The challenges faced by orphans and vulnerable children in cluster foster homes in South Africa: the case of Ekhaya losizo in Grahamstown

According to the research study, most children in the cluster home faced a number of social, emotional and psychological wellbeing which affect normal development. The research focused on investigating the kind of support that is offered by community members to such orphans and vulnerable children. According to the findings, children are provided with emotional support, financial, social and educational. The study findings revealed that there is much support provided by the community. The last objective which is the fourth one is aimed at examining services that are offered by social service practitioners in the care of orphans and vulnerable children in cluster foster care. The study findings managed to document that social workers are very much instrumental in the welfare of children. This is because they are involved in identifying the child in need of care and protection as stipulated in the Children’s Act 38 of 2005, they do placements of children in cluster homes, monitoring and also identifying suitable caregivers who are able to provide proper nurturance to children. Psychologists are also instrumental in providing counselling to these children. They help those children that are traumatized, orphaned, abandoned and those that are having adaptation challenges as well as attachment challenges. The study utilized a qualitative method in order for the researcher to understand the challenges faced by orphans and vulnerable children. Purposive sampling which is non- probability was used with both in-depth interview as well as focus group discussion. The researcher purposely selected those people who are relevant in providing the relevant information for the research. - Description: Most research studies focus on foster children or foster parents, there is dearth of research on the impact of fostering on biological children. This aim of this study was to fill the gap in the literature regarding the experiences of biological children sharing a home with foster children. It also investigated how biological children perceive foster care and challenges encountered by children under foster care. This was achieved through a qualitative research approach. The study was conducted at Zwelitsha Township in King Williams Town. Data was collected through semi-structured interviews with thirty biological children of foster parents and ten social workers in practice. Two focus group discussions were held with twenty foster parents. A focus group discussion guide was used in collecting information during the discussions. Purposive sampling was used in the study and data was analysed according to themes. The major findings revealed that fostering has both positive and negative impacts on biological children and the foster family. Biological children find foster care placement as helpful to children whose parents cannot provide care and protection for children. They gain and learn new knowledge through fostering and are happy about their new siblings in the family since they have companionship. On the other hand, minority of biological children were ambivalent about foster care as they were uncertain between altruistic feelings of making a difference in the lives of needy children against the negative outcomes of fostering. One biological child was negative about foster care. This participant did not like the idea of fostering and did not describe any personal positive outcomes resulting from his fostering experiences. The findings revealed that biological children are unable to voice out their views and ideas regarding foster care placement. The findings also revealed that biological children are not passive observers on how fostering influences their daily lives. Instead, they use strategies to influence fostering processes, especially to protect their foster siblings for the fostering process to be successful, while also having feelings of responsibility for their foster siblings. The findings further suggest that despite the complex nature of the fostering task, professionals should recognise and acknowledge the input of biological children to fostering. It is, therefore, suggested more training should be provided to foster parents to continually include the opinions of their own children in fostering decisions.

- Description: This paper analyzes the role of natural resources in the lives of rural children experiencing heightened vulnerability to poverty and the impact of HIV/AIDS, a subject that previously has been unexplored. The authors highlight wild-food use by rural children as a regular activity that supplements their domestic diets. Over the course of 18 months in the Eastern Cape of South Africa, the authors used a broad quantitative and qualitative methodology to explore the food acquisition and consumption patterns for 850 children. They found that the quality of children's domestic diets was, on average, 60% lower than the Food and Agricultural Organization (FAO) guidelines. This occurred in a population where 62% of the children surveyed were supplementing their diets with wild foods; and 30% with over half their diet supplemented in this way. Significantly, dietary diversity increased by 13% when wild food supplementation occurred. Another result was the commercialization of wild foods (observed among 47% of the children), wherein significantly more vulnerable children sold these foods. Considering the heightened nutritional and energy needs of children, combined with the impact of poverty and HIV/AIDS on household food access, wild foods represent the last freely attainable food sources available to them.

