- Description: This study is about records management at the Albany Museum in Grahamstown, in the Eastern Cape Province of South Africa. The objectives of the study were to find out the extent to which records management is practised; to find out what records management programme exist; to find out the infrastructure available for records management; and to identify the challenges, if any, facing records management in Albany Museum. The records life cycle and the records continuum formed the theoretical framework. The study adopted qualitative and quantitative research approaches. The state accountant, senior administrator, fossil excavator, receptionist and the postgraduate researcher formed the sample of the study. Quantitative data were coded and analysed using Microsoft Office Excel 2013 while the qualitative data were analysed using thematic analysis. The major findings showed that records management Albany Museum is very weak, which makes it difficult for the museum to derive or benefit from effective records management as well as experiencing delays in decision-making, loss and misplacement of records. Also, it was revealed that there was no personnel responsible for the records management. The study recommended for recruitment of personnel for records management in the museum to improve on records management as well as the development of a functioning records management program

Thematic analysis allowed the researcher to discuss the common themes from the thick descriptions obtained from the municipality workers. Quantitative data from the semi structured questionnaires administered were analyzed using statistical methods 6 | P a g e (SPSS). The presentation of the findings was in the form of tables, graphs and piechats. The results revealed the Municipality does not have enough space for their records, due to continuous increase in technology, there is need for the municipality to upgrade its infrastructure to suit the standards of 21st century, shortages of skills within the municipality staff pose a big challenge to the development in the municipality and the system is bureaucratic in nature, long channels of communication. The study recommends that research should be extended to other Municipalities in the Eastern Cape to ensure that the management of records is harmonized to enhance service delivery, accountability and transparency in the Municipalities.

The findings were that Mbizana Local Municipality has a records management programme which is important for accountability, however, there is a need for security maintenance. In addition, the findings were that the municipality need to train its registry staff about records management or hire new people who are capable of managing records. The researcher recommended that Mbizana Local Municipality should provide more training to registry staff on the management of records. The municipality should introduce electronic records management system since nowadays records are created electronically. Electronic records can be easily retrieved when needed for accountability. Also the municipality should allow the public to have access to records.

- Description: This study sought to evaluate the factors that affect the development of archives in the City of Johannesburg Municipality. The use of old records management strategies is posing serious challenges in most African countries and it is affecting the development of archives and records. Literature shows that most municipalities in Southern African countries have not adapted advance records management strategies like Integrated records management and Cloud systems for the realization of benefits of effectiveness and efficiency in records management. The history of Johannesburg municipality and the significance of records management in terms of leveraging effective service delivery raised critical concerns over the development of archives and records management. Proper management of records is the foundation of any government needs to provide services, to fulfil its obligation of accountability towards its citizens and protect their rights. According to the continuum model, the archivists and records managers need to be involved together with information systems designers in the creation of records keeping systems. The records continuum model emphasizes advanced records management strategies and systems in order to ensure the systematic preservation, retrieval and disposal of records. As the records management systems shift from the narrow physical records management as well as imaging into the broader electronic records world there is need for the municipality to embrace more advanced records management strategies like Outsource/Cloud service and integrated records management systems. In order to get a deeper understanding of the factors that affect the development of archives and records management; this study combined both qualitative and quantitative methodologies. The census method was used to select all the 80 members of the records management department in the metropolitan municipality. An in-depth interview schedule was conducted with 4 records managers in order to collect qualitative data. Questionnaires were distributed to 76 personnel in the records management department. Without an operational and effective policy in the department of records, there is no vanguard against unlawful records and archives access and corruption, which is affecting archives development and records management in the long run. The study established although email backups and archiving of files are important strategies, more effective and modern strategies like Integrated Records Management system across the entire organization and the cloud system have not been put in place. This is attributed to the lack of funding and IT expertise. The study concluded that that although training and skills development programs are being ii implemented, skills transfer is not fully taking place due to lack of; equipment, time, managerial support and post-training interventions as well monitoring and evaluation systems. The study recommends an integrated records management system, operationalization of the records management system, effective skills transfer programs, the competency-based model.

