate fuel oil 6.27%, Light vacuum gas oil 57.93% and Heavy vacuum gas oil 31.83%. Hi-resTM TGA was used to characterize the char recovered for thermal properties. Chemolysis char showed relatively similar thermal stability compared to commercial N115 carbon black. The chemolysis method of oil extraction from waste tyres reported in this thesis shows promise in terms of both the routine of execution, quantification of market value constituents of the oil and chemical details of both the tyre derived oil and char.

- Description: The thesis seeks to understand how emerging communities borne out of the Fast Track Land Reform Programme in Zimbabwe have been able to ensure social cohesion and social service provision using farm level institutions. The Fast Track Programme brought together people from diverse backgrounds into new communities in the former commercial farming areas. The formation of new communities meant that, often, there were 'stranger households'living next to each other. Since 2000, these people have been involved in various processes aimed at turning clusters of homesteads into functioning communities through farm level institutions. Fast track land reform precipitated economic and political crisis in Zimbabwe characterised by a rapidly devaluating Zimbabwean dollar, enormous inflation and high unemployment figures. This economic crisis has impacted heavily on new farmers who find it increasingly difficult to afford inputs and access loans. They have formed social networks in response to these challenges, taking the form of farm level institutions such as farm committees, irrigation committees and health committees. The study uses case studies from small-scale 'A1 farmers‘ in Mazowe district which is in Mashonaland Central Province. It employs qualitative methodologies to enable a nuanced understanding of associational life in the new communities. Through focus group discussions, in-depth interviews, narratives, key informant interviews and institutional mapping the study outlines the formation, taxonomy, activities, roles, internal dynamics and social organisation of farm level institutions. The study also uses secondary data collected in 2007-08 by the Centre for Rural Development in the newly resettled areas in Mazowe. The major finding of the study is that farmers are organising in novel ways at grassroots levels to meet everyday challenges. These institutional forms however are internally weak, lacking leadership with a clear vision and they appear as if they are transitory in nature. They remain marginalised from national and global processes and isolated from critical connections to policy makers at all levels; thus A1 farmers remain voiceless and unable to have their interests addressed. Farm level institutions are at the forefront of the microeconomics of survival among these rural farmers. They are survivalist in nature and form, and this requires a major shift in focus if they are to be involved in developmental work. The institutions remain fragmented and compete amongst themselves for services from government without uniting as A1 farmers with similar interests and challenges.

Fast track land reform precipitated economic and political crisis in Zimbabwe characterised by a rapidly devaluating Zimbabwean dollar, enormous inflation and high unemployment figures. This economic crisis has impacted heavily on new farmers who find it increasingly difficult to afford inputs and access loans. They have formed social networks in response to these challenges, taking the form of farm level institutions such as farm committees, irrigation committees and health committees. The study uses case studies from small-scale 'A1 farmers‘ in Mazowe district which is in Mashonaland Central Province. It employs qualitative methodologies to enable a nuanced understanding of associational life in the new communities. Through focus group discussions, in-depth interviews, narratives, key informant interviews and institutional mapping the study outlines the formation, taxonomy, activities, roles, internal dynamics and social organisation of farm level institutions. The study also uses secondary data collected in 2007-08 by the Centre for Rural Development in the newly resettled areas in Mazowe. The major finding of the study is that farmers are organising in novel ways at grassroots levels to meet everyday challenges. These institutional forms however are internally weak, lacking leadership with a clear vision and they appear as if they are transitory in nature. They remain marginalised from national and global processes and isolated from critical connections to policy makers at all levels; thus A1 farmers remain voiceless and unable to have their interests addressed. Farm level institutions are at the forefront of the microeconomics of survival among these rural farmers. They are survivalist in nature and form, and this requires a major shift in focus if they are to be involved in developmental work. The institutions remain fragmented and compete amongst themselves for services from government without uniting as A1 farmers with similar interests and challenges.

My thesis concludes that the FTLRP is seriously flawed in terms of addressing and tackling the patriarchal structures that underpin the Zimbabwean land question.

It is recommended that Permaculture should be integrated into the secondary school curriculum if the momentum of the progress made so far is to be maintained. The SCOPE Programme itself needs to be strengthened for its work with communities. There is, for example, a need for adult education and training methods if the introduction of ILUD to the communities is to be successful.