It does so within the context of international-law-protection in the form of Conventions of the International Labour Organisation. The treatise distinguishes between the concepts of child labour and child work and traces the history of international law prohibiting and regulating child labour. The two most important ILO Conventions, Convention 138 of 1973 and 182 of 1998 are considered in some detail before the national legislature is explained and analysed. From the discussion it is apparent that South Africa is giving effect to the applicable ILO Conventions. Not only does national legislation prohibit child labour, the state also adopted nation-wide programmes to eradicate child labour. Despite the efforts there is still room for improvement. The fight to eradicate child labour must continue!

Participants were selected through the use of purposive sampling. A total of fifty two (52) participants were selected and these included school teachers, fathers and learners. Semi-structured interviews (for school teachers and fathers) and focus group interviews (for learners) were used in the four selected primary schools. The data was coded and thematic content analysis was used. The findings from the research indicated that fathers’ and teachers had a very limited understanding of fathers’ support in children’s learning. They generally thought that it was confined to activities done at school such as payment of school fees and levies, providing labour for the construction or renovation of school buildings and providing teaching/learning resources. Participants confirmed that the majority of fathers were too poor and with low education to be meaningfully involved in their children’s learning. However, there were a few fathers who believed that their socio-economic status did not prevent them from participating in their children’s learning. They actually indicated useful ways in which they could be involved. It was found that a minority group of fathers who were unemployed spent time helping their children in their learning whilst, those working worked long hours and had no time to help their children. Among the significant findings of the study was the fact that educated fathers were too involved in their children’s learning and even reserved time on weekend to be part of their children’s life and learning. The research also revealed that fathers and teachers had wrong perceptions about themselves and each other in connection with limited fathers’ support in their schools. The study recommends, among other issues, enhanced school/parent partnership with emphasis on the involvement of fathers in academic activities meant to improve their children’s learning.

In analysing data, the researcher made use of the quantitative and qualitative measures.The outcome of the study points out that HIV/AIDS is the major threat to children and that there is a significant increase in number of child headed families as a result of HIV/AIDS.

In shaping the sample size, 50 respondents were selected from three wards (2, 3 and 16) of the Nyandeni Local Municipality in the Nyandeni area in the Eastern Cape.The researcher made use of the interview technique to collect data from the respondents. In analysing data, the researcher made use of the quantitative and qualitative measures.The outcome of the study points out that HIV/AIDS is the major threat to children and that there is a significant increase in number of child headed families as a result of HIV/AIDS.