This study focuses on the Supply Chain Unit in the office of the Premier in the Eastern Cape Province of South Africa. The study sought to investigate the classification systems in place that is records management policy, procedure manual and file plans. The legal framework that regulates archives. Data was collected using open-ended questionnaire. The target population of this study included all the officials within the Office of the Premier. The sample of 15 was derived from the supply chain management officials, records management managers and directors. The study adopted a qualitative research methodology, which is multimethod in its orientation, which involves an interpretative, naturalistic emphasis to its subject issue. Findings from the study revealed that the unit had its internal records management policy, an official framework document that outlined the processes involved in organising records within the department. Thus, there are policy frameworks within the department even though not clearly described to other employees, which might lead to risks in the management of records. The study also revealed that most records personnel were not trained to effectively manage records. It was also indicated that there is a lack of proper filing system and or electronic records management system. Hence, for effective and efficient records management, the study recommends the creation of a web-based integrated system for communication and where records can be accessed within one system. The study also recommends proper training of records personnel to mitigate risks. Hence, the study recommends that senior management create and implement a records management program that clearly outlines the procedures of records management, risks factors and how to minimize them. - Description: The study sought to investigate the viability of digital records management in the Office of the Premier (OTP) in the Eastern Cape Province. The objectives of the study were to establish the current status of digital records management in the OTP, determine the compliance with the legal framework, identify the requisite infrastructure for digital records management (DRM), describe the security and preservation measures for DRM, and the challenges of managing digital records. Purposive sampling was used to select 40 participants. A questionnaire was used to collect data. The study revealed that the OTP has taken a number of initiatives aimed at establishing records management practices. However, the study found that the OTP is faced with a number of challenges in trying to use the Electronic Document and Records Management System (EDRMS). The majority of the employees did not have any qualification in records management. This lack of skills and competencies affects the implementation of the new system. The findings of the study showed that most of the employees were resisting using the new system because they were not comfortable with it. The study recommends that the department should encourage its staff to get training to be knowledgeable in the use of EDRMS which generates records; the staff should work closer with the consultancy in order to gain skills and knowledge to facilitate the change process, and the security and preservation of digital records should be enhanced.

- Description: This study investigates the role of records management in the functioning of Magistrates courts in the Eastern Cape using Middledrift Magistrate court as a case study. The objectives were to determine types of records created, received and used at MMC, to describe the available infrastructure, security and preservation for the management of court records in MMC and to identify the obstacles encountered in management of court records at MMC. Forty respondents selected randomly and purposively were interviewed. The research findings showed that MMC creates, receives and maintains many court records, MMC is aware of the importance of managing court records from their creation to disposal, there are storages for semi- current and non-current records although there is lack infrastructure for managing court records. The study also revealed that there were occasional misplacement of court records, there was no case file tracking system and the security of records was satisfactory. This study recommends that MCC must have adequate storage space, training for the personnel and security systems to protect court records.

- Description: This study investigates the role of records management in the functioning of Magistrates courts in the Eastern Cape using Middledrift Magistrate court as a case study. The objectives were to determine types of records created, received and used at MMC, to describe the available infrastructure, security and preservation for the management of court records in MMC and to identify the obstacles encountered in management of court records at MMC. Forty respondents selected randomly and purposively were interviewed. The research findings showed that MMC creates, receives and maintains many court records, MMC is aware of the importance of managing court records from their creation to disposal, there are storages for semi- current and non-current records although there is lack infrastructure for managing court records. The study also revealed that there were occasional misplacement of court records, there was no case file tracking system and the security of records was satisfactory. This study recommends that MCC must have adequate storage space, training for the personnel and security systems to protect court records.