The crop generates large profits as compared to the next best alternative cash crop and it is an important source of government revenue. Many smallholder farmers have thus resorted into tobacco farming because of accrue benefits attached to the crop. In addition to large profits, the availability of incentives which support production of this crop has also been a motive for many smallholder farmers in Zimbabwe. Contrary to the availability of incentives to support tobacco production, the lack of government subsidies has discouraged smallholder farmers to engage into food crop productions. However, despite their increased interest in tobacco farming, many smallholder farmers have remained poor. They continue to live in poverty, even though they produce an important cash crop for export. Food security in the country has been deteriorated because of concentrations in cash cropping. Therefore, this study has been undertaken to investigate whether the commercialization of the peasant farmer has been responsible for the food crisis that the country is experiencing at present. Use of recycled rubber tyres as an alternative ingredient in cementitious building materials

There is an abundance of waste rubber tyres which in turn results in a waste management issue. The use of waste rubber tyres in cementitious building material provides a possible solution to the problem (Kathomi, 2009:10). Previous research has shown the introduction of recycled rubber tyre crumb can improve the durability, thermal and acoustic performance in residential and commercial buildings. This could result in lives of dwellers in concrete block buildings in South Africa improving due to these characteristics whilst potentially creating a cost-effective, sustainable building material. A grading analysis, loose and compacted bulk densities and relative densities were determined to provide a mix design. Three tests were conducted for this study namely compressive strength, fire and thermal performance and acoustic performance. The testing was conducted on 100mmx100mm cubes at varying rubber replacement percentages. The replacement values were 10%, 20% and 30% tested against a control of ordinary concrete. The waste rubber crumb was a replacement for sand. The research of this study showed 20 % decrease of compression strength at 10 % rubber replacement compared to the control, 55 % decrease at 20 % rubber replacement and 75% decrease at 30 % rubber replacement. The thermal performance test showed a 24 % lower temperature for 10 % rubber replacement compared to the control, 39 % lower temperature at 20 % rubber replacement and 52 % lower temperature at 30 % rubber replacement. All rubber replacement % samples and the control performed adequately in the flame resistance test. The smoke density test showed that all rubber replacement % samples did not release a quantity of smoke which would be deemed dangerous. The acoustic performance test showed the values at 10% rubber replacement was 6 % lower; at 20% rubber replacement; 4% lower and at 30% rubber replacement 14 % lower. Based on these results, the acoustic performance regarding transmission increases with a rubber replacement % higher than 20 %.

Some personal interviews and informal encounters with people who have used it in the past and those using it now were also conducted at EEASA. This case study explored the axes of tension between the development and use of the resource material, “A Year of Special Days”, with the view to informing development and use of materials at the SADC Centre. A long-term intention is to use the framework developed, for similar work in the wider SADC region. The research recommended on how the SADC Centre can track the relationship between the materials developed at the Centre and their use in different contexts. The study established that the booklet “A Year of Special Days” was initially developed for informal education by faith communities mainly in the Anglican Church but turned out to be a resource more applicable for formal education mainly in the national school system of South Africa for environmental learning. That the resource material lacked effective monitoring support from the developers for the initial intended users where there was no formal education structure was an important link in materials development. It is important for resource materials developers to facilitate the participatory monitoring and evaluation of resource materials when they are in use. The study also established that SADC resources materials are easily adaptable and that the process of resource materials development offers important networking opportunities, which allow the adaptation and adoption of similar resource materials for local contexts. The booklet was adapted and adopted by at least eight countries in the form of a booklet, a calendar or a poster. This study provides some recommendations that may be used to guide the Southern African Development Community Regional Environmental Education Programme (REEP) to enhance processes in the development and adaptation of teaching and learning support materials by environmental educators in southern Africa.

A case study of Ngezi rural primary schools was explored using a sample of 50 respondents selected through stratified random technique. Data were gathered by a combination of qualitative and quantitative methods defined as triangulation. Self- administered questionnaires for heads and teachers, interview guide for grade 7 pupils and SDC and observation guide were the instruments employed for data collection. Analysis of the data was done using descriptive statistics. Findings were that quality of universal education was affected by inadequate supporting inputs and facilities, inappropriate teaching methods and unmotivated teachers. However 80 percent of the schools were staffed with qualified teachers depicting government’s commitment to quality education. 40 % of the schools without qualified leadership were indicative of the effect of poor school conditions to staff turn up. In studies carried out in Kenya, Uganda, Tanzania and India quality also declined as access was increased due to similar causes. Recommendations were to create a strong collaboration among stakeholders through communication to ensure the four conditions for quality are met simultaneously as they are interdependent and reforming the curriculum to suit means and needs of the people.