- Description: A UNICEF report on the drastic effects of child labour in developing countries indicates there are 4040 million children under the age of 18 not attending school (1977). Many are street and working children who deserve the chance, but face parental neglect and poverty to attend school and become conscious and productive citizens. Non-formal education has been identified as an alternative to traditional schooling, in which children learn vocational trades or academic subjects, aimed at enhancing their lives. This alternative approach is considered non-formal education because it is typically short–term and non – degree granting. Though non-formal education can be used for rehabilitation purposes, it cannot replace ultimate schooling. All children want to graduate and compete in the job market. The main aim of this study is to determine the role of the Department of Education in addressing the education of children working and living in the street in the Eastern Cape. The children working and living in the street phenomenon is a major development problem that is experienced all over the developing world. A major cause of this problem in the Eastern Cape is drop–outs due to parental negligence and poverty. To assist children working and living in the street and those in conflict with the law, child and youth care centres in East London, King William’s Town and Queenstown have been established. However, they have not had a very noticeable impact on the magnitude of the problem. Potential for such an impact seems to lie in the domain of collaboration with other non-governmental organisations, other departments and education providers. This study evaluated the quality of education of child and youth care centres and non-formal education programmes in providing education to children working and living in the street, with a view to highlighting the difference that formal education in mainstream schools has, in relation to these centres. The descriptive survey design was used in this study. The sample comprised ten children working and living in the street three child and youth care centres in East London, King William’s Town and Queenstown, ten children working and living in the street in East London, three managers from these centres, and two managers from the Department of Education and the Department of Social Development. The study employed the purposive sampling technique. Data to answer the research questions were collected mainly through questionnaires and interviews. The following conclusions were drawn from this study regarding empowering of children who are working and living in the street: (1) children were acutely cognisant of their impoverished positions in society but were unable to alleviate their economic burdens due to poverty. (2) The lack of teacher training strongly impacted on the children’s self concept to achieve empowerment (3) Non-formal education programmes should be used temporary whilst children working and living in the street are being rehabilitated. Thereafter children should join mainstream schools where they can obtain certificates on completion of their studies. The age factor should be considered when administering non-formal education. (4) Parents were the most important stakeholders in facilitating the enrolment of children in schools and monitoring their attendance. The study was based on the pragmatism paradigm that triangulated both quantitative and qualitative research methods of collecting data. A questionnaire survey was administered to 202 street children while 32 heads of households were involved in focus group discussions and four Social Workers took part in semi-structured interviews. Drawing from the Human Rights-Based Approach (HRBA), Psychoanalysis Theory and Bronfenbrenner’s Ecological Systems Theory (EST) that guided the study, the findings revealed that street children experienced economic, social, physical and psychological challenges that hindered their attainment of full growth and development. Findings further revealed that street children adopted various coping strategies to mitigate the challenges they encountered in the streets to ensure sustainability. Furthermore, not all Government Social Protection Programmes were effective in addressing the plights of street children. This was due to inadequate funds, corruption and discriminatory criteria for selection of beneficiaries. These impediments hindered the provision of comprehensive social welfare services to street children, which led street children to adopt various coping strategies to mitigate the challenges they encountered in their efforts to ensure sustainability. The study concludes that Government Social Protection Programmes (GSPPs) such as Basic Education Assistance Module, Child Adoption, Institutional Care, National Action Plan for Orphans and Vulnerable Children, Free vii Treatment Order and Harmonized Cash Transfer are not entirely addressing the challenges facing street children in Harare Metropolitan Province. This is because of the criteria used to select street children, which systematically excludes them from benefitting, resulting in extended impoverishment and vulnerability. The study further recommends that the government of Zimbabwe provide productive safety nets and sponsor self-help projects to empower vulnerable households, and source out additional resources such as human resource and finance for Social Protection Programmes from Non-Government Organisations, private companies

The findings of the study revealed different opinions on parental involvement. While some parents appreciate the importance of their involvement, there were, however, some parents who perceive it as a responsibility of educators. Despite these views, there were positive contributions that have been brought about by parental involvement in the development of their children's literacy. The concept of parental involvement has been perceived as one of the corneThe main purpose of this research was to investigate the factors that influence parental involvement in the development of their children's literacy in the senior phase. The concept of parental involvement has been perceived as one of the cornerstones that contribute positively to the effectiveness of the education that children receive. In the South African case, it is embodied in the legislation and is expected to permeate the education process at all levels. Many scholars perceive parental involvement as enhancing the development of children's literacy. As an interpretive orientated study, this research had an interest in understanding the subjective experiences and general factors that influence parental involvement in the development of their children's literacy in the secondary school level. In line with the protocols of the case study, this study used a combination of methods namely structured interviews, semi-structured interviews, focus groups and document analysis in collecting data. The findings of the study revealed different opinions on parental involvement. While some parents appreciate the importance of their involvement, there were, however, some parents who perceive it as a responsibility of educators. Despite these views, there were positive contributions that have been brought about by parental involvement in the development of their children's literacy. The study has also revealed that there are factors that influence parental involvement in the development of their children's literacy in the senior phase such as parents' lack of understanding of their roles, absence of guiding documents, lack of unity among stakeholders, age and qualifications.