Victoria Hospital (VH), under the Raymond Mhlaba municipality, in Alice, in the Eastern Cape was chosen as the case study. The main purpose of this study was to investigate the extent of records management practices in this public hospital. The study’s objectives centred on examining the type of records generated at VH, determine some of the activities used in their management and assess the current processes and means that are used to make these records available. Both paper and electronic records were the focus of this study and as such the records lifecycle and the records continuum were thus integrated to inform the theoretical basis for this study. The researcher combined both quantitative and qualitative research methods in an attempt to increase the validity and reliability of the data gathered. This triangulation of methods facilitated thoroughness and eliminated biases and weaknesses in as far as methodology is concerned. The study used the survey research method to determine the status of records management at the Victoria Hospital. The findings showed that the type of records generated at the Victoria hospital include patient, personnel and administrative records. The results of the study revealed that policy issues, lack of infrastructure and irregularity of training, absence of a qualified records manager were identified by the respondents as some of the challenges faced by the VPH in order to effectively executive records management practices in their organization. A number of recommendations were put forward and a few will be highlighted here. Hospitals should consider providing relevant formal training or courses for at least more than 75% officials earmarked for or engaged in the implementation of e-health and erecords. Victoria hospital should consider hiring more qualified records managers and registry staff. Records management training should take place at least twice a year so that staff is kept motivated. Top management must ensure that they support records management in terms of finance including the ensuing challenges.

- Description: The purpose of this study was to investigate the role played by records management in an organisation. The primary question that was explored was whether the management of records receives the attention it deserves at the Amathole District Municipality. In order to achieve the research objectives, an in-depth literature study was undertaken. A survey was also conducted to examine the current records management practices at ADM and the data was collected by means of self-administered questionnaires. The literature study proved the hypothesis to be correct, which stated that effective records management plays a significant role in the effective administration of an organization. The empirical study revealed that the records management function is not receiving the attention it deserves at ADM. Even though participants acknowledged the importance of records management in the decision-making process, strategic planning process (Integrated Development Plan), the realisation of the Batho Pele Principles and the overall performance of ADM, it was evident that ignorance was displayed with regard to the management of records. It has been discovered that Amathole District Municipality has a good Records Management Policy, Procedure manual and File Plan, but adherence to these policies should be continuously monitored. Regular training has been identified as one of the areas on which ADM should apply its focus to ensure sound records management. Recommendations were made within the context of empirical survey findings and the regulatory framework for records management. To improve the current records management practices at ADM, it has been recommended that the records management function be incorporated into the organisation-wide strategic plans and that records management forms part of the key performance areas of senior managers.

Identify challenges if there are any facing ARMP at the UFH and Rhodes University. Interviews and questionnaires were two research instruments used in this study to collect data; additional data was collected by reading relevant documents gathered on both institutions and on their website. In this study, the sample was 26 respondents from both universities. The study dealt with administrative staff who deal with records management: Records managers/Officers and Archivists at both institutions. viii Data collected was coded and analysed using Statistical Package for Social Sciences (SPSS) and the findings were presented using pie chart , graphs. The triangulation approaches involves using more than one method to collect data and it is a way of assuring the validity of research with variety of methods to collect data. Findings revealed that respondents were unaware of ARMP in the university. And also some of the findings were the infrastructural needs such as the Lack of records storage, space, Records Preservation facilities (RH, Light), Personnel Training and Development. The challenges facing ARMP in universities includes: a lack of programmes to manage records and archives material, absence of policy that regulates archives and records keeping in the universities understudy, the existing infrastructure at hand cannot meet the requirements for regulatory framework on records and archives management. Based on these challenges mentioned above, the study recommended that both institutions should improve their infrastructure as to be able to preserve the archival material. - Description: Records Management is playing a crucial role in government institutions, municipalities. This study sought to explore records management practices in for accountability in the Pixely ka Seme District in the Northern Cape Province in South Africa. The study sought to investigate whether the current records management practices upkeep or demoralize accountability and ultimate service delivery in the local municipalities. These are the objectives that were intended to be accomplished by the study: To find out the role of the provincial archives in the records management practices in Pixely ka Seme in the Northern Cape Province; To determine the extent to which records management practices in the Pixely ka Seme District in the Northern Cape Province comply with the legal and regulatory requirements; and To assess the impact records management practices on service delivery in the Pixely ka Seme District in the Northern Cape Province. Geographical Area; The district is comprised of eight local municipalities: Ubuntu, Umsobomvu, Emthanjeni, Kareeberg, Renosterberg, Thembelihle, Siyathemba and Siyancuma. Its main town is De Aar. Traffic flows through the region, linking the major industrial areas of the country. The area has a low rainfall, while the largest river in South Africa flows through it. Two of the major dams in South Africa, the Vanderkloof and Gariep Dams, are situated on the borders of the district municipality. Main Economic Sectors; Finance and business services (22.5percent), manufacturing (17.4percent), trade and accommodation (15.4percent), government services (12.9percent), transport and communication (11.3percent), mining (6.8percent), community and social services (5.6percent), construction (3.3percent), agriculture (2.7percent) Mixed methods were used for the investigation. Questionnaires and in depth interviews were used to collect data. Purposive sampling method was used to identify interview participants and adopted open ended questions to collect all necessary information by a questionnaire. The total population of the study was the Pixely ka Seme District employees in the Northern Cape Province. The Records Management Officials from eight local municipalities. The study sampled 18 participants but ended completing the investigation on 9 participants purposively. Total of Nine; 5 (56percent) of the participants were females while 4 (44percent) were males. The process was made possible through the use of purposive sampling to have the targeted respondents of the study. The study was enclosed within the theoretical frame of the “Life Cycle of a record” model and “Continuum model” to outline the whole process of record keeping discipline. The study discovered that records management negatively affected timely, effective and efficient accountability and in terms of audit results and service delivery. The results of the study revealed the dominance of the females in the records management practices in the Pixely ka Seme District. This finding was used was to analyze the impact of gender equality in the records management practices in the district. In this study, there is of a high number of females as compared to males and the study concluded that females led the records management structure in the Pixely Ka Seme District. Furthermore, the age range in this study proved to be one of the major factors that led to poor records management practice in the District. In addition, that qualification in relation to records management is the major hindrance in effective records management in the in the Pixely Ka Seme District in Northern Cape Province. Hereinafter, The Provincial Archives is not involved at all in the records management practices in the Northern Cape Province in the Pixely Ka Seme District. A large number of the municipalities do not have records management policies in place for the practice of proper records management. It is evident that records management compliance in compromised in this regard. A significant large number of the municipalities function without a legislative provision in terms of its record keeping. The study recommended that municipalities should now employ more and qualified records managers to rescue institutional records and the image of the organization. South African Local Government Association Records Management Forum (SALGA) as a municipal advocate must emphasize and command that municipalities must employ records managers at a managerial level to improve records section and professionalism in the field of records.

- Description: Records Management is playing a crucial role in government institutions, municipalities. This study sought to explore records management practices in for accountability in the Pixely ka Seme District in the Northern Cape Province in South Africa. The study sought to investigate whether the current records management practices upkeep or demoralize accountability and ultimate service delivery in the local municipalities. These are the objectives that were intended to be accomplished by the study: To find out the role of the provincial archives in the records management practices in Pixely ka Seme in the Northern Cape Province; To determine the extent to which records management practices in the Pixely ka Seme District in the Northern Cape Province comply with the legal and regulatory requirements; and To assess the impact records management practices on service delivery in the Pixely ka Seme District in the Northern Cape Province. Geographical Area; The district is comprised of eight local municipalities: Ubuntu, Umsobomvu, Emthanjeni, Kareeberg, Renosterberg, Thembelihle, Siyathemba and Siyancuma. Its main town is De Aar. Traffic flows through the region, linking the major industrial areas of the country. The area has a low rainfall, while the largest river in South Africa flows through it. Two of the major dams in South Africa, the Vanderkloof and Gariep Dams, are situated on the borders of the district municipality. Main Economic Sectors; Finance and business services (22.5percent), manufacturing (17.4percent), trade and accommodation (15.4percent), government services (12.9percent), transport and communication (11.3percent), mining (6.8percent), community and social services (5.6percent), construction (3.3percent), agriculture (2.7percent) Mixed methods were used for the investigation. Questionnaires and in depth interviews were used to collect data. Purposive sampling method was used to identify interview participants and adopted open ended questions to collect all necessary information by a questionnaire. The total population of the study was the Pixely ka Seme District employees in the Northern Cape Province. The Records Management Officials from eight local municipalities. The study sampled 18 participants but ended completing the investigation on 9 participants purposively. Total of Nine; 5 (56percent) of the participants were females while 4 (44percent) were males. The process was made possible through the use of purposive sampling to have the targeted respondents of the study. The study was enclosed within the theoretical frame of the “Life Cycle of a record” model and “Continuum model” to outline the whole process of record keeping discipline. The study discovered that records management negatively affected timely, effective and efficient accountability and in terms of audit results and service delivery. The results of the study revealed the dominance of the females in the records management practices in the Pixely ka Seme District. This finding was used was to analyze the impact of gender equality in the records management practices in the district. In this study, there is of a high number of females as compared to males and the study concluded that females led the records management structure in the Pixely Ka Seme District. Furthermore, the age range in this study proved to be one of the major factors that led to poor records management practice in the District. In addition, that qualification in relation to records management is the major hindrance in effective records management in the in the Pixely Ka Seme District in Northern Cape Province. Due to IT, records and information are accessed easily, appropriately preserved, quickly retrieved and managed for operational decision-making. Consequently, the main aim of this study was to investigate the role of IT in the management of records with specific reference to the Department of Sports, Recreation, Arts, and Culture, King Williams Town, Eastern Cape. It further examined the types of records created by the department and the current status of its records, compliance to the legal framework for both paper-based and electronic records management, skills and knowledge of staff, archivists and records managers in relation to information technology and the management of electronic records and the constraints the Department of Sports, Recreation, Arts, and Culture encounter in the management of electronic records and recommend possible solutions. One major finding unearthed by this study is that the department is still manually storing records even though the information technology revolution has evolved. The study also found out that the department is faced with a number of challenges when it comes to the responsibility for the implementation of IT in the department. The study put forward a number of recommendations that had to be considered in an attempt to help the department and its employees manage electronic records and tone is mentioned here as this is a prerequisite. It will be beneficial if all the officials that deal with records take the course on records and archives management in institutions like University of Fort Hare so that they know more about the management of records as a whole package.

Twenty three (23) respondents from SMMEs were interviewed. Findings revealed all the respondents could not confirm adoption of any systemic way of records management to support business functions and operations. Majority of the SMMEs due to their inability to maintain records could not identify potential benefit of business RM with an exception of three SMMEs. The respondents were not aware of any compliance and regulatory framework most especially on business records management. The challenges facing SMMEs include; inability to capture/create maintain, preserve business records systematically in its lifecycle. The SMMEs lack needed training especially in records management to allow them the benefit of maintaining business records. It is recommended that SMMEs should acquire skill that would enable them manage their business records that may help improved decision making. There should be legislative and regulatory framework that ensures compliance. The researcher followed a methodological path that began with a thorough literature review and a careful and thoughtful posing of research questions and objectives. A sample of Wesley Community small-scale farmers was chosen using both convenience and snowball sampling where available and willing farmers were interviewed using questionnaires and in-depth interviews. Collected data were analysed using Microsoft Excel 2010. The study found that an encouraging number of small-scale farmers keep records. The records kept by small-scale farmers, however, some of them are not organised or being kept in a systematic way. Small-scale farmers do find record keeping very beneficial and are interested in keeping more records. Illiteracy and low self-esteem proved to be constraints when it comes to small-scale farmers’ records keeping and management. It was concluded that small-scale farmers do keep records. The manner in which the records are kept is mostly systematic. There a benefits of keeping records for farmers even though small-scale farmers face a few constrains when it comes to record keeping.
